Mobilfunk bezieht sich weder auf Goldbach noch auf Schweinheim. Um das gern gebrauchte Wort der Betreiber zu benutzen: Es ist mittlerweile auf unserem Globus 'flächendeckend'.

Ihren Nachbarn ist Ihr Tinnitus, Ihre Herzrhythmusstörung, Ihre Schlaflosigkeit völlig egal. Dazu gibt es Ärzte und Medikamente. Leserbriefe (dieser ist der letzte, der von mir geschrieben wird) sind totale Energieverschwendung. Sie werden keine Unterstützung kriegen. Schreiben Sie lieber über Hundeanleinpflicht, und drei Seiten in der Zeitung sind Ihnen drei Wochen lang sicher.

Die Schädlichkeit gepulster Mikrowellen und der festgesetzten Grenzwerte sind noch nicht getestet. Wir sind gerade mittendrin im Test. 50 Milliarden Euro haben wir dafür gekriegt. Die Schwarzen haben es abgesegnet, die Roten mit den Grünen haben es ausgegeben. Das Testergebnis steht noch aus. Oder liegt es in der Schublade?

Meine Erfahrung: Niemand kontrolliert. Rufen Sie bei Beschwerden mal an: Das Bundesamt für Strahlenschutz verweist an die Regulierungsbehörde. Die kennen zwar die Bestimmungen über den Abstand von Antennen. Was aber vorn rauskommt, nämlich niederfrequent gepulste Mikrowollenstrahlung, die uns zu gegrillten Hähnchen machen kann, kennt man auch dort nur aus der Küche.

Der erwähnte Professor Bochtler kriegt selbst seine Wärmedusche ab, nachdem die Fachhochschule nun voll integriert wurde: Aufrüstung der Antennen in der Würzburger Straße.

Schweinheim bringt's: 22 Antennen auf dem Dach der Schwind-Brauerei, 39 Antennen (da habe ich aufgehört zu zählen) auf dem Altenwohnheim der Arbeiterwohlfahrt an der Taunusstraße.

Voller Empfang also in der Rosensee-Tagesklinik - oder haben wir dort strahlensichere Tapeten?

Schnurlos-Telefone strahlen mit der Basisstation zehn Milliwatt pro Quadratmeter in der Wohnung. 24 Stunden lang. Was aber, wenn 20 und mehr Wohnungen im Haus so bestückt sind? Warum werden dazu keine Tests veröffentlicht? Ich sage: es gibt keine.

What is it about summer in America that loves to forget? Is it the warm weather? The vacations away? Or maybe it's the barbecues and beer. Whatever the reason, summer in America is the season of amnesia: a default desire to forget war and third world hunger, to forget over-consumption and impending ecological disaster. Summer in America is a time to swim in the warm nostalgia of summer break from school. A time to bare annual witness to the rockets' red glare of the 4th of July fireworks, and a time to admire the waving majesty of the stars and stripes forever while the boys of summer play baseball at Fenway Park.

In America, during the season of amnesia, all is good.

Remember the summer of '67? Now that was a summer: the Summer of Love - the season of Janis Joplin and Jimi Hendrix, of the Beatles' Sgt. Pepper and the Doors' Light My Fire. It was the summer of Timothy Leary promoting psychedelic acid trips, and of free love and finding yourself. In the summer of '67 we travelled with the searching spirit of Dustin Hoffman in The Graduate, and travelled with the free spirits of Faye Dunaway and Warren Beatty in Bonnie and Clyde. And south of Boston, we placed our hopes in the swinging bat of Carl Yastrzemski and the Red Sox - all the way to the World Series against the St. Louis Cardinals.

Of course, it was also the season of amnesia. In 1967, America fought a far away war in Southeast Asia. In that year alone - by July of 1967 - 2,566 American soldiers had been killed in the jungles of Vietnam. How many Vietnamese died, killed by American bombs and bullets? Thousands? Tens-of Thousands? Who knows? It was the season of amnesia, after all.

And yet, strangely, it was during the season of amnesia when - for the first time during the war - a bare majority of Americans thought the Vietnam War was a mistake. Imagine that. And when the season of amnesia finally gave way to the cool weather of fall that year, the political tide in America turned against the Vietnam War - and against its chief agent, President Lyndon B. Johnson.

Now, it's the season of amnesia again - 2005.

But the Summer of Love this ain't. In 2005, America's drug of choice isn't acid - it's fear. But what a trip fear it is. Dig the psychedelic colours of our fear: Code Orange, Yellow, and Red - and even alerts in Amber. It's also the summer of Tom Cruise dissing Paxil and the psychiatric "lies" of bad body chemistry (but, man, just don't ask him about those lies on Oprah's couch.) This summer, we fear angry terrorists from other planets in Tom Cruise's War of the Worlds, and also witness our retaliatory ability on Internet real time: America's Fourth of July fireworks on an asteroid a million miles away. What a summer trip, man.

Of course, this is still the season of amnesia. Already this year, in 2005, 405 American soldiers have been killed on the sands of Iraq, and another 54 Americans have been killed in the mountains and plains of Afghanistan. How many Iraqis and Afghans have died, killed by American bombs and bullets? Thousands? Tens-of Thousands? Who knows? It's still the season of amnesia, after all.

But dig this: for the first time - during this war - a bare majority of Americans think the Iraq War is a mistake. Imagine that. And when the season of amnesia finally gives way to the cool weather of fall this year, will the political tide in America turn against this war - and against its chief agent, President George W. Bush?

Well, if summer in America is the Season of Amnesia, then maybe fall is the Season of Reason.

Let's hope so.

I think "The WHO EMF Charade Continues" can be a good basis for a petition of "show us the money, Mike" by scientists and citizens. It should be the interest of the WHO eventually to remove this guy from his job (if they have some honest people left there) because Repacholi is causing a very big problem of public image to the WHO.

The more of this info is circulating widely, the more people can neutralize any statement used by the governments and industry (especially industry) that uses the WHO as legitimation for their acts (or better- lack of acts). This knowledge gives power to the people. When people know how corrupted the WHO is, they can take this info to courts and use it there as well to neutralize the industry. The damage that Repacholi does to the image of the WHO can help breaking the status quo. What science doesn't do (because it is ignored and manipulated), Repacholi's corruption can do. If used right and taken by the media, it can take the fight to a new direction.

I think this is appalling, devastating (for those who have symptoms near masts), and iniquitous. I wrote to WHO, ICNIRP, NRPB and UK government; Dept. Healht etc etc (over 201 letters in all with evidence of effects in my village and a request for

1) emissions to be made safe

2) scientific tests to be operated in the homes where effects were felt instead of the lab.

3) symptoms to be thoroughly investigated.

I had no reply from WHO, ICNIRP, Court of Human Rights. All the other replies were along the lines of 'no proof' investigations in lab continuing' etc, except one from a Professer Leitgeib and associate member of ICNIRP (in Austria, I think - I lost his address when I got a new PC) in which he said he personally was investigating symptoms in people's homes. I heard recently that he has found some kind of link between emissions and symptoms. His was the only sympathetic, open-minded response I had.

How can you and WHO continue to avoid "the facts" that surround the EMF RAPID Conclusions!!!???? EMF RAPID did confirm that low levels of EMF's are causally related to the development of Leukemia and immune deficiencies.

Dr. Louis Slesin reported, I think, early in 2000, that "an insider" leaked information that the EMF Interagency Committee Report may never be presented to Congress.

When did you check into the 2002 EMF California report that finds low levels of EMF's are causally linked to brain cancer, Leukemia, Lou Gehrig's Disease and miscarriage???

How can you "ignore" that EMF's have been classified as carcinogenic???

It is time for you and WHO to put an end to all the deception, cover-ups, minimizing and face the fact that something must be done IMMEDIATELY to announce "prudent avoidance measures" that will not only help reduce cancers but will also greatly reduce all health problems all the way from poor sleep (which can lead to serious health problems in itself) to chronic asthma, chronic sinus infections, chronic ear infections, headaches, M.S., Parkinsons, learning disorders and memory problems including Alzheimers, Type II diabetes, gastrointestinal problems, heart problems and more all the way to and including various cancers but particulary "Leukemia!!!"

An email I will soon forward that has been written to Dr. Fatih Uckun, Parker-Hughes Cancer Center in St. Paul, Minnesota, USA, by my, outlines many explanations for what I have written above.

I should add to that information that the specific tests re white blood counts I referred to in my email to Dr. Uckun, are the same type of tests one would do when checking for harm due to chronic, prolonged exposures to "ionizing radiation."

Dr. Uckun has written in the past that "he was surprised when low levels of EMF's did yield the same results as those re low level ionizing radiation exposure......." [not verbatim]

WHY then, when Dr. Uckun and the National Institute of Health knew Dr. Uckun PROVED that low levels of EMF's produce "identical results for those re ionizing radiation," did he stop proving the connection by doing the very basic, CBC's with differentials that are used to test X-ray radiation workers for exposure limits???

If you can claim "complete innocence" in all of what has occurred re the importance of what is already known re low levels of EMF/EMR exposures, PLEASE now "listen to the people," review the information I refer to above, demand that the EMF Interagency Committee Report be released to Congress and before doing all of that, begin, through WHO, to INFORM THE PUBLIC regarding at least the need to be aware of "possible concerns" re electric appliances/devices such as electric meters, electric clocks and clock radios, power supplies for cordless phones and other items, fans, should not be in close proximity to the head of a bed.

How can you and WHO "completely ignore" that the American Cancer Society did provide information/recommendations back in 1994 (copy of "U.S. News" article) recommending electrical items be removed from close proximity to beds!!!???

How can you and WHO "completely ignore" that the U.S. utilities communications' experts prepared a booklet (2001) that was intended for distribution to schools and others, that states "......you may want to replace electric clocks with battery-operated or wind-up clocks???!!!

ALL of the above information is being suppressed in spite of EMF's being classified as a "possible carcinogen!!!"

Since Dr. Fatih Uckun wrote that the BTK Gene is the same for Leukemia as that for immune deficiency (an EMF study) AND low levels of EMF's have been classified as "possible carcinogens", exactly how much more information is needed "before advising caution???!!!

Anything that causes immune deficiency and Leukemia can lead to the development of literally ANY health problem because everything is related to inflammation and protein folding problems!!!

The time for WHO to correct their mistakes is long pastdue!!!! Parents of children and adults alike are bearing the burdens of watching their loved ones suffer and die all because "those in charge" refuse to take full responsibility for reporting "the truth!!!"

21.600 Wahlberechtigte am ersten Tag für das Mobilfunk-Volksbegehren

Erster Zwischenstand im Trend des Senats-Begehrens

21.600 Wahlberechtigte haben am ersten Tag (5.7.) für das Volksbegehren „Gesundheitsvorsorge beim Mobilfunk“ unterschrieben. Damit liegt der Unterschriftenstand knapp unter dem ersten Stichtag des erfolgreichen Volksbegehrens „Schlanker Staat ohne Senat“, für das sich am ersten Tag 26400 Wahlberechtigte eingetragen haben. „Der erste Zwischenstand zeigt, dass wir die 10-Prozent-Hürde nehmen können, auch wenn die Zahlen zu diesem Zeitpunkt noch nicht sehr aussagefähig sind. Es deutet aber alles darauf hin, dass es sehr knapp wird und auf jede Unterschrift ankommt“, erklärte Volksbegehren-Organisator Urban Mangold .

Überdurchschnittliche Zwischenergebnisse gab es am Dienstag in Memmingen (Allgäu) und Vilseck (Landkreis Amberg-Sulzbach). Mehr als 1 Prozent schafften am ersten Tag bereits Lichtenfels in Oberfranken (1,2%), Schwangau (1,09%) und Nesselwang im Ostallgäu (2,0%).

Das Volksbegehrenbüro weist unterdessen die Kritik des Anti-Volksbegehrenbündnisses zurück: “Die Behauptung, das Begehren sei wirkungslos, weil auch nach der Einführung öffentlicher Genehmigungsverfahren alle Sendemasten genehmigt werden müssen, sei „absolut falsch“. Durch die Streichung der bisherigen Genehmigungsfreiheit für Sendemasten steige der Druck auf die Kommunen, endlich eine Vorsorgeplanung mit Sendemasten-Tabuzonen und ungefährlicheren Alternativstandorten im Bebauungsplan zu verankern. „Mehrere Kommunen wie Gräfelfing, Mainburg und Langquaid tun dies jetzt schon. Wenn nach einem erfolgreichen Volksbegehren jeder Sendemast in öffentlicher Sitzung beraten werden muss, wird dies überall Standard“, so Mangold.

Mangold: „Jede Unterschrift im Rathaus hat eine Dreifach-Wirkung: Sie bewirkt mehr Bürgerbeteiligung, mehr Gesundheitsvorsorge und sie stört die Privilegien einzelner Konzerne. Schon morgen kann jeder Bürger ohne Einspruchsmöglichkeit einen Sendemasten vor seinem Schlafzimmer haben. Wer sich dagegen sein Mitspracherecht sichern will, kann dies nur bis zum 18. Juli mit einer Unterschrift im Rathaus tun!“

Die Initiatoren weisen die Kritik von CSU und Gemeindetag als „absolut falsch und absurd“ zurück!

Seit Dienstag (5.7.) läuft die Eintragungszeit für das Volksbegehren „Gesundheitsvorsorge beim Mobilfunk“. Das Bündnis aus ödp, Bund Naturschutz, Freien Wählern, zahlreichen FDP-und Grünen-Kreisverbänden sowie lokalen Initiativen und Verbänden weist die Kritik von CSU und Gemeindetag zurück. Die Behauptung, das Volksbegehren sei wirkungslos, weil auch nach der Einführung öffentlicher Genehmigungsverfahren alle Sendemasten genehmigt werden müssen, sei „absolut falsch“.

„ Würde die Gemeinde nur Nein zu einzelnen Standorten sagen und sonst nichts tun, bestünde tatsächlich die Gefahr, dass die Mobilfunkbetreiber vor Gericht Recht bekämen. Verbindet die Gemeinde ihr Nein jedoch mit einer grundsätzlichen Vorsorgeplanung und geänderten Bebauungsplänen sowie mit der Ausweisung von Tabuzonen und erlaubten Standorten, lassen sich viele problematische Standorte verhindern und die Strahlenbelastung deutlich reduzieren“, erklärte Volksbegehren-Organisator Urban Mangold.

Als „völlig absurd“ bezeichnet das Volksbegehrenbündnis den Vorwurf, die Einführung von Genehmigungsverfahren führe zu mehr Bürokratie. „Wir wollen lediglich, dass für die paar Mobilfunkkonzerne die selben Verpflichtungen gelten wie für jeden normalen privaten Bauherren. Jede Dachgaube muss genehmigt werden, wenn sie nicht im Bebauungsplan steht.

Das Volksbegehren wird inzwischen von der ödp, den Freien Wählern, dem Bund Naturschutz, dem Anbauverband Bioland, zahlreichen Kreisverbänden von FDP und Grünen, Untergliederungen von Kinderschutzbund und Katholischem Frauenbund von kommunalen Jugendringen sowie von 116 lokalen Bürgerinitiativen und 124 Bürgermeistern unterstützt.

Die Gegner des Volksbegehrens „Für Gesundheitsvorsorge bei Mobilfunk“ behaupten, dass auch ein gewonnenes Volksbegehren nichts ändert, weil die Mobilfunk-Antennen genehmigt werden müssen. Das ist unwahr.

Wie ist es jetzt ist:

Die Bürger müssen für jedes Dachfenster, jeden Zaun und jede Gaube einen Bauantrag stellen. Aber Mobilfunkantennen unter 10 m Höhe sind genehmigungsfrei. Die Mobilfunkbetreiber verhandeln nach dem freiwilligen „Mobilfunkpakt II“ mit den Gemeinden über „geeignete“ Standorte. Dieser Pakt ist aber nicht bindend. Wenn den Mobilfunkbetreibern die vorgeschlagenen Standorte nicht zusagen, stellen sie die Sender trotzdem dort hin, wo sie sie von vornherein haben wollten. Gemeinde und Nachbarschaft haben kein Einspruchsrecht, in der Regel erfahren die Nachbarn vorher nicht mal was davon. Da die Gemeinden wissen, dass sie kein Einspruchsrecht haben, machen sich viele erst gar nicht die Mühe, spezialisierte Ingenieurbüros mit der Prüfung geeigneter Standorte zu beauftragen.

Das Ziel des Volksbegehrens:

Alle Mobilfunkantennen sollen genehmigungspflichtig werden. Damit entfallen die Nacht- und Nebel-Aktionen der Mobilfunkbetreiber, weil jeder Bauantrag seinen vorgeschriebenen, öffentlichen Gang nimmt. Außerdem soll die Gesundheitsvorsorge als Zielformulierung im Landesentwicklungsprogramm festgeschrieben werden. Auf dieses Ziel können sich die Gemeinden dann bei der Beurteilung von Standorten berufen.

Nach erfolgreichem Volksbegehren: Kann die Gemeinde die Genehmigung für einen Standort verweigern, obwohl die Grenzwerte eingehalten werden?

Nach einem erfolgreichen Volksbegehren kann eine Gemeinde die Genehmigung von Sendemastenstandorten aus Vorsorgegründen verweigern. Hebt das Landratsamt die Entscheidung wieder auf, hat die Gemeinde ein Widerspruchsrecht.

Die Gemeinde kann ferner eine vorübergehende Veränderungssperre erlassen und die gewonnene Zeit nutzen, um eine Vorsorgeplanung im Bebauungsplan zu verankern. Hierfür kann sie ein Fachbüro beauftragen, das unabhängig von der Mobilfunkindustrie ermittelt, wo die Sendemasten am unschädlichsten sind. Im Rahmen dieser Vorsorgeplanung können Tabuzonen (Wohnbereiche, Kindergärten, Schulen ...) ausgewiesen und die Sendemasten dann an unproblematischeren Standorten zugelassen werden. Nach der gängigen Rechtsmeinung und Rechtssprechung kann die Gemeinde diese Vorgehensweise mit dem Orts- und Landschaftsbild, der Gesundheitsvorsorge und neuerdings auch mit dem "sozialen Frieden" im Ort begründen.

Ein erfolgreiches Volksbegehren verleiht der Gesundheitsvorsorge weitaus mehr Gewicht. Da die Grenzwerte keine Vorsorgewerte sind, sondern nur unmittelbar nachgewiesene Gefahren verhindern sollen, gibt die Verankerung der Gesundheitsvorsorge im Landesentwicklungsprogramm (LEP) den Gemeinden mehr Möglichkeiten, ungeeignete Standorte abzulehnen.

Würde die Gemeinde nur Nein zu einzelnen Standorten sagen und sonst nichts tun, bestünde tatsächlich die Gefahr, dass die Mobilfunkbetreiber vor Gericht Recht bekämen. Verbindet die Gemeinde ihr Nein jedoch mit einer grundsätzlichen Vorsorgeplanung sowie mit der Ausweisung von Tabuzonen und erlaubten Standorten, lassen sich viele problematische Standorte verhindern und die Strahlenbelastung deutlich reduzieren.

Warum hat sich der Gemeindetag gegen das Volksbegehren ausgesprochen?

Der Gemeindetag ist die Lobbyvertretung der Bürgermeister. Er plädiert er für den freiwilligen Mobilfunkpakt II, weil es damit jedem Bürgermeister frei steht, ob er für seine Gemeinde ein Mobilfunkkonzept erarbeiten lassen will oder nicht. Das Volksbegehren sieht dagegen eine gesetzliche Mitwirkung aller 2100 bayerischen Bürgermeister vor und damit indirekt auch mehr Bürgerbeteiligung und Transparenz. Anders als der Gemeindetag lehnt der Städtetag den Mobilfunkpakt II wegen seiner Wirkungslosigkeit ab.

Sind alle Bürgermeister gegen das Volksbegehren?

Bis jetzt unterstützen schon 124 Bürgermeister das Volksbegehren, doch der überwiegenden Mehrheit der Gemeindeoberhäupter sind die vom Volksbegehren geforderten Einflussmöglichkeiten eher unangenehm, weil sie lieber mangels Zuständigkeit untätig bleiben wollen.

Pikanterweise war es aber der Gemeindetagspräsident Dr. Uwe Brandl selbst, der im Jahr 2003 das Volksbegehren gegenüber der ödp angeregt hat. Jetzt muss er sich der Mehrheit der Bürgermeister beugen.

Volksbegehren startet mit Streit

München (mm/lby/epd) - Unter heftigem Streit hat bayernweit die zweiwöchige Eintragungsfrist für das Mobilfunk-Volksbegehren der ÖDP begonnen. Die konservative Umweltpartei will damit erreichen, dass künftig für alle Mobilfunkmasten eine Baugenehmigung erforderlich ist. Im Falle eines erfolgreichen Volksbegehrens hätten die Gemeinden mehr Einfluss auf die Standorte, sagte ÖDP-Geschäftsführer Urban Mangold. Die Initiative "Mobilfunk in Bayern" erklärte hingegen: "Gegen das ÖDP-Begehren steht eine Koalition der Vernunft." Auch der Städtetag lehnt das Volksbegehren ab.

"Die Gemeinden können über ihre Bebauungspläne Positiv-Standorte und Tabuzonen festlegen", erläuterte Mangold die Folgen, falls das Volksbegehren Erfolg hat. Dazu müssten sich zehn Prozent der bayerischen Wahlberechtigten oder rund 920 000 Bürger in die Unterschriftenlisten eintragen, damit es dann in einem zweiten Schritt zum Volksentscheid kommt.

Unterstützt wird das Volksbegehren unter anderem von den Freien Wählern und dem Bund Naturschutz (BN). Die Staatsregierung und die Kommunalverbände haben sich gegen das Begehren ausgesprochen. Die Gegner argumentieren, dass damit lediglich mehr Bürokratie erzeugt werde.

CSU-Landtagsfraktionschef Joachim Herrmann warf den Organisatoren vor, die Bevölkerung irre zu führen. "Ich bin nachdrücklich der Auffassung, dass dieses Volksbegehren einen Missbrauch der Sorgen mancher Bürger darstellt." Für den Strahlenschutz sei ausschließlich der Bund zuständig. Die Gemeinden hätten auch künftig keine Möglichkeit, Antennen zu verhindern.

Zahlreiche Umweltbeauftragte der evangelischen Landeskirche indes haben ihre Unterstützung signalisiert. Umweltpfarrer Gerhard Monninger (München) erklärte, dass er sich wie die meisten der rund 1100 örtlichen kirchlichen Umweltbeauftragten in die ausliegenden Unterschriftenlisten eintragen werde. Die evangelische Landeskirche legt die Verantwortung für die Installation von Mobilfunkantennen auf Kirchtürmen und kirchlichen Einrichtungen weitgehend in die Hände des jeweiligen Kirchenvorstands. Er ist vor der Entscheidung gehalten, auf den sakralen Charakter der Kirchen zu achten und zu vermeiden, dass Menschen, die Nähe zu Gott suchen, dabei gesundheitliche Gefährdungen befürchten müssen.

Monninger schätzt, dass sich gegenwärtig in etwa 25 bis 30 evangelischen Kirchtürmen Bayerns genehmigte Mobilfunkanlagen befinden, dass es aber eine erhebliche Dunkelziffer gebe.

Der Bayerische Städtetag indes betonte, dass die Ziele des Volksbegehrens ins Leere liefen. "Der Weg, mit einer generellen Baugenehmigung den Sorgen der Bürger abhelfen zu können, führt in eine Sackgasse." Die Kommunen hätten bei einer Baugenehmigungspflicht keinen Spielraum, Sendeanlagen an einem bestimmten Standort zu verbieten. Würde die Genehmigung verweigert, hätte ein Widerspruch Erfolg. So könnten der Kommune in einem solchen Fall sogar Schadenersatzforderungen drohen.

Gitter gegen Strahlung

Mit einem feinmaschigen Gitter schützt ein Landwirt in Oberösterreich seine Tiere vor der Strahlung des Handymastens. "Wer schützt die Menschen?", fragt er.

Linz (SN). Der Widerstand gegen den Ausbau von Handymasten scheint in Österreich immer größer zu werden. Nach dem Landtagsbeschluss in Niederösterreich, eine Besteuerung von Sendeanlagen einzuführen, versuchen immer mehr Gemeinden, ihre Wohngebiete "mastenfrei" zu bekommen und zu halten. So kämpft etwa die 2039 Einwohner zählende Gemeinde Pfarrkirchen bei Bad Hall (Bezirk Steyr-Land) gegen einen geplanten Ausbau von Sendeanlagen. Umweltlandesrat Rudi Anschober (Grüne), der angesichts des bevorstehenden Ausbaus von UMTS-Anlagen einen Wildwuchs von neuen Handymasten befürchtet, will Minister Hubert Gorbach in die Pflicht nehmen und morgen, Donnerstag, im Landtag eine Resolution (siehe Kasten) einbringen.

Doch nicht nur einzelne Gemeinden, auch Einzelpersonen stehen den Handymasten überaus kritisch gegenüber und wehren und schützen sich, wie die Mühlviertler Bauernfamilie Perger aus Mitterkirchen im Machland.

Vor Jahren wurde ein Handymast knapp 70 Meter von ihrem Hof entfernt aufgestellt. Was dann folgte, schilderte Erich Perger (48) den SN an Ort und Stelle: "Zuerst ist uns aufgefallen, dass unsere Kühe nicht mehr fressen wollten. Das bedeutete einen massiven Abfall der Milchleistung. Letztlich ist es noch zu Fehlgeburten gekommen. Das hat uns mehr als erschüttert."

Die Landwirtsfamilie stellte die Fütterung um, doch dies blieb ohne Erfolg. Als in weiterer Folge sechs von zehn Kühen verendeten, läuteten bei Erich und Maria Perger sämtliche Alarmglocken. "Da war ein Punkt erreicht, wo wir uns in unserer Existenz bedroht gefühlt haben", sagten die Bauersleute. Ungewöhnliche Verhaltensveränderungen der Kühe, wie eigenartige stereotype Kopfbewegungen, sowie das Ausbleiben der Schwalben, die bislang immer im Stall genistet hatten, ließen die Pergers zur Selbsthilfe greifen. Sie engagierten einen Elektromeister aus der nahen Gemeinde Bad Kreuzen. Dieser führte umfangreiche Messungen der nieder- und hochfrequenten Felder im Bereich des Anwesens durch. Das Ergebnis überraschte die Bauernfamilie keineswegs. Auf Anraten des "Elektrobiologen" montierte Erich Perger engmaschige und geerdete Eisengitter vor allen Maueröffnungen, die in Richtung Handymast zeigten. "Dann betrugen die Werte nur noch ein Zehntel der zuvor gemessenen Strahlung", berichtete er. Das habe ihn in seiner Annahme, die Strahlung durch den nahen Handymasten sei für die folgenreiche Belastung verantwortlich, absolut bestätigt.

Menschen vor dieser Technologie schützen

Nach der künstlichen Abschirmung durch die Gitter habe sich die Fresslust der Tiere wieder gesteigert, ebenso die Milchleistung und die Lebenserwartung. Der ursprüngliche Status vor der Errichtung des Mastes sei jedoch nicht mehr erreicht worden.

"Vielleicht stehe ich mit meiner Meinung etwas allein auf weiter Flur", räumte Erich Perger ein. Natürlich hätten die Telefonbetreiber für ihre Lizenzen Milliarden bezahlen müssen und sich im Gegenzug bei der Errichtung der Sendestationen keine Widerstände ausbedungen, denn als Anrainer habe man in einem solchen Fall keine Chance mitzureden. "Dennoch müssen die Menschen aufgeklärt und geschützt werden", sagte Erich Perger, der in seinem Haus kein Mobiltelefon duldet und sich freut: "Ein geplanter zweiter Sender ist nach vielen Diskussionen in der Gemeinde dann doch nicht errichtet worden."

Mediziner halten unkontrollierten Ausbau des Mobilfunknetzes für bedenklich

Amberg. (kan) Mehrere Ärzte aus Amberg und dem Landkreis haben sich am Dienstag vor dem Einwohneramt der Stadt versammelt. Mit der Aktion wollten sie das Volksbegehren "Für Gesundheitsvorsorge beim Mobilfunk" unterstützen und dafür werben, dass sich bis zum 18. Juli genügend Menschen in die Unterschriftenlisten eintragen.

Die Mediziner halten einen unkontrollierten Ausbau des Mobilfunknetzes für bedenklich. Die wichtigste Maßnahme wäre für sie eine drastische Senkung der Strahlungs-Grenzwerte, "die bei uns in Deutschland um ein Vielfaches höher sind als in anderen Ländern". Weil auf Bundesebene ein Volksbegehren nicht möglich sei, bleibe den Elektrosmog-Kritikern jetzt nur der "zweitbeste Weg": "Wir wollen mit einem Volksbegehren in Bayern mehr Bürgerbeteiligung bei der Auswahl der Sendemasten-Standorte erreichen und so die Strahlenbelastung deutlich reduzieren. Die Betreiberfirmen sollen ihre Sender nicht länger hinstellen können wo wie wollen. Nicht die geringsten Kosten dürfen ausschlaggebend für die Standortauswahl sein, sondern eine möglichst große Gesundheitsverträglichkeit", so Baubiologe Klaus Peter.

Bislang, so erläuterte Peter, könnten die Mobilfunkbetreiber Masten bis zu einer Höhe von zehn Metern genehmigungsfrei aufstellen. Sie müssten sich nur mit den betroffenen Grundstückseigentümern einigen. Durch das Volksbegehren solle jetzt eine Genehmigungspflicht eingeführt und die Gesundheitsvorsorge im Landesentwicklungsplan verankert werden.

Zu Beginn der 14-tägigen Eintragungsfrist werden im Auftrag des Aktionskreises Amberg-Sulzbach Benachrichtigungskarten zum Volksbegehren in Umlauf gebracht. Dies deshalb, so Sprecher Klaus Mrasek, "weil es von Seiten des Staates nur Minimalinformationen über ein laufendes Volksgesetzgebungsverfahren gibt." Obwohl Volksbegehren in Bayerns Verfassung ein wichtiges Standbein der demokratischen Grundordnung darstellten, erfolge keine Benachrichtigung wie bei Wahlen.

Die Karten werden laut Mrasek in lokalisierten Varianten mit den örtlichen Öffnungszeiten verteilt, zu denen die wahlberechtigten Bürger unter Vorlage des Reisepasses oder Personalausweises im Rathaus bzw. Einwohneramt ihre Unterschrift zur Unterstützung des Volksbegehrens leisten können. Mrasek: "Im Gegensatz zu Wahlen haben die Kommunen bei Volksbegehren nur Rahmenvorgaben zu beachten, sind aber in der Ausgestaltung der Eintragungszeiten frei." Im ganzen Raum Amberg-Sulzbach gebe es keine zwei Gemeinden mit den gleichen Eintragungszeiten.

Besonderen Wert legt der Aktionskreis auf die Feststellung, dass die notwendigen Geldmittel für Druck und Verteilung der Karten ausschließlich durch Spenden von Privatpersonen aufgebracht worden seien. On July 4, 2003, the nation no longer on 'orange alert' and George Bush spending the day in Ohio raising money, I set out to see what was happening in DC. Beginning at National Airport all the way to the bridges, double wooden fence had been erected between the George Washington Memorial Parkway and the river. People would have to enter through 'checkpoints.' ... Now, two years later, I still haven't been back to the Mall -- not for the 4th, not for any reason. And I am not going today. Raich, the court ruled that the Constitution's clause to 'make regular' interstate commerce permitted federal agents to raid the home of a sick woman and confiscate the six marijuana plants she was growing for her own medication -- all in a state whose population had overwhelmingly voted to legalize medical marijuana. In Kelo v. City of New London, the court found that the phrase 'public use' in the Fifth Amendment allows local governments to snatch land from law-abiding people, and sell it off to wealthy developers. Our esteemed leaders in the U.S. Congress are vowing to enact new laws targeting data thieves, backup-tape burglars and other information-age miscreants. We should be worried. Any reasonable person, of course, should agree that such thefts must be punished and data warehouses should let us know if our information falls into the hands of criminals. But a bill announced last week by Sens. Arlen Specter [R-PA] and Patrick Leahy [D-VT] goes far beyond reasonable data security precautions. It amounts to a crackdown on individuals, bloggers and legitimate e-mail list moderators. Anyone who runs a Web site with registered users and receives income from it (Blogads and Google Ads count) should be concerned. The Specter-Leahy bill says that if that site's list of user IDs or e-mail addresses is compromised, each registered user must be notified via U.S. mail or telephone. Refusal to do so can be punished with $55,000-a-day fines and prison time of up to five years. That's remarkable but not as extreme as the second requirement: The Web master or mailing list operator might have to 'cover the cost' of 12 monthly credit reports of each person whose e-mail addresses was lost or purloined... Hundreds of thousands of people are set to defy the government by refusing to carry ID cards, despite the risk of imprisonment. Campaigners say that a network of anti-ID card groups, ranging from hackers to anarchists, plans a series of assaults in the coming months to try to block the scheme. A £1 million fund is being raised to help pay legal fees if, as expected, prosecutions are brought once the cards become compulsory, probably in 2010. 'We have to show these [people] that we did not vote for them and that we will bring them down. This is the poll tax all over again. I am prepared to do time for this,' runs one entry on the No2ID campaign website. Another says: 'I'm not an anarchist, but we're getting to the stage now where I think peaceful protest isn't going to work.' When military recruiters came to Marshfield [MA] High School last year, Joe Satterthwaite and Luke Auen were intrigued. The 16-year-olds both needed money to pay for college. Both had relatives who had served their country and who were urging them on, for Satterthwaite his father and for Auen his grandfather. But sitting in the food court of a shopping mall eating McDonald's fries this week, near a store selling T-shirts with American flag decals, the teens said the bloom was off the idea. 'It doesn't seem fun or interesting to be going over to Iraq to fight people and kill them,' Satterthwaite said. 'And the whole thought of dying when you're 18 sounds pretty bad.' A six-nation security bloc comprised of China, Russia, and four former Soviet states has urged the US-led coalition in Afghanistan to set a deadline for withdrawing troops from member states, reports BBC. Meeting in the Kazakh capital of Astana, the Shanghai Cooperation Organization (SCO) -- which includes Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, China and Russia -- issued a joint statement saying the active military phase of the Afghan operation was coming to an end and calling on the US-led coalition to agree to a deadline for ending the temporary use of bases and air space in member countries. There are about 18,000 coalition forces in Afghanistan, and the US has hosted bases in Uzbekistan and Kyrgyzstan since the anti-Taliban operations began in 2001...

Bayerische Ministerien sollen Wort halten!

Bürgerinitiative Bamberg-Ost schreibt an Ministerien

Die Basisstation mit 7 Mobilfunkantennen auf dem Gebäude der Otto-Friedrich-Universität, Gebäude Feldkirchstraße. 21 rückt immer näher. In der Vollsitzung, Ende Juli, wird sich der Stadtrat einmal mehr mit dem Thema Mobilfunk befassen, und parallel nimmt der Druck von Seiten des Betreibers und der Liegenschaftsverwaltung beim Finanzamt in München auf Herrn Prof. Dr. Godehard Ruppert, Rektor der Universität Bamberg zu. Er wird zunehmend gedrängt, einen Vertrag zu unterschreiben, der die Errichtung und den Betrieb der 7 Antennen ermöglicht. Um dies in letzter Minute zu verhindern, hat sich die Bürgerinitiative Mobilfunk-STOPP, Bamberg-Ost, mit einem Schreiben an alle Ministerien der Bayerischen Staatsregierung gewandt, und darin die Sachlage noch einmal zusammengefasst.

Als Umweltminister ist Dr. Schnappauf für Emissionsfragen zuständig, und daher neben dem Gesundheitsministerium erster Adressat dieses Appells. Anlass ist die Diskrepanz zwischen den Grundsätzen, die in der „Rahmenvereinbarung über die Benutzung von Grundstücken und Gebäuden des Freistaats Bayern für die Errichtung und den Betrieb von Funkstationen“ am 13. Dezember 2002 mit den Mobilfunkbetreibern ausgehandelt wurden, und dem Vorgehen im Falle des Standorts Universität Feldkirchenstraße.

Die Vereinbarung besagt, dass „sensible Einrichtungen“ in denen sich viele Kinder und Jugendliche aufhalten wie Schulen, Kindergärten und Spielplätze, sowie Krankenhäuser und damit sinngemäss auch Pflege- und Seniorenheime, bei der Standortsuche zu berücksichtigen sind. Dies sollte im Rahmen der kommunalen Mitwirkung geschehen.

Beides hat für die von der Deutschen Funkturm geplanten Antennen auf der Universität nicht stattgefunden:

Die Stadt Bamberg wurde nach Kenntnisstand der BI nicht in die Standortsuche einbezogen. Auf diese Weise war es der Stadt nicht möglich, die Verantwortlichen auf die vielen – mehr als ein Dutzend – Einrichtungen hinzuweisen, die im Sinne der Rahmenvereinbarung als „sensibel“ gelten. In der unmittelbaren Umgebung gibt es zusammen sechs Schulen und Kindergärten mit insgesamt über 2000 Kindern und Jugendlichen, drei gut besuchte Spielplätze, sowie weiterhin ein Seniorenheim mit Pflegestation und eine Einrichtung der Lebenshilfe.

Die Bürgerinitiative Mobilfunk-STOPP, Bamberg-Ost bittet in ihrem Appell die Ministerinnen und Minister zur Kenntnis zu nehmen, dass die Umgebung der Feldkirchenstraße weder „plattes Land“ noch Industriegebiet darstellt, sondern dass sich dort etliche Einrichtungen für besonders schutzbedürftige Menschen befinden.

Sämtliche Staatsministerinnen und –minister in München werden aufgefordert, ihre mit den Mobilfunkbetreibern getroffenen Vereinbarungen zum Schutz der Gesundheit nicht nur vertraglich festzuhalten, sondern auch in der Praxis anzuwenden. Dies bedeutet die ersatzlose Streichung des Antennenstandorts in der Feldkirchenstraße 21.

Die Bürgerinitiative weist die in diesem Zusammenhang oft gestellte Forderung nach Alternativstandorten entschieden zurück mit dem Hinweis, dass das Stadtgebiet Bamberg schon jetzt flächendeckend mit Mobilfunk versorgt ist. Weil es kein Funkloch gibt und man in Bamberg überall mobil telefonieren kann, besteht technisch gesehen offensichtlich kein Bedarf, neue Mobilfunksender zu errichten.

Informationsveranstaltung rund um das Volksbegehren

Seeg (aw). Alles rund um das Volksbegehren "Gesundheitsvorsorge beim Mobilfunk" erfuhren die Besucher einer Informationsveranstaltung im Gemeindezentrum Seeg. Dazu hatte die Mobilfunkinitiative Ostallgäu eingeladen. "Wir wollen aufklären und unsere Absichten darlegen", definierte die Vorsitzende der Initiative Renate Marek aus Nesselwang die Ziele des Abends. Experten aus verschiedenen Bereichen informierten die Zuhörer.

Zehn Prozent der Wahlberechtigten müssen sich beim Volksbegehren eintragen, damit es zugelassen wird, erklärt Marek. Der Gesetzentwurf sieht eine Änderung der Bayerischen Bauordnung und des Landesentwicklungsprogramms (LEP) Bayerns vor. Bislang ist es nicht notwendig, den Bau eines Mobilfunksendemasts - bis zu einer Höhe von zehn Metern - genehmigen zu lassen. So können Gemeinden und Landratsamt ein solches Vorhaben nicht mit rechtlichen Mitteln beeinflussen.

Der Gesetzentwurf sieht vor, diese Genehmigungsfreiheit abzuschaffen. Die Gemeinde muss vorab detailliert am Aufstellungsverfahren beteiligt werden. Sie erhält auch ein gesetzlich garantiertes, aktives Mitwirkungsrecht beim beantragten Sendeanlagenbau. Die Gemeinde kann somit darauf einwirken, dass Mobilfunksendeanlagen nicht an kritischen Stellen, beispielsweise in unmittelbarer Nähe zu Kindergärten oder Wohngebieten errichtet werden. Ein Tipp von Reinhard Jürschik an die Gemeinden: Die Netzbetreiber sollen dazu veranlasst werden, die Kosten für die Experten, zur Ermittlung eines geeigneten Standorts, zu tragen.

Zellen werden geschädigt

Warum das Errichten von solchen Sendeanlagen in der Nähe von Kindergärten kritisch ist, erläuterte der Arzt Dr. Wolfgang May aus Schwangau, der auch Umweltmedizin zu seinen Fachbereichen zählt. Wirkungen von Mobilfunkfrequenzen sind vor allem an der Membran von lebenden Zellen nachweisbar. Der Stoffwechsel wird durch Ionen beziehungsweise durch elektrische Ladungen bestimmt. Zusätzliche Impulse führen zwangsläufig zu einer Störung der Zellfunktion und des Zellstoffwechsels, so der Mediziner. Beispielsweise können erregte Nervenzellen dann nicht mehr in ihr Ruhestadium zurückkehren und geben fortlaufend Impulssalven ab. Zu den Folgekrankheiten zählen Herz-Kreislauf-Probleme, beeinträchtigte Aktivität der weißen Blutkörperchen (Folge: häufige Infektionen) oder Schäden der Erbsubstanz. Dr. May berichtete auch von einer Untersuchung die in der Schweiz durchgeführt wurde. Verglichen wurden die Kinder zweier Schulen. Eine davon lag 600 Meter von einem Kurzwellensender entfernt, die andere in unbestrahltem Gebiet. Untersucht wurde über einen Zeitraum von 40 Jahren. Die Kinder im bestrahlten Schulhaus hatten eine statistisch signifikant geringere Chance, den Wechsel von der Primar- in die Sekundarschule zu schaffen, trotz nachgewiesener erstklassiger Lehrkräfte, Unterrichtsmaterial und ausgezeichnet eingerichteter Räume.

Schockierende Bilder

Weitaus schockierender als diese Untersuchung waren die Bilder, die von der Mobilfunkinitiative im Gemeindezentrum ausgestellt wurden. Sie zeigten Kälber die als Frühgeburten, teilweise ohne Augen, mit überlangen Beinen auf die Welt kamen, und auch Kühe die Geschwüre hatten. Aufgenommen wurden diese Fotografien bei einem Bauernhof in Bernbeuren, in dessen unmittelbarer Nähe ein Mobilfunksender platziert ist.

Mit dem Volksbegehren, dessen Eintragungsfrist ab heute bis zum 18. Juli läuft, soll auch ein Zeichen an die Bundesregierung gerichtet werden. "Die Grenzwerte für Mobilfunksendeanlagen müssen gesenkt werden. Zum Telefonieren reicht auch weniger aus", ist sich Jürschik sicher.

You have probably heard by now that The CODEX ALIMENTARIUS Commission (CAC) ratified the health-robbing, for-profit Vitamin and Mineral Guideline (VMG) on July 4, 2005, in Rome, Italy.

This means that America is one step closer to losing access to effective nutritional supplements, because the VMG would make many choices in nutritional supplementation and traditional, non-pharmaceutical medicines, illegal.

The VMG is based on the Napoleonic Code and it is based on junk science, not proper science (read our CODEX 101 for full details).

And it has nothing whatsoever to do with your protection from "dangerous nutrient levels". That is propaganda, to deceive people into believing that the VMG is good for them. The CODEX VMG would eliminate many nutritional supplements in therapeutic dosages from the market . So it is certainly not good for you! But the more people believe it is good for them, the less resistance they will put up to protect their health freedom from CODEX. That's the goal of the marketing behind CODEX ALIMENTARIUS - to get you to believe that it is good for you, regardless of reality (look at published reports by clueless or bought-out journalists about the disastrous ratification - notice the deceptive use of words and terms such as "consumer protection", " global standards for vitamin and mineral supplements", "vitamin independence worldwide from arbitrarily-set standards", and other terms that are meant to deceive people into thinking that something wonderful just happened).

But the CODEX people are underestimating us who truly care for our health and liberties as sovereign individuals. The CODEX people are underestimating us who are not in the least bit impressed or amused by the dictation of greedy corporations about what we should have the right to choose and not choose.

Als Klimakatastrophen verkleidet forderten sie die acht größten Industriestaaten zu mehr Klimaschutz auf. von Mittwoch bis Freitag tagen die Regierungschefs der G-8-Staaten in Gleneagles/Schottland und beraten dort unter anderem über Maßnahmen gegen den Klimawandel. In den nächsten Tagen will Friends of the Earth, das internationale Netzwerk des BUND, auch in zahlreichen anderen Städten der G-8 "Klima-Alarm" auslösen.

Wie die Verbände aus Kommissionskreisen erfuhren, will EU-Industriekommissar Günter Verheugen bei EU-Kommissionspräsident José Manuel Barroso erzwingen, dass nur noch ein Bruchteil der auf dem Markt befindlichen Chemikalien auf ihre Gefährlichkeit hin überprüft werden muss.

Nach Informationen des Wuppertaler Erwerbslosen- und Sozialhilfevereins "Tacheles" haben in der Bergischen Großtadt bereits 450 Empfänger von Arbeitslosengeld II (ALG II) die Aufforderung erhalten, sich eine neue - billigere - Wohnung zu suchen. Auf Einzelschicksale und soziale Härten werde keine Rücksicht genommen, kritisierte Harald Thomé, Sozialberater von "Tacheles". Er forderte die zuständige ARGE Wuppertal auf, die Umzugsaufforderungen zurückzunehmen.

BN-Vorstandsmitglied erste Münchner Unterzeichnerin für „Gesundheitsvorsorge beim Mobilfunk“

München – Annette Knote hat sich als erste Münchnerin für das Volksbegehren „Für Gesundheitsvorsorge beim Mobilfunk“ eingetragen. Das Vorstandsmitglied im Münchner Kreisverband des Bund Naturschutz eröffnete heute um 8 Uhr im Kreisverwaltungsreferat die 14-tägige Eintragungszeit. „Wenn Bürger für jedes Dachfenster eine Genehmigung benötigen, kann es nicht sein, dass Mobilfunkantennen genehmigungsfrei sind“, sagte Knote. Neben ihr begleiteten mehrere Politiker aus Landtag und Stadtrat, Vertreter des Kinderschutzbundes München und der Umweltorganisation „David gegen Goliath“ sowie die von der Mobilfunkstrahlung extrem betroffenen Marianne Buchmann den Eintragungsbeginn am Rathaus und am Kreisverwaltungsreferat. Auch an den Bezirksinspektionen liegen seit heute Unterschriftenlisten aus.

„Mit dem Volksbegehren besteht die Möglichkeit, auf demokratischen Weg eine vernünftige Standortplanung und einen Abbau der Strahlenbelastung zu erreichen“, erklärte die grüne Landtagsabgeordnete Ruth Paulig. Ihr Partei- und Landtagskollege Martin Runge forderte mehr Transparenz in der Standortplanung: „Das würde über die im Volksbegehren geforderte Baugenehmigungspflicht erreicht werden.“ In dasselbe Horn stießen ödp-Bundesvorsitzender Klaus Buchner („Gesundheitlicher Mobilfunk ist möglich – aber nicht unter den aktuellen Gesetzen“) und Michael Piazzolo vom Landesverband der Freien Wähler („Wichtig ist, dass die Gemeinden Planungshoheit über den Entscheidungsprozess erhalten“). Hanna Prausnitz vom Kinderschutzbund München forderte, bei der Standortwahl der Antennen das Wohl der Kinder zu berücksichtigen: „Dafür tragen die Erwachsenen Verantwortung.“

Harsche Kritik an der mangelnden Reglementierung von Mobilfunkstrahlen übte hingegen ödp-Stadträtin Mechthild von Walter („Unsere Regierung hat die Volksgesundheit für 50 Millionen Euro verkauft“). Bernhard Fricke, Vorsitzender der Münchner Umweltorganisation „David gegen Goliath“ forderte sogar eine Umkehrung der Beweislast zu Lasten der Netzbetreiber: „Die Bürger dürfen nicht als Versuchskaninchen für die gesundheitlichen Auswirkungen von Mobilfunk herhalten, deshalb sollten die Betreiber selbst nachweisen, dass von Ihren Anlagen keine Gefahr ausgeht.“

Ein Opfer der der Strahlenbelastung ist die Hausfrau Marianne Buchmann, die vergangene Woche ein Strahlenschutzgitter auf ihrem Grundstück errichtete: „Jeder darf mir so ein Ding vor die Nase setzen, aber ich musste dafür kämpfen, um mich zu schützen.“

Bis um 15.10 Uhr haben sich in München 1075 Personen für das Volksbegehren eingetragen (0,13% der Wahlberechtigten), genauere Zahlen schicke ich heute Abend (ca. 21 Uhr). Insgesamt müssen sich bis zum 18. Juli rund 920 000 Bürger in die an den öffentlichen Verwaltungsstellen ausliegenden Unterschriftenlisten eintragen, damit es im Herbst zum Volksentscheid kommt. Das Volksbegehren „Für Gesundheitsvorsorge beim Mobilfunk“ richtet sich gegen die Genehmigungsfreiheit von Mobilfunkantennen unter zehn Metern Höhe und will ein größeres Mitsprachrecht von Städten und Gemeinden bei der Standortwahl von Antennen erreichen.

Von der Mobilfunklobby werden mittlerweile große Anstrengungen unternommen, mit Propagandamitteln über Rundfunk und Presse, das Volksbegehren zum Scheitern zu bringen, doch die Mündigkeit des Bürgers wird unterschätzt. Die fadenscheinigen Argumente die die Betreiber bringen, können die Problematik keinesfalls verharmlosen. Wir sind zuversichtlich, dass mit unserem gemeinsamen großen Engagement, das Volksbegehren erfolgreich sein wird.

A Federal Whistleblower's Story

You may be aware that, as a 28-year veteran of law enforcement, I recently served as the head of one of the top uniformed Federal law enforcement agencies in this country – that is, until I unwittingly became a whistleblower.

Sometime after being permanently silenced in retaliation for speaking with a reporter, I prepared an op-ed, which is copied and pasted beneath this message. It was not prepared as an exclusive for any one media outlet or individual organization. The circumstances of this case and the impact on media and citizens across the United States make that impractical.

Op-Ed

The plight of whistleblowers – those employees who sound the alarm about anything from dangerous conditions in the workplace to missed or ignored intelligence regarding our nation's security – is a story that seems to grow stronger and with more frequency every day. My guess is that those stories have always been there; I suspect I am just paying closer attention to them now.

You see, I joined the "ranks" of whistleblowers on December 2, 2003, when a major newspaper printed a story in which I confirmed for them what many of us already knew – we, the members of the United States Park Police, could no longer provide the level of service that citizens and visitors had grown to expect in our parks and on our parkways in Washington, D.C., New York City, and San Francisco. The world changed for all of us on September 11, 2001, and the expectations of police agencies across the country grew exponentially overnight. As the Chief of the United States Park Police, an organization responsible for the safety and security of some of America's most valued and recognizable symbols of freedom – including such notable sites as the Washington Monument, the Statue of Liberty, and the Golden Gate Bridge area – I knew it was my duty, as chiefs of police across the country do every day, to inform the community of the realities of the situation.

For being candid – for being "honest" – while still being supportive of my superiors, I was, without warning, stripped of my law enforcement authority, badge, and firearm, and escorted from the Department of the Interior by armed special agents of another Federal law enforcement entity in December of 2003. Seven months later, the Department of the Interior terminated me.

Frighteningly, the issues I brought to light about our citizens' and visitors' safety and security and the future of these American icons have not been addressed – other than to silence me. In fact, there are fewer United States Park Police officers today than there were in 2003 when I was sent home for daring to say that we weren't able to properly meet our commitments with existing resources. Other security concerns I raised internally have also gone un-addressed.

Imagine the outcry if I had stayed silent and if one of those symbolic monuments or memorials had been destroyed or the loss of life had occurred to someone visiting one of those locations. I did not want to be standing with my superiors among the ruins of an American icon or in front of a Congressional committee trying to explain why we hadn't asked for help.

Despite the serious First Amendment and security implications of my case for each American, there has been no Congressional intervention, no Congressional hearing, no demand of accountability by elected officials for those who took action to silence me and who have ignored all warnings about the perils to which I alerted them. Through it all, it has become clear that Federal employees have little protection for simply telling the truth. Following my termination and the publicity that accompanied it, it is unlikely that any current Federal employee will be willing to speak up with straightforward, accurate information about the realities of any danger we face now or in the future.

My story is told on a website, http://www.honestchief.com, established by my husband in December 2003 so that the American people could "witness" the issues in this case. Through the webmaster’s regular updates, the website has provided transparency to my situation by including an audio library and making key documents available for viewing, including the transcripts of depositions of top officials and their testimony during a key administrative hearing.

Suppression of information is spreading – gag orders, nondisclosure agreements, and the government's refusal to turnover documents. In agencies that span Federal service, conscientious public servants are struggling to communicate vital concerns to their true employers – the American public. Is anyone listening?

Please give it to your local city and county attorneys, city councils, county councils or commissioners and election officials, and press, in any state or county that is threatened by Diebold or Sequoia DRE touch-screen voting machines (& somewhat less so by ES&S DRE touch-screens because ES&S has demonstrated a method to count its paper rolls and provides an open source system for counting its paper rolls which are slightly more substantial than Diebold's).

New York state, Ohio, and many other states are now threatened by the adoption of DRE touch-screen voting machines with systems which have no demonstrated method of independently counting vote counts to recover from errors, electronic failures or vote embezzlement.

I hope anyone who is threatened by imminent or possible adoption of Diebold or Sequoia touch-screen voting machines can make use of this paper's outline and some of its content.

St. Louis - A national veterans' organization today issued a "Declaration of Impeachment" and announced it is beginning an online petition to remove President Bush from office for crimes committed during the invasion and occupation of Iraq.

Using the same language as the original "Declaration of Independence," Veterans For Peace cited many of the same reasons to remove George Bush that Thomas Jefferson cited to separate from King George of England. And in a modern version of the signing of the Declaration, VFP announced the posting of its online impeachment petition.

When I was a young girl growing up in Columbia, MS, I remember my daddy, a civil engineer, mentioning how loath he was to have to take someone's land by eminent domain. He said it just wasn't right. ... Even though the Constitution did allow that to happen ... my father always wanted to design his roads to go around people's property and not go through the middle of their land. ... [I]t was the 'right thing to do' for what might have been a farmer, whose land was his livelihood. ... Recently, the town of New London, CT used eminent domain to take over property for use by a private developer ... [and] the seizure of property was approved by the Supreme Court. As a Libertarian, I am particularly distressed by this action. However, be you Republican, Democrat, Libertarian or Independent, [you] should be concerned about this matter. ... But only 2 percent of Americans consider him the greatest president, while 11 percent think William Jefferson Clinton deserves that title. Aktionsbündnis zum Volksbegehren "Für Gesundheitsvorsorge beim Mobilfunk" lud zu einem interessanten Abend ein

Traunstein. Die Gefährlichkeit, die von Mobilfunksendeanlagen ausgeht, darf nicht länger geleugnet werden, die Gesundheit der Menschen muss Vorrang haben vor den Interessen der Mobilfunkindustrie: Dies war das Resümee des rund zweistündigen Vortrages, zu dem das überparteiliche Aktionsbündnis im Vorfeld des Volksbegehrens "Für Gesundheitsvorsorge beim Mobilfunk" eingeladen hatte.

Es hatte dafür den Zahnarzt und Umweltmediziner Dr. Claus Scheingraber aus München gewinnen können. Andreas Huber, Vorsitzender des ödp-Kreisverbandes Traunstein und Koordinator des Volksbegehrens auf Landkreisebene, zeigte sich über die stattliche Zahl von Besuchern, darunter auch viele aus dem benachbarten Landkreis Berchtesgaden, sehr erfreut.

Dr. Scheingraber erläuterte in seinem äußerst informativen, mit zahlreichen Tabellen und Zahlen unterlegten Vortrag die Wirkung der Strahlung von Mobilfunk-Sendeanlagen und Mobiltelefonen. Als Vorsitzender des "Arbeitskreises Elektro-Biologie" beschäftigt er sich seit 19 Jahren mit den Auswirkungen von nieder- und hochfrequenten Feldern auf die menschliche Gesundheit. Im Gegensatz zur alten analogen Technik der Nachrichtenübertragung (ehemaliges C-Netz) arbeiten laut Scheingraber die Mobilfunkbetreiber jetzt mit der digitalen GSM- beziehungsweise der UMTS-Technik. Das bedeute kürzere Wellenlängen, die jetzt im cm-Bereich lägen, in Verbindung mit einer gepulsten Modulation. Mit anderen Worten, die Informationen würden nicht mehr kontinuierlich gesendet, sondern in einzelnen Paketen übertragen, das heißt die Übertragung werde zerstückelt.

Weil die Informationsdichte ständig steige, werde auch ein immer größeres Frequenzband notwendig. Im Vergleich zu der Zeit nach dem 2.Weltkrieg sei die mittlere Leistungsflussdichte durch technische Strahlungsquellen in Städten und Gemeinden heute bis zu eine millionfach erhöht, dabei sei die Strahlung von UMTS und digitalem Fernsehen noch gar nicht enthalten. Der Arbeitskreis Elektro-Biologie befürchte, dass nach vollständiger Einführung dieser und weiterer gepulster Funktechniken die durchschnittliche Strahlungsbelastung noch einmal um den Faktor 10 bis 100 steigen werde. Dass durch diese geballte Bombardierung des menschlichen Organismus mit Mikrowellen Schädigungen (im übrigen auch bei Tier und Pflanze) auftreten können, sei nicht verwunderlich.

Im wesentlichen gäbe es zwei negative Auswirkungen der Mikrowellen: die thermische und die athermische. Wenn Körpergewebe durch ein hochfrequentes Feld dauerhaft um mehr als ein Grad erwärmt werde, könne es zu Gewebe-, speziell Gehirnschädigungen durch hot spots (heiße Flecken) kommen (thermische Wirkung). Hochfrequente Felder könnten aber auch Effekte an Zellmembranen auslösen, die ihrerseits wieder zu Störungen im Stoffwechsel des Körpers führen können (athermische Wirkung). Warum sollte Mobilfunk-Strahlung auf ein so sensibles System wie den menschlichen Körper keine Wirkung ausüben, wo doch in Krankenhäusern und Flugzeugen die Benutzung von Handys strikt verboten sei?

Ein von der Mobilfunk-Industrie und auch von der Öffentlichkeit nicht zur Kenntnis genommenes Problem sei, dass es tatsächlich Menschen gäbe, die um vieles empfindlicher auf Elektrosmog reagierten als der Großteil der Bevölkerung. Die Ursachen lägen unter anderem in einer genetischen Veranlagung, in einem geschwächten Immunsystem, in einer Stress-Situation oder in der gleichzeitigen Belastung durch andere Umweltgifte, Krankheitsserreger und dergleichen. Diese Menschen litten in einem ganz besonderen Ausmaß unter den Mobilfunkanlagen. Dies äußere sich in Schlafstörungen, Nervosität, Konzentrationsmangel, Kopfschmerzen, hohem Blutdruck und anderen Symptomen. Prinzipiell sei es nicht tolerierbar, dass Menschen einem unfreiwilligen Risiko ausgesetzt würden, dem sie sich nicht entziehen könnten.

Leider würden in Deutschland und anderen europäischen Ländern nur Studien anerkannt, die von der ICNIRP (Internationale Kommission zum Schutz vor nicht-ionisierender Strahlung - in Wirklichkeit sei dies ein privater Verein, eingetragen im Münchener Vereinsregister) für gut befunden würden. Hinzu komme, dass durch den Mangel an öffentlichen Forschungsgeldern die Durchführung unabhängiger wissenschaftlicher Studien erschwert sei. Dies führe zu einer Selektion mobilfunkkritischer Studien. "Regierung und Mobilfunkbetreiber verneinen strikt eine Auswirkung durch gepulste Mikrowellen auf Mensch und Tier", so der Referent. Nichtsdestotrotz gäbe es inzwischen zahlreiche Untersuchungen, die seine Thesen untermauerten.

In Versuchen mit Ratten konnte Prof. Salford bestätigen, dass nichtthermische Strahlung den Organismus schädigen könne; obwohl keine Verhaltensauffälligkeiten sichtbar gewesen seien, wären die Gehirnstrukturen geschädigt worden. In der Naila-Studie stellte sich heraus, dass bei Personen, die näher als 400 Meter an einer Mobilfunk-Sendeanlage wohnten, die Krebsrate um 300 Prozent höher gewesen sei als bei Personen außerhalb dieses Gebietes. Ferner sei Krebs bei dieser Personengruppe um 8,5 Jahre früher aufgetreten als in der anderen Gruppe. Die Reflex-Studie, an der zwölf Forschergruppen aus sieben EU-Ländern mitarbeiteten, untermauere die These, dass eine hohe Leistung verantwortlich sein könne für die Schädigung der DNA, der Erbsubstanz. Es bestehe die Möglichkeit, dass so veränderte Zellen die Entstehung von Krebs förderten. Die holländische TNO-Studie zeige, dass durch die schon angesprochene große Frequenzbreite mit erhöhten Befindlichkeitsstörungen und langfristig sogar mit Erkrankungen zu rechnen sei.

Zudem hätte sich in einer Schweizer Studie herausgestellt, dass Kinder und alte Menschen erheblich empfindlicher auf hochfrequente Felder reagierten als 20-jährige Personen. Es sei ein unhaltbarer Zustand, dass die Grenzwerte nur auf gesunde Personen der Altersgruppe 20 bis 30 Jahre ausgerichtet seien.

Frau Dr. Waldmann-Selsam aus Bamberg konnte mit einer privaten Studie aufzeigen, dass die Symptome eindeutig von der Strahlungsstärke der Mobilfunkstationen abhängig seien.

Auf die Frage, wie man sich schützen könne, wenn in sich in unmittelbarer Nähe ein Mobilfunkmast befinde, hatte Dr. Scheingraber eine ernüchternde Antwort: "Entweder ziehen Sie um oder Sie lassen Ihr Haus komplett abschirmen. Aber das kostet Sie ein Vermögen, denn neben dem Material und der Arbeitszeit für die Abschirmung muss der Erfolg durch ständige begleitende Messungen kontrolliert werden." Das in der Öffentlichkeit kursierende Gerücht, dass die Menschen, die direkt unter der Mobilfunkanlage wohnen, der gefährlichen Strahlung entgingen, sei leider ein Märchen, es sei denn, das Dach wäre aus Stahlbeton oder mit Blech eingedeckt.

Genauso wenig sei richtig, wenn jemand glaube, er sei vor der Strahlung geschützt, wenn sich zwischen ihm und der Sendeanlage noch ein weiteres Gebäude befinde oder er auf der der Sendeanlge abgewandten Seite eines Hauses wohne. Denn durch Reflexionen (Brechungen), die durch die umliegende Bebauung, die Beschaffenheit des Hauses usw. entstünden, würde ein Teil des elektromagnetischen Feldes des Senders in das betreffende Haus oder die betreffende Wohnung strahlen.

In diesem Zusammenhang betonte der Referent, wie wichtig es wäre, dass das Volksbegehren "Gesundheitsvorsorge beim Mobilfunk" erfolgreich sei. Denn nur dann habe die Gemeinde ein Mitspracherecht bei der Aufstellung von Mobilfunksendern und betroffene Nachbarn könnten Einspruch erheben. Bei der momentanen Gesetzeslage sei man auf das wohlwollende Einlenken der Betreiber angewiesen, die aber immer nach ökonomischen Gesichtspunkten handelten.

Mit einem Zitat von Dr. Lebrecht von Klitzing, Medizinphysiker am Institut für Biophysik Stockelsdorf, beendete Dr. Scheingraber seinen engagierten, mit dankbarem Beifall aufgenommenen Vortrag: "Es ist nur eine Frage der Zeit und der individuellen Kondition, ob und wann wir dadurch (durch gepulste hochfrequente Felder, Anm.) krank werden. Offenbar bedarf es erst einer mittleren gesundheitlichen Katastrophe, ehe der Staat seine Vorsorgepflicht wahrnimmt und die Risiken auf gesetzlichem Weg minimiert. Bislang haben die Gewinninteressen der Industrie Vorrang."

EICHGRABEN / Ein Handygegner ist Walter Wunderbaldinger nicht. „Ich bin kein Technikfeind. Aber die Technik muss so gemacht werden, dass der Mensch nicht krank wird.“ Walter Wunderbaldinger gehört zu jenen Menschen, die die Strahlung von Handymasten spüren. „Ich bin eigentlich ein gesunder Mensch und nicht kränklich oder ängstlich. Ich hatte nie Probleme, aber plötzlich hab ich das gespürt.“

Seit etwa einem Jahr hat der Eichgrabner körperliche Beschwerden. Wunderbaldinger hört in der Nähe von stärkeren Mobilfunksendestationen einen Brummton, spürt ein Vibrieren im Sonnengeflecht und leidet unter erhöhtem Blutdruck und Schlafstörungen.

Er hat sich bei der Fernmeldebehörde beschwert: „Dort hat man mir gesagt, dass die Strahlung unter dem Grenzwert ist. Aber den Grenzwert kann man vergessen.“ Auch beim Infrastrukturministerium ist Wunderbaldinger abgeblitzt.

Vergangenen Montag wurden von der Landesregierung Strahlenmessungen am Grundstück von Walter Wunderbaldinger durchgeführt. Die Messergebnisse lagen unter dem Grenzwert. „Aber die Stärke der Strahlung ist nicht immer gleich. In der Früh ist sie stärker, zu Mittag nimmt sie ab und am Abend wird sie wieder stärker.“ Wunderbaldinger fordert, dass bei den Mobilfunksendern die Frequenz so verändert wird, dass sie vom menschlichen Organismus nicht mehr als Signal erkannt wird. „Mir geht es dabei auch um meinen Sohn und mein Enkerl, die sind noch jung.“


Die Besteuerung von Handymasten begrüßt Wunderbaldinger: „Landeshauptmann Erwin Pröll hat vollkommen Recht mit dieser Steuer. Ein Teil dieses Geldes sollte aufbewahrt und für eventuelle Krankheitsfälle, die auftauchen könnten, verwendet werden“, schlägt Wunderbaldinger vor.

Breites Bündnis gegen die Masten

Front der Gegner hat sich formiert: Gegeninitiative spricht von Scheinlösung

Die Mobilfunk-Gegner machen mobil: Heute startet das Volksbegehren der Umweltpartei ÖDP, unterstützt von Freien Wählern, dem Bund Naturschutz und hunderten Ärzten und Apothekern. Die CSU, bayerischer Städtetag und Landkreistag haben eine Gegeninitiative gegründet.

In keinem Bundesland ist der Widerstand gegen den Mobilfunk so stark wie im High-Tech-Land Bayern. Nach mehr als einjähriger Vorbereitungszeit beginnt heute die zweiwöchige Eintragungsfrist für das Volksbegehren der ÖDP gegen Mobilfunkmasten. Deren Landesvorsitzender Bernhard Suttner hofft auf "die größte Unterschriftensammlung, die es je in Deutschland zum Thema Mobilfunk" gab. Die konservative Umweltpartei hat ein breites Bündnis auf die Beine gestellt. Die Freien Wähler, Bund Naturschutz, 116 Bürgerinitiativen sowie hunderte Ärzte und Apotheker haben ihre Unterstützung zugesagt.

Handys haben einen bundesweiten Siegeszug hinter sich, doch die Sendemasten hat kaum jemand gern in seiner Nachbarschaft. Wird irgendwo eine neue Antenne aufgestellt, läuten landauf, landab besorgte Anwohner bei ihren Bürgermeistern Sturm. Masten unter zehn Metern Höhe können ohne Baugenehmigung errichtet werden.

Vielerorts werden Nachbarn und Gemeinden von den neuen Masten überrascht: "Nacht- und Nebel-Aktionen", kritisiert der Grünen-Landtagsabgeordnete Martin Runge.

Hat das Volksbegehren Erfolg, müssten die Unternehmen künftig für jede neue Antenne einen Bauantrag bei der jeweiligen Gemeinde vorlegen. Verhindert würden neue Masten damit nicht, aber die Bürger könnten sich früher informieren. "Es ist nicht so, dass dies nur ein Placebo wäre", sagt Runge.

Die Gefechtslage ist komplex. Mit Runge macht sich einer der bekanntesten Landtags-Abgeordneten der Grünen für das Begehren stark. Der Grünen-Landesverband hat jedoch beschlossen, die Initiative nicht zu unterstützen. Die SPD ist für besseren Schutz der Bürger, aber gegen das Begehren. Denn SPD und Grüne sind in Berlin für die derzeit geltenden Vorschriften zum Mobilfunk verantwortlich, die von Teilen ihrer Basis heftig kritisiert werden. Auch die Bürgermeister im Freistaat sind gespalten. Zwar hat sich der bayerische Gemeindetag offiziell gegen das Begehren ausgesprochen, mehr als 120 Bürgermeister unterstützen es aber in ihren Kommunen.

Die Gegner des Volksbegehrens bei Mobilfunkkonzernen und Gemeindetag sind so besorgt, dass sie eigens eine Gegeninitiative "Mobilfunk in Bayern" gegründet haben. Auch die CSU, der bayerische Städtetag und der Landkreistag haben sich gegen das Volksbegehren ausgesprochen. ÖDP-Chef Suttner zeigt sich darüber erfreut. "Wir können stolz sein. Das Volksbegehren wird sehr ernst genommen."

Nur wenig Wirkung

Die Front der Gegner argumentiert, dass das Volksbegehren eine Scheinlösung vortäusche, weil die Gemeinden auch mit Genehmigungspflicht keine großen Einflussmöglichkeiten erhielten. Beim gesamten Bereich Mobilfunk handle es sich um Bundesrecht, sagt der Geschäftsführer des Gemeindetags, Jürgen Busse. Nach Bundesrecht aber seien Mobilfunk-Anlagen grundsätzlich genehmigungsfähig. "Das Volksbegehren hilft den Gemeinden nicht weiter", sagt Busse. "Wir hätten dann das Problem, dass die Gemeinden zwar den Antrag vorgelegt bekommen, aber jedes Mal, ja sagen müssen."

Sie haben einen viel schlimmeren Angreifer auf die Leistungsfähigkeit der Gehirne ausgemacht: E-Mail und SMS.

Le Procès historique de masse en Référé d’ASL France contre Orange Francequi devait avoir lieu au Tribunal de Valence, Drôme, France le Mercredi 7 Juillet 2005 est reporté à une date ultérieure qui sera annoncée dans quelques jours.Asl a engagé depuis le 25 novembre 2004 diverses procédures dont un recours administratif pour faire annuler l’autorisation de travaux donnée par le Député-Maire de Crest à Orange et qui a permis l’installation des antennes relais de la Macro-station émettrice d’Orange en pleine zone urbaine de Crest. ASL a par ailleurs engagé un Référé "de masse" pour faire suspendre les émissions pour le Mercredi 8 Juin 2005, l’audience étant reportée par le Tribunal pour permettre à Orange de faire valoir sa défense au 6 Juillet 2005.Hors le 4 Juillet 2005 au matin, Orange a communiqué à l’Avocat d’ASL un dossier de pièces d’environ 800 pages et en sus 69 pages de conclusions au Mémoire en réponse du Tribunal Administratif.De plus, Orange annonce les conclusions (100 pages?!) du Référé pour ce 4 Juillet 2005 au soir, . . . qui ne nous sont pas encore parvenues.Cette manœuvre oblige l’Avocat d’ASL à solliciter un renvoi pour étudier et répondre à l’ensemble de ces documentset ainsi la Macro-station d’Orange continuera de fait à émettre.

ASL étudie actuellement d’autres procédures dont un Référé Administratif contre l’Etat Français pour une demande d’expertise.

The historic class action to be heard before a court from ASL France against Orange France which was to be held in the Court of Justice in Valence, Drôme, France, on Wednesday the 7th of July 2005, has just been postponed; another date will be given in a few days.

Since the 25th of November 2004, ASL has been instituting various proceedings among which an administrative appeal in order to get the permission cancelled for Orange concerning the works that the M P and Mayor of Crest allowed Orange to do; this made the instalment of the Orange Relay-Antennas Macro broadcasting station possible in the very urban area in Crest.

Moreover, ASL has taken legal action in order to have broadcasting transmissions cancelled on Wednesday the 8th of June 2005, because the session has been postponed by the Court to make Orange able to assert his rights on the 6th of July 2005.

Then, on the 4th of July 2005 in the morning, Orange gave ASL lawyer a file of about 800 pages and moreover 69 pages as conclusions of the folder in reply to the Administrative Court.

Moreover, Orange is to give conclusions (100 pages?!) of the class action on the very 4th of July 2005 in the evening, … but nothing at all has been yet delivered to us.

This manoeuvre forces ASL lawyer to get a postponement in order to examine and give an answer to all the files: so, Orange Macro broadcasting station will be able to continue to broadcast.

ASL is currently examining other proceedings among which an administrative class action against the French Government to obtain an expert opinion.
