Sehr geehrter Damen und Herren,

ich beziehe mich auf Ihren Artikel „Panikmache kritisiert“ im WOR-Lokalteil vom 21.02.05 und bitte um Veröffentlichung folgender Zeilen (geht parallel auch als e-mail an Sie):

Die SPD-Stadträtin Roswitha Beyer warnt die Bürgerinitiative gegen Elektrosmog davor, Angst zu verbreiten.

Als betroffener Elektrosensibler kann ich nur sagen, dass alle heutigen Beteuerungen der offiziellen Stellen, dass die Strahlung völlig ungefährlich sei, wenn die Grenzwerte eingehalten werden, nicht das Papier wert sind, worauf sie geschrieben wurden. Die Realität der Elektrosensiblen sieht anders aus: je nach Sensibilität und Alter mittlere bis starke gesundheitliche Beschwerden in der Nähe von Strahlungsquellen wie Mobilfunk-Sendeanlagen, DECT-Schnurlostelefonen oder aktiven Handys, die zurückgehen, wenn wir uns von diesen Strahlungsquellen entfernen. Bei Rindern wurde der gleiche Effekt beobachtet – Tieren also, die bekanntlich nicht simulieren oder psychische Probleme entwickeln können. Übrigens weigert sich die Wissenschaft bisher, dies zur Kenntnis zu nehmen mit dem Argument, dass die Strahlung so weit unter den Grenzwerten liege, dass ein solcher Effekt nicht möglich sei. Dies sagt schon genug über die Qualität der derzeitigen Wissenschaft aus.

Warum sollte die Bevölkerung den Beteuerungen der offiziellen Stellen vertrauen? Ein Paradebeispiel für Vertuschen und Fehlinformation durch Regierungsstellen auf Kosten der Gesundheit der Bevölkerung wurde gerade in der Zeitschrift umwelt-medizin-gesellschaft 1/2005 bekanntgemacht unter dem Titel „Erkenntnisse der schleswig-holsteinischen Fachkommission Leukämie im Zeitraum 1993-2004 zur Ursache der in der Nahumgebung der Geesthachter Atomanlagen aufgetretenen Leukämiehäufung bei Kindern“. Das Kernkraftwerk Krümmel und die Geesthachter Kernforschungsanlage wurden in den 90ger Jahren von der Bevölkerung beschuldigt, für die stark überhöht auftretenden Leukämie-Fälle bei Kindern verantwortlich zu sein. Die rot-grüne Landesregierung hat zwar eine Kommission zur Klärung dieser Sache eingesetzt, die Arbeit dieser Kommission aber so massiv behindert, dass keine Klärung möglich war. Sechs von acht stimmberechtigten Mitglieder dieser Kommission sind jetzt zurückgetreten mit der Begründung: „Wir haben das Vertrauen in diese Landesregierung verloren.“ „Bürgerinitiative (gegen Leukämie in der Elbmarsch e.V.) und Internationale Ärzte zur Verhütung des Atomkrieges e.V. haben bezeichnenderweise auch die Mittel bereitgestellt, die zur Finanzierung der entscheidenden Kontaminationsmessungen der letzten Jahre erforderlich waren.“ - Wohlgemerkt, nicht öffentliche Stellen. Erst durch diese privat finanzierten Messungen konnte nachgewiesen werden, dass „die wesentliche leukämierelevante Umgebungskontamination jedoch von geheimgehaltenen kerntechnischen Sonderexperimenten auf dem Gelände des Kernforschungszentrums verursacht sein dürften.“ „Aus den Messergebnissen der Umgebungsüberwachung zum September 1986 und der Dosimeter auf dem Maschinenhaus des Kernkraftwerks lassen sich Luftkontaminationen rekonstruieren, die das Tausendfache der dortigen Tschernobyl-bedingten Luftaktivität betragen habe. Die aus den Dachstaubmessungen ableitbaren Anteile an Transuranen in der Inhalationsdosis machen den Leukämieeffekt plausibel, da kleine Kinder und Embryonen besonders empfindlich sind und diese Nuklide bei vorgeburtlicher Belastung über den mütterlichen Stoffwechsel sehr starke Wirkungen auf das sich entwickelnde blutbildende System ausüben.“

Mein einziger Kommentar: Dies ist ein Lehrbeispiel dafür, wie den Wählern die Lust am Wählen genommen wird.

Die signifikanten Bedenken wegen der möglichen gesundheitlichen Wirkungen infolge Exposition durch radiofrequente elektromagnetische Felder haben sich erhöht. Dies speziell nach der raschen Einführung von Telekommunikations-Systemen.

Besonders Eltern sind in Sorge, ihre Kinder könnten möglicherweise durch die radiofrequenten Emissionen, die von in der Nähe von Schulen errichteten Mobilfunk-Basisstationen ausgehen, Krebs entwickeln.

Die wenigen epidemiologischen Studien, die über das Auftreten von Krebs in Verbindung mit radiofrequenter Strahlung berichteten, haben generell negative oder widersprüchliche Resultate ergeben. Deswegen wird nachdrücklich die Notwendigkeit von weiteren Studien gefordert, die Veränderungen beim vermehrten Auftreten von Krebs bei Betroffenen mit hoher RF-Exposition untersuchen sollen.

Das Ziel dieser Studie ist es, zu untersuchen, ob es eine Zunahme von Krebsfällen in der Bevölkerung gibt, die auf eng begrenztem Raum lebend, der Strahlung einer Mobilfunkstation ausgesetzt ist.

Dies ist eine epidemiologische Bewertung, um zu bestimmen, ob der Anstieg von Krebsfällen bei Individuen, die der Strahlung einer Mobilfunkstation ausgesetzt sind, anders ist, als bei jenen, die in Israel, in Netanya, zu erwarten wäre, oder im Vergleich mit Leuten, die in einer nahe gelegenen Zone lebten.

Teilnehmer sind Leute (Zahl = 622) , die seit 3-7 Jahren in der Nähe einer Mobilfunkstation leben und Patienten von einer der Kliniken (von DW) waren. Die Exposition begann ein Jahr, bevor die Studie gestartet wurde, also als die Station das erste Mal in Betrieb ging.

Eine zweite Anzahl von Individuen (Zahl = 1222), die ihre medizinische Betreuung in einer ganz nahe gelegenen Klinik erhielten, mit sehr ähnlichen Voraussetzungen in Bezug auf Umwelt, Arbeitsplatz und Arbeitsbedingungen, wurde für den Vergleich herangezogen.

In der Expositionszone (Zone A) wurden während der Periode von nur einem Jahr 8 Fälle von verschiedenen Krebsarten diagnostiziert. Diese Krebsrate wurde zweifach verglichen:

- mit der Rate von 31 Fällen auf 10 000 pro Jahr der allgemeinen Bevölkerung und
- mit der 2/1222-Rate, die in der nahen Klinik (Zone B) aufgezeichnet wurden.

Die relativen Krebsraten für Frauen waren

- 10.5 für die Zone A,
- 0.6 für die Zone B und
- 1 für die ganze Stadt Netanya.

Die Krebshäufigkeit der Frauen in Zone A war signifikant höher (p< 0.0001), verglichen mit Zone B und der ganzen Stadt. Ein Vergleich des relativen Risikos ergab, dass es 4.15 mal mehr Fälle in Zone A gab als in der gesamten Bevölkerung.

Die Studie zeigt einen Zusammenhang zwischen vermehrtem Auftreten von Krebs und dem Leben in unmittelbarer Umgebung einer Mobilfunkstation.

Nach der Schwarzenburg-Studie von 1995 rund um das Kurzwellenzentrum von Schweizer-Radio- International welche eine 3-fache Krebshäufigkeit bei hochfrequenten E-Feldstärken zwischen 0.4 und 4V/m ergab, durfte man gespannt sein, ob sich die dramatische Entwicklung beim Mobilfunk mit identischen Feldstärken, jedoch auf andern gepulsten Frequenzen, wiederholen würde. Die Latenzzeit, das ist die Zeit von der Entstehung bis zur Diagnostizierbarkeit, beträgt bei einem Krebs 5-10 Jahre. Wir rechneten damit, das die ersten alarmierenden Studien so um 2005 herum auftauchen würden.

Und wie sie daherkamen!

Naila, Ende 04 mit einer überhöhten Krebsrate von 3 in der Nähe von Basisstationen und jetzt Netanya mit einer überhöhten Rate von 4.15.

In Netanya haben wir erstmals korrekte Feldstärkenangaben. Die Erkrankten hatten an ihren Wohnorten 1.06 bis 1.37V/ zu ertragen, was sehr schön mit der Schwarzenburg-Studie von 1995 übereinstimmt.

Damit ist auch einmal mehr klar erwiesen, dass die schönen Schweizer Grenzwerte mit 5V/m praktisch wirkungslos sind und dass sich die ausländische Bevölkerung nicht in höheren Feldstärken bewegt als diejenige in der Schweiz. Weiter ist einmal mehr klar erwiesen, dass sich die Schweizer Grenzwerte auch im Ausland völlig automatisch, ohne jedes Dazutun von Behörden und Mobilfunkbetreibern einstellen. Dies in Folge der Gebäudedämpfung und aus der Dämpfung aus der Abweichung zur Hauptstrahlrichtung. Einmal mehr zeigt sich: Die Schweiz hat nicht die besten, sondern die verlogensten Grenzwerte.

Eine Technikerschule muss es ja wissen.

Derweilen versendet das ForumMobil, eine Vereinigung der Schweizer Mobilfunkbetreiber und Ihrer Zulieferer (Jahresbeitrag 1 Million pro Mitglied) munter Broschüren an 18'000 Schweizer Aerzte mit der plumpen Behauptung, nichtionisierende Strahlung, ausgehend von Mobilfunksendern sei niemals in der Lage Krebs auszulösen. Verantwortlich zeichnet ein Jiri Silny von der Rheinisch-Westfälischen Technischen Hochschule Achen.
Eine Technikerschule muss es ja wissen. Oder etwa nicht?

Ein Forschungsprogramm soll endlich Klarheit schaffen

Ein Forschungsprojekt soll zuverlässige Informationen über die Gefahren von Mobilfunkstrahlung und anderem Elektrosmog liefern. Die Resultate könnten für Netzbetreiber gravierende Konsequenzen haben.

Wie schädlich ist der Elektrosmog von Mobilfunkantennen und Handys? Es gibt Studien, die sowohl Befürwortern wie Gegnern des Mobilfunks in die Hände spielen. Zudem bestehen Forschungslücken. Nun will der Bundesrat Klarheit schaffen. Er hat ein nationales Forschungsprogramm über die nichtionisierende Strahlung (NIS) bewilligt. Das Vorhaben kostet fünf Millionen Franken und soll vier Jahre dauern.

«Hocherfreut» über den Bundesratsbeschluss ist die Berner Nationalrätin Ursula Wyss (SP). Das Forschungsprogramm erfüllt ihre Forderung, die sie im Dezember 2000 in einem politischen Vorstoß gestellt hatte. «Wenn das Programm zum Schluss kommt, dass die heutige Strahlenbelastung schädlich ist, dann dürfte das für die Netzbetreiber einschneidende Konsequenzen haben», stellt Wyss fest.

Ständerätin und Konsumentenschützerin Simonetta Sommaruga (SP, BE) begrüßt, dass «erstmals wirklich unabhängig geforscht» werde. Bisher seien Interessenvertreter wie die Mobilfunkindustrie stets als Geldgeber in solche Forschungsprojekte involviert gewesen. Und dies sogar bei internationalen Studien, welche die Grundlage für die heute gültigen Grenzwerte bildeten. Das jetzige Forschungsprogramm komme aber «sehr, sehr spät», kritisiert Sommaruga und weist darauf hin, dass das Mobilfunknetz heute schon stark ausgebaut ist.

Unsicherheiten

Nebst vor allem linken Politikern haben auch die Kantone Druck gemacht. «Es besteht eine Unsicherheit darüber, wie sich die Strahlung langfristig auswirkt», sagt George Ganz, Geschäftsführer der kantonalen Umweltschutzdirektoren-Konferenz. Selbst bei massiver Opposition aus der Bevölkerung müssen die Kantone heute Mobilfunkantennen bewilligen, wenn den Bauvorschriften entsprechen. Eine nachweisliche Beeinträchtigung der Gesundheit würde diese Praxis grundsätzlich verändern. Auch wenn das Forschungsprogramm in vier Jahren den Schluss zieht, dass die NIS absolut unschädlich ist, wäre damit den Kantonen gedient. «Dann könnten wir mit gutem Gewissen die Bewilligungen erteilen», stellt George Ganz fest.

«Zufriedene» Swisscom»

Auch die Swisscom gab sich gestern zuversichtlich: «Wir sind sehr zufrieden und begrüßen jede Studie zu diesem Thema» sagte Sprecher Josef Frey. Über allfällige negative Konsequenzen für die Netzbetreiberin äußerte er sich nur zurückhaltend: «Wir schauen weiter, wenn die Resultate vorliegen.»

Dieses Forschungsprogramm ist für Elektrosmog-Betroffene kein Grund zur Freude

1.) kommt dieses mehr als 12 Jahre zu spät. Der Startschuss zum flächendeckenden Mobilfunk fiel in der Schweiz bereits 1997. Hier hätten bereits erste Ergebnisse vorliegen müssen und nicht erst Ende 2009, wie im Fahrplan des NFP vorgesehen. Denn bereits 1995 lagen erste alarmierende Befunde aus den Untersuchungen rund um den Kurzwellensender Schwarzenburg, z.B. mit einer 3-fach erhöhten Krebsrate bei E-Feldstärken zwischen 0.4 und 4V/m, vor. (Grenzwert Mobilfunk = 5V/m)

2.) Falls Ende 2009 erste negative Befunde vorliegen, könnte der Bundesrat neue, tiefere Grenzwerte verfügen, falls er das dann überhaupt will. In diesem Fall würde den Mobilfunkern sage und schreibe eine Sanierungsfrist von 7.5 Jahren eingeräumt (Art.8 NISV, vorsorgliche Emissionsbegrenzungen). Bis dahin würden wir das Jahr 2018 schreiben und die Mobilfunker hätten ihr Netz bereits 15-20 Jahre betrieben, das heißt es wäre sowieso veraltet. Die Milliardengewinne wären längst am Trockenen und die CEO’s säßen statt im Gefängnis auf den Bahamas.

3.) Eine detaillierte inhaltliche Schwerpunktsetzung erfolge im Ausführungsplan, der nun vom Schweizerischen Nationalfonds erarbeitet werde. Basierend darauf können dann interessierte Kreise voraussichtlich im Herbst 2005 konkrete Forschungsprojekte beim SNF einreichen. heißt es.

Das lässt gar nichts Gutes erahnen, weil die eingereichten Forschungsprojekte beim Nationalfonds wiederum von einer Expertenkommission begutachtet werden, in welcher Industrie- und Wirtschaftsvertreter das Sagen haben. Elektrosmog Betroffene und ihre Organisationen sind darin NICHT vertreten.

Der Vorfall mit der Mortalitätsstudie von 1999 rund um den Kurzwellensender Schwarzenburg ist noch in zu guter Erinnerung. Hier wurde der Bettflaschenforschung (Sie haben schon richtig gelesen) der Bettflaschenforschung der UNI Basel der Vorzug gegeben. Ein Musterbeispiel dafür, wie Forschungsgelder absichtlich fehlgeleitet werden, wenn es für die Wirtschaft brenzlig wird.

Damit sei klargestellt, dass allein mit der Auswahl der Forschungsprojekte das Gesamtresultat wesentlich beeinflusst werden kann. Wer nicht wirtschaftsfreundlich forscht, bekommt auch kein Geld. Punkt. Swiss Hot-Water-Bottles: 5 Jahre Schweizer Bettflaschenforschung (unter Forschung und Technik)

4.) Der Bund ist Hauptaktionär der Swisscom und derselbe Bund hat bereits Milliarden an Konzessionsgeldern eingesackt und gedenkt es auch noch weiterhin zu tun. Es ist undenkbar, dass sich derselbe Bund(esrat) ausgerechnet die Gans die so riesige goldene Eier legt, schlachten wird.

5.) Auch der Themenkreis Risikomanagement und Risikokommunikation sei ein Programmpunkt, heißt es. Risikokommunikation heißt aber nichts Anderes als „wie belügen und betrügen wir die Bevölkerung noch effizienter als bis anhin“. Forschung in Risikokommunikation wird nach dem völligen Versagen des ForumMobil, eines Vereins der Schweizer Mobilfunkbetreiber und ihrer Zulieferer mit Jahresbeitrag von 1 Million (pro Mitglied) und der Ombudsstelle von Frau Erika Forster (Stundenlohn von Fr. 450.-) wohl nötig sein. Statt Einsprachen und Beschwerden bei Antennenprojekten zum Versiegen zu bringen, stiegen diese pro Ausschreibung in den letzten 6 Monaten von Hunderten in die Tausende.

Und unter Risikomanagement ist wohl die Bespitzelung von Oppositionsgruppen gemeint. Etwa das Erstellen von sogenannten Täterprofilen von sogenannten Rädelsführern.

Etwas Gutes muss man dem Projekt aber lassen. Konnten Gemeindeböhrden Bau-Ausschreibungen von Basisstationen bis anhin aufs Eis legen bis die Replikation der TNO-Studie vorliegt (Ende 2006) könnten sie dies nun mit derselben Begründung tun, bis die Ergebnisse der Nationalfonds-Studien (Ende 2009) bekannt sind.

Republicans and Democrats alike concede that votes have been lost or miscounted, machines have malfunctioned and voters who should be able to vote are turned away and those that shouldn't be allowed to vote have voted anyway. The question that has been on all our minds is what is wrong with our democracy? Why in state-after-state, year-after-year do we keep on having these problems? What do we need to do to reinforce our electoral house so it does not sink into oblivion?

Der BUND Rheinland-Pfalz und Hessen veranstalten das 4. Mobilfunksymposium in Mainz. Unter dem Motto "Was funkt denn da?" geht es am 23. April 2005 in Mainz schwerpunktmäßig um funkbetriebene Anlagen, die immer stärker das Wohnumfeld/ Büro erobern. Oft ist Verbrauchern nicht bekannt, welche Strahlenquellen und Immissionen in den eigenen vier Wänden vorhanden sind.

Aber auch die GSM und UMTS Netze sind unser Thema - hier die Immissionsminderung bei der Standortwahl.

Im vorigen Jahr trafen sich über 200 Teilnehmer im Mainzer Erbacher Hof und auch in diesem Jahr möchte der BUND gerade auch Verbraucher, wie auch beruflich mit dem Thema befasste Personen erreichen.

Gedanken eines kritischen Beobachters der Mobilfunkszene

Mit Befremden stelle ich fest, dass das 4. Symposium des BUND in diesem Jahr unter dem Thema:

„Was funkt denn da ? Reduzierung von Funkwellen in Wohnung und Büro“, steht.

Ich habe noch gut im Ohr, dass die Mobilfunkbetreiber immer wieder mit der Argumentation auftraten, die Bestrahlung des Mobilfunkes sei doch verhältnismäßig gering, wenn man bedenkt, mit welchen Bestrahlungen man sich täglich freiwillig umgibt, seien es Mikrowelle oder andere Elektrogeräte mit elektromagnetischem Bestrahlungsfeld.

Nun schenkt das Symposium einen halben Tag der aufkommenden Multimediatechnologie bei der drahtlosen Bürokommunikation und greift sich auch nochmals die allgegenwärtigen DECT-Telefone auf.

Spätestens nach der diesjährigen CEBIT ist doch eindeutig klargeworden, dass Büro- und Wohnumfeld kabellos erobert werden müssen. Man hofft sich auf der Basis der Bequemlichkeit bei mehr Konsumenten Fuß zu fassen. Ist erst auch dieser Bereich komplett in Abhängigkeit geraten, kann man sich kaum mehr gegen die planmäßige Ausweitung der Mobilfunkstandorte wehren.

Folgt man der Intention der BUND-Einladung, dann schaffen wir uns ja schließlich selbst das eigene elektromagnetische Bestrahlungsfeld und die Mobilfunkbetreiber können frohlocken, denn nun sind nicht nur sie die Bestrahler, sondern wir brauchen und fordern die Technologie sogar ein.

Einen großen Unterschied sollte man hier nicht übereifrig unter den Tisch kehren, vielleicht ausgelöst durch den augenblicklichen Frust, die Mobilfunkantennen kaum verhindern zu können, dass diese Art der häuslichen Bestrahlung hausgemacht und fast von jedem gesteuert werden kann.

Mein Router läuft einfach verkabelt und nicht unter WLAN, das Laptop funktioniert auch mit Kabelanschluss. Das DECT-Telefon ist bereits vor Jahren gegen ein CT 1+-Standard ausgetauscht worden und bei allen Fernsteuerungen achte ich penibel darauf, dass sie nicht drahtlos mit gepulster Hochfrequenz im Spektrum des Mobilfunkes agieren.

Aber die nun rund um mein Haus nun auch noch mit UMTS aufgegerüsteten Antennenstandorte bestrahlen mich rund um die Uhr, ohne dass ich etwas dagegen setzen kann.

Geben wir an dieser Stelle nicht unsere bisherigen Argumentationslinien auf, wenn nun mangels öffentlichen Interesses am Minimieren der Mobilfunkstandorte zum Messen von Bestrahlungsdichten und Abschirmen animiert wird.

Bisher sahen wir die Abschirmung als letzte Instanz, wenn jemand gnadenlos der Antennendichte ausgesetzt und zugleich verstärkt elektrosensibel reagiert.

Ich möchte den Baubiologen an dieser Stelle nicht zu nahe treten, aber es befremdet mich irgendwie, wenn mit den aufkommenden Ängsten der Menschen vor dem Mobilfunk, nun Messen und Abschirmen propagiert wird, während zur gleichen Zeit namhafte Wissenschaftler einen Rückzieher in ihrer Argumentation antreten, weil man ansonsten ihnen die Forschungsgelder kappen würde.Spricht man in Wissenschaftlerkreisen doch bereits sehr viel zurückhaltender über die Gefahren.

Sind wir erst einmal an der Position des Abschirmens als Lösung angekommen, dann werden bald die Mobilfunkbetreiber alle Elektrosensiblen auffordern, sich doch selbst zu schützen. Oder man wird den Baubiologen vorwerfen, aus dieser Notlage Geschäft zu machen.

Denn billig läuft die Sache ja offensichtlich nicht ab, viele Geplagten können sich die Abschirmung einfach auch gar nicht leisten oder sie gelingt auch nicht optimal bzw. zeigt nicht die erwartete Wirkung.

Auffällig ist mir auch das gemeinsame Firmieren von Messgeräte- und Abschirmungsmaterialhersteller. Ebenso die begleitenden Ausstellungen des Symposiums.

Bald wird man sich den Vorwurf anhören müssen, dass hier ein Pakt geschlossen sei, um mit den Ängsten der Menschen Geld zu verdienen.

Vielmehr müssen wir alles daransetzen, dass Kommunalpolitiker sich Sachverstand in der Mobilfunktechnologie aneignen, damit sie Ihre Entscheidungen fundiert treffen können. Viele Diskussionen im kommunalpolitischen Bereich, zeigen hier absoluten Fehlbestand.

Bei der Bevölkerung, vor allem bei den Jugendlichen besteht ein großer Bedarf der gesundheitlichen Aufklärung über die Risiken der Technologie.

Solange sich alles noch gedanklich in einer Grauzone befindet, kann vor Ort keine Verhaltensänderung erreicht werden.

Solange Schulen nur über die Schuldenfalle des Handys als einziges Risiko informieren sollen, haben die Bildungspolitiker noch nicht erkannt, das zum erzieherischen Auftrag sehr wohl auch die Gesunderhaltung zukünftiger Generationen gehört.

Hier sollten alle Informierten die Sache anpacken und täglich Überzeugungsarbeit in Kindergärten, Schulen und Öffentlichkeit leisten, denn offensichtlich hat der bisherige Informationsstand noch kein Umdenken in der Bevölkerung erreicht.

Auch die Medien sollten verstärkt ihrer Informationspflicht nachkommen, unbeeinflusst von dem finanziellen Segen der Werbeeinnahmen aus dem Mobilfunkbereich.

Der Vorsitzende des DGB Westpfalz Michael Detjen äußert sich in einer Presserklärung vom 08.03.2005 zu den Rahmenbedingungen für 1-Euro-Jobs. Darin heißt es u.a.: "…"Euro-Jobs dürfen keine regulären Arbeitsplätze ersetzen." Es scheine so, als würden manche Verantwortungsträger die Schaffung von so genannten "1-Euro-Jobs" als Aufforderung verstehen, reguläre Arbeitsplätze abzuschaffen. Ein Vorgehen, das der DGB und die Gewerkschaften schärfstens verurteilten. "Wir als Gewerkschaften werden mit allen uns zur Verfügung stehenden Mitteln gegen so einen Missbrauch vorgehen!", so Detjen und weiter (…) "Wenn 1-Euro-Jobs geschaffen werden, sind zumindest die Regelungen der Zusätzlichkeit und der Gemeinnützigkeit zu beachten - auf keinen Fall dürfen Pflichtaufgaben durch 'liegen-lassen' zu freiwilligen Leistungen umgewidmet werden." Laut DGB stünden die über die Kommunen und teils auch von der Agenturen besetzten Gremien in der Verantwortung, "dafür zu sorgen, dass Arbeit ihr Würde behält". Untertarifliche Bezahlung regulärer Arbeit sei kein Weg, Menschen ein würdiges Dasein in einer sozialen Gesellschaft zu schaffen…"

"Schwarze Schafe" - dies sind Beschäftigungsträger, Wohlfahrtsverbände, Schulen, Initiativen und Einrichtungen des sozialen Hilfesystems usw., die 1-Euro-ZwangsdienstlerInnen (Arbeitsgelegenheiten mit Mehraufwandsentschädigung (MAE)) beantragen und beschäftigen.

Die Aktion Agenturschluss hat bereits die bundesweiten Recherchen zu Ein-Euro-Jobs begonnen. Das LabourNet Germany will diese Recherchen in Form einer Liste der "schwarzen Schafe" unter den Beschäftigungsträgern veröffentlichen, um
a) die Informationen zusammenzutragen,
b) damit Grundlage für "1-Euro-Job-Spaziergänge", andere Proteste sowie die geplanten Umfragen als Recherche- und Interventionsinstrument zu schaffen sowie
c) um durch die öffentliche Form durch Rufschädigung bzw. moralische Vorführung an die Beschäftigungsträger bzw. ihre Personal/Betriebsräte zu appellieren.

Für diesen Zweck gibt es eine Eingabemaske, die selbst von den InformantInnen ausgefüllt und bei ausreichenden Belegen durch die Redaktion freigegeben werden kann; für die NutzerInnen steht die Liste der Beschäftigungsträger mit verschiedenen Suchfunktionen in übersichtlicher Form zur Verfügung.

Die Aktion " Schwarze Schafe" wird den entsprechenden Leuten ganz sicherlich nicht gefallen. Wir brauchen daher zu unserer rechtlichen Absicherung einen Nachweis für die obigen Eintragungen. Vodaphone at it again!


Workers' shock at new mobile mast

Furious office workers, councillors, residents and community centre users are up in arms after discovering a mobile phone mast will be erected above their heads.

The mast, belonging to Vodafone, is to be installed on a chimney next to Shipley Town Hall, on a building which used to be the swimming baths.

The chimney is close to the town hall workplace of hundreds of office workers, the Asda supermarket, Kirkgate community centre, which hosts a playgroup, Kirkgate Studios and Workshops and a number of other shops and offices.

The alarm was raised this week after officers were told they would not be able to use the car park to the rear of the town hall for the next ten weeks while construction took place.

Councillor Martin Love (Shipley, Green) said: "This was the first any of the staff knew of this. There has been no consultation whatsoever either with ward councillors, residents or people who work within the vicinity of it.

"If there had been a consultation, there would have been a lot of people who would raise objections to the possible health risks associated with mobile phone masts."

Jackie Luckham, assistant project co-ordinator for the Kirkgate Studios and Workshops opposite the site, said: "This is in the middle of a built-up area of the centre of town. As a community organisation we are not that keen on having to live and work so close to it, and we haven't had a chance to have our say on it."

The building was sold by Bradford Council in the early 1980s and is presently occupied by tenants Pickles Furnishers and a chiropody practice.

A spokesman for Bradford Council said: "Telecommunication masts are permitted as long as they give prior notification and the applicant notified the Council in 2001.

"Under notification the applicant has the right to erect a mast within five years. In all cases relating to communication masts the applicants have to submit certificates to say their plans comply with international health guidelines."

However councillors are still determined to stop the installation going ahead.

They have written to local businesses, organisations and residents asking them to object to the closure of the car park in order to prevent access to the chimney.

A spokesman for Vodafone said: "Vodafone has an obligation to provide a service to people locally and clearly this installation is within legal permissions.

"We do recognise people have concerns about health but there are guidelines designed to protect the public which have the formal backing of the World Health Organisation.

"Those guidelines protect you 24 hours a day wherever you are in relation to a phone mast."

Can folk send this around this letter that has been written by Australian anti-DU activists to their lists to get the ball rolling into Howards post box. Naturally this needs to come from the australian public, so if you can pass it on to any activists etc you might know off down under, or amonst your anti-war,veterans, greens etc networks there, then that would be magic. Dear Prime Minister,

We the people of Australia heard you say on ABC radio prior to the 2003 invasion of Iraq, that you would not send Australian Defence personnel to conflict theaters where nuclear weapons were being used. Taking into account your facility with language, we want to make it very clear that we understand that nuclear and radioactive weapons have different triggering devices, but in essence we are talking about weapons that have the capacity to kill randomly and consistently over long periods of time, and to cause environmental and human disaster in military and civilian populations.

My Prime Minister, you have announced the Australian troops will be sent into Samvah, an area of conflict where Dutch and some US troops have refused to serve due to the high levels of radiation. So what of your promise?

As you know DU weapons were used almost ubiquitously both during and post invasion in both rural and urban conflict zones. DU weapons along with chemicals weapons in the form of napalm and white phosphorus, were used against the citizens of Fallujah. The environmental and human evidence points to a disaster of epic proportions. Already 56% of US troops returning from GW1 are on sickness benefits, despite only a small percentage of them being wounded. 11,000 out of 580,400 who served in GW1 have died.. Those statistics are alarming in themselves. Veterans are seeing their post Gulf War children being born with horrible deformities. 40% of soldiers in one unit alone have developed cancer after only 16 months. This is the environment into which you are sending ADF personnel. We know it and you know it.

If this does not alarm you Prime Minister, it should. The weapons being used in the Gulf War, the Balkans and Afghanistan alter the Master Code for DNA. The US military labs and Manhattan Project personnel alarmed at the implication for global health and survival are now making this news public.

We as people of Australia, sent you letters before, expressing our concern at the widespread use of weaponised uranium missiles, commonly known as Depleted Uranium. We wrote because there is increasing evidence of these weapons becoming more ubiquitous, and they are now definitely linked to cancer and birth defects amongst civilians, and combatants. You chose to stay silent, to not listen to the voices of your concerned citizens. But this time the stakes are higher. The data and science is known and well developed. The Casualties have come in and been counted. The doctors who were threatened and told to misdiagnose and maintain secrecy are speaking out.

There are no more excuses Prime Minister. No place to hide as the elephant in the lounge room is getting harder to ignore.

Sending troops to a known radiation zone without full protection is in effect sentencing them to death. Maybe you agree with Kissinger's adage that that "Military men are just dumb stupid animals to be used in Foreign Policy" but they are wives, daughters, husbands, fathers, sons, to all of us: There are no excuses now PM. What you are doing is deliberately sentencing those troops to a multiple of radiologically induced disease and possibly death. They are clearly not your children.

There is no safe place in Iraq. DU in its post impact oxide form, blows with the wind and is respirable. It has already entered the water table and is in livestock and plants. What we have is a human and environmental tragedy of unimaginable proportions. Is this how you want to go down in history John, as the Trojan horse that brought silence on the world?

At a time when it has been revealed that 42 of the US states are now severely contaminated by radiation emanating from DU testing, manufacturing and deployment, you have handed Australian sovereign territory to the US for testing and bases. We understand that Australia also uses weaponised uranium in missiles such as the Javelin. We abhor this as a future for Australia, as we know that areas used for such purposes in the US are now marked as Areas of National Sacrifice, being biologically toxic. You do not have our permission to kill our land and our people.

We the people of Australia, in our name, and the name of future generations demand:

• The immediate withdrawal of Australian troops from this intransigent war. It is clear there is nothing to be gained and we have failed the people miserably. More have died as a result of the Coalitions activities than from all the years of Sadam Hussein's dictatorship.
  
  An end to the purchase and use of all uranium containing weapons.
  
  An end to the intimidation of scientists investigating the human and environmental costs of the use of such weapons.
  
  An immediate independent study of all civilians in conflict zones and Australian combatants, to investigate the nature and extent of radiation and heavy metal sickness.
  
  Immediate compensation for all combatants thus effected.
  
  Immediate clean up at the US, UK and Australian government's expense, of all areas contaminated with DU residue.
  
  Public disclosure of all Australian weapons containing DU, which our taxes have bought.
  
  An immediate end to negotiations over the use of Australian land for weapons testing.
  
  We demand a full account and end to the use of these Weapons of Current and Future Destruction in line with the Geneva Convention.

Wer einhändig fährt und dabei von der Fahrbahn abkommt, handelt leichtsinnig und rücksichtslos. Die Rechtsanwaltskammer beruft sich dabei auf ein Urteil des Amtsgerichts (AG) Berlin-Mitte (Az.: 105 C 31 23/03).

Im verhandelten Fall war der Fahrer eines Kleinwagens in einer Kurve mit erhöhter Geschwindigkeit von der Straße abgekommen. Augenzeugen berichteten, der Mann hätte kurz vor dem Unfall das Handy am Ohr gehabt. Die Vollkaskoversicherung verweigerte dem Fahrer daher die Erstattung der Unfallkosten über rund 4800 Euro und bekam vom Gericht Recht.

1) Vehicle mounted repeaters cannot co-operate. Two vehicles (police, fire, ambulance) at one scene, only one can operate.

2) Max capacity of a mast is 16 callers. Take police, add fire and ambulance and highways at a major incident and share it out.
3) The handset emergency button can take many minutes in the "queue" to have any effect, so not the immediate assistance claimed.

4) Encoding between towns is reduced, so signal jamming possibility drops to a permutation of 8 (compare "number of rings in your bicycle combination lock")

4) No signal fade as with VHF; it's all or nothing. If no weak signal, no awareness that anything is lost.

5) Data capacity is a feature of bandwidth. TETRA is inherently low, hence police resort to commercial phone network, without encryption, but depend on public capacity. New year's eve must be a very good time to call up for data!!

6) Masts are very public. If a terrorist cell can learn to fly a jumbo, they can spot a TETRA mast! portable devices are available that emit electromagnetic pulses to knock a mast out. Actually a single pin in a cable would, I guess, do the same and be very hard to find. Equipment required very sophisticated: a ladder and a pin.

7) You may recall the Manchester fire in a BT tunnel that wiped out phones and Internet links. TETRA is linked up by phone lines, and was temporarily knocked out regionally by the fire. Got priority of course. But what if the fire WAS the emergency, and the fire service and uncle Tom Cobbly and all were relying on Airwave to sort it out? What a great target, to simultaneously wipe the emergency infrastructure AND distract attention from a real target...

8) Viruses? Unlikely in TETRA because it isn't public access, but the more supplementary commercial kit is used, the more that is likely to suffer as it does for everyone else.

Oh, and if you're concerned:

9) All the police encryption keys are kept in the US, passed to Menwith Hill etc. and the US intelligence is listening to everything anyway. MI5 can't. Are the US security forces free from corruption? No chance that deals are being done? No inside jobs, like maybe for 9/11? Hmmm. You might think that, I couldn't possibly comment.

The Canada Food Inspection Agency plans to introduce amendments that would prohibit farmers or other individuals from saving their own seeds in Canada. There is consultation on this, but it ends on Tuesday, March 8.

This appears to be part of a world-wide plan to restrict seed saving (leaving seeds to Monsanto etc)

I received two emails about this today, plus Charlie Smith, Editor of the Georgia Straight, sent me a press release from the NDP about this.

We don't have very much time & this could have a major impact on the environment, as biodiversity is really important & already very threatened.

Protect and Restore Endangered Salmon and Trout

Bush administration proposal drops federal habitat protections across Pacific Northwest

The Bush administration has proposed a new policy under the Endangered Species Act that removes protections for habitat considered critical for restoring 20 endangered salmon and steelhead trout populations across Washington, Oregon, Idaho, and California. Critical habitat protection helps maintain the healthy streamside forests, high water quality, and instream conditions that wild salmon and steelhead need for survival and recovery. Under the administration proposal, up to 90% of the habitat needed to restore imperiled chum, coho, sockeye and chinook salmon, and steelhead and resident rainbow trout would no longer receive federal protection. This is the latest of a series of Bush administration efforts to limit or restrict wild salmon and trout recovery by weakening protections on federal lands, mixing wild and hatchery fish, and ignoring impacts of Snake River dams.

Comments are due on Monday, March 14. Urge the National Marine Fisheries Service to maintain critical habitat protections that ensure survival and recovery of wild salmon and steelhead trout across the Pacific Northwest. Streams and rivers that are designated as "critical habitat" are protected from logging, mining, road construction, and other development activities that harm imperiled salmon and trout. Areas with high quality habitat and abundant wild fish also provide clean and clear drinking water, and contribute to the health and vitality of tribes, rural communities, and economies across the Pacific Northwest and California. Wild salmon and steelhead need more habitat protection, not less, in order to live and prosper.

Having attended two UN Codex meetings of the Committee on Nutrition in Germany before being kicked off the US Delegation prior to the meeting in Berlin in 2000 and prior to being banned from future participation by the German Government for shooting unauthorized video footage inside the Codex CCNFSDU meeting in Berlin in '98 (til they forced me to shut my camcorder off), I do not get a good feeling at all about what I just read in the article below....

We need to get the USA out of the UN and out of the WTO. Just say NO to globalization in whatever country you live in. Congressman Paul will be reintroducing HR 1146, perhaps under a new bill number, to get us out of the UN and he needs support. Tell your congressmen and senators. He is also trying to get us out of the WTO.

We must all unite against the UN, WTO and CODEX. Just say NOT to Eugenics.... UN to Make Internet a Global 'Common Heritage'?

This November, the UN will convene a "World Summit on the Information Society" in Tunis. In Tunisia, reported a February 21 Reuters dispatch, "global control of the world wide web may be decided."

At present, “the most recognizable Internet governance body is a California-based non-profit company, the International Corporation for Assigned Names and Numbers (ICANN),” continued the report. “But developing countries want an international body, such as the UN’s International Telecommunications Union (ITU), to have control over governance — from distributing Web site domains to fighting spam.” According to Nitin Desai, chairman of a UN working group on the Internet created in December 2003, “There is an issue that is out there that needs to be resolved.”

The draft “Declaration of Principles” for the Tunis Summit calls for the creation of “a people-centered, inclusive and development-oriented Information Society … premised on the purposes and principles of the Charter of the United Nations....” Under that vision, the Internet — rather than being a market-oriented entity controlled by no political body — would be used “to promote the development goals of the Millennium Declaration,” particularly “the right to development, as enshrined in the Vienna Declaration....” That “right” refers to the desire of the UN to redistribute wealth and technology from the U.S. and other prosperous nations to the kleptocratic governments of the “developing world.”

Furthermore, the draft declaration pointedly invokes “Article 29 of the Universal Declaration of Human Rights,” which states that “everyone has duties to the community in which alone the free and full development of their personality is possible, and that, in the exercise of their rights and freedoms, everyone shall be subject only to such limitations as are determined by law.... These rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations.” In plainer language, the UN seeks the power to suppress any use of the Internet and other information technology to criticize the world body or impede its designs for global governance.

The UN’s proposed Law of the Sea Treaty would designate the oceans a UN-administered “common heritage of mankind.” In similar fashion, the Tunis Summit would claim cyberspace as a UN-regulated “common heritage.”

Sonic Boom Shakes Area 3/11/05 9:26:53 PM

TAMPA - A representative from MacDill Air Force Base confirmed that two U.S. Navy F-18s from Pensacola flew faster than the speed of sound and later landed at MacDill.A sonic boom shook the Bay Area shortly before 8 p.m. The event registered on U.S. Geological Survey seismographs as a magnitude 2.7 earthquake 2 miles south of Tampa. The vibration in the ground was not as severe as an earthquake.

2.7 isn't that big to be felt that far away and planes breaking sound barrier causing a 2.7 on USGS? Something doesn't sound right.

And USGS originally reporting a 2.7 quake and now stating that it has not yet been determined.

Drivers immobilised by signals from phone masts

MOBILE-PHONE masts are inconveniencing thousands of drivers because they interfere with car locking systems and immobilisers, government documents have revealed.

The low-power radio signal from car keyfobs can be drowned out by the stronger transmissions of the masts, which use a similar frequency.

The RAC and the AA say that they deal with thousands of stranded motorists whose cars have been locked or disabled because of phone masts.

Cars are at risk from every type of phone mast but there are particular difficulties with the new high-powered police digital radio system, Tetra (terrestrial trunk radio), introduced nationally as part of a project known as Airwave.

A briefing document for ministers at the Department of Trade and Industry (DTI) says: “This problem has existed for some years, although with the roll-out of Airwave, it is not surprising we are now getting more reports of this. These stronger sources of radio transmission can sometimes block or overwhelm the signal from a radio-activated key.”

Range Rovers and cars made by Vauxhall, Chrysler, Jeep and Saab are believed to be especially at risk. Older models are vulnerable because they cannot differentiate between a keyfob and a mobile-phone signal. Motorists are advised to change the fob battery regularly and park away from masts and aerials to reduce risk.

The AA was called out to 114,000 key-related problems last year and the RAC dealt with 70,000 similar security problems, many believed to have been caused by mobile-phone masts.

In most cases the immobiliser can be deactivated by pushing the car 100 yards further away from the mast, but some drivers have to pay a garage about £50 to have the system reset. In the worst cases immobilisers have to be replaced at a cost of up to £600.

In one case, in Manchester, engineers found that the Tetra mast at the Trafford Centre operates at about 400MhZ, while key fobs run at 433MhZ, causing immobilisers to become effectively immune to a sudden burst at a similar frequency.

Vehicle manufactures have begun to introduce better-quality shielding for cars to prevent the interference. The problem has been exposed after briefing papers and letters were released by the DTI after a Freedom of Information Act request. The documents detail an exchange between Norman Lamb, the MP for Norfolk North, acting on behalf of a constituent who was concerned that the Tetra mast at North Walsham police station was to blame for her Land Rover failing to start. In his reply Stephen Timms, the Energy Minister, said that there was a history of car alarms being affected by radio interference.

He said: “If you are using kit that relies on or uses radio frequency it is your responsibility as owner to ensure it cannot be affected by outside radio frequency sources.”
