Communications Minister Helen Coonan says mobile service carriers will not be able to place towers on houses without the approval of the owner.
Senator Coonan also says there will be work done to improve the look and design of the towers.
The Government is also proposing that independent audits be done to examine the electromagnetic emissions from towers.
