Dem „hilflosen“ Bürgermeister sei, wie so vielen anderen seiner Kollegen, angeraten, sich über seinen Tellerrand hinaus intensiver mit der Thematik zu befassen. Die Aussage des Bürgermeisters, dass der Gemeinde die „Hände gebunden seien“ stimmt sachlich so nicht.

Stichwort: Planungshoheit wahrnehmen, in Verbindung einer pragmatischen Bauleitplanung eine fundierte Gesamtsenderstandortplanung vorzunehmen mit evtl. Veränderungssperre, Aufruf an die Bevölkerung keine Dächer und Grundstücke an Betreiber zu vermieten und somit seiner Fürsorgeverpflichtung gegenüber den Einwohnern nachzugehen. Wenn seinerseits allerdings keine örtliche Planung vorgenommen wird, dann muss er weiterhin wie das Kaninchen auf die Schlange starren.

No Draft, No Way!

On March 31, the Selective Service System (SSS) will report to President Bush that it is ready to implement the draft within 75 days. Right now, the SSS is staffing local draft boards, training volunteer registrars to work on high school and college campuses, and streamlining its induction process. They have also gained access to the Department of Education's computer files, to ensure maximum registration.

It is clear that the Bush Administration is preparing for a draft. They are desperate for new soldiers to continue the occupation of Iraq and to prepare for new wars against Iran, Syria, and elsewhere.

At the same time that Bush is looking to youth to supply cannon fodder for his wars, he is busy cutting financial aid and slashing social programs. The same young people that Bush wants to use to fight his wars are finding it harder to pay for their education, find jobs that pay a living wage, or obtain basic necessities, like health care or affordable housing.

It is time for young people, who are already under attack from the Bush Administration, to take a stand.

On March 31, the same day that the Selective Service System is reporting that the draft is ready to go, youth all over the country will report that they will refuse to go.

Local No Draft, No Way organizers and other anti-draft activists are planning protests, walkouts, and direct action at recruiting centers, selective service offices, and other sites. We call upon students, youth, and antiwar activists to organize local actions on March 31 to say "No Draft, No Way!"

Arctic Vote Showdown Expected Next Week!

This week, the House and Senate budget committees split over whether or not to include proposals to allow drilling in America's Arctic National Wildlife Refuge to be included in the federal budget. The Senate is poised to vote next week on whether or not to allow the drilling provision to stay in the budget.

On the House side, the House budget resolution has no Arctic provision in it. In fact, the House budget committee explicitly stated that they did not want the budget process from being used to open the Artic Refuge to drilling. "We have tried to keep the budget free of policy. Things like [drilling in the Arctic Refuge] immediately create a lightning rod," said Sean Spicer, spokesman for the committee chairman, Rep. Jim Nussle (R-IA).

Even though the entire Budget Committee is now on record saying that they oppose using the budget to advance Arctic drilling, the budget resolution is a non-binding document and is only a recommended blueprint. Other committees with jurisdiction over specific parts of the budget may ignore the wishes of the budget committee and decide to include a drilling proposal anyway.

In the Senate, the Senate Budget Committee Chairman Judd Gregg (R-NH) decided to include the controversial drilling provision in the Senate version. Despite opposition from several Senators in his own party, Senator Gregg said he thought it was "reasonable" to assume that the drilling provision would remain in the budget.

During the budget committee meeting, Senator Russ Feingold (D-WI) offered an amendment to strip the Arctic drilling provision out of the budget resolution. The amendment failed on a straight party-line 10-12 vote.

Next week, the Senate is scheduled to have a floor debate on the budget resolution. Senator Maria Cantwell (D-WA) will go to the Senate floor with an amendment to remove the provision that allows drilling in America's Arctic National Wildlife Refuge.

Stop fake News on local TV

On Sunday, the New York Times reported that at least 20 federal agencies have made and distributed pre-packaged, ready-to-serve television news segments to promote President Bush's policies and initiatives.

Congress' Government Accountability Office determined that these "video news releases" were illegal "covert propaganda" and told federal agencies to stop. But last Friday, the White House ordered all agencies to disregard Congress' directive.

The Bush administration is using hundreds of millions of your tax dollars to manipulate public opinion. Here's how to stop them:

House Bill Free of Arctic Refuge Provision

This week, the House and Senate Budget Committees marked up the budget. The House budget resolution has no explicit Arctic provision in it. But drilling proponents may still try to exploit opportunities to slip Arctic drilling past the House through the budget process, if House Members are not actively vigilant.

Senate Bill Includes Arctic Refuge Drilling

In the Senate, Senate Budget Committee Chairman Judd Gregg (R-NH) decided to include the controversial drilling provision in the Senate version. Despite opposition from several Senators in his own party, Senator Gregg said he thought it was "reasonable" to assume that the drilling provision would remain in the budget. Our WildAlert members in New Hampshire are working hard to deliver a message to Sen. Gregg that this position is unacceptable.

During the budget committee meeting, Senator Russ Feingold (D-WI) offered an amendment to strip the Arctic drilling provision out of the budget resolution. The amendment failed on a straight party-line vote, 10-12. As you can see, our efforts to protect the unequalled Arctic Refuge are far from over.

A Thai man who had his right leg and five toes on this left foot amputated after his mobile phone exploded is suing Nokia for Bt1m (£13,650) in damages. Prasit Sriseeluang, 50 -- who had his handset tucked in his shirt pocket at the time of the accident -- was working near a high-voltage power pole when his phone rang. The handset then exploded, causing serious injuries to the welder."

Zur Rede des Bundespräsidenten zur wirtschaftlichen Lage in Deutschland vor dem Arbeitgeberforum erklärt Bundesgeschäftsführer Rolf Kutzmutz:

Die Rede des Bundespräsidenten war eher eine Enttäuschung denn ein Aufbruchsignal. Neben vielen allgemeinen Grundsätzen machte Horst Köhler, wann immer er konkret wurde, klar, worin er seine Rolle sieht: als Motor für die unsolidarischen Reformen von Bundesregierung und konservativer Opposition. Wenn er die Agenda 2010 als mutigen Reformanfang lobt und weitere Schritte in diese Reformrichtung anmahnt, die einseitig zu Lasten der sozial Benachteiligten geht, erweist sich Horst Köhler nicht als Präsident aller Deutschen, sondern nur des oberen Drittels der Gesellschaft.

Der Bundespräsident verlangt eine politische Vorfahrtsregel für Arbeit. Das klingt gut und können wohl auch alle unterschreiben. Doch wann immer er in seiner Rede andeutete, wer denn auf diesem Vorfahrtsweg entlangfahren soll, wurde klar, dass Horst Köhler da vor allem die Unternehmen sieht. Vor allem ihnen will er Hindernisse aus dem Weg geräumt sehen. Die Gewerkschaften hingegen forderte er auf, ihre zurückhaltende Lohnpolitik fortzusetzen, obwohl doch immer mehr Experten gerade darin auch eine der Ursachen für die lahmende Binnenkonjunktur sehen.

Das Plädoyer des Bundespräsidenten für einen modernen Sozialstaat, ein effizientes Steuersystem, das Leistung belohnt, dem Staat aber auch ermöglicht, seine Aufgaben zu erfüllen, und einen nationalen Aufbruch für Bildung, Forschung und Familie stößt dort an seine Grenzen, wo er es versäumt, die Unternehmen in die soziale Verantwortung zu nehmen. Gerade weil dies ausbleibt, riecht sein Vorschlag, die Kosten der sozialen Sicherung von den Arbeitskosten abzukoppeln, allzu sehr nach Kopfpauschale.

Man kann Deutschland nicht sanieren, indem man Reformen nur zulasten der Alten, Kranken und Arbeitslosen macht. Die meisten Bürgerinnen und Bürger sind bereit, tief greifende Reformen mitzutragen. Doch sie erleben nur, dass es ihnen nach jeder Reform schlechter geht. Wenn dann dem Bundespräsidenten nichts Besseres einfällt, als eine beschleunigte Fortsetzung dieser Reformen zu fordern, redet er am Volk vorbei.

Interesting to note the report by Roger Highfield (Science Editor) on page 3 of this morning's Daily Telegraph:

"Two thirds of people now believe the risks of emissions from mobile phones outweigh the benefits, according to a Government survey.

This represnts a reversal of the pattern of two years ago when more than twice the proportion believed the benefits exceeded the risks, according to a Mori research report, 'Science in Society', commissioned by the Department of Trade and Industry.

Sir William Stewart, head of the National Radiological Protection Board, Britain's radiation watchdog, recently warned that the dangers - particularly to children - were still unknown. And a Swedish study has linked long-term use with double the risk of a rare tumour on a nerve that connects the ear to the brain.

The survey, of around 2000 people, is published today to coincide with National Science Week."
