Inflammatory markers re pollutants ....use to challenge re EMR...Note MN...

Roy: This is a very important study re inflammatory markers as result of pollutant exposures!!!

The study states in part "......to elucidate health effects of air pollution."

Hemostatic and inflammatory markers were examined and significant associations were found re white blood counts and several other factors including fibrinogen due to environmentally relevant ambient pollutants.

Note the words "health effects" as opposed to "biological effects."

As you know, over the past decade and more, game-playing has been supported by the clever use of words and the claim that "biological effects" do not mean that "health effects" are an issue.

While "health effects" can, of course, also be beneficial, we know that there are limitations and guidelines that are applied to limit even beneficial exposures. This study makes it clear that the changes confirm "harmful health effects!!!"

As you can see, this study "admits" that white blood count changes, albumin counts, fibrinogen measurements plus more are, in fact, causing health problems which, in this study focus on coronary disease.

This reminds me of a couple of large posters Dave Stetzer gave to me at a meeting several years ago that indicate locations for various homes where heart attacks and strokes occurred due to suspected EMR exposures.

The word "fibrin," and even the phrase "severe subacute epicarditis" appear on one of my guinea pig necropsies. "Fibrin" is related to the development of amyloid. As you know, one of my EMR-exposed (electric meter) guinea pigds died due to Reactive Renal Amyloidosis.

Prior to any deaths in my four guinea pigs, the drastic blood changes (white blood cell counts) I have reported on many times in the past, indicated a collapse of their immune function. PEOPLE living in Cockerton Green, Darlington, were furious after plans to erect a mobile phone in the area were approved yesterday.

The proposal, by mobile phone company Vodafone, to erect a 14-metre high mast was approved by Darlington Borough Council's planning committee.

Resident Nancy Binks said she was speaking on behalf of many of her neighbours who objected to the plans due to health and safety issues, the negative impact it would have on the landscape and fears it would attract vandals.

She asked the committee: "Are there other sites available? Why not build it on the car park behind the shops? Other residents have asked why can't it be built near to where there is an existing mobile phone mast within the grounds of Cockerton Club?" After the committee announced its decision, Ms Binks said she was not surprised but said many residents would be furious.

Resident John Atkinson said: "We realise companies like this must come up against objections all the time and all of their applications cannot be refused because they have to make money.

"I just think a better location could have been found."

Councillor John Williams said: "As a council, we have Government targets to meet, and although I sympathise with the residents, our hands are tied.

"If we refuse the application we will almost certainly lose the appeal, which would follow and that would be at the expense of the taxpayers in Darlington. We simply cannot justify that."

The mast will be erected in the public highway, in front of the shops.

CAMPAIGNERS against a mobile phone mast on a sports ground in Pewsey have been horrified to learn of a new application for an even taller transmitter.

They are pinning their hopes of defeating the mast plans on the parish council that owns the soccer ground between Ball Road and the High Street.

On Tuesday the parish council will be discussing whether it should allow its tenant, Pewsey Vale FC, to let O2 put up a mast at the soccer ground.

The soccer club stands to gain £80,000 over 20 years if it allows the mast. However, objectors say the football club is only a tenant and that the parish council should have the final say.

They also argue that covenants restricting the use of the land to sport and recreation imposed when the parish council acquired the land in 1949 from the former Pewsey Rural District Council still apply.

A previous planning application for an O2 mast on the ground was refused by Kennet District Council and is subject of an appeal.

This week campaigners learned O2 has submitted a new planning application for slightly taller mast.

Petitions have been circulating in Pewsey urging the parish council to stick by the covenants. Campaigners are urging villagers to attend Tuesday's parish council meeting, at 7.30pm in the Bouverie Hall, when O2's plan will be discussed.

Mobile phone giant O2 says it is looking for an alternative location for the mast at the centre of an alleged health scare in Coleshill.

Concerns over possible negative effects the 11-year-old mast is having on the health of children at St Edward's RC Primary School in Packington Lane prompted urgent talks between O2 and the local education and planning authorities last week.

But parents, who have been withdrawing their children from the school on Fridays in protest against the mast, say they will keep up the pressure by maintaining their presence at the school gates until the mast is removed.

The organisations plan to meet again later this month, at which point a report from the Health Protection Agency - which was called in to investigate a health survey carried out at the school - will be available.

The search for land on which to re-site the mast has been welcomed by the county council and by officials from St Edward's and the Catholic Archdiocese of Birmingham, who all want the mast removed.

In a further report chartered physicist Dr John C Walker alleges that a 'cancer cluster' affecting some houses has been discovered close to the town centre.

His report will also be presented to Government adviser Sir William Stewart who chaired the independent panel investigation into the possible effects of mobile phone masts in 2000.

Speaking about Dr Walker's report, Angela Johnson, community relations manager for O2, said: "There is no evidence that mobile phone masts, including the masts in Coleshill, cause illness.

Parents have vowed to fight plans to put a mobile phone mast within 100 metres of a children's playing field.

O2 Ltd wants to install the mast outside Birchwood Shopping Centre, in Lincoln.

The plan means the mast would be within 100 metres of Birchwood Junior School, in Larchwood Crescent.

There is already a T Mobile mast at the back of Birchwood Shopping Centre and an Orange one at the opposite end of Birchwood Avenue, near its junction with Pershore Way.

But parents of Birchwood Junior School pupils say this latest mast is too close for comfort.

The planned mast is also close to a clutch of other schools, including Leslie Manser in Kingsdown Road, the Lancaster School and the Papermoon Day Nursery, both in Jasmin Road.

The Government says there are no proven health risks.

But parents say they fear that radiation emitted by such masts could lead to infertility or diseases like cancer.

Mum Sam Wakefield (39), of Caistor Road, has Daisy (nine) at Birchwood Junior and Emily (six) at the Lancaster.

"I just don't see the need for it," she said. "Why situate something like that there when you have got so many schools around?"

Her neighbour Angela Fleming agrees.

Mrs Fleming has Lauryn (six) at the Lancaster and Daniel (eight) at Birchwood Junior.

"I wouldn't want any more being put in when there are schools in the area. All you hear about is the health risks," she said.

Birchwood Junior headteacher Carol Smith was due to meet governors to discuss the plans last night. "The safety of our children is our primary concern," she said.

O2 originally applied to install the mast in October 2004. But Lincoln city councillors asked the company to look into the possibility of combining the mast with existing ones in the area.

O2 now says those masts would have to be made unreasonably tall to accommodate it.

It has submitted another plan to the city council to put the mast on the grass verge at the shopping centre.

O2 says its plans are in line with guidelines issued by the International Commission on Non-Ionising Radiation Protection (ICNIRP) - a body of independent scientific experts.

"O2 is committed to ensuring all new installations are ICNIRP compliant and on this basis there is no basis for this application to be refused on health and safety grounds," the application says.

In a House of Commons speech the Sefton East MP said: "The point is that visual and planning matters are secondary to what I perceive to be the public's main concern, which is uncertainty about public health.

" The Stewart Inquiry was methodical and thorough and it concluded that there is no certainty that there is no health problem. We should therefore proceed cautiously. The collection and analysis of scientific evidence should continue and be properly funded."

He is asking the Government to take a fresh look at the system, in the absence of clear information about heath effects.

Mobile phone masts should be subject to stricter planning laws to stop them being built outside schools and houses, the MP for Dudley North has said.

Ian Austin wants the government to bring in extra safeguards for towers planned near schools, homes and medical centres. He also wants fears over possible health concerns addressed.

Under current planning legislation they can only turned down by local councils if masts are considered to have a detrimental impact, either visually or if they affect an area economically by reducing property prices. Authorities cannot currently turn down applications on health grounds.

Mr Austin launched his campaign after hearing that mobile phone giants T-Mobile and Vodafone had submitted applications to build masts near to houses on Setton Road, in Sedgley, and opposite Bramford Primary School, on Tipton Road, in Dudley.

Mr Austin said he shared residents' concerns over the masts and that he wanted to find a solution to the problem that councils have with planning applications.

The MP said: "Residents in Woodsetton and at Milking Bank are very concerned about the proposed new masts.

"I am on their side, I understand their concerns and have received hundreds of responses to lend weight to my call for the council to sling these applications out.

"But I want to find a permanent solution to the problem too, which is why I'm campaigning in Parliament for stricter planning laws and extra safeguards near schools, homes and medical facilities."

A 73-year-old Cheam man may sell the house he has lived in all his life after plans to build a mobile phone mast within yards of the property were approved without hearing residents' views.

John Foster, of Fieldsend Road, is among dozens of locals outraged that a plan submitted by T-Mobile to build a 14ft mast close to the junction of St Dunstan's Hill and Lumley Road has been given the go ahead.

Residents said their concerns about the health risks and the devaluation of property have not been heard despite the fact a petition containing 87 signatures was sent to Sutton Council outlining their objections.

Mr Foster said: "Instead of the council working for us, they appear to be working against us they are going to just stick the mast up regardless.

"I have had the house valued and I am actually considering moving out my wife and I feel this is the last straw."

Fellow Fieldsend Road residents, Karen Grant-Bond, 31, and husband Lloyd Bond, 34, were appalled when they learnt a phone mast would be erected next to the house they only bought last August.

Among the concerns Mrs Grant-Bond said were overlooked by planners was the suggestion the antenna would be better sited on the other side of the road where there are much fewer houses.

Mrs Grant-Bond said: "We are not going to stop just because it has been granted. We are going to take this to a judicial review."

The residents of Fieldsend Road have been joined in their campaign to get the mast plans scrapped by MP for Sutton and Cheam, Paul Burstow.

Mr Burstow has backed a bill which would see planning guidelines for mobile phone masts overhauled in favour of tighter regulations.

As the law stands, masts under 15 metres can be installed without the need for full planning permission.

"It cannot be right that residents are subject to more stringent planning controls over their own porches and conservatories than mobile phone companies are over masts that affect the whole area," Mr Burstow said.

A council spokesman said there would be an opportunity for residents to present their petition at the Cheam and Worcester Park area committee on Wednesday, July 20.

"Der liebe Gott jedenfalls ist eindeutig auf unserer Seite", kommentierte eine Teilnehmerin des Protestmarsches gegen einen UMTS-Mobilfunksendemast in unmittelbarer Nähe des Zierenberger Wohngebietes Oberer Hundemarkt das strahlende Sommerwetter. 150 Menschen hatten sich dazu vor dem Freibad versammelt.

Nicht nur Bewohner des betroffenen Gebietes, sondern besorgte Einwohner auch aus anderen Wohnbereichen wollten so deutlich machen, dass der geplante Sendemastbau nicht nur als Problem einzelner, sondern als Beeinträchtigung aller Einwohner Zierenbergs erkannt wird. Bedauert wurde von den Organisatoren des Protests, der Bürgerinitiative Bürgerwelle, dass keine politischen Vertreter der Stadt anwesend waren, um dieses Signal besorgter Zierenberger zur Kenntnis zu nehmen.

Als der Protestzug sich mit Spruchbändern und Plakaten in Bewegung setzte und die Teilnehmer skandierten "Gesundheit unser höchstes Gut, das macht uns Vodafone kaputt", wurde ganz nebenbei noch Stadtgeschichte geschrieben: In der Nachkriegszeit hatte es bislang in Zierenberg keine Demonstration gegeben.

Der Protestzug führte zu dem geplanten Standort des UMTS-Mastes und endete am Fuße eines Kranauslegers: Mit dessen Hilfe wurde ein symbolischer Sendemast aus Ballons aufgerichtet, der schließlich 35 Meter hoch über der Stadt aufragte. "Ein erschreckender Eindruck vom vielleicht neuen Wahrzeichen Zierenbergs", so Angelika Haaser von der Bürgerwelle.

Bis gegen 15 Uhr blieben Mitglieder der Bürgerwelle Zierenberg/Habichtswald vor Ort und informierten über den aktuellen Stand ihrer Bemühungen. Dabei ging es auch um die Beschlüsse der Gemeindevertretung von Habichtswald (wir berichteten), die es sich zum Ziel gesetzt hat, die Bevölkerung Habichtswalds mit allen ihr zur Verfügung stehenden Mitteln vor zu großen Immissionen von Mobilfunkanlagen zu schützen.

Region - Endspurt beim Mobilfunk-Volksbegehren: Am Montag, 18. Juli, läuft die Eintragungsfrist ab. Bisherige Zwischenergebnisse aus Sicht der Initiatoren: knapp positiv. Die Initiative «Mobilfunk in Bayern», als Aktion von Wirtschaft und Netzbetreibern natürliche Gegnerin des Volksbegehrens, sagt diesem ein Scheitern voraus. Das Volksbegehren will kommunale Mitsprache beim Aufstellen von Sendemasten durchsetzen.

«Noch ist alles drin», meint Christine Mehlo-Plath, Sprecherin der Initiatoren des Mobilfunk-Volksbegehrens «Gesundheitsvorsorge beim Mobilfunk» im Landkreis Rosenheim. «Das bayernweite Zwischenergebnis am Donnerstag lag bei knapp einem Prozent, etwas weniger als beim erfolgreichen Senats-Volksbegehren, trotz des Dauerregens.» Im Landkreis Rosenheim seien die Zwischenergebnisse unterschiedlich: Prien lag in der ersten Woche mit vier Prozent Beteiligung vorn, Rosenheim mit einem Prozent hinten. In Wasserburg waren bereits ein Viertel der nötigen Stimmen erreicht wurden. Die notwendigen zehn Prozent der Wahlberechtigen seien zwar schwer zu erreichen, aber es sei nicht unmöglich, meinte Mehlo-Plath. Prominente Unterstützung erhalten die Befürworter des Volksbegehrens durch die Landtagsabgeordnete und Schauspielerin Barbara Rütting sowie durch den Naturheil-Arzt Dr. Hermann Stellmann aus Bad Aibling.

Die Initiative «Mobilfunk in Bayern» (www.mobilfunk-in-bayern.de) hat nach einer Woche eine positive Halbzeitbilanz gezogen: «Die ÖDP als Initiatorin des Begehrens hat sich ins Abseits manövriert. Es ist ihr nicht gelungen, in nennenswerter Zahl gesellschaftliche Kräfte als Partner für ihr Anti-Mobilfunkbegehren zu gewinnen», sagte der Sprecher der Initiative, Adolf Dinglreiter, auf einer Pressekonferenz in Rosenheim. Keine einzige Landtagspartei habe sich an die Seite der ÖDP gestellt.

Waging am See. Das Volksbegehren "Gesundheitsvorsorge beim Mobilfunk" war das beherrschende Thema der letzten ödp-Mitgliederversammlung.

ödp-Ortsvorsitzender Georg Huber zeigte sich erfreut, dass bis vergangenen Donnerstag bereits 92.300 Wahlberechtigte für das Volksbegehren unterschrieben haben. Damit liegt der Unterschriftenstand knapp hinter dem Vergleichstag des erfolgreichen Volksbegehrens "Schlanker Staat ohne Senat", für das sich bis zum dritten Tag 96.800 Wahlberechtigte eingetragen haben. "Da die Eintragungszeit noch bis zum 18. Juli läuft, können wir es schaffen, die nötigen Unterschriften zu erreichen", so der Appell von Georg Huber an die Anwesenden, möglichst alle Freunde und Bekannte an die Wichtigkeit des Themas zu erinnern. Georg Huber zeigte sich empört über die derzeit laufende Kampagne der Mobilfunklobby und der Staatsregierung. "Es stimmt einfach nicht", so der ödp-Gemeinderat weiter, "wenn Minister Schnappauf sagt, dass das Volksbegehren für den Gesundheitsschutz nichts bringe. Er soll sich den Gesetzestext nochmal durchlesen, dann wird auch er erkennen, dass neben dem ersten Ziel, die Baugenehmigungsbefreiung für Mobilfunkmasten bis zehn Meter zu streichen, als zweites Ziel der vorsorgende Gesundheitsschutz beim Mobilfunk in das Landesentwicklungsprogramm aufgenommen werden soll. Dadurch können sich Gemeinden auch gegen die Baugenehmigung eines Mobilfunkmastens aussprechen, wenn die medizinisch gebotenen Vorsorgewerte überschritten würden."

Andreas Huber, der Sprecher des überparteilichen Aktionsbündnisses im Landkreis Traunstein, widersprach vor allem der Aussage, dass laut Mobilfunklobby noch kein einziges Gutachten eine Gefährdung durch Mobilfunkstrahlen erkennen lasse. "Was ist dann mit der Naila-Studie, der Reflex-Studie, der Cherry-Studie, den Untersuchungen des ECOLOG-Instituts und wie sie alle heißen?", so der Waginger Biobauer weiter. "Sie alle belegen deutlich gesundheitliche Auswirkungen wie Schlafstörungen, Herzrhythmusbeschwerden, Tinnitus oder auch Leukämie." Andreas Huber merkte hierzu noch an, dass auch Hunderte von Ärzten auf die gesundheitlichen Auswirkungen durch Dauerbelastung von Mobilfunkmasten hinweisen und das Volksbegehren unterstützen.

Abschließend betonte ödp-Ortsvorsitzender Georg Huber nochmals die Wichtigkeit jeder Unterschrift, da die Ziele des Volksbegehrens nur erreicht werden können, wenn sich bis zum 18. Juli mindestens zehn Prozent der wahlberechtigten Bürger Bayerns im Rathaus in die Unterschriftenliste eintragen. In Waging kann dies neben den normalen Arbeitszeiten des Rathauses noch zusätzlich am Donnerstag bis 18 Uhr und am Sonntag von 10 bis 12 Uhr erfolgen. Die ÖDP hat in Bayern ein Volksbegehren gestartet, das die Einführung einer Baugenehmigungspflicht auch für Anlagen unter zehn Metern zum Ziel hat. Dabei kann leicht der Eindruck entstehen, dass die Netzbetreiber willkürlich und ohne Rücksicht auf gesundheitliche Bedenken Mobilfunkstationen aufstellen. Das ist nicht richtig, denn alle Anlagen werden von der Bundesnetzagentur, ehemals Regulierungsbehörde für Telekommunikation und Post (RegTP), freigegeben. Die Bescheinigung der Bundesnetzagentur stellt den Immissionsschutz sicher: Die Felder einer Mobilfunkantenne liegen dort, wo sich Menschen aufhalten, unterhalb der Grenzwerte. Diese Grenzwerte werden von nationalen und internationalen Institutionen wie der Weltgesundheitsorganisation unterstützt und stellen sicher, dass die Gesundheit der Anwohner nicht beeinträchtigt wird.

Staatsregierung, Bayerischer Gemeindetag, Bayerischer Landkreistag und Netzbetreiber haben den „Mobilfunkpakt“ vereinbart. Darin wird die Mitwirkung der Kommunen bei der Standortauswahl für Handymasten gesichert. Anliegen der Netzbetreiber ist es, eine gute Mobilfunkversorgung bei gleichzeitiger Minimierung der Immissionen zu erreichen. Dieser Weg ist erfolgreich, wie die Bilanz des Jahres 2004 zeigt: Nur sieben Prozent der neuen Anlagen sind im Dissens errichtet worden. Als Netzbetreiber will O2 diese gemeinsame Erfolgsstory fortschreiben. Deshalb lehnt O2 das ÖDP-Begehren ab.

Ebersberg behindert das Volksbegehren Rathaustür „versehentlich“ geschlossen

Ebersberg – „Aber da ist doch schon zu!“ klagte kurz nach 18 Uhr eine alte Ebersbergerin am Infostand des Aktionsbündnisses zum Volksbegehren auf dem Marktplatz. Zuvor hatte sie sich dazu entschlossen, mit ihrer Unterschrift die Gemeindehoheit zu stärken und so mitzuhelfen, daß auch Mobilfunkmasten in Zukunft eine Baugenehmigung brauchen – wie schon jetzt kleine bauliche Veränderungen.

Bisher muß eine Baugenehmigung einholen, wer eine Gaube auf sein Hausdach setzen will, während Mobilfunkmasten genehmigungsfrei sind, wenn sie nicht höher als zehn Meter werden. Das Volksbegehren will diese Ungleichbehandlung abschaffen.

„Die Abendöffnung am Mittwoch ist bei meinen Arbeitszeiten die einzige Möglichkeit, mich einzutragen“, wußte einer derer, die sich einschreiben wollten. Die Stadt Ebersberg hat das Rathaus während der 14 Tage zum Volksbegehren nur ein einziges Mal bis 20 Uhr offen. Im Vertrauen auf die von der Stadtverwaltung selbst festgesetzten Eintragungszeiten hatten die Bürger am Informationsstand allen Interessierten erzählt, am Mittwoch (13. Juli) wäre das Rathaus bis 20 Uhr geöffnet. Aber nichts da: Der Zugang vom Marktplatz her war tatsächlich versperrt. Glücklicherweise war der Eingang zur Heinrich-Vogl-Straße noch offen. Wolfgang Beer vom Aktionsbündnis verlangte im Eintragungsraum, auch die andere Tür sofort aufzuschließen. Es dauerte bis 18 Uhr 20, daß zwei Mitarbeiter der Stadtverwaltung die Tür zum Marktplatz wieder öffneten. Sie sagten, die Sperrung sei nicht absichtlich geschehen. Aber da war die alte Ebersbergerin schon heimgegangen.

Mit 12,3 Prozent bayernweit an der Spitze

Mobilfunk-Volksbegehren: Ebermannsdorf und Vilseck zur Halbzeit der Eintragungsfrist ganz vorne dabei

"Die hervorragenden Zwischenergebnisse in den Kommunen mit Mobilfunkbrennpunkten zeigen, dass die betroffenen Bürgerinnen und Bürger die Chance des Volksbegehrens nutzen", so Klaus Mrasek, Sprecher des Aktionskreises "Gesundheitsvorsorge beim Mobilfunk". Mit 12,3 Prozent in Ebermannsdorf und 8,9 Prozent in Vilseck lagen diese Kommunen nach der Hälfte der Eintragungszeit bayerneit mit an der Spitze.

Auch die übrige Halbzeitbilanz fiel vorsichtig optimistisch aus. "Die Unterstützerzahlen bewegen sich nach einer Woche in etwa auf dem Niveau des Senats- bzw. Waldvolksbegehrens.

Mit großer Verärgerung reagierten die Mitglieder des Aktionskreises auf "die Desinformationskampagne der Mobilfunklobby". "Ein Erfolg des Volksbegehrens führt auf keinen Fall zur Einschränkung der Möglichkeit, mit dem Handy zu telefonieren. Doch der viel gepriesene Mobilfunkpakt II ist eine reine Propagandaveranstaltung zur Steigerung der Akzeptanz der Technik. Auch nach dem schönsten runden Tisch bleibt die Standortentscheidung ausschließlich beim Mobilfunkbetreiber," so Klaus Mrasek.

Nicht zuletzt deshalb lehne der Bayerische Städtetag diesen Pakt mit den Mobilfunkbetreibern ab. Auch die Behauptung, das Volksbegehren ändere nichts an der Rechtssituation, sei "eine Falschinformation der Mobilfunklobby".

"Die Gesundheitsvorsorge beim Mobilfunk kommt in den Landesentwicklungsplan. Dieser Plan ist die Grundlage für den Netzausbau und die Bauleitplanung. Mit dem Kriterium Gesundheitsvorsorge kann dem Wildwuchs bei Sendemasten Einhalt geboten werden," korrigierte Franz Kohl, Sprecher der Mobilfunkgegner Gittermast Drechselberg, Falschdarstellungen aus seiner Sichtweise.

Auch die Änderung der Bauordnung verbessere die Rechtsposition der betroffenen Bürger. Bisher würden Sendemasten genehmigungsfrei "in Nacht- und Nebelaktionen aufgestellt". Auch diese Masten brauchen nach dem Volksbegehren künftig eine Baugenehmigung. Öffentlichkeit werde hergestellt, die Nachbarn würden angehört und die Kommunen könnten in eine Positivstandortplanung einsteigen, d. h. die Kommune schreibt geeignete Standorte für Sendeanlagen fest, an die die Betreiber gebunden sind.

Attention is now focused on whether this violated the law that forbids revealing the identity of our undercover intelligence agents. Urgent suspicions of serious health damage from pulsed high frequency electromagnetic fields (mobile phone base stations, DECT phones, W-LAN, Bluetooth etc.) at levels below exposure guidelines.

Dear Prime Minister,

Allow me to represent many doctors personally to you.

For eight months doctors in Oberfranken and another places have been making extremely worrying observations of patients, who live in the vicinity of mobile phone base stations. After initial suspicions at locations in Forchheim, Hirschaid, Walsdorf, Memmelsdorf and Bamberg survey measurements were made of 356 such residents in 40 locations, all in Oberfranken. Meanwhile 64 Hofer doctors, 30 Lichtenfelser, 61 Coburger, 20 from Bayreuth and countrywide, added their names to the Bamberger appeal.

The result all these medical findings is as follows.

Many people have become ill with a characteristic combination of symptoms, which is new to us as doctors, at exposure levels far below the guideline limits, which apply only to thermal effects. Residents in the vicinity of masts have one or more of the following symptoms:

Sleep disturbance, tiredness, headache, restlessness, lethargy, irritability, inability to concentrate, forgetfulness, trouble finding words, depressive tendency, noises in the ears, impaired hearing, dizziness, nosebleeds, visual disturbances, frequent infections, sinusitis, joint and muscle pains, feeling deaf, palpitations, increased blood pressure, hormone disturbances, gaining weight, hair loss, nocturnal sweating, nausea.

The following statements strengthened our suspicions:

* Frequently, many residents become sick with these symptoms at the same time, when living near a base station
(e.g. Schweinfurt: Eselshöhe, in Kulmbach: Senioren-Wohnanlage Mainpark, in Hof: Kösseinestraße, in Forchheim: Ortsteil Burk).
* Many patients have reported rapid recovery when removed from exposure (by temporary relocation, removal of the source, screening, disconnection).
* After relocation, doctors have proven during re-examination of the patients, among other things, that blood pressure, heart rhythm, hormone disturbances, visual disturbances, neurological symptoms, and blood profile have returned to normal.
* Many doctors’ families have in the course of the last months removed their DECT phones and were thereafter free among other things from headache, concentration disturbances, dizziness, restlessness, tinnitus, and sleep disturbance.

We therefore requested the responsible authorities (Federal Office for Radiation Protection, Federal Ministry for the Environment, Conservation and Nuclear Safety, members of the Radiation Protection Commission and the WHO) to organise local health surveys. Despite the serious, medical concern, all the authorities have refused to investigate the (to some degree) intolerable living conditions of those living locally.

Not one official health survey has been made at any base station in Germany! The SSK and the BfS have thus no level of knowledge concerning the long-term effects on resident living in the vicinity. From a medical viewpoint is this unacceptable.

I therefore turn to you to request your assistance for our patients who have no other recourse. We doctors from Oberfranken are ready to help. We urge you to immediately arrange local health surveys among people in the vicinity of base stations, at locations in Bavaria. Our concern is not that there are 'unfortunate individual cases', but that there is a medical disaster spreading to all parts of the population! Dringendster Verdacht auf schwere Gesundheitsschäden durch gepulste hochfrequente elektromagnetische Felder (Mobilfunksendeanlagen, DECT-Telefone, W-LAN, Bluetooth u.a.) weit unterhalb der gültigen Grenzwerte


Sehr geehrter Herr Ministerpräsident,

gestatten Sie, dass ich mich im Namen vieler Ärzte persönlich an Sie wende.

Seit acht Monaten machen Ärzte in Oberfranken und andernorts äußerst beunruhigende Beobachtungen bei Patienten, die im Umkreis von Mobilfunksendeanlagen leben. Nach einem Anfangsverdacht an Standorten in Forchheim, Hirschaid, Walsdorf, Memmelsdorf und Bamberg wurden Befragungen und Messungen bei 356 Anwohnern an über 40 Standorten in ganz Oberfranken durchgeführt.

Mittlerweile haben sich 64 Hofer, 30 Lichtenfelser, 61 Coburger, 20 Bayreuther und landesweit viele Ärztinnen und Ärzte dem Bamberger Appell angeschlossen.

Das Ergebnis all dieser ärztlichen Erhebungen lautet:

Weit unterhalb der Grenzwerte, die nur thermische Effekte berücksichtigen, erkranken viele Menschen an einem für uns Ärzte neuen Krankheitsbild mit charakteristischer Symptomenkombination. Die Anwohner leiden an einem, mehreren oder vielen der folgenden Symptome:

Schlafstörungen, Müdigkeit, Kopfschmerzen, Unruhe, Benommenheit, Reizbarkeit, Konzentrationsstörungen, Vergesslichkeit, Wortfindungsstörungen, depressive Stimmung, Ohrgeräusche, Hörverlust, Hörsturz, Schwindel, Nasenbluten, Sehstörungen, häufige Infekte, Nebenhöhlenentzündungen, Gelenk- und Gliederschmerzen, Nerven- und Weichteilschmerzen, Taubheitsgefühl, Herzrhythmusstörungen, Blutdruckerhöhung (anfallsweise), Hormonstörungen, Gewichtszunahme, Haarausfall, nächtliches Schwitzen, Übelkeit.

Folgende Feststellungen verstärkten den Verdacht:

Häufig erkrankten viele Anwohner gleichzeitig an diesen Symptomen
(z.B. in Schweinfurt: Eselshöhe, in Kulmbach: Senioren-Wohnanlage Mainpark, in Hof: Kösseinestraße, in Forchheim: Ortsteil Burk).

Viele Patienten berichteten von prompter Besserung nach Beendigung der Exposition (vorübergehender Ortswechsel, Umzug, Abschirmung, Abschaltung).

Nach einem Ortswechsel haben Ärzte bei Wiedervorstellung der Patienten die Normalisierung von Blutdruck, Herzrhythmus, Hormonstörungen, Sehstörungen, neurologischen Symptomen, Blutbild u.a. nachgewiesen.

Viele Arztfamilien haben im Lauf der letzten Monate ihre DECT-Telefone entfernt und waren anschließend frei von Kopfschmerzen, Konzentrationsstörungen, Schwindel, Unruhe, Tinnitus, Schlafstörungen u.a.

Daraufhin baten wir die zuständigen Behörden (Bundesamt für Strahlenschutz, Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit, Mitglieder der Strahlenschutzkommission und der WHO) Gesundheitserhebungen direkt an den Standorten zu veranlassen. Trotz des schwerwiegenden, ärztlichen Verdachtes weigern sich alle Behörden, die z. T. unerträgliche Lebenssituation der Betroffenen vor Ort zu überprüfen.

An keinem einzigen Mobilfunkstandort in Deutschland wurden bisher offizielle Gesundheitserhebungen durchgeführt! Die SSK und das BfS haben also keinen Kenntnisstand über die Auswirkungen bei den langzeitbelasteten Anwohnern. Aus ärztlicher Sicht ist dies inakzeptabel.

Daher wende ich mich an Sie mit der Bitte um Hilfe für unsere verzweifelten Patienten. Wir oberfränkischen Ärzte sind bereit mitzuhelfen. Bitte veranlassen Sie, dass an etlichen Standorten in Bayern unverzüglich Erhebungen des Gesundheitszustandes der Anwohner durchgeführt werden.

Es handelt sich hier nicht um "bedauerliche Einzelfälle", sondern um eine sich in allen Teilen der Bevölkerung ausbreitende medizinische Katastrophe! Zum Überprüfen unseres Verdachtes muss auch das Abschalten einzelner Sender möglich sein. Aus ärztlicher Sicht liegt eine Notfallsituation vor, die rasches Handeln aller politischen Kräfte erfordert.

Ich bitte Sie daher, umgehend die notwendigen Schritte einzuleiten, damit gesundheitlicher Schaden von vielen Kindern, Jugendlichen und Erwachsenen abgewendet wird.

Background:

Last winter, the actions of the Buffalo Field Campaign community were instrumental in derailing Montana's ill-advised plans to "hunt" bison when they migrate out of Yellowstone National Park. BFC's campaign to cancel the 2005 hunt generated hundreds of letters, phone calls, and emails to Montana's newly elected governor, resulted in hundreds of buffalo-friendly people applying for hunting permits with the intention of using them to keep buffalo alive; and insured that the hunt would be covered on all the major national news networks. Montana's newly elected Governor Brian Schweitzer, aware of the black eye that a hunt would bring to Montana, acted quickly to cancel the hunt. Unfortunately, the Montana Department of Fish Wildlife and Parks (FWP) has decided to push forward with a hunt during the 2005-2006 winter. We must be even more resolute this year if we are to stop the hunt a second time.

Current Status:

The Montana Fish, Wildlife and Parks (FWP) Commission set tentative regulations for Montana's first buffalo hunt in nearly 15 years at their meeting in early July 2005. The Commission voted to establish a two-part buffalo season beginning November 15, 2005 and continuing until February 15, 2006. 25 either sex permits would be issued for the first two-month period with an additional 25 permits for the last month. Eight of the permits in each hunting period will be given to Montana's native tribes as mandated by state law. According to FWP, the Environmental Assessment (EA) conducted last year is sufficient for the new hunting rules and therefore, no additional analysis will be conducted this year. Instead the agency will issue a revised decision notice that is not subject to public comment. Although comments will be taken by FWP on the tentative season and regulations, the decision to implement the hunt is apparently not subject to public review.

This latest incarnation of a buffalo hunt in Montana is still nothing more than an affirmation that Montana will not tolerate wild buffalo in the state. As the policy is currently laid out, wild buffalo entering Montana will remain under the authority of the Montana Department of Livestock (DOL). The DOL's only "concession" to the buffalo is to refrain from hazing, capturing and killing them for the three months that hunters will shoot any buffalo that wanders out of Yellowstone National Park. Unless more than 25 buffalo are out of the Park in either period or if any buffalo wanders past the allotted area, the DOL may decide to haze or capture the buffalo leading to a temporary suspension of the hunt. In either case, any wild buffalo that enters Montana between November 15 and February 15 will be killed for following their migratory instincts. Beginning February 16 the DOL will implement a massive capture, test and slaughter program with the goal of transporting 100 buffalo calves that test negative for brucellosis antibodies to the quarantine facility near Gardiner, Montana. The DOL, together with the National Park Service, will likely capture well over 500 buffalo throughout the winter and spring to reach their goal of 100 calves for quarantine. The agencies (including the same FWP game wardens that will administer the hunt) will continue to terrorize one of the most sensitive ecosystems in the United States with daily hazing operations that include low-flying helicopters, snowmobiles, ATV's, trucks and horses. Many buffalo will be needlessly killed or injured until the landscape is completely empty of buffalo. Those that do survive the spring will have next year's hunt to look forward to before the hammer of the livestock industry once again falls without impunity in the following spring.

The buffalo hunt is still completely unacceptable for all of the same reasons it was last year. In fact, this year's proposal will lead to more buffalo being killed in the fall than under current operations. In essence, the addition of a buffalo hunt will completely eliminate any and all wild buffalo that enter Montana. The FWP Commission's decision is nothing more than a political whitewash that will not succeed in hiding the ugliness and blatant injustice of the current policies. Three significant criteria highlight problems with the proposed hunt. First, wild buffalo in Montana should be under the sole management authority of FWP. The Dept. of Livestock has no rightful business managing wildlife, particularly the last wild buffalo herd in the United States. Second, buffalo must be given access to sufficient habitat in Montana where they can establish resident herds. In other words, "No Habitat, No Hunt!" Third, Native American tribes throughout the region must be included and involved in the decision making process for the management of wild buffalo that migrate outside of Yellowstone National Park. A long-term comprehensive management plan should be developed that includes all of the interested parties, especially traditional Native Americans who maintain a relationship with the buffalo that transcends modern wildlife management theories and practices.


Take Action for the Buffalo!
* Let the FWP Commission know that a buffalo hunt in Montana is simply not acceptable under the current conditions. Help the Commissioners see that this "hunt" can only lead to a black eye for Montana. Send your comments by Aug. 15 to: Attn. * Call or write Montana's Governor, Brian Schweitzer. Let Governor Schweitzer know that a buffalo hunt is a big mistake for Montana. Encourage Gov. Schweitzer to develop a long-term comprehensive management plan for the buffalo that includes traditional Native American voices and wisdom. * Apply for a permit to hunt a buffalo and don't use it! According to FWP, permits will likely be offered to the public through a lottery by the end of September. With more permits being offered than before, your chances of getting a permit to save a buffalo are significant. Look for more information about applying for a buffalo permit in future updates and on our website.

Talking Points

* Before a hunt is considered, wild buffalo must be given the respect of being considered a recovered resident native wildlife species in Montana, where they are currently "managed" aggressively by the Department of Livestock as a "nuisance animal in need of disease control."
* Tribal consultation should be sought and treaty rights upheld before any hunt is considered.
* Shooting buffalo is like shooting a parked car. They do not give "fair chase" like deer or elk. Don't forget the last time Montana thought it was a good idea to "hunt" Yellowstone buffalo, the public outcry caused a huge black eye for Montana.
* The plan does not consider the real possibility of a future for wild Montana buffalo in which they are not killed in the gateway communities.
* FWP claims that hunters will be doing a service to the local communities by removing "problem" buffalo that are causing damage to private property and threatening human safety. Almost no property damage is caused by buffalo migrating into Montana with the exception of damage caused when DOL agents haze buffalo through people's fences on private property.
* The preferred alternative sets the dangerous precedent of putting the Department of Livestock in charge of the hunting of a Montana big game species.

It is important that you write an original letter, rather than cut and paste our talking points.

So after four and half years of resistence we are now in the same boat as many of our fellow campaigners. I feel rather like the Queen Mother when the palace took a hit in the blitz and she said she could "look Eastenders in the face." The mast isn't operational yet and I'm planning to do a 24 hour vigil on the site next week - the fifth and final one. I want to see how much support is left in the community for a second phase - to find a way of getting the thing removed. I'm feeling pessimistic at the moment. Some of the residents are more worried about posters than the mast but we'll see.

POLICE TURN OUT IN FORCE IN WINCHESTER

The long-running Byron Avenue phone mast reached a dramatic climax yesterday when contractors arrived to erect the 12-metre mast in the leafy Winchester cul-de-sac. Residents, who have resisted telecom Orange for four and a half years, were shocked when heavy vehicles roared up the road accompanied by police. “At one point there were twelve police officers,” said campaigner Karen Barratt. “They even had a minibus parked outside the school.” Residents say that such a heavy presence, presumably to protect Orange contractors against elderly residents and primary school children, was extraordinary given the demands being made on the force in the wake of the London bombings.

Campaigners, who sat on the site while a security fence was erected eventually left after being threatened with arrest. “I feel sorry for the police in this situation,” said Karen Barratt. “They would prefer to be getting on with their proper job of catching criminals but they have to follow orders from higher up. These days policy is more in favour of looking after big companies than protecting communities.”

Orange took the decision to go ahead after Hampshire County Council refused to extinguish highway rights, which would have allowed residents to take control of the tiny patch of land they have looked after for over thirty years. “We were appalled by HCC’s decision,” said Caroline St. Leger Davey. “They also promised to tell us the date when the mast erection would take place but did not do so. In fact they didn’t notify anyone - not even the school. It’s been a terrible shock to us all.”

The mast erection is likely to be completed today but given the twists and turns in the Byron Avenue saga so far, nobody is betting on this being the end of the story. Watch this space.

My name is Elizabeth Eytchison and I live in Eureka in far northern California. I am a long time Green. We need any information, ideas, or suggestions that might help us in our fight to shut down Evergreen pulp mill.

On June 28, the North Coast Air Quality Management Hearing Board, after hearing approximately 10 hours of evidence, legal arguments and citizen testimony, spent about 20 minutes in “deliberation” and voting to allow Evergreen Pulp, Inc. a variance to violate existing air regulations until December 31, 2005. This 40 year old, poorly maintained pulp mill has been out of compliance with existing air regulations for the last 30 months. In December 2004 a raid by representatives of the California Fish and Game, Humboldt Sheriff’s office, District Attorney and FBI, after a whistleblower’s report of massive illegal waste disposal, resulted in a temporary closure and the Water Quality Control Board proposed a $1.7 million fine against the mill owners.

In 2005 the mill was bought by Lee and Man of Hong Kong. Lee and Man are one of Asia’s largest paper manufacturers and the mill was reopened as Evergreen Pulp Inc. Various “source tests” through April conducted for particulate matter (PM) air missions from two parts of the plant indicated the air emissions exceeded permit standards by approximately 200 %. Despite resident protests the new owners were granted a temporary variance to release 18 tons of unauthorized waste into the air between March and May while they “tweaked” problems with equipment. For years the mill has been considered a source of harmful chemicals such as Methanol, Acetaldehyde, Methyl Ethyl Ketone, Phenol and Lead compounds in Eureka’s air. (Scorecard.org) The air in Eureka is only tested every 6 days, and then only for particulates. There is no testing for toxic chemicals or metals.

This mill has a long history of violations and money problems. In 1990 it was listed by Congressman Waxman as one of the nations 167 most dangerous polluters. In 1991 the Surfriders Foundation won a major environmental lawsuit against the mill for massive ocean waste dumping and the mill was temporarily closed. It reopened in 1994 as “Totally Chlorine Free” but instead of installing secondary cleaning devices it piped wastes a mile offshore into the Pacific Ocean. In 1998 the mill owner plead guilty to fraud and environmental charges in federal court and agreed to pay $37 million in fines, including $5.5 million for violation of the Clean Air Act, the largest fine in U.S. history. There have been over 155 “incidents” or breakdowns.

I have multiple chemical sensitivity and my family had to leave our home on Thursday because of the emissions. I have a friend who has developed lymphoma since moving to our area. The children, elderly and those with weakened immune systems are not being protected. We are appealing the Hearing Board’s decision to grant an additional variance but would greatly appreciate any help or suggestions. This also ties into the destruction of the old growth redwoods.

Flussausbau: Umweltverbände fordern Stopp rechtswidriger Baumaßnahmen an der Elbe (14.07.05)

Der Bund für Umwelt und Naturschutz Deutschland (BUND), der Naturschutzbund NABU und WWF Deutschland haben die im Juli gestarteten Flussbaumaßnahmen an der Elbe scharf kritisiert. Diese seien rechtswidrig, da keine Umweltprüfungen vorgenommen wurden. Die Umweltorganisationen forderten Bundesverkehrsminister Manfred Stolpe auf, die Eingriffe umgehend zu stoppen und die durch EU-Recht vorgeschriebenen Verträglichkeitsprüfungen durchzuführen. Vor weiteren Baumaßnahmen müsse der verkehrliche und volkswirtschaftliche Nutzen der Projekte öffentlich nachgewiesen werden. Die EU-Kommission hat auf Grund einer Beschwerde durch die Umweltverbände bereits ein Vertragsverletzungsverfahren eingeleitet.

FEARFUL residents are mounting a campaign against plans for a large phone mast close to their homes in Shaw.

They are alarmed at Vodafone’s application to replace an existing mast with a 21m-high (68.89ft) lattice-type structure at W Felton Ltd on the Trent Industrial Estate, off Duchess Street.

Wren’s Nest Residents’ Association has now launched a petition urging decision-makers at Oldham Council to refuse permission.

Campaign co-ordinator Andy Sutherland said: “This mast would tower above anything else in the local area and be a blot on the landscape.

“We are very angry and worried about the dangers, whether it is perceived or real, and this has already caused a considerable amount of anxiety and stress.”

The three main concerns of residents are the visual and environmental impact, interference with household electrical equipment and dangers to health.

They say the mast would be 6m (6.56yd) taller than the original mast, only 20m (21.87yd) from the nearest homes and would be an unsightly structure with 12 antennas and one microwave dish protruding.

It is even claimed that house prices could plummet by 20 to 30 per cent.

The protesters also state that gaps in knowledge about the potential health impacts of exposure to radiation warrant a precautionary app-roach to the siting of masts.

They say children are particularly vulnerable and warn that Rushcroft Primary School and Dunwood Park are only about 50m (54.68yd) from the proposed site.

An application for a smaller mast in the vicinity was turned down only two years ago, opponents point out.

The parish-council’s planning committee has recommended the scheme for approval and that it is used for mast sharing with other mobile-phone companies.

Vodafone said it had received a request from another operator, O2, to share the site.

This meant the height of the structure had to be increased from 15m (16.4yd) to 21m (22.96yd) to accommodate all the antennas without interference.

The New York Times July 14, 2005 Data Shows Faster-Rising Death Toll Among Iraqi Civilians

BAGHDAD, Iraq - Iraqi civilians and police officers died at a rate of more than 800 a month between August and May, according to figures released in June by the Interior Ministry.

In response to questions from The New York Times, the ministry said that 8,175 Iraqis were killed by insurgents in the 10 months that ended May 31. The ministry did not give detailed figures for the months before August 2004, nor did it provide a breakdown of the figures, which do not include either Iraqi soldiers or civilians killed during American military operations.

While the figures were not broken down month by month, it has been clear since the government of Prime Minister Ibrahim al-Jaafari took over after the Jan. 30 election that the insurgency is taking an increasing toll, killing Iraqi civilians and security workers at a faster rate.

In June the interior minister, Bayan Jabr, told reporters that insurgents had killed about 12,000 Iraqis since the start of the American occupation - a figure officials have emphasized is approximate - an average monthly toll of about 500.

The issue of civilian deaths in Iraqi has been a delicate one, with some contending that the Bush administration and the Pentagon have deliberately avoided body counts to deprive their critics of a potent argument against the war. Estimates have ranged from the 12,000 offered by Mr. Jabr to as many as 100,000 in a widely reported study last year. The new figures are likely to add to that debate.

The figures, released by e-mail through an American official after multiple requests, are a significant milestone, for while the Iraqi government tallies Iraqi deaths, figures on the overall totals have been tightly guarded. But the numbers do not account for civilian deaths caused by American and Iraqi soldiers in military offensives, at checkpoints or on raids.

"It's an important number, it's a big deal," said Marc Garlasco, senior military analyst at Human Rights Watch in New York. "It shows the toll Iraqi civilians are paying for their freedoms."

Obtaining tallies of Iraqi dead has always been difficult, in part because they have not always been compiled systematically. For some time after the 2003 invasion, the Health Ministry released daily counts that were cobbled together mostly from figures provided by hospitals. But last year, when the numbers began to rise, the ministry stopped releasing even those tallies publicly, and provided classified copies to the government.

Last summer, the Interior Ministry took over responsibility for tracking the deaths, according to a ministry official who oversees statistics. The official, Waleed Khalil, said that before August 2004, the figures came in haphazardly on scraps of paper, and that a large portion had been what he called "dark numbers," approximate counts of all the deaths.

Where the Health Ministry figures covered only hospitals and morgues, the Interior Ministry's system is far more comprehensive, Mr. Khalil said, although he declined to be more specific.

In another set of figures provided to The New York Times, officials in the communications office of the Iraqi cabinet gave a breakdown of the deaths by Iraqi province, and by gender and age. These figures, compiled by the Health Ministry and provided in an e-mail message, are far lower than those given by the Interior Ministry because they come only from hospitals.

They show that about 32 percent of the 3,853 deaths the ministry listed for the six months ending on April 5 occurred in Baghdad. The second highest number of deaths was in Anbar, a largely Sunni Arab province of about 1.2 million people that has formed the heart of the resistance to the American occupation. The third highest was in Najaf, the Shiite holy city in the south that has been the site of frequent insurgent attacks and American military operations against a firebrand cleric twice last year. Children accounted for 211 of the total deaths.

In per capita terms, the highest death rates were in Anbar, Najaf and Diyala Provinces.

In all, the ministry listed 15,517 wounded in the same period. Of that figure, men made up the overwhelming majority, at 91 percent of the total. Cities in the northern Kurdish enclave were not included in the count.

Insurgent attacks claim the overwhelming majority of Iraqi lives now. In the two months after the Shiite-led government was announced, insurgents killed more than 1,500 Iraqis, a number approaching the total of American troops killed since the start of the war two years ago.

Even attacks with small death counts tear through the lives of many people. A suicide car bomb at a military checkpoint on June 19 in Tikrit killed Alaa Bahnam Shamoun, 28, who was delivering sodas and lunch with his brother, Qusay. The brothers' truck was rear ended, and when Mr. Shamoun got out to speak with the driver the man blew himself up. Qusay survived, but suffered severe burns on his face and torso. He had married just 28 days before.

When Mr. Shamoun's wife saw him in a hospital in Baghdad, she barely recognized him. The family did not tell him his brother was dead, and they changed out of black mourning clothes into bright colors every time they visited him in the hospital.

"I'm still in my honeymoon and I have this," Mr. Shamoun's wife, Noha Rafail, 21, said outside his hospital room. "This is the life we have."

Deaths at the hands of Americans are statistically fewer, but far from uncommon. On June 25, a 21-year-old engineering student was shot dead during a house raid by marines in Anbar Province. The student, Muhammad Summaidai, answered the door and was excited to practice his English, according to an account by his cousin, Samir Summaidai, the Iraqi ambassador to the United Nations. The marines took him to a back room to see the family's weapons. A short time later he was dead, shot through the neck in what his family says was a murder by the marines.

["The Americans have to be smarter - to hide and lay traps for the insurgents," Mr. Summaidai said by telephone in early July. "Not just to terrorize the community. That will not work."]

The marines said in a statement shortly after the incident that they were investigating.

One day earlier Yasser Salihee, an Iraqi employee of the Knight Ridder newspaper chain, was shot and killed by an American sniper while he was on his way to a gas station, Knight Ridder said. That death is also under investigation.

"We monitor the deaths of civilians the best way we can," a military spokesman in Baghdad, Lt. Col. Steven Boylan, said in an in e-mail message. But he added: "We do not have the ability to get accurate data. We do not have visibility all over Iraq in every location."

Poor security has been a major obstacle to accurate counts. Human Rights Watch conducted a tally of Iraqis killed by American soldiers in Baghdad in 2003 but has been stymied in its efforts to count fatalities in any other area because of the risks of moving around Iraq, officials at the organization said. As a result, they said, a lot of incidents go unreported.

"It's an access issue," said Joe Stork, deputy director of the Middle East Division of Human Rights Watch. "Being able to get to a place like Tal Afar," in northern Iraq near the Syrian border, "is just very difficult now."

The debate over casualties has been fraught with politics and wildly different figures. Last fall, a team of researchers from the United States and Iraq concluded that about 100,000 Iraqis had died as a result of the American invasion. The researchers reached their finding by studying a few neighborhoods in detail and extrapolating the results to the entire country.

The study was seized upon by opponents of the war as proof that military action had done more harm than good. Others criticized its conclusion as exaggerated.

Another count is provided by the American-based nonprofit group, Iraq Body Count, which compiles figures for the dead from media reports. Its most recent tally, which includes Iraqis who died in the 2003 war, put the total at 22,787.

Nach dem schrecklichen Terror-Anschlag in London fordert der Verein Mobil in München nun: Die städtische U-Bahn muss schnellstmöglich für Handys freigeschaltet werden! Zum einen ginge es dabei um Prävention: Nur so könnten Fahrgäste schnell die Polizei über verdächtige Personen oder Gepäckstücke informieren. Zum anderen sei es nur per Handy möglich, dass nach einem Anschlag die Opfer sofort Hilfe verständigen und Informationen weitergeben. Mobil in München fordert deshalb die MVG auf, sofort zu handeln.

Böser Scherz – Handy, neues Kampfmittel gegen Terrorismus!

Der größte Irrglaube dieser Zeit liegt in der vermeintlichen Unentbehrlichkeit eines Handys. Ohne diese Quasselgerät sei die Welt schon fast verloren, wird einem laufend suggeriert. Oh welche Naivität! Ständig ist man dem belanglosen Gequassel seiner Mitmenschen ausgesetzt. Als notorischer Zeitungsleser in U- und S-Bahnen sowie Fernzügen, kann man hier schier verzweifeln. Eine Konzentration auf das Weltgeschehen aus den Printmedien oder Büchern ist leider nicht mehr möglich. Da bleibt nur der Griff zum eigenen PKW und das Abbestellen der Zeitung. Im eigenen Auto hat man zwar seine Ruhe, aber gleichzeitiges Lesen bedeutet erhöhte Unfallgefahr! Die Spezies Handynutzer können ja sogar trotz Handy-Verbot im Auto beides mit links, wie man ständig beobachtet! Die guten alten ruhigen Zeiten sind nun einmal vorbei - und Terroristen wird die Handy-Freischaltung weder in Münchner noch in anderen U-Bahnen von Terror-Anschlägen abhalten. Wie bekannt, dient es sogar der Zündung von Bomben! Und wenn man es genau betrachtet, ist jeder notorische Handynutzer schon eine meldepflichtige, gefährliche Person. Der Handynutzer unterliegt der Sucht des ständigen Erreichbarseins und verliert daher jegliches Gefühl für Anstand und Sitte im Umgang mit seinen Mitmenschen. Solche Menschen werden sicher kein Gespür weder für verdächtige Personen noch für verdächtiges Gepäck haben, da ihr Blick ständig auf das eigene Handy gerichtet ist...

Die Stadt München sollte bei ihrer Entscheidungsfindung die Tipps des BfS (Bundesamt für Strahlenschutz) für den Umgang mit dem Handy beherzigen. Immerhin sind nicht nur die notorischen Handynutzer selbst in U-Bahnen erhöhter Strahlung ausgesetzt, sondern alle Fahrgäste und hier auch insbesondere kranke Menschen, z. B. Träger von Herzschrittmachern. Diese Gruppe und die Elektrosmogsensiblen müssen dann diese öffentlichen Verkehrsmittel meiden. Abgesehen von dem Gequassel, kommt es im Radius von ca. 2m auch bei Nichttelefonierern zu Geldrollenbildung (Verklumpung des Blutes). Dies bedeutet neben der hohen Strahlung im Faraday-Käufig U-Bahn erhöhte Thrombosegefahr der Mitreisenden und es führt zu Konzentrationsstörungen. Die Blutclusterbildung geht erst nach 40 Minuten zurück, sofern keine weiteren Telefonate im Umfeld geführt werden. Zu diesem Ergebnis kamen u.a. auch Schüler des Gymnasium in Spaichingen, die den Jugend forscht Wettbewerb mit dieser Studie im März d.J. gewonnen haben.

Es kann sich daher doch nur um einen bösen Scherz handeln, dass Handys ein Hilfsmittel im Kampf gegen den Terrorismus sind, gleichzeitig aber die Gesundheit aller mitreisenden Bürger, ob jung oder alt, tagein, tagaus gefährden dürfen!

Wenn die Handies in der U- Bahn nicht funktionieren, dann kann man sie doch auch nicht als Fernzünder für Bomben verwenden - also ist es ohne diese Möglichkeit (etwas) sicherer!

Ich habe kürzlich in meiner Tageszeitung gelesen, dass die Lufthansa und auch andere Fluggesellschaften beabsichtigen, die Benutzung von Handies in Flugzeugen zuzulassen, da die Flugzeugelektronik nun störungssicherer ist und nicht mehr auf die gepulsten Signale reagiert...

Einmal glaube ich das nicht, dass die Elektronik unempfindlich ist, zum anderen kann gerade hier dann ein Handy als Fernzünder verwendet werden...

Abgesehen davon möchte ich nicht von meinen Sitznachbarn während eines Fluges dauerhaft bestrahlt und mit meist überflüssigen und belanglosen Gesprächen "zugequatscht" werden. Die kosmische Höhenstrahlung reicht schon völlig!

Volksbegehren Mobilfunk stößt auf wenig Interesse

Noch bis zum kommenden Montag kann man sich in den Rathäusern für das Volksbegehren für die Genehmigungspflicht von Mobilfunkmasten eintragen. Eine Zwischenbilanz zeigt, dass das Interesse an der Eintragung eher verhalten ist.

MÜNCHBERG – Seit dem 5. Juli liegen in den Rathäusern die Unterschriftenlisten aus. Angeleiert hatte das Volksbegehren die ÖDP zusammen mit den Freien Wählern und Bürgerinitiativen. Das Ziel ist, die bayerische Bauordnung so zu ändern, dass künftig alle Sendemasten genehmigungspflichtig sind. Bislang ist es nämlich so: Sofern ein Mobilfunksender zehn Meter Höhe nicht überschreitet und die Strahlungs-Grenzwerte eingehalten werden, hat die Stadt kein Mitspracherecht. Jeder kann selbst entscheiden, ob er auf seinem Dach oder Grundstück eine oder mehrere Antennen erlaubt. Das lohnt sich: Mobilfunkbetreiber zahlen 5000 bis 8000 Euro jährliche Nutzungsgebühr. Die ÖDP hält den „unkontrollierten Ausbau des Mobilfunknetzes für bedenklich“ und will deshalb ein Mitspracherecht der Gemeinden erreichen. Befürworter des Volksbegehrens hoffen, damit mehr Transparenz in die Standortverteilung der Mobilfunkmasten bringen zu können. Denn verhindern kann eine Gemeinde die Errichtung eines Mobilfunkmasten kaum – nur in wenigen ganz bestimmten Fällen, die im Baugesetz geregelt sind.

Größtes Interesse in Helmbrechts

Um es vom Volksbegehren zum Volksentscheid zu bringen, müssen sich innerhalb von 14 Tagen zehn Prozent der bayerischen Wähler – etwa 900 000 Menschen – in die Unterschriftenlisten eintragen.

In Münchberg beobachtet man im Rathaus, dass das Interesse an den Listen quer durch die Bevölkerung geht. In Helmbrechts hingegen schaut das wieder ganz anders aus: Wohl wegen der aktuellen Debatte um den Mobilfunkmasten auf dem Gelände des VfB kämen verstärkt die Personen, die örtlich betroffen sind. Auch sei auffallend, dass sich eher ältere als jüngere Mitbürger eintragen.

In Gefrees zeichnet sich als Trend die starke Beteiligung junger Mütter ab. Viele hätten etwas dagegen, dass in Nähe ihrer Wohnungen Mobilfunkmasten aufgestellt werden könnten. Eingetragen hätten sich hauptsächlich Menschen zwischen dreißig und fünfzig Jahren, wenig Junge und wenig Senioren, heißt es im Rathaus.

In Zell ist die Beteiligung gemischt. In Sparneck haben sich viele Reinersreuther eingetragen – wohl, weil sie in Nähe zum Mobilfunkmasten am Waldstein leben. In Weißdorf haben nach Angaben der Gemeinde überwiegend Menschen mittleren Alters unterschrieben sowie Familien mit Kindern. Auch hier seien kaum junge Mitbürger ins Rathaus gekommen. tami

Mobilfunk-Volksbegehren: Zwischen 1,9 und 11 Prozent

Eintragungsfrist läuft noch bis Montag in den Rathäusern

Marktoberdorf/Ostallgäu(vit/az). - Zwischen 1,9 und 11 Prozent haben sich bisher in den Gemeinden des mittleren Landkreises in die Listen zur Unterstützung des Volksbegehrens für schärfere Richtlinien beim Mobilfunk eingesetzt. Spitzenreiter ist Lengenwang, wo bereits 116 von 1059 Stimmberechtigten die Gesetzesinitiative unterstützt haben. Dies ergab eine Umfrage beim Großteil der Gemeindeverwaltungen gestern Nachmittag. Die Mobilfunk Initiative Ostallgäu setzt darauf, dass im Endspurt noch viele Bürger den Weg in die Rathäuser finden.

Für zwölf Gemeinden im mittleren Landkreis ermittelte unsere Zeitung gestern Nachmittag den aktuellen Stand der Unterstützung. Hier die Ergebnisse: Aitrang: 30 von 1555 Berechtigten haben unterzeichnet, dies entspricht 1,9%. Bidingen: 65 von 1223 (5,3 Biessenhofen 107 von 3150 (3,4%). Görisried: 24 von 874 (2,7 Günzach: 24 von 1086 (2,2 Kraftisried: 17 von 577 (2,9 Lengenwang: 116 von 1059 (11,0 %). Marktoberdorf: 968 von 13730 (7,1 Obergünzburg: 127 von 4865 (2,6%). Ruderatshofen: 45 von 1299 (3,5 Untrasried: 26 von 1152 (2,3 Unterthingau: 96 von 2013 (4,8

Damit die Gesetzesinitiative als Volksentscheid allen Bürgern zur Abstimmung vorgelegt oder im Landtag als Gesetz verabschiedet wird, müssen mindestens 10 Prozent der Stimmberechtigten Bayerns in den Rathäusern unterschreiben. Dies entspricht rund 920000 Bürgern.

Im Bayernvergleich recht viel

Im Vergleich zu anderen Gebieten Bayerns liegt der Anteil der Unterstützer im Ostallgäu noch vergleichsweise hoch. Nach der ersten Woche schätzte die ÖDP, dass 1,7 Prozent der Bürger unterschrieben haben.

"Zwar sind die Ostallgäuer Bürger bisher rege beim Gang ins Rathaus, doch es kommt auf jede Unterschrift an", wirbt die Sprecherin der Ostallgäuer Mobilfunkinitiative Renate Marek für den Gang ins Rathaus. Denn es gehe darum, ein größeres Mitspracherecht der Kommunen bei der Standortwahl von Mobilfunksendeanlagen zu erreichen.

Die Eintragungsfrist läuft noch bis Montag, 18. Juli. Einige Verwaltungen haben auch am Wochenende stundenweise geöffnet. Obergünzburg bietet diesen Service am Sonntag von 13 bis 15 Uhr und öffnet am Montag noch bis 20 Uhr. In Unterthingau und Biessenhofen kann man sich am Samstag bei der Verwaltungsgemeinschaft noch eintragen. In Marktoberdorf, wo schon vergangenen Samstag das Bürgerbüro geöffnet war, rechnet man noch am Montag bis 16 Uhr mit verstärktem Ansturm zum Endspurt. "Auf der Schlußgeraden"

Sehr geehrte Damen und Herrn,

das Volksbegehren "Für Gesundheitsvorsorge beim Mobilfunk" geht auf die Schlußgerade.

Wir, der Unterstützerkreis Neumarkt, appelieren nochmal an die Eigenverantwortung der Bürger, denn hier beim Volksbegehren hat jeder die Möglichkeit mitzuentscheiden, - und jede Stimme zählt - dass in Zukunft die Gesundheitsvorsorge einen höheren Stellenwert bei der Errichtung von Mobilfunksendern erhält.

Wir dürfen unsere Gesundheit und unser Wohlergehn nicht auf dem Tempel von Konsum- und Wachstumswahn des Zeitgeistes opfern; mit der gepulsten Dauerbestrahlung von Mobilfunksendemasten in Wohngebieten gehen wir ein unverantwortliches Risiko ein und es gibt Möglichkeiten die Sender ausserhalb zu positionieren, z.B. auf Windenergieanlagen

Dies ist auch deswegen zu betonen, da z.B. die Vitalität von menschlichen Spermien sich in den letzten 50 Jahren halbiert hat. Viele Umweltgifte und ungesunde Lebensgewohnheiten werden hierfür verantwortlich gemacht. Mit Genfood, Handys für Teenies rund um die Uhr und Dauerbestrahlung durch Mobilfunksender innerhalb von Wohngebieten setzen wir uns der Gefahr aus, unsere Zukunft selbst zu verdunkeln.

Kinder brauchen kein eingeschaltetes Handy ganztags mit sich zu führen!

Auch das Bundesamt für Strahlenschutz empfiehlt, die Handynutzung auf das notwendige Maß zu beschränken, um die Gefahren zu minimieren.

Wir wollen auch keine versteckten Sender (siehe Foto), die uns in falscher Sicherheit wiegen.

Mobilfunk-Initiativen in Berg, Breitenbrunn, Dietfurt, Neumarkt, Pilsach und .. haben das Volksbegehren unterstützt und hoffen, dass sich in den kommenden Tagen noch viele Bürger in den Rathäusern eintragen; viele Rathäuser sind deswegen am Samstag geöffnet - so z.B. Berching und am Montag den 18. Juli ist der letzte Eintragungstag.

Fridolfing: Georg Huber bleibt 1. Vorsitzender Fridolfing.

"Ich bin zuversichtlich, dass wir beim Volksbegehren Gesundheitsvorsorge beim Mobilfunk die nötigen zehn Prozent der Unterschriften zusammen bekommen können". So optimistisch äußerte sich Andreas Huber, der Sprecher des überparteilichen Aktionsbündnisses zum Mobilfunk, bei der letzten Mitgliederversammlung des ödp-Ortsverbandes Waginger See-Salzachtal im Gasthof Bax in Fridolfing, bei der auch Neuwahlen stattfanden.

Georg Huber wurde als erster Vorsitzender und Anneliese Caruso als seine Stellvertreterin wiedergewählt. Ebenso wurden auch die Beisitzer Hedwig Illichmann aus Kirchstein und Stefan Grill aus Fridolfing in ihren Ämtern bestätigt.

Auf Landesebene, so Andreas Huber in seinem Referat zum Mobilfunk-Thema weiter, werde das Volksbegehren von mehr als 600 Ärzten, vom Bund Naturschutz, von der Ökologisch Demokratischen Partei (ödp) und den Freien Wählern unterstützt. Das überparteiliche Aktionsbündnis des Landkreises Traunstein werde zusätzlich von örtlichen Mobilfunk-Bürgerinitiativen, zum Beispiel aus Traunstein, Trostberg, Inzell, Reit im Winkl, Grabenstätt oder Kammer unterstützt, ebenso von den Kreisverbänden der Bayernpartei, von Bündnis 90/Die Grünen und von der FDP.

Anschießend erklärte Andreas Huber den Anwesenden in kurzen Zügen, dass sich das Mobilfunkvolksbegehren nicht gegen Handys richte, vielmehr solle durch eine bessere Auswahl der Sendemastenstandorte die Strahlenbelastung deutlich reduziert werden. Durch das Volksbegehren solle die Baugenehmigungsfreiheit für Mobilfunkmasten bis zehn Meter aufgehoben werden. "Bauvorhaben der Bürger müssen genehmigt werden, obwohl sie gesundheitlich unproblematisch sind," so der alte und neue Ortsvorsitzende Georg Huber, "deshalb ärgere ich mich, warum fünf Großkonzerne der Mobilfunktechnik das Privileg der Genehmigungsfreiheit genießen, obwohl ihre Sendemasten nach Ansicht vieler Mediziner höchst problematisch sind." "Das Genehmigungsverfahren bringt vor allem Öffentlichkeit und Nachbarschaftsbeteiligung, so dass nicht über Nacht einfach ein Sendemast aufgestellt werden kann", so der Waginger Gemeinderat weiter.

Anhand der so genannten Naila-Studie wies Andreas Huber noch darauf hin, dass bei Personen, die näher als 400 Meter an einer Mobilfunk-Sendeanlage wohnen, die Krebsrate um 300 Prozent höher gewesen sei als bei Personen außerhalb dieses Gebietes. Auch andere Studien belegten eindeutig die gesundheitlichen Gefahren durch Mobilfunkstrahlen, so der Referent weiter.

Ein Physiotherapeut aus Fridolfing verwies auf eine Studie, die belege, dass bereits nach drei Minuten telefonieren mit dem Handy die menschliche DNA "brüchig" werde. Herbert Kellner aus Tittmoning äußerte den Wunsch, dass die Kinder in den Schulen viel stärker auf die Gefahren des Mobilfunks hingewiesen werden sollten, da hier eine große gesundheitliche Gefährdung der Schüler entstehe. Andreas Huber berichtete davon, dass vor allem wegen des Ausbaus der UMTS-Technik in nächster Zeit bundesweit über 40.000 neue Mobilfunk-Sendemasten aufgebaut werden sollen. "Deshalb ist das Volksbegehren so wichtig," hob Huber in seinem Schlussappell nochmals heraus "Nur wenn es uns gelingt, bis zum 18. Juli die nötigen Unterschriften zu sammeln, können die Gemeinden in Zukunft mitbestimmen, wo weitere Sendemasten aufgestellt werden dürfen und wo nicht."

Ammertal - Im Ammertal reagieren die Bürgerinnen und Bürger offenbar besonders sensibel, wenn es um Mobilfunk, Sendeanlagen und eventuelle Gesundheitsrisiken durch Elektrosmog geht. Anders ist es nicht zu erklären, dass Gemeinden dieser Talschaft kurz nach der Halbzeit des Mobilfunk-Volksbegehrens im Landkreis an der Spitze liegen, sprich hier besonders viele Gegner und Kritiker leben.

Am erfolgreichsten wird das Volksbegehren, das unter anderem für eine Genehmigungspflicht von Sendeanlagen in der Bayerischen Bauordnung steht, bislang in Unterammergau angenommen: Hier unterstützten bis gestern nachmittag bereits 192 Abstimmungsberechtigte das Volksbegehren; das sind 17,4 Prozent, soviel wie in keiner anderen Kommune im Landkreis. Auch Ettal liegt schon bei deutlich über 15 Prozent, und Oberammergau sollte ebenfalls bis zum Montag, 18. Juli, dem letzten Tag der Eintragungszeit, die Zehn-Prozent-Hürde schaffen. Gestern nachmittag zählte man im Passionsdorf 355 Unterschriften von insgesamt 3940 Stimmberechtigten, das waren exakt 9,01 Prozent.

Im gesamten Landkreis Garmisch-Partenkirchen sieht die Situation jedoch wesentlich anders aus: Bis letzten Montag, der ersten Halbzeit des Volksbegehrens, hatten sich gerade erst 3,61 Prozent der Bürger in die Unterstützungslisten in den Rathäusern eingetragen.hut

Credibility at stake; adviser could face legal repercussions

Questions about senior aide Karl Rove's role in unmasking a covert CIA agent have created a political headache for the White House, but legal analysts said yesterday that the disclosures of his actions to date are unlikely to produce a criminal indictment under a little-known, little-used federal law intended to protect the identities of spies.

That does not mean that Rove, the president's most prominent and skillful political adviser, is in the clear. Federal prosecutors could pursue far more common charges, such as obstruction of justice or perjury, attorneys who have closely followed the grand jury probe said yesterday.

For Rove and the White House, there also is a more immediate credibility crisis.

The White House has offered repeated public assurances that any administration official found to have disclosed the identity of CIA officer Valerie Plame would be fired and that Rove was not connected to the leak. But for a second day yesterday, officials refused to respond to news accounts showing that Rove discussed Plame's job with a Time magazine reporter, although without using her name. The man leading the Defense Department's search for missing American service members is being investigated by the Pentagon for allegations of abusive management, The Associated Press has learned.

The accusations include reprisals against subordinates and sexual harassment of a female employee, according to Pentagon officials familiar with the inquiry.

Jerry D. Jennings, a deputy assistant secretary of defense, also has been accused by groups outside government of undermining his own office's mission of accounting for service members considered missing in action. On the White House design to drill for oil in the Arctic National Wildlife Refuge, a certain person said: 'One is entitled to wonder about this administration's concern over energy security. A policy that continues primary emphasis on digging up a little more fragile land for a little more oil is not a substitute for a sound, long-range energy program and, in fact, will perpetuate our increasing dependence on foreign oil.' That could have been said today as President Bush drives Congress to the brink of drilling. The House passed an energy bill that would allow oil drilling in the refuge. In the Senate, Republicans are avoiding a Democratic filibuster by placing drilling in a separate budget bill. Once again, neither the House nor the Senate endorsed the most obvious way to reduce our dependence on foreign oil: raising automotive fuel economy. Actually, the above concern for the refuge was voiced 18 years ago by Gaylord Nelson...

The CIA says that Bush's invasion of Iraq has created ideal conditions for training insurgents and terrorists. The longer we are there, the worse it gets. Our military is being worn down by a gratuitous war of no benefit to anyone except Osama bin Laden. Bush's war has provided substance for bin Laden's propaganda and radicalized the Middle East. Bush's war is being financed by debt, and the result is to give our foreign bankers more control over our interest rates and our currency's value. ... Not only has our government demonstrated an inability to think before rushing to war, it cannot think about the economy either. ... Bush asked the conservative advocacy groups to refrain from making recommendations or nitpicking at his possible Supreme Court picks to replace retiring Sandra Day O'Connor since Bush knows he plans to break his promise to the Christian right to whom he owes his second term in the White House. Shockingly, most of the conservative PAC groups are listening to him. Free Congress Foundation Chairman Paul Weyrich woefully noted that '[I]f Mr. [Alberto] Gonzales is nominated, I will neither support nor oppose him. I can't support him because of my constituency, and I can't oppose him because I can't hurt this presidency. I think it would be an unfortunate choice.' Weyrich needs to remember that the last time Republicans found themselves in this dilemma, American ended up with Harry Blackmun on the high court...

Valerie Plame was an undercover CIA operative investigating whether or not Saddam Hussein of Iraq still had stockpiles of weapons of mass destruction, or WMD. Mrs. Plame's husband is former Ambassador Joseph Wilson. As George W. Bush was in the process of 'convincing' Congress that Iraq still had large stockpiles of WMD and was planning to use them 'imminently' against the United States and our allies, covert CIA agent Valerie Plame was confiding to her husband that Bush was lying...

Consider a startling idea. Matt Cooper of Time magazine was right to testify before the grand jury and identify Karl Rove as the leak. The definition of the Valerie Plame story has now shifted from its first phase (minor, not very newsworthy leak) to a second phase emphasizing the First Amendment (outrage that special counsel is squeezing reporters to testify) to a third phase where it properly belongs (very big story of Karl Rove and Bush White House illegally breaching national security for crass political purposes). There is, at last, plenty of attention to the weaselly Rove, who may finally get what's coming to him. ... It's in the DNA of every working journalist to insist, almost subconsciously, that reporters should never disclose their sources -- ever. Presumably this is one of those high principles and bright lines that is best kept clear and never crossed...

Islamic leaders and peace groups are criticizing the California National Guard for a flier posted in its headquarters suggesting the United States execute Islamic terrorists with bullets dipped in pig's blood to deny them entry to heaven. The flier attributed the practice to World War I General John J. Pershing. 'Maybe it is time for this segment of history to repeat itself, maybe in Iraq?' the flier stated. It was posted outside a cubicle in the Guard's Civil Support Division. A second flier showed the wings and tail of a bomber forming a peace sign with the slogan, 'Peace the old fashioned way.' ... Guard spokesman Lt. Col. Doug Hart at first defended the postings to the San Jose Mercury News, which reported them Tuesday, but Hart later said they had been removed. Peace activists spotted the fliers during a tour last week.
