Please pack the public gallery if you can. Your support will be greatly appreciated. Latest press release follows. I will speaking at the meeting but we fear the Cabinet have already been got at. For those of you not up to speed with this, it involves a request by residents to have the Highway Rights extinguished on the land where the mast would go. If that happens the land will pass to the couple who requested the extinguishment because the original ownership of the land is unclear. Orange would still have planning permission but would have to negotiate a contract with the new owners who would not be willing to do a deal. HCC originally agreed to put in the application to the Magistrates Court but got cold feet after talking to Orange. They did not have to consult Orange as in order to be a statutory undertaker, you have to have equipment on a site and Orange don't (yet!).

HCC IN FIRING LINE

Byron Avenue residents will turn out in force for a special Hampshire County Council Cabinet Meeting on Monday 13 June at 10am in the Main Council Chamber, Winchester when the next stage in the country’s longest running phone mast battle is decided. The issue of whether Highway Rights should be extinguished will be hotly contested with residents claiming that HCC have not asked residents for their views.

Karen Barratt, who has campaigned against the Orange mast for four and a half years is outraged that residents have not been consulted over the latest developments. “HCC got in touch with Orange because of their interest in the site but the first most residents heard about the application was through the media,” she said. “This is not acceptable. We have looked after and used this site for over thirty years. If anyone has an interest in it it’s us.”

Campaigners are incensed that the County’s legal department is recommending that the contract entered into with Chilbolton Avenue residents Alan and Anne Saunders, be cancelled. They also claim that the HCC Report shows total ignorance of the layout and history of the site, and that Cabinet members are being asked to make a decision without visiting Byron Avenue.

“The officers seem to be pushing responsibility on to the Cabinet when what they should be doing is letting the matter go to the Magistrates Court as originally agreed,” said Karen Barratt. “I hope the councillors will realise that they are being asked to carry the can for the officers mishandling of this application.”
