Mobilfunk: Politik, Pressearbeit und Medienadressen für Salzburg

Weiterleiten erwünscht !

Da ich in der letzten Zeit in Gesprächen mit Medienvertretern einige Male gehört habe, dass sich viele Initiativen oder Betroffene nicht mit den Medien in Kontakt setzen bzw. sie nicht über ihre Aktivitäten und Probleme informieren, anbei eine Liste der wichtigsten Medien-Adressen für den Salzburger Raum.

Bitte wer kann, die Anregung aufgreifen und wenn möglich ähnliche Medienlisten für andere Bundesländer erstellen und weitermailen.

Da überregionale Medien nicht über lokale Senderproteste berichten, ist diese Art der Vernetzung sehr hilfreich. Damit kann sichtbar werden, wie groß der Unmut der betroffenen BürgerInnen im ganzen Land bereits ist.

So würde es den EntscheidungsträgerInnen in "Wien" möglicherweise schwerer fallen, die mehr und mehr besorgten BürgerInnen zu überhören.

Man wird ja auch von allen Seiten immer auf den Mangel an Möglichkeiten der Handhabe der lokalen PolitikerInnen in Stadt und Land erinnert und auf die Gesetzgebung und die Ministerien verwiesen. Da wäre es auch möglich eine neue Argumentationsrichtung zu wählen und LokalpolitikerInnen zu bitten sich erstens selbst zu positionieren und ähnlich wie in Bischofshofen, Murau, Bad Aussee, etc. Resolutionen oder Petitionen (mit)zumachen, und zweitens ihre jeweiligen parteizugehörigen Parlamentarier und Spitzenpolitiker anzufragen sich in Sachen Mobilfunk zu positionieren und entsprechende Anträge bei den gesetzgebenden Gremien einzubringen.

Für unsere Bemühungen um vorsorgenden Gesundheitsschutz und Aufklärung über mögliche Risiken, ist es äusserst wichtig, öffentlich auf die Probleme, auch auf die eigene Situation hinzuweisen, weil nur dann mit Nachdruck ein nötiges Bewusstsein der Verantwortlichen aus Politik und Wirtschaft auf die Situation gelenkt wird.

Es empfiehlt sich auch originelle Aktionen zu machen, weil damit die Aufmerksamkeit und das Interesse der Medien am ehesten zu wecken ist. Transparente mit einer klaren Botschaft, Beteiligung von Groß und Klein, etc.

Bei einer Meldung an die Medien ist nach meiner Erfahrung vorteilhaft zu beachten:

WER macht WANN WARUM und WIE WAS, kurz und bündig!

Medieninformationen vor einer Aktion sollten nie zu viele Details enthalten, da sonst die Gefahr besteht, dass einige schon vorher kurz berichten und dadurch die anderen Medien weniger Interesse haben, da die "Story" schon veröffentlicht wurde.

Immer auch telefonisch Kontakt mit den zuständigen Medienvertretern aufnehmen, und nach gesendeten Ankündigungen nachtelefonieren, ob sie diese bekommen haben usw.

Bei einer Aktion am besten selbst Digitalfotos machen.

Nach der Aktion wenn möglich gleich selbst einen prägnanten, sachlichen Bericht über die Aktion schreiben, an die Medien senden und die FOTOS dazu anbieten.

Diese Vorschläge sind nicht als Belehrung, sondern als Anregung gedacht.

Würde mich über weitere Anregungen freuen.

Im Vorfeld der Sitzung der Welthandelsorganisation (WTO) über den Handel mit Dienstleistungen am Freitag haben 153 Organisationen in einem gemeinsamen Brief an die Verhandlungsdelegationen und das WTO-Sekretariat scharfe Kritik geäußert. Das Dienstleistungsabkommen (GATS) sei "in erster Linie gestaltet, um Investorenrechte zu schützen". So stünden "essentielle Dienste und das Leben von Millionen von Menschen" auf dem Spiel. Die Organisationen befürchten, dass Bereiche wie Wasserversorgung und Gesundheitssysteme kommerzialisiert werden und nur noch Menschen mit genügend Geld zur Verfügung stehen. Unter den Unterzeichnern befinden sich neben diversen nationalen Attac-Gruppen auch die Gewerkschaft für Erziehung und Wissenschaft (GEW) und Greenpeace International. Die Unterzeichner schrieben, unter den derzeitigen Bedingungen sollten die Entwicklungsländer ihre weitere Beteiligung an den Verhandlungen in Frage stellen.

Im US-Gefangenenlager Guantánamo Bay wird gefoltert. Dafür hat die UNO nach eigenen Angaben verlässliche Informationen. UN-Menschenrechtsexperten kritisierten, sie hätten seit über drei Jahren trotz mehrfacher Anfragen keinen Zugang zu dem Gefangenenlager erhalten. Auch die internationale Menschenrechtsorganisation amnesty international (ai) sieht die Folter jetzt als erwiesen an, teilte sie am Freitag mit. Die US-Regierung müsse jetzt offen legen, wie viele Menschen sie an welchen Orten der Welt unter Missachtung der Menschenrechte festhalte, forderte amnesty. "Wir wissen, dass Guantánamo nur die Spitze des Eisbergs ist", erklärte die Organisation. Es gebe "ein ganzes Archipel" von US-kontrollierten Gefangenenlagern. We can add a new chapter to the Bush Administration's war on free speech as it was revealed yesterday that an Al Jazeera cameraman has been in custody for three years at Guantanamo Bay. Al-Hajj a Sudanese national was arrested in Afghanistan in 2001 and has remained in prison without being charged for 4 years. Is this what Rumsfeld breezily refers to as the "worst of the worst"? Shut Down Guantanamo

"The best thing Washington can now do about this national shame is to shut it down." Editorial in The New York Times, Sunday, June 5, 2005

No, they're not talking about the White House.

The national shame they were referring to is the U.S. run prison camp at Guantanamo Bay. Guantanamo has become a symbol around the world of the Bush Administration’s arrogant disregard for the most basic of human rights.

As part of their so-called war on terror, the Bush Administration has shipped prisoners to Guantanamo in order to keep them out of the reach of law. Prisoners are being held there indefinitely, without access to lawyers (even though the Center for Constitutional Rights won a Supreme Court decision a year ago that allows lawyers access to detainees at the camp). Abuse and even torture are routine, and the Koran has even been desecrated.

In the past few weeks there has been a growing call to close this prison camp. United for Peace and Justice supports that call: Guantanamo must be shut down. Abu Ghraib must be shut down. All of the illegal detention centers and prisons the U.S. is running in places around the world must be shut down. And the practice of sending prisoners to other countries where torture is routinely used (they called this the rendition policy) must end!

Now is the time for action. Here are some ideas of things you can do:

** Activities During the July 4th Holiday
United for Peace and Justice is supporting the call from an ad hoc coalition of individuals and organizations (including playwright Eve Ensler, Gloria Steinem, The Center for Constitutional Rights, Code Pink, Not In Our Name, the ACLU, The Culture Project, WEDO and others) for people around the United States to use July 4th activities as an opportunity to raise this issue. In cities and towns around the country people are planning to stage rallies, do dramatic readings, hold vigils and do other public events that highlight the need to shut down Guantanamo. This group has produced designs of American flags that say "Torture Is Immoral and Unpatriotic, Shut down Guantanamo". Circulate this message to the members of your group or organization and send it along to other groups that might be interested. Help us spread the word: Torture is wrong. Guantanamo must be shut down. It's time to end the war in Iraq!

** Build for September 24-26
To bring about a dramatic change in U.S. foreign policy, including closing down Guantanamo, we need to broaden and strengthen the movement for peace and justice. In all of your organizing activities this summer, we urge you to promote the massive three-day mobilization against the war in Washington, D.C. being planned for September 24-26. This major outpouring of anti-war sentiment has the potential to definitively shift the political momentum away from the present policies of war and occupation, and to build and energize the anti-war movement in a major and decisive way. When Amnesty International described the U.S. detention facility at Guantanamo Bay as "the gulag of our times," the Bush administration and its supporters took extreme offense. They decried Amnesty for daring to compare Guantanamo to Stalin's camps where political prisoners were either summarily executed or slowly starved and worked to death. Guantanamo, the Bush administration claimed, was a bastion of human rights and necessary for the protection of the U.S. Regardless of whether Amnesty abused its creative license in describing Guantanamo as a gulag, it is interesting how literally Bush and his apologists took the remark. Applying an interpretive standard of strict construction, Bush & Co. were aghast that a heretofore respectable human rights organization would relegate itself to the dust bin of irrelevance by leveling such incendiary and unwarranted criticism at Bush and his stalwart defense of these United States. If, however, one applies that same standard of strict construction to Bush's remarks leading up to the U.S.-led invasion of Iraq, an unfortunate picture emerges. It is a picture of the President of the United States employing the tools of deception and exaggeration to trick a wounded nation into embarking upon an unnecessary, unwarranted, and unwinnable war against a nation that had not done us any demonstrable harm and was incapable of doing so...

Colourful opposition to Orange

Wakefield Today

CONCERNED residents will fight plans to boost the power of a mobile phone base station on top of a block of flats in Wakefield.

Operator Orange is proposing to upgrade its facilities on the roof of Gill Syke House, off Thornbury Road, to cater for third-generation services.

But residents and councillors are opposed to the move and fear the health implications of boosting the station’s signal to four times its current strength.

Gill Syke House resident Jean Abbott, 60, said: “It’s ridiculous. These antennas and microwave dishes are only four feet from my bedroom. We opposed this base station when they first proposed it, taking it to the courts, but we didn’t get anywhere.

“There’s already one microwave dish on there but now they are proposing four more.”

Mrs Abbott said she never wanted the base station on the roof, she said it was a “monstrosity”.

Coun Bill Sanders, representing Wakefield West, said: “I have been contacted by various people about this plan all concerned about the possible health risks. There are several schools in the vicinity and Mike Waddington of Cathedral High School has expressed his concerns about the plans.”

He is opposed to the plans along with fellow Wakefield West councillors John Colley and Tory group leader Mike Walker.

Coun Colley said there were already telephone masts dotted around Lupset and Thornes and believed this plan was unnecessary.

Mr Waddington, acting headteacher at Cathedral High School, on Thornes Road , said: “On behalf of all connected with our school, I feel the need to register concern regarding the proposed upgrade to the mobile phone base station.”

RESIDENTS are delighted plans for a mobile phone mast have been withdrawn.

More than 200 people in the Stanney Lane area of Ellesmere Port expressed opposition to the scheme.

But when it came to be discussed by borough planners, they were told it had been formally withdrawn.

Jonathan Edwards, for Vodafone, said: 'It may be we have to resubmit it at this location but, before this becomes the case, we will consider the alternatives with you.'

Eric Bowler, who helped organise a public meeting last month against the proposal, welcomed the withdrawal of the scheme.

But he said: 'Vodafone are looking for alternative sites so we've got to be vigilant and, if they come back here, we will oppose it again.'

Vodafone had wanted a 13.5m column with three antenna, an equipment cabinet and associated works near Underwood Drive.

But residents, worried about the health effects of having the mast near their homes and Stanney High, campaigned vigorously against it.

As well as the public meeting, they gathered a 103-name petition and a letter signed by 83 people. These were all sent to the council, with letters on behalf of 17 other homes.

PLANS for a phone mast were rejected by councillors after long discussions of the potential health risks.

The mast would have stood 50ft above the ground on Sutherland House, Sutherland Road, Walthamstow, a 1950s commercial building bordering on an industrial area.

However the site is surrounded by residential properties and towers above both Willowfield School and Hillyfield Primary School.

When residents heard of Vodafone's plans during the Easter holidays, they mounted a campaign to fight it, fearing the possible health impact on schoolchildren and women attending a nearby antenatal clinic.

Residents Against the Mast (RAM) collected signatures on a petition and several residents sent individual letters of objection.

Helen Schafer, of Sutherland Road, spoke at the planning committee meeting and said: "I realise I am by no means alone in feeling sceptical about probable health risks.

"Two schools were not informed by the council and one made its objection to Vodafone clear.

"Many parents of both schools have not been informed and have no clue their children's health is in danger."

Higham Hill councillors Peter Woollcott and Sean Meiszner spoke out against the mast, highlighting the 200 homes planned for the site of the old mill, only yards away from the proposed mast.

A spokesman for Vodafone claimed the radiation towards nearby schools and homes would be only "a small amount" and complied with Government guidelines, so the planning committee could not reject the mast on health grounds and rejected it on the basis of adverse visual impact on the area.

Seven councillors rejected the plans and only two voted in favour of the mast.

Campaigners have been dealt a blow after a planning inspector agreed to allow a mobile phone mast to be installed in Norwich - once it has been painted light green.

Planners at Norwich City Council initially threw out proposals from 3, formerly Hutchinson 3G, to build a 12.5 metre slim-line mast at the junction of Gipsy Lane and Farrow Road, Norwich, because they deemed it an eyesore.

In July 2004 the Evening News reported how concerned families fired off more than 20 letters of objection about the application, which they felt they were not consulted about.

But the communications giant 3, formerly Hutchinson 3G, has had its appeal against the decision upheld by a Government planning inspector who visited the site last month.

“No development shall take place until after the development has been painted in accordance with a colour scheme to be approved in writing by the local planning authority,” said the inspector responsible for the report.

Householders claimed they only heard about the application after they got a letter from the Green Party asking them to object.

“I'm very disappointed,” said Helen Smith, a mum-of-one from Gipsy Lane, who was one of a number of people in the area to have opposed the application.

“We do walk down that road quite a bit just past it to walk the dog. I'm concerned that it's near to the electricity sub-station and what the cumulative effects might be.”

Mike Wensley, 69, who lives on Earlham Road near to the mast, was another person to have campaigned against the mast.

His wife, Eileen, 66, said: “We've just come back from holiday and didn't know all this was happening.

“We're both against it because it can make a lot of difference to us - both of us are not happy about it to put it mildly, it can cause a lot of problems.”

Rupert Read, a city councillor for Wensum ward where the mast will be sited, was influential in helping form the campaign against the mast in the first place.

“I feel furious and I think it's absolutely disgraceful,” said Mr Read. “One of the things that it shows is that the powers we have as local councillors and residents to stop these masts being put up are far too limited.”

Mr Read said the laws needed to be changed to give local authorities the power to stop masts springing up.

The Evening News has campaigned against the installation of mobile phone masts near to homes and schools until it is proved they are safe.

“We're pleased that the planning inspector has made that decision,” said Mike Davies, community affairs manager for 3.

A TOTAL of 363 South Birmingham residents have signed a petition to protest at the controversial proposal to build a mobile phone mast in Rednal.

And, in addition to the signatures, more than 50 people turned up to a special meeting on Tuesday (June 21) at St Stephen's Church to voice their concerns.

The action relates to an application by T-Mobile to build an 18.7metre mobile phone mast on the corner of Lowhill Lane and Lickey Road which residents feel be a blot on the landscape.

Joanne Davey, a member of the group, said: "There has been an awful lot of concern from residents who think it will spoil the appearance of the local area.

"There are schools, nurseries and around 400 houses in the surrounding area and everyone will be forced to look at it on a daily basis.

"And we are also concerned that it will become another area for kids to hang out in and graffitti."

MP Richard Burden was unable to make the meeting due to parliamentary business in London, but sent a representative on his behalf.

"I am also pleased that local councillors were there - it is very important that the council takes into consideration what residents have to say on matters such as these, and listen to their views,” he added.

The deadline for letters against the proposal was June 22, but this has now been extended to Wednesday (June 29).

A T-Mobile spokesperson said it recognised that one of its biggest challenges was minimising the impact on the environment.

"When a new mast is needed, we try to reduce the impact on the local environment with sensitive siting, innovative design, and where appropriate landscaping.

"We are always conscious of local wildlife and conversation," he added.

A Birmingham City Council spokesperson said the application was being considered and if it was going to committee it would probably be on July 7.

RESIDENTS living near a proposed mobile phone mast site are seeking an urgent meeting with the company after fears the development could be hazardous to their health.

The issue was discussed at a meeting of the town's planning committee on Monday (June 20) and it was decided no decision should be taken until all interested parties had met.

Members of the planning committee resolved not to give approval to the development. But if a public meeting is not held before July 18, the last day on which the council can make a decision, the application will automatically be granted.

T-Mobile want to build a station and 12-metre 3G mast at the Texaco garage on Old Birmingham Road, Lickey, close to Lickey Hills nursery school.

Officers said 163 letters of objection had been received from irate residents opposed to the plans and a petition with 14 signatures from the nursery.

Committee members expressed concerns that as it was classed as a permitted development, the only reason they could refuse the application would be an objection to where it was situated.

Coun Jean Luck said local people had very deep concerns over the proposals and all members agreed to delegate powers to officers to arrange a meeting.

Coun Roger Hollingworth said: "We should stand with the people of Bromsgrove and reject this application and let the Government decide."

T-Mobile spokesman John Shaughnessy said they had looked at alternatives but regarded the option with a replica telegraph pole as a suitable solution.

"The weight of world-wide scientific evidence is that there is no link between these base stations and the health of the community," he said.

FAMILIES' delight at the removal of a mobile phone mast next to a primary school was short lived after another sprung up in its place just hours later.

Campaigners and parents have battled to get the mast on the roof of AAP Consulting of Union Drive, Boldmere, taken down.

They thought they had won the fight when planning chiefs ordered its removal.

But after pulling down the offending mast, AAP director Stephen Alexander simply put another up and started the whole application process again.

And there was nothing the residents could do because he was exploiting a loophole in planning regulations.

The AAP building is next to the St Nicholas RC Primary School in Jockey Road and parents fear that masts so close could harm children.

Government watchdogs have advised caution against siting masts next to schools.

AAP has repeatedly ignored the pleas and petitions and has previously tried to place masts on the roof of his building by telling planners they are mounting poles for security cameras.

Sutton Coldfield Labour activist and local resident Dr Rob Pocock said: "It's simply no good relying on planning law to restrict masts.

"We have a total merry-go-round with the Union Drive case, the condemned mast is replaced by a temporary affair and we have to go right back to step one again.

"There needs to be a firm and clear legal exclusion zone for masts in the wide vicinity of sensitive areas such as schools, not on planning grounds but on the potential risk to children's health," he added.

Mr Alexander did not reply to calls from the Evening Mail.

THE principal of Barry Technical College is to arrange a meeting with the college's governing body to discuss the long-term future of a mobile-phone mast in the grounds.

Orange, which owns the mast, is proposing to share it with telecommunication rivals Vodafone and 02.

This would mean adding six additional antennae to the structure.

A drop-in session, organised by Orange, was held at Barry College on Thursday, June 16, to enable local residents to express their concerns about the mast to company representatives.

Barry College principal Paul Halstead, who was at the drop-in session, said: "When I first heard about the mast share proposal, I wrote to Orange to object on the basis of the uncertain risk to health - and I still think there is an uncertain risk to health.

"What I intend doing now, is take this to Barry College 's governing body and discuss it, and the long-term future of the mast."

Most of the people who attended the meeting were residents of nearby estate The Heathers, who have been campaigning for several weeks against the Orange mast-share proposal.

After the meeting, one campaigner, Bill Homer, said: "I'm glad that we have been able to give our point of view.

"They listened politely to what we had to say but I'm sure their attitude is that they will get the planning permission anyway."

A spokesman for Orange said: "Following on from the discussions at the meeting, a number of points have been raised.

"Orange will, wherever possible, endeavour to resolve these outstanding concerns."

"While Orange does still intend to submit an application for the proposed site share, we will only do so after we have responded to the residents' main concerns."

As an East Finchley resident who lives within 100 yards of Holy Trinity Church and the site of the proposed telephone mast, I am disappointed with your report (June 16) that there has been no response from the vicar, the Rev Laurence Hill, to protests. I have known him for over 20 years and have previously found him to be very responsive to community concerns.

In the meantime, remarks attributed to Mr John Horsley, QS4 project manager, are only inflaming the situation by trying to belittle the cause of those who are opposed to a potential health hazard that will further encourage the deployment of already over-used mobile phones.

Mr Horsley has also queried the motives of our MP, Rudi Vis.

Dr Vis's conscientious attention to issues such as this which affect his constituents was a major reason why he was returned to Parliament for Finchley and Golders Green in May of this year.

Around 40 residents have joined forces after operator O2 lodged a planning application for the roadside mast, which would be erected on the pavement between GKN Sheepridge Social Club and West View Road on Newbold Road.

They have vowed to bombard Chesterfield Borough Council planning chiefs with letters of objection and have set about collecting hundreds of signatures on an anti-mast petition.

Kaz Undrell, whose West View Road home is 40m from the propsed site, said: "O2 have already applied for a few sites in Newbold – and have been turned down for every one.

"The mast they are tallking about here will be twice the height of the surrounding trees and over 40 residents have already held a meeting to voice their opposition.

"Most people are worried about the health implications of putting a mast close to their homes; others are worried about the aesthetic appearance of the mast; and some fear its roadside location will prove dangerous if there is an accident."

Mrs Undrell, spokeswoman for the campign group, said mobile phone operators should look at upgrading and sharing existing masts before building new ones in residential locations.

She added: "We are very hopeful that the borough council will listen to public opinion. Nobody knows how safe these masts are and in our book unsure is unsafe."

A Chesterfield Borough Council spokesman said no date had yet been fixed for the application to be heard.

He added: "All representations will be considered by planning commitee in the determination of the application along with local and national planning policies on the location of telecom equipment."

Fears over potential health risks of mobile phone masts have split town councillors. Norton Radstock Town Council has been asked to consider an application for a radio base station with three antennae in First Avenue, Westfield. It has been recommended for rejection by the majority of the councillors on the grounds that the risks remain uncertain.

Cllr Chris Cray (Ind, Westfield) said: "Although there is no residential housing near, there are quite a few people who work on the estate who are very concerned regarding their welfare and health, because nothing has been proved.

"I have always been against them in principle because I think they do cause and can cause harm to anyone, which was proved when they said don't let children under eight use them. We have continually objected in this council chamber when they want to put them around here. This is in the middle of a huge estate, but there are people working there."

The application from Hutchinson 3G UK has also met with opposition because councillors believe there are already enough antennae to supply the companies.

However, some disputed Cllr Cray's fears as mere speculation.

Cllr Flyff McLaren (Lab, Redfield) said: "People have looked for risks and haven't found them. It is silly to say they should go where no-one else is: if you put them where no-one is, it is not going to be any good for the phones."

Cllr Rob Appleyard (Lab, Westfield ) pointed out that an industrial estate like Westfield was full of radio transmitting equipment, and lent itself to a site where a mast would not need to be within a building.

He said: "As residents, we can readily choose to put a satellite dish on the side of our house to receive satellite signals from broadcasts, which are more focused into a house than a telephone mast, which is very much higher and from which the signal is dissipated."

The most recent official report on mobile phones and health was published in January by the National Radiological Protection Board, updating an early report published in 200 by the UK Independent Expert Group on Mobile Phones and Health, chaired by Professor Sir William Stewart.

The main conclusion was that there is no hard evidence at present that the health of the public, in general, is being affected adversely by the use of mobile phone technologies.

But uncertainties remain and a continued precautionary approach to their use is recommended until the situation is further clarified.

Burgess is a real s... . In emails to me he's questionned all the evidence on masts and water fluoridation I've sent him. When I mention the precautionary principle I get stonewalled.

Council Leader Bodfish - well known and unpopular supporter of water fluoridation and cynical about mast campaigners. Has failed to vote for anti fluoridation and mast democratisation Motions which thankfully were passed by the Council anyway.

Hawkes and Elgood are I think on our side,.

Recently appointed Brighton Mayor Bob Carden was recently promoted from Chair of the Planning Committee where he always waved masts through whenever he had the casting vote and voted against the phone mast Motion. And the same paper which published this arerticle has done nothing but kiss his b... since he took office.

Moves to offer council-owned sites for new mobile phone masts have been thrown out.

Brighton and Hove City Council's Labour leadership had hoped to authorise six sites in the city for use by mobile operators in an attempt to control the location of the masts.

The suggested sites, all on council-owned property, were in Norton Road car park, Dyke Road Avenue, Goldstone Crescent, Mile Oak Road, Hollingdean Depot and Saunders Hill.

Finance councillor Simon Burgess said: "If we oppose all masts on our land we must accept the consequences which could be inappropriately-placed masts elsewhere in the city, closer to schools and residential properties.

"It's a terribly difficult issue but sometimes we have to be responsible."

If accepted, the move would have represented a change of policy for the council, which until now has chosen to deal with each mast on a case by case basis in planning committee.

But at yesterday's meeting of the policy and resources committee, opposition councillors joined together to reject every suggested site, despite having been warned by a council lawyer that their decision would leave mobile companies with the option of appealing by county court application or judicial review.

Liberal Democrat leader Paul Elgood said: "If we were to support them it would send out the wrong message to residents.

"I will be voting against all of them. We as the landlords have no obligation to take the masts."

Coun Elgood added that while he had received several letters and petitions against phone masts, he was yet to receive a letter complaining about a weak phone signal.

He said later: "This is a warning to the telecommunications industry that the city doesn't want a forest of mobile phone masts close to homes and schools and we will continue the fight against every application."

Labour's education councillor Pat Hawkes rebelled by voting against proposed mast sites in Saunders Hill and Hollingdean, both of which are in her own ward of Hollingbury and Stanmer.

After all six mast sites were rejected, council leader Ken Bodfish accused members of hypocrisy for using mobile technology while refusing to offer sites for masts.

He said: "It's a chaotic situation and the cost to the council could be quite considerable."

Im Vorfeld der heutigen Sitzung des WTO-Rates für den Handel mit Dienstleistungen haben 153 Organisationen aus der Zivilgesellschaft in einem gemeinsamen Brief an die Verhandlungsdelegationen und das WTO-Sekretariat scharfe Kritik an den Verhandlungen zum Dienstleistungsabkommen (GATS) geübt. "Das GATS ist in erster Linie gestaltet, um Investorenrechte zu schützen und die Liberalisierung der Dienstleistungsmärkte zugunsten ausländischer Dienstleistungskonzerne festzuschreiben", so die Analyse der unterzeichnenden Initiativen, zu denen neben Attac-Sektionen aus 16 Ländern auch Gewerkschaften (z.B. GEW) und Umweltorganisationen (z.B. Greenpeace International) gehören.

Unter den derzeitigen Bedingungen sollten die Entwicklungsländer ihre weitere Beteiligung an den Verhandlungen in Frage stellen, so die Organisationen: "Essentielle Dienste und das Leben von Millionen Menschen stehen auf dem Spiel."

Für den 24. Juni ist in Genf am Rande des WTO-Rates auf Initiative der EU ein Treffen hochrangiger Repräsentanten der einflussreichsten WTO-Länder geplant. Fernab öffentlicher Diskussionen soll aus einem exklusiven Zirkel eine "Core-Group" für den raschen Fortgang der GATS-Verhandlungen gebildet werden. Nach internen Informationen sollen dabei Änderungen des Verhandlungsmodus durchgesetzt werden. Statt wie bisher auf freiwillige Angebote zur Marktöffnung zu setzen, sollen die Mitgliedsstaaten nun gezwungen werden, ihre Angebote mit einem Liberalisierungs-Mindestniveau abzugeben. "Dieses exklusive Treffen zeigt wieder, dass die EU mit allen Tricks die Liberalisierung im Interesse der Konzerne vorantreibt - gegen die Interessen der eigenen Bevölkerung und auf Kosten der Entwicklungsländer", sagte Johannes Lauterbach von der Attac-WTO-AG.

Das WTO-Dienstleistungsabkommen GATS (General Agreement on Trade in Services) hat die Liberalisierung aller Dienstleistungen zum Ziel. Durch massiven Druck aus der Zivilgesellschaft hat die EU vorerst kaum Angebote bei der öffentlichen Daseinsvorsorge (Wasserversorgung, Gesundheit, Bildung, Kultur) gemacht, übt jedoch massiven Druck auf Länder des Südens aus, ihre Märkte zu öffnen. Was das für die Menschen bedeuten kann, zeigen Erfahrungen in Lateinamerika und Afrika: Privatisierte Trinkwasserversorgung führte zu steigenden Preisen und sinkender Qualität.

Aber auch innerhalb Europas sind Dienstleistungen und öffentliche Daseinsvorsorge durch die GATS-Verhandlungen gefährdet. Ziel der laufenden Verhandlungen ist es auch die Möglichkeiten zur staatlichen Regulierung von Dienstleistungen einzuschränken.

Attac fordert den sofortigen Stopp der GATS-Verhandlungen und eine unabhängige Untersuchung ihrer Auswirkungen.

Bauhöhe gilt auch für Anlagen

Stadtrat will die rechtlichen Möglichkeiten der Gemeinde beim Entscheid über Mobilfunk-Antennen ausschöpfen

Der Stadtrat will das Wiler Baureglement so abändern, dass künftig die maximale Höhe nicht nur für Bauten, sondern auch für Anlagen vorgeschrieben ist. Unter «Anlagen» fallen auch Antennen.

Der Stadtrat will diesen Spielraum ausschöpfen, indem er das Baureglement so ergänzt, dass die «Anlagen» (Antennen gehören zu diesen) analog zu den Bauten ebenfalls durch die Firsthöhe beschränkt werden. Da Anlagen oft auf dem Gebäudedach vorgesehen sind, wird eine zusätzliche Bestimmung aufgenommen, so dass auch Dachaufbauten die zulässige Firsthöhe nicht überschreiten dürfen. Mit solchen Höhenbeschränkungen sollen Mobilfunk-Antennen in Wohnzonen weitgehend faktisch ausgeschlossen sein.

Um zu verhindern, dass trotz der eingeleiteten Reglementsänderung - die 30-tägige Auflagefrist beginnt am Montag - noch weitere Baugesuche nach den bisherigen Vorschriften beurteilt werden, hat der Stadtrat über das ganze Gemeindegebiet eine so genannte «Planungszone» erlassen. Dies bedeutet, dass während des politischen und rechtlichen Verfahrens für die Reglementsänderung Baugesuche für Mobilfunk-Antennen nur dann bewilligt werden, wenn sie der Neuregelung bereits entsprechen.

Professor Wiesbeck irrt sich öffentlich!

Doch keine Entwarnung für Mobilfunkstrahlung!

Prof. Wiesbeck ist Professor für Hochfrequenztechnik und Elektronik an der Universität Karlsruhe. Außerdem ist er ein öffentlich bestellter und vereidigter Sachverständiger der Industrie- und Handelskammer Pforzheim auf dem Fachgebiet "Hoch- und Höchstfrequenztechnik". In einer öffentlichen Sitzung des Gemeinderats der Gemeinde Sinzheim hat Wiesbeck auf Einladung durch den Bürgermeister die Anwesenden über die gegenwärtig heftig diskutierte Beeinflussung der Gesundheit durch Mobilfunkstrahlung informiert.

Er behauptete, dass Mobilfunkstrahlung überhaupt nicht gesundheitlich schaden könne. Jede Studie, die dies behaupten würde, könne er aus dem Stand widerlegen. Die Eindringtiefe der Hochfrequenz in den Menschen wäre nämlich viel zu gering. Sie würde nur 3 mm betragen.

Die Gemeinderäte nahmen dies erfreut zur Kenntnis. Wegen der Äußerungen Wiesbecks bestand kein Grund mehr, sich irgendwelche Gedanken zu machen über einen vorsichtigeren Umgang mit der Aufstellung von Mobilfunksendern. Man konnte den Mobilfunkbetreibern hierbei getrost freien Lauf lassen. Entsprechende Entscheidungen des Gemeinderats folgten umgehend, nämlich keine Hinzuziehung eines medizinischen Sachverständigen und Abbruch der bereits begonnenen Standortplanung für Mobilfunksender. Zuvor hatte der Gemeinderat beschlossen, eine Bauleitplanung für Mobilfunksender zu erstellen. Eine Veränderungssperre war erlassen worden.

Die Bürgerinitiative Risiko Mobilfunk Sinzheim machte darauf aufmerksam, dass die Äußerungen Wiesbecks nicht dem aktuellen wissenschaftlichen Kenntnisstand entsprechen würden. Wiesbeck sah sich daraufhin gezwungen, eine schriftliche Richtigstellung durchzuführen.

Er erhöhte die von ihm genannte Eindringtiefe auf 6 mm und fügte seinem Schreiben an den Bürgermeister eine äußerst anspruchsvolle Veröffentlichung aus dem Ärzteblatt bei, aus der entnommen werden kann, dass die Eindringtiefe gewebeabhängig ist und tatsächlich bis zu 30 cm betragen kann. Wiesbecks Äußerungen im Gemeinderat entbehrten jeglicher Grundlage. Trotzdem tritt er weiterhin als Sachverständiger für Mobilfunk auf. Pikanterweise oft zusammen mit Vertretern der Firma Vodafone.

Harsche Kritik an Werner Wiesbeck

Aussagen des Professors unter die Lupe genommen

Siegfried Zwerenz von der »Bürgerwelle«, Dachverband der Bürger und Initiativen zum Schutz vor Elektrosmog, kritisierte im Gemeinderat Sasbach die Aussagen von Prof. Dr. Werner Wiesbeck vom Institut für Höchstfrequenztechnik und Elektronik der Universität Karlsruhe (TH) aus der Sitzung vom 11. Juli.

Sasbach (sp). »Niemand hat sich vor einer Entscheidung gedrückt, die Beschlüsse für das Vorgehen wurden im Gemeinderat einvernehmlich gefasst.« Mit dieser Feststellung und sichtlich erregt antwortete Bürgermeister Wolfgang Reinholz dem Bürger Siegfried Ratzel, der sich beim Tagesordnungspunkt »Fragen an den Gemeinderat und die Verwaltung« zum Thema Funkmast zu Wort meldete. Sein Anliegen war, auf das Grundproblem der ganzen Diskussion hinzuweisen, dass sich die Menschen Angst um ihre Gesundheit machen und in diesem Punkt klare Antworten haben wollen.

Angemerkt wurde, dass sich die Gemeinde bislang um dieses Kernproblem »gedrückt« hat und noch keinen unabhängigen medizinischen Experten hörte, der zu dieser Frage Stellung nimmt. »Wir werden uns wieder sprechen, wenn der nächste Betreiber kommt und einen Standort sucht«, meinte Siegfried Ratzel.

Das Argument »gedrückt« wollte der Bürgermeister nicht im Raum stehen lassen und verwies auf die Beschlusslage und das Vorgehen, das die Verwaltung mit den Gemeinderäten einvernehmlich abstimmte. Von Siegfried Beppler wurde aus dem Zuhörerkreis nachgefragt, wie Obersasbach versorgt wird. Offensichtlich ist es so, dass die Gemarkung von Standorten aus Lauf und Sasbachwalden versorgt wird, wie aus verschiedenen Äußerungen deutlich wurde. Ein klares »Nein« kam vom Bürgermeister, als er nach aktuellen Standortanfragen von anderen Betreibern gefragt wurde.

Wie am 11. Juli angekündigt, hat Siegfried Zwerenz von der »Bürgerwelle«, Dachverband der Bürger und Initiativen zum Schutz vor Elektrosmog, eine umfassende schriftliche Stellungnahme vorgelegt, in der er den Aussagen von Werner Wiesbeck vom Institut für Höchstfrequenztechnik und Elektronik der Universität Karlsruhe (TH) aus der Sitzung vom 11. Juli widersprach. So hatte er ausgeführt, dass ein Hauptteil der Sendeleistung aus Radio- und TV-Sendern komme und die Mobilfunksender nur einen ganz geringen Teil ausmachen. »Dies ist zwar richtig für die Sendeleistung, diese ist aber überhaupt nicht maßgebend für das, was insgesamt beim Menschen ankommt«, so Siegfried Zwerenz.

Untersuchungen in Österreich ergaben, dass 70 Prozent der Immissionen vom Mobilfunk kommen, der Rest stammt aus TV, Radio und anderen Funkdiensten. Als »unwahr« dargelegt und begründet wurden auch die Aussagen von Werner Wiesbeck, dass der Sender Hornisgrinde mit 360 kW stärker ist als alle Mobilfunksender in Deutschland beziehungsweise eines Betreibers. Kritisiert wurde ferner, dass Werner Wiesbeck den alten Vorsorgewert des Landes Salzburg (1000 Mikrowatt/ Quadratmeter) in einer Grafik als Grundlage hatte, der seit dem Februar 2002 nicht mehr gültig ist, der neue beträgt 10 Mikrowatt/Quadratmeter. »Damit waren die errechneten Belastungen aller möglichen Sendestandorte, die an diesem Abend (11. Juli) diskutiert wurden, unterhalb dieses Wertes.

»Völlig unseriös«

Als »völlig unseriös« bezeichnet es Siegfried Zwerenz, dass Werner Wiesbeck von einer Eindringtiefe der Hochfrequenz in den Menschen von drei Millimetern spricht und damit eine gesundheitliche Schädigung ausschließt. Nach Auffassung von Siegfried Zwerenz sind die drei Millimeter »völlig falsch«, denn Untersuchungen gehen von bis zu 30 Zentimetern aus. »Selbst wenn die drei Millimeter stimmen würden, dann haben wir sehr wohl innerhalb dieser drei Millimeter unzählige Nervenzellen und Nervenbahnen. Schneiden Sie sich mal drei Millimeter in die Haut oder gar ins Auge.«

Dass sich Werner Wiesbeck auch in Sachen kostenloser Amtshilfe »zu Gunsten der Betreiber irrte«, ist ein weiterer Kritikpunkt von Siegfried Zwerenz. So führt er an, dass Werner Wiesbeck für Gutachten »gut belohnt« wird. Der letzte Punkt betrifft den Pachtvertrag, der nach Meinung von Siegfried Zwerenz »gekündigt beziehungsweise aufgelöst« ist. »Deshalb kann hier kein Sender mehr gebaut werden.«

Every few years in recent memory, Congress gets together and passes a Constitutional amendment to outlaw flag desecration. The Senate ritually rejects it. Who knows how the state legislatures would vote if asked. I've burned an American flag. I helped retire one in an official ceremony at Boy Scout camp. When a flag is old and tired, this is the proper method of disposing of it. It is not considered unpatriotic, I suppose because those who solemnly retire the flag are not doing it because they hate America. Do protestors, the very, very few among them who burn the American flag, hate America? Is that why they do it? Who knows? I don't believe in hate crime legislation, and certainly not when the 'victim' is a piece of cloth. That the protected victim status would go to 'America' -- an abstraction with no readily stipulated definition -- only complicates the matter further...

Parents outraged at high school military recruitment

A little-known provision in the No Child Left Behind Act that compels public high schools to open their doors and pupil records to military recruiters has some parents, students and anti-war groups up in arms. 'We think most people were unaware of it,' Amy Hagopian, co-president of the Garfield High School Parent-Teacher-Student Association in Seattle and an active counter-recruiter in the school, said of the provision. Hagopian said parents are just becoming aware of the policy, which gives recruiters the same access to high school campuses and students' phone numbers and addresses as colleges and businesses have. Secret data on reactor inspections leaked to Internet

Confidential information on nuclear power plant inspections was posted on the Internet recently by a virus in the computer of an employee contracted to do the inspections, Mitsubishi Electric Co. said Thursday.

The leak was on data on seven nuclear power plants and 13 thermal and hydroelectric power plants, according to Mitsubishi Electric, which named subsidiary Mitsubishi Electric Plant Engineering Corp. as the contractor in question.

The 20 facilities are run by 12 companies.

The seven nuclear power plants are located in Hokkaido, Fukui, Kagoshima and Saga prefectures and are run by the Hokkaido, Kansai and Kyushu electric power companies and Japan Atomic Power Co.

The leaked data do not contain any information that compromises the security of nuclear material, including details on reactors or how the facilities are guarded, Mitsubishi said.

The computer was apparently infected by a virus that propagates through Winny, a Japanese peer-to-peer file-sharing program, Mitsubishi said.

The leak was about 40 to 50 megabytes -- the equivalent of 30 floppy disks.

The data included several years' worth of inspection reports and manuals, as well as photos from the inspections and health data on workers at the power plants, it said.

A Mitsubishi Electric spokesman said the incident is "truly regrettable" and noted the company is investigating.

"Our company is stepping up management of confidential information and will take steps to prevent a similar incident at the company as well as affiliated concerns," he said.

Chief Cabinet Secretary Hiroyuki Hosoda acknowledged the data leak and said the government has launched its own investigation.

It has not been determined whether "a leak of critical, important information concerning protection of nuclear materials" occurred, the government's top spokesman said. But nuclear plants are important facilities subject to antiterrorism measures, and the government will strengthen management of nuclear information and publicize how the information was leaked once the probe is concluded.

The data are believed to have leaked from the computer of a maintenance management engineer at the Mitsubishi subsidiary, according to the Mitsubishi Electric spokesman.

The engineer used his own computer when inspecting the power plants, and the data are thought to have been leaked through Winny, which was installed in his computer. A virus can apparently cause Winny to send data to other computers on the Internet.

Much of the data is categorized as "industrial secret" or "classified for business purposes," and includes e-mail to the engineer's boss detailing progress on the inspections, according to the spokesman.

A Kepco spokesman said information on regular inspections of the No. 3 reactor at Mihama and the No. 4 reactor at Oi was leaked, including a list of reactor components supplied by Mitsubishi Electric for the Mihama plant.

"Given the nature of his duties, he is not supposed to have information on nuclear materials, so there was no leak of information that would cause problems for protection of nuclear materials," he said.

The Nuclear and Industrial Safety Agency said it will summon officials of the utilities to report on details on the leak and whether it could compromise safety.

QOLQEPUNKU GLACIER, Peru -- One recent moonlit night high in the Peruvian Andes, about 200 men dressed in furry cloaks and woolen masks trekked up to a glacier whose ice is said to have magical healing properties.

In the past these men, called ukukus after the word for bear in the local Quechua language, cut and hauled down large blocks of ice to share with family, friends and livestock as part of an annual Catholic pilgrimage known as El Señor de Qoyllur Rit'i that usually draws about 40,000 worshipers to a dizzying 16,000 feet above sea level.

These days, cutting ice is all but taboo. "We used to take ice, but now it's prohibited," said Darwin Apaza Año, a broad-faced ukuku from the province of Anta.

The bear-men say their sacred glacier is disappearing. Over a period of two decades, its edge has drawn back 600 feet along the boulder-strewn slope leading to the church in the valley below, according to people here. Even compared with last year, the glacier is noticeably smaller.

That's a worrisome portent for locals who still worship snowcapped mountains as gods, or apus. It's out of concern for the apu living here, the bear-men say, that they have decided not to take any more blocks of ice.

Although few on this remote mountaintop are aware of it, the demise of this Andean ice-cutting ritual is likely the result of global warming. The United Nations says rising temperatures are causing glaciers to recede throughout the world, with some of the most pronounced effects on relatively rare patches of ice in countries like Peru that lie within the tropics.

An ukuku hauls a block of mountain ice near Cuzco, Peru, in 1999. The tradition is disappearing along with Peru's glaciers.

A study by the Peruvian government in 1997 found that the country's glaciers had shrunk by more than 20% over 30 years. The National Commission on Climate Change in Lima now predicts that Peru could lose all its glaciers below 18,000 feet in elevation in the next 10 years. Within 40 years, they may all be gone.

Amid Peru's high mountains, where locals scratch a living from potatoes and alpaca wool, most people have little idea that changes to their climate may be caused by global warming. As debate rages in industrialized countries over how to control the problem, it is people living in remote regions like the Andes and in the Arctic who are the first to feel the impact of climate change.

The cosmological implications of the missing snow are clear to people here. According to local myth, when the snow disappears from the tops of the mountains, it will herald the end of the world. "That's what the farmers say. But I believe it, too," said Ramón Salizar Flores, a shopkeeper in the southern city of Cuzco who last made the 10-hour trip to Qoyllur Rit'i six years ago.

Qoyllur Rit'i, which means "resplendent snow" in Quechua, likely started out hundreds of years ago as a rite to the apus, said Jean-Jacques Decoster, who teaches precolonial history at the University of Cuzco, located in the onetime capital of the Inca empire. Later, in 1780 as tradition has it, Jesus appeared on the mountain in the guise of a little blond boy.

"When Spaniards had difficulty converting the populace, they invented a miracle," said Enrique Vera Farfan, a tour guide who is also a dancer in one of dozens of troupes that parade nonstop around the mountainside, accompanied by noisy brass bands.

Today Catholic and pagan traditions are fused, an effect known as syncretism. For instance, the glacial ice is deemed to be holy water, and it is also still revered as the apu's semen, good for fertilizing Pacha Mama, or Mother Earth. "It's the same thing," Mr. Vera explained between gulps of coca-leaf tea.

Until recently, a highlight of the festival was when the ukukus carried down heavy blocks of ice tied to their backs. Some of the ice found its way 100 miles northwest to Cuzco's cathedral. Other pieces were distributed on the spot as a healing elixir.

The ukukus first started to get worried about the ice about 1993, said Carlos Flores Lizana, a former Jesuit priest who ran the Qoyllur Rit'i sanctuary at the time. The mystical bear-men, who consider themselves guardians of the snow, worried that taking ice might be causing it to shrink. "They had the ecological issue in mind," said Mr. Flores. "They didn't want the glacier destroyed more."

Prohibiting ice-cutting was tried, but not always enforced. Gradually, the tradition seems to have all but ended.

At around 2 a.m. on the last Tuesday of May, a shaggy procession headed up to one of the glaciers. As they huddled against the cold under fluttering Peruvian flags, a caporal, or ukuku captain, shouted out the rules from a candle-lit podium carved in the snow. Dangerous crevasses had opened in the ice. So, this year, only 18 ukukus would ascend onto the glacier at a time.

Territory on the glaciers is divided among six principal groups, or naciónes, representing towns or areas in the province of Cuzco. In the section designated for the Paruro nation, only a small crescent of frozen snow now remains. Caporal Edgar Galdós told his troupe of musicians and dancers they would have to stay off the ice this year altogether.

Teodoro Sullca, a mechanic dressed in a furry tunic tied with bells, flags and a plastic doll, was disappointed. "It used to be that everyone went up," he said.

Despite the ban on cutting big blocks, many ukukus still stuff some snow into soda bottles to take home. "We don't take ice anymore because it's diminishing. We take just a little," said Alejandro Quispe, a weathered 38-year-old potato farmer.

The bear-men of Qoyllur Rit'i always speak in a high falsetto while in costume. Asked what the cause of the melting could be, Mr. Quispe lifted a thin finger toward the sky and squeaked, "It's the will of El Señor."

Others offer pet scientific theories. Mr. Vera said that fireworks are causing the glacier to collapse. He also thinks the cooking fires that choke the valley with smoke could be to blame. Serapio Mitane, the president of the Christian brotherhood that manages the pilgrimage site, said reflections from the church's steel roof may be the cause.

Mathias Vuille, a climatologist at the Department of Geosciences at the University of Massachusetts in Amherst, Mass., said fireworks and campfires aren't likely to affect a massive glacier. "I couldn't possibly imagine that would have an impact," he said. Dr. Vuille, who helps operate a weather station in Peru, says when glaciers shrink it's due to a combination of higher temperatures, less snowfall and factors such as humidity.

Despite what is happening to the glaciers, the festival has grown substantially over recent years, drawing foreign tourists and many more Peruvians from cities like Cuzco and Lima. That means a business opportunity for hundreds of vendors hawking eggs over rice, alpaca ponchos and decorative metal teeth. "This could be the second Machu Picchu if the snow stays," said Cleto Orccon Huamán, a photographer snapping Polaroids of pilgrims for $1.25 each.

Some longtime pilgrims don't like all the commercialism. Recently, vendors were expelled from in front of the sanctuary, but they still clog the dirt path leading to the pilgrimage site. Two years ago, several members of the sanctuary's brotherhood were expelled for stealing alms.

Mr. Vera said it's no wonder that the snow is vanishing. "It's because the apu is leaving. He's moving further from this place."

PHILADELPHIA, Pennsylvania, June 21, 2005 (ENS) - Participants at BioDemocracy 2005, the alternative conference to the Biotechnology Industry Organization's yearly gathering, are demanding a ban on the release of genetically engineered (GE) trees into the environment.

"Genetically engineered trees are already being researched in the field, and industry is moving rapidly toward commercialization without regard for the predictable and inevitable impacts they will have on ecosystems and communities," four conservation groups said in a statement today.

The Sierra Club, the Global Justice Ecology Project, Southern Forests Network and STOP GE Trees Campaign say there has been little risk assessment on the impacts of gene drift from genetically modified trees, and they charge that regulatory agencies are acting as facilitators for industry rather than champions of the public interest.

"Gene drift has caused widespread contamination of non-GE seeds in farm crops less than a decade after commercialization," said Alyx Perry, coordinator of the Southern Forests Network. "GE trees will much more quickly contaminate forests with traits that could make them incapable of producing sawtimber and unable to support wildlife," said Perry.

Test plots of genetically engineered in the Southeast threaten to contaminate the forests of Pennsylvania and the entire east coast of the United States and Canada, the groups warn.

"Transgenic forestry focuses on native trees species that have pollen and seeds historically known to travel for hundreds if not thousands of miles," they said today.

Legal concerns are being raised about the potential escape of genetically modified tree pollen or seeds into native trees. The conservationists cite the Canadian case of canola farmer Percy Schmeiser who was successfully sued by Monsanto for patent violations when his crops were contaminated by Monsanto's transgenic canola. Schmeiser lost his canola crop and had to pay $160,000 in legal fees.

"This opens the very serious question about who will own trees on public or private lands that become contaminated by GE tree pollen, and what will be the legal and financial ramifications for the owners of that land," the groups said.

Proponents of transgenic trees say they offer potential solutions to forestry problems. In a 2004 study, Roger Sedjo of Resources for the Future, says, "Transgenic trees could increase the productivity of industrial wood, and benefit the environment by taking the pressure off of old-growth and natural forests."

Sedjo says other benefits include restoration of certain diseased or damaged tree species, as well as toxic cleanup and bioremediation, by creating trees to remove heavy metals and other toxics from contaminated soils in places where other forms of cleanup are too expensive.

"Just as in agriculture, biotechnology and transgenics are controversial topics in forestry," Sedjo acknowledges.

There are many aspects to the controversy, as today's comments of the conservation groups indicate.

"In addition to GE trees threatening Pennsylvania's native forests, GE apple trees, being researched in nearby Cornell University, threaten the millions of conventional and organic apple trees in production in Pennsylvania," said Dr. Neil Carman of the Sierra Club.

"GE contamination could lead to economic disaster for Pennsylvania's apple growers in much the same way that GE papaya in Hawaii has wiped out many conventional and organic papaya farmers there. The only solution is to ban the release of GE trees into the environment," Carman said.

"While the genetic engineering PR spin doctors are cranking out propaganda about how GE trees will solve our problems, the fact is GE trees will cause massive new problems, some of which we can't possibly foresee," said Orin Langelle, coordinator of the STOP GE Trees Campaign, an alliance of 13 organizations from the U.S. and Canada committed to banning transgenic trees.

Sehr geehrter Herr Liedtke,

mit Verärgerung haben wir die Kooperation zwischen National Geographic Deutschland und der Bayer AG bei der Gründung des Global Exploration Fund „Süßwasser“ zur Kenntnis genommen. Wir sind der Meinung, dass das sinnvolle Anliegen, Forschung zum Schutz des Trinkwassers zu befördern, durch die Zusammenarbeit mit einem der größten Wasserverschmutzer Deutschlands diskreditiert wird.

Fabriken und Produkte des Bayer-Konzerns belasten Grund- und Oberflächenwässer in aller Welt. Sie sollten dem Unternehmen nicht gestatten, dies durch einen Griff in die Portokasse zu kaschieren.

Zur Problematik „Wasserverschmutzung durch den Bayer-Konzern“ einige Beispiele:

* Bayer gehört zu den 10 größten Direkteinleitern von Schadstoffen in Deutschland. Das Unternehmen emittiert über das Abwasser jährlich rund 600 Tonnen Phosphor, 3.400 to Stickstoff, 1,5 Mio to anorganischer Salze, 73 to Chlororganika und 29 to Schwermetalle (Werte für 2002 bzw. 2003). Das Grundwasser rund um Bayer-Werke ist häufig stark belastet – so wurden kürzlich in der Nachbarschaft der Bayer-Fabrik in Durban/Südafrika bis zu 4800 mg Chrom pro Liter Grundwasser gefunden.

* Bayer ist der weltweit größte Pestizid-Hersteller. Agrogifte belasten in aller Welt Böden und Grundwasser. Allein in Deutschland werden jährlich mehr als 30.000 to Pestizide versprüht, rund 30% des Grundwassers sind dadurch belastet. Die Wasserwerke müssen jährlich dreistellige Millionenbeträge ausgeben, um das Trinkwasser frei von Pestiziden zu halten.

* Täglich verbraucht der Bayer-Konzern rund 2,1 Millionen cbm Wasser. Allein das Werk Leverkusen erzeugt doppelt so viel Abwasser wie die benachbarte Millionenstadt Köln. Die meisten Werke des Unternehmens entnehmen dem Boden hochqualitatives Grundwasser und leisten hierfür aufgrund „alter Wasserrechte“ nicht einmal Abgaben.

* Jahrzehntelang gelangten aus der Dhünnaue, einer der weltweit größten Chemie-Deponien, hohe Mengen Schadstoffe in den Rhein. Der Bayer-Konzern hatte in der Dhünnaue mehrere hunderttausend Tonnen Chemiemüll ungesichert gelagert.

* Seit vielen Jahren fordern Umweltgruppen die Veröffentlichung der Einleiterdaten der Bayer-Werke. Das Unternehmen verweigert dies. Als der "Verein zum Schutze des Rheins und seiner Nebenflüsse" die Daten für das Werk Leverkusen einsehen wollte, rief Bayer sogar die Gerichte an. Es wollte seine in die Flüsse eingeleiteten Schadstoffmengen per Urteil zum Betriebsgeheimnis erklären lassen, kam aber mit seinem Ansinnen nicht durch. "Chemie im Dialog" sieht anders aus.

* Zahlreiche Produkte des Unternehmens belasten noch nach Jahrzehnten die Umwelt. So gehörte Bayer zu den weltweit größten PCB-Herstellern – auch dann noch, als die Risiken Polychlorierter Biphenyle durch Gesundheitsbeeinträchtigungen in den Produktionsanlagen allgemein bekannt waren. Das Hafenbecken von Oslo ist beispielsweise stark mit PCB aus Schiffsanstrichen verseucht, größtenteils durch Lacke von Bayer.

Der Konzern sucht seit Jahren Kooperationen mit glaubwürdigen Organisationen (z.B. UNEP, WHO, Umweltverbänden). Dabei wählt Bayer gezielt solche Bereiche aus, in denen das Unternehmen in der Kritik steht. Solche „best practice“-Projekte verstellen jedoch den Blick darauf, dass Chemie-Unternehmen für eine große Zahl von Umweltproblemen verantwortlich sind.

Wir fordern Sie auf, die Zusammenarbeit mit der Bayer AG einzustellen. Diese Kooperation schadet dem Umwelt- und Trinkwasserschutz.

ENINGEN. Das Thema brennt den Eningern offensichtlich auf den Nägeln: Wie gefährlich ist Mobilfunk? Trotz Hitze und räumlicher Enge kamen über 100 Interessierte zur Informationsveranstaltung der Bürgerinitiative, darunter Bürgermeisterin Margarete Krug und elf Gemeinderäte.

Aktuell geplant ist in Eningen ein UMTS-Sender-Standort in der Metzinger Straße in unmittelbarer Nähe von Wohnhäusern (wir berichteten). Seit 2001 steht dort bereits ein Sendemast, der Betreiber O2 hatte damals einen langjährigen Vertrag mit dem Grundstücksbesitzer abgeschlossen. Als jetzt die Anlage eingerichtet werden sollte, wehrten sich die Anwohner. Bürgermeisterin Krug versucht derzeit in Gesprächen, den Betreiber für einen anderen Standort, außerhalb der Ortsgrenzen von Eningen, zu gewinnen.

Wie man bei den Verhandlungen mit den Betreibern möglichst erfolgreich vorgehen kann, was man als Initiative und was jeder Einzelne tun kann, darüber berichtete Jürgen Groschupp, Mitglied im Mobilfunk Bürgerforum, einem Dachverein gegen Elektrosmog in Baden-Württemberg. Der Großbettlinger ist seit sieben Jahren von der Problematik betroffen und hat zusammen mit einer dortigen Bürgerinitiative durch Verhandlungen erreicht, dass der Sendemast in Großbettlingen abgebaut und außerhalb des Ortes verlagert wurde.

Handy selten benutzen

Er machte klar, dass man es als Handynutzer selbst in der Hand habe, wie viel Sendemasten beispielsweise nach Eningen kommen und plädierte für ein sehr reduziertes telefonieren mit Handys.

Die gesetzlich festgelegten Grenzwerte für elektromagnetische Strahlung in Deutschland seien »gigantisch hoch«. Es gebe jedoch etliche Hinweise und Untersuchungen, die belegten, dass weit unterhalb dieser Grenzwerte biologische Effekte aufträten, die diverse Gesundheitsstörungen hervorrufen können, angefangen von Schlafstörungen bis hin zum gehäuften Auftreten von gewissen Krebsarten und Erbgutschäden, so Groschupp. Der Werteverlust der umliegenden Wohngebäude belaufe sich auf durchschnittlich 5 bis 30 Prozent, auch wirtschaftlich rechne sich die Aufstellung eines Mastes nicht, der dem Verpächter bei laufendem Betrieb etwa 3 000 Euro im Jahr einbringt.

Als Nachbarn habe man die Möglichkeit, sich zusammenzuschließen und auf Wertminderung zu klagen, ergänzte Susanne Holz von der Bürgerinitiative und unmittelbare Anliegerin des geplanten Standorts in der Metzinger Straße.

Diplom-Ingenieur Dietrich Ruoff, der in Erkenbrechtsweiler ein Ingenieurbüro für Baubiologie und Messtechnik betreibt, klärte in einem informativen, aber für die späte Stunde etwas langem Vortrag über die hohe Strahlenbelastung und die Gefahren auf, die beispielsweise von Handy, Radiowecker und Mikrowelle ausgehen können.

Die gepulste Hochfrequenz in der Mobilfunktechnik bedeute Stress für das biologische System. Mobilfunk und Krebs - das sei ein »unkalkulierbares Risiko«.

Mobilfunkstrahlungen im Ort werden beispielsweise durch Häuser und Bäume reflektiert und gestreut. Den Wohnraum schützen könne man gegebenenfalls durch bestimmte reflektierende Materialen, über die man sich fachmännischen Rat einholen müsse.

Schlechte Standortwahl

Ruoff gab konkrete Tipps, wie man die Handystrahlung reduzieren könne. Vor allem in Verbindung mit Vorbelastungen und Vorschädigungen des Menschen können die Emissionen des Mobilfunks Krankheiten hervorrufen, so der Baubiologe.

In der anschließenden Fragerunde, die Rechtsanwalt Wolfgang Kurz, der ebenfalls der Bürgerinitiative angehört, leitete, gab es vor allem Fragen zum Standort Eningen.

Als »katastrophal« bezeichnete Ruoff die Wahl des Standortes an der Metzinger Straße, da mehrere hangaufwärts stehende Häuser von der Strahlung unmittelbar betroffen seien: »Da haben Sie die Strahlung unterm Esstisch.« Er rät, einen Standort zu suchen, der deutlich höher liegt.

Nach Empfehlung des Verbandes Mobilfunk Bürgerforum sollte ein Sendemast mindestens 400 Meter von der nächsten Wohnbebauung entfernt stehen. In Eningen, das wurde an diesem Abend deutlich, gibt es bereits etwa zehn Mobilfunkstandorte (vor allem GSM-Technik), zwei davon in der Nähe von Kindergärten.

Weitere drei Standorte sind geplant. Man wolle erreichen, dass geplante außerhalb der Ortschaft errichtet werden, so Susanne Holz, und dass Sicherheitsabstände zu Kindergärten und Schulen eingehalten werden.

Für die Betreiber, das machten Groschupp und Ruoff klar, sei jedoch ein Standort im Ort rentabler, da dadurch doppelt so viel Nutzer erreicht werden können. (GEA)

IT-Projekte haben ja in der Geschichte Deutsch/lands bereits eine langjährige "Tradition" [man vergleiche [1]]. Nun versucht man auch dies im Bereich der Biometrie-Pässe "traditionsbewusst" durch übereilte Schnellschüsse fortzuführen.


Deutsche preschen bei Biometrie-Pass vor

Trotz Verlängerung der Einführungsfrist bis zum Oktober 2006 will Deutschland bereits dieses Jahr biometrische Merkmale in die Reisepässe integrieren. Innenminister Schily hat den entsprechenden Vorschlag durchs Kabinett gepeitscht.

Die deutsche Bundesregierung hat den Weg für die Einführung biometrischer Pässe zum 1. November freigemacht.

Wie das Innenministerium am Mittwoch in Berlin mitteilte, stimmte das Kabinett einem entsprechenden Vorschlag von Bundesinnenminister Otto Schily [SPD] zu. Nachdem der Ausgabe der Pässe aus technischer Sicht nichts mehr im Wege stehe, sei jetzt auch der nötige rechtliche Rahmen geschaffen worden, erklärte Schily.

Der geplanten Verordnung muss noch der Bundesrat zustimmen. Abgeordnete von Grünen und FDP kritisierten den Kabinettsbeschluss als übereilt. Die Technik sei noch nicht ausgereift.


Schily liebt Biometrie-Pässe

Schily sprach von einem wichtigen Schritt bei der Nutzung der "großen Fortschritte der Biometrie für die innere Sicherheit". Die biometrischen Reisepässe ermöglichten die "sichere Identifikation des Passinhabers" und seien besser vor Fälschungen geschützt als bisher, hieß es vom Ministerium. Deutsche Biometrie-Chips sind vergeben [2]


Deutschland eines der ersten Länder mit Biometrie-Pass

Wenn die Verordnung wie vorgesehen in Kraft tritt, wird Deutschland demnach eines der ersten EU-Länder sein, das mit der Ausgabe der neuen Dokumente beginnt.

Der so genannte ePass soll einen Chip enthalten, in dem zunächst ein digitales Foto mit den Gesichtsmerkmalen des Passinhabers gespeichert wird. Ab März 2007 sollen zusätzlich zwei Fingerabdrücke gespeichert werden.

Die biometrischen Pässe sollen auf Druck der USA die Fahndung nach mutmaßlichen Terroristen und anderen Straftätern erleichtern. In den USA gehört die Verschärfung der Einreisebestimmungen zu dem Paket von Sicherheitsmaßnahmen nach den Anschlägen vom 11. September 2001.


Opposition übt Kritik

Schily habe das Parlament übergangen, kritisierte der Parlamentarische Geschäftsführer der Grünen, Volker Beck. Der Innenminister habe eine Rechtsverordnung durchgesetzt, obwohl eigentlich eine gesetzliche Regelung der biometrischen Merkmale nötig sei.

Schily bringt "Eilbedürftigkeit" als Grund vor

Die von Schily als Grund vorgebrachte "Eilbedürftigkeit" sei aber nicht gegeben gewesen. In der vergangenen Woche hatten die USA Deutschland und 26 weiteren Ländern ein weiteres Jahr Zeit gegeben, um die neuen Reisedokumente einzuführen. Die Frist wurde auf den 26. Oktober 2006 verschoben.

Auch die FDP bemängelte, Schily habe die biometrischen Pässe trotz erheblicher Bedenken von Datenschützern durchs Kabinett gepeitscht.

Hoy como Ayer, en el tema de la telefonía móvil son los propios cobayas, niños incluídos, los que hacen estudios epidemiológicos.

Hoy son estudiantes quienes descubren, al cruzar la información, que los tumores se concentran en el área de emisión de las antenas.

Ayer eran los afectados de El Bibio quienes realizaban sus propias encuestas sanitarias.

Hoy el trabajo de trece de los mejores alumnos de ESO del Colegio de la Asunción son dirigidos por su profesor de Física y Química, en la investigación. Lo hacen desde la lejanía, con ánimo expositivo y sin querer atacar a nadie, ni buscar culpables.

Ayer quienes se ponían el mono de trabajo eran los propios afectados (linfoma de Hodking, carcinoma suprarrenal, cáncer de lengua, tumor de próstata, cánceres de mama…), que contaron con el inestimable asesoramiento de varios médicos residentes en la zona. Acusaban a los vecinos de la Comunidad de “La Gacela” que albergaban las antenas en su tejado a cambio de 12000 € anuales.

SUARDÍAZ Entre el año 2000 y el pasado 2004 se diagnosticaron en Gijón más de 7.000 enfermos de cáncer, con una media de 1.400 neoplasias detectadas cada año. Trece de los mejores alumnos de cuarto de ESO del Colegio de la Asunción, dirigidos por su profesor de Física y Química, han completado un trabajo de investigación que trata de aclarar la eventual vinculación entre tumores y antenas de telefonía móvil casi una semana después de que el Gobierno de José Luis Rodríguez Zapatero concediera la ampliación de licencias para los operadores de este servicio en el territorio nacional. El resultado es un minucioso informe rebosante de datos procedentes de fuentes oficiales, como el Ayuntamiento de Gijón, el Hospital de Jove y el Hospital de Cabueñes. Los alumnos no sacan conclusiones ni hacen juicios de valor. El área metropolitana del concejo gijonés concentra 92 estaciones base, que suman, al menos, 299 antenas de telefonía móvil, la mayoría con permiso municipal, aunque no todas. El Llano, con catorce instalaciones que suponen un total de 53 pantallas, es el barrio donde más han proliferado estos emisores de energía ionizante. Y es también donde más carcinomas se han declarado en la ciudad durante los últimos cinco años: 760. Los estudiantes que firman el documento han comprobado que en las calles próximas a cualquiera de las estaciones base los casos de cáncer presentan «muchas variaciones», mientras que en las áreas donde esta dotación permanece ausente «las estadísticas se repiten sistemáticamente, es decir, permanecen constantes». «Las antenas no disponen de pantallas orientadas en todas las direcciones, sino que apuntan hacia un lugar determinado de la ciudad», advierten los escolares, que han constatado una «concentración mayor» de enfermos de cáncer «en el área hacia donde emiten estas pantallas». Los autores del trabajo denominan «efecto cono» esta singularidad, pues es ésa la figura geométrica que aparece cuando se agrupan sobre el mapa con la ayuda de un lápiz los domicilios de los pacientes de neoplasia registrados en cada barrio de Gijón durante el último lustro. Eso no es todo. El documentado esfuerzo de los colegiales concluye que los nuevos casos de neoplasia declarados en la ciudad abundan sobremanera entre los vecinos de los edificios que soportan la «acción combinada de varias antenas superpuestas». Alarmados ante la plasmación gráfica mediante planos y transparencias de la incidencia del cáncer en los distintos barrios de Gijón, los autores del informe declaran que «nuestra intención es de mera exposición, y en ningún momento de ofensa o ataque a cualquier empresa». «Planteamos un hecho, no buscamos responsable alguno», encadenan. Los trece de la Asunción disponen de sendos teléfonos móviles y los usan, «pero ahora con más precauciones tanto para interrumpir como para iniciar la comunicación», reconoce Julio César García, el único varón del grupo investigador frente a doce chicas, una de las cuales, Ana Riera, ya había presentado un estudio sobre la relación entre enfermedad y antenas, pero ceñido a un edificio de El Bibio donde en poco tiempo se sucedieron trece casos de cáncer. Comandados por el profesor José Ramón Suárez, la lista de autores del informe se completa con Lucía Allende, Arancha Fernández Prada, Lucía Areces, Covadonga Loredo, Ana María Pérez, Leticia Martín Eiriz, Patricia Gándara, Paula Chave, Patricia Gutiérrez, Amanda Álvarez Noval y Carmen Álvarez Cuervo, con la colaboración de Mónica González, profesora de Informática.

Una encuesta realizada por los vecinos de los portales 135, 137, 139 y 141 de la calle Ezcurdia, 52 de Torcuato y 8 de la calle Sporting (de El Bibio) revela la existencia en las citadas comunidades de un linfoma de Hodking, un carcinoma suprarrenal, un cáncer de lengua con extirpación de ganglios, un tumor de próstata maligno, varios cánceres de mama, graves lesiones coronarias de origen desconocido, alergias indeterminadas y un cáncer ovárico. Además fallecieron siete vecinos durante los últimos años por enfermedades graves. El 58 por ciento de los encuestados declara también sufrir graves alteraciones del sueño, y el 40 por ciento dolores de cabeza continuados de origen desconocido.

Los vecinos admiten que puede ser casualidad el que se concentren tantos enfermos graves en estas comunidades, pero recuerdan que tienen como elemento diferenciador respecto al resto de gijoneses el que viven en un radio inferior a los 300 metros de una antena de telefonía (la situada en el tejado de la torre «La Gacela»), colocada en 1996, y que están bajo la influencia de otras tres muy cercanas: las dos del interior de la Feria de Muestras (Retevisión y Xfera) y la cercana a la plaza de toros (Telefónica).

El muestreo fue realizado entre 118 vecinos de las 120 viviendas afectadas y contó con el asesoramiento de varios médicos residentes en la zona, incluido el doctor José Guerra, jefe del servicio médico de la UVI del Hospital de Cabueñes. Sus resultados son reveladores, tanto que la comisión de afectados, constituida especialmente para este caso, acordó enviarlos a casi 400.000 viviendas de toda Asturias. «Queremos que todo el mundo sepa los riesgos que entrañan estas instalaciones. Es posible que no tengan nada que ver con la salud, como alegan las empresas, pero no está demostrado que sea así y debemos exigir que se coloquen fuera de las poblaciones», dicen los vecinos.

El 70 por ciento de los encuestados vive frente a la antena y el 26 por ciento a un lado. El 83 por ciento lleva viviendo en estas comunidades desde hace más de 5 años; el 82 por ciento habita en la vivienda más de 5 días a la semana y el 87 por ciento está en casa más de 8 horas al día. Además de las enfermedades descritas, los vecinos se quejan de ansiedad, cansancio general, alteraciones de la piel y afecciones respiratorias. También hay vecinos que utilizan marcapasos y se preguntan si Vodafone (propietaria de la antena de «La Gacela») les proporcionará otra vivienda.

La inquietud se extiende por los alrededores de estas comunidades. La dirección del centro de salud del Parque comunicó a algunos padres que el servicio de pediatría constata la existencia de un agente desconocido que está generando numerosos casos de «dermatitis atópica» no causada por alergias ni por predisposiciones genéticas. Y las direcciones de los colegios infantiles Clarín y Las Mestas también apoyan a los vecinos. Las APA participan en las reuniones de las comunidades y colocarán una pancarta en los centros en contra de las antenas.

Mientras tanto Vodafone propuso a la comunidad de «La Gacela» ampliar el contrato de la antena, que acaba en 2006, otros 20 años a cambio de 12.000 euros anuales. Su intención es colocar otras tres antenas de nueva generación (UMTS) que irradian ondas electromagnéticas en otras frecuencia cuyas consecuencias para la salud son desconocidas.

Los vecinos de «La Gacela» tendrán que dar una respuesta el próximo martes y todas las comunidades cercanas apelan a su solidaridad para que la rechacen. De hecho, la comisión especial y los presidentes vecinales les hicieron llegar un escrito en el que apelan a la sensatez y la prudencia para que no acepten la propuesta de Vodafone. «Todos elegimos este precioso barrio para vivir porque está rodeados de paseos y árboles, pero no de antenas. Están en juego nuestra salud y nuestro patrimonio», argumentan. Todos están en contra de esa ampliación y para demostrarlo colocaron paños rojos en las ventanas de sus viviendas. «No acudieron a las reuniones a que les invitamos, ni nos escuchan, pero esperamos que de esta forma se den por enterados de que tienen a todos los portales en contra», explicó Susana Rodríguez, de la calle Sporting, número 8.

Umweltorganisation veröffentlicht Forschungsergebnisse des Gentechnik-Konzerns Monsanto

Die Umweltorganisation Greenpeace hat vor Gericht durchsetzen können, vertrauliche Dokumente des Saatgutkonzerns Monsanto über eine neue Sorte von genmanipuliertem Mais einsehen zu dürfen. Heute hat Greenpeace die brisanten Forschungsergebnisse der Öffentlichkeit vorgestellt. Danach könne genmanipulierter Mais gesundheitsschädlich sein, so die Umweltorganisation.

Am Montag erst hat ein Gericht entschieden, dass bisher vertrauliche Dokumente dieses Gentechnik-Konzerns Monsanto eingesehen werden dürfen. Heute nun das Ergebnis, das dieses Unternehmen lieber nicht in der Öffentlichkeit gesehen hätte: Genmanipulierter Mais könnte gesundheitsschädlich sein. Bisher ist das ja nur vermutet worden, jetzt aber gibt es Ergebnisse, die Greenpeace jedenfalls so auslegt, dazu der Experte dieser Umweltschutzorganisation für Fragen der Gentechnik, Christoph Then: Es geht um Fütterungsversuche, die die Firma Monsanto an Ratten durchgeführt hat, die Firma Monsanto wollte um jeden Preis verhindern, dass diese Dokumente öffentlich gemacht werden, weil sich in diesen Dokumenten zeigt, dass die Ratten, die den Genmais gefressen hatten, im Versuch Effekte haben, die auf ganz klare Gesundheitsschäden hinweisen.

Monsanto stellt Saatgut für eine Maissorte her, die ein eigenes Gift produziert, und zwar eines, das einem Schädling, dem Maiswurzelbohrer weitestgehend den Garaus machen soll. Dieses Gift ist also Bestandteil der Pflanze selbst, und die Frage, ob es auch dem Menschen schadet, liegt ja nahe. Die Ratten also haben Gesundheitsschäden, wenn sie diesen Mais fressen, und das dürfte dann auch für Menschen gelten, so jedenfalls die Auslegung dieser Ergebnisse. Ein Beweis ist das nicht, aber Grund genug, sich Sorgen zu machen und der Sache weiter auf den Grund zu gehen:

Aus diesen Studien heraus ergeben sich Hinweise, dass der Mais Gesundheitsschäden auslösen kann, eine endgültige Untersuchung liegt nicht vor, wir sind erstaunt, dass die Behörden bisher keine weiteren Untersuchungen angeordnet haben und auch die Firma Monsanto es nicht für nötig befunden hat, nach zu untersuchen. Das heißt, das endgültige Ergebnis der Bewertung von diesem speziellen Genmais steht aus, aber die vorliegenden Daten geben Anlass zur Besorgnis. Auf keinen Fall kann der Mais zugelassen werden.

Diese Forderung weitet Greenpeace aus auf alle Lebens- und Futtermittel in der Europäischen Union. Grundsätzlich gilt: Die Gesundheitsschädigung durch gentechnisch veränderte Organismen auf Menschen oder aber auf Nutztiere, die wiederum gegessen werden, ist nicht bewiesen. Aber das Risiko lässt sich nicht beherrschen, sagen die Kritiker. Viele dieser Saaten aus dem Labor, wie auch der umstrittene Genmais der Firma Monsanto, haben ein Gen für Antibiotika-Restistenz. Wenn diese manipulierten Gene sich auf Krankheitserreger übertragen, könnte es sein, dass diese ebenfalls resistent werden gegen Antibiotika. Und nicht mehr bekämpft werden können. Und dann hat man es mit viel größeren Problemen zu tun, als bisher, so jedenfalls argumentiert Greenpeace, um gleichzeitig zu fordern, dass genmanipulierte Organismen auf unseren Feldern gar nichts zu suchen haben sollten:

Es ist so, dass nicht in jedem Fall eine Gesundheitsgefährdung nachgewiesen ist. Aber es ist so, dass Wechselwirkungen in der Pflanze, also die Regelung des Genoms, viel komplexer ist, als man sich das ursprünglich vorgestellt hat. Dass die Methoden, mit denen eingegriffen wird, nicht kalkulierbar sind, nicht zu vorhersehbaren Resultaten führt, und dass deswegen Nebenwirkungen und Risiken für die Umwelt nicht ausgeschlossen werden können, dass deswegen die Technologie insgesamt, so wie sie ausgeführt und kontrolliert wird, die ist nicht praktikabel. Das ist ein Irrweg.

Es ist kein Zufall, dass Greenpeace ausgerechnet heute mit diesen Dokumenten an die Öffentlichkeit getreten ist. Denn am Wochenende entscheiden die Umweltminister der Europäischen Union in Luxemburg über die Frage, ob und unter welchen Voraussetzungen Genmais importiert werden darf. Übrigens gibt es eine seltsame Konstellation in der EU: Obwohl die einzelnen Länder sich in der Mehrheit nicht von Brüssel reinreden lassen wollen, oder gar vorschreiben lassen wollen, dass genetisch manipulierte Nahrungs- und Futtermittel eingeführt werden, tendiert die Kommission in Brüssel zu einer liberalen Auslegung und fordert die Länder auf, ihre nationalen Schutzklauseln aufzuheben. - Was die nicht wollen. Deshalb könnte es sein, dass zumindest dieser eventuell gesundheitsschädliche Mais künftig draußen bleiben muss, was das Problem aber nicht komplett löst:

Wir halten es für sehr aussichtsreich, dass keine Mehrheit zustande kommt für diesen Mais. Auf der anderen Seite ist das Verfahren schwierig in der Europäischen Union. Eine Mehrheit der EU-Länder gegen den Genmais reicht nicht aus, um ihn zu stoppen. Man braucht eine so genannte qualifizierte Mehrheit, die mehr als zwei Drittel aller Mitgliedsländer umfasst, und dieses Verfahren macht sich die Kommission zunutze, um doch eine Marktzulassung auszusprechen, auch wenn die Länder mehrheitlich dagegen sind. Wir üben auch Kritik an dem Verfahren. Wir wissen nicht, wie die Abstimmung ausgehen wird. Wir wissen aber, dass viele Länder mit Nein stimmen werden.

Und die Forderungen von Greenpeace gehen noch weiter: Grundsätzlich sollen künftig solche Forschungsergebnisse, die ja die Gesundheit der Allgemeinheit angehen, öffentlich gemacht werden. Und nicht, wie im Fall von Monsanto, dass da Ergebnisse, die nicht so ganz in das Image des Unternehmens passen, einfach unter den Tisch gekehrt werden. In diesem Fall ist es nur gelungen, weil Greenpeace auf Akteneinsicht nach dem EU-Gentechnikgesetz geklagt hat. Besser natürlich wäre es nach Ansicht der Umweltschützer, wenn nicht Gerichte monate- und jahrelang bemüht werden müssten, sondern eben Resultate von Versuchen dieser Art von vorneherein öffentlich sind.

It doesn't matter if it's 7 am on Sunday or 11 pm on Tuesday; stereo speakers must be pounding at all times of day and night. ... When I think of this, I realize that our very freedom has been compromised. If I say what I want to say and it 'offends' someone, I am considered a criminal or a racist. ... Dismissing the evidence

I hope this is not too Inside Baseball, but I am genuinely astonished by what the bloggers call 'Mainstream Media.' The New York Times, The Washington Post and the Los Angeles Times have all gone way out of their way to deny that the Downing Street Memos are news. Like many of you, during the entire lead-up to the war with Iraq, I thought the whole thing was a set-up. I raise this point not to prove how smart we are, but to emphasize that I followed the debate closely and probably unconsciously searched for evidence that reinforced what I already thought. I read some of the European press and most of the liberal publications in this country. I read the Times, the Post, the Wall Street Journal and several Texas papers every day. It's my job. But when I read the first Downing Street Memo, my eyes bugged out and my jaw fell open. I could not believe what I was reading. It was news to me, and I'm no slouch at keeping up...

When asked why they voted against the EU constitution, Europeans had varying responses but most had the same theme. They were afraid a central European government would have too much control. Concern for the lack of independence of their own country was right up there with a fear wealthier countries would be supporting poorer countries. Some stated they feared over time the 'loose' EU government would create its own enforcement arm, becoming too strong and oppressive. Could it be Europeans actually pay attention to what happens in the United States?

The government must only be concerned with something that pertains to everyone, which happens to be just what the Founders believed -- to secure everyone's basic individual rights. However, when government becomes entangled in as many aspects of society as ours has, it is impossible to insist that it remain divorced from people's religious or non-religious convictions...
