Als 2001 Wolfram König, der Präsident des Bundesamtes für Strahlenschutz in Deutschland, die deutschen Ärzte aufgefordert hat, aktiv an der Abschätzung des Risikos durch Mobilfunkstrahlen mitzuarbeiten, haben – nachdem 1994 in Naila die erste Mobilfunkantenne ihren Betrieb aufgenommen hatte (weitere kamen später hinzu, jedoch am selben Standort) – die Nailaer Hausärzte dies als Auftrag gesehen, ihre langjährigen Patientenkarteien zu durchforsten und zu überprüfen, ob denn diejenigen ihrer Patienten, die im Umkreis der Nailaer Mobilfunk-Sendeanlage wohnen, einem höheren Risiko für Neuerkrankungen an bösartigen Tumoren ausgesetzt sind als die übrigen Patienten. Wir haben dabei bedauerlicherweise überraschend beängstigende Ergebnisse gefunden!

Unsere Untersuchung kann sicher nicht beweisen (und hat es auch nie beabsichtigt), dass eine Bestrahlung mit elektromagnetischen Wellen (hier im Mikrowellenbereich) zu Schädigungen im zellulären und intrazellulären Bereich führt (z.B. Chromosomenschäden): das haben andere Studien schon lange belegt.

Unsere Untersuchung kann aber mit der bisherigen und durch keine Studie belegten Annahme ausräumen, dass die vom Staat vorgegebenen Höchstwerte für Dauerbelastung durch elektromagnetische Strahlen (auf Grund welcher Erkenntnisse eigentlich?) ohne wesentlich schädigende Wirkung auf betroffene Lebewesen und damit ungefährlich oder wenigstens vernachlässigbar (hier: für den Menschen) seien.

Wir sehen vielmehr einen eindeutigen Zusammenhang zwischen der insgesamt aufgenommenen Energiemenge (Gesamt-Strahlendosis aus der Expositionsdauer und der Bestrahlungs-Intensität) im Bereich der Mikrowellen (für Mobilfunk) und der Häufigkeit einer Krebsneuerkrankung.

Mit anderen Worten:

Auch kleine Strahlendosen* aus dem Mobilfunk-Strahlungsbereich können als Dauerbelastung über einen längeren Zeitraum ebensolche Schäden verursachen, wie eine (in vielen anderen Studien beschriebene) hohe Strahlenbelastung über einen kurzen Zeitraum!

* im Fernbereich nur ca. 0,5 - 2 % der derzeitigen gesetzlich zulässigen Höchstwerte !

Neues aus Naila

1. Presseerklärung

Die ersten Wochen nach der Präsentation der Naila-Studie haben das große Interesse am Thema Mobilfunk bekundet. Dafür gibt es zwei Gründe: zum einen ist die Naila-Studie die europaweit erste Untersuchung über den Zusammenhang zwischen dem Neuauftreten von Krebserkrankungen und der Nähe zu Mobilfunkbasisstationen. Zum zweiten ist klargeworden, dass - obwohl seit 1932 gesundheitliche Auswirkungen von Sendeanlagen auf den Menschen bekannt sind (deutsche medizinische Wochenschrift PD Dr. E. Schliephake 05.08.1932 Seite 1235 ff.*) eine Kontrolle des Gesundheitszustandes der Bevölkerung in Sendernähe noch nicht ausreichend erfolgt. Die Nailaer Ärzte sind der Aufforderung des Präsidenten des Bundesamtes für Strahlenschutz "Wolfgang König" an alle Ärzte gefolgt, dass Risiko durch Mobilfunksendeanlage besser mitabschätzen zu helfen. In Zusammarbeit mit den Behörden sind nach unserer Ansicht weitere Untersuchungen auch an anderen Sendestandorten mit dem statistischen Prinzip der Schichtung aus ethischer und juristischer Pflicht umgehend erforderlich, um das Risiko wie die zunehmend elektromagnetischen Wellen ausgesetzte Bevölkerung zu minimieren. Die Naila-Studie erscheint als wissenschaftlicher Originalbeitrag unter dem Titel "Einfluß der räumlichen Nähe von Mobilfunksendeanlagen auf die Krebsinzidenz Autoren: H. Eger, K.U. Hagen, B. Lukas, P. Vogel, H. Voit" in der deutschsprachigen, umweltmedizinsichen Fachzeitschrift "Umwelt- Medizin- Gesellschaft", Ausgabe-2004 Anfang November. I think to my modest knowledge the rate of death anywhere, will be measured in the amount of radiation or radio frequency. It may be that in a war area, the frequency is turned on, on lower levels. Theirs a death range, was it between 0 and 4, or 2 until 4? On radio frequency. It made a difference for civilians and military, to either non-lethal or lethal approaches.

I wasn't a military, nor a civilian, I was a child, mind controlled, abused, sexually too, tortured especially and controlled between Cold War governments. There isn't much knowledge we children were used, and nowadays called "child- soldiers".

With me, a secret generation of children, mind controlled in the forties, fifties, for myself I was during the sixties, seventies and early eighties. If any benefit was involved, I'd not joined this list.

I'm chronic ill and handicapped increasingly, by the moth. It's much like autoimmune disease.

I wondered many times to contact any military facility. western or even eastern-European children, it's denied.

It's horrible to me, a part of the world turned into war-without-peace, and so much with all sorts of humanity. Humanity was free-sex and free-access to living tissue and living children for human-experimentation, I feel sick.

Der schnelle Aufbau von Mobilfunknetzen im Irak war eine der wenigen Erfolge beim Wiederaufbau, aber Handys sorgen auch für größere Unsicherheit

Der Wiederaufbau im Irak kommt schleppend voran, obgleich auch wegen weiter fehlender Strom- oder Trinkwasserversorgung der Unmut der Iraker gegenüber den USA gewachsen ist. Die vom US-Kongress bewilligten 18 Milliarden wurden noch kaum ausgegeben, gerade erst wurde beschlossen, einige Milliarden in die Sicherheit zu investieren. Sie ist tatsächlich angesichts der Vielzahl der Entführungen, Anschläge und Kämpfe Voraussetzung für den Wiederaufbau und für nötige Investitionen. Eine der wenigen Erfolge des Wiederaufbaus war noch der unter dem US-Verwalter Bremer gestartete Aufbau von Mobilfunknetzen. Während diese angesichts der wenigen Festnetzverbindungen für die Kommunikation ganz entscheidend geworden sind, dienen sie im Sinne von "dual use" aber nun auch den Terroristen und Aufständischen.

Nachdem im letzten Jahr die Lizenzen für den Aufbau der Mobilfunknetze vergeben wurden, haben sich im Irak wie überall auf der Welt Handys durchgesetzt. Es sind in aller Regel Pre-Paid-Handys, die aber aus der Perspektive der Überwachung einen großen Nachteil haben: Sie können benutzt werden, ohne dass ihre Besitzer zurück verfolgt werden können.

Handys wurden daher neben dem Internet, oft in Medienberichten als zentrales Instrument der Terroristen thematisiert und auch dämonisiert, nicht nur zu einem wichtigen Kommunikationsmittel für Terroristen, die sich damit verständigen und koordinieren oder auch Verhandlungen über die Freilassung von Geiseln können. Überdies wurden sie für diejenigen, die keine Selbstmordanschläge begehen wollen, zu einer der beliebtesten "Waffen", denn sie dienen dazu, Sprengladungen aus der Ferne zu zünden. So können Explosionen zur "richtigen" Zeit ausgelöst werden, weil die Täter aus sicherer Entfernung das Ziel beobachten und nach erfolgter Tat relativ risikofrei untertauchen können. Mit einem Signal, das mit einem Garagenöffner, einem Funkautoschlüssel, einem Funkgerät, einem Pager oder eben einem Handy gegeben wird, lässt sich ein Zünder für eine Sprengfalle aktivieren. Mit der Weckfunktion von Handys kann die Explosion, wie in Madrid geschehen, zu einer bestimmten Zeit ausgelöst werden. Alles eine Technik, die keine großen Kenntnisse und Vorkehrungen verlangt.

In Bali, in Madrid oder bei vielen der Sprengfallen (Improvised Explosive Devices - IEDs) und Autobomben im Irak wurden Handys verwendet, um die Sprengladungen zur Explosion zu bringen. Das ist eine billige und einfache Methode - und normalerweise wird es nicht möglich sein, die Täter, die das Handy benutzt haben, so schnell zu identifizieren, dass sie noch gefangen genommen werden können, wenn sie nicht so dumm sind, das Handy weiterhin zu benutzen.

Das US- Militär versucht, die Verwendung von Handys zumindest nach bereits erfolgten Detonationen durch Jamming zu unterbinden, um weitere Zündungen zu verhindern. Wie Reuters berichtet

MOUNT ST. HELENS, Wash. -- Officials with the U.S. Geological Survey said magma has reached the surface at Mount St. Helens, and a lava dome is growing in the crater of the volcano.

Thermal imaging showed part of a bulge on the south side of the dome-shaped rock formation had heated to 932 to 1,112 degrees Fahrenheit, scientists said. The surface of that part of the dome also appeared to be broken up.

"What's happened in the last day is the magma is not just pushing up but pushing out. We no longer have just isolated vents. Instead, the whole area is pushing up," U.S. Geological Survey geologist John Pallister said Monday.

Congress will vote today to either affirm or rebuke the notion that federal judges are the supreme interpreters of the Constitution. That notion, according to Thomas Jefferson, is a "very dangerous doctrine indeed, and one which would place us under the despotism of an oligarchy."

Today, the U.S. House will either side with Jefferson, or with activists federal judges, when H.R. 2028 -- to limit federal court jurisdiction in issues relating to the Pledge of Allegiance -- comes up for a vote.

The primary issue is whether or not Congress has the authority to limit jurisdiction of federal courts. Congressman Steve Chabot, chairman of the House Subcommittee on the Constitution, stated on September 15, 2004, "When the issue of limiting federal court jurisdiction was raised during the discussions of the Marriage Protection Act, our subcommittee held a hearing examining Congress's authority. Although there was a mixed opinion on whether Congress should exercise its authority, there was a consensus that Congress did, in fact, have the authority under Article III of the Constitution to determine what issues were heard by the Supreme Court under its appellate jurisdiction and by the lower federal courts."

On July 20, 2004, we supported Congress's authority to limit federal court jurisdiction over questions arising under the 1996 Defense of Marriage Act so that the 50 states can determine for themselves whether or not to recognize same-sex marriage licenses issued by other states. Likewise, we support allowing the 50 states to determine for themselves how to decide cases and controversies involving the Pledge of Allegiance.

Urge your U.S. representative to vote for H.R. 2028. It's past time to check the authority of federal judges and to support the authority of the 50 states to decide for themselves. As Supreme Court Justice Antonin Scalia stated just three days ago, "Judges have no more capacity than the rest of us to determine what is moral."

I dont care who you are rooting for in this election I just think this is an important issue, listen to it carefully (read his book if you have the time). No matter what you think of RFJ jr. I think this is extremely important to hear. These are indeed the facts, he did not just come up with them, the NRDC is an honorable non-partisan institution in Washington DC which RFK jr. works for.

How can this be justified? How can this administration be held accountable? Even if you think the Bush aproach to the war in Iraq is good it is beside the point--hawks and neocons are also products of the womb-- I still cannot understand how this could be justified in order to vote for bush again.

The fact is, free-market capitalism is the best thing that could happen to our environment, our economy, our country. Simply put, true free-market capitalism, in which businesses pay all the costs of bringing their products to market, is the most efficient and democratic way of distributing the goods of the land-and the surest way to eliminate pollution. Free markets, when allowed to function, properly value raw materials and encourage producers to eliminate waste-pollution-by reducing, reusing, and recycling.

As Jim Hightower likes to say, "The free market is a great thing -- we should try it some time."

In a real free-market economy, when you make yourself rich, you enrich your community. But polluters make themselves rich by making everybody else poor. They raise the standard of living for themselves by lowering the quality of life for everyone else. And they do that by escaping the discipline of the free market.

The coal-burning utilities that acidify the Adirondack lakes, poison our waterways with mercury, provoke 120,000 asthma attacks, and kill 30,000 of our neighbors every year are imposing costs on the rest of us that should, in a free-market economy, be reflected in the price of the energy when they bring it to the marketplace. By avoiding these costs, the utilities are able to enrich their shareholders and put their more conscientious and efficient competitors out of business. But these costs don't disappear. The American people pay for them downstream -- with poisoned fish, sickened children, and a diminished quality of life. Every one of our federal environmental laws is intended to restore true free-market capitalism so that the price of bringing a product to market reflects the costs that it imposes on the public.

The truth is, I don't even think of myself as an environmentalist anymore. I consider myself a free-marketeer. Along with my colleagues at the NRDC and Waterkeeper, I go out into the marketplace and catch the cheaters. We tell them, "We're going to force you to internalize your costs the same as you internalize your profits." Because when polluters cheat, it distorts the entire marketplace, and none of us benefits from the efficiencies and democracy that the free market promises.

Corporate capitalists don't want free markets, they want dependable profits, and their surest route is to crush the competition by controlling the government. The domination of our government by large corporations leads to the elimination of markets and, ultimately, to the loss of democracy.

Some of the largest federal subsidies are going to western resource industries-grazing, lumber, mining, and agribusiness -- that have spawned the most vocal attacks against federal environmental laws. These industries are run by some of the richest and most radically conservative people in the country, men like Richard Mellon Scaife, Charles Koch, and Joseph Coors. Their intense hatred for federal government is, in a supreme irony, combined with an intense reliance on federal subsidies. Let's not forget that we taxpayers give away $65 billion every year in subsidies to big oil, and more than $35 billion a year in subsidies to western welfare cowboys, many of whom are destroying our public lands and waterways. Those subsidies helped create the billionaires who financed the rightwing revolution on Capitol Hill and put George W. Bush in the White House. And now they have indentured servants in Washington demanding that we have capitalism for the poor and socialism for the rich.

The free market has been all but eliminated in an energy sector dominated by cartels and monopolies and distorted by obscene subsidies to the filthiest polluters. Our once vibrant agricultural markets are now controlled by multinational monopolies with no demonstrated loyalty to our country or its laws. Media consolidation is transforming journalism from a forum of ideas into a marketplace exclusively for commerce.

If you haven't already done so, say good-bye to the merchants who anchor our local economies and communities. While profits from the big stores flow to distant corporate headquarters, struggling small businesses and farmers recycle their profits back into their communities through their support of Boy Scouts, Little Leagues, and Rotary Clubs, through local commerce, and by paying local employees a living wage and benefits. They pay taxes (a duty shirked by 61 percent of large corporations), and they don't move their corporate headquarters to Bermuda and their operations to Taiwan. These local entrepreneurs are the training schools for civic leadership, and the loss of them sounds the death knell for consumer choice, civic life, and community investment. Teddy Roosevelt often observed that American democracy is too sturdy to be destroyed by a foreign enemy. But, he warned, it could easily be destroyed by "malefactors of great wealth" who would subvert our political institutions from within.'

Roosevelt was no isolated Cassandra. Our greatest political icons from Thomas Jefferson onward have warned Americans against allowing corporate power to dominate our political landscape. In his most famous speech, President Dwight Eisenhower cautioned Americans about the grave danger of falling under control of "the military-industrial complex."' In 1863, in the depths of the Civil War, Abraham Lincoln is said to have lamented, "I have the Confederacy before me and the bankers behind me, and for my country I fear the bankers most." Franklin Roosevelt echoed that sentiment when he warned that "the liberty of a democracy is not safe if the people tolerate the growth of private power to a point where it becomes stronger than their democratic state itself. That, in its essence, is fascism."

While communism is the control of business by government, fascism is the control of government by business. My American Heritage Dictionary defines fascism as "a system of government that exercises a dictatorship of the extreme right, typically through the merging of state and business leadership together with belligerent nationalism." Sound familiar?

The rise of fascism across Europe in the 1930s offers plenty of lessons on how corporate power can undermine democracy. While the United States confronted its devastating depression by reaffirming its democracy -- enacting minimum wage and Social Security laws to foster a middle class, passing income taxes and antitrust legislation to limit the power of corporations and the wealthy, and commissioning parks and public lands and museums to create employment and safeguard the commons -- Spain, Germany, and Italy reacted to their economic crises in a very different manner. Industrialists forged unholy alliances with right-wing radicals and their charismatic leaders to win elections in Italy and Germany, and then flooded the ministries, running them for their own profit, pouring government money into corporate coffers, and awarding lucrative contracts to prosecute wars and build infrastructure. Benito Mussolini's inside view of the process led him to complain that "fascism should more appropriately be called corporatism' because it is the merger of state and corporate power."

These elected governments used the provocation of terrorist attacks, continual wars, and invocations of patriotism and homeland security to privatize the commons, tame the press, muzzle criticism by opponents, and turn government over to corporate control. "It is always a simple matter to drag the people along," noted Hitler's sidekick, Hermann Goering, "whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the peacemakers for lack of patriotism and exposing the country to danger. It works the same in any country."

The White House has clearly grasped the lesson. The Bush administration won't ask its industry paymasters to protect their chemical and nuclear plants, but instead has devised an alert system seemingly designed to keep Americans in a constant state of apprehension. As to the war on terror, "It may never end," warned Vice President Cheney in October 2001. "At least, not in our lifetime."

The historian Alex Carey observed that the twentieth century has been largely shaped by three trends: "The growth of democracy, the growth of corporate power, and the growth of corporate propaganda as a means of protecting corporate power against democracy." The Bush administration marks the triumph of this last trend. Under George W. Bush, American government is dominated by corporate power to an extent unprecedented since the Gilded Age, when the sugar, oil, steel, and railroad trusts owned government officials and traded them like commodities.

While claiming to embrace its values, the Bush administration has stolen the soul of the Republican Party. The president and his cronies have taken the conserve out of conservative. Instead of rugged individualism, they've created a clubhouse that dispenses no-bid contracts to Halliburton. They talk about law and order while encouraging corporate polluters to violate the law. They proclaim free markets while advocating corporate welfare. They claim to love democracy while undermining open government. They applaud state rights and local control, but they are the first to tear up local zoning laws and bully states into lowering environmental standards to make way for corporate profit taking. They exalt property rights, but only when it's the right of a property owner to use his property to pollute or destroy someone else's. Where are these property rights advocates when big coal is demolishing homes in Appalachia, when coal-bed methane barons are destroying Wyoming ranches, when the hog barons are defiling property in North Carolina?

While condemning environmentalists as "radicals," they promote the radical notion that clean water, clean air, and healthy loved ones are luxuries we can't afford.

They invoke Christianity to justify the rape of the land, violating manifold Christian precepts that require us to be careful stewards. Rather than elevating the human spirit, their interpretation of Scripture emphasizes the grimmest vision of the human condition. They embrace intolerance, selfishness, pride, arrogance toward creation, and irresponsibility to the community and future generations.

The easiest thing for a political leader to do is appeal to our fear, our hatred, our greed, our prejudices. My most poignant memory of my father came in the days after he died. I was 14 at the time. After his wake at St. Patrick's Cathedral in New York City, we took him on the train to Washington, D.C. I will never forget the hundreds of thousands of people who lined the tracks-blacks, whites, priests, nuns, rabbis, hippies, men in uniform-many with tears running down their faces, many waving American flags or carrying signs bidding "Good-bye Bobby." From Union Station in Washington we rode in a convoy past the Mall, where thousands of homeless men were encamped in shanties left from Martin Luther King Jr.'s last campaign, and they came to the edge of street and stood with their heads bowed as we passed, crossing the Potomac and heading up the hill at Arlington to bury my father under a simple stone next to his brother.

The faces I saw that day were a cross section of America, the faces of the American community. And yet four years later, I learned from polling data that many of the white people who had supported my father in the 1968 Maryland primary, and had then waved to us from beside that railway track, had voted not for George McGovern in the 1972 primary, but for George Wallace, a man whose philosophies were diametrically opposed to everything my father stood for. It struck me then -- and my observations have confirmed this many times since -- that every nation, and every individual, has a dark side and a light side. And the simplest strategy for a politician is to exploit our baser instincts.

Our greatest politicians have accepted the tougher task of appealing to our sense of community, asking Americans to transcend their own self-interest. Throughout our history they have persuaded us to find the hero in ourselves, and to make sacrifices on behalf of future generations-and for the principles that underpin America's unique mission. John Winthrop, the Moses of the Puritan migration, said that mission was to build a "city on a hill" -- an example to the world of what nations can accomplish if we work together in community. Winthrop's 1630 sermon-arguably the most important speech in American history-called for his fellow citizens to steer away from the greed and power politics that had corrupted the old-world culture. He urged people to build a land that would be "a model for Christian charity." Winthrop's words are often quoted by neoconservatives who invariably omit his warning against the temptation to elevate commercial values lest we "disappear into the lure of real estate."

But instead of inspiring us with invocations for courage, community, and sacrifice, President Bush's campaign strategy revolves around fear-mongering and appeals to selfishness.

Karl Rove's two t's: taxes and terrorists. Instead of can-do American ingenuity, this is the administration of "can't do." It has constructed a philosophy of government based on self-interest run riot: It has borrowed $9 trillion from our children and looted our Treasury, poisoned our water and air, destroyed our public lands, and sacrificed our health-all to enrich the wealthy few. It has reduced the honorable profession of public service to an opportunity for plunder and self-enrichment.

In The Shame of the Cities, his watershed 1904 study of the American political system, Lincoln Steffens concluded that the corruption and failures of American democracy stemmed largely from a single source-the control of government by businesspeople acting in their own self-interest. Steffens characterized that formula as a kind of treason because "the effect of it is literally to change the form of government from one that is representative of the people to an oligarchy representative of the special interests."

Generations of Americans will pay for the Republican campaign debt to the energy industry and other big polluters with global instability, depleted national coffers, and increased vulnerability to oil-market price shocks. They will also pay with reduced prosperity and quality of life at home. Pollution from power plants and traffic smog will continue to skyrocket. Carbon dioxide emissions will aggravate global warming. Acid rain and mercury will continue to sterilize our lakes, poison our fish, and sicken our people. The administration's attacks on science and the law have put something perhaps even greater at risk -- our values and our democracy.

George W. Bush and his court are treating our country as a grab bag for the robber barons, doling out the commons to giant polluters. Together they are cashing in our air, water, aquifers, wildlife, and public lands and divvying up the loot. They are turning our politicians into indentured servants who repay campaign contributions with taxpayer-funded subsidies and lucrative contracts and reign in law enforcement against a booming corporate crime wave.

If they knew the truth, most Americans would share my fury that this president is allowing his corporate cronies to steal America from our children.

The Darkness In America

What the American public perceives as reality matters more than reality itself, and the Bush administration is hell-bent on keeping it that way. They have not only succeeded in keeping the American public in the dark about the facts and failures of their policies, they have also fooled themselves into believing they are God's chosen visionaries for the world. Unfortunately, America's corporate press doesn't seem willing to do anything about it, probably because continued profitability means keeping close ties to those in power. Amongst all the flapdoodle in the newspapers during the lionization of the late Ronald Reagan, an interesting anecdote appeared in David Broder's column in the June 7 Washington Post. It seems that a correspondent for the Richmond Times-Dispatch was thoroughly chagrined because he had convinced himself that he had seen Reagan at a local drugstore and had subsequently reported it to the world -- all this in spite of the fact that Reagan had never actually been there. When they finally met, Reagan consoled him by saying, "You believed it because you wanted to believe it. There's nothing wrong with that. I do it all the time." And so he did. And so did Reagan's handlers who would later be chiefly responsible for Bush's disastrous term in office. And so did the American people who supported this administration's illegal war even though it is yet to be determined just who the real enemy is....

Der Murauer Gemeinderat hat geschlossen gegen die Errichtung weiterer Handymasten im Ortsgebiet eine Resolution erlassen. Da können sich die allermeisten PolitikerInnen Österreichs ein Beispiel nehmen und Ihrem Auftrag, nach Gewährleistung der körperlichen und geistigen Unversehrtheit der BürgerInnen, nachkommen! Wenn die Bundespolitik versagt und auch die Länderebene sich nicht zuständig fühlt muss eben die Gemeindeebene aktiv werden!

1600 Unterschriften in 10 Tagen, das sind, schnell entschlossene, weit über 50% der wahlberechtigten BürgerInnen Muraus.

Hut ab vor dieser Initiative, das wird hoffentlich auch den Betreiberfirmen das Argument, der von den Usern gewünschten flächendeckenden Versorgung, nachhaltig entkräften...

...denn auch in Bad Aussee werden gegen einen geplanten Masten über 1000 Unterschriften prognostiziert. Auch hier unterstützt die Gemeinde den Widerstand, blockiert und verzögert mit Ortsbildschutz und ist dabei eine Petition zu verabschieden.

Der Gemeinderat der Stadtgemeinde Murau beschließt in seiner Sitzung am 23. September 2004:

1) Aufgrund des hohen Unsicherheitsfaktors bezüglich der Auswirkungen der Strahlungen von Handy-Masten auf die Gesundheit der Bevölkerung derartige Einrichtungen weder auf Gebäuden noch auf Liegenschaften des Gemeindegutes und des Öffentlichen Gutes der Stadtgemeinde Murau installieren zu lassen.

2) Die Eigentümer von Gebäuden und Liegenschaften im Gemeindegebiet dringend zu ersuchen, im Interesse ihrer eigenen Gesundheit und der Gesundheit ihrer unmittelbaren und mittelbaren Nachbarn vor Installierung von Handy-Masten das Einvernehmen mit der Stadtgemeinde herzustellen, soweit dies nicht ohnehin durch das Steiermärkische Baugesetz zwingend vorgesehen ist.

3) Die sogenannte „Salzburger Resolution“ zu unterstützen.

Der Antrag wird einstimmig angenommen.

Landwirte fühlen sich "hintergangen"

BAD WALDSEE - Am liebsten würden sie "das Ding aufs Rathaus setzen": Landwirte aus Mattenhaus und Schellenberg machen mobil gegen einen Mobilfunkmasten, der seit ein paar Tagen ganz in ihrer Nachbarschaft steht. Den Bauern stinkt vor allem, dass sie von der Stadt nicht informiert wurden. Sie fühlen sich "hintergangen".

Es ist eine fast unwirkliche Szene, die sich am Donnerstagabend auf der Anhöhe zwischen Schellenberg/B 30 und Kohhaus abspielt. Hier, wo die Wasserscheide zwischen Donau und Rhein verläuft, wo im Boden auch der Hochbehälter vergraben ist, der die Wasserversorgung der Stadt sicherstellt, sieht man weit hinaus übers Land, sieht die Kuppel der Schwaben-Therme leuchten und hat den Bussen im Blick, Oberschwabens "Heiligen Berg".

Hier steht seit ein paar Tagen auf einem Betonsockel auch ein 40 Meter hohes stählernes Ungetüm: ein Mobilfunkmasten des Netzbetreibers E-plus. Ein "Schandfleck", sagen die Bauern. Er soll die "Funklöcher" in dieser Gegend schließen, die geplagten Handy-Nutzern auf dem Weg durch Oberschwaben das Telefonieren verleiden. Drei Arbeiter, die sich noch an dem Masten zu schaffen machen, wirken leicht irritiert. Es trifft sich gut, dass gerade Feierabend ist.

Die Bauern sind mit Sack und Pack, Kindern, Kuh, Traktor und einem Protesttransparent gekommen: Markus und Anita Maucher aus Schellenberg, Robert und Daniela Maucher, die Verwandten aus Mattenhaus, dazu Maria und Karl-Heinz Lott, Claudia und Manuel Bertsch, Franz und Brigitte Schmid, alle aus Mattenhaus. Und ein paar, die ihren Namen lieber nicht in der Zeitung lesen wollen. Die Aufschrift auf ihrem Protestplakat lautet: "Gesundheitlich unbedenklich? Information gescheitert."

Eigentlich müssten Landwirte um diese Zeit in den Stall. Doch das Anliegen ist ihnen zu wichtig. Sie fürchten die "Strahlenbelastung", fürchten die "Funkwellen" und sorgen sich um die Fruchtbarkeit des Viehs in den Ställen. Mehr noch: Die Bauern und Bäuerinnen berichten von einer zunehmenden Zahl von "Verkalbungen" (Totgeburten) - zumindest dort, wo solche Masten schon eine Weile stehen. Ja, sie haben Angst um ihre Existenz: "Wir leben doch von der Milchwirtschaft." Belastungen haben sie, unabhängig von den Fährnissen der Landwirtschaft und jenseits der Mobilfunkproblematik, auch so schon genug zu erdulden. B 30 und Starkstromleitungen (Stichwort "Elektrosmog") zum Beispiel. Und das, "obwohl wir seit Jahrhunderten hier leben".

Nicht nur aus dem Bauch

Man spürt: Da spricht nicht nur der Bauch. In den lediglich etwas mehr als zwei Wochen, seit dem Tag, an dem sie den Betonmischer kommen sahen und das Aufrichten des Mastens begann, haben sich die Menschen bereits sehr grundsätzlich mit der Materie befasst. Vergangenes Wochenende waren sie extra in Ravensburg und haben eine Veranstaltung von Mobilfunkgegnern besucht. Und dabei erfahren, dass "Bad Waldsee die mobilfunkfreundlichste Gemeinde im ganzen Umkreis" sein soll.

Die Enttäuschung über das Vorgehen der Verwaltung sitzt tief. "Die Stadt schiebt die Kohle (zwischen 3000 und 4000 Euro, Anm. d. Verf.) ein, und wir zahlen's mit unserer Gesundheit." Die Mattenhauser stört vor allem, dass nur ein direkter Anlieger zu Kohhaus gehört und die Genehmigung des Sendemastens als Grundstücksangelegenheit nicht öffentlich im Verwaltungsausschuss behandelt wurde. Ihr Schluss: "Wir fühlen uns hintergangen."

Auf dem Rathaus will man sich diesen Schuh nicht anziehen. Stadtpfleger Manz und Baurechtsamtsleiter Natterer verweisen auf die Gesetze. Danach haben sie alles richtig gemacht. Denn es gibt da den verflixten Paragrafen 35 im Baugesetzbuch, der bestimmte Vorhaben im Außenbereich "privilegiert" behandelt. Sprich: Wenn nicht besondere öffentliche Belange gegen ein Vorhaben sprechen, muss es genehmigt werden. Von dieser Ausnahmeregelung profitieren zumeist Landwirte - etwa dann, wenn sie neben ihrem alten ein neues Haus bauen oder einen Stall erstellen wollen. Doch besagte Rechtsvorschrift gilt auch für alle Einrichtungen, die für die öffentliche Versorgung von Bedeutung sind, Strom-, Gas- und Wasserleitungen zum Beispiel - aber auch Telekommunikationsdienstleistungen. Da gehört der Mobilfunk fraglos dazu.

Aufs eigene Dach

Doch die Rathausmannschaft will sich nicht hinter Paragrafen verstecken. Thomas Manz listet mehrere Fälle auf, in denen die Stadt die Genehmigung versagte, verweist etwa auf einen Vorgang im Kurgebiet und einen zweiten im Ballenmoos. Ausschlaggebend sei die "Unmittelbarkeit der Wohnbebauung". Auf gut deutsch: In oder direkt neben einem Wohngebiet sollte kein Mobilfunkmasten stehen.

Allerdings hat man im Rathaus auch schon die Erfahrung gemacht, dass "es ein Privater macht, wenn es die Stadt nicht macht". Dagegen scheinen auch Landwirte nicht gefeit, wie ein Beispiel im Bereich Ballenmoos beweist. Der Stadtpfleger: "Die einen Landwirte verteufeln's, die anderen machen's auf das eigene Dach."}

Halb Mattenhaus (und ganz Schellenberg) kamen am Donnerstagabend mit Kindern, Kuh und Protestschild zum Ortstermin mit der "Schwäbischen Zeitung" auf die Anhöhe zwischen B 30 und Kohhaus, wo seit einigen Tagen ein 40 Meter hoher Mobilfunkmasten steht. Lengenwang bekräftigt Mobilfunk-Ablehnung

T-Mobile will dennoch an Sender beim Bahnhof festhalten

Lengenwang (cc). - Ein überfüllter Saal bei der Gemeinderatsitzung war Zeichen der Brisanz des Tagesordnungspunkts "Mobilfunkversorgung" für Lengenwang. Nach hitzigen Diskussionen beschloss der Gemeinderat, bei einem Grundsatzbeschluss von 2001 zu bleiben, keinen Alternativstandort für Sender anzubieten und auch weiterhin Mobilfunksender im Gemeindegebiet abzulehnen. "T-Mobile" hatte aber bereits vorher angekündigt, dass sie aufgrund der Gesetzeslage trotz Bedenken von Bürgern und Gemeinde einen Sender beim Bahnhof errichten werden.

Das Thema hat Bürgermeisters Lorenz Fischer schon seit drei Jahren auf dem Tisch. Durch einen Beschluss vom April 2001 hatte der Gemeinderat verkündet, dass Lengenwang "senderfreie Zone" bleibe und dass man keinem Mobilfunksender zustimmen werde, solange die Unbedenklichkeit nicht nachgewiesen werden kann. Das wurde auch mit Briefen an Bundeskanzler Gerhard Schröder und weitere Politiker des Freistaats bekräftigt. In einem Schreiben an die Gemeinde Lengenwang legte nun Mitte September T-Mobile seine Linie fest: Der Gesetzgeber hat mit T-Mobile ein Abkommen, dass diese laut Mobilfunkpakt II, eine flächendeckende Versorgung erstellen muss. Sollte bis 8. Oktober kein alternativer Standort für die Mobilfunkversorgung gefunden werden, werde die Deutsche Funkturm GmbH ab Mitte Oktober mit dem Ausbau auf dem vertraglich gesicherten Masten, zwischen Bahnübergang und Schule/Kindergarten in Lengenwang beginnen. Im Vorfeld der jetzigen Sitzung war Bürgermeister Fischer mit Verantwortlichen von T-Mobile und Gemeinderäten unterwegs, um einen Alternativstandort auf der Anhöhe zwischen den Ortschaften Weg und Hennenschwang auszumessen. Dieser Ort würde in südlicher Richtung nicht viel bringen, aber zum hauptsächlich zu versorgenden Gebiet im Norden eine Mindestversorgung erreichen, berichtete Fischer, der sich in diesem Zusammenhang auch energisch gegen "Hetzkampagnen" wandte, die sich derzeit im Ort gegen einige Bürger richten.

In der Ratsitzung verschaffte sich auch noch einmal die Bürgerinitiative Luft. Andrea Henning beharrte auf einem Beschluss des Gemeinderats gegen den Funkmasten. Fischer ergänzte, dass einige Eltern von Kindergarten- und Schulkindern ihm gegenüber auch schon kundgetan hätten, dass sie die Kinder aus diesen Institutionen nehmen würden, wenn der Mobilfunkmast auf dem Bahngelände in Betrieb genommen würde. Gemeinderat Paul Burkhard (FW) erklärte, es habe keinen Sinn, den Mast hin und her zu schieben, denn alle wollten telefonieren, nur keiner wolle den Sender. Auch Xaver Dopfer (FW) meinte, dass man keinen "scheinheiligen Beschluss" brauche: Jeder, der ein Handy hat und es benutzt, soll auch dazu stehen.

Außenwirkung bedenken

Anton Reichart (BBL) zeigte sich hingegen besorgt über die Außenwirkung, die ein Einlenken auf andere Gemeinden haben könnte, wenn der Mast nach all den Jahren nun doch ohne Gegenstimmen in Betrieb genommen werden würde. Besorgt war neben anderen Xaver Dopfer darüber, dass sich auch andere Mobilfunkbetreiber wegen Sendermontage auf dem Mast an die Firma Aurelis als Besitzer des Bahngrundstücks wenden könnten. Claudia Huber führte an, dass sich die Gemeinde als Einheit zeigen müsse, und dass durch Zusammenhalt etwas zu bewegen sei. Nach heftigen Diskussionen beschloss der Gemeinderat einstimmig am Grundsatzbeschluss von 2001 festzuhalten und die Inbetriebnahme des Masten am Bahnhof abzulehnen. Grund für die Ablehnung ist die zentrale Lage und die unmittelbare Nähe von Kindergarten und Grundschule. In diesem Gebiet würden sich einfach zu viele Personen aufhalten. Es sei nicht vertretbar und nicht vorhersehbar, welche Schäden von einer Anlage dieser Art sich für die Zukunft ergeben. Daher wolle die Gemeinde Lengenwang keine Mobilfunkanlagen auf ihrem Gemeindegebiet.

Zweite Verhandlung gegen Mobilfunkanlagen auf St. Pankratius

Am Landgericht Frankfurt fand am letzten Donnerstag, 30. September, ein weiterer Termin zur Verhandlung einer Unterlassungsklage gegen den Betrieb der Mobilfunkanlagen im Glockenturm der Kirchengemeinde St. Pankratius statt.

Die leitende Richterin ließ von Anfang an keinen Zweifel zu, dass die über 70-seitige, fundierte Klageschrift, nach ihrer Auffassung, ungeeignet ist die bestehenden Grenzwerte für Mobilfunk-Sendeanlagen zu erschüttern. Sie stützte sich vor allem auf die Anfang diesen Jahres gefällte Entscheidung des Bundesgerichtshofes und interpretierte als Kernaussage, dass bei Einhaltung der Grenzwerte nur eine unwesentliche Beeinträchtigung vorliegen kann, die zu dulden wäre. (Zitat aus dem BGH-Urteil: „... Danach liegt eine unwesentliche Beeinträchtigung in der Regel vor, wenn die in Gesetzen oder Rechtsverordnungen festgelegten Grenzen oder Richtwerte von den nach diesen Vorschriften ermittelten und bewerteten Einwirkungen nicht überschritten werden. ...“)

Dass es nach dem BGH-Urteil im Ermessen des „Tatrichters“ liegt, ein Indiz zu erkennen und ggf. abweichend von der oben aufgeführten Regel unter Berücksichtigung von Umständen des Einzelfalls zu einem anderen Ergebnis zu kommen, wollte sie nicht berücksichtigen.

Auch weitere Vorträge des Rechtsanwaltes des Klägers ließ sie davon nicht abweichen. Sie erläuterte noch ihre Erfahrung bei den Holzschutzmittelverfahren, bei denen sie mitgewirkt habe.

Gerade dieser Punkt war für uns absolut unverständlich, weil ausgerechnet bei diesem Verfahren im nachhinein deutlich wurde, wie schädlich sich die Holzschutzmittel auf die Gesundheit ausgewirkt haben, vor allem die lange Zeit, die gebraucht wurde, um hier Recht für die Gesundheit der Bürger zu sprechen. Und gerade wegen dieser Kenntnis sollte ihr bewusst sein, warum es von großer Bedeutung ist, alle Chancen für die tatsächliche Aufklärung der Risiken in Erwägung zu ziehen, um Schaden abzuwenden. Die Chance war mit Prof. Dr. Adlkofer, Leiter der REFLEX-Studie, den Mann als Gutachter vortragen zu lassen, der den aktuellsten Stand der Erkenntnisse zu Schädigungen durch Mobilfunk-Strahlung zusammenfassen kann. Die Veröffentlichung der REFLEX-Studie wird bisher durch die EU (als Mitfinanzier) verhindert.

Hierzu sollte man wissen, warum die Justiz hier einen Rückzieher macht.

Besonders interessant sind hierzu die Ausführungen von Prof. Dr. Erich Schöndorf, ehemaliger Staatsanwalt im Holzschutzmittelprozess. Er formulierte anlässlich eines Vortrages vor Geschädigten des Holzschutzmittel-Skandals:
„Die Justiz mag solche Verfahren nicht, sie will nicht gegen die Repräsentanten der Gesellschaft vorgehen, zu denen sie sich ja selbst zählt, zumindest in den oberen Hierarchien.“

Bezogen ist diese Aussage auf die Staatsanwaltschaft, nicht auf die Richter. Aber auch hier kann es unangenehm sein eine Lobby anzugreifen bzw. wie in diesem Fall der Lobby immense Verluste zu bescheren. Ohne Zweifel ist es einfacher dem Antrag der Beklagten (Vodafone) auf Abweisung zu folgen.

Dies alles macht uns deutlich, dass auch und gerade die Gerichte sich winden wie ein Aal. Es stellt sich für uns die Frage, welcher Beweis noch gebracht werden muss, um die Gefährdung klar zu machen.

Aber wir haben da auch schon die Lösung: Wir alle investieren in das Projekt Zeitmaschine. Wir fördern die daran arbeitenden Wissenschaftler und werden diese Maschine bauen lassen. Dann „fahren“ wir in die Zukunft und schauen uns das Ergebnis an. Die Fortführung der Mobilfunktechnik auf der bisher bekannten Basis wird in den nächsten 20 Jahren vielen Menschen den Tod gebracht haben. Mit entsprechenden Beweismitteln und Dokumenten „fahren“ wir zurück in die Gegenwart. Diese Erkenntnisse lassen uns die Zukunft positiv beeinflussen, die Mobilfunktechnik in der jetzigen Form wird sofort gestoppt. Die Entwicklung bereits vorher bekannter neuer Technologien wird massiv betrieben und wegen vorübergehend fehlender Funktechnik schnell getestet (Zeitmaschine) und umgesetzt. Positiver Nebeneffekt: Gleichermaßen wird auch sofort erkannt, dass bei den verwandten Techniken DECT, WLAN, WIMAX, DVB-T, usw. die gleichen Symptome entstehen und deren Fortführung und Weiterentwicklung wird ebenfalls abgebrochen. Den Menschen wird das Leid erspart und die Bürgerinitiativen müssen keine unnötigen Kräfte in die Aufklärung und Kampf gegen diese Techniken stecken.

Was nach diesem utopischen Ausflug bleibt ist die Erkenntnis, dass leider noch einige Zeit ins Land gehen wird, bis auch der letzte (Mandatsträger und Gerichte) erkannt hat, dass diese Technik Krankheit und Tod bringt bzw. jetzt schon tot ist. Doch bis dahin werden einige wenige ihr angefangenes Geschäft noch damit gemacht haben. Am Ende werden wir alle diese wenigen bezahlt haben, mit unserem Geld und letztendlich auch mit unserer Gesundheit. In beiden Fällen ist es nur eine Frage der Zeit.

The Myth and Necessity of GM Free Zones

Imagine being hired by a new company whose boss says, “You’re an environmentally minded person. That’s why we picked you to organize a recall of our genetically engineered salmon—from the ocean. Good luck.”

While this may seem far fetched, it may not be far off. One company, Aqua Bounty, had hoped for US government approval for their genetically modified (GM) salmon as early as 2002. A study published in June 2004 may prolong their wait. When GM salmon, engineered to be seven times their normal size, were put into tanks with a limited food supply, all hell broke loose. Whether swimming with other GM fish or with natural salmon, the “transgenic salmon experienced population crashes or complete extinctions.”[1] Some of the Frankenfish killed and even ate their rivals.

While organizing a recall of GM fish from the ocean or GM insects from the air (planned for the future) is not yet an issue, widespread contamination by GM plants is. On September 9, 2004, citizen groups announced that tests of nearly 20,000 papaya seeds on the Big Island of Hawaii revealed that half were genetically modified. Eighty percent were taken from organic farms and not supposed to be GM. Twenty percent were from home gardens and wild papaya trees. Contamination was also found in Thailand, where the Department of Agriculture had accidentally sold GM papaya seeds.[2] After foreign buyers cancelled orders for Thai Papaya, the government pledged to destroy any GM tree it finds and quarantine the area.

Many Americans became familiar with GM contamination in September 2000, when StarLink® corn, a potentially allergenic GM variety not approved for human consumption, was found in taco shells and other corn products. Planted to less than 1 percent of the nation’s corn acreage, StarLink was found in 22 percent of the corn samples tested by the USDA and prompted the recall of more than 300 food brands. After an extensive program to remove it, three years later StarLink still showed up in more than 1 percent of corn samples.

In late September 2004, a government study reported that the light-weight pollen of a GM variety of bentgrass had cross pollinated with natural bentgrass nearly 13 miles downwind.[3] The GM variety, developed by Monsanto and Scott corporations for use on golf courses, does not die when sprayed with Monsanto’s Roundup® herbicide. Although designed to aid golf course managers control weeds (and Monsanto to sell herbicide) if this hard-to-kill grass spreads via pollination, it could itself become a weed. The Forest Service opposes its approval and says that the grass “has the potential to adversely impact all 175 national forests and grasslands.” [4] Scott had expected pollen to travel only about 1000 feet. The 13 miles was described by one researcher as “a paradigm shift in how far pollen might move.”[5] Responding to the study, a September 30 New York Times editorial stated, “We must ensure that the genes from genetically engineered plants do not escape into the wild and wreak havoc in natural ecosystems.” It said that the finding “virtually demands a careful reassessment of how such plants are regulated.”

UK researchers, however, had earlier found that canola pollen can be carried by bees for 16 miles.[6] And on September 24, 2004, a UK paper described new research indicating that for canola, “most pollination was carried out by bees, rather than windblown pollen.”[7] Thus, distances of several miles may be common. Canola contamination has been particularly notorious:

Canadian Percy Schmeiser was sued by Monsanto when the company’s herbicide tolerant canola was found in Schmeiser’s field. According to a ruling by the Canadian Supreme Court, irrespective of whether farmers intentionally plant GM seeds without a license or their plants are contaminated by wind blown pollen or insects, a company’s patent on a gene extends to living organisms containing the gene. Therefore, farmers can be sued when their crops are contaminated and their plants can be confiscated.

GM canola has so thoroughly contaminated non-GM varieties, including traditional seeds, Saskatchewan’s organic growers abandoned the crop altogether and are suing Monsanto and Bayer CropScience for damages.

Canola engineered to survive applications of certain herbicides pollinated weedy relatives, turning them into super weeds that withstand the weed killers.

Unharvested GM canola seeds fall to the ground and then grow (and reseed) in subsequent years. Thus, if GM canola is grown in a field during one season and non-GM varieties are grown thereafter, GM contamination levels will be at 1 percent or higher for an estimated 16 years.[8]

Contamination from a previous years’ crop was responsible for a pharmaceutical corn planted in 2002 contaminating soybeans planted in the same field in 2003. The “pharm” corn, genetically engineered to produce a pig vaccine, got mixed into half a million bushels of soybeans that had to be destroyed. Prodigene, the makers of the pharm corn, tried to introduce another drug-making variety recently. USDA rules require a buffer zone of at least one mile between pharm corn and food grade corn. But in Illinois last year, after a farmer planted blue corn in his field, blue kernels appeared in cornfields as far as three miles away. Sierra Club air pollution expert Neil Carman, however, argues that particles with the molecular weight of corn pollen can be swooped up in certain weather conditions and theoretically travel hundreds of miles during the 24 hours that the pollen remains viable.[9]

Seeds also travel. Consider Hawaii, once pure lava rock, now a lush tropical paradise. It is more than 2000 miles away from the nearest mainland.

Even if we could stop pollen or seeds from traveling, accidental mixing occurs in harvesting equipment, during storage or transport, or through human error. Soybeans, for example, do not cross pollinate, yet at least half of the bags of supposedly non-GM soybean seeds purchased by the Union of Concerned Scientists were contaminated by GM seeds.[10]

Studies show that the more people learn about GM foods, the less they trust them. Consequently, the world market for GM food is shrinking. Because of the threat of contamination, buyers often reject all crops from a region where GM varieties of that species are grown. Thus, even though about 60 percent of US corn is not GM, US corn growers have lost 99.4 percent of their European corn market. Similarly, Canada lost its European markets for GM and non-GM canola, and for their honey which may contain canola pollen. The world market share for US soy dropped from 57 to 46 percent, and is expected to further decline as Europeans reject products from animals fed GM soy. The economic impact from GM crops has been a disaster for the US, where increased farm subsidies due to lost markets are estimated at an extra $2-$3 billion per year.

When Monsanto threatened to introduce herbicide tolerant wheat, 87 percent of Canada’s foreign wheat buyers said they would go elsewhere if the GM variety was grown.[11] In the US, a loss of 30-50 percent of foreign wheat markets was projected, with an expected drop in prices by about a third.[12] The wheat industry lobbied hard for North America to be a GM-wheat-free-zone. While no laws were passed, Monsanto responded to pressure by temporarily curtailing their efforts.

Citizens around the world seeking to protect their economy, environment, and/or health are establishing “GM free zones”—tracts of land, even whole countries, where GM crops cannot be planted. Nearly two thousand jurisdictions[13] in 22 countries[14] in Europe have declared themselves GM free zones and the same holds true for parts of New Zealand, most states in Australia, Venezuela, most of Brazil, Angola, Sudan, and Zambia. And on March 2, 2004, Mendocino County, California became a GM free zone after voters there passed a ballot initiative. On November 2, citizens in other counties will vote on similar measures. County supervisors in Trinity County didn’t wait for a vote. They passed an ordinance banning GM crops in August.

GM free zones have the unenviable distinction of being inadequate to prevent contamination in the long term (see Hawaii) and absolutely necessary to slow it down in the short term. In California, for example, the biotech industry hopes to soon introduce GM rice, lettuce, and strawberries. This threatens to close doors to both foreign markets and a growing number of non-GM US brands.

Mexico is home to corn’s original and diverse genetic resources. To protect these vital indigenous varieties, there has been a ban on planting GM corn there since 1998. But corn imported from the US for use as food is often planted by farmers. Consequently, recent studies in Mexico reveal widespread contamination from GM varieties, including the outlawed StarLink. On September 29, 2004, the Chicago Tribune reported that an expert panel of the North American Commission for Environmental Cooperation issued a report recommending that US corn be milled into flour before it is exported into Mexico, to prevent further contamination.[15] The controversial report has not been made public and some believe it will not officially surface until after the November election.[16] Its recommendations are bound to anger the US government, which last year refused requests by African countries to mill the GM corn being given as food aid. The US has been pressuring other governments for years to accept GM food and crops, and many believe that the U.S. Agency for International Development (USAID) consciously uses contamination as a means to promote that acceptance. Indeed, University of Washington professor Phil Bereano reported in the Seattle Times in 2002 that Emmy Simmons, assistant administrator of USAID, “said to me after the cameras stopped rolling on a vigorous debate we had on South Africa TV, ‘In four years, enough GE [geneticallyengineered] crops will have been planted in South Africa that the pollen will have contaminated the entire continent.’”[17]

As you read this letter, a swiftly changing collage of Patriot II provisions, repressive immigration changes, and privacy invasions is rushing though Congress embedded in and under the disguise of legislation responding to The 9/11 Commission Report.

The extraneous provisions threaten privacy, due process, freedom of association, freedom of expression, equal protection, freedom of religion, and universal human rights. In addition, they authorize increased use of the death penalty and transfer of captives to countries known for use of torture. The pressure on individual members of Congress to pass legislation to implement the 9/11 Commission’s recommendations is enormous, so these harmful provisions must be defeated by public condemnation.

Here’s the message we must send to Congress immediately: Legislation implementing The 9/11 Commission Report must be limited to the core recommendations of the report. All extraneous law enforcement and immigration provisions must be stripped from any such legislation prior to final passage by Congress.

Scenario: A lengthy, complex, and confusing bill is introduced in response to public pressure for improved national security. Congressional leaders warn that the legislation is the only way to protect against terrorism and that it must be passed within days. The measure does include some provisions addressing national security, but it is loaded with, or amended by, sections that severely reduce precious constitutional protections. Changes to the legislation occur rapidly behind closed doors without public knowledge, discussion, or input. Both houses of Congress are under intense leadership and political pressure for quick and decisive passage of the bill. Sound familiar? Sound like the USA PATRIOT Act, passed in the fall of 2001? Yes, it does. But this terrible scenario is being repeated this week in Washington, D.C.

The 9/11 Commission Report, posted on the FCNL web site at http://www.fcnl.org/issues/issue.php?issue_id=67, was released in July 22, 2004. It includes a thorough description of the circumstances leading to the attack of September 11, 2001, an unflinching review of the governmental failures that made the U.S. vulnerable, and a listing of the commission’s 41 recommendations to rectify these shortcomings. (See http://www.fcnl.org/smith/comm_report.htm for an overview of the 41 recommendations.) The report instantly became a national best seller, ratcheting up political pressure to pass legislation implementing the 9/11 Commission’s recommendations. In the election season pressure cooker of the 108th Congress, when legislative votes are primarily intended to support re-election, majority and minority parties have been engaged for the past week in frenetic jockeying for introduction and amendment of measures to implement the 9/11 Commission’s recommendations.

Some of the legislative measures and amendments, particularly S. 2845, a measure introduced in the Senate by Sen. Collins (ME) and Sen. Lieberman (CT), have been bi-partisan efforts, carefully drafted to respond to the commission’s recommendations. Others, most dramatically HR 10, introduced by Speaker Hastert (IL) in the House, and amendments to S. 2845 introduced by Sen. Kyl (AZ) in the Senate, do not follow the 9/11 Commission’s recommendations about security and are freighted with provisions that diminish civil liberties protections. Taken together, these provisions include (but are not limited to):

* establishment of a national ID card, disguised as national standardization of drivers licensing;
* establishment of a national electronic database for birth and death certificates, with permanent identifying information assigned to each individual, such as a national ID number;
* biometric identifiers – including fingerprints, face recognition software photos, iris or retinal scans, and other private physical identification – for travel documents which would be used for security in domestic air travel as well as overseas travel;
* expanded secret eavesdropping and search powers to be used against individuals suspected of terrorist activity, whether or not the individual is associated with a foreign power;
* further weakening of individual privacy rights in library, medical, and other personal records, removing all federal court oversight;
* enhanced "material support" provisions, allowing guilt by association with a group targeted by the administration; removal of habeas corpus relief for those detained under repressive immigration measures;
* approval of automatic detention without bail in immigration matters at the government’s request;
* increased secrecy in immigration court matters;
* approval of the use of secret evidence in immigration courts – secret even to the immigrant being examined;
* deportation of immigrants before final appeal;
* allowing the death penalty in terrorism cases (with "terrorism" as defined in the USA PATRIOT Act);
* explicit approval of transfer of prisoners suspected of terrorism to nations known to practice torture; and
* failure to provide for a cross-agency civil liberties board for oversight and investigation of civil liberties practices and procedures in the executive branch of the federal government.

The message to Congress should be straightforward: Legislation responding to The 9/11 Commission Report must be limited to the core recommendations of the report. All extraneous law enforcement and immigration provisions must be stripped from any such legislation prior to final passage by the House and the Senate.

Since 1997, Environmental Defense scientists, economists, members and activists have been working in Russia advocating the country to embrace the protocol. Environmental Defense's Climate and Air program director Peter Goldmark says, "It's not over until the fat lady sings, but it seems she is clearing her throat in anticipation." Annie Petsonk, Environmental Defense's international counsel and a leading climate negotiator, will continue to work for passage. Yesterday she hailed Russia's move indicating that it "sends a signal that the age of carbon limits has arrived."

The U.S. can still do its part to undo global warming. How? By passing the Climate Stewardship Act, a bipartisan bill in Congress that sets mandatory greenhouse gas pollution limits in the U.S. Senate sponsors John McCain (R-AZ) and Joe Lieberman (D-CT) are fighting to pass this bill in the Senate with growing momentum--and there are now 82 co-sponsors of the bill in the U.S. House of Representatives. The Climate Stewardship Act would put the U.S. on track to joining the world in decreasing the threat of global warming.

They could call it MATRIX Reloaded.

Less than a year after Utah Gov. Olene Walker pulled the plug on the supercharged crime-fighting computer known as MATRIX, the U.S. Congress is poised to implement its own national information-sharing network that would link hundreds upon hundreds of government and commercial databases. Its goal: To fight terrorism.

The National Intelligence Reform Act of 2004 — currently being debated in the Senate — contains a provision for an "Information Sharing Network" to coordinate data from "all available sources." Citing the findings on the National Commission on Terrorist Attacks, the bill states, "The effective use of information, from all available sources, is essential to the fight against terror and the protection of our homeland. The biggest impediment to all-source analysis, and to a greater likelihood of connecting the dots, is resistance to sharing." That, and a resistance from civil libertarians and conservatives who believe such an all-seeing computer system threatens fundamental constitutional rights by creating a mechanism for the government to spy on every American.

"It really, really bothers me that none of us have any privacy anymore," said Gayle Ruzicka of the Utah Eagle Forum, who finds herself on the same side of the issue as the American Civil Liberties Union.

ABA blasts extradition to torture nations

The American Bar Association said Thursday it "objects strongly" to House legislation allowing terror suspects to be sent to countries that use torture. In a statement, the ABA said it "objects strongly to the inclusion of provisions authorizing 'extraordinary rendition' in the House leadership's bill that purports to implement the 9/11 Commission recommendations." The Washington Post said the Bush administration is supporting the provision introduced by House Speaker Dennis Hastert, R-Ill. But the ABA said the provisions "would permit secretly transferring terrorist suspects to foreign countries known to use torture in interrogating prisoners.

In addition to additional law enforcement powers, like those granted in the original 2001 USA Patriot Act, the new bill in the House of Representatives to implement the recommendations of the 9/11 Commission would likely create what amounts to a national identification card, and would harm basic fairness in the nation? immigration system, the American Civil Liberties Union said today. "Republican leadership is either trying to torpedo the 9/11 Commission? recommendations with a poison pill, or is attempting to muscle through a narrow policy agenda using must-pass legislation," said Laura W. Murphy, Director of the ACLU Washington Legislative Office. "Both scenarios are unacceptable." At issue is the House version of legislation drafted in response to the recently completed 9/11 Commission. Though the commission notably did not include any recommendation that the Patriot Act be extended, or that due process and judicial review in the immigration system be curtailed, House Republicans included such provisions anyway.

The inclusion of some parts of the Patriot II legislation is drawing increasing criticism, especially after a group of 9/11 widows appealed to lawmakers this week to not let such divisive provisions derail the bill.

" Two years ago, I told you about the passage of the European Union (EU) Directive on Dietary Supplements. This directive, which is part of a larger form of legislation called Codex Alimentarius, severely restricts access to natural health products in Europe. At the time, it probably seemed a long way off: After all, the law wasn't to go into effect for several years following the initial passage.

Unfortunately, that several years is up, and the EU Directive is on track to take full effect in August 2005-less than a year from now--and by 2007, the scene described above will certainly be a reality for many, many people. Obviously, this is devastating news for Europe. But thanks to some pre-existing international agreements made by the U.S., the EU Directive will be just as devastating for the natural health community here. The main difference is that while the Directive has been big news in Europe for some time, it's been virtually ignored by U.S. media, which means that the severe restrictions it calls for will sneak up on most people and rob us all of our freedom to choose natural alternatives before we even know what's happening. That's why I and many of my colleagues in the health publishing world have done our best to keep you informed of the Directive's developments-and their consequences for the U.S.-over the years. And why we've decided to make a big push in our September newsletters by covering it in-depth.

Simply put, we're down to the wire, and if we don't act immediately, we will be facing the same fate as Europeans. There are steps you can take to get the word out and, hopefully, to diffuse this ticking time bomb. But first, let's take a few minutes and recount some of the specifics included in the Directive so that you know exactly what it is we're fighting against.

5,000 products set to disappear

The EU Directive classifies vitamins and minerals in Europe as "medical drugs" rather than dietary supplements, which means that they're subject to government regulation in terms of dosage and availability. It gets worse: There are many nutrients known to be vital to optimal health that are not on the government's RDA nutrient list including chromium picolinate, lysine, and selenium. Under the Directive, these types of supplements are banned from over-the-counter sale. Put simply, it will be illegal to buy them without a prescription.

The supplements that will be available will be restricted to multi-vitamins containing no more than 100 percent of the established RDA amounts, which are usually useless, trivial quantities--and they'll be far more expensive than what we have now.

This Directive, for all intents and purposes, makes it illegal for people to keep themselves healthy by supplementing with essential nutrients.

Plus, the Directive only allows supplements to be made from a list of 15 minerals and 13 vitamins. That leaves out at least 40 minerals important in human metabolism and forbids the use of the most bio-available forms of vitamin complexes. In essence, it means that all nutritional supplements will be virtually the same-the specific combinations might vary, but the types and amounts of nutrients will be identical-no matter what product they're formulated into.

So, for instance, a middle-aged woman in Liverpool, England, who has a dangerously elevated homocysteine level will no longer have the option of reducing her risk of heart disease with a vitamin B dosage of her own choosing. If she's currently taking 5 mg of folic acid daily, under the new Directive she will be legally restricted to a prescription of 1 mg per day. If she's taking a 100 mg dose of B6, she'll be restricted to 10 mg. And her pantothenic acid (B5) intake of 500 mg will drop to 200 mg. These maximum dosage levels have been chosen to "protect" her (so we're told), when in fact the protection she needs the most will be unavailable.

In addition to these essential B vitamins, low maximum dosage levels have also been set for vitamin C, niacin, and vitamin E. But at least they made it on the list of allowed nutrients.

Approximately 350 supplement ingredients are missing from the list. If they are not added to the list by June 2005, they will be deemed illegal throughout the European Union. Supplement manufacturers may submit "technical dossiers" to support applications for the inclusion of individual elements or formulations on the so-called "positive list." But the EU has made this process so expensive and time consuming that many manufacturers simply can't afford the costs involved. As a result, around 5,000 safe formulas and nutrients that have been on the market for decades will soon be banned.

Saving us from ourselves

Of course, these regulations were all passed under the guise of "protecting the public." According to the World Health Organization, popular alternative medicines are often "misused" and may "harm patients." They point out that the "incorrect use" of alternative therapies has caused deaths in wealthy countries where more and more patients rely on them.

You could also argue that the incorrect use of kitchen knives, water skis, and even plastic bags have all caused deaths! Not to mention the use of AMA-sanctioned medical procedures and FDA-approved drugs. The key phrase here is "incorrect use."

The WHO could do everyone a service by first addressing the incorrect use of accepted mainstream therapies that have caused far more widespread death and adverse reactions than natural medicine therapies ever have or ever will.

Although they are few and far between, there are mistakes and fatalities associated with alternate therapies, supplements, and herbal remedies. It's always important to keep in mind that many of the compounds and herbs used in natural medicine treatments are very powerful. They have risks and potential side effects, which is why I always recommend that you work closely with skilled natural medicine practitioners whenever you use these therapies. But even with their cautions, natural remedies are far, far safer than prescription drugs, and one reason might be the users themselves. An article published in the journal Psychologist noted that people who seek out natural and alternative treatments are generally more health conscious than non-users, and believe that by making sound lifestyle choices they can influence their own health. But not if the EU has anything to say about it.

Where's the "fight for freedom" when you need it?

You'd think that such blatant abuse of power to restrict people's personal liberty would have our own self-proclaimed freedom-loving government up in arms (literally). But there's an even darker side to all this, and it has little--if anything-- to do with health or looking out for people's best interests.

Even if the American government didn't want to go along with the regulations imposed by the EU Directive, we really wouldn't have a choice. In fact, the United States never has acknowledged or stated any form of acceptance for the EU Directive. But hard as it is to believe, this "Directive" can actually over-ride United States law if it isn't stopped in Europe.

As a member of the World Trade Organization (WTO), the U.S. will be bound by any finalized standards put forth in the Directive.

If we choose to ignore the regulations our WTO-affiliation binds us to, we would face severe trade sanctions with other WTO countries, which could potentially cripple part of our economy. And there's no way that our already anti-natural-medicine government is going to let that happen over access to vitamins and minerals. So the best way to ensure it doesn't get to that point is to do everything we can to stop it now--before it happens.

Protect your rights with these 3 steps

There are three actions to take. The most urgent is to support a case brought by the British Alliance for Natural Health to overturn the European Food Supplements Directive. In January 2004, the Alliance's attorneys (a firm which has successfully had another European Directive overturned) won the first round in the High Court of Justice in London; the appeal was referred to the European Court of Justice.

The second action I urge you to take is to write, call, and e-mail your state's Senators and Congressmen. Tell your Senators to oppose S.722, the Dietary Supplement Safety Act, and tell your Congressmen to oppose H.R. 3377, the Dietary Supplement Access and Awareness Act.

These two bills put the wheels in motion for restrictions similar to those outlined in the EU Directive to become U.S. law, which would be even more threatening to us than just an inter- national code of standards. These extremely dangerous and misnamed proposals would allow the FDA to "roll back" most of the small amount of health care freedom you and I re-gained with the 1994 "DSHEA" law we all fought so hard for. Even if we're successful in helping the Alliance for Natural Health defeat the European Food Supplements Directive, if these bills are passed into law, our supplement choices will shrink dramatically anyway.

The final step to take is to tell your U.S. Senators and Congressmen to support U.S. Representative Ron Paul's H.R. 1146, the American Sovereignty Restoration Act. This accurately named (for once) legislation would make the Constitution of the United States the supreme law of the land again, and restore law-making and judging power to our elected representatives and American courts, respectively. Please don't leave this off your list; in the long run, it's the most important action of the three.

Please make a donation-of any size-to the Alliance for Natural Health as soon as you can. Then, please write, call, fax, and e-mail your U.S. Senators and Representative as often as you can, telling them to oppose S. 722 and H.R. 3377, and to support American freedom by voting for H.R. 1146.

In den psychiatrischen Kliniken der Schweiz stieg seit Einführung des flächendeckenden Mobilfunks mit E-Feldstärken von 0.1 bis 1 V/m die Belegung auf des 2.5-fache der geplanten Patientenzahl an. Die durchschnittliche Behandlungsdauer sank infolge dieses Ansturms von 140 Tagen auf 31 Tage. Das ergibt eine Zunahme der Erkrankungen um mindestens das 11-fache. *4)

Jetzt schlagen die Kliniken Alarm. Denn die WHO (Weltgesundheitsorganisation) kündigt für die nächsten Jahre nochmals eine Verdoppelung an psychisch Kranken an. Wir hätten dann das 22-fache an psychisch Kranken gegenüber des Vor-Mobilfunkzeitalters.

Woher will die WHO das so genau wissen? Der Verdacht drängt sich auf, dass die dort die Ursachen ganz genau kennen. Sonst könnten die das nicht mit dieser Sicherheit voraussagen. Im Mobilfunk steht die Einführung der UMTS-Generation mit 7 bis 10 mal stärkeren Sendern und der 3-fachen Anzahl an Sendern vor der Tür. Und wie die Standortdatenblätter in den neuen Bauausschreibungen belegen, werden wir dann flächendeckende E-Feldstärken zwischen 0.5 und 5 V/m haben. Das hat natürlich auch die WHO gecheckt, da sind die Mobilfunkgegner nicht die Einzigen.

Mit gezielten (von der Industrie gesponserten) Radio- und Fernsehsendungen versuchen die Regierung und die Mobilfunkgesellschaften gegenwärtig die Bevölkerung nun auf diese Katastrophe vorzubereiten und diese Entwicklung quasi als normal hinzustellen. Selbstverständlich wird allem andern die Schuld zugeschoben, nur ja nicht dem Mobilfunk. So etwa der Arbeitslosigkeit, der Verunsicherung durch die Deregulierung der Märkte, dem Abbau der Sozialwerke, oder dem älter werden der Menschen (Demenz). Auch der vermehrt freiwillige Klinikeintritt wird angeführt.

Gegensteuer geben will man mit der chemischen Keule oder mit der Abschiebung der Langzeitpatienten in private Wohnheime. Auch hier lässt sich Geld verdienen! Bei der chemischen Lösung erst recht!

Immerhin wird zugegeben, dass es in den Innenstädten die größte Häufung an psychisch Kranken gibt. Kein Wunder, denn hier herrschen auch die dichtesten elektromagnetischen Nebelschwaden. Hier ist die Senderdichte auch am grössten. So haben wir kürzlich auf den Dächern der Innenstadt von Basel auf einer Fläche von 2 mal 2 km insgesamt 98 Mobilfunk-Basisstationen gezählt. *5)

The cry of "ignore this until the study is replicated" goes up. But no one in the cellphone industry attempts to fund replication. Critic and publisher John Moulder, however, took another view: "It's certainly the first animal evidence that suggests that radio frequencies might cause cancer under some conditions,'' he said. [Of course, it isn't the first by a long way -- it is just the most significant because it can't be attacked by industry public relations claims of "bias" since it was done by industry scientists, using industry funding.] There was, of course, no attempt made by the WTR or the CTIA to replicate these findings -- only claims that the findings were of little significance until they had been replicated.

Repacholi first knew that his exposed mice had much higher levels of lymphoma than the controls (and had these strange B-cell forms) back in mid 1994 (the study took 18 months to complete, then two years to get published), but in this time neither the CTIA, WTR or WHO made any suggestion that money be allocated for urgent replication or other parallel research.

This is how the cellphone industry handles such problems:

· they claim that the reseach findings shouldn't be considered important until they are replicated, then

· Don't provide funding to conduct the replication.

Between 1995 and 1999, all those in the know vigorously denied that the Adelaide Hospital findings had any significance. [Replication finally began in Australia in mid-April 1999, and is due for completion and reporting in late 2001 or 2002]

Yet during many of these years the WTR spent the last of its $27 million on second-rate science, without any appreciable results. During the same period, the cellphone industry around the world made roughly $100 billion each year in profits.

April 30, 1998: The cellular phone industry's contract for funding the WTR through Carlo and HES officially expired. At this stage they had spent $25 million and have little more of significance than a widely published and promoted research report announcing that cellphones interfere with pacemakers -- something that had been widely reported in the past. There was effectively no release of the results of any biomedical research results at all.

But then Dr George Carlo became a turncoat.

The WTR is wound down. The end of US Cellphone Health Research In 1998, Dr Carlo's term as the director of Wireless Technology Research (WTR) had run out. The contract had actually come to an end in 1997, but since some of the scientific research projects had not been complete, the life of the WTR had been extended a year, with additional funding of $2 million.

Carlo wanted extra funds and probably wanted to continue, but he had fallen out badly with the CTIA over a number of matters, and it was clear that neither his job, or the continuation of any WTR research projects, were likely prospects beyond that year. A number of the major cellphone companies had been vocal in criticism of the bad press they were receiving, and the CTIA announced that they intended to just maintain 'surveillance' of the cellphone health situation, rather than actively participate in funding research.

April 1998: The CTIA agrees to continue funding in a limited way (adding another $2 million to the pot)so as to finalise a few biomedical studies that had been hastily added to the WTR list towards the end of the five year period.

The CTIA and Carlo have clearly fallen out, however. By April he had been left in no doubt that the industry would not require his services in the future.

June 1998: A letter appears in the Lancet saying that Dr Stephan Braune of the University Neurology Clinic in Freiburg, Germany, has found that it is the radio output from GSM cellular telphones causes blood pressure to rise. This and a number of other studies by independent scientists in Europe, raise public concerns about cellphones once again.

End 1998: The WTR is being wound down, and replaced by a public relations organisation called WIN.

The Vienna Declaration: Oct 25-27 1998 A group of very promient scientists from Europe and America, working in the field of non-ionising radiation research, met in Vienna. After the conference they signed a declaration stating:

"The participants agreed that biological effects from low-intensity exposures are scientifically established. However, the current state of scientific consensus is inadequate to derive reliable exposure standards. The existing evidence demands an increase in the research efforts on the possible health impact and on an adequate exposure and dose assessment."

This group included a number of the most prominent scientist in the field from the USA, Sweden, the UK and elsewhere. Also prominent was a scientist from the FDA in Washington.

The WTR -- A Summary

Were there any appreciable public health benefits?
How much did the WTR project cost?

About one-fortieth of a cent (0.025 cents) for every dollar spent by customers on cellphones in the USA during the period it was in operation.

What did it achieve

· Confirmation that pacemakers were slightly vulnerable.

· A better exposure system for mice during future research (Chou)

· A comfortable living, with first-class travel to overseas conventions for a lot of people, including a lot of tame scientists.

· Maybe a small amount of biological evidence of potential harm from long-term cellphone use.

What does the CTIA do now?

Absolutely nothing other than its token gift to the FDA. It found to its cost that doing spurious research was worse than doing nothing, and it also found that spending $27 million only raised media interest. From this point on it plans to spend its money on public relations.

Some of the corporate members of the CTIA believe that the WTR's research program had been little more than a public relations disaster and the lack of actual research with even token appearance of having any significance. Dr Louis Slessin's famous remark that they'd spent $17 million over the first four years without ever getting a test-tube wet, had hurt their cause deeply.

What little genuine biomedical research had been commissioned by the WTR, had only been in the last year or so, and it was evident to most outside observers, that this had only been funded in a last-minute attempt to regain some shred of credibility for the cellular phone industry.

The role of funding research had been passed over to the companies themselves -- principly Motorola in the USA, and Motorola and Nokia in Europe. These companies were aiming to finance research in a way that allowed them to more easily control the publication of results.

In the USA this was done by selecting compliant universities and research institutes, and signing the principle researchers up to confidential contracts. In Europe, it was done by providing matching finance to the COST 244 grants, which effectively gave the companies veto power over what research would be conducted -- even when half came from government sources.

The WTR won't release a comprehensive report of the research they say they funded over the years. It is not clear where the idea that there were "50 studies conducted at 16 research labs" came from (The CTIA won't supply a list), or where the reporter got the idea that Carlo is "a lawyer who has a Ph.D. in pathology", (he has a degree in statistics from Buffalo University). But, given the generally high quality of Boston Globe reporting, it is doubtful that these were journalistic errors.

Die Bundesregierung bewertet in Ihrer Bundestagsdrucksache 15/1403 http://www.bmu.de/strahlenschutz/parl_vorgaenge/content/7880.php#antraege wie folgt: ... "Von besonderem Interesse ist hierbei eine Veröffentlichung zu Rindern (Löscher / Käs 1998), in welcher erheblich reduzierte Milcherträge, Auszehrung sowie spontane Fehl- und Totgeburten dokumentiert wurden. Von besonderer Relevanz sind die folgenden Sachverhalte: – Der Gesundheitszustand der Rinder verbesserte sich erheblich, nachdem sie auf Weideland gebracht wurden, das weit entfernt von dem Sendemast lag, verschlechterte sich jedoch sofort wieder bei Rückkehr an den alten Standort; – die negativen gesundheitlichen Effekte traten erst auf, nachdem auf einem Turm GSM-Mikrowellenantennen installiert wurden, der zuvor lediglich für die Übertragung (analoger) TV- und Radiosignale genutzt worden war."

"Auch in anderen Dokumenten wird von ähnlichen gesundheitlichen Auswirkungen auf Rinder berichtet (Firstenberg 2000). Schließlich wird über Rückgänge von Vogel- und Bienenpopulationen nach Inbetriebnahme neuer Basisstationsmasten berichtet. Das Auftreten negativer Effekte bei Tieren ist deshalb von besonderer Relevanz, weil dadurch deutlich wird, dass die Effekte möglicherweise real und nicht nur psychosomatischer Genese sind. Darüber hinaus könnte aus der oftmals höheren Elektrosensitivität von Tieren im Vergleich zum Menschen gefolgert werden, dass die bei Tieren innerhalb eines relativ kurzen Zeitraumes aufgetretenen gesundheitlichen Probleme darauf hindeuten, dass eine Langzeitexposition beim Menschen ähnliche Folgen haben könnte."
