What The 'Torture Memos' Reveal:

In the Spring of 1941, as Nazi Germany was preparing to invade the Soviet Union, Adolf Hitler issued an infamous edict which has become known as the "Commissar Order," to govern the conduct of German armed forces on the Eastern Front. This order provides a largely-unnoticed precedent for the "legal" rationalizations found in a number of hitherto-secret Bush Administration legal memoranda, which have recently come to light.

Statement from Cindy Sheehan on the Indictment and Resignation of Lewis 'Scooter' Libby

[ please forward widely ]

October 28, 2006:

''While the indictment and resignation of Lewis 'Scooter' Libby is a welcome development but, the responsibility for lying to the American people and targeting critics and dissidents needs to go all the way up the chain of command. Scooter Libby was clearly one of the administration's attack dogs unleashed on opponents of this fraudulent war, but he serves higher masters. This administration continues to wage a war based on lies, a war that has taken the lives of 2,000 Americans, including my son, and the lives of tens of thousands of innocent Iraqis. This indictment reinforces the growing calls in this country and around the world to end the occupation, bring our troops home and hold those responsible accountable for their crimes. Let this serve as a springboard to put the war on trial and bring our troops home now.''

How Has it Come to This?

On November 2nd, one year after an election that saw more 'irregularities' than any in recent history, I will be leading a march to the streets to drive out the Bush regime! For me, a 65 year old retiree, who has believed in the orderly transition of power and reasoned argument in the public forum, I can tell you that this is a radical departure from my pattern of support for and trust in our system.

When our vote is taken away or made meaningless, as has now happened, our reality in America is changed in a fundamental way. No longer can we, the citizens, hold those in government accountable for their actions. That is what has happened in America, I am now certain, after examining the many studies done following this election. We now must face the terrible fact that we are ruled by a regime that claims a mandate to do as they please, when in fact they represent an illegitimate and criminal tyranny over us.

And look what they have done with that unchallenged power: Established torture as a policy of interrogation; instituted concentration camps around the world where those simply accused are sent to languish with no defense or hope of exoneration; illegally invaded a country based on fabricated intelligence, killing many thousands of innocents and turning the entire world community against us; pillaged our treasury and transferred untold wealth to their cronies, supporters and our largest corporations; devastated our environment by removing all protections that guard the very life support system of our planet. The list is long.

We face huge crises in the near future as our oil runs out and global warming crashes down on us. Many feel we have only a decade during which we can face these great dangers squarely and still hope to save ourselves. This regime is wasting our much needed grace period by ignoring and exacerbating these threats.

The World Can't Wait! We cannot face the challenges of our times until this gang of unchecked zealots who are driving our country over a cliff to its doom are driven from power, and a new direction can be charted for our country and world.

If our votes no longer count, we are left with the one vote that does count, he vote we make with our feet. I implore you, join with me and the many millions in America who see this great threat to our common future, and come into the streets and the town squares on November 2nd across America, and, with one voice, say loudly to these illegitimate leaders in Washington: NO! HIS REGIME DOES NOT REPRESENT US! AND WE WILL DRIVE IT OUT! THE WORLD CAN'T WAIT!

Cheney Told Aide of C.I.A. Officer

Notes Show

By DAVID JOHNSTON, RICHARD W. STEVENSON and DOUGLAS JEHL
October 24, 2005
The New York Times

WASHINGTON, Oct. 24 - I. Lewis Libby Jr., Vice President Dick Cheney's chief of staff, first learned about the C.I.A. officer at the heart of the leak investigation in a conversation with Mr. Cheney weeks before her identity became public in 2003, lawyers involved in the case said Monday.

Notes of the previously undisclosed conversation between Mr. Libby and Mr. Cheney on June 12, 2003, appear to differ from Mr. Libby's testimony to a federal grand jury that he initially learned about the C.I.A. officer, Valerie Wilson, from journalists, the lawyers said.

The notes, taken by Mr. Libby during the conversation, for the first time place Mr. Cheney in the middle of an effort by the White House to learn about Ms. Wilson's husband, Joseph C. Wilson IV, who was questioning the administration's handling of intelligence about Iraq's nuclear program to justify the war.

Lawyers involved in the case, who described the notes to The New York Times, said they showed that Mr. Cheney knew that Ms. Wilson worked at the C.I.A. more than a month before her identity was made public and her undercover status was disclosed in a syndicated column by Robert D. Novak on July 14, 2003. [...] Read it all at http://tinyurl.com/8afb5

The Net is anarchy: keep it that way

By Chris Berg
Comment
October 24, 2005
theage.com.au

The internet, long seen as a neutral realm free of government interference, is now hot political property. Not surprisingly, therefore, both the European Union and the United Nations are now trying to grab control of the internet. This has major consequences for business and for individuals.

Since 1998, a non-profit organisation named ICANN (Internet Corporation for Assigned Names and Numbers) has been responsible for managing and coordinating the internet's domain names. ICANN ensures that what is typed in the address bar matches the site trying to be accessed. Such an organisation is necessary to ensure the stability and growth of the internet.

At the moment, the internet is an ungoverned, unregulated, anarchic medium — merely a mutual agreement between computer users all around the world to connect to each other in a certain way. Given this blank slate, business and innovation has thrived online. Business to business commerce has exploded over the past few years. In Australia, 31 per cent of businesses reported placing orders over the internet in 2004. This will grow as business uptake of broadband intensifies.

Until now, ICANN's role has been merely to facilitate and smooth this explosion of internet activity. [...] Read more about efforts to bring the internet "under control" at http://tinyurl.com/b4mwc

Bernanke to head Fed

Market likes decision to appoint Bush adviser as Greenspan's successor. But he will face challenges

By Paul R. La Monica, CNN/Money senior writer
October 24, 2005: 3:03 PM EDT

NEW YORK (CNN/Money) - President Bush on Monday nominated Ben Bernanke to succeed Federal Reserve Chairman Alan Greenspan, whose term is set to expire at the end of January.

Bernanke, currently chairman of the president's Council of Economic Advisers and a former Fed governor, was widely considered one of the leading candidates for the job. [...]

"The U.S. government has a technology, called a printing press (or, today, its electronic equivalent), that allows it to produce as many U.S. dollars as it wishes at essentially no cost," Bernanke said in remarks to the National Economists Club in Washington in November 2002.

"By increasing the number of U.S. dollars in circulation, or even by credibly threatening to do so, the U.S. government can also reduce the value of a dollar in terms of goods and services, which is equivalent to raising the prices in dollars of those goods and services," he said. TAMIFLU GILEAD CHAIR WAS RUMMY

NEWS AND ANALYSIS
Friday, October 21, 2005
FreeMarketNews.com

Readers can be helpful, and one just wrote in to inform us of a link that we had never imagined - Donald Rumsfeld, until he resigned and joined the Bush Administration, was the chairman of something called Gilead which just happened to make something called Tamiflu.

Now anyone who hasn't been on Mars for the last month or two, knows that there were only two things that were going to stop the human version of bird flu. One was a bird flu vaccine (which probably would work better if you were a bird) and the other was something called Tamiflu. Yes, that Tamiflu. In such short supply that the hundreds of millions of orders that have been pouring into Gilead probably won't be filled for another 12 months or so. But everyone has got to have it because somehow or other it became established that Tamiflu really worked.

This was the party line, anyway, for about a week, until word began trickling back in that maybe Tamiflu didn't work. In fact, the word on Tamiflu has always been positive at first and then eventually negative. It's a kind of pattern. We even find corroboration of it here on the Democrats.com, in what appears to be either a chat room or news roundup as follows, "Rummy was CEO of Gilead Sciences until named to the Bush cabinet and, like Cheney, still has ties that bind to the 'old company.' Now isn't it an 'amazing coincidence' that the drug Tamiflu patented by Gilead Sciences is being pushed by the National Institutes of Allergies and Infectious Diseases as the NUMBER ONE choice for flu, which, wonder of wonders, is sweeping through in one epidemic after another." Powerful Government Accounting Office report confirms key 2004 stolen election findings by Bob Fitrakis & Harvey Wasserman October 26, 2005

As a legal noose appears to be tightening around the Bush/Cheney/Rove inner circle, a shocking government report shows the floor under the legitimacy of their alleged election to the White House is crumbling.

The latest critical confirmation of key indicators that the election of 2004 was stolen comes in an extremely powerful, penetrating report from the General Accounting Office that has gotten virtually no mainstream media coverage.

The government's lead investigative agency is known for its general incorruptibility and its through, in-depth analyses. Its concurrence with assertions widely dismissed as "conspiracy theories" adds crucial new weight to the case that Team Bush has no legitimate business being in the White House.

Nearly a year ago, senior Judiciary Committee Democrat John Conyers (D-MI) asked the GAO to investigate electronic voting machines as they were used during the November 2, 2004 presidential election. The request came amidst widespread complaints in Ohio and elsewhere that often shocking irregularities defined their performance.

According to CNN, the U.S. House Judiciary Committee received "more than 57,000 complaints" following Bush's alleged re-election. Many such concerns were memorialized under oath in a series of sworn statements and affidavits in public hearings and investigations conducted in Ohio by the Free Press and other election protection organizations.

The non-partisan GAO report has now found that, "some of [the] concerns about electronic voting machines have been realized and have caused problems with recent elections, resulting in the loss and miscount of votes."

The United States is the only major democracy that allows private partisan corporations to secretly count and tabulate the votes with proprietary non-transparent software. Rev. Jesse Jackson, among others, has asserted that "public elections must not be conducted on privately-owned machines." The CEO of one of the most crucial suppliers of electronic voting machines, Warren O'Dell of Diebold, pledged before the 2004 campaign to deliver Ohio and thus the presidency to George W. Bush.

Bush's official margin of victory in Ohio was just 118,775 votes out of more than 5.6 million cast. Election protection advocates argue that O'Dell's statement still stands as a clear sign of an effort, apparently successful, to steal the White House.

Among other things, the GAO confirms that:

1. Some electronic voting machines "did not encrypt cast ballots or system audit logs, and it was possible to alter both without being detected." In other words, the GAO now confirms that electronic voting machines provided an open door to flip an entire vote count. More than 800,000 votes were cast in Ohio on electronic voting machines, some seven times Bush's official margin of victory.

2. "It was possible to alter the files that define how a ballot looks and works so that the votes for one candidate could be recorded for a different candidate." Numerous sworn statements and affidavits assert that this did happen in Ohio 2004.

3. "Vendors installed uncertified versions of voting system software at the local level." 3. Falsifying election results without leaving any evidence of such an action by using altered memory cards can easily be done, according to the GAO.

4. The GAO also confirms that access to the voting network was easily compromised because not all digital recording electronic voting systems (DREs) had supervisory functions password-protected, so access to one machine provided access to the whole network. This critical finding confirms that rigging the 2004 vote did not require a "widespread conspiracy" but rather the cooperation of a very small number of operatives with the power to tap into the networked machines and thus change large numbers of votes at will. With 800,000 votes cast on electronic machines in Ohio, flipping the number needed to give Bush 118,775 could be easily done by just one programmer.

5. Access to the voting network was also compromised by repeated use of the same user IDs combined with easily guessed passwords. So even relatively amateur hackers could have gained access to and altered the Ohio vote tallies.

6. The locks protecting access to the system were easily picked and keys were simple to copy, meaning, again, getting into the system was an easy matter.

7. One DRE model was shown to have been networked in such a rudimentary fashion that a power failure on one machine would cause the entire network to fail, re-emphasizing the fragility of the system on which the Presidency of the United States was decided.

8. GAO identified further problems with the security protocols and background screening practices for vendor personnel, confirming still more easy access to the system.

In essence, the GAO study makes it clear that no bank, grocery store or mom & pop chop shop would dare operate its business on a computer system as flimsy, fragile and easily manipulated as the one on which the 2004 election turned.

The GAO findings are particularly damning when set in the context of an election run in Ohio by a Secretary of State simultaneously working as co-chair of the Bush-Cheney campaign. Far from what election theft skeptics have long asserted, the GAO findings confirm that the electronic network on which 800,000 Ohio votes were cast was vulnerable enough to allow a a tiny handful of operatives -- or less -- to turn the whole vote count using personal computers operating on relatively simple software.

The GAO documentation flows alongside other crucial realities surrounding the 2004 vote count. For example:

The exit polls showed Kerry winning in Ohio, until an unexplained last minute shift gave the election to Bush. Similar definitive shifts also occurred in Iowa, Nevada and New Mexico, a virtual statistical impossibility.

A few weeks prior to the election, an unauthorized former ES&S voting machine company employee, was caught on the ballot-making machine in Auglaize County

Election officials in Mahoning County now concede that at least 18 machines visibly transferred votes for Kerry to Bush. Voters who pushed Kerry's name saw Bush's name light up, again and again, all day long. Officials claim the problems were quickly solved, but sworn statements and affidavits say otherwise. They confirm similar problems in Franklin County (Columbus). Kerry's margins in both counties were suspiciously low.

A voting machine in Mahoning County recorded a negative 25 million votes for Kerry. The problem was allegedly fixed.

In Gahanna Ward 1B, at a fundamentalist church, a so-called "electronic transfer glitch" gave Bush nearly 4000 extra votes when only 638 people voted at that polling place. The tally was allegedly corrected, but remains infamous as the "loaves and fishes" vote count.

In Franklin County, dozens of voters swore under oath that their vote for Kerry faded away on the DRE without a paper trail.

In Miami County, at 1:43am after Election Day, with the county's central tabulator reporting 100% of the vote - 19,000 more votes mysteriously arrived; 13,000 were for Bush at the same percentage as prior to the additional votes, a virtual statistical impossibility.

In Cleveland, large, entirely implausible vote totals turned up for obscure third party candidates in traditional Democratic African-American wards. Vote counts in neighboring wards showed virtually no votes for those candidates, with 90% going instead for Kerry.

Prior to one of Blackwell's illegitimate "show recounts," technicians from Triad voting machine company showed up unannounced at the Hocking County Board of Elections and removed the computer hard drive.

In response to official information requests, Shelby and other counties admit to having discarded key records and equipment before any recount could take place.

In a conference call with Rev. Jackson, Attorney Cliff Arnebeck, Attorney Bob Fitrakis and others, John Kerry confirmed that he lost every precinct in New Mexico that had a touchscreen voting machine. The losses had no correlation with ethnicity, social class or traditional party affiliation---only with the fact that touchscreen machines were used.

In a public letter, Rep. Conyers has stated that "by and large, when it comes to a voting machine, the average voter is getting a lemon - the Ford Pinto of voting technology. We must demand better."

But the GAO report now confirms that electronic voting machines as deployed in 2004 were in fact perfectly engineered to allow a very small number of partisans with minimal computer skills and equipment to shift enough votes to put George W. Bush back in the White House.

Given the growing body of evidence, it appears increasingly clear that's exactly what happened.

GAO Report

Am I electrosensitive?

Hello Joanne,

I have most of the electrosensitivity symptoms and after searching in internet I found your mail and the letters from Dr. Johansson. I am asking myself does it means that I am electrosensitive too and if yes must I contact some specialists here in Quebec (Montreal)? I think if I speak with my GP he will think that I am crazy, because the people who do not suffer from this do not believe it to be true, right? Thank you for sharing your info!

Response to "Anonymous" re "Am I electrosensitive?"
by Joanne C. Mueller - 10-30-05:

Dear Anonymous:

The first thing I need to say is that "I am not an expert" and that any information I provide is based on 14 years of EMF/EMR research as well as "being a victim of EMR pollution" for over 30 years.

Having said that, however, I am very happy to share information about myself, my family, my guinea pig studies and the information and knowledge I have acquired. I am also glad to share "suggestions" that often come across as "recommendations." All such exchanges should be viewed as "friend-to-friend"/"victim-to-victim" as opposed to medical/legal advice. You are wise to search the net and evaluate the available information as it pertains to you.

Your question and your own conclusion about contacting specialists is pretty much "accurate." It does sound tho as if you may not have consulted with your GP and/or been treated for many of your "symptoms" whether promoted/caused by EMF/EMR or something else???

I can send you a list of 2-3 pages of our family's health problems -- several "rare and unusual" but as you already know, "a direct approach" of saying "I found this and that" along with stating "I am suffering this and that, what do you think? [to any doctor] will not normally be acknowledged by any medical person as being a meaningful or a legitimate medical concern.

We activists are waging a battle against the WHO (World Health Organization) to replace (Coordinator of Occupational and Environmental) -- Dr. Michael Repacholi -- a petition for removal because his work appears to be "biased" possibly due to industry involvement.

Omega see under: http://omega.twoday.net/stories/877606/

The EMF RAPID Interagency Report (U.S.) has never been presented to Congress and I am challenging and have been doing so, for the release of that information to the public. Until these things happen and the WHO designates an ICDM Code, medical doctors are not able to bill for a diagnosis of EHS and/or separate brain cancer, Leukemia or other diseases as to "chemically promoted," EMF/EMR-promoted," etc.

This means pretty much that "symptoms" are billed and treated one-by-one possibly combined with one or two others for a probable "misdiagnosis" in many cases.

I do not know what EMF/EMR exposure you suspect may be causing your ES/EHS symptoms although many appear to be affected just from overall exposures throughout homes and workplaces (what EMF Guru, Roy Beavers, referred to as "our Blue World" see http://www.emfguru.org for access to his website and blog).

If your concerns are primarily those of wireless and/or cell tower placement/proximity, you may want to check out information on http://www.energyfields.org If you type "Microwave Syndrome" on your search bar, you will bring up very important information. Likewise, typing "Robert Riedlinger" on your search bar will bring up information re his ES as it relates to comunications' antennae.

Problems with high frequencies on electrical wiring are explained, along with recommendations to reduce most of this problem can be found by going to http://www.electricalpollution.com . This site also has information re improvements in blood sugar levels, Multiple Sclerosis and more. You will be interested in the work of Dr. Magda Havas of Peterborough, Ontario in this regard.

Dr. Louis Slesin of "Microwave News," has an excellent site with lots of very important information. Go to http://www.microwavenews.com

There are many other important sources of information but I would need to know a little more about your situation in order to further direct you. In the Minneapolis, Minnesota area where I live, we do have Alternative Medicine Practitioners who are helping ES/EHS sufferers. Dr. Adiel Tel Oren http://www.ecopolitan.com/drteloren is one you may find helpful through information provided on his site.

In the meantime, you should make sure you do not have any electrical appliances/devices close to the head of your bed. Those who are qualified to make recommendations in this regard, suggest a distance of 3-4 ft. for anything like an electric clock, electric clock radio, power supply for cordless phone, other telephone equipment, fans, electric blankets and especially electric meters (be concerned about electrical items on walls opposite head of bed). I can tell you from my experiences that moving such items to the other side of the room yield significant, positive results that have been documented by medical tests (albeit, the "tests" do not acknowledge or refer to EMF/EMR exposures with the exception of my work re the guinea pig studies). Best wishes to you and take care - Joanne

Italian PM Says He Warned Bush against Iraq War

After accusations that the Italian intelligence agency may have created the forged Niger yellow-cake documents at the center of the Libby indictment, and facing falling poll numbers, Italian PM Berlusconi says that he tried to persuade President Bush not to invade Iraq. Italy still has about 2900 troops in Iraq.

Hundreds of Howard U. Students Greet Laura Bush With Protest Threatened With Arrest, Students Refuse to Back Down

http://www.answercoalition.org
http://answer.pephost.org/site/News2?abbr=ANS_&page=NewsArticle&id=7247

On Thursday, October 27, hundreds of Howard University students greeted Laura Bush with a militant protest against the war in Iraq, the criminally negligent and racist conduct of the federal government in response to Hurricane Katrina and cuts in education.

Holding signs that read, "2000 Dead, End Occupation: Palestine, Afghanistan, Iraq, Haiti…, Money for Education Not War," the students began their demonstration at 11am in protest of Laura Bush's presence on the Howard University campus.

The demonstration was led by Youth and Student A.N.S.W.E.R. and Cimarrones, a progressive Black Student Union of Caribbeans, Central and South Americans, as well as various other campus organizations such as Howard University Student Association
(HUSA), Howard Amnesty International and Ubiquity.

The demonstration turned into a confrontation as university officials working with Secret Service and DC Police threatening to arrest the students unless they moved. "They are trying to force us to disperse or at least move back 30 feet, but we in the Black community have been told to move for 300 years," said Eugene Puryear, a coordinator of Youth and Student A.N.S.W.E.R and Howard sophomore.

The Howard University demonstration was one of hundreds that took place in cities, towns, college campuses and high schools across the country.

As the number of U.S. troops killed in Iraq hits the 2,000 figure, A.N.S.W.E.R.

Coalition members and supporters and other organizations came out in local protests against the illegal and criminal war and occupation in Iraq. These local protests came on the heels of the September 24 demonstration, when more than 300,000 people surrounded the White House in a sea of protest. On September 24, the A.N.S.W.E.R. Coalition also held large-scale protests in San Francisco, Los Angeles and Seattle.

The gruesome number of U.S. war dead paes in comparison to the loss of life suffered by Iraqis. Public opinion in the United States has decisively turned against the war in Iraq just as it turned against the war in Vietnam three decades ago. U.S. troops should be brought out of Iraq immediately. The people of Iraq should be paid reparations for the wholesale destruction of their country and the staggering loss of human life. Bush, Cheney and other officials in the Bush administration should be held accountable for their criminal conduct.

Youth and Student Strategy Session

Youth and Student A.N.S.W.E.R. organizers Caneisha Mills and Eugene Puryear - two of the main organizers of the Howard University protest - will be in New York City on November 6th to take part in a public strategy session for youth and student activism. Caneisha traveled to New Orleans with the ANSWER delegation directly following Hurricane Katrina, and will also report on her experiences there.

Swedish Environmental High Court Judgment: Mobile masts and aerials for 3G constitute an environment dangerous activity

Swedish Environmental High Court Judgment: Mobile masts and aerials for 3G constitute an environment dangerous activity

Through the Environmental Court of Appeal (2005-10-12 case no: M 7485-04) it has now been determined that mobile masts and aerials for 3G constitute an environmentally dangerous activity according to the Environment chapter. Such activity will therefore have to happen in accordance with the chapter’s paragraphs and general consideration rules.

Background:

The question became topical in connection with the company Swedish UMTS-NET. Ltd appeal against an order from Miljönämnden in Landskrona about submitting information about the precise location of masts and aerials for 3G-mobiltelecommunication. According to the council’s view, aerials and masts for mobile telecommunication are covered by the environment chapter’s definition on environmentally dangerous activity. The council is then monitoring authority and can to prescribe an activity practical to submit all the information and documents that are needed for the monitoring.

The company appealed against the councils decisions to the County council for Skåne counties. The county council considered that aerials and masts for mobile telecommunication are an environmentally dangerous activity in the Environment chapter’s sense since it can not be said for certain that the electromagnetic radiation from the frequencies in question is harmless for people's health.

The company appealed against the County council’s decisions to The Environmental Court in Växjö district. The court considered, unlike the County council there was not a question of environmentally dangerous activity in the Environment chapter sense, since the radiation from base stations for mobile telecommunication is too weak, and according to current scientific findings, cannot harm the environment. That meant that aerials and masts for mobile telecommunication were not covered by the Environment chapter and that Miljönämnden in Landskrona did not have a right to conduct monitoring on the masts with the support of the Environment chapter.

The environment board in Landskrona appealed against Miljödomstolens decisions to Environmental Court of Appeal at Svea court of appeal. Environmental Court of Appeal established that an activity can be environmentally dangerous even if it is not dangerous for the environment. It is sufficient that the activity can mean a risk for harm to the environment, in order to be considered a environmentally dangerous activity in the Environment chapter’s sense. No actual effect needs to occur. It is enough if there is a risk for effect. Although the risk for harmful health effects caused by the radiation from mobile masts is small, it must be considered to constitute a risk for impact on the environment, the court stated. The court referred to experimental surveys of experiments on animal that, show that radio frequencies or non-ionizing radiation can cause behaviour changes and disturbances in body functions. Here, it is unclear which research was the court had in mind. The court referred further to a statement by Swedish Radiation Protection Authority in the script “Radiation from base stations for mobile telecommunication” (2001: 3), that accepted that threshold values are exceeded at a few meter’s distance straight in front of the aerial's beams. Environmental Court of Appeal considered further that there exists risk because mobile masts can give course to psychic dread at nearby residential homes. Causing dread as a result of an activity is a form of lawlessness (illegality) that is covered by the environment chapter’s definition of environmentally dangerous activity.

Conclusion:

The Environmental Court of Appeal has thus laid down the law, that mobile masts and aerials for 3G are a environmentally dangerous activity according to the Environment chapter. It should be pointed out that the installation and use of mobile masts and aerials are not a condition duty activity, according to the chapter.

For such activity’s a planning permission is required, according to the planning law.

According to the current Environment chapter each town or rural area council has the responsibility for monitoring of non-condition duty peak activity. The council has a right to request the information needed in order to conduct the monitoring. It is also important to remark that the decision does not give any lead as to which protection measures etc. will be required for masts and aerials or if any such are required.

Radiation from mobile + telecommunications masts:

A base station for mobile telecommunication can concurrently work at several different frequency channels within its respective frequency band. For GSM-telecommunication the number of channels varies, normally between one and six, depending on how many members the station will serve. The “send-effect” is usually of the magnitude of 10 W/channel. One telephone call uses such a frequency channel less than 1/8 of the time. Such a base station sends thus with the biggest “send-effect” when it concurrently serves eight telephone calls on each of its frequency channels. The total “send-effect” amounts to a maximum of approximately 100 W.

Smaller base stations indoors, in sport halls, galleries and tunnels have in general low ”send-effect” and is not discussed more here.

UMTS will use two types of base stations, one with send-effect of 20W/channel, mostly in urban areas, and 20W/channel in rural areas.

In theory 3 channels can be used, but in real life only one channels will be utilized.

As the masts/aerials mostly send their radiation beams straight forward, the effect will not be uniform in all directions. Most of the radiation is sent in a straight forward direction, while only a small amount of radiation is sent from the side lobes.

It is important to take considerations for this when calculating the radiation around the mast.

Common for all directions applies that the radio frequencies intensity subsides quickly with increased distance.

At distances further than approximately 5 m from the aerial the radiation subsides (W/m2) with the square of the distance from the actual mast/aerial. If the distance f.ex is three times further away the radiation becomes nine times weaker. Radiation power on ground level near a mast with a high placed aerial is low because the aerial has strong direction effect. Such an aerial gives maximum radiation at ground level at a distance of 50-300 m from the mast. There the peak radiation there is low because of the W/m² of the distance.

Regards.

Agnes.

Freeze on all phone masts near schools

JOHN BURNS

THE Office of Public Works has ordered that no more mobile phone masts be erected near schools until a review of radiation has been carried out by officials. The operators of a transmitter near St Mary's College in Rathmines, Dublin, have been told to switch it off until an inter-departmental committee examining the health effects of electromagnetic radiation has finished its work.

Tom Parlon, the minister in charge of the OPW, announced the measures in a letter last week to Chris Andrews, a Fianna Fail representative who had raised concerns about the transmitter on Ardee House in Rathmines, used by the Central Statistics Office. "Despite the fact that we are absolutely confident this installation complies in all respects with the relevant safety guidelines, the OPW is aware of a continued level of unease over such installations being sited in the vicinity of schools for young children," Parlon said. "Recently the cabinet approved the setting up of (the committee), which is charged with investigating all the scientific data available and, if necessary, (to) issue recommendations for revised guidelines for telecoms installations." Parlon has also told a telecom company not to proceed with a mast on a government building in Sligo. Up to 500 civil servants working there planned to go on strike if three antennae were erected, citing concerns about their own health and that of 37 children in a nearby creche. An OPW official said: "We granted a licence to a telecom operator for the mast but that's now on hold. That and Ardee House are the only ones we've had representations on." The government's move will be welcomed by campaigners who claim that people living close to masts can experience ill-health. They say electrosensitivity, a condition where people suffer headaches, nausea and muscle pains when exposed to electromagnetic fields from masts or pylons, is becoming more common. Andrews said: "I would hope the committee will quickly issue recommendations for revised guidelines. Up to now masts were erected on public buildings without the need to apply for planning permission, provided they were under two metres and notification was sent to the local authority 28 days beforehand. This is crazy, particularly when many experts express caution. "I am happy that the phone companies are being forced to listen to the genuine concerns of the community. Comreg, the communications regulator, monitors only 40% of all sites. This isn't good enough. Residents and school children must be protected." Earlier this year a joint Oireachtas committee recommended that planning exemptions be examined with a view to ensuring that no electromagnetic emissions be allowed near health centres, schools, playgrounds, sports pitches or other sensitive areas. Two weeks ago a protest was mounted outside Cork University Hospital demanding the removal of O2 and Vodafone phone mast equipment attached to the building. Better Environmental and Safer Telecommunications, a campaign group, said it was highly irresponsible for a hospital to facilitate mobile phone operators by allowing antennae on their buildings. There are now over 5,000 dedicated mobile phone sites in the republic and this may double in the next decade. Mobile phone operators say the level of radiation emitted from masts is well below the international guideline. The government earns up to €500,000 a year by allowing transmitters on public buildings.

Libby's Indictment

A Window Into the White House Cesspool:

If Libby goes to trial, you can bet that the potential witness list will include Cheney, Rove, Rumsfeld, Hadley, Rice, maybe Bush, and a whole host of high-ranking neo-con underlings (Wurmser, Hanna, Feith, et al.). Libby -- and Cheney and Rove -- definitely would not want that to happen.

Indictment Gives Glimpse Into a Secretive Operation

----------

(The Bush administration seems to be disintegrating as we watch. The DeLay indictment was featured here on Cuban television, as has the Libby indictment, the Miers nomination and withdrawal and much more are being followed consistently in the Cuban media. All of this provides powerful educational material for the public in Cuba. Each days news lately features images of Bush flashing his copy of the Bush "transition" plan to bring capitalist "freedom" to the Cuban people. Cubans have plenty of reason to complain of life's daily trials and tribulations, of course. And while none of Bush's troubles put a single grain of rice on a single Cuban table, those who imagine that the Cuban government exaggerates when it talks about the blockade and the kidnapping of the five receive steady reminders from the US media of the nature of the regime in Washington campaigning to bring capitalism back to Cuba.

(While not central to the Libby indictments and the scandal about the outing of Valerie Plame, Cuba remains an element of continuing importance because of the way Washington continues to stubbornly use, and openly defend its use, of the US-occupied military base at Guantanamo as place where it has the LEGAL RIGHT to do things to its capitives which it wouldn't have the legal right to do if they were held on the territitory of the United States itself.

("Mr. Addington, still Mr. Cheney's counsel, has been a major participant in debates within the administration about the treatment of terror suspects, and whether those held at the American facility in Guantánamo Bay, Cuba, should face military tribunals.")

October 30, 2005 The Vice President's Office Indictment Gives Glimpse Into a Secretive Operation By DOUGLAS JEHL http://www.nytimes.com/2005/10/30/politics/30indict.html

WASHINGTON, Oct. 29 - Over a seven-week period in the spring of 2003, Vice President Dick Cheney's suite in the Old Executive Office Building appears to have served as the nerve center of an effort to gather and spread word about Joseph C. Wilson IV and his wife, a C.I.A. operative.

I. Lewis Libby Jr., the vice president's chief of staff, was charged Friday in an indictment that provides a rare glimpse inside a vice presidential operation that, under Mr. Cheney, has been extraordinary both for its power and its secrecy. The indictment also leaves unanswered some questions about the way the vice president's office responded to Mr. Wilson and his criticism of the administration's case for going to war in Iraq.

Mr. Libby is the only aide to Mr. Cheney who has been charged with a crime. But the indictment alleges that Mr. Cheney himself and others in the office took part in discussions about the origins of a trip by Mr. Wilson to Niger in 2002; about the identity of his wife, Valerie Wilson; and whether the information could be shared with reporters, in the period before it was made public in a July 14, 2003, column by Robert D. Novak.

The indictment identifies the other officials only by their titles, but it clearly asserts that others involved in the discussion included David Addington, Mr. Cheney's counsel; John Hannah, deputy national security adviser; and Catherine Martin, then Mr. Cheney's press secretary.

Mr. Addington and Mr. Hannah in particular were powerful forces within the administration, and like Mr. Cheney and Mr. Libby, they had often been at odds with the C.I.A. before the war in Iraq.

Mr. Hannah, Mr. Addington and Ms. Martin have all declined to comment, citing legal advice. The fact that they were not named in the indictment suggests that they will not be charged, but all can expect to be called as witnesses in any trial of Mr. Libby, setting up a spectacle that could be unpleasant for the administration, in part because their own actions could be questioned.

That Mr. Cheney and his office sparred with the C.I.A. before the invasion of Iraq has never been a secret. Mr. Cheney and Mr. Libby made repeated trips to C.I.A. headquarters in Langley, Va., in the months before the American invasion in March 2003, and Mr. Libby was often on the phone with senior C.I.A. officials to challenge the agency's intelligence reports on Iraq. A principal focus, former intelligence officials say, was the question of whether Al Qaeda had had a close, collaborative relationship with Saddam Hussein's government, an argument advanced publicly by Mr. Cheney but rejected by the C.I.A. intelligence analysts.

The antipathy felt by Mr. Cheney and Mr. Libby toward Mr. Wilson, in the aftermath of the invasion, has also long been known. But the events spelled out in the 22-page indictment suggest a far more active, earlier effort by the vice president's office to gather information about him and his wife.

The indictment tracks a period in the spring of 2003, at a time when the American failure to find illicit weapons in Iraq meant that the administration's rationale for war was beginning to unravel, and when early reports about Mr. Wilson's 2002 trip, which had not yet identified him by name, raised questions about whether the White House should have known just how weak its case had been, particularly involving Iraq and nuclear weapons.

By any measure, the indictment suggests that Mr. Libby and others went to unusual lengths to gather information about Mr. Wilson and his trip. An initial request on May 29, 2003, from Mr. Libby to Marc Grossman, the undersecretary of state for political affairs, led Mr. Grossman to request a classified memorandum from Carl Ford, the director of the State Department's intelligence bureau, and later Mr. Grossman orally briefed Mr. Libby on its contents.

Later requests appear to have prompted C.I.A. officials, on June 9, to fax classified information to Mr. Cheney's office about Mr. Wilson's trip, which Mr. Wilson made on behalf of the C.I.A. to investigate reports that Iraq had struck a deal to acquire uranium from Niger for use in its nuclear weapons program.

Mr. Cheney himself is alleged to have shared details about the nature of Ms. Wilson's job with Mr. Libby, on June 12. The indictment says that Mr. Libby first shared information about Mr. Wilson's trip with a reporter, Judith Miller of The New York Times, on June 23; but it also describes discussions involving Mr. Libby, Mr. Addington, Mr. Hannah, Ms. Martin and White House officials, about whether the information could be shared with reporters.

Among the discussions, the indictment says, was one in mid-June, in which Mr. Libby is said to have told Mr. Hannah that there could be complications at the C.I.A. if information about Mr. Wilson's trip was shared publicly. It is not clear how Mr. Cheney may have learned "from the C.I.A." that Ms. Wilson worked in the agency's counterproliferation division, a fact that meant she was part of the C.I.A.'s clandestine service, and that she might well be working undercover.

Lawyers in the case say that notes taken by Mr. Libby indicate that detail was provided to Mr. Cheney by George J. Tenet, who was the director of central intelligence at the time, but several former intelligence officials say they do not believe that Mr. Tenet was the source of the information.

Many questions remain unanswered in the indictment. The special counsel, Patrick J. Fitzgerald, said that Ms. Wilson's affiliation with the C.I.A. had been classified, but he did not assert that Mr. Libby knew that she had covert status, something the prosecutor would have had to prove to support a charge under the Intelligence Identities Protection Act.

It is not clear, for example, what guidance, if any, Mr. Cheney gave to Mr. Libby about whether or how to share information about Mr. Wilson's trip with reporters. Among their discussions, lawyers in the case have said, was one on July 11, 2003, on a trip to Norfolk, Va., that preceded by a day what two reporters, Ms. Miller and Matthew Cooper of Time magazine, have said were conversations in which Mr. Libby mentioned Mr. Wilson's wife.

Beyond Mr. Cheney's office, some of the government officials involved in the discussions have yet to be identified. It is not clear from the indictment, for example, who faxed the "classified information from the C.I.A." about Mr. Wilson's trip to the vice president's office on June 9, or which "senior C.I.A. officer" provided further information to Mr. Libby on June 11.

Another question is whether Mr. Libby made appropriate use of the top-level briefings provided to him by the C.I.A. The indictment says that Mr. Libby complained to a C.I.A. briefer on June 14 that C.I.A. officials were making comments critical of the Bush administration, and that he mentioned, among other things, "Joe Wilson" and "Valerie Wilson" in the context of Mr. Wilson's trip to Niger. Also still unclear is how Ms. Martin, the press secretary, may have learned in June or early July that Mr. Wilson's wife worked at the C.I.A. The indictment says that Ms. Martin learned the information from "another government official" and shared that information with Mr. Libby.

Mr. Grossman, who served under Colin L. Powell, left the government in January and is now a private consultant. Mr. Addington, still Mr. Cheney's counsel, has been a major participant in debates within the administration about the treatment of terror suspects, and whether those held at the American facility in Guantánamo Bay, Cuba, should face military tribunals. Mr. Hannah, a Middle East specialist, was a main liaison between the vice president's office and Ahmad Chalabi, who as an Iraqi exile was a major force in urging the administration toward war.

Mr. Hannah and Mr. Libby were also the main authors of a 48-page draft speech prepared in January 2003 that was intended to make the administration's case for war in Iraq before the United Nations. The draft was provided to Mr. Powell before his speech to the Security Council on Feb. 5, 2003. But most of its contents were cast aside by Mr. Powell and Mr. Tenet, who ultimately rejected many claims related to Iraq, its weapons program and terrorism as exaggerated and unwarranted.

Fitzgerald's Libby High Five Puts the Focus on Iraq

The five counts against Scooter Libby is a high five for those of us who have been saying (ad nauseum, ad infinitum) that the heart of Plamegate has always been the way this administration did everything in its power to cover up the lies and deceptions it used to lead us into a reckless and unnecessary war.
