Appeal won in Oxted

Yesterday I recieved a letter from the planning inspectorate to say an appeal by O2 against Tandridge District Council is dismissed. This is the second mast I have been involved in fighting in Oxted, Surrey. The first which happened last year, involved putting pressure on the land owner who subsequently withdrew his permission to allow a 12.5 metre mast to be erected on his land.Good result we were very happy.

This second one was for an O2 3g 15 metre mast to be sited by a park on a grass verge at the front of a neighbours house.Luckily Tandridge Council agreed with us on this one and refused it.Of course O2 appealed and we all stepped up a gear to make our feelings known. Luckily through mastsanity we even managed to get Caroline Lucas down when she visited a Tetra mast at our local fire station.She visited our site and promised to write to the inspectorate herself.

Again a phone mast took over my life for a few months,neglecting my children and husband (but then he is big enough to look after himself) but I have to say it is all worth it to get the result we wanted.

My worry now is that all we have done is to move the problem 100 yards up the road which still does not solve anything but at least for the time being we are 2:0 to us.

Thank you for your website and to Yasmin (don,t expect you will remember me) for advising me a few months ago. It has been great to get so much imformation and posters etc to print off and also invaluable to realise that we were not alone and that people up and down the country are all fighting the same as us.

PDA Statement on Iraq

Sixteen hundred Iraqi insurgents are said to have been killed and countless others maimed, crippled or injured in a single week. Over thirty American soldiers are dead and several hundred are wounded. Over eighty major attacks have been launched on American positions in several other uprisings from Mosul to Baghdad. Despite military and administration public relations, the US-trained Iraqi forces cannot or will not stand on their own.

America is creating a slaughterhouse in the name of democratic elections. As foreigners, we are dividing Sunni from Shiite and Kurd in the name of a fragmented Iraqi unity. We are ominously alone, abandoned by fifteen of our Coalition allies - so far - and by the United Nations.

This military strike was timed to occur after the American presidential election. While the main responsibility lies with President Bush, the national Democratic Party leadership has supported and encouraged the military offensive in Falluja as well. Both parties have bloody hands.

It is time for the bipartisan collusion in this war to end. It is time for the Democratic Party to become faithful to its faithful rank-and-file through becoming the party of opposition. It is time to declare clearly that this war is a mistake. The conduct of the war is a mistake. America is squandering the lives of its soldiers, the revenues of its taxpayers, and the trust of its people for a mistake.

When will our party leaders join in asking who will be the last American to die for this mistake?

Progressive Democrats will neither wait nor be silent. We will organize locally as voices and voters for peace. We will hold our Congressional representatives accountable if they support a $75 billion blood-stained check for the Iraq war. We will point out the daily cost of the war to our deficits, our cities, health care, housing and anti-poverty programs. We will demand greater candor and respect for our combat soldiers while also honoring those troops and their families who choose to oppose the war in the tradition of the young John Kerry.

During the presidential campaign, we gave one hundred percent for a Democratic ticket that felt compelled to defend a mistake. We do not believe that the November election was a mandate to destroy Iraq while saving it nor an endorsement of the President’s management of the conflict. It is George Bush’s mistake now, and the role of all Democrats and concerned Americans is to make him end his denial, accept responsibility and take significant steps to end the American occupation and leave Iraq to the Iraqis.

Making Kerry the Winner when the Electoral College meets

Hey, I just got off the phone with my daughter Laura in NYC who is a Brooklyn College student. She is telling me that her professors, and teachers are telling the students that the election is not over, and that if the electorate in Ohio finds Kerry to be the winner they may cast their votes for Kerry therefore making Kerry the winner when the electoral college meets.

The point is, there is not as much of a black out as we think. Now I have no idea what is happening in any other Colleges or Universities across America, but I would hope that people are getting the correct info in the Universities. Can anyone find out?

Until I talked to her, I forgot entirely about Universities giving out info-.

I suppose many of us did because we are done with College days.

We also plan to change our money into lounies. Sounds good Aye!! OK, so the dollar is crashing but the lounie isn't!! Right! I'll put them little coloured monies right under my mattress. Of course, we can use the lounies right here in Buffalo at par. It has ALWAYS been that way. So having Canadian money wouldn't raise any suspicion, everyone has it in their wallet any way.. Gee, as a matter of fact, we might see much more businesses in Buffalo using Canadian money instead. Like I said, we use it any way at par. Which means we use it the same way. So 20 Canadian, is the same as 20 American etc. All prices stay the same. It's been that way for most of my life. Let's just say this, if you are at a supermarket, and they run out if American money, they will ask you if you will take the Canadian money, and most people do. Of course, the change gets rolled right in with the America money here. This place is crazy here, I swear.

See, not only is half of America still deeply dejected about the onslaught of Dubya Dubya II, but much of that half wants the world to know just how crestfallen we are, and just how awful we feel for inflicting Bush and his middle-finger foreign policy on them like a virus, a toxin, a nasty STD, yet again.

New Hampshire Recount

This was forwarded to me from a very good friend of mine. It is very uplifting for those of us that care deeply about the fraud in this year's 2004 Presidential Election. Most of us know that the media is steering completely clear from this topic, as they are no longer a liberal media (corporations pay for advertising). If this recount proves what we all know (electronic voting machines by Diebold and ES&S were rigged), then it will be forced into the mainstream media. Ralph Nader is also the very best example to follow if you're wanting to become an activist. He is totally 100% for the people, and dedicated his entire life to fighting for the people. He not only fights for what he believes in, he fights effectively. He is the best model I know of to follow on making effective change in the government. He has a website listed in the article and has his own email list that you may join. He will keep you updated on the things he is currently fighting for. Maybe we as a smarter than average crowd can get off our a... and help out a little. Take an action toward fighting for what you believe in. No matter how small the action, you will find it will make you feel good inside. You will know you did something for what you believe in. You might even feel compelled to take a larger action. Who knows. All I know is we must do something.

Hi, this is Kevin Zeese, I'm here in Concord, New Hampshire with Rob Cirincione and Virginia Rodino and we're here for the New Hampshire recount of the Nader/Kerry/Bush race and it's just getting under way. There's a room full of people here. There's a lot of positive energy in the room. We've brought together more than twice the number of volunteers we need to manage the recount, to observe and make sure that the recount is done accurately. People feel very confident that we're going to make our democracy better and stronger. The media has started covering this. We've seen a lot of reports here in New Hampshire and even The Nation magazine, on their website, has an article about this New Hampshire recount. The Boston Globe was here, so I'm sure we'll see some coverage of this no matter how it turns out.

I want to make it clear what the goal is in this recount. We're not here trying to overturn the election. We're doing basic democracy activism. We're trying to protect our democracy. This is more like an audit of the vote. We're seeking a recount in wards in New Hampshire where there have been mathematical anomalies, where people expected more votes for Kerry than Bush, and Bush got anywhere from 5 to 15% more votes than expected. When we look at those numbers it turns out that most of those anomalies occurred in wards where the vote was counted on the Diebold AccuVote Machine, in fact 78% of those unusual votes were on those machines. This is the first audit in a Presidential Election of an electronic voting count system so it's an historic moment. Either way it turns out it will be good for our democracy. If it turns out that there was no problem, it will show that these machines were reliable in this race, it will show that there's a positive role for audits and it will make the Democrats question further why they keep losing support-and I think there's good reason they're losing support. If it turns out there's a problem, well then we have a major national story involving electronic voting and raising questions that really need to be evaluated, as more and more of the country goes to electronic vote count.

Congress to Undercut Education on 11/19

Now it starts. On Friday 11/19, Congress plans to pass a massive appropriations bill that will significantly deprive schools of promised funding. They put off passing this bill until after the election so that they didn't outrage voters - and lose votes - by creating funding cuts in programs that Americans consider priority. But under-funding education is exactly what they're planning to do.

Already there is talk about cutting back on pre-election commitments to education - and even these commitments shortchanged the President's own No Child Left Behind program by $9 billion and cut the federal share of special education funding by over $10 billion.

To stop this folly will require an unprecedented public mobilization over the months ahead. But we must take a stand right now!

Friday's expected roll-backs on education commitments are only the beginning of the horror show. The White House is circulating budget documents calling for long term cuts in education funding. The president who campaigned on a pledge to "invest in education," is now planning deep cuts over the next five years. [1]

In the coming months, we'll join together and challenge lawmakers face to face in their own offices. By writing now though we take a stand against false promises and remind our leaders that we will continue to hold them accountable if they undercut our schools.

". . .What we found was implausible enough to justify an investigation by law enforcement authorities. Precinct level information from 11 northern counties revealed that two parameters which can be logically connected to electoral fraud (ballot spoilage and the number of Gore votes divided by the number of Nelson votes) account for two-thirds of the variation in Gore's performance; the chances of this happening by chance are about 1 in 1047 (10 raised to the 47th power). This was true in aggregate as well as individually. Each of the eleven northern counties that we studied had patterns consistent with cheating by Republicans. These were Bay, Bradford, Calhoun, Columbia, Dixie, Gulf, Hamilton, Jackson, Suwanee, Union, and Washington. Precincts in some counties had discard rates of up to 40 percent of ballots cast! Calhoun and Dixie showed profiles possibly suggestive of ballot box stuffing. We suggest that the most consistent explanation of the statistical anomalies is a pattern of criminal tampering with ballots, primarily (but not necessarily exclusively) by Republicans. In just 14 suspicious precincts with suspiciously high ballot discard rates, 844 ballots for Gore were destroyed in excess of what would be expected. In the 11 counties, the total number of Gore ballots involved is probably in the tens of thousands, our model suggests that 7,100 votes may have been destroyed, so the number destroyed in all northern counties may have been many tens of thousands...."

UC Berkeley Research Team Sounds 'Smoke Alarm' for Florida E-Vote Count

Research team calls for investigation.

Today the University of California's Berkeley Quantitative Methods Research Team released a statistical study - the sole method available to monitor the accuracy of e- voting - reporting irregularities associated with electronic voting machines may have awarded 130,000-260,000 or more excess votes to President George W. Bush in Florida in the 2004 presidential election. The study shows an unexplained discrepancy between votes for President Bush in counties where electronic voting machines were used versus counties using traditional voting methods - what the team says can be deemed a "smoke alarm." Discrepancies this large or larger rarely arise by chance - the probability is less than 0.1 percent. The research team formally disclosed results of the study at a press conference today at the UC Berkeley Survey Research Center, where they called on Florida voting officials to investigate.

The three counties where the voting anomalies were most prevalent were also the most heavily Democratic: Broward, Palm Beach and Miami-Dade, respectively. Statistical patterns in counties that did not have e-touch voting machines predict a 28,000 vote decrease in President Bush's support in Broward County; machines tallied an increase of 51,000 votes - a net gain of 81,000 for the incumbent. President Bush should have lost 8,900 votes in Palm Beach County, but instead gained 41,000 - a difference of 49,900. He should have gained only 18,400 votes in Miami-Dade County but saw a gain of 37,000 - a difference of 19,300 votes.

"For the sake of all future elections involving electronic voting - someone must investigate and explain the statistical anomalies in Florida," says Professor Michael Hout. "We're calling on voting officials in Florida to take action."

The research team is comprised of doctoral students and faculty in the UC Berkeley sociology department, and led by Sociology Professor Michael Hout, a nationally-known expert on statistical methods and a member of the National Academy of Sciences and the UC Berkeley Survey Research Center.

For its research, the team used multiple-regression analysis, a statistical method widely used in the social and physical sciences to distinguish the individual effects of many variables on quantitative outcomes like vote totals. This multiple-regression analysis takes into account of the following variables by county:

· number of voters
· median income
· Hispanic/Latino population
· change in voter turnout between 2000 and 2004
· support for Senator Dole in the 1996 election
· support for President Bush in the 2000 election
· use of electronic voting or paper ballots

"No matter how many factors and variables we took into consideration, the significant correlation in the votes for President Bush and electronic voting cannot be explained," said Hout. "The study shows, that a county's use of electronic voting resulted in a disproportionate increase in votes for President Bush. There is just a trivial probability of evidence like this appearing in a population where the true difference is zero - less than once in a thousand chances."

The Great Barrier Reef Marine Park Authority has just completed the largest consultation process ever undertaken relating to the Great Barrier Reef Marine Park.

Futureye was appointed through a tender process, to review and evaluate GBRMPA's community engagement efforts and provide advice on a way forward.

Mysterien in Canneto di Caronia : Brandursache unbekannt

Die Elektrik spielt verrückt in dem sizilianischen Örtchen Canneto. Phänomene, die jeder sehen und bezeugen kann. Aber niemand hat eine vernünftige, wissenschaftlich haltbare Erklärung. Ein GEO-Reporter hat sich vor Ort umgesehen

"Die Wahrheit", sagt die 68-jährige Lorenzina Pezzino, "die Wahrheit wissen die längst. Aber wir werden sie nie erfahren." "Die", das sind die von der Eisenbahn und die vom Zivilschutz, die vom Institut für Geophysik und von der Universität Messina und der Bürgermeister sowieso. Die kommen mit immer absurderen Erklärungen für das Phänomen, das in den vergangenen Monaten die Häuser der Via Mare heimgesucht hat. Die Sackgasse ist das Herz der Ortschaft Canneto di Caronia an der Nordküste Siziliens, 39 Menschen leben hier. Die Züge von Palermo nach Messina rasen ganz dicht vorbei.

Es begann im Januar. In Nino Pezzinos Haus brannte der Fernseher durch. Soweit nichts Ungewöhnliches. Ein paar Tage später schmorte bei den Nachbarn das Kabel des Kühlschranks. Wohl ein Kurzschluss. Obwohl das Gerät erst zwei Tage alt war. Als auch in Ninos Haus die Kabel durchbrennen, ruft er bei der Enel an, dem staatlichen Elektrizitäts-Konzern. Ein Techniker leitet den Strom über einen anderen Zähler um. Abends fängt im Bad die Leitung des Durchlauferhitzers an zu glühen. Die Enel nimmt die Via Mare vom Netz und stellt einen Generator auf. Der Spuk geht weiter. Der Strom wird ganz abgeschaltet. Ein Zähler geht in Flammen auf. Der Strom ist abgeschaltet, aber die Brände hören nicht auf! Und es passiert fast immer dann, wenn ein Zug vorbeifährt.

Am 7. Februar steigt überall Qualm aus Steckdosen und Lichtschaltern, züngeln kleine Flammen aus Verteilerkästchen. Vor Ninos Haus liegt ein Stück Kabel auf dem Boden, die Enden blank. Es fängt in der Mitte an zu schmoren. Die Straße wird evakuiert. Die Enel-Techniker reißen alle Stromleitungen aus den Wänden. Jemand hat gesagt, unter Canneto sei womöglich ein neuer Vulkan am entstehen. Dutzende Techniker und Wissenschaftler belagern das Dorf, Journalisten, Feuerwehrmänner, Beamte. Sie machen elektromagnetische und elektrostatische Messungen; sie prüfen die Luftfeuchtigkeit; sie untersuchen die Oberleitung der Bahn und die Sendemasten der Mobilfunk-Betreiber.

In den Zeitungen erscheint eine Infografik mit der ersten Hypothese. Schübe geothermischer Energie hätten sich genau unter Canneto den Weg an die Erdoberfläche gebahnt und die Luft ionisiert, was zu Entladungen und damit zu den Bränden geführt habe. Am nächsten Tag erklärt das Nationale Institut für Geophysik und Vulkanologie die Theorie für nicht haltbar: Canneto liege in einer für sizilianische Verhältnisse absolut ruhigen Zone. Die Ratlosigkeit bleibt auch in den folgenden Wochen. Seit die Wissenschaftler da und die Bewohner weg sind, haben die Brände aufgehört. Es gibt nichts zu messen. Mitte März hebt der Bürgermeister die Evakuierung auf. Die Familien beginnen, sich wieder einzurichten. Die Enel verlegt neue Stromleitungen. Wenig später dringt Qualm aus einem Schuhschränkchen. "Wo stecken die Techniker?", ruft Nino und rudert mit den Armen.

Bald erscheinen auf Handy-Displays wirre Zeichen, Akkus entladen sich. Die Wissenschaftler messen elektromagnetische Störungen. Die Schutzkleidung und ein Schuh eines Forschers entzünden sich. An geparkten Autos blockieren die Zentralverriegelungen. Ein Lieferwagen, der einige Stunden an der Zufahrt zur Via Mare geparkt war, geht beim Wegfahren in Flammen auf. Im Fernsehen toben Debatten: Um Canneto habe sich offenbar eine Art Kondensator gebildet. Von Kugelblitzen und so genannten Elmsfeuern ist die Rede, aus Rom meldet sich Gabriele Amorth, Ehrenpräsident des Internationalen Exorzisten-Verbandes. Er bietet seine Dienste an, die Bürger von Canneto lehnen dankend ab. "Den Teufel gibt es", sagt Lorenzina Pezzino, "aber warum sollte er mein Haus in Brand stecken?" Eine dänische Journalistin sagt in die Fernsehkameras der italienischen Kollegen: "Es überrascht uns, dass niemand in diesem sizilianischen Dorf an Übernatürliches glaubt. Wir sind ein bisschen enttäuscht."

Die Bürger von Canneto haben einen technischen Berater, einen Ingenieur namens Francesco Valenti. In drei Dossiers hat er seine Erklärung für die Phänomene dargelegt: Die starken Sturmfluten im Januar und Februar hätten den Erdboden unter Canneto erodiert, deswegen könne der Strom der Eisenbahn nicht mehr richtig abfließen. Ladung sammle sich an "wie in einem Schwamm" und bilde elektrostatische Felder. Außerdem hätten die Stürme die Oberleitung verbogen, die Stromabnehmer der Loks machten deshalb winzige Sprünge, was zur Emission von Energiequanten führe.

Valentis Theorie entbehre jeder wissenschaftlichen Grundlage, sagt Francesco Venerando, Koordinator der Zivilschutzbehörde im zwei Stunden entfernten Palermo. Es gebe keine Hinweise auf Eintritt von Meerwasser, keine Erosion. Er liest aus einem Zeitungsartikel über die Theorie eines Physik-Professors aus Urbino vor: Möglicherweise hätten die ungewöhnlich starken Sonnenstürme um die Jahreswende Teile der Ionosphäre ionisiert, was zu einem Linsen-Effekt geführt habe. Elektromagnetische Wellen, welcher Herkunft auch immer, seien wie in einem Brennglas fokussiert worden. Die Eisenbahn habe allenfalls als Verstärker gewirkt. Keine offizielle Erklärung, aber laut Zivilschutzbehörde bisher die plausibelste von allen. Im Jahr 1859 sind nach einem heftigen Sonnensturm Telegrafenleitungen im Norden der USA abgebrannt.

Im Juli kommt das lang erwartete Spezialschiff von der Marine, um abschließend auf dem Meer nach elektromagnetischen Feldern zu suchen. Ohne Ergebnis. "Wenn sie sogar extra ein Spezialschiff von der Marine schicken", sagt Nino Pezzino, "dann wissen sie womöglich wirklich nicht, was hier passiert ist." Also doch nicht die Eisenbahn? Unterdessen platzen in einer Herbstnacht alle Wasserrohre des Dorfes. Die Einwohner werden ein zweites Mal evakuiert. "Die ganze Sache", sagt Nino Pezzino, "wird immer mysteriöser."

Die Riege um Präsident José Barroso hat sich vorgenommen, die "Lissabon-Strategie" konsequent zu verfolgen, wonach Europa bis 2010 "die wettbewerbsfähigste Wirtschaft der Welt" werden soll. Dabei erwies sich in der Vergangenheit besonders die Umweltpolitik als störend. In Gestalt der Chemikalien-Verordnung brachte diese BAYER & Co. gehörig gegen Brüssel auf. Ihr Protest gegen das Vorhaben führte schließlich zu einer Neuausrichtung der gesamten EU-Politik.

EU-Kommission immer industrie-freundlicher

Eigentlich ist es die normalste Sache von der Welt: Wenn Unternehmen ein neues Produkt herausbringen, müssen sie gesundheitsgefährdende Wirkungen ausschließen können. Bei der Chemie stimmt das jedoch nicht. Auf dem Markt tummeln sich tausende niemals auf ihr mögliches Schadenspotenzial hin untersuchte Stoffe. Unter der Umweltkommissarin Margot Wallström nahm sich die EU endlich dieses unhaltbaren Zustandes an. Mit der Chemikalien-Verordnung wollte die Schwedin die Chemie-Firmen zu den entsprechenden Tests verpflichten. Die Konzerne stiegen auf die Barrikaden und entwarfen ein Horror-Szenario: immenser bürokratischer Aufwand, große Mehrkosten und drohende Arbeitsplatz-Verluste in Millionen-Höhe.

Auf dem kleinen Dienstweg wandte sich BAYER umgehend an Bundeskanzler Gerhard Schröder. Dieser intervenierte sogleich beim damaligen Kommissionspräsidenten Romano Prodi und wetterte bei jeder Gelegenheit gegen "diese Dame aus Schweden", Umweltkommissarin Margot Wallström. Die Bundesregierung brachte das Thema immer wieder auf die Tagesordnung. Mit Erfolg. Schröder meldete 2003 auf der Mitgliederversammlung des Europäischen Chemie-Verbandes CEFIC Vollzug und dankte dem Industrie-Kommissar Erkki Liikanen für seine Obstruktionspolitik. "Die Kommission hat einen ersten Entwurf des neuen Zulassungsverfahrens für chemische Stoffe Anfang Mai veröffentlicht. Wenn ich das mit dem vergleiche, was ursprünglich gewollt und in Form von Büchern auf dem Tisch lag, hat sich ihre Arbeit, Herr Liikanen, gelohnt", führte der Bundeskanzler aus und lobte den Finnen dafür, "dass industrie-politisches Denken mehr als früher Gegenstand von Kommissionsarbeit geworden ist". Mehr als früher, aber noch lange nicht genug, befand Wolfgang Clements Staatssekretär Georg Wilhelm Adamowitsch: "Die Industrie-Politik hat in der EU kein eigenes politisches Standbein". Eigentlich sollte die von den MinisterpräsidentInnen im März 2000 beschlossene "Lissabon-Strategie" ihr eines verschaffen. Die PolitikerInnen wollten aus Europa mit dieser Richtschnur bis zum Jahr 2010 "die wettbewerbsfähigste wissensgestützte Wirtschaft der Welt" machen. Aber mit Chemie-Gesetzen und anderen nicht zum imperialen Kerngeschäft gehörenden Aktivitäten rückt dieses Ziel in weite Ferne, urteilten die Industrie-PolitikerInnen.

Adamowitsch setzte sich flugs daran, den Abstand zu verringern. Er führte Geheim-Gespräche mit französischen und britischen RegierungsvertreterInnen und schmiedete die "Koalition der Industrie-Länder" - ein Übereinkommen der wirtschaftlich leistungsfähigsten EU-Staaten, um die Interessen von "nationalen Champions" wie BAYER künftig noch stärker zu berücksichtigen. Unter anderem trat die Koalition dafür ein, in Zukunft jedes EU-Gesetz einer Art Wirtschaftsverträglichkeitsprüfung zu unterziehen.

Der Brüsseler Lobby-Verband von BAYER & Co., der "European Roundtable of Industrialists" (ERT) witterte Morgenluft. BAYER-Aufsichtsrat Manfred Schneider und die anderen Mitglieder, die sich durch "Zugang zu höchsten Regierungsmitgliedern" ihr Entrée in den exklusiven Club verschafft haben, schrieben im Februar 2004 zum Frühjahrsgipfel der EU einen Brief an den Ratsvorsitzenden Bertie Ahern. Daran gaben sie ihrer "tiefen Sorge über die fortgesetzte Aushöhlung der europäischen Wettbewerbsfähigkeit Ausdruck" und verlangten als Muntermacher einen EU-Kommissar, "der sich exklusiv um alle Aspekte einer zum Wachstum führenden Industrie-Strategie kümmert". Schröder schloss sich dem Begehr nach einem Super-Kommissar postwendend an. Er wusste sogar schon einen geeigneten Kandidaten für das Amt: Günter Verheugen.

All diese industrie-politischen Wünsche erfüllten sich mit der neuen Kommission. Präsident José Manuel Durão Barroso erklärte das Vorantreiben der Lissabon-Strategie zum höchsten Ziel seiner Regierungsmannschaft. Als sein Stellvertreter bei der Koordination des Vorhabens fungiert der von Schröder auserkorene Super-Kommissar Günter Verheugen. Formell hat er zwar nicht mehr Rechte als seine KollegInnen, weil das gegen geltende EU-Gesetze verstoßen hätte, aber es handle sich doch um eine "ganz herausgehobene Position", freute sich der Kanzler und mit ihm DGB-Chef Michael Sommer und der "Bundesverband der Deutschen Industrie" (BDI). Bei der Anhörung durch das EU-Parlament ließ Verheugen keinen Zweifel an seiner Amtsauffassung. Die Kommission werde sämtliche Instrumente einsetzen, um allen Unternehmen so günstige Rahmenbedingungen zu schaffen, dass sie auf dem Weltmarkt mithalten können", führte er aus. Über viele dieser Instrumente verfügt der Industrie-Kommissar selber. Ihm obliegt es, den Primat der Ökonomie durchzusetzen. Er kann alle Gesetzes-Entwürfe auf ihre Wirtschaftsverträglichkeit hin prüfen und gegebenenfalls ein Veto einlegen. Bei der Chemikalien-Verordnung liegt es sogar komplett in seiner Hand, solche Zweifel gar nicht erst aufkommen zu lassen. Verheugen - und nicht etwa der Umweltkommissar - organisiert nämlich die Umsetzung, schließlich verdankt er der Auseinandersetzung um die Regelung seinen Arbeitsplatz.

Der Vorsitzende des EU-Umweltausschuss, Karl-Heinz Florenz (CDU), dürfte Verheugens Arbeit tatkräftig unterstützen. Er entstammt BAYERs Homeland Nordrhein-Westfalen und geht beim Konzern ein und aus. Als die BAYER-Abteilung "Gouvermental & Product Affairs" (GPA) in Straßburg zu einem "Parlamentarischen Abend" lud, machte er dem Gastgeber viel Freude und trat für eine Maximal-Lösung in Sachen "Chemie-Gesetz" ein. "Bei der weiteren Diskussion ist es mit einem bloßen Drehen an den Stellschrauben nicht getan - diese Verordnung muss komplett überarbeitet werden", ereiferte sich Florenz.

Widerstand gegen diese konzertierte Aktion ist von Seiten des Umwelt-Kommissars nicht zu erwarten. Margot Wallström wurde auf das VizepräsidentInnen-Amt weggelobt, und ihr von der Faz als wirtschaftsnah bezeichneter Nachfolger Stavros Dimas sieht sich ihrem chemie-kritischen Kurs nicht verpflichtet. "Für die wirtschaftliche Reform-Orientierung der Kommission spricht auch die Besetzung des Umwelt-Ressorts", urteilt die Zeitung deshalb. Für diese "Reform-Orientierung" sprechen die anderen personal-politischen Entscheidungen ebenfalls. Die Niederländerin Neelie Kroes-Smit empfahl sich durch zwei Dutzend Aufsichtsratsmandate, BeraterInnen-Verträge und die Verwicklung in einen Umwelt-Skandal für den Job der Wettbewerbskommissarin und Peter Mandelson durch die Neoliberalisierung der Labour-Party in Tateinheit mit Tony Blair für den des Außenhandelskommissars. Dem Binnenmarkt-Kommissar Charlie McCreevy eilt der Ruf eines "keltischen Thatchers" voraus und der Spanier Joaquín Almunia führte sich durch sein Eintreten für weitere Sozial- und Renten-Reformen bestens in die Kommissarsrunde ein. Nur die härtesten Fälle, den katholischen Fundamentalisten Rocco Buttiglione und die ihre Karriere der Öl-Industrie verdankende und mit ihrer Partei in einen Spenden-Skandal verwickelte Lettin Ingrida Udre akzeptierte das Straßburger Parlament nicht.

Aber am neoliberalen Kurs Europas ändern diese kleinen Korrekturen nichts. Seit einiger Zeit weisen alle Signale in diese Richtung. Der im September veröffentlichte Arbeitsmarkt-Report plädierte für eine Flexibilisierung der europäischen Arbeitsmärkte und für Privatisierungen im Dienstleistungsbereich. Letzterem hat sich auch die "Bolkenstein-Richtlinie" und die zur Evaluierung der Lissabon-Strategie eingesetzte Kok-Kommission verschrieben. Ihre Bilanz fiel düster aus, Europa fehlt es am "richtigen Klima für Unternehmer", konstatierte die Riege um den früheren holländischen Ministerpräsidenten Wim Kok und trat nicht nur für die Privatisierung von Dienstleistungen, sondern von allem, was nicht niet- und nagelfest ist, ein. Über ihre Vorschläge zur Neuausrichtung des Lissabon-Projekts, das die bundesdeutsche Monopol-Kommission wegen ihres imperialistischen Charakters als tief in "militärischen Denk-Tradition" stehend geißelte, beraten die europäischen Ministerpräsidenten bei einem Treffen im März.

Wegen dieses Fundamental-Ökonomismus’ macht ATTAC die EU als treibende Kraft der neoliberalen Globalisierungsmaschinerie aus. Darin protestierten die Initiativen gegen die zunehmend industrie-freundliche Ausrichtung der EU-Politik und den wachsenden Einfluss der Lobby-Verbände von BAYER & Co. "Immer öfter setzen sich Partikular-Interessen einzelner Industrie-Zweige gegenüber dem Allgemeinwohl durch - dies ist mit demokratischen Prinzipien nicht zu vereinbaren. So wurde auf Druck der deutschen Chemie-Industrie die ursprünglich ambitionierte Reform der EU-Chemikalien-Gesetzgebung vollkommen verwässert", kritisierte CBG-Geschäftsführer Philipp Mimkes in dem Schreiben. Der Offene Brief dürfte nicht die letzte Aktion gegen das "Europa der Konzerne" gewesen sein.

Ordinarily victims of crimes do not have to prove the existence of the crime. The dead body or the charred ruins of a burned down building provide visual, concrete proof of the wrongdoing. Sometimes, however, the crime is intentionally hidden, buried among honest transactions, covered with obstacles, and driven through layers of deception to lie at the bottom of a muddy pond - or at the bottom of a huge box of ballots in a warehouse or buried in a computer application's program.

DIDN'T YOU RUN FOR PRESIDENT ONCE?

There has been a John Kerry sighting.

"Regardless of the outcome of this election, once all the votes are counted -- and they will be counted -- we will continue to challenge this administration," the 2004 Democratic candidate said in a prepared statement released today. "I will fight for a national standard for federal elections that has both transparency and accountability in our voting system. It is unacceptable in the United States that people still don¹t have full confidence in the integrity of the voting process."

Since his concession, Kerry¹s silence on the questions of voting irregularities in Florida, Ohio, and elsewhere, has perplexed those pursuing those questions, helped render largely passive the media who should¹ve been doing so, and provided virtual proof to others that there weren¹t any questions at all. His supporters have been mystified at news this week that millions of dollars from his war chest went unspent. His lawyers have been characterized as flying below the radar as the Libertarian and Green Parties have pushed their recount in Ohio.

He has seemed to his supporters and many neutrals, in short, as being AWOL.

The statement doesn¹t exactly dispel that aroma. It came by way of an e-mail to supporters -- but not to the media -- and a video

The primary topic of the mass e-mail isn't even this election or future ones. It¹s about a petition drive for universal child health care legislation Kerry intends to introduce on the first day of the new Congress. Whether the voting stuff was added as a sop to supporters loudly wondering where he -- and the unspent $15,000,000 -- has been, is conjecture.

But the video is just plain weird. The phrasing of the start of the relevant passage -- "Regardless of the outcome of this election" -- is open to the same kind of parsing and confusion usually reserved for the latest release from Osama Bin Laden. Those seven words are extra-temporal; they are tense-free. In them he could be describing an election long-since decided, or one whose outcome is still in doubt.

And the timing and delivery of the message are equally confusing. No notification to the media? When much of the mechanism of political coverage is kick-started by statements like this one? And its issuance on a Friday afternoon -- the moment of minimum news attention so famously titled "Take Out The Trash Day" on the NBC series "The West Wing"? -- is perplexing, if not suspicious.

It has the vague feel of deliberate ambiguity, as if Kerry is saying to those who are plagued by doubts about the vote just seventeen days ago, that he agrees with them, but they shouldn't tell anybody. It's exactly what these confusing times do not need: more confusion.
