FEMA E-Mails Showed Gross Ineptitude
E-mail documents offer a glimpse of the disarray in preparations for and the response to Katrina, for which FEMA has been widely criticized. A misunderstanding of national disaster plan roles, communications failures, delayed decision-making and absent voices of leadership mark the documents, which came as a partial response by FEMA's parent agency, the Department of Homeland Security, to a request by a House select investigative committee.
