The 50 states are having an identity crisis. And it's over driver's licenses. What started as a tool to fight terrorism is fast turning into a battle over states' rights. States are in an uproar over the Real ID Act, which Congress slipped into a financing bill for the Iraq war last month. As of mid-2008, Real ID all but forces states to make it tougher to get a driver's license. 'It would have been nice if they had consulted with the states,' said Kevin Hall, a spokesman for Gov.
