Chaos in Laos?: Weltbank und Deutschland unterstützen Staudammprojekt (01.04.05)

Deutschland hat am Donnerstag in der Weltbank für einen neuen "Megastaudamm" in Laos gestimmt. Dies berichtete die Umwelt- und Menschenrechtsorganisation "urgewald" zusammen mit dem "International Rivers Network" am Freitag. Überwachungsstaat?: 2004 fast 30.000 Anordnungen für Telefonüberwachungen (01.04.05)

Die Zahl der Telefonüberwachungen ist 2004 erneut stark gestiegen. Das teilte der Bundesdatenschutzbeauftragte Peter Schaar am Donnerstag in Bonn mit. Nach den neuesten Zahlen der Regulierungsbehörde für Telekommunikation und Post hätten die Telekommunikationsunternehmen der Regulierungsbehörde für das vergangene Jahr 29.017 Anordnungen zur Telefonüberwachung gemeldet. Das waren rund 4500 Fälle mehr als 2003. 2003 waren es 24.501, 2002 21.874 und 2001 19.896 Anordnungen. Im Vergleich zum Jahr 1995 mit damals 4674 Anordnungen bedeute dies eine Zunahme von mehr als 500 Prozent in weniger als einem Jahrzehnt, kritisierte Schaar.

Officially, electrohypersensitivity (ES) is a problem that doesn't exist, but researchers from Sweden's prestigious Karolinska Institute estimate that as much as 3 per cent of the population suffer extreme adverse reactions to EMFs. BOLTON THE DESTROYER


John Bolton has been nominated by President Bush as ambassador to the United Nations despite the fact that Bolton has repeatedly expressed contempt for the UN, including, "There is no such thing as the United Nations. There is an international community that occasionally can be led by the only power in the world and that is the United States when it suits our interest and when we can get others to go along." Diplomats from around the world are astounded at his nomination.

For Cuba, Bolton is an especially threatening choice because he led the campaign to convince the world that Cuba's health system is a cover for bioterrorism. The continuation of a policy aimed at destroying Cuba's health system depends upon keeping the people of the United States in a state of ignorance. This is where experts in lies and disinformation come in. In May 2002 just six days before former President Jimmy Carter was to fly to Havana, John Bolton announced, "The United States believes that Cuba has at least a limited offensive biological warfare research and development effort." Bolton's disinformation was broadcast worldwide.

But Jimmy Carter did not cancel his visit, and during his tour of the Center for Genetic Engineering and Biotechnology in Havana with Fidel Castro, he made his own announcement: that during briefings before his visit, he asked the White House, the CIA and Bolton's own State Department if there were any "possible terrorist activities that were supported by Cuba" and the answer was "No."

But President Bush does not need evidence. Outright lies have become a cornerstone of his administration, even leading to the disastrous war in Iraq. Drunk with power, Bush, at every opportunity, is placing right-wing fanatics into powerful positions to create an empire for what they call the New American Century, where what is good for them is good for the world.

It follows that the one institution that represents the world's various countries--the United Nations--must be reformed. The many voices at the UN must become one voice. John Bolton is just the man to orchestrate that campaign. Take a look at his qualifications.

As a teenager he worked in the 1964 presidential campaign of right-winger Barry Goldwater. After law school at Yale, he became an Assistant Attorney General under Attorney General Edwin Meese, opposing Congressional efforts to investigate the Justice Department's role in the Iran-Contra Affair. He linked up with right-wing Senator Jesse Helms and worked on a campaign to oppose a voter registration drive for Blacks and organized labor.

In the year 2000, Bolton was a member of the legal team that flew to Florida after the Florida State Supreme Court ordered a recount of the votes for president. That legal team insured the Supreme Court selection of Bush as president. After the Supreme Court ordered a halt to the recount, Bolton entered a Tallahassee library where the count was still going on and declared, "I'm with the Bush-Cheney team, and I'm here to stop the vote."

This led straight to his being chosen as Deputy Secretary of State for Disarmament Affairs and International Security. In that job, Bolton has aimed at disarming other nations while arming the United States for War Without End. After all, Senator Helms did say that Bolton is "the kind of man with whom I would want to stand at Armageddon."

Bolton led the U.S. withdrawal from the 1972 Anti-Ballistic Missile Treaty, opening the heavens for Star Wars. He successfully opposed Senate ratification of the Comprehensive Test Ban Treaty, opening the door for the testing of a new generation of nuclear weapons. Last year when Bush withdrew the U.S. signature from the International Criminal Court agreement that President Clinton had signed, Bolton signed the formal notification to UN Secretary General Kofi Annan and called that "the happiest moment" in his government service.

So if Bolton is confirmed as UN Ambassador, what kind of destructive thing will he enjoy doing to Cuba? Cuba has always been elected to be a member of the UN Human Rights Commission, and this year the Latin American and Caribbean group elected Cuba to represent them on the Standing Committee--that is, the decision-making committee--of the Human Rights Commission, a striking rejection of U.S. attempts to isolate Cuba. One of John Bolton's priorities would certainly be to try to change the rules of the Human Rights Commission, allowing maneuvers to exclude Cuba, making it easier to use the Commission as a weapon against Cuba.

Urgent - Calls Needed to Stop Biscuit Roadless Logging

Roadless logging in the Siskiyou Wild Rivers Area of Southwestern Oregon is becoming even more imminent. The Siskiyou National Forest may auction the Mike's Gulch timber sale, located within the South Kalmiopsis Roadless Area, within weeks.

The Mike's Gulch timber sale is the first roadless sale to be unleashed in the Biscuit Logging Project. It will virtually clearcut 335 contiguous acres of roadless forest in the South Kalmiopsis Roadless Area located near the spectacular Kalmiopsis Wilderness. This area also contains old growth forest reserves that are supposed to be protected from logging for sensitive species.

The 2002 Biscuit Fire in the Siskiyou Wild Rivers Area in Southern Oregon was a natural event that affected the untrammeled, biologically rich Siskiyou Wild Rivers landscape that centers around the 179,000-acre Kalmiopsis Wilderness in the southwestern corner of Oregon. The roadless wildlands around the Kalmiopsis Wilderness include the South and North Kalmiopsis Inventoried Roadless Areas. At 104,620 acres and 88,852 acres, they are the first and third largest unprotected roadless forests in Oregon. This large roadless landscape is the watershed for three National Wild & Scenic Rivers and five candidate Wild & Scenic Rivers, containing some of the most valuable wild salmon & steelhead habitat from the Olympics to Baja.

Calls are needed TODAY to Oregon Governor Ted Kulongoski, urging him to take action to protect roadless Siskiyou forests.

Call Governor Kulongoski at (503) 378-4582, and tell him that you care about the Siskiyou Wild Rivers Area, that this is a special place of national significance, and urge him to publicly oppose the logging of roadless forests in the Siskiyou and demand that the Forest Service NOT auction roadless logging sales like the Mike's Gulch timber sale.

By a series of recent initiatives, Republicans have transformed our party into the political arm of conservative Christians. The elements of this transformation have included advocacy of a constitutional amendment to ban gay marriage, opposition to stem cell research involving both frozen embryos and human cells in petri dishes, and the extraordinary effort to keep Terri Schiavo hooked up to a feeding tube.

Standing alone, each of these initiatives has its advocates, within the Republican Party and beyond. But the distinct elements do not stand alone. Rather they are parts of a larger package, an agenda of positions common to conservative Christians and the dominant wing of the Republican Party.

... It is not evident to many of us that cells in a petri dish are equivalent to identifiable people suffering from terrible diseases. I am and have always been pro-life. But the only explanation for legislators comparing cells in a petri dish to babies in the womb is the extension of religious doctrine into statutory law.

...When government becomes the means of carrying out a religious program, it raises obvious questions under the First Amendment. But even in the absence of constitutional issues, a political party should resist identification with a religious movement. While religions are free to advocate for their own sectarian causes, the work of government and those who engage in it is to hold together as one people a very diverse country. At its best, religion can be a uniting influence, but in practice, nothing is more divisive. For politicians to advance the cause of one religious group is often to oppose the cause of another.

Genetically Engineered Crops Damage Wildlife

Things aren’t going so well for farmland birds of Western Europe. Some species are at only one tenth their population of 30 years ago and several have abandoned their old habitats altogether. Why? Chemical intensive industrial agriculture is killing the wild seeds and bugs they eat. This trend is particularly alarming in the UK, where about 68 percent of the land is used for agriculture. 1 Dropping bird counts indicate serious environmental imbalance, a trend which the UK Government has committed to reverse by 2020 2 Thus, when the largest environmental study of genetically modified (GM) crops indicated that farmland bird populations would plummet even further if the crops were widely planted, the Independent described it as a nail “hammered into the coffin of the GM food industry,” which, “sealed the fate of GM in the UK.” 3

The study, released on March 21, 2005 4 was the last of four farm-scale field trials. This one compared GM winter-sown canola (oilseed rape) with non-GM varieties grown side-by-side in 65 plots throughout the UK. For three years, scientists visited fields 7,000 times and counted a million weeds and two million insects. Although the total weed count for the GM and non-GM fields was about the same, the types of weeds were different. GM fields had about one-third fewer seeds from broad-leaved weeds, and that’s the problem for the birds. Skylarks, tree sparrows, bullfinches and others, eat the seeds from these broad-leaved varieties. As the weeds decline, so too would the birds’ chances of survival. Also, insects feed on the flowers of broad-leaved weeds. This helps explain why the bee population among the GM fields was cut by up to half and butterflies by up to two-thirds during the month of July.

GM crops don’t directly reduce insect- and bird-friendly weeds. It’s the herbicide that they are engineered to withstand that does the damage. Of the 170 million acres of GM crops planted around the world—almost three times the size of the UK—about 80 percent have their DNA altered to survive applications of herbicide. Farmers spray over the top of “herbicide tolerant” GM crops, a practice that would kill natural varieties. Farmers apply broad-spectrum herbicides to GM crops later in the season and use more of it—lots more. In the U.S., where 64 percent of the world’s GM crops are planted, herbicide use has grown by 138 million pounds over the last nine years. The rate of application is accelerating due to weeds becoming immune to the herbicide. Based on projections from recent trends and reports from land grant universities, the amount of Roundup herbicide used on GM “Roundup Ready” soy (which comprises 85 percent of the US soy harvest) is estimated to be about 86 percent more than that used on non-GM varieties in 2004 5 If the UK trials lasted several more years, the herbicide dosage there would also likely increase and its effects be more pronounced.

Impacts on wildlife vary with the type of GM crop. Two earlier UK farm-scale trials—one looking at spring-sown GM canola, the other GM beets—showed greater damage to butterfly and bee populations and plant diversity than the winter-sown canola. In a fourth trial, wildlife appeared to fair better in the fields of GM corn. But the non-GM fields were treated with atrazine, a weed killer so toxic, it was banned by the EU two weeks after the field trial ended in October, 2003.

Comparing GM crops to a banned substance should have nullified the results of the trial. Nonetheless, the pro-GM UK government approved the corn, but added regulations on how and where the crop could be planted and indicated that the company would assume some liability for crop-related damage. Unwilling to comply with the government’s “obstacles,” Bayer CropScience, withdrew its application for the GM corn three weeks later. Bayer also makes the winter-sown canola that performed poorly in the trial. It turns out that 23 out of 25 EU countries had raised objections to the canola being grown in Europe 6 due to both environmental and health concerns. The Austrian response stated, “No data/studies at all on possible effects on human health are provided.” The French said the safety of the crop “from the health point of view cannot be guaranteed.” 7 Bayer said they wouldn’t even try to grow it in Europe. It is, however, grown in the U.S. and Canada, where studies on health are not required and in-depth environmental impact assessments have not been conducted.

The U.S. government has been sharply criticized for allowing millions of acres of GM crops to be planted without carefully evaluating the consequences. In 1999, after Cornell researchers discovered that pesticide producing GM corn planted around the country may threaten monarch butterflies, a department of agriculture official said, “We knew things like monarchs and other butterflies would be susceptible. That’s part of the general background noise.” 8 Several species of birds in the U.S. are also on the decline, but no studies have been done to see if the increased use of herbicides due to GM crops might be a cause. An article by the U.S. Geological Survey states, “It seems likely, in fact, that more than enough effort is being expended on monitoring birds, and that some of those resources could usefully be redirected to other... work such as identifying causes of declines.” 9

Large study, narrow focus

The UK farm-scale trials were the largest study ever to evaluate the ecological effects of GM crops. Nonetheless, it overlooked more important data than it gathered.

Contamination of non-GM crops was not analyzed. In Canada, there is so much contamination from GM canola, non-GM and organic farmers have given up and several are filing lawsuits. Many factors are responsible for contamination, including wind and insects. Bees can carry pollen more than 16 miles, yet the current standard separation distance between GM and non-GM varieties in the UK is 50 meters (expandable to 200 in certain cases). Canola also cross-pollinates with weedy relatives such as wild turnip, which become resistant to weed killer. The weeds can harbor the herbicide tolerant gene for years and also transfer it to non-GM canola.

Contamination also occurs when unharvested seeds fall on the ground and then grow in subsequent years. Studies show that if a farmer plants GM canola for one season and non-GM thereafter, his or her harvest will have GM contamination at greater than 1 percent for up to 16 years 10 If the farmer plants a different crop in the same field, the “volunteer” GM canola becomes a difficult weed—resistant to weed killer. In Canada, some plants are resistant to three different herbicides due to cross pollination from multiple varieties 11 Farmers have to use more toxic chemicals to control them.

The UK trials didn’t examine the rising use of herbicides due to GM crops and the impact on the environment or human health. Since the herbicide is sprayed directly on the GM plants, the food carries greater residues. An article published on February 24, 2005 in Environmental Health Perspectives 12 found that glyphosate, the active ingredient in Roundup, had toxic effects and endocrine disturbances on human placental cells in test tubes. The authors believe this might account for reports of increased premature births and miscarriages among women farmers using glyphosate 13 The study also found that Roundup, which contains additional ingredients, was more toxic than glyphosate alone. Similarly, a December 2004 study in Toxicological Science 14 found that Roundup—and not glyphosate alone—damaged the DNA in a way that might increase cancer risk 15

Another area neglected by the farm-scale trials was analysis of soil ecology. Laboratory studies have confirmed that transgenes from GM crops can transfer into soil bacteria, but the implications of this are not understood. 16

The trials did not look at the type of GM crops engineered to produce their own pesticide. These “Bt” crops can kill beneficial insects, create pesticide tolerant insects, and put pesticide into the soil, where it can bind with clay and remain stable for months or years.

A more significant area of study that is needed may be the changes to the GM crops’ DNA and physiology. The process of genetically altering a crop can damage its DNA, change the output of large numbers of genes, create unpredicted increases or decreases in compounds and nutrients, and cause genetic instability. One controversial study published in Nature 17 found evidence suggesting that the DNA in corn might become unstable after it is cross pollinated with GM varieties. The corn DNA appeared to contain several fragments of the promoter—genetic material inserted into GM crops with the foreign genes. If verified, this finding might mean that the promoter makes the DNA unstable, causing genes to fragment and scatter through the genome. Biotech scientists were quick to argue against such an interpretation, but none have bothered to do follow up research on this potentially disastrous finding.

Finally, the farm-scale trials compared GM crops to the chemical intensive monoculture farming system that was responsible for wildlife devastation. Organic and sustainable farming techniques have been shown to reverse damage to the ecosystem. Shouldn’t some of the millions spent on testing also evaluate these alternatives?

In spite of its shortcomings, the study’s findings about threats to bird populations are significant. According to Frank Gill, the Audubon Society’s former chief ornithologist, “Like the proverbial canary in the coal mine, birds are primary indicators of environmental health, and what hurts birds also hurts the people who share the same space.” 18 The trial also left a lasting impression: The GM traits have certainly spread to non-GM plants, and will persist in the environment perhaps for centuries.

"The U.S. Military rounded up Nazi scientists and brought them to America. It had originally intended merely to debrief them and send them back to Germany. But when it realized the extent of the scientists knowledge and expertise, the War Department decided it would be a waste to send the scientists home."[1]

"President Bush signed legislation into law [25 March 2005] extending by two years the life of a government panel charged with declassifying CIA documents that detail the spy agency's ties to former Nazis and war criminals. The legislation...clears the way for the release of thousands of documents on former Nazis, including some who assisted in the CIA's Cold War espionage against the former Soviet Union. The Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group was established by the Nazi War Crimes Disclosure Act of 1998 and had been set to disband by the end of [March 2005]. The bill approved by Congress would extend the group's life through March 2007."[2] "Under pressure from Congress, the Central Intelligence Agency has formally agreed to a broad new interpretation of [the] 1998 law that requires disclosure of classified records related to Nazi war criminals, a CIA document shows."[3]

"The National Security Archive posted the CIA's secret documentary history of the U.S government's relationship with General Reinhard Gehlen, the German army's intelligence chief for the Eastern Front during World War II. At the end of the war, Gehlen established a close relationship with the U.S. and successfully maintained his intelligence network (it ultimately became the West German BND) even though he employed numerous former Nazis and known war criminals. The use of Gehlen's group, according to the CIA history, "Forging an Intelligence Partnership: CIA and the Origins of the BND, 1945-49", was a "double edged sword" that "boosted the Warsaw Pact's propaganda efforts" and "suffered devastating penetrations by the KGB."

The declassified "SECRET RelGER" two-volume history was compiled by CIA historian Kevin Ruffner and presented in 1999 by CIA Deputy Director for Operations Jack Downing to the German intelligence service (Bundesnachrichtendienst) in remembrance of "the new and close ties" formed during post-war Germany to mark the fiftieth year of CIA-West German cooperation. This history was declassified in 2002 as a result of the work of The Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group (IWG) and contains 97 key documents from various agencies.

"The documentation unearthed by the IWG reveals extensive relationships between former Nazi war criminals and American intelligence organizations, including the CIA. For example, current records show that at least five associates of the notorious Nazi Adolf Eichmann worked for the CIA, 23 other Nazis were approached by the CIA for recruitment, and at least 100 officers within the Gehlen organization were former SD or Gestapo officers [Richard Breitman, Norman Goda, Timothy Naftali, and Robert Wolfe, U.S. Intelligence and the Nazis, (Washington, DC: National Archive Trust Fund Board, 2004), 377].

"The IWG enlisted the help of key academic scholars to consult during the declassification process, and these historians released their own interpretation of the declassified material last May (2004) in a publication called US Intelligence and the Nazis.

"This secret CIA history is full of documents we never would have seen under the Freedom of Information Act, because Congress in 1984 gave the CIA an exemption for its 'operational' files, on the grounds that such files were too sensitive ever to be released," commented Thomas Blanton, director of the National Security Archive. "The Nazi War Crimes Disclosure Act has proven this assumption false. Release of these files has done no damage to national security, has provided information of enormous public interest and historical importance, and however belatedly, has brought a measure of accountability to government operations at variance with mainstream American values.""[4]

But importing Nazis was just the beginning. The US began enlisting other cruel people. One such person is Dr. Ewen Cameron. "Cameron was a very well known psychiatrist who worked for 21 years at the Allan Memorial Psychiatric Institute in Montreal, Quebec. He was highly esteemed among his colleagues and his peers. Gillmor (1987) suggests that Cameron was, when he died in 1967, "one of the most respected psychiatrists in the world" (p.1). At different times, he was head of the Quebec, Canadian, and American Psychiatric Associations, and he was a co-founder and the first president of the World Psychiatric Association (Gillmor, 1987). He believed that "madness" - his own term - was something that needed to be treated rather than feared, and that patients could not be locked up if they were to realize that they still belonged to society (Collins, 1988).

Cameron was an ambitious man. As Collins (1988) points out, he saw what was going on with the soldiers who were returning from the Second World War, and he wanted to be able to ease the stress and anxiety from which they were suffering. A loftier goal of Cameron’s was to conquer the process of aging. In time, he set up different research programs at the Allan Memorial. Of special interest to Cameron was the idea of sleep teaching. He had been in correspondence with Max Sherover, an American who had conquered his patients nail-biting habits by continuously playing a tape recording to them while they slept (Collins, 1988). Cameron began to experiment with the idea himself. He would, during a normal therapy session, record what he thought was a key statement that one of his patients had made (Gillmor, 1987). Later, Cameron would replay the statement repeatedly to the patient, in an attempt to break down the patient’s defense mechanisms and reach deeper material. Over time, Cameron developed this technique into a therapy that he called psychic driving. He introduced his form of therapy in a paper published in the American Journal of Psychiatry in January, 1956. As he explained it, psychic driving allowed for "the penetration of defenses, the elicitation of hitherto inaccessible material, and setting up of a dynamic implant" (Cameron, 1956, p. 503) or recurring thought that influenced the patient’s behaviour even after playback of the key statement had been stopped for some time. Cameron also reported that at times, the patient resisted listening to the repetition of the statement; this was handled by administering sodium amytal, a disinhibitant or "truth drug" (Collins, 1988), or by exposing the patient to the repetition during a period of prolonged sleep (Cameron, 1956). In his article, Cameron also admits to using stimulant drugs and LSD - without the patients’ consent - to disorganize the patient and thus allow the driving technique full access to the patient’s psyche. Collins (1988) explains that Cameron, keeping with the climate of the day, referred to his treatment as brainwashing. Psychic driving is a potent procedure - it invariably produces responses in the patient, and often intense responses [Ewen Cameron in his paper "Psychic Driving", 1956, p. 508].

"He began using electroconvulsive therapy in association with psychic driving, and referred to this as "depatterning". His aim was to disorganize disturbed or resistant patients, to allow psychic driving to have its full effect. He believed that "you could regress patients, particularly schizophrenics, back to their infancy" (Gillmor, 1987, p. 56). This was done by administering ECT at much higher levels than it had ever been applied before. Under Cameron’s plan, patients received ECT "up to three times daily" (Gillmor, 1987, p. 56), and this pattern of treatment would continue for thirty days (Collins, 1988). After this, he would attempt to "repattern" his patients with psychic driving. However, by this point, the patient was often "unable to walk or feed himself, and [was] likely incontinent" (Gillmor, 1987, p. 56).

"Despite the objections of some of his colleagues, Cameron carried on trying to perfect his psychic driving technique (Gillmor, 1987). In 1961, he lost the financial support of the [Society for the Investigation of Human Ecology], and by 1964, his treatments were beginning to prove useless. He himself referred to psychic driving as "a ten-year trip down the wrong road" (Gillmor, 1987, p. 136). He left the Allan Memorial later that same year.

"Fifteen years later, a group of nine former patients at the Allan Memorial brought suit against the CIA for funding research that led to harm of the patients at the Allan (Collins, 1988)."[5] Hundreds of mentally ill patients...could be entitled to compensation following a landmark court ruling. A Federal Court judge in Montreal will allow more than 250 former patients, whose claims were rejected, to seek compensation. It took two decades and the persistence of Joseph Rauh, the distinguished American civil liberties lawyer, to uncover what happened and secure compensation for some of Cameron’s victims."[6] "Five decades later some are only now receiving compensation. [But] former patients are still struggling to cope with their time in the Allan"[7]

"One would assume that Cameron must not have had a very high regard for his patients’ rights if he was willing to inject them with LSD or administer repeated treatments of ECT. Morgan (1971) points out, however, that this fits with the attitude of Cameron’s time. Research ethics were previously not something one had to worry about; researchers were "...used to proceeding with their work without thinking or worrying about general ethical questions . . . [t]he usual rule has probably been: if you’re interested, investigate" (p. 276). The public would not have any objection to such treatment of mental patients.

"Because such attitudes have been so prominent, research has been allowed that has ignored the rights of the individual."[8] In a 1995 speech, President Bill Clinton emphasized that "thousands of government-sponsored experiments did take place at hospitals, universities, and military bases around our nation. Some were unethical, not only by today's standards, but by the standards of the time in which they were conducted. These and other experiments were carried out on precisely those citizens who count most on the government for its help - the destitute and the gravely ill.""[9]

Clinton's apology came 18 years after a Senate hearing on MKULTRA. "The existence of MK ULTRA was first brought to light by maverick government officer John Marks - on 20th September 1977. The U.S. Senate investigated MK ULTRA discovering that thousands of people had been the unwitting victims of mind control experiments.

"Part of MK ULTRA was the NAOMI PROJECT - involved in the creation of what were later to be called "Manchurian Candidates". Manchurian Candidates were people who were pre-programmed to become assassins without their knowledge. A post hypnotic trigger was used to put them into "killer mode"."[10] "Dr. George H. Estabrooks (1895-1973), speaking as the chaiman of the Department of Psychology of Colgate University, said, “I can hypnotize a man without his knowledge or consent into committing treason against the United States.” At the time he made that statement Dr. Estabrooks was one of this nation’s most authoritative voices in the field of hypnotism."[11] "Estabrooks proposed, over and over, that superspies with one-way amnesia should be created by deliberate personality splitting. An absolutely dependable, unbreakable amnesia for all events under hypnosis is the most essential single element to create an unknowing, authority-controlled hypnotic subject."[12]

"Between 1955 and 1975 thousands of people were unwittingly experimented upon by MK ULTRA and the U.S. Military. Of these approximately 7000 enlisted soldiers were used as human guinea pigs in experiments involving a wide array of biological and chemical warfare agents. About 3500 of these soldiers were given mind-altering psycho chemicals - L.S.D., PCP, BZ and the like. These tests were carried out at the Chemical Warfare Laboratories at Edgewood Arsenal facility in Maryland."[13]

"[A documentary] broadcast by the German state television channel, ARD, suggests that the US government is [also] hiding biological warfare programs from the rest of the world, and actually employed such weapons in 1952 during the Korean War. The documentary, entitled "Codename Artichoke—the Secret Human Experiments of the CIA", was aired by ARD [in August 2002]. A book with the same title was published shortly afterwards. The authors of both the film and the book, TV journalists Edmond R. Koch and Michael Wech, focus on the case of biochemist Dr. Frank Olson, who died on November 28, 1953 after a mysterious fall from the 13th floor of the Hotel Pennsylvania in New York City.

"At the time of his death, Olson had been given the highest clearance for access to classified information. He was one of the leading scientists doing research in the field of biological weapons, and had been working for ten years in the biological warfare facilities at Maryland’s Camp Detrick (today, Fort Detrick) near Washington DC.

"He also occupied a leading position in “Operation Artichoke,” a CIA program that coordinated all projects of the Army, Navy and CIA involving psychedelic drugs, fatal poisons and similar substances. Those involved in this project included German doctors who had experimented with human beings in the Nazi concentration camps.

"Artichoke involved the use of torture and drugs to interrogate people. The effects of substances such as LSD, heroin and marijuana were studied, using unsuspecting individuals as human guinea pigs. The CIA was eager to identify military uses for substances that altered the psyche. The agency was at that time obsessed with the idea that the Soviets or the Chinese might employ methods of brainwashing to recruit double agents or manipulate the population of entire nations. Artichoke also included the development of poisons that take effect immediately.

"Olson’s death was officially described as suicide due to depression. Only in the mid-1970s, when the CIA’s secret activities were scrutinised in the wake of the Watergate scandal, did the government admit to a certain degree of responsibility: Ten days before his death, the CIA had administered LSD to Olson without his knowledge. President Gerald Ford subsequently apologised to the family, and the CIA paid compensation to his widow."[14]

Adults were not the only victims. "Where it comes to sexual abuse and children, another name pops up, that's Project Monarch,"[15] "a highly complex form of trauma-based mind control."[16] "One can expect a variety of chemical electrical, low frequency stimulation and deprivation techniques to have been employed."[17] "Many of the abused come from families who use Catholicism, Mormonism, or charismatic Christianity as a “front” for their abominable activities (though members of other religious groups are also involved.)"[18]

Conclusion:

Systematic abuse of people has long been a part of world history, whether it was sacrificing your first-born son or allowing a government agency to utilize that same asset for a nation's insterests. But what came to light during the 1997 Senate hearings was so shocking that there was disbelief of accounts from victims of organized child abuse. There was further denial when investigations into the activities of a rising black political star, Larry King, came to light through the efforts of former US Senator John deCamp. King was allegedly involved in a government-sponsored child sex ring, but was eventually jailed on unrelated charges. "At least two of his victims have been wrongly imprisoned for refusing to recant their testimony" about this abuse.[19]

The Washington Times ran a front page article entitled "Homosexual prostitution inquiry ensnares VIPs with Reagan, Bush". DeCamp's "The Franklin Cover-Up: Child Abuse, Satanism, and Murder in Nebraska" details this massive corruption. People close to the case even started dropping dead. "In mid-1993, after The Franklin Cover-Up had been circulating for almost a year, the British-based TV station, Yorkshire Television, sent a top-notch team to Nebraska to launch its own investigation of the Franklin case."[20] "On Tuesday May 3rd 1994 ["Conspiracy of Silence"] was scheduled to air on the Discovery Channel. Influencial members of congress applied pressure to the cable industry to stop the airing of the program and destroy all copies."[21]

With George H W Bush being implicated in a child sex abuse ring, it was imperitive that the information be censored in "the name of national security."[22] "Given the ubiquitous nature of corruption and institutionalized criminal practices in America, when it is exposed the question to be asked is not “how did it happen?” Rather, the question that must be asked is “why is it being exposed?”"[23] "The root problem of the world’s sexual child abuse and all other abuse is the Secret Societies. Paedophile police, judges, social workers and psychiatrists are put into key positions to cover-up any accusations of...abuse."[24]

Recently, papers have been circulating the Internet regarding the numerous Republicans convicted of pedophilia and other infidelitities. But this is not phenomena restricted only to one political party. Clinton's Attorney General, Janet Reno, has a history of botching child sex ring cases, not prosecuting illegal pornography, and even going so far as to try to legalize soft-core child porn when she was head of the Justice Department.[25]

The concept of organized child abuse is so abhorrent that most people deny it happens, so much so that even when military day care centers and elementary schools have been implicated, there is the inevitable cover-up.[26] When accused of abuse, governments often impose news blackouts, like when Operation Ore turned up pedophiles in the UK government.[27]

"The [Seattle/King County] Sexual Assault Resource Center reports that one in three girls and one in five boys will be sexually assaulted by the time they are 16 years old [John N. Briere, Child Abuse Trauma (Newbury Park, CA: Sage Publications, 1992); Diana E. Russell, The Secret Trauma: Incest in the Lives of Girls and Women (New York: Basic Books, Inc., 1986)]."[28] "Fewer than 10 percent of child sexual abuse cases are reported to authorities."[29]

With more than 25 percent of American children sexually abused, it appalls me that there is hardly a peep from government to address these issues. And even when raised, it's not unheard of for the person spearheading the investigation being actively involved in pedophilia.[30]

"We cannot expect [agencies] to control their own criminality. The forces that lead to their criminality are far too powerful. What is necessary is that citizen groups form that will constantly watch over government agencies."[31]

Die EU-Kommission empfiehlt in einer Studie Europas Politikern, Biometrie aktiv mitzugestalten. Das 166 Seiten starke Werk versteht sich als Einführung, Handbuch und Ratgeber. Durch den massenhaften Einsatz erwarte man einen Rückgang der Assoziation zwischen biometrischen Methoden und Straftaten.


In diversen Szenarien (Everyday Life in 2015) und Bewertungen werden Vor- und Nachteile der einzelnen Systeme aber auch Biometrie an sich behandelt. Wichtig erscheinen den zehn Autoren auch Interportabilität, Datenbankverarbeitung und potentielle wirtschaftliche Vorteile für die europäische Biometrie-Industrie. Der Grundtenor trotz plakativer Gegenbeispiele: Wenn man es nur geschickt genug macht, wird die Bevölkerung es akzeptieren - dazu gehört auch das gezielte Angewöhnen im Kindergarten.

Impact upon the trust model between citizen and state

This is a very important point, especially when viewed in the context of modern history (i.e., the last 100 years). In many countries who would consider themselves civilised and perhaps of a democratic nature, the trust between citizen and state plays a key role. Citizens offer their trust to government and, in doing so, empower them to manage national and international affairs on their behalf. If this trust breaks down, a breeding ground is created where a variety of situations might develop, from underground economies to outright challenges to government and civil unrest. In many countries, part of this trust is inherent in the concept of being considered innocent until proved guilty and in enjoying personal privacy and anonymity. These fundamental concepts of trust seem now to be challenged by certain governmental aspirations. There is a risk that the emphasis changes to ordinary citizens being almost treated as criminal suspects and the right to privacy and anonymity being withdrawn.

The issue is exacerbated when the administrations of foreign countries have an undue influence on a given country's procedures. It may be true that, in the short term, citizens simply go with the flow and accept that many of them will see as the sacrifice of personal freedoms in order to support policies which, they have been lead to believe, will create a more secure world. However, in the medium and longer terms, the reality of the situation (such as it may be) may become self evident and, depending upon popular perception, this may lead to an erosion of trust which will not be in the interest of government. This is a very serious issue which should be taken fully into consideration with respect to current aspirations. We should be in no doubt that we are tampering with the very fabric of society and should treat this fabric with the care and respect it deserves.

You probably already know that right now off the ice floes of Eastern Canada, hundreds of thousands of baby seals as young as 12 days of age are being clubbed or shot to death without mercy.

As I write this, one of nature’s greatest spectacles is being overrun by seal hunters wielding wooden bats, rifles and hakapiks — a type of spiked club. The seal pups, awkward and slow, try to flee without hope of escape.

Sealers run across the ice and club each baby seal once on the head, then flip the seal on its back to remove its pelt with a knife. Too often, the baby seal struggles against the knife and is clubbed several more times until dead.

I wanted to give you an update on the events of this year’s seal hunt, and let you know what our next steps are in stopping this cruel and senseless practice.

Why does Canada still hunt two-week-old seal pups?

The simple answer is profit. If seal pelts were not valuable; seals would not be killed. The greed of a select few has turned one of the world’s most precious natural heritages into a virtual slaughterhouse.

Last week Canada’s Department of Fisheries and Oceans announced its intention to continue reducing the entire harp seal population by up to a third ... without scientific justification. The greedy incentive to maximize profit by killing as many animals as possible, as quickly as possible, is not only cruel and disrespectful to our natural heritage, it has the dangerous potential to push harp seals down the road to extinction.

Canada’s government is counting on your silence

The brutal and irresponsible nature of the hunt is at great odds with Canada’s reputation as a civilized, progressive country.

I know that like me, you look forward to a day where the Canadian government, the fur industry and others who are fueling the killing of baby seals realize that seals are worth more than just the price of their pelts.

That’s why I want to urge you to speak out right now to tell the new Canadian Ambassador to the US Frank McKenna that the rest of the world will no longer stand for such a cruel and senseless hunt. Let’s send him a welcome message he’ll never forget!

I cannot stress enough how much your voice makes a difference. Thanks to a worldwide outcry spurred by IFAW in the 1970s, the commercial killing of whitecoat seal pups was banned in 1987. Thanks to people like you speaking out, the seal hunt was slowly dying off through the 1980s until the Canadian government began seal meat subsidies and set quotas allowing the slaughter of over a quarter million seals every year.
