British MP condemns World Bank-backed plans for rainforest logging
in the Congo

Member of Parliament Bob Blizzard (Waveney) yesterday said in a Westminster Hall debate that "there was no chance at all" that a World Bank-backed plan to 'develop' the rainforests of the Democratic Republic of Congo (DRC), which are the second largest on Earth, would bring any benefits to impoverished local people. Instead, the planned expansion of the timber industry would, the MP said, damage the livelihoods of some of the poorest people on Earth, including those of local 'Pygmies'.

The Parliamentary debate followed a visit to Congo's rainforests by members of the All-Party Parliamentary Group on Great Lakes and Genocide Prevention. The Group also yesterday announced the publication of a new report, "To elections and beyond" , which details the MPs' visit to DRC and sets out their recommendations on the future of the country's vast rainforests [2]. The report calls for the continuation of a moratorium on the issuing of any new logging concessions in DRC's forests.

Oona King, Founder and Chair of the APPG, said "We learned that nine contracts have been awarded to private logging companies by the Environment Ministry since the moratorium. They should simply be annulled and the moratorium maintained" [3]. Oona King called for sound management of DRC's natural resources which, she said, "was a prerequisite to enduring peace and prosperity in the country".

Responding to the debate, Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, Chris Mullin, said that he would draw the attention of the World Bank to the concerns raised by the Members of Parliament.

Simon Counsell, Director of the Rainforest Foundation UK, said: "We welcome the UK Government's commitment to raising concerns with the World Bank about the future of Congo's rainforests. As a major shareholder in the Bank, the Government has a responsibility to ensure that UK taxpayers' money will not be spent on destroying Congo's rainforests and wrecking local peoples' livelihoods."

The report also recommends that the World Bank, in conjunction with the Ministry of environment and local civil society organisation, send monitors into the forest to ensure that local people are consulted and acknowledged as residents. It also calls for international donors, the UK Government's Department for International Development (DfID) especially, to fund a comprehensive study in order to provide an estimation of the value of the forest, based not only on the commercial worth of its timber, but also on the value of forest products such as animal products, vegetable foods, building materials, medicinal plants and fuelwood, as well as ecological functions and services such as watershed maintenance and biodiversity protection.

[3] At the November "Forum on Forests and Nature Conservation" organised by the Congolese government in and the World Bank in Kinshasa , international and local NGOs as well as Congolese civil society called for the moratorium on all new logging concessions to be maintained until such time as strict conditions were complied with by the Congolese government.

Ashcroft's new guidelines revoked long-standing protections from government abuse and there is evidence that the FBI and local police are using this opportunity to spy on environmental, political and faith-based groups. This spying is not only unnecessary but also invasive of personal privacy. The police should not spy on individuals because they attended a rally supporting better funding for their child’s school or they expressed discontent with the government’s policy toward Sudan.

In recent days, thanks to your hard work, many of the most grievous parts of the intelligence reform bill were stripped out. While the final bill has several problems, without the outcry against several of its dangerous provisions by concerned people like you, it would have been much worse. We now need to build on this momentum and reign in excessive FBI spying powers.

I have contacted George Hooker at D of H several Times - I am also in touch with Professer Laurie Challis. It is my agreed task to help the victms of this technology in my village in the hope of having the mast moved.

In view of those in charge of the Dof H attempting to hide infirmation re: the effects of overhead power cables I have little faith of their intention (let alone their ability) to do anything to alleviate the physical symptoms caused by EMRF! Therefore I am writing to everyone who should know/be aware of/ be doing something to investigate these symptoms (recognisable where-ever masts have effects) in situ.

It is time the goverment initiated scientific tests (as they did in Switzerland where residents in Schwarzenberg had been suffering for forty years). These tests proved unequivocally that emissions inhibit the pineal gland's production of the hormone melatonin which results in chronic insomnia and headaches; nausea, vertigo earache and tinnitus etc etc. The lack of sleep also inhibits the immune system leaving people prey to any passing infection. No wonder they are depressed!

I have written to John Prescott more that once and shall be writing again. He passed on my 1st letter to an advisor without the document showing the symptoms Kensworthians had experienced, who told me 'how to appeal to prevent a mast being erected' when the mast had been present for a year already. My second letter was passed to George Hooker. Neither is it 'in the Prime Minister's remit', I am told. It is appalling that politicians who are supposed to serve the electorate are so determined to ignore them. There have been 4 strokes; ten cases of severe nosebleeds; 12 cases of chronic headache and insomnia (two people had to move out of their bedrooms in 2001 and still are unable to use them) - ulcerated mouths and throats and extreme thirst; 4 pets getting cancerous growths etc. etc. etc.

This technology must be operated at a safe level. The Russians found the effects first and do not agree with the ICNIRP and NRPB ignoring the NON-THERMAL effects - it is not the thermal effects which cause the problems and emissions are TOO HIGH.

Bonn. Handy-Rechnungen von mehr als 1 000 Euro im Monat sind bei jungen Bonnern keine Seltenheit. Mahnbescheide, die den eigentlichen Wert der bestellten Ware um das Vielfache übersteigen, auch nicht.

Bei der Schufa gingen 1999 rund 100 000 Erstmeldungen über Schuldner ein, denen die Handykosten über den Kopf gewachsen waren. 2002 lag die Zahl bereits bei 280 000. Das Handy ist die Schuldenfalle Nummer eins bei jungen Leuten, weiß Birck, der mit sieben Kollegen 250 Leute von 18 bis 25 Jahren berät.

Und wer nicht zahlt, der hat nach drei Monaten schnell eine Rechnung, die mit Mahngebühren, Anwalts- und Inkassokosten um das Sechsfache gestiegen ist. Dabei sind die Anbieter in der Regel rechtlich auf der sicheren Seite, sagt Ute Krüger von der Verbraucherzentrale. Sie und Birck kennen Ratsuchende, die schon mit Mitte 20 einen Schuldenberg vor sich herschieben. Andere haben für Freunde Verträge abgeschlossen - wie ein 19-jähriger Schüler: "Der hat deshalb 2 500 Euro Schulden."

Nicht immer zeigen die Gläubiger Verständnis. Immer häufiger müssen schon Lehrlinge Privatinsolvenz anmelden und bekommen deshalb nicht selten Schwierigkeiten in der Lehre.

Um dieser Entwicklung in Bonn gegenzusteuern, bietet das Jugendamt jetzt eine Info-Box "Geld & Schulden" an, die zum Vorbild den "Schuldenkoffer" der Schuldnerhilfe Essen hat. Laut Uli Hermanns vom Jugendamt ist die Box mit Videos, Comics, Fachliteratur und anderen Materialien ein Angebot des erzieherischen Kinder- und Jugendschutzes, "mit dem Jugendliche ab 13 Jahren sensibilisiert werden sollen, wo die Kostenfallen liegen".

Da der Spaß am Konsum nicht genommen werden soll, gehe es vor allem darum, die Risiken kennen zu lernen, so Hermanns. Speziell für jugendliche Mobilfunk-Einsteiger bietet die Stadt zusätzlich eine kleine Broschüre an, die in einer jugendgemäßen Sprache Tipps für kostenbewusstes Telefonieren vermittelt. Auch Eltern können Hilfe erbitten. Denn nicht selten seien sie ein schlechtes Vorbild: "Auch viele Erwachsene wissen nicht, wie viel sie im Monat ausgeben", sagt Krüger. Und seien dementsprechend nicht in der Lage, ihren Kindern den richtigen Umgang mit Geld beizubringen.

Tropfen auf den heißen Stein

Wenn es darum geht, Kunden um den Finger zu wickeln, ist manch Handel treibender Zeitgenosse sehr einfallsreich. In Zeiten von Handy, Telefon-Hotline und Ratenzahlungen haben die Maschen, den Menschen das Geld aus der Tasche zu ziehen, hier und da noch um einige üble Varianten zugenommen. Und auch das eine oder andere vermeintlich seriöse Unternehmen trägt mit dazu bei, dass die Verbraucher immer schwerer den Preisdschungel durchblicken.

Erst recht nicht junge Leute. Die schöne bunte Warenwelt ist für sie zu verlockend, der Druck in der Clique zu groß, als dass sie den Versuchungen stets widerstehen können. In Bonn hat die Schuldnerberatung immer häufiger mit jungen Menschen zu tun, die nach dem Konsumrausch in der Schuldenfalle aufwachen.

Wie das Jugendamt selbst zugibt, wird das Thema Konsumerziehung in Schule und Jugendarbeit stiefmütterlich behandelt. Leider scheinen auch immer weniger Eltern in der Lage zu sein, ihren Kindern den Umgang mit Geld beizubringen. Der Vorstoß von Stadt, Schuldnerberatung und Verbraucherzentrale mit der pädagogischen Info-Box "Geld und Schulden" ist gut. Wohl aber kaum mehr als ein Tropfen auf den heißen Stein.

Der hatte schließlich fest versprochen, jeden Monat brav die Rechnung zu bezahlen. Vor kurzem tauchte Andreas bei Ute Krüger in der Bonner Verbraucherzentrale auf. Auf 2500 Euro war der Schuldenberg des Schülers angewachsen. Sein Freund hatte nämlich nicht gezahlt. Der Handyprovider hielt sich aber natürlich an Andreas als Vertragspartner.

Was tun? Da sich die Handyfirmen nach Erkenntnissen des Bonner Schuldnerberaters Viktor Birck auf Einigungsversuche kaum einlassen, „bleibt oft nur der Weg zur Insolvenz“.

Noch in der Schule und schon finanziell ruiniert - solche Schuldnerkarrieren von jungen Erwachsenen sind keine Seltenheit mehr. Im Gegenteil. Unwissenheit, Selbstüberschätzung und Sorglosigkeit treiben immer mehr junge Menschen in die Schuldenfalle. „Die Zahlen gehen rapide hoch“, betont Verbraucherschützerin Krüger. Nach Erkenntnissen von Ulrich Hermanns vom Bonner Amt für Kinder, Jugend und Familie gingen bei der Schuldnerdatei Schufa im Jahr 1999 noch 100 000 Erstmeldungen wegen Handyschulden ein, drei Jahre später waren es schon 280 000.

Ein 18-Jähriger mit einer Handyrechnung von 1000 Euro im Monat - für Schuldnerberater Birck fast schon Alltag.

Auf der einen Seite sind Jugendliche und junge Erwachsene die in der Werbung am stärksten umworbene Zielgruppe, auf der anderen Seite „ist Konsumerziehung in Schule und Jugendarbeit ein eher randständiges Thema“, hat das Jugendamt erkannt. Aus diesem Grund hat es jetzt zwei Info-Boxen „Geld & Schulden“ angeschafft, die in der vorbeugenden Arbeit in Schulen und Jugendeinrichtungen eingesetzt werden sollen. „Wir wollen vor allem Jugendliche ab 13 sensibilisieren, sagt Uli Hermanns. „Wir wollen ihnen nicht den Spaß am Konsum nehmen, aber die Risiken deutlich machen.“ Und die sind gerade für junge Leute vielfältig, wissen Ute Krüger und Viktor Birck aus der Praxis. Vor allem der Slogan „Jetzt kaufen - später bezahlen“ ist verführerisch. Bei Handyverträgen, Online-Diensten oder Ratenkäufen seien die Verschuldungsrisiken besonders groß.

Aufklärung ist an allen Ecken und Enden nötig. Oft haben die jungen Erwachsenen kein „Budgetbewusstsein“, sagt Birck, häufig seien aber auch die Eltern kein Vorbild. „Ich habe Großeltern, Eltern und Kinder in der Beratung“, sagt Birck. „Da ist Schulden machen etwas Selbstverständliches.“

Dass Aufklärung mitunter einfach-anschaulich geht, zeigt ein „Handybooklet“, das es ebenfalls beim Jugendamt gibt. In der idealen Beilage zum Handy unterm Weihnachtsbaum steht zum Beispiel auf einer Seite kurz und knapp: „Wenn Du acht Minuten am Tag telefonierst und zwei SMS am Tag verschickst, können es ganz schnell über 75 Euro im Monat sein.“ (KR)

Objectives: Exposure to electromagnetic fields (EMF) in relation to health is a controversial topic throughout the industrial world. So far epidemiological and animal studies have generated conflicting data and thus uncertainty regarding possible adverse health effects. This situation has triggered controversies in communities especially in Europe with its high density of population and industry and the omnipresence of EMF in infrastructures and consumer products. These controversies are affecting the siting of facilities, leading people to relocate, schools to close or power lines to be re-sited, all at great expense. The causality between EMF exposure and disease can never be regarded as proven without knowledge and understanding of the basic mechanisms possibly triggered by EMF. To search for those basic mechanisms powerful technologies developed in toxicology and molecular biology were to be employed in the REFLEX project to investigate cellular and sub-cellular responses of living cells exposed to EMF in vitro.

Results and Milestones: The strengths of REFLEX are based firstly on the adoption of a common technological platform for ELF-EMF and RF-EMF exposures that allow the replication of positive findings between the collaborating partners. Secondly, on the adoption of the post-genomic technologies (DNA microarrays and proteomics) that enables very large numbers of potential cellular effects to be examined simultaneously without prejudice as to mechanisms. The data obtained in the course of the REFLEX project showed that ELF-EMF had genotoxic effects on primary cell cultures of human fibroblasts and on other cell lines. These results were obtained in two laboratories and confirmed in two additional laboratories outside the REFLEX project, while no such effects could be observed in a further laboratory. ELF-EMF generated DNA strand breaks at a significant level at a flux density as low as 35 µT. There was a strong positive correlation between both the intensity and duration of exposure to ELF-EMF and the increase in single and double strand DNA breaks and micronuclei frequencies. Surprisingly this genotoxic effect was only observed when cells were exposed to intermittent ELF-EMF, but not to continuous exposure. Responsiveness of fibroblast to ELFEMF increased with the age of the donor and in the presence of specific genetic repair defects. The effect also differed among the other types of cells examined. In particular, lymphocytes from adult donors were not responsive. Chromosomal aberrations were also observed after ELF-EMF exposure of human fibroblasts. The following observations were made in different REFLEX laboratories:

1) ELF-EMF at a flux density of about 2 mT upregulated the expression of early genes, such as p21, c-jun and egr-1, in p53-deficient mouse embryonic stem cells, but not in healthy wildtype cells;

2) ELF-EMF (0.1 mT) increased the proliferation rate of neuroblastoma cells; and

3) ELF-EMF (0.8 mT) enhanced the differentiation of mouse stem cells into cardiomyocytes. However, no clear-cut and unequivocal effects of ELF-EMF on DNA synthesis, cell cycle, cell differentiation, cell proliferation and apoptosis were found.

With respect to radiofrequency electromagnetic fields (RF-EMF), data showed that RF-EMF produced genotoxic effects in fibroblasts, granulosa cells and HL60 cells. Cells responded to RF-EMF exposure between SAR level 0.3 and 2 W/kg with a significant increase in single and double strand DNA breaks and in micronuclei frequency. Chromosomal aberrations in fibroblasts were observed after RF-EMF exposure. RFEMF at a SAR of 1.5 W/kg downregulated the expression of neuronal genes in neuronal precursor cells and upregulated the expression of early genes in p53-deficient embryonic stem cells, but not in wildtype cells.

Proteomic analyses on human endothelial cell lines showed that exposure to RF-EMF changed the expression and phosphorylation of numerous, largely unidentified proteins. Among these proteins is the heat shock protein hsp27, a marker for cellular stress responses. There was no evidence that RF-EMF affected processes such as cell proliferation, apoptosis or immune cell functionality.

For both ELF-EMF and RF-EMF, the results of the whole genome cDNA micro-array and proteomic analyses indicated that EMF may activate several groups of genes that play a role in cell division, cell proliferation and cell differentiation. At present the biological relevance of these findings can not be assessed.

Benefits and Beneficiaries: The REFLEX data have made a substantial addition to the data base relating to genotoxic and phenotypic effects of both ELF-EMF and RF-EMF on in vitro cellular systems. The data neither preclude nor confirm a health risk due to EMF exposure nor was the project designed for this purpose. Its value lies in providing new data that will enable mechanisms of EMF effects to be studied more effectively than in the past. Furthermore, the REFLEX data provide new information that will be used for risk evaluation by WHO, IARC and ICNIRP.

Future Actions: The REFLEX project has created novel results. From a scientific point of view, it has to be stated very clearly that the REFLEX data do not prove a causal link between EMF exposure and any adverse health effects. The genotoxic and phenotypic effects, which have been reported within REFLEX, clearly require further studies. These studies should include extensive external replications of the key observations reported, initially using the same technological platform. A further objective should be the extension of REFLEX investigations to appropriate animal models (e.g. genetically modified mice) and human volunteer studies.

Re: Presidential Recount

Dear Director and Deputy Director:

Enclosed please find a copy of a letter personally signed by John Kerry appointing me as his legal counsel with respect to the recount for President and Vice President of the United States, with full authority to act on behalf of him and John Edwards, including appointing witnesses to attend the recount.

Also enclosed is a letter personally signed by John Kerry designating witnesses to attend the recount in your county.

On behalf of John Kerry and John Edwards I am making the following requests regarding the conduct of the recount:

1. The selection of precincts for the three percent hand count should be according to a scientifically valid random sampling method. I am aware that you have received a letter from Votewatch regarding this issue with an offer by that organization to provide resources to ensure that the sampling method is valid. We urge you to accept this offer of assistance or otherwise be able to demonstrate that the method employed by the Board to select the precincts for the three percent hand count is scientifically valid.

2. We request that each candidate be given the opportunity to select at least one precinct for a hand count, either as part of or in addition to the three percent hand count.

3. For those counties that use touch screen voting systems, we request that the three percent hand count include a hand count of three percent of the ballot images stored in the each of the redundant memories of the machines selected for the recount and on any paper trail for the machines.

4. We request that the Board provide the opportunity for candidates participating in the recount to have the programming and calibration of the tabulating system, scanners, and electronic voting machines verified by independent experts.

5. We request that the test used by the Board to verify the logic and accuracy of the computer tabulating program be performed for each precinct, including any separate absentee precinct. Further, the test should include testing for under and over voted ballots.

6. We request that computer printouts of the recount results include the under and over votes recorded in each precinct.

7. John Kerry and John Edwards hereby request to have their witnesses visually inspect all ballots for which your voting system has not recorded a vote for President and Vice President, i.e. the undervote and overvote ballots. If the Board does not agree to a visual inspection of these ballots, then we hereby request to visually inspect all ballots pursuant to R.C. ¤ 3515.04 and OAG 74-103.

8. We request to inspect envelopes and related paperwork for all uncounted provisional and absentee ballots. This includes documents stating the reason or reasons that a ballot was not counted and the documentation to support the same.

9. In order to verify candidate rotation, we request to inspect the ballot page assemblies of all punch card voting devices and the ballot faces of all touch screen voting machines used at the polls or at the Board's office.

10. For those counties where the names of Nader and Camejo were visible to voters on the ballots, ballot pages or faces of voting machines, i.e. where the names were not covered over with a sticker or blacked out or the ballots were not reprinted without their names, we request to know whether any votes were cast for Nader and Camejo for President and Vice President.

11. We request that absentee ballots which were postmarked by election day, November 2, 2004, and were received by the board no later than November 12, 2004, be counted if the voter did not vote at the polls.

The above requests are in addition to any other requests that may be made by our witnesses.

"What happened on Nov. 2 was not an election, but a not-so-cold coup d'état against the United States Constitution … And those in the … Republican Party who engaged in a widespread campaign of vote-suppression are guilty of violating the 1965 Voting Rights Act and the Constitution ... sufficient to send these guys to jail, if not to un-elect them …"

The theft of the election through the massive suppression of the votes of minority voters, most flagrant in Ohio and Florida, but also prevalent in many other states, is a far bigger question than mere vote fraud. By targetting the lower 80% of the population which the LaRouche movement and … the Democratic Party were mobilizing, [the Neo-cons] were attempting to consolidate their grip on the U.S. government for their policy of perpetual war and brutal economic austerity.

This is critical inside the Democratic Party, where many activists are being drawn into futile legal actions on the state level, seeking recounts, or redress for vote fraud and irregularities, which do not get at the fundamental Constitutional implications of the Nov. 2 coup. On the other hand, there is fortunately an effort now under way among key Democrats, in the House and elsewhere, to compile the evidence of how high-level operatives in the Bush-Cheney apparatus … acted in explicit violation of the Voting Rights Act to suppress the vote on Nov. 2.

… Prior to the election, a report called "The Long Shadow of Jim Crow: Voter Intimidation and Suppression in America Today" was published by the NAACP and People for the American Way. … The … report … chronicled the myriad methods of vote-suppression used, over the past couple of decades, which have intensified during the 2000 election and subsequently. … In recent issues of EIR (see Nov. 19 and Nov. 26), we have presented documentation of the many methods of voter-suppression used, particularly in Ohio. This included dirty tricks and disinformation circulated to voters before the election (such as directing voters to the wrong polling place), and during the election; mobilizing challengers to intimidate voters at the polling places; unlawful purging of voter rolls; and the failure to process new voter registrations in a timely manner. And, perhaps the most important method in Ohio, deliberately shorting the number of voting machines in urban minority precincts, so that would-be voters had to stand in line for 3-4 hours, and sometimes 8-10 hours, causing many to leave in frustration or out of necessity, thus preventing them from voting.

… 12 Democratic members of the House Judiciary Committee, led by Rep. John Conyers of Michigan, … [are taking action]. … The pattern of vote suppression being compiled by the House Judiciary Committee minority members … should be presented to the full House and Senate on or before Jan. 6—which is when Congress meets in Joint Session to certify the Electoral College votes. To understand the type of mobilization which is needed, it is worth recalling what happened four years ago.

… The CBC [Congressional Black Caucus] staged a dramatic action on the floor of the Joint Session, rising one after another to object to the Florida electoral vote [mainly to prevent Ashcroft's appointment.

… Following Bush's certification, the drive to stop Ashcroft grew. By the time his nomination came to the Senate floor, there were a sufficient number of U.S. Senators organized and ready to block Ashcroft's confirmation. At the very last moment, Senate Democratic leader Tom Daschle, in an act of betrayal that probably cost him his Senate seat in 2004, ordered Democratic Senators to halt their resistance, and confirm Ashcroft.

1. To ensure the legitimacy of the people apparently elected in the
2004 election, the House Judiciary Committee must do the following.

2. Openly hold hearings and investigate all cases of alleged voter
fraud, for example those charged by Blackboxvoting.org.

3. Make sure that all recountable ballots are recounted, when
requested. Do not allow stonewalling by secretaries of state with
vested interest in one outcome.

4. Hold hearings on the numerous discrepancies between the pure exit polls (those not blended with vote tabulations) and the black box voting machines. Investigate the statistical studies by researchers at our top universities, showing prohibitively tiny probability that the discrepancies were due to the random chance associated with sampling error.

5. Investigate the numerous mistakes in vote counting reported this election, and the allegation that they are all in favor of Bush and against Kerry.

6. Do not certify the 2004 elections until these steps have been taken, and you have determined, in open and publicized hearings, that the apparent winners of the elections are indeed the winners. If the reverse is shown, do not certify the elections at all and let there be re-votes.

In addition, democracy and future elections must be safeguarded with the following legislation:

7. No black box voting. Every voter needs a verifiable, and recountable, paper trail. Democracies have never assumed that all black box controllers would be honest, always.

Open code on voting machines, to verify their honest programming. The trade secret excuse is silly at best, deceptive at worst. It is not difficult to program a computer to count and add. Touchscreens add complication, and potential for mistakes and more cheating, so tell vendors who want secret computer code because of their touchscreens to use pushbuttons, or paper.

8. Create minimum standards for vendors of voting material. They must be free of partisan activity, and their activities and programming must be open to public viewing. How do you think we look to the world and our citizens - when the owner of the (Diebold) black box machines counting most of our un-recountable votes openly promised to deliver Ohio to George W. Bush?

It is your sacred duty to preserve democracy, and it is a higher goal than electing any particular party or ticket.

Kann Handystrahlung das Erbgut schädigen?

Handystrahlung: gefährlich oder nicht? Seit Jahren streiten sich die Experten. Die gängige Lehrmeinung war: „Elektromagnetische Schwingungen von Handys sind zu schwach, um das Erbgut zu schädigen.“

Jetzt wurde die sogenannte Reflexstudie veröffentlicht, bei der zwölf Forschergruppen (Reflex-Studie) aus sieben EU-Ländern drei Jahre lang die Wirkung von elektromagnetischen Feldern auf menschliche Zellen untersucht haben, aber zu teilweise anderen Ergebnissen kamen.

„Berliner Kurier“ und „Bild“ erklären die Studie so, dass Handystrahlen Zellen schädigen und die DNS zerstören können, da Handy-Strahlung (SAR-Wert) größer als 1,3 Watt pro Kilogramm Körpergewebe schädliche Auswirkungen hätte, der Grenzwert zur Zeit aber bei 2,0 Watt pro Kilogramm liege.

Am 5. Dezember berichtete Spiegel-TV über die mobilfunkkritischen Studien des Reflex-Projekts (DNS-Doppelstrangbrüche) und von Leif Salford (Öffnung der Blut-Hirn-Schranke). Beide Studien sind zwar nicht neu und Insidern längst bekannt, dem zuschauenden Publikum von Spiegel-TV wurde jedoch nahe gebracht, dass nicht alles harmlos ist, was funkt.

Victory in Pemberton, on to Haida Gwaii

Earlier this year, over 1,500 RAN supporters sent letters to Weyerhaeuser demanding that the company cancel plans to log a scenic watershed in Pemberton, B.C. within two weeks of hearing from RAN supporters Weyerhaeuser reversed their decision to log.

Just a few hundred miles North of Pemberton, another controversy is brewing on the islands of Haida Gwaii where members of the Haida Nation are fighting for their cultural heritage.

The Haida want access to detailed information Weyerhaeuser holds about the old growth cedar trees that have been a central part of Haida culture for generations. Weyerhaeuser wants to log more old growth.

In a landmark ruling, the Supreme Court of Canada decided in late November on a case that the Haida Nation launched to protect the ancient old-growth forests of Haida Gwaii. The Court held in favor of the Haida, holding that the Province has a legal duty to consult with the Haida about timber harvesting in Weyerhaeuser's Tree Farm.

In the Haida case, the Supreme Court ruled that the Government of British Columbia must consult with the Haida Nation and accommodate their interests when renewing the tree farm license issued in an area claimed by them as aboriginal title lands. "This is the best chance for the well-being and sustainability of the land."

Rather than see the writing on the wall, Weyerhaeuser is withholding mapping information about old growth cedar requested by the Haida for analysis and planning to ensure that the ecological and cultural benefits of cedar are sustained for present and future generations.

These observations were made within the last four years by Mrs. Bartos from Slupsk, Poland. In 1991 the tower starts with television and radio service. Since 1992 it works also as cellular-tower. The people who are on the list live or lived in a distance between 25 or 30 meters except two sky-scrapers in a distance from 100 to 150 meters.

The government didn't made any epidemiological and statistical investigations upon the high death-rate between 1995 and 1998 and until now.

On Monday, when Ohio's Republican Electors cast their 20 votes for Bush, they will be greeted by protesters.

[Kat] L'Estrange and Susan Truitt of the Citizens Alliance for Secure Elections, a Columbus-based group, and others are demanding the electoral vote be put off until the recount is completed. Ohio's 88 county boards of elections must begin their recounts by the end of this week.

"In Ohio, there has not been a final determination. Therefore, any meeting of the Electoral College in Ohio prior to a full recount would in fact be an illegitimate gathering," said John Bonifaz of the National Voting Rights Institute.

In Ohio,88 counties start their recounts on Monday: Clinton, Fayette, Holmes, Jefferson, Lake, Medina, Ottowa, and Wood.

Friday's bizarre lockdown in Greene County got more bizarre, when election observers Joan Quinn and Eve Roberson revisited the office Saturday morning to find the building unlocked and unoccupied.

Deputy Director of Elections Lynn McCoy arrived later and stated that all election records were still "locked down" and remained unavailable to the public. However, metal boxes with sealed locks had been stacked in the unlocked basement immediately accessible to the unlocked entrance. The Deputy Director would not confirm that these boxes contained original ballots.

The story made the Dayton Daily News, and Joan Quinn will testify at Monday's hearing led by John Conyers.

Quinn said that she and her fellow observer were looking into the low turnout recorded in minority precincts, especially precincts 354, 224, and 355, which recorded voter turnouts in the 50 percent range, while the average for Greene County was 74 percent. While examining those records, she said, they were informed of the "lockdown" order.

A detailed study of absentee ballots in Trumbull County by Dr. Werner Lange found 580 absentee votes for which there were no absentee voters identified in the poll books - a clear case of fraud.

The absentee vote inflation rate for these five communities averages 5.5 fradulent voters per precinct. If this pattern of inflated absentee votes holds for all of OhioÕs 11,366 precincts, then there were some 62,513 absentee votes in Ohio up for grabs in the last election. Who grabbed them and how they did so should be the subject of an immediate congressional investigation.

A detailed study of Uncounted votes in Montgomery County by Richard Hayes Phillips found in 47 Dayton precincts, which went for Kerry by a margin of 7 to 1, the spoilage rate of regular ballots was 5.16%, compared to 1.31% for the rest of the county.

A detailed study of votes in Lucas County by Richard Hayes Phillips found a remarkable 25 precincts had over 80% turnout (3 over 90%), along with 45 urban Toledo districts. With central scan tabulation, Phillips believes the totals were hacked.

"After everything I've seen, everything I've done, it became very clear to me that you just can't take radioactive wastes from one nation and just throw it into another nation. It's wrong. It's simply wrong."

It's all part of what's known as a "pervasive ambient world", where "chips are everywhere". Inanimate objects will start to interact with us: we will be surrounded - on streets, in homes, in appliances, on our bodies and possibly in our heads - by things that "think". However, this future of highly personal devices, where technology is worn, or even fuses with the body itself, raises ethical questions.

Mr Pearson does not have a crystal ball. His job is to formulate ideas based on what science and technology are doing now, to guide industries into the future.

'BrainGate' Brain-Machine-Interface takes shape

An implantable, brain-computer interface the size of an aspirin has been clinically tested on humans by American company Cyberkinetics. The 'BrainGate' device can provide paralysed or motor-impaired patients a mode of communication through the translation of thought into direct computer control. The technology driving this breakthrough in the Brain-Machine-Interface field has a myriad of potential applications, including the development of human augmentation for military and commercial purposes. "The goal of the BrainGate program is to develop a fast, reliable and unobtrusive connection between the brain of a severely disabled person and a personal computer" stated Tim Surgenor, President and CEO of Cyberkinetics. "We [hope] to provide paralysed individuals with a gateway through which they can access the broad capabilities of computers, control devices in the surrounding environment, and even move their own limbs." Researchers at the University of Pittsburgh have already demonstrated that a monkey can feed itself with a robotic arm simply by using signals from its brain, an advance that could enhance prosthetics for people, especially those with spinal cord injuries. Now, using the BrainGate system in the current human trials, a 25 year old quadriplegic has successfully been able to switch on lights, adjust the volume on a TV, change channels and read e-mail using only his brain.

Crucially, the patient was able to do these tasks while carrying on a conversation and moving his head at the same time.

Paralyzed Could Use Brain Waves To Move Objects

The newest study suggests that brain interface devices using old-fashioned electroencephalogram (EEG) readings may be just as useful as implants. EEG readings don't require implants, instead relying on electrodes placed on the scalp.A device that reads brain waves may give paralyzed patients a way to control prosthetic limbs without needing brain implants, medical investigators say. The brain-computer interface experiment, released yesterday by the Proceedings of the National Academy of Sciences, comes amid rising interest in such devices. Paralyzed patients may someday lead more normal lives if scientists can translate brain activity into words and motion. Last year, for example, Duke University researchers showed that monkeys with brain implants could learn to control robotic arms.

Cyberkinetics Inc. of Foxborough, Mass., implanted an experimental brain interface into a quadriplegic patient this year.

Doubts over Kelly suicide verdict

Paramedics who attended the scene of Dr David Kelly's death have cast doubt that the weapons expert committed suicide. The scientist was found dead with his wrists slashed after attending an inquiry into claims the Government sexed-up evidence to back the war on Iraq. But two paramedics, Dave Bartlett and Vanessa Hunt, who were called to the scene of Dr Kelly's death in a field near his Oxfordshire home in July last year, dispute the Hutton Inquiry's verdict of suicide. Ms Hunt is quoted in a national newspaper as saying: There wasn't alot of blood. When you cut an artery, accidentally or intentionally the blood pumps everywhere." "I just think its incredibly unlikely he died from the wrist wound we saw."

At the time of his death Dr Kelly was under pressure after being revealed as the source of a report alleging the Government's dossier on Iraq had been "sexed-up".

US troops punished for stun gun abuse

In Washington, the Pentagon revealed that four US special forces soldiers have been punished for unauthorised use of Taser electric stun guns on prisoners, after further allegations of US prisoner abuse were investigated.

Original revelations of humiliation and degradation meted out to Iraqi prisoners in US custody, which surfaced earlier this year, caused outrage across the world, not least among European opponents of the invasion.

The latest probe was conducted after Defence Intelligence Agency interrogators reported seeing prisoners with burns and bruises being brought to a temporary detention centre by members of a top secret special Task Force.

One interrogator said he saw a member of the task force punch a prisoner in the face to the point he needed medical treatment, according to a June 25, 2004 memo from DIA director Vice Admiral Lowell Jacoby made public on Tuesday. "Four individuals received administrative punishments for excessive use of force — it in particular was emphasized it was the unauthorized use of Tasers," said Pentagon spokesperson Lawrence DiRita. "Additionally all four were reassigned to other responsibilities, and two were removed from the unit," he said.

Pentagon Wants Women In Combat

The Pentagon is implementing new military plans that will make the concept of women in combat a reality. The Center for Military Readiness warned this week that the Pentagon is flouting policies mandated by Congress in an effort to implement politically correct policies that increase the number of uniformed women put into harm's way. Others suggest the Pentagon tinkering with rules forbidding women in combat is a clear effort to increase boots on the ground as the troop-strapped DoD faces manpower shortages in Iraq and elsewhere around the globe. Seven female U.S. soldiers have thus far been killed in Iraq and many more have been wounded. The question is, why? Aren't women supposed to be kept out of units that may see combat?

Female combat pilots and military police (patrolling the streets of Baghdad, for instance) are a recognized part of Congress's loosening of the restriction on the roles females can play in combat operations, even though there remains fixed in the rule book a regulation that exempts women from direct ground combat units that engage in deliberate offensive action against the enemy.

US Plans Police State Measures for Fallujans

Fallujan men will reportedly be forced to work in military-style battalions.

The tens and maybe hundreds of thousands of Fallujans who fled the western Baghdad city before the US-led onslaught have more to be concerned about than just flattened houses, devastated infrastructure and bullet-ridden mosques. The US occupation forces are planning a set of police state measures to be strictly applied to any of the battle-scarred city’s residents yearning to come back, reported the Boston Globe Saturday, Sunday December 5. This includes funneling Fallujans to so-called citizen processing centers on the outskirts of the city to compile a database of their identities through DNA testing and scanning, according to the American paper. Fallujans would also be forced to wear, at all times, badges displaying their home addresses while the use of cars would be banned inside the city, added the Globe. About 80-to-90 percent of Fallujah's 300,000-strong population are said to have evacuated the city, escaping the hell of continuous US air raids.

Some 10,000 US marines and army forces, alongside some 2,000 Iraqi national guardsmen unleashed a long-expected onslaught on the resistance hub on November 8, capping long nights of massive US raids.

Marine Corps deploys Fallujah biometric ID scheme

US forces in Iraq are attempting to tame Fallujah with biometric ID, according to an NBC news report broadcast last week. The returning population of up to 250,000, reporter Richard Engel said on Tom Brokaw's last Nightly News, is to be allowed back in gradually, a few thousand at a time. "They'll be finger printed, given a retina scan and then an ID card, which will only allow them to travel around their homes or to nearby aid centers, which are now being built. The Marines will be authorized to use deadly force against those breaking the rules." Get an ID card or we'll shoot you - a possible slogan for David Blunkett's ID card marketing campaign? But although that's pretty much the bottom line, the Fallujah effort is particularly interesting as an apparent attempt to use ID to control a large population which is at least uncooperative, possibly hostile, and possibly armed. Bearing these factors in mind it's difficult to see how it can possibly succeed. The underlying theory of the effort can be identified fairly readily. The US has taken quite a few cues from Israel, which operates intensive ID checks (and massive strikes and punishment demolitions), and has been trying to implement an ID system in Iraq, operating small scale exercises in 'controlled access.'
This draws on the 'secure hamlet' approach which was used by the British in South Africa (where we pioneered concentration camps, oops) and in Malaya, where it was at least rather better marketed.

Occupation forces intend to erect a "model city" from the ruins of Fallujah, including a high-tech security infrastructure complete with DNA testing, retina scans and ID badges for all the city's residents, according to Marine Corps officers interviewed by the Boston Globe. Under plans currently on the table, before re-entering their rubble-strewn city the more than 200,000 refugees who fled the month-long American offensive in Fallujah will be required to pass through what are being called "citizen processing centers," where they will be screened and a database of their identities will be created through a series of procedures, including DNA testing and retina scans. Identification badges displaying the individual's home address would be mandatory in the new Fallujah described by Marines, and cars -- the makeshift delivery device of choice for insurgent bombings -- would be banned altogether. According to the Globe, Marine officers are also debating compulsory employment for all Fallujah's men in military-type reconstruction corps, a system they compare to that established in post-World War Two Germany.

"They’re never going to like us," said Lieutenant Colonel Dave Bellon, a Marine intelligence officer who believes the US military should exploit Sunni Arabs’ traditional ways. "They want to figure out who the dominant tribe is and say, ‘I'm with you.’ We need to be the benevolent, dominant tribe."

Major General Richard Natonski, who commanded last month’s invasion of Fallujah by US and Iraqi forces, credited Iraq’s interim government as coming up with all the ideas for rebuilding Fallujah.

TSA widens test of biometric IDs - Privacy experts worry about precedents

The biometric and personal data will be tied to various government “watch lists”

The U.S. government is spending $25 million this fiscal year to road test a universal secure identity card loaded with biometric and personal data and tied to government "watch lists." Though the program is aimed at simplifying the security checks that airport personnel and other transportation workers must go through, privacy experts are warning of unintended consequences. The card, known as the Transportation Worker Identity Credential (TWIC), will allow workers at the nation's railways, ports, mass transit agencies and airports to carry a single card to access secure areas within these facilities. Currently, many of these workers have to carry several individual cards. "Anyone who needs unescorted access to secure areas of [a transporation facility] would need a TWIC card," a TSA spokesman said. The credit-card sized device will contain fingerprints, an iris scan, palm geometry and a digital photo. It will have microchip and magnetic strip technology, along with holographic images and ultraviolet printing for added security. Think of it as a kind of universal remote of secure IDs or, if you’re more inclined to a Middle Earth meme, this is the “one card to rule them all.” The biometric and personal data will be tied to various government “watch lists” that contain the names and data of known or suspected terrorists, according to the Transportation Security Administration, which is overseeing the testing.

“The TWIC will be issued to transportation workers after thorough screening for ties to terrorism and will utilize a biometric to eliminate the use of fraudulent credentials,” said TSA chief David Stone.

Identity theft fear in digital passports

Australians are a step closer to getting new computer chip-based biometric passports, but opponents say the rush to appease the US with its new terrorist-filtering technology could threaten personal privacy. Forty groups, including the Australian Privacy Foundation, voiced concern this year about how the information on the passports might be misused, but as the Government strives to meet the deadline to keep its preferred-visa status with the US, concern has shifted to the security of the passports' computer chips. Experts say intruders may be able to "skim", or hijack, private data on the chips from a distance, and privacy groups say this could expose people to identity theft or make them a target of terrorism instead of protecting them. "This is like putting an invisible bullseye on Americans that can be seen only by the terrorists," a director of the American Civil Liberties Union, Barry Steinhardt, told The New York Times.

The new passports are intended to be the standard issue for Australians from October 26 next year, but only for new or replacement documents. About 1500 Qantas flight crew volunteers will test the electronic passports on flights to Los Angeles for three months from February.

We love our children and naturally want them to be safe. There's the perfect opening for the snoopercrats. It's an insecure world, they darkly warn us––terrorists, kidnappers, molesters, you name it. To protect children, we should electronically track them. It's out of love that we do this. Thus, the school district of Spring, Texas, is now issuing radio frequency ID cards to its school kids, so police can track each of them on a computer screen. Did little Jeannie stop off at her friend's house rather than going straight home after school? With her RFID tag, the authorities know where she is. It's security paranoia. This district in suburban Houston has not had a single problem with child disappearances. "But," says one mother who applauds the $180,000 system, "you hear about all this violence." So – like keeping track of livestock and Wal-Mart merchandise – parents have okayed the tracking of their own children. Indeed, authorities in Spring are now considering having the RFIDs implanted under the skin of each child. Then they could track them 24/7.

Not everyone is thrilled. "It's too Big Brother for me," says a 15-year old student. "Something about the school wanting to know the exact place and time makes me feel kind of like an animal."

This army of 150,000 in Iraq has so far experienced 5000 desertions -- an astonishing rate of 3.3 percent. That's remarkable, considering how hard it must be to desert in that environment. In Vietnam, you could hide out in a Saigon brothel, or, as some soldiers did, melt into the jungle, turn yourself over to the VC, and get smuggled north to North Vietnam and eventually Russia or even Sweden. The options in Iraq aren't so good, particularly with an insurgency that is far less organized and disciplined, and that is as likely to kill a wandering deserter as to give him or her shelter and sanctuary. How much longer will it be before desertion and angry questioning, and the occasional mutiny like we saw in late October with the fuel convoy that refused orders because of a lack of guards and armor on its explosion-prone trucks, give way to the same kind of disorder, sabotage and mayhem that plagued the U.S. military in Vietnam descends on the U.S. war machine in Iraq?

En 1992,on y a adjoint une antenne émettrice de téléphonie cellulaire. La majorité de personnes figurant sur la liste,demeurait à 25 -30 m de la tour. Un grand nombre de cas de maladie a également été observé dans deux grands immeubles d'habitation situés à 100 -150 m. Les autorités administratives de SLUPSK n'ont effectué aucune étude épidémiologique ou statistique,même en pleine période de recrudescence de décès dans les années 1995-1998, prétextant l' absence de fonds nécessaires.

These observations were made within the last four years by Mrs. Bartos from Slupsk, Poland. In 1991 the tower starts with television and radio service. Since 1992 it works also as cellular-tower. The people who are on the list live or lived in a distance between 25 or 30 meters except two sky-scrapers in a distance from 100 to 150 meters.

The government didn't made any epidemiological and statistical investigations upon the high death-rate between 1995 and 1998 and until now. These list was created by
