Something very odd happened in the mid-term elections in Georgia last November. On the eve of the vote, opinion polls showed Roy Barnes, the incumbent Democratic governor, leading by between nine and 11 points. In a somewhat closer, keenly watched Senate race, polls indicated that Max Cleland, the popular Democrat up for re-election, was ahead by two to five points against his Republican challenger, Saxby Chambliss.

As grassroots activists across the country reported thousands of election irregularities and voting machine "glitches" that overwhelmingly benefited Bush, the Democratic leadership seemed unusually willing to look the other way. John Kerry quickly conceded, former President Carter attended Bush's ignoble inauguration, and Bill Clinton now pals around with Bush the First.

For the last several decades, the corporate establishment, because of their control of the media, gained more and more control of the country. However, after the 2000 election, which won voter fraud in Florida and by the bizarre action of the conservative majority on the Supreme Court, a great mobilization took place that was aimed at winning the next election. The accomplishments of this mobilization were phenomenal. A coalition of traditional democrats, old lefties, and new activists matched the tremendous 150 million dollar war chest accumulated by the Republicans. Theirs came from corporations and rich donors, ours mostly from small donations from more ordinary people. Then, we register millions of new voters—mothers, minorities, and young people—and they voted.

Permits Secured for March 19!

The Troops Out Now Coalition has won an important victory by securing permitted rallies in Marcus Garvey Park and Central Park's East Meadow and an ending rally on 5th Avenue and 79th St.on March 19!

Based on a campaign of mass pressure and persistent assertion of our rights, we have won a significant victory, and we will hold a demonstration on 5th Ave, despite the NYPD's attempt to prevent the protest from taking place.

This demonstrates the power and effectiveness of mass protest and determination to struggle.

This power was demonstrated recently as the antiwar movement has forced the government of Italy to announce that it is withdrawing troops from Iraq. Prime Minister Silvio Berlusconi, a right wing millionaire and close ally of the Bush Administration, faced a renewed antiwar movement, when thousands took to the streets in response to the U.S. murder of Nicola Calipari, the Italian intelligence agent. This incident sparked outrage in Italy, where public opposition to the war has always been strong.

Hundreds of thousands lined the streets during Calipari's funeral. Demonstrations tooks place all over Italy, demanding the immediate withdrawal of Italy’s 3,000 troops from Iraq. Berlusconi was forced to bend to the will of the people, and announced that Italian troops will be withdrawn from Iraq in September.

Italy is just the latest country to withdraw from the "coaltiion of the willing". Spain, Poland, Hungary, Holland, Portugal, the Dominican Republic, Honduras, Nicaragua, and the Philippines have all either withdrawn their troops or are in the process of doing so, as the antiwar movement in these countries have taken to the streets to oppose the ongoing occupation.

Here in the U.S., we face a greater challenge, with more than 150,000 U.S. troops deployed in Iraq. But as the people of Italy and throughout the world have shown, the power of the antiwar movement in the streets can stop the war, and this is why hundreds of thousands of people will be in the streets once again on March 19.

Update on March 19-20 Events World Wide

The global antiwar movement has called for the weekend of March 19 & 20 to be international days of protest against the war and occupation.

In the U.S., the Troops Out Now Coalition is organizing a major demonstration in New York City and supporting local actions throughout the country. The NYC demo is one of the largest expected demonstrations in the U.S. with tens of thousands expected and the FIRST major anti-war demonstration coming out of Harlem.

In Los Angeles, the 'Troops Out Now' Caravan will proceed through the community of South Central Los Angeles with signs and banners demanding that King/Drew Trauma Center, a major health care center scheduled to be shut down because of budget cuts, be kept open and given the funds needed to serve the community. Zu den Ergebnissen des so genannten Job-Gipfels beim Bundeskanzler erklärt PDS-Vorsitzender Lothar Bisky:

Bundeskanzler, Vizekanzler und die Vorsitzenden von CDU und CSU haben sich beim so genannten Job-Gipfel auf einen kleinsten gemeinsamen Nenner geeinigt und nur wenig gegen das Haupthindernis in der Bekämpfung der Massenarbeitslosigkeit, die lahmende Binnenkonjunktur und die sinkende Binnenkaufkraft, getan. Wem nach Jahren fortgesetzter Steuersenkung für Unternehmen und gleichzeitig steigender Arbeitslosigkeit zuerst neuerliche Steuersenkungen für Unternehmen einfallen, der geht gemeinsam weiter in die falsche Richtung. So gesehen sind die Verabredungen im Kanzleramt ein Muster ohne Wert. Sie lösen das Problem Arbeitslosigkeit nicht, sondern erhöhen die Gefahr, dass dem Staat noch mehr Mittel fehlen für eine aktive Arbeitsmarktpolitik, für die Vermittlungsoffensive für jüngere und ältere Arbeitslose.

Was sich schon in der Bundestagsdebatte am Vormittag gezeigt hat, wurde bei der Kanzlerrunde noch einmal bestätigt: Bundesregierung und konservative Opposition wollen in unterschiedlicher Schärfe und in unterschiedlichem Tempo, aber mit der gleichen Grundrichtung den Kurs der unsolidarischen Reformen fortsetzen, mit denen einseitig sozial Benachteiligte belastet werden. 5,2 Millionen Arbeitslose, Rentennullrunden, verfassungswidrige Gesetze wie Hartz IV, auf hohem Niveau verharrende Krankenkassenbeiträge, die größer werdende Schere zwischen arm und reich man kann Deutschland nicht sanieren, indem man Reformen nur zulasten der Alten, Kranken und Arbeitslosen macht. Auf diese Weise lässt sich soziale Demokratie nicht gestalten, wird soziale Gerechtigkeit immer weiter unterminiert. Die meisten Bürgerinnen und Bürger sind bereit, tief greifende Reformen mitzutragen. Doch sie erleben nur, dass es ihnen nach jeder Reform schlechter geht.

Der so genannte Job-Gipfel hat nicht dazu beigetragen, dass sich dies ändert.

Die auf dem Treffen erarbeitete Vorlage liegt Greenpeace vor.

Nach Darstellung der "Coordination gegen Bayer-Gefahren" sollen sieben Menschen in der bolivianischen Stadt Achacachi an einer Vergiftung durch das Pestizid "Asuntol Fuerte" gestorben sein. Die Substanz werde von der deutsche Firma Bayer CropScience hergestellt wird. Der in "Asuntol Fuerte" enthaltene Wirkstoff "Coumaphos" werde von der Weltgesundheitsorganisation als "hoch gefährlich" eingestuft. Der Chemiekonzern Bayer habe bereits 1995 versprochen, alle hoch giftigen Wirkstoffe vom Markt zu nehmen, sagte Philipp Mimkes von der "Coordination". Diese Ankündigung sei bis heute jedoch nicht umgesetzt worden.

LEGAL GROUPS OPPOSE BOLTON NOMINATION CALL BOLTON "UNSUITABLE" FOR UN POST, CITE HIS CONTEMPT FOR INTERNATIONAL LAW

New York and Oakland - In a letter sent yesterday to the U.S. Senate Foreign Relations Committee, two international law watchdog groups oppose confirmation of John Bolton as U.S. Permanent Representative to the United Nations. In the letter, the Lawyers' Committee on Nuclear Policy (LCNP) and Western States Legal Foundation (WSLF) state: "The most important reason Mr. Bolton is unsuited to be UN ambassador is his frequently and strongly expressed contempt for the United Nations and international law....

The letter details Bolton's leading role in multiple assaults on multilateral regimes on security and justice. As Undersecretary of State for Arms Control and International Security, Bolton has been instrumental in disruption of the creation of a verification system for the existing ban on biological weapons; negotiation of an arms reduction treaty with Moscow that contains no verification provisions, and dismissal of U.S. disarmament commitments under the Nuclear Non-Proliferation Treaty; "unsigning" the treaty on the International Criminal Court; removal of the head of the Organization for the Prohibition of Chemical Weapons; and so far unsuccessful opposition to a third term for Mohamed ElBaradei, director general of the IAEA.

"Politically," according to LCNP President Peter Weiss, "the nomination of Mr. Bolton amounts to a slap at the rest of the world, reversing any gains from President Bush's fence-mending expedition to Europe. Neither Secretary of State Condoleeza Rice or Karen Hughes as Undersecretary for Public Diplomacy and Public Affairs will be able to repair the damage. But the Senate could, by refusing to approve the nomination."

LCNP and WSLF each has more than two decades experience in analyzing international law matters related to disarmament and security. Based two blocks from the United Nations in New York City, LCNP closely follows Security Council and General Assembly deliberations. This battle is far from over. The conservation community still has several opportunities to work with members of both parties in the House and Senate to keep Arctic drilling out of the final budget.

The close vote reflects in part the groundswell of activism the Congress has experienced over this issue. "The phones were ringing almost continuously when we were visiting congressional offices this week and last," remarked Jim Waltman, Program Director for The Wilderness Society. "It was very uplifting to know that many of those calls were from the WildAlert community."

Our immediate efforts now turn back to the House, which is expected to vote on its Budget Resolution in the next few days.

"Chairman Nussle, the Chair of the House Budget Committee, has indicated that policy matters like Arctic Refuge drilling do not belong in the Budget," Waltman pointed out. Drilling in the Refuge won't solve our energy problems. It is not worth damaging America's greatest national wildlife refuge for what the U.S. Geological Survey says would be far less oil than the U.S. consumes in a single year.

There are some places that should be off-limits to oil drilling and industrial development, and the Arctic Refuge is one of them. The harm to wildlife habitat for polar bear, caribou, and millions of migratory birds would be permanent and irreparable.

Nachfolgend mein Schreiben in das dortige Gästebuch mit der Bitte weitere Kommentare zum Thema anzufügen:

Dieses Vorgehen ist einfach nur als skrupellos anzusehen. Auch wenn ich grundsätzlich den Schutz einer Marke anerkenne ist es nicht einzusehen den Abmahn-Machenschaften die Stange zu halten. Was sich der Gesetzgeber bei dieser geltenden, unsinnigen Regelung gedacht ist einfach nicht nachvollziehbar. Von wegen Stärkung der Position für Klein- und mittelständige Betriebe !

Ihr Beispiel zeigt, welche unsinnigen, gravierende Folgen diese nicht zu Ende gedachten Marken- und Patentrechte haben.

Ich kann dieses Geschwafel einfach nicht mehr hören, Förderung des Mittelstandes, der Wirtschaft usw., mir wird dabei regelmäßig kotzübel.

Letztendlich ist es so, daß die Machenschaften der AG´s gestärkt werden, die nur ein paar Jahre agierenden Vorstandsmitglieder die Unternehmen aussaugen und mit immensen Milionenbeträgen dann ihren Hut nehmen um die Unternehmen als Scherbenhaufen zurück zu lassen. Leidtragende sind dann die frisch entlassenen Mitarbeiter, die dann auf der Strasse stehen. (Siehe Opel, Telekom, ... endlos).

Mit der an Ihnen praktizierten Abmahnung wird erreicht, daß es keinem (zumindest kleineren) Unternehmen möglich sein wird den eigentlich nicht als Marke zu schützenden englischen Begriff Loop zu gebrauchen. O2 ist es letztendlich absolut egal, ob Sie daran zugrunde gehen. Auch das zeigt die herrschende Politik dieser Unternehmen.

Ich verstehe Ihre Wut vollkommen. Ich verstehe auch Ihre Angst vor dem Ruin. Aber Sie sollten keinesfalls klein beigeben.

Nutzen Sie alle erdenklichen Möglichkeiten und ziehen Sie alle Register !

- Vor allem stellen Sie Öffentlichkeit her, soweit es Ihnen möglich ist (Zeitung, Radio, Fernsehen, Internt, ...).

- Schreiben Sie weiter Briefe/Mails an die Parteien, an die Stadt, die IHK, ..., lassen Sie nach einer negativen Rückmeldung nicht locker.

- Lassen Sie sich nicht einschüchtern. Stellen Sie heraus, welche Mittel wir als Verbraucher gegenüber O2 haben. Daß wir kein gutes Wort mehr für Sie übrig lassen werden. O2 ist ganz groß im Geschäft mit Tchibo, verkauft dort seine Handys. Auch hier haben wir Möglichkeiten täglich im Tchibo-Laden unseren Unmut zu äußern, mit welchem Partner sich Tchibo da eingelassen hat. Ich werde z.B. dort hingehen und sagen, daß ich beim Bäcker nebenan kaufe und ihnen ein Infoblatt zu dem Vorgang in die Hand drücken. (so etwas könnten Sie z.B. zum Downlod bereitstellen)

- Sie haben die Unterlassungerklärung unterschriebn, ok, ist jetzt dummerweise so gelaufen. Machen Sie O2 schriftlich deutlich, daß Sie obige Maßnahmen durchziehen und ob O2 vielleicht nicht doch auf die Anwaltskosten verzichten will.

Vielleicht denken Sie im ersten Moment, das ist alles überzogen, doch was bilden sich diese Unternehmen überhaupt ein, welche Allmacht sie haben. Wenn wir nicht mehr kaufen, können die ihren Laden zu machen ! Das wäre nicht das erste größere Unternehmen, das seinen Hut nimmt ...

Zu mir:
Ich bin auch Kleinunternehmer und verstehe Ihre Situation vollkommen. Desweiteren bin ich in einer Bürgerinitiative, die sich gegen diesen menschenverachtenden Mobilfunk-Wahnsinn wehrt, was aber hier jetzt nichts zur Sache tut.

Nichts desto trotz werde ich dieses Geschehen über meine Verteiler schicken und hoffe damit entsprechend Resonanz zu erreichen. Auch wenn Sie sich damit nicht identifizieren können, sollten Sie dieses Potential nutzen.

United States Senate chose to ignore common sense

Yesterday, a narrow majority of the United States Senate chose to ignore common sense, sound economics, and the protection of our natural heritage by voting in favor of drilling in America 's pristine Arctic National Wildlife Refuge. The halls of the Capitol were clogged with oil industry lobbyists as the Senators rejected an amendment by Senator Maria Cantwell of Washington State to protect this great wilderness.

But the oil industry hasn't won yet. This is just the first step and we can still stop this outrage. Click here to write to your Senators and tell them how you feel about their vote. Let them hear from you before the Senate votes again.

Senate approves drilling in the Arctic Refuge

As you may already know, our campaign to save the Arctic National Wildlife Refuge suffered a major setback in the U.S. Senate today.

The Senate is about to pass a budget resolution that calls for oil development in the refuge. An amendment that would have stripped the Arctic drilling provision from the budget bill was defeated by only two votes, 49-51.

This fight is far from over, however. To become law, the Senate budget bill must still be "reconciled" with the House budget bill -- something Congress has been unable to do the past few years. You can be sure that we will be battling at every opportunity -- and there will be several -- to remove Arctic drilling from any budget that actually winds up on President Bush's desk.

I am not going to soft-pedal today's defeat. It is distressing that pro-oil forces, significantly strengthened by last November's election, were able to pass this terrible bill in the Senate, where we've blocked them before. It is a sad day indeed when the White House and Senate leaders are able to bypass public hearings and debate by tying the fate of America's great wildlife refuge to the federal budget bill, where it does not belong.

I want you to know one thing: we fought our hardest to defend the Arctic Refuge in the U.S. Senate. Our legislative staff worked day and night to win over critical swing votes. They were aided by the more than 450,000 emails and faxes you sent to Congress. In the last few days, thousands of our supporters in 10 key states flooded their senators' offices with anti-drilling phone calls. And an outpouring of contributions enabled us to run hard-hitting advertising in the most critical states.

We gave it everything we had. But in today's vote we just could not overcome a White House that was shamelessly trumpeting the need to sacrifice the Arctic Refuge for the sake of America's energy security and national security -- an argument that is as erroneous as it is destructive to our natural heritage.

Congress must still pass two different budget measures to complete its assault on the refuge, and I can assure you that we will battle every step of the way as these bills play out over the months to come. That's why, in the wake of this most recent setback, I would urge you to convert your outrage and sorrow into action. We're going to need your redoubled commitment to our cause in the fight ahead. I know we can count on you.

Fears that plans will cause mast hysteria

CONTROVERSIAL plans to sight eight new mobile phone masts across Northfied, Frankley, Longbridge and Rubery have been unveiled this week.

And, what residents in the area will find more worrying, is that an estimated further 200 masts are set to flood Birmingham later this year.

Of the eight proposed for South Birmingham, four are located in Northfield on the roof of Home Bargains, Bristol Road South, Frankley Reservoir, Frankley Lane and Bournville College, Bristol Road South.

Two in Rubery on Great Park Complex and Rushmore House, Cock Hill Road with a further two in Longbridge on EME Rednal, Longbridge Lane and the electricity sub-station, Tessal Lane.

The final one in Frankley is located on the corner of Frogmill Road and Tay Road.

Birmingham City Council pulls in £641,000 a year from contracts with 13 mast operators including T-Mobile, O2 and Hutchison 3G.

T-Mobile and 3G have told the city council planning department they were looking for a further 91 locations, but in many cases residents would not be aware that a site was on their doorstep.

There has been increased public concern about the safety of masts and, while experts admit there is too little research available to confirm their safety, anti-mast campaigners claim the electro-magnetic emissions can cause cancer, nausea and fatigue.

Despite the fears, the companies insist the technology is not a danger to people's health and with more than 50million UK mobile phone users say they are reacting to consumer demand.

The Standard reported back in November how Northfield Conservative parliamentary candidate Vicky Ford was campaigning for a change in current legislation to make it more difficult for providers to put masts up. Currently, because mobile phone masts are deemed as a necessity, they are exempt from normal planning guidelines.

A spokesperson for Birmingham City Council said: "The policy concerning telecommunications mast on city council land or buildings is currently under consideration by a scrutiny committee.

"A report is expected to go to City Council in June." But she added that many of the decisions on masts are taken by central Government.

SENIOR councillors have backtracked on a decision to give mobile phone giant O2 the go-ahead to put up a mobile phone mast in Barrowcliff. Scarborough Council's cabinet originally agreed to lease council-owned land to the phone company so it could give signal coverage for next generation mobile phones.

But a council scrutiny committee "called in" the decision because it wanted to find out more and was not satisfied by assurances that people's health would not be put at risk.

Members recommended the cabinet review its original decision, and yesterday's meeting of senior councillors agreed not to go ahead with the leasing arrangement with O2.

Cllr Dave Billing, who put forward the motion recommending a cabinet change of heart, said: "I believe the cabinet was insensitive given the public health fears and and the possible effect on the young people.

"To select a site next to a play area, a playing field, two schools and a children's centre just strikes me as incredibly complacent.

"A neighbourhood development officer is encouraging people to become involved.

"If you are trying to encourage community activity there you don't put something there that's going to put fear in parents' minds about their safety."

Jane Mortimer, cabinet member for housing, land and property, said: "I'm not pushing it against ward members' wishes.

"If they don't want it there they will have it somewhere else and so be it.

"People want to use phones and have phones but don't want the masts, and that is a problem. We have to take a precautionary approach."

Environmental health boss Andy Skelton said: "We are still in an era where the effects of mobile phone masts are uncertain."

Cllr Phil McDonald first brought the O2 application to the attention of residents in January after it appeared no-one had been consulted.

He and four other independent councillors prompted the call-in decision.

Many residents were unconvinced by O2's claim there was no risk to people's health in siting a mast near homes, allotments, a children's play park, a family centre and two schools, and launched a petition which dozens of people signed.

O2 wants to put up a mast to give signal coverage for the next generation mobile phones which allow video messaging and internet use.

It does not need permission to put up the 12.5-metre imitation telegraph pole because it is below the height requiring a decision by councillors and cannot legally be refused.

However, as the proposed site was on council-owned land the council had to make a decision about whether or not to allow its land to be used.

RALLYING CALL FOR PHONE MAST EXCLUSION ZONES

West councillors yesterday urged their counterparts across the region to impose a 50-metre exclusion zone for mobile phone masts near schools and homes. Gloucestershire County Council's ruling Labour and Liberal Democrat cabinet, backed by Tory councillors, voted to continue its policy on siting masts away from where people live and work because of health concerns. It wants the Government to look again at the rules on placing masts.

The move comes after evidence given at yesterday's meeting by campaigner Lynne Edmunds on the possible health risks posed by masts.

The council has had an increasing number of applications from private companies to erect third generation (3G), masts on land it owns.

Council leader Peter Clarke said: "We know that this is an issue of great public concern and feel it is our responsibility to urge other councils to adopt appropriate policies in light of the latest evidence." Deputy leader Liz Boait said: "The siting of masts needs to be considered as a matter of urgency which is why we have agreed to write to the Government to express our concerns." The cabinet resolved to refer the consideration of masts to its scrutiny management committee.

RESIDENTS who fought tooth and nail to block a planned mobile phone mast in Widnes have praised Halton council planning chiefs for rejecting it. Halton Borough Council turned down an application by 02 Ltd for a telecommunications mast with equipment cabins which the company had earmarked for land on Birchfield Road and Derby Road.

Councillors on the development control committee voted against the mast proposal which has already been thrown out on two previous occasions.

Phil McClean, a leading anti-mast campaigner, said: 'We are delighted that Halton council planners have refused the mast and we are disgusted that 02 showed disregard for the wishes of the residents and has not responded to the letters I sent to them. 'It is hard to say whether the company will reapply but the residents will continue to resist and will fiercely oppose any future applications. '02 should give more thought to the location of its mast, preferably an industrial area should be chosen, but this appears to be a more expensive option

'They are making millions and yet they are penny-pinching.'

A spokeswoman for Halton council said: 'The council has perhaps been more rigorous than most local authorities in efforts to resists the introduction of inappropriate and unnecessary telecommunications equipment. 'The authority has had a long standing policy that adopts all of the precautionary advice given by the Government and the Stewart Report and in addition sets out the criteria that ensures the best environ-mental option is achieved when a proposal is submitted. 'The stringent application of this policy has seen the council turn down numerous intended proposals before they reach the public domain and reject a number of others at planning application stage.'

Residents across Widnes have become vocal opponents of mobile phone masts and are backing calls by Halton Friends of the Earth and UK campaign group Mast Sanity for a moratorium. Mast Sanity is now urging communities to make compensation claims for 'injurious affection' when a mast affects land usage or devalues properties. Mast Sanity is also demanding changes to planning policy to reflect the widespread view of residents across the UK that masts are a potential source of ill health, especially near sensitive locations like schools and residential property. Under the current planning system alleged potential health effects from masts are regarded as 'non-material considerations' which are largely ignored.

Hug Merci for your e-mail. It is correct of saying that in Sweden, from the point of view of the public utility, we look electrohypersensibility (EHS) like a physical degradation. Nevertheless, in Sweden, the EHS is not regarded as a disease, in spite of the fact that investigations show that some 230' 000 with 290' 000 Swedes, men and women, mention various symptoms when they are in contact with sources EMF (electromagnetic fields). The electrosensitives people have their own organization of handicapped: Swedish Association for Electrosensibles, http://www.feb.se (the Web site has an English version). This organization belongs to the Swedish Federation of handicaps (HSO). HSO is the voice common of Swedish associations of handicapped vis-a-vis the government, at the Parliament and with the national authorities and it currently consists of 43 national organizations of handicapped people, including/understanding in all approximately 500' 000 members individual. The municipalities must obey to the 22 standard standards of the United Nations on the equal opportunity for the handicapped people (about these standards to see the site http://www.un.org/esa/socdev/enable/dissre00.htm). All the people having a handicap should obtain the assistance and the assistance to which they have right according to the Swedish law relating to the support and the assistance with the people having certain disabilities "LSS-lagen" and the law of the Swedish Social services "Socialtjänstlagen". The people having handicaps have many rights thus and can obtain various forms of assistance. The goal of these rights and these assistances is to give to these people the chance to live like the different ones. Any person living in the municipality of Stockholm must be able to carry out a normal life and the city must have an exact knowledge of it and to be able to contact the people needing assistance and services. The people having a handicap must be able to obtain additional assistances which enable them to live, to work, study or make things which they like during their spare time. The city of is responsible and must make sure that each one obtains a sufficient help. Each one must have respect and remember owing to the fact that the people need differentiated assistances. People are regarded as handicapped person when the environment comprises obstacles. That means that as from the moment when man or woman in wheelchair cannot travel by a bus, a train or to enter a restaurant this person has a handicap, is handicapped. When the bus, the train or the restaurant are equipped for the wheelchairs, the person does not suffer from her handicap and, consequently, is not handicapped. A person EHS states to suffer from EMF when the environment is not correctly adapted to its personal needs. There are means to make it possible to a handicapped person to go in a public space (library, church, etc), for example to extinguish the high frequency fluorescent lamps and to use ordinary bulbs. Another example consists in extinguishing whole or part of the systems of auditive assistance (the people suffering from EHS are often very sensitive to these apparatuses).

In the municipality of Stockholm, where I work as a coordinator of projects with the responsibility to find solutions overall for the handicapped people, the people sensitive to EMF have the possibility of cleansing their housing compared to the EMF. That means, for example, the replacement of the ordinary electric cables by special cables. Moreover, the electric cookers can be replaced by gas stoves and the walls, the ceiling and the floor can be covered with a mural paper special or repainted with a special protection which stops the EMF coming from outside (neighbors and antennas of mobile telephony). Even the windows can be covered by a thin aluminium foil which constitutes an effective measure to prevent the EMF from entering the chambre/maison. If these changes do not prove sufficient, the people have the possibility of renting small villas which the municipality of Stockholm has in the countryside, in sectors having levels of lower radiations. The municipality of Stockholm also plans to build a village with houses especially designed for people EHS and who will be located in a zone at low level of irradiation. The people sensitive to EMF have also the right to be supported by their employer to allow them to work in spite of their handicap. For example, to obtain special equipment, such of the computers with low radiation, to make change the high frequency tubes fluorescent into ordinary bulbs, not to have telephones DECT in their offices, etc. Certain hospitals in Sweden also built special rooms with low EMF, to make it possible to the hypersensitive people to have access to the medical care. Another example is the possibility for EHS people of having an especially arranged car enabling them to make the way between their residence and their work. Recently, certain political leaders of the municipality of Stockholm even proposed that in certain coaches of subway of the town of Stockholm the mobile telephones are prohibited, the travellers being obliged to extinguish their portables in these coaches to allow EHS people to travel (one can make a comparison with the people sensitive to the animals, because it is interdict to travel with a cat or a dog in certain parts of the trains).

A bill which would bring mobile phone masts under strict planning controls is due to be discussed in Parliament tomorrow amid claims it is easier to get planning permission for a base station than a household porch. The Telecommunications Mast (Planning Control) Bill is a Private Member's Bill introduced by Lib-Dem MP Andrew Stunell.

It has all-party support and sponsors from the three main parties, but may not get sufficient parliamentary time to be discussed.

Concerns about the potential health effects of mobile phone mast emissions prompted the Echo to launch its Shock Waves campaign, which calls for more thorough research to be carried out and urges a cautious approach to be taken towards planning applications for masts.

More than 700 Exeter residents have signed a petition urging phone giant Vodafone not to pursue an application to install a mast in Heavitree Road, close to schools, a nursery and the city's maternity hospital.

Mr Stunell's Bill would make future mast planning applications subject to a 'precautionary principle' statement, in line with the recommendations of the 2000 report by Government adviser Sir William Stewart.

The proposed legislation would do away with permitted development rights, ending the current practice meaning masts under 15m high are exempt from planning controls. The Bill would also require that for every application, the telecommunications company should set out a statement on the intensity and direction of the signal radiating from the proposed mast.

Where the beam of greatest intensity would fall on schools, other educational buildings or land, medical facilities or homes, then, in certain circumstances, this would provide automatic grounds for the refusal of planning permission. At the moment, health concerns are not a legitimate planning concern and so should not be taken into account by planning authorities.

Lib-Dem culture spokesman Don Foster said there was growing public concern about laws which meant masts under 50ft high were exempt from planning rules when minor alterations to most homes were subject to the planning process.

He said: "This Bill will allow planning authorities to take account of health concerns and will require the industry to produce more evidence about the radiation emitted, and to justify the need for each mast.

"The Conservatives created a terrible situation where it's easier to get planning permission for a mobile phone mast than it is for a porch.

"This needs to be addressed. So far Labour has chickened out, yet public concern continues."

T Mobile trying to monopolise Manchester

Having seen that T Mobile are trying to get a mast up in Heaton Mersey, I'd just like to say that I and a large group of Whalley Range residents in Manchester are trying to fight T mobile's decision to site a mast on the grounds of whalley range football club. Just like the case in Heaton Mersey, the site concerned is bordered by houses with lots of young children and the field itself is used by children.

I was told by the planning officer in charge of this case that he had met with T Mobile yesterday and that T Mobile had said that they were going ahead with their plans despite their being so much local opposition. Basically they are not interested in what people think. More worryingly T Mobile told the planning office that they would take Manchester city council to court if they refused the application. This sounds like bully tactics to me.

I would like information from anyone as to do what to do next. The mast concerned does not need formal planning permission as it would be 14.8 metres in height. Does anyone know of solicitors who specialise in these cases who would be able to offer their services free of charge.

Also I am trying to get in touch with the group of campaigners in Tameside who successfully appealed against Tameside council's decision to allow a mast.

I refer to our previous exchanges of 23 February to 1 March. As I recall it, Manchester City Council told your group that "they could do nothing to prevent the T-Mobile development going through". Following advice, you challenged this line and the planning authority recognised that an application for Prior Approval was (is) required. We left matters awaiting submission of that application.

It is completely unsurprising that the operator is going forward despite the strong local opposition. That said, I would be astonished if T-Mobile really has threatened court action if the application is refused; - this is vexatious and any paper notification of this intent would be a powerful tool in the hands of the Council's solicitor. I have to wonder if this is scaremongering by the said planning officer.

Whatever the facts, this should in no way affect the due planning process in accordance with law. If such an application is refused by the relevant Council planning committee, T-Mobile will have 6 months in which to lodge an appeal. Should it do so, this appeal will be heard by an Inspector appointed by the Planning Inspectorate in Bristol who will decide whether to "allow" or "dismiss" it. If the Inspector dismisses such an appeal, then T-Mobile may decide to take the matter to the High Court - in which case the legal action will be between T-Mobile on the one hand and the First Secretary of State (on behalf of the Planning Inspectorate) on the other. This represents the due process.

At 14.8 metres, the mast requires a determination of Prior Approval and there is a well-established procedure for this. There is little point in contacting a solicitor at this stage - there is nothing for him to do.

As regards Thameside, the public did not appeal - the public have no right to do so. In the interests of accuracy, the mast was refused by committee (no doubt as a result, in part, of campaign pressure); T-Mobile lodged an appeal against the decision which the Planning Inspector dismissed.

Please come back to me as soon as the application is submitted.

Zur Kenntnis und weiteren Verbreitung:

- lt. Prof Adlkofer sind die Ergebnisse der Studie für den Hochfrequenzbereich bereits innerhalb der REFLEX-Studie von verschiedenen Laboratorien reproduziert worden; damit ist das letzte Kriterium für den "wissenschaftlichen Nachweis" erfüllt. Wir sollten das Bundesamt für Strahlenschutz jetzt auffordern, zu begründen, warum dieser "wissenschaftliche Nachweis" nicht akzeptiert wird.

- in 4-6 Monaten liegen die Ergebnisse der Reproduzierung durch zwei weitere Laboratorien vor; spätestens dann kann weder das Bundesamt für Strahlenschutz noch die Mobilfunkindustrie weiter behaupten, dass diese Strahlung zu schwach sei, um Zellen zu schädigen.

obwohl mein persönliches Schreiben an Sie nicht für die Öffentlichkeit gedacht ist, steht es Ihnen frei, damit zu machen, was Sie wollen. Was die Reproduktion unserer Ergebnisse angeht, habe ich Verständnis dafür, dass eine solche unabhängig von der REFLEX-Studie verlangt wird, auch wenn die Kriterien für mich bereits erfüllt sind. Entsprechende Untersuchungen sind inzwischen in zwei Laboratorien angelaufen. Mit Ergebnissen ist in 4-6 Monaten zu rechnen. Da ich nicht daran zweifle, dass unsere Beobachtungen bestätigt werden, steht für mich längst die Frage im Vordergrund, ob bei vergleichbarer EMF-Belastung gentoxische Veränderungen wie wir sie im Reagenzglas beobachtet haben auch im Gesamtorganismus von Mensch und Tier vorkommen können. Dies herauszufinden scheint mir das Gebot der Stunde, die weitere Reproduktion dessen, was wir gemacht haben, überlasse ich gerne anderen.

Ein wichtiger Kritikpunkt in der Auseinandersetzung mit dem BfS wird sein, ob identische Experimente von voneinander unabhängigen Forschungsgruppen bestätigt wurden. Sie schreiben unten nur: "Unsere Ergebnisse zur Gentoxizität sind in vier REFLEX-Laboratorien unabhängig von einander erarbeitet und inzwischen von zwei weiteren Laboratorien außerhalb des REFLEX-Konsortiums bestätigt worden." Können Sie noch einmal explizit darauf zurückkommen, ob das Kriterium der Reproduzierung erfüllt ist?

Die Autoren verwendeten in aller Regel auf EMF nicht ansprechende Zellen oder wählten für die Zellen eine zu kurze Bestrahlungsdauer oder es fehlten ihnen überhaupt die Voraussetzungen für das Einstellen und Erfassen genauer EMF- Messdaten. Hinzu kommt, dass niemand gezwungen werden kann, etwas zu sehen, wenn er es nicht sehen will.

In Deutschland werden unter dem Begriff “Reformen” profitorientierte Interessen mit Maßnahmen durchgesetzt, die zu Lasten der Bevölkerung gehen.” Diese Politik führt zu steigender Erwerbslosigkeit, Verarmung und dem finanziellen Kollaps der Kommunen, der Länder und des Bundes.

Dies ist ein weltweiter Prozess. Die neoliberale Globalisierung führt heute auch in den reichen Ländern zu Entwicklungen, unter denen die Menschen in der südlichen Erdhälfte schon seit Jahren – allerdings weitaus schlimmer – zu leiden haben. Dort wie hier zerstört sie die natürlichen Lebensgrundlagen dieser und kommender Generationen. Die Durchsetzung wirtschaftlicher Interessen wird zunehmend mit kriegerischen Mitteln betrieben. Während für das Kapital alle regulierenden Schranken fallen, werden, wie bei der “Festung Europa”, die Mauern gegen den Zustrom von MigrantInnen und Flüchtlingen hochgezogen. Die sozialen Grundbedürfnisse werden durch Privatisierung öffentlicher Güter sowie der Daseinsvorsorge ausgehebelt. Im Namen der globalen Wettbewerbsfähigkeit und der Konkurrenz aller gegen alle werden Tausende Arbeitsplätze vernichtet. Soziale und demokratische Rechte werden abgebaut.

Die gesellschaftliche Unzufriedenheit wird immer größer. Das provoziert die Frage, welche Veränderungen notwendig sind, um die sozialen Grundbedürfnisse und natürlichen Lebensgrundlagen der Menschen zu sichern, Frauen und Männern eine existenzsichernde und gesellschaftlich sinnvolle Beschäftigung zu bieten, ihre Würde zu wahren und ihre demokratischen Mitwirkungsmöglichkeiten zu erweitern.

Immer weniger Menschen fühlen sich in ihren Anliegen vertreten. Wir müssen uns selber auf den Weg machen. Wir brauchen dafür ein zivilgesellschaftliches Forum, um uns über verschiedene soziale Milieus hinweg auszutauschen. Dort wollen wir Formen des Widerstands entwickeln und Widersprüche im Streben nach gemeinsamen Handlungsmöglichkeiten und der Entwicklung von Alternativen überwinden. Dazu bedarf es eines gesellschaftlichen Dialogs in einem offenen Raum jenseits von Parteien und weltanschaulichen Abgrenzungen.

Dieser Dialog ist Teil eines weltweit wachsenden Prozesses. Im südbrasilianischen Porto Alegre fanden sich im Jahr 2001 erstmals Menschen aus aller Welt unter der Losung “Eine andere Welt ist möglich”. Parallel zu ähnlichen kontinentalen Foren in Afrika und Asien traten 2002 in Florenz das Erste, 2003 in Paris das Zweite Europäische Sozialforum zusammen. In Deutschland gibt es Sozialforen in vielen Städten und Regionen.

Wir laden alle ein, die sich auf die Suche nach einer gerechten, friedlichen und ökologischen Gesellschaft machen wollen, sich am

Ersten Sozialforum in Deutschland vom 21. bis 24. Juli 2005 in Erfurt

mit ihren eigenen Vorschlägen und Vorstellungen zu beteiligen und am Vorbereitungsprozess mitzuwirken.

OWNERS of a caravan park on Hayling fear tourists will desert them if a mobile phone mast is allowed. Vodafone wants to put up a 33ft mast in Fishery Lane to boost its coverage on the island. Businesses and homes in the area are furious after being sent letters telling them about the application. They are worried about radiation from the mast – and fear tourists will not want to bring their children to the island if they know the mast is there.

If the mast gets the go-ahead it will go up in Fishery Lane, between Hayling Recycling Centre and Fishery Creek Caravan Park. Darko Emersic, owner of Fishery Creek, has consulted solicitors and says he is prepared to fight the firm all the way. Vodafone's application to Havant Borough Council is to determine if it needs to apply for planning permission for the structure.

Jane Frapwell, of Vodafone, said better mobile phone coverage might even encourage people to visit the campsite.'

Burgerbewegung: Schlingerkurs von McDonald's

Viele von Ihnen haben als Teilnehmer der foodwatch-Burgerbewegung McDonald's aufgefordert, Burger ohne Gentechnik anzubieten. Denn bisher muss Fleisch, das unter Einsatz von gentechnologisch verändertem Tierfutter erzeugt wurde, nicht entsprechend gekennzeichnet werden. Die Konsequenz: Verbraucher haben keine echte Wahlfreiheit. Sie werden zu Zwangsunterstützern der Gentechnologie, weil sie sich mangels richtiger Kennzeichnung nicht bewusst dafür oder dagegen entscheiden können.

Täglich essen über zwei Millionen Menschen bei McDonald's, für die pro Tag 80.000 Kilogramm Hackfleisch verarbeitet wird. Entsprechend großen Einfluss hat ein Konzern wie McDonald's auf dem Fleischmarkt und kann spielend leicht auch gentechnikfreie Burger anbieten.

Diesen Eindruck hatte McDonald's auch den Teilnehmern der Burgerbewegung anfangs vermittelt - und behauptete in der Antwort-E-Mail seine "Lieferanten angewiesen zu haben, gentechnikfreies Futtermittel (Soja) zu beschaffen". Obwohl der Konzern foodwatch gleichzeitig per Brief mitteilte, man habe gar "keinen Einfluss auf die Fleischlieferanten".

Eine eklatante Verbrauchertäuschung, gegen die foodwatch auf Unterlassung klagte. Dies wurde zwar vom Gericht in zweiter Instanz unverständlicherweise abgelehnt, doch McDonald's steckte trotzdem freiwillig zurück: In einer neuen Antwort an die Burgerbewegten hieß es, man sei auf der Suche nach gentechnikfreiem Futter nicht fündig geworden.

Diese Aussage ist absurd. Es gibt genug Bezugsquellen von gentechnikfreier Soja. Das weiß auch McDonald's. Offensichtlich war aber diese Ausrede den Managern des Fast Food-Konzerns selbst nicht geheuer. Denn seit kurzem antwortet McDonald's auf die Schreiben der Burgerbewegung überhaupt nicht mehr.

Ein peinlicher Schlingerkurs! Dem Konzern gehen die Argumente aus. Der Fall zeigt aber auch: Wenn Verbraucher sich gemeinsam gegen plumpe Täuschung und Verdummung wehren, dann reagieren auch Großkonzerne. Über 3800 Teilnehmer der Burgerbewegung haben dies erreicht!

Das ist ein Ansporn für uns. Wie heißt es so schön in der Werbung von McDonald's: "Für die optimale Zufriedenheit und das Vertrauen unserer Gäste tun wir alles." Innenminister Otto Schily und Justizministerin Brigitte Zypries (beide SPD) planten die völlige Abschaffung der Informationsfreiheit und der Selbstbestimmung über die Kommunikation, sagte Wimmer der "Leipziger Volkszeitung" zu den Plänen, Handy- und Internetdaten ein Jahr lang speichern zu lassen. Begründet werde dies mit der Bekämpfung des internationalen Terrorismus. In Wahrheit solle damit aber die "Unfähigkeit", die sich aus legaler und illegaler Zuwanderung nach Deutschland ergebende Gefährdungslage durch Eindämmung und Beseitigung bekämpfen zu können, auf dem Rücken der Deutschen geregelt werden. Vom Geist eines freiheitlichen Staates bleibe kaum noch etwas übrig. Unions-Fraktionsvize Wolfgang Bosbach signalisierte zugleich Unterstützung für die Datenspeicher-Pläne der Bundesregierung.

Der Irak droht nach Auffassung der Anti-Korruptionsorganisation Transparency International (TI) zum größten Korruptionsskandal aller Zeiten zu werden. Dies geht aus dem Global Corruption Report 2005 (GCR) hervor, der am Mittwoch vorgestellt wurde. Der Vorsitzende von TI Deutschland Hansjörg Elshorst beklagte, dass schon die Vergabe der Wiederaufbauverträge an US-Firmen nicht sauber abgelaufen sei. So sei den Irakern ein schlechtes Beispiel gegeben worden. Transparency befürchtet außerdem, dass der Internationale Währungsfond und der Pariser Club den Irak zu Privatisierungen drängen werden. Wenn Länder unter Besatzungsregierung zu schnellen Privatisierungen gezwungen würden und ein freier Markt fehle, sei fast sicher mit einer weitverbreiteten Korruption zu rechnen, meint die Organisation.

Meinungsfreiheit: Über den NATO-Krieg gegen Jugoslawien darf weiterhin straffrei diskutiert werden (16.03.05)

Das Vorhaben der Bundesregierung, kritische Meinungsäußerungen über den NATO-Krieg gegen Jugoslawien mit einer Freiheitsstrafe von bis zu fünf Jahren zu bedrohen, ist vorläufig gescheitert. Das Bundesjustizministerium, SPD und Grüne hatten Mitte Februar Gesetzentwürfe zur Änderung des Strafgesetzbuches vorgelegt, wonach das Leugnen von als "geschichtlich gesichert anerkannten Tatsachen" unter Strafe gestellt werden sollte, zum Beispiel ein "Leugnen des Völkermords im ehemaligen Jugoslawien". Ebenso geräuschlos wie dieser Passus in die Gesetzentwürfe zur Einschränkung der Meinungs- und Versammlungsfreiheit aufgenommen worden war, verschwand er wieder. Als der Deutsche Bundestag am vergangenen Freitag abstimmte, fehlte die Bestimmung. Zwischenzeitlich hatten die ehemalige Bundesjustizministerin Sabine Leutheusser-Schnarrenberger und der FDP-Abgeordnete Max Stadler interveniert. ngo-online liegt ein Schreiben von Stadler an den zuständigen SPD-Abgeordneten Dieter Wiefelspütz vor, in dem es heißt, dass in einer Demokratie "eine strittige und kritische Auseinandersetzung" über zeithistorische Ereignisse "möglich sein muss". In der Bundestagsdebatte am 11. März wandte sich Stadler gegen "einen Schritt weiter in Richtung Gesinnungsstrafrecht". Seine Befürchtung: "Dem ersten Schritt folgt dann leicht ein zweiter." Offiziell wurde die geplante Einschränkung der Meinungsfreiheit nur verschoben, nicht jedoch aufgehoben.

Residents fume over mast defeat

ANGRY residents are meeting tonight to consider their next move after permission was given for a phone mast in High Crompton.

They mounted a strong campaign against the proposed mast at Greenhill Farm but the scheme has got the go-ahead from Oldham Council.

For applicants 02, it is third time lucky after previous attempts to site the mast near the Waggon and Horses pub, Rochdale Road, and at the junction of Long Rushes and Trent Road came to nothing. However, there is widespread disappointment and anger among local people.

They submitted a 695-signature petition and individual letters arguing that the site was too close to their homes and High Crompton Park.

Other objections were that the 15 metre high monopole would blight the area and that there was already another mast near by.

Crompton councillor Ann Wingate, who was also opposed to it, said: “I recognise the real concerns of the residents about harmful emissions from this 50ft-high mast.”

One protester, Sandra Bolton, of Greenhill Avenue, said residents felt aggrieved the decision to grant permission was made by officers rather than by the planning committee.

She said: “People are not very happy at all. To have it decided by the swish of a pen considering the number of names on the petition and all the letters, is very disappointing.”

Mrs Bolton added that a group of residents was intending to meet tonight to discuss the next step but she admitted: “What we can do I don’t know.”

A council spokeswoman said the application had been granted prior approval by planning officers in accordance with set guidelines.

DESPERATE parents in Heaton Mersey are offering to hand over £5,000 to a church - but only if it throws out controversial plans to house a mobile phone mast.

St John the Baptist, on St John’s Road, stands to make £5,000 from communications giant T-Mobile if plans to site a mast in the church tower go ahead.

However, local residents, who say they fear for the safety of their children and those at neighbouring schools, mounted a campaign last year to halt the plan and are now so desperate they have offered to club together to avoid the controversial plan going ahead.

Lynda and Greg Lacey have even pledged £1,200 a year if the mast is refused and the church has no other way of raising funds - because they are worried about the health of their children who attend St John’s Primary School.

Lynda said: “There are a few people who have said they would be happy to set up a direct debit if the mast was refused.

“The church should look at the wellbeing of people in the community.”

However, Rev Marcus Maxwell, vicar of St John’s, said he would not accept money until a decision has been made.

He said: “While we are still convinced that there is no health hazard, there are some people who are worried and frightened. We are not in the business of worrying and upsetting people.

“If our neighbours want to support us financially because they value the parish church that is great but we don’t want to be seen to be being bought out.”

PHONE MAST APPLICATION GETS POOR RECEPTION

AN APPLICATION for an extended mobile phone mast to be built in Groveland Road has been withdrawn.

The proposal to lengthen the mast at St John Ambulance Station by three metres to enable new 3G technology to be installed has been met with widespread opposition from local residents.

The extension to the Vodafone mast would have meant that it overlooked Grovelands Primary School, prompting concern from residents who were worried about radiation.

Grandmother Sybil Lacey, 82, of Derwent Close, told the Gazette that she was relieved at the decision. She said, 'I am just so extremely grateful that the application has been withdrawn. 'We only found out at the last minute at the planning committee meeting on Thursday so we are all still really pleased with this outcome.'

No reason was given as to why Vodafone withdrew the application, but many of the residents who were against the plan feel that their protests had something to do with the decision.

Mrs Lacey said, 'I think it says something about people power that we managed to make such a difference. 'We all fought so much for what we believed in and have achieved what we set out to do.' Cllr Ian Haffenden, who was dealing with the planning application' said, 'One of the positive things to come from this situation is that it has really brought the community together. 'I have never seen such intense concern from a community over a planning proposal. I have received more emails, letters and complaints than I have ever experienced. I think that speaks volumes.'

Before the withdrawal of the plan, a Vodafone spokeswoman reassured residents that the mast was safe. She said, 'We are aware that people do have concerns but all our masts comply with the very strict guidelines designed to protect all members of the public no matter where they live.'

We the representatives and friends of the Finno-Ugric peoples of the world call on the Russian authorities at all levels to take immediate steps to end the attacks on members of the democratic opposition in the Republic of Mari El. We urge international human rights organizations to join us in this cause.

In recent months, the local government of Mari El has done nothing to stop the rising tide of discrimination and attacks against the Mari people, thus creating the impression that it supports or may even be behind them.

We note with regret that the authorities have done nothing to identify those who earlier this month attacked Vladimir Kozlov, editor-in-chief of the Finno-Ugric newspaper Kudo+Kodu and head of the all-Russian movement of the Mari people, Mer Kanash, beating him nearly to death.

The Mari people are an important part of the Finno-Ugric world, and this summer they are scheduled to host the next world congress of Finno-Ugric studies. Consequently, it is especially important now that the Russian authorities in Moscow and in Mari El do everything possible to end the abuse of the rights of the Maris.

If you were to witness this personally, your heart would break

Some baby seals will be skinned alive. Their front flippers flailing violently, trying to squirm away as the knife finds them, blindly pawing and wrenching until they finally fall still.

Seal hunting isn’t much of a challenge. Most seal pups lay on the ice alone and helpless before they are violently cut down. The sealers pour over the ice in their army of boats, snowmobiles and even a helicopter, leaving trails of blood in their wake. The baby seals lift their heads and try to cry out in anguish, but manage only a pathetic snarl before the club crushes their skull.

After the seals are skinned, the carcasses are abandoned on the ice once the pelt and blubber are removed, left in piles like disposable laundry. The meat is never used.

This senseless act of annual cruelty is actually supported by the Canadian government

As many seals are killed today as during the 1950s and 60s when overhunting significantly pushed seals down the road towards extinction. You helped raise a global outcry that stopped the killing of whitecoat baby seals in the 1980s. But Canada’s politicians have since used hidden subsidies to expand the hunt again in order to win favor with the fishing industry.

Green Party Notice of Motion to Council: 10 March 2005

Mobile-phone masts

Bearing in mind the widespread and deep concern among the citizens of Brighton and Hove and the nation at large about the potential health risks of 3G mobile phone masts and TETRA masts. And noting the general disregard by telecommunications companies for the health of the public, amenity considerations and community wishes, this council urges the UK Government to:

· Halt the installation of further masts, until the Mobile Telecommunications and Health Research Programme two-year research study into their impact at the University of Essex is completed in November 2006.

· Decommission existing masts in sensitive locations, if the research demonstrates they are harmful, and introduce an exclusion zone that ensures no new masts are installed within 500 metres of schools, hospitals and domestic areas.

· Implement the Stewart Report recommendation that the siting of all new base stations should be subject to the normal planning process.

· Ensure the health and amenity concerns of local communities are taken fully into account in each stage of the decision making process.

· Implement the Stewart report recommendation that an Ombudsman be appointed to provide a focus for decisions on the siting of base stations when agreement cannot be reached locally, and on other relevant issues.

Two petitions, a deputation and a demonstration

The people of Hanover and Elm Grove and Queens Park have certainly made their views clear about the 3G masts proposed for their neighbourhood and the rest of Brighton and Hove.

I am now asking this council to support them. Local democracy lies at the root of this issue. Is it right for an outside organization to impose its will on a city and communities in that city, when there is so patently an overwhelming opposition to their proposals? The citizens of Brighton and Hove don’t think so.

I have received more protests about the mast at the junction of Queens Park Road and Pankhurst Avenue than any other issue I have dealt with in the two years that I have been a councillor. There is a general and genuine disbelief in the community that Marconi are able to do what they like.

The more than 100 resident and families who have sent me e-mails, telephoned me, stopped me in the street or buttonholed me in shops are:

Outraged that they should have no say in whether or not a mast with possible health risks should be planted in the middle of their community next to houses and a short distance from two primary schools, several playgroups and Brighton General Hospital.

Outraged that the city planners appear to have no powers to prevent the mast going up.

Outraged that Marconi is clearly disinterested in their complaints. Indeed, the main thrust of Marconi’s standard response to those who have written is to blame the council.

Ideally, argues the man from Marconi “we would like a meeting with the planners and councillors so that more optimal use can be made of the council’s land and buildings, thus taking some of the development away from residential areas. Currently, we are not able to utilize the council owned land and buildings. Obviously, this has a significant impact upon the options available to us.’

So it’s all our fault.

Marconi belongs to the Mobile Operators Association. They don’t think much of local democracy and opposed a proposal by a House of Commons Committee that would require mobile operators to obtain planning permission for all new mobile masts, and would give parents a veto over siting.

The Daily Mail quoted MOA Executive Director Mike Dolan as saying ‘This would hold up the next generation of mobile networks to the detriment of businesses and communities.’

The community in Hanover and Queens Park couldn’t agree less. The motion speaks for itself. You will see we want a moratorium on the installation of new masts until current research is finished and installations removed if dangers are proved. We also want all masts brought within the planning system.

We realize we are up against the big battalions. The five major mobile operators paid the Labour Government £22.5 billion for the 3G licences. Gordon Brown has gratefully trousered the money and he and his colleagues have chosen not accept most of the recommendations of the Stewart Report. We urge this council to add their voice to those trying to change Ministers’ minds.

I should say I have prejudicial interest in this issue. I live only 200 yards from the mast site. More importantly, two of my grandchildren live only 100 yards from the site and two more of my grandchildren attend Elm Grove School, which is less than 400m from the site. Most of the letters and e-mails sent to me have been from concerned parents who also have a prejudicial interest. I am deeply concerned that the mast could affect the children’s health. I don’t know for sure if it will, but then neither do Marconi who have not responded to my request for reassurances about health risks. Nor do Underwriters Lloyds of London who refuse to insure mobile phone manufacturers against damage to health.

I believe Marconi and the other providers should prove beyond question that 3G and Tetra masts are safe before any further installations are put up.

I urge the council to support this view and move the motion.

Wal-Marts Ethik

Mit der Gehaltsabrechnung des Monats Februar erhielt jeder Mitarbeiter von Wal-Mart Germany eine Zusammenfassung der so genannten "Statements of Ethics" (SOE). Gleichzeitig wurden im Unternehmen an den schwarzen Brettern und im Personalbereich entsprechende Plakate ausgehängt. Die Richtlinie "Unternehmensethik" mit der internen Nummer PW-12, ist Teil einer Reihe von Wal-Mart-Richtlinien, die die unterschiedlichsten Arbeits- und Lebensbereiche der Mitarbeiter regelt. So gibt es Richtlinien die im Falle von (vermutetem) Alkohol- und Drogenmissbrauch (PD-16) eintreten genauso wie für die Nutzung von Computern, Modems, Internetnutzung und Sicherheit (Il-06). Hintergrund für die aktuelle Neuausgabe der "Ethikrichtlinien" ist laut dem internen Kommunikationsleitfaden, "…dass zunehmend verschärfte Anforderungen an die Unternehmensführung von US-Unternehmen (Corporate Governance) gestellt werden…" In der internen Mitteilung, die uns vorliegt, heißt es: "Der Gesamtbetriebsrat wurde bereits über das Thema "Statement of Ethics" informiert". Eine Formulierung, aus der eindeutig hervorgeht, dass er das Papier nie zu sehen bekommen hat. Daher verwundert auch nicht, dass der Betriebsrat laut einer Meldung der Financial Times Deutschland vom 15. März 2005, derzeit den Gang zum Arbeitsgericht vorbereitet. Dies wäre auch durchaus nachzuvollziehen, hat das Wal-Mart-Management schon immer ignoriert, dass es in Deutschland so etwas wie Mitbestimmung gibt. Insbesondere, wenn sich ein Management erdreistet, sich um das Liebesleben seiner Mitarbeiter zu kümmern: "Sie dürfen nicht mit jemandem ausgehen oder in eine Liebesbeziehung mit jemandem treten, wenn Sie die Arbeitsbedingungen dieser Person beeinflussen können, oder der Mitarbeiter Ihre Arbeitsbedingungen beeinflussen kann.", heißt es in der Richtlinie. Auch die Maßnahmen die bei Nichtbeachtung vom Unternehmen angedroht werden, lassen keine Wünsche offen: "Angemessene Disziplinarische Maßnahmen, bis hin zur Kündigung, sind gegen jeden Mitarbeiter zu ergreifen, dessen Verhalten diese Unternehmensethik oder gültige Gesetze und Bestimmungen, einschließlich dieser ethischen Leitprinzipien, verletzt. Selbstanzeige bei Missachtung von ethischen Prinzipien wird begrüßt und möglicherweise bei Festlegung der angemessenen disziplinarischen Maßnahmen Berücksichtigung finden." "Beachten Sie jederzeit die Gesetze! Wenn Sie erfahren, das ein anderen Mitarbeiter ein Gesetz verletzt, oder wenn Sie von einem anderen Mitarbeiter, der dies tut oder von dem Sie annehmen, dass er dies tut, dazu aufgefordert werden, haben Sie darüber unverzüglich zu berichten.", heißt es weiterhin, der direkte Aufruf zur Denunziation von Kollegen.

Überstunden seien nicht vergütet worden, erklärte James Lindsey, der die Betroffenen als Anwalt vertritt. Außerdem habe im Falle von Arbeitsunfällen keinerlei Absicherung existiert. Die Arbeiter der Nachtschichten seien zudem oft in der jeweiligen Filiale eingesperrt worden.

Die Ermittlungen hatten sich über längere Zeit hingezogen. Im vergangenen Oktober schließlich hatten Fahnder in einer gemeinsamen Aktion 60 Wal-Mart-Filialen in 21 Bundesstaaten der USA durchsucht und Mitarbeiter ohne Aufenthaltsgenehmigung ausfindig gemacht. Dass die Geschäftsleitung über deren Anstellungen informiert gewesen sei, belegten Abhörprotokolle, sagte ein Ermittler. (...)"

Die Einrichtungen oder die sogenannten Zwischenhändler, die die Ein-Euro-Jobs vermitteln, bekämen von den Arbeitsagenturen 500 Euro im Monat, von denen die Jobber je nach Arbeitszeit nur etwa 150 Euro sehen. Am 20. Mai, zwei Tage vor den Landtagswahlen in Nordrhein-Westfalen, soll es einen bundesweiten Aktionstag gegen diese Billig-Jobs geben…"

Dies soll nun anders werden: In einem Kompromiss einigten sich SPD und Grüne auf eine fundamentale Änderung. Noch in dieser Woche soll diese Änderung im Bundestag beschlossen werden. Demnach würden Bauern, Nachbarn und Imker nur noch über aufwendige behördliche Prüfverfahren Informationen über die genauen Anbauflächen von Gen-Pflanzen erhalten. Die Öffentlichkeit würde über die genaue Lage keine Informationen mehr erhalten. Greenpeace fordert SPD und Grüne auf, diese Entscheidung sofort rückgängig zu machen.

MEET the latest scheme by mobile phone giants to boost coverage – undercover masts. In a bid to deter complaints about ugly masts blotting the landscape, operators have come up with a cunning plan to disguise them as trees. The only snag, though, is that the 'tree-mast' still has to tower over its wooden rivals to ensure a signal.

The move has come to light as part of an application for an 82ft mast on the slopes of Portsdown Hill, which O2 wants to disguise as a Scots pine.

Spokeswoman Angela Johnson said: 'We need a mast in the area for changes in capacity as part of our 3G network. 'But we would try to reduce the environmental impact by disguising it as a tree to make it look as reasonable as possible.'

The firm's plan, though, has done little to alleviate residents' health fears. Grace Edney, whose home at The Thicket, Portchester, would overlook the mast, said: 'Disguising it is just as dreadful and only hoodwinking people. You can hide it, but you can't get away from it.' O2 has applied to Fareham Borough Council for permission to build the mast on land at the Fitness First health club, in Down End Road, Fareham, where two masts, belonging to competitors Orange and Hutchison 3G, already stand.

Overall, too many young people see the struggles of humans as separate from the struggles for a healthy environment. It isn't because we have bad intentions -- it's because a generation that does not care about the impact of its lifestyle on the environment can be easily manipulated for corporate greed. We are getting played out. And unfortunately, the environmental movement has actually helped enforce that disconnect by seeming to draw divisions between the natural world and its human inhabitants -- and by seeming to worry more about the former than the latter.

That is the context for the next stage of environmentalism. You have an oppressed, depressed, furious mass waiting to be mobilized. And sure, some of us eat at McDonald's and wear leather shoes -- but we feel it is possible to demand better from our government and from ourselves for our environment. We feel it is imperative to connect the different survival struggles we are engaged in if we truly hope to sustain a viable movement for change. You will not die if you try to link hands with us in this struggle, if you try to meet us halfway.

We are in a unique organizing space right now, fresh off the election, understanding that it is imperative to combine electoral organizing with community organizing with issue organizing, in new and unique ways. Environmentalists have done groundbreaking work in this arena, getting citizens informed and involved around policies and petitions. But the movement has failed to reach the urban masses, and it has fallen prey to the marketing of the right, which casts caring about the planet as goofy liberalism instead of instinctual self-preservation.

So I offer three transition steps for the leadership of the environmental movement:

1. Change your framework. You have to frame environmental issues in a way that makes sense for us and relates to the issues we care about. But you will have to get closer to us and to the work we're doing in order to make that happen. We're talking about racism -- meet us there. I know the research shows one thing, the statistics make your case; but they also make a case that the most pressing issues in my life should be stopping the prison industrial complex, stopping the HIV that's ravaging my community, stopping the president from cutting Upward Bound funding.

There's a place for you in each of those battles, just as there's a place for those activists in the battle for the environment. It is not either/or. The loss of your borders won't mean a dilution of your vision, it will simply mean a larger, greater, more inclusive vision.

2. Be easy and appealing. You need to turn up the heat and the appeal for environmentally friendly products and practices, while putting time and energy into bringing down the price. It's not written anywhere that everything recycled has to look used and cost twice as much. Lose that sage color scheme and price your wares to Target.

If you aren't willing to be a little savvy for the survival of the world, then how committed are you? Take five minutes and catch up to what appeals to the greatest number. The environmental movement needs to make its home in this real world of ours.

3. Stop the environmental evangelism. I say this as a loving criticism of the people who are at the forefront of this work: you often get so caught up in the sky-is-falling mentality of environmental work that you can only see the urgency of your own issue. That's not how to approach folks. Fiscally conservative people of color vote in their economic interest, not because someone approaches them on the street apoplectic about mercury in the water. Mercury in the water is a completely relevant topic for black folks, but not if we can't see our faces on and in that movement, and see our interests as clearly part of the platform. You've got to talk to folks about the things that will move them -- which means you've got to identify how your work relates to the issues that matter to other people.

As a young woman of color who doesn't do environmental work for a living, I believe environmentalism needs to become something that the masses can integrate into how we live our lives. It's nothing personal.

Every issue-based movement needs to think in terms of solidarity and collaboration right now.

How this discussion can move forward into worthwhile proposals and actions -- that is the question. Stepping back and thinking about a vision for a movement is absolutely necessary. Dramatizing its slow and agonizing death borders on indulgent. Too often, people rush to say something is dying when it's merely in a period of transition. Be less presumptuous. Shedding an old skin is not death but renewal, and those who follow the life of the planet should grasp that better than anyone else.

But this strategy, like all strategies based on exploiting labor in developing nations, is doomed to fail. When those geeks and their countries start dominating the market, U.S. companies will find themselves scrambling to come up with business plans that don't depend on ripping off third-world hackers. Fact is, you can't just keep moving your outsourcing hot spots from nation to nation -- eventually you've got to come home. And that's why the Republicans are working now to create the domestic economy of tomorrow: one that won't require any revamping of business models that depend on underpaid professionals in engineering and the sciences. Nothing brings us closer to this exciting future than last week's passage of the bankruptcy bill, a pernicious piece of federal legislation that destroys financial safety nets for working- and middle-class people while allowing the rich to shield their wealth from debt collectors...

26 prisoners have died in US custody

At least 26 prisoners have died in U.S. custody in Iraq and Afghanistan since 2002 in what Army and Navy investigators have concluded or suspect were acts of criminal homicide, the New York Times reported on Tuesday, citing military officials. Investigators have closed their inquiries in 18 of those cases reviewed by the Army and Navy and have recommended them for prosecution or referred them to other agencies for action, the Times said...

How early did government officials learn about prison abuse in Iraq? What decisions were made about hiding detainees from the Red Cross? Many students willing to give government control of press

Public editor: When students try journalism, faith in press increases

Lindsey Pendergrass trusts the government more than she trusts the press. That's why she doesn't believe that newspapers should be allowed to publish everything without government approval. "The press just wants to print something that people will buy," she says. "The government has to be true to the public."

The Gresham High freshman is not uncommon in her view of the roles of the press and the government. About half the students who responded to a national survey about the First Amendment disagreed that newspapers should be allowed to publish freely without government approval of a story. When The Oregonian mounted an informal survey of readers, about one-third of students disagreed with full freedom of the press -- twice the rate of adult readers.

The findings are in stark contrast to the goals of Sunshine Week this week, when journalists are trying to raise awareness about the public's right to access government information. A significant number of students actually would let government control the content of newspapers.

4. Rundmail des Friedensratschlags

Liebe Friedensfreundinnen und -freunde,

nur drei Themen heute:

(1) 19. März

Am 20. März 2003 (nach amerikanischer Zeit am 19. März) begannen die USA und Großbritannien den Angriffskrieg gegen den Irak. Zwei Jahre danach ist der Krieg im Irak nicht beendet, hat das Blutvergießen eher noch zu- als abgenommen. Von einem wie auch immer gearteten Frieden ist das besetzte Land noch weit entfernt.

Das Europäische Sozialforum hat - parallel zu der amerikanischen Friedensbewegung - beschlossen, den 19. März zu einem Aktionstag gegen Krieg und Neoliberalismus, gegen Rüstung und Sozialabbau sowie gegen die EU-Militärverfassung zu machen (siehe hierzu den Aufruf: http://www.uni-kassel.de/fb5/frieden/themen/Europa/esf-london.html).

Hierzu gibt es kommenden Samstag in Brüssel eine auch von den deutschen Gewerkschaften unterstützte Großdemonstration. Eine Attac-Konferenz in Stuttgart hat vor 10 Tagen hierzu eine Abschlusserklärung verabschiedet, die ihr hier herunterladen könnt:

Die zu Hause Bleibenden werden aber auch alle Hände voll zu tun haben und an diesem Samstag mit vielfältigen Aktionen, Flugblattverteilen, Mahnwachen usw. sowohl auf den Jahrestag des Irakkriegs-Beginns als auch auf die bevorstehenden Ostermärsche aufmerksam zu machen.


(2) Ostermärsche

In den meisten Ostermarsch-Aufrufen werden neben dem Irakkrieg und den drohenden weiteren Kriegen (Iran, Syrien) die EU-Militärverfassung, der fortschreitende Sozialabbau und die drohende Rechtsentwicklung thematisiert. (3) EU Verfassung

Es ist viel zu still im Lande in Sachen EU-Verfassung! Vor kurzem fand bereits die erste Lesung zur Ratifizierung der EU-Verfassung im Deutschen Bundestag statt. Erschreckend das niedrige Problembewusstsein der Abgeordneten aller Fraktionen (die beiden PDS-Abgeordneten halten als einzige dagegen). So wie hier diskutiert wurde (die wichtigsten Redeauszüge gibt es hier:

wird die Verfassung in den nächsten zwei bis drei Monaten durch Bundestag und Bundesrat mit großer Einmütigkeit durchgewinkt und abgefeiert.

Die Friedensbewegung wird sich hier noch mehr ins Zeug legen müssen, um das Problem in die Öffentlichkeit zu bringen. Hilfreich sind dazu auch wissenschaftliche Stimmen, so zuletzt das vor wenigen Tagen neu aufgelegte, aktualisierte Papier des Arbeitskreises "Frieden und Sicherheitspolitik" der Rosa-Luxemburg-Stiftung:
