The photograph of an elderly Iraqi carrying the burned body of a child at Falluja, widely shown during the chemical weapons controversy of recent days, is almost a copy of an earlier one that Iraqis remember - from Halabja in March 1988. Both children were victims of chemical weapons: the first killed by a dictator who had no respect for democracy and human rights, the second by US troops, assisted by the British, carrying the colourful banner of those principles while sprinkling Iraqis with white phosphorus and depleted uranium.

Schönbohm wies darauf hin, dass das Handyverbot auch für Fahrradfahrer gelte. Sie würden bei Verstößen mit einem Verwarngeld von 25 Euro zur Kasse gebeten.

According to an inquiry made by the Swedish Emergency Management Agency in 2004 regarding the third generation mobile wireless telephony, 3G (UMTS), a great majority of the Swedish population lack an understanding about it's technical merits and why it was introduced in the marketplace. As much as 27 percent is greatly concerned about it's impact on the public health. Almost 1 of every 2 citizens, 47 percent, think the 3G (UMTS) infrastructure should not have been deployed unless it could be proved with 100 percent certainty that it had no negative impact on the public health. According to the same inquiry, 48 percent of the Swedish population are convinced that there is an indisputable health risk when using mobile telephony. Only 13 percent believe there are no negative health impact at all. All this according to an inquiry made by a Swedish government agency. Despite the fact that a majority of the Swedish newspapers is more or less silent about the fact that an extensive amount of research is showing that wireless microwave telecommunication can inflict a major health risk to the general population, and that Swedish government agencies is claiming the opposite, large groups of the Swedish population is convinced that the health risk really exist. Neither the government, the parliament, nor the public authorities in Sweden seem to care about this strong public opinion. Unfortunately, neither do the established political parties. The expansion of the wireless mobile telephony and other wireless technologies like TETRA etc, is allowed to continue in a furious pace. TETRA, which is a wireless communication network planned to be deployed by the Swedish police force, among others, is already strongly criticized in Great Britain because of health problems among officers that use the mobile communication devices and citizens living near the telecommunication masts. In short, a strong economical interest have been given priority over human health.

This is the background to the People's Will initiative in Sweden to form a single issue political party to let all of those who are unable to get attention in the established political parties about this fundamental issue. People's Will want to be the political alternative for people who value their fundamental human rights, life and health higher than all other things. In the beginning of January 2006 an election manifest will be published on the homepage of People's Will, and in the end of February 2006 People's Will) will be registered as a political party to be participating in the national election later the same year.

Politicians and authorities as well as the judicial system has clearly shown that it can not be relied upon to adhere demands from a substantial amount of citizens to stop the expansion of new wireless communication networks until an fully independent risk assessment has been done regarding its health effects on the general population. While all other initiatives in the past have been fruitless to get attention to, and an understanding about, the people's will in this matter, the only thing that can still be done by each and every individual citizen is to execute the power of vote in the national election in 2006. People's Will CAN make a change!

People's Will demand a full stop of further expansion of all wireless microwave-based communication networks.

People's Will will do whatever it can to put an end to further expansion of 3G (UMTS) and TETRA until a fully independent investigation has been made. It will thoroughly evaluate and establish new levels of radiation from microwave transmitting technologies that is acceptable in the long term with no negative effects on humans and it's environment. Skeptical as well as highly qualified researchers and experts will be allowed to participate.

People's Will is protesting against elected politicians contempt of fundamental democratic rights and is determined to give as much attention as possible on the most pressing and important issues concerning public health, the right to a healthy life, and the right to not be exposed by something that is a health risk.

People's Will also want to work for a more direct democratic society where authorities and electorates on a regular basis are reviewed and reminded of their commission; to serve in the name of the people – not heavy financial interests and corporations.

People's Will demand that a new and more restrictive limit for wireless microwave communication radiation is established as soon as possible. The currently established limits apparently fail to protect humans and it's environment against harmful effects of long term continuous exposure of microwave radiation. The overall target should be a society that work for the good of the people and a democratic society in it's truer sense.

People's Will wants to give attention to people's concern about the health issues with 3G (UMTS) and TETRA etc. We don't want a continued expansion of wireless communication networks unless in can be established that the radiation is not causing any health issues among the population.

Sorry for my late reply due to several workshops and heavy work overload.

Regarding your questions, I would like to provide you with the following answers:

1. ICNIRP is not disregarding any scientific publication. In contrast, it is one of ICNIRP´s main duties to review /all/ scientific publications on potential health hazards due to exposure to non-ionizing radiation. ICNIRP has published a comprehensive review on the relevance of Low Frequency Fields for human health in 2003 and has just started with reviewing the publications on High Frequency Fields. This is only possible, if there *are* publications on research data. It is international, scientific standard that experimental studies are described in details and are published in peer-reviewed scientific journals. However, at least here in Germany, the coordinator and a few participants of REFLEX started to distribute the results through various media long before being scientifically published (some are still missing). It is not possible to regard and evaluate data sets without knowing details on experimental design, dosimetry, statistics, etc.

2. Based on the current state of scientific knowledge, i.e. based on the reviews of scientific publications, the necessity of updating the existing ICNIRP Guideline from 1998 is under discussion for the static fields and low frequency range and will be reflected for high frequency fields after finalizing the corresponding review.

The U.S. House of Representatives passed a budget reconciliation bill by a razor-thin 217-215 margin in the pre-dawn hours this morning.

Thanks to the millions of messages from people like you, and thanks to a principled stand by representatives on both sides of the aisle, the House was forced last week to strip a provision from the budget bill that would have opened the 1.5 million-acre Coastal Plain of America's Arctic National Wildlife Refuge to sprawling oil development. The success of this bipartisan effort clearly demonstrates that the House is a dead-end for the drilling lobby's back-door plan to drill the Arctic Refuge.

A strong group of centrist Republican members have made it clear that they will oppose the bill if it includes drilling provisions, and Democrats have been unanimously opposed to the bill. It is anyone's guess what (if anything) will emerge out of the closed-door conference, but it is clear that any bill that includes Arctic Refuge drilling will run into a brick wall.

Still A Bad Bill

Although the House bill does not include provisions to drill the Arctic Refuge, it does contain a provision that could lead to the sale of millions of acres of public lands.

The provision would allow the sale of existing and future mining claims on public lands, National Forest lands, and lands in our National Parks, even if the purchaser never intends to mine the claims. A conservative estimate of the provision's reach is some 4.5 million acres of public lands, including more than 600 "unpatented" mining claims in National Park units. Claimants would not even have to prove that their claims contain mineral deposits before they can purchase the rights to the land.

It is wrong to use the reconciliation bill to force through a provision that could lead to the privatization of millions of acres of public lands.

What's Next

Both houses of Congress are scheduled to recess today for Thanksgiving. The House will return on December 6th and the Senate on December 12th. This means that the heavy work of resolving the remaining appropriations conferences will not be taken up until the Senate is back the week of December 12th.

Given the dramatic differences between the two versions, and the controversial nature of many of the provisions, the conference negotiations could last for weeks, if not months. We will continue to alert you to how you can help us remove these controversial provisions and protect the Arctic Refuge from the final reconciliation package.

The prophet Isaiah said: "Woe to you legislators of infamous laws ... who refuse justice to the unfortunate, who cheat the poor among my people of their rights, who make widows their prey and rob the orphan." Today, I repeat those words. When our legislators put ideology over principle, it is time to sound the trumpets of justice and tell the truth.

It is a moral disgrace to take food from the mouths of hungry children to increase the luxuries of those feasting at a table overflowing with plenty. This is not what America is about, not what the season of Thanksgiving is about, not what loving our neighbor is about, and not what family values are about. There is no moral path our legislators can take to defend a reckless, mean-spirited budget reconciliation bill that diminishes our compassion, as Jesus said, "for the least of these." It is morally unconscionable to hide behind arguments for fiscal responsibility and government efficiency. It is dishonest to stake proud claims to deficit reduction when tax cuts for the wealthy that increase the deficit are the next order of business. It is one more example of an absence of morality in our current political leadership.

Budgets are moral documents that reflect what we care about. Budget and tax bills that increase the deficit put our children's futures in jeopardy - and they hurt the vulnerable right now. The choice to cut supports that help people make it day to day in order to pay for tax cuts for those with plenty goes against everything our religious and moral principles teach us. It says that leaders don't care about people in need. It is a blatant reversal of biblical values - and symbolizes the death of compassionate conservatism.

The faith community is outraged and is drawing a line in the sand against immoral national priorities. It is time to draw that line more forcefully and more visibly.

I applaud those House members who have stood up for better budget priorities and fought hard all year to keep issues of basic fairness at the forefront of this debate. And I thank those on both sides of the aisle who stood up and did the right thing in voting against this bill, despite pressure from the House leadership. These strong voices provide some hope for getting beyond an ideology that disregards the role of government for the common good.

Now the fact remains that you could be sitting on a sea of oil but if you can only refine a small portion of it prices for the refined product will rise even if the price for the unrefined product is dropping. It's elementary economics thus beyond most politicians. So once again we have a dramatic disparity between the two products. Oil prices have dropped a bit but refined oil in the form of gasoline has dropped almost twice as fast. Not one Congressman or Senator has demanded an investigation to expose the cause. Die designierte Familienministerin Ursula von der Leyen sieht die Familien als Gewinner der Koalitionsverhandlung. Betreuungskosten wie Tagespflege von Kindern, die sich oft nur Besserverdienende leisten können, oder Pflegehilfen für Angehörige könnten künftig steuerlich abgesetzt werden, sagte von der Leyen der Tageszeitung "Die Welt". Damit bleibe den Familien mehr von ihrem selbstverdienten Geld. Insgesamt seien zur Förderung haushaltsnaher Dienstleistungen und der Betreuung fünf Milliarden Euro im Koalitionsvertrag festgeschrieben worden. "Damit wird anerkannt, dass Eltern, die den Lebensunterhalt für ihre Kinder erwerben wollen, dafür Kinderbetreuungskosten in Kauf nehmen", sagte die CDU-Politikerin. Bezüglich des geplanten einkommensabhängigen Elterngeldes räumte die Ministerin ein, dass sozial Schwache künftig weniger bekommen werden als mit dem heutigen Erziehungsgeld von 300 Euro.

COUNCIL bosses have sent a ringing message demanding more power to defeat mobile phone mast applications.

Haringey Council passed a motion this week designed to send a signal to the government that current policies are failing residents.

The authority wants a change to planning rules to allow councillors to consider the health implications of masts.

Caron Brooks from campaign group Muswell Hill Against the Mast Pages Hill said: "The current process for masts has not worked. Hundreds of people are against phone masts and antennae because of the risks of radiation but their views are ignored.

"We have a great problem in Muswell Hill as every mobile phone operator wants to be present at every single site.

"The part of Barrington Court I can see from my garden is littered with mobile phone equipment. It is frightening to think of the impact on children's health."

At a meeting on Monday councillors heard there is growing concern about masts, particularly near schools, hospitals and residential properties.

The authority cannot refuse mobile phone masts on health grounds and those below 15metres tall are entirely exempt from planning permission.

Councillors demanded more national research into the potential health risks, especially for children.

And they demanded mobile phone giants be required to make a full planning application for any proposals.

Councillor Gideon Bull said: "This is an issue where the government is wrong. We need more power to turn down applications where it is in the better interest of our residents."

Muswell Hill mothers have been campaigning against six Vodafone mobile phone masts on the telephone exchange building in Grand Avenue.

The mast is 200metres from Tetherdown school, Greygates nursery and the Treehouse school in Woodside Avenue.

Since the power went on parents at Tetherdown have complained of children suffering dizziness and headaches.

Campaigns have also raged against masts on Aylmer Road and Barrington Court in Colney Hatch Lane.

Mother-of-two Hannah Beryman, of Grand Avenue, who has a three-year-old, said: "This is not about scaremongering. There is no research saying masts are safe, yet we subject our children to the dangers. Our children are being used as guinea pigs."

The motion, which received cross-party support, calls for Haringey's two members of parliament to lobby for a moratorium on masts near schools, hospitals and houses.

The MPs will also be asked to support any bills in parliament allowing council's to reject mast applications.

Officers will also write to other London boroughs to ask them to follow suit.

On Monday, the Federal Communications Commission gave broadband Internet service and voice-over-Internet Protocol services, or VoIP, 18 months to ensure that their networks are wiretap-ready. A CONTROVERSIAL plan for a 21ft high mobile phone mast on top of a 22ft high building just feet from back gardens in Harrogate has been given the go-ahead by an independent government inspector.
The decision has been met by anger from residents who had campaigned against the mast at the former Harrogate Leisure Centre on Beech Avenue.

Spokesman for the Oatlands Anti-Mast Group Brian Hulme said: “This decision means back gardens all over the place are at risk from these masts, even when they are almost within touching distance.”

Mr Hulme thanked local residents for the support they had given in objecting to the appeal.

Inspector Jonathan King made his decision to overrule Harrogate Borough Council planners after viewing the site from windows and gardens of Mount Gardens and Halstead Road in the Oatlands area.

His decision means that the O2 (UK) Ltd mobile phone company can now put up the mast.

Pannal ward councillor Fred Willis, who tabled objections to the plan and joined residents on a site visit with the inspector, said the decision was a tremendous blow for people living in the area, but particularly those whose gardens would be overshadowed by the structure.

He said: “It is no comfort to residents that the decision was by a narrow margin. This is another case in Harrogate where local decision making – with input from local residents and councillors – has been overruled."

Mr King said in his judgement a clear benefit of the mast would be removal of three antenna which would remove some of the clutter. This would include two antenna close to houses in Mount Gardens and Halstead Road.

“By a narrow margin, and having regard to the policies of the local plan, I consider that the limited harm from the erection of the taller pole would be outweighed by wider benefits,” added the inspector.

Meanwhile Mr King said that fears for health was not a sufficient reason to reject the new mast, nor was potential interference with television and radio reception.

He said a suggested alternative site had been Hornbeam Business Park but had been told this would not meet technical requirements and he understood it had been discounted.

He agreed it was not an attractive outlook for residents, with the least appealing aspect the clutter of antenna.

Mr King said the plans described the mast as a flagpole.

“But it would not, in my view, appear as such, being rather thicker than a normal flagpole of this height,” he said.

Vor kurzem habe ich in einem Wagen der Linie U2 einem Herrn zugehört, der am Handy Geschäftsgespräche abwickelte. Unter anderem erklärte er seinem unsichtbaren Gesprächspartner, wie der einen schwer kündbaren Mitarbeiter loswerden könne. Er zählte in allen Einzelheiten auf, welche Regelverstöße sich der Betreffende schon habe zuschulden kommen lassen, meinte, da sei längst eine fristlose Entlassung drinnen – und so weiter.

Szenen dieser Art gehören zu den Standarderlebnissen des Alltags: In Bussen, Straßenbahnen, Zügen und U-Bahnen wird man unausgesetzt zum Ohrenzeugen dienstlicher und privater Gespräche – und man wird durchaus nicht gefragt, ob einem derartige Offenbarungen willkommen sind.

Manchen dieser Telefon-Exhibitionisten ist nur zu deutlich anzumerken, dass sie das akustische Bad in der Menge genießen. Sie wollen wahrgenommen werden – wenn es sein muss, mit Gewalt. In schöner Offenheit hat das einmal ein junger Mann ausgedrückt, der in sein Handy brüllte: "Irgendwer muss mir doch zuhören in diesem verdammten Land!"

Der Herr in der U2 dagegen war von anderem Schlag. Er unternahm einiges, um sich gegen unbefugte Zuhörer zu schützen. Natürlich nannte er keine Namen – außer seinem eigenen am Beginn des Gesprächs – und er sprach auch nicht übertrieben laut. Ihm war also offensichtlich an einer gewissen Diskretion gelegen – was sich bei dem heiklen Thema, das er abhandelte, ja von selbst versteht.

Eben deswegen ist es aber umso schwerer zu begreifen, dass ein professioneller, hoch seriös aussehender Herr Themen, die nicht für jedermanns Ohren bestimmt sind, überhaupt in der U-Bahn abhandelt. Fürchtet er sich nicht davor, dass ein Zuhörer sich aus den Informationsbruchstücken den richtigen Reim machen kann, daraufhin den von der Entlassung Bedrohten anruft und sagt: "Ich habe gerade in der U-Bahn erfahren, dass du deinen Job verlierst" ? Hat er kein Gefühl dafür, dass vertrauliche Gespräche dort geführt werden sollten, wo sie hingehören: in geschlossenen Räumen?

Offenbar nicht. Auch er gehört eben zu den Telefonierern neuesten Typs, die ohne Bedenken drauflos reden. Manche tun das, weil sie sich nach Publikum sehnen. Andere scheinen darauf zu vertrauen, dass sie im anonymen Gedränge der Großstadt sozusagen von einer unsichtbaren Wand vor allzu neugierigen Ohren geschützt sind. Vielleicht sollte man ihnen bei Gelegenheit zu verstehen geben, dass dieses Vertrauen nicht ganz berechtigt ist.

This Council notes:

• Haringey residents' public health concerns about mobile phone masts, with particular concern about the siting of masts near to schools, hospitals and residential properties

• Legislation is weighted in favour of mobile phone companies and Haringey Council currently has little power to act on our residents' concerns

•Masts below 15m are exempt from planning permission

• The Council has established a Scrutiny Review on Mobile Phone masts to identify residents' concerns and produce recommendations designed to address them at the earliest possible opportunity and looks forward to its full report.

FEARS that a mobile phone mast could be erected on council-owned grass verges near Harrogate have been raised with a local councillor.

Reception tests for a potential mast in the Weeton area alongside the Harrogate-Bradford Road have already been carried out. Others are due to follow in the same area.

Residents are now concerned that the tests could be followed by a planning application for a mast on a highway verge after some companies have complained about poor reception in the area.

County Coun Cliff Trotter (Con Pannal and Lower Wharfedale) said local people were worried that tests had been carried out on a grass verge belonging to the county council when they believed these sites would be immune for masts.

After speaking to highway and planning chiefs at North Yorkshire Coun Trotter has been told there is no specific policy as to whether mobile phone masts are allowed on such council land or not.

Coun Trotter said: "I am raising this issue at the North Yorkshire County Council area committee this week.

It is vital that a clear ruling is given on this issue."

"Residents are worried that masts could be erected on verges and they have wider concerns about their closeness to traffic and pedestrians, apart from the impact they would cause in areas of high quality landscape," he added.

Meanwhile, land owners in the Lower Wharfedale area have already been asked if companies can test mobile reception in the area.

One mast 26ft high has already been tested in a roadside verge.

"Ich habe beobachten können, wie rundherum die Menschen an Krebs erkrankt sind", erzählt Marianne Sabutsch, Anrainerin des Senders auf dem Wählamt in Hausmannstätten.

Mobilfunkanlage. Ihre Familie wohnt 50 Meter neben der Mobilfunkanlage - und ist ebenfalls betroffen. "Zwei unserer drei Kinder hatten direkt gegenüber dem Sender, der damals in der Höhe des ersten Stocks war und waagrecht herüberstrahlte, ihre Zimmer. Und beide bekamen einen Gehirntumor. Unser Sohn ist vor zwei Jahren gestorben, die Tochter hat ein Auge verloren." Das dritte Kind und die Eltern wohnten auf der anderen Seite und blieben verschont.

Schlafstörungen. "Ich selbst habe jahrelang unter Schlafstörungen und einem beständigen Surren im Körper gelitten", berichtet sie. "Aber wir haben die Störquelle im eigenen Haus gesucht. Damals hat mich niemand ernst genommen." 1997 wurde der alte C-Netz-Sender ein paar Meter versetzt und 16 Meter erhöht, erzählen Nachbarn. "Den jetzigen Sender spür ich nicht", betont Marianne Sabutsch - obwohl sie den Unterschied merkt, wenn sie in einer "ruhigen" Gegend auf Urlaub ist.

Häufigkeit. "Von der Häufigkeit der Krebserkrankungen ist das sehr auffällig", ist Hausmannstättens Bürgermeister Günther Köck, selbst überzeugter Handy-Verweigerer, besorgt. "Es sind 13 oder 14 Fälle auf engstem Raum. Wir haben überhaupt das Problem, dass auf 684 Hektar Gemeindegebiet acht oder neun Sender stehen und zwei weitere geplant sind - das ist eine Katastrophe und auch ein großer Wertverlust. Und wir haben fast keine Chance dagegen."

Mediziner. Der ehemalige grüne Gemeinderat Dieter Kurz nahm schließlich Kontakt auf mit dem Salzburger Umweltmediziner Gerd Oberfeld, weil die Gerüchte über die vielen Tumorerkrankungen kein Ende nahmen. Das Ergebnis: Ein offizieller Auftrag der Landessanitätsdirektion, "einen möglichen Zusammenhang mit dem ehemaligen Sender auf dem Wählamt in der Schemmerlstraße zu untersuchen". Eine absolute Premiere, denn eine bevölkerungsbezogene Studie über die Krebshäufigkeit an einem Ort hat es laut Oberfeld in ganz Österreich noch nicht gegeben.

Studiengebiet. Das Studiengebiet umfasst eine Kreisfläche mit einem Radius von 1,2 Kilometern um das Wählamt. In einem ersten Schritt haben die Bewohner Anfang November einen Fragebogen erhalten, der für jede Person, die zwischen 1. November 1984 und 31. Dezember 1997 im Haushalt wohnte, ausgefüllt werden soll. Und der Umweltmediziner hofft auf rege Beteiligung. "Denn je mehr mitmachen, desto größer ist die Aussagekraft der Studie."

Detailstudie. Aufgrund der Angaben werden dann 100 Personen (mit und ohne Krebserkrankung) für eine Detailstudie mit persönlichem Gespräch ausgewählt. Im März wird durch ein simuliertes Signal die Verteilung von Funkstrahlung im Wohnbereich gemessen. Im Juli wird der Bericht der Landessanitätsdirektion und den betroffenen Gemeinden Hausmannstätten und Vasoldsberg übergeben.

The County Development Plan should be changed to ensure no mobile phone masts are located within one kilometre of schools, hospitals, churches and other populated places, it was proposed at the November meeting of South Tipperary County Council.

Cllr Mattie McGrath made the proposal saying that people should "err on the side of caution" where the telecommunication masts were concerned.

In his motion to the County Council, Cllr McGrath asked that wording be inserted into the Development Plan saying, "no phone masts/antenna can be located within one kilometre of housing developments, schools, hospitals, churches and amenity/community facilities."

He is also calling for existing masts located near schools, childcare facilities and playgrounds, to be removed immediately.

Explaining his concerns, in a statement to The Nationalist, Cllr McGrath said he based his proposal on recommendations of the Joint Oireachtas Committee on Communications, Marine and Natural Resources.

He said he also took into account scientific evidence that emissions from the masts cause adverse health affects.

"It is the responsibility of the Council to ensure the health and safety of the public is not compromised," Cllr McGrath said.

At the Council meeting Cllr McGrath received support from fellow councillors.

Cllr Pat English said serious health questions remain about mobile phone masts, and Cllr Liam Aherne said nobody wants a mast close to them and to have them close to housing estates is "not on."

Director of Services Seán Keating said that the current guidelines from the Department of the Environment said masts could only be located in villages, towns or near school as a last resort. There are some cases where masts can be located near schools, however, he added.

This is written into the current County Development Plan, but there are discussions taking place about reviewing those guidelines, Mr. Keating said.

He told the meeting that another issue is that many types of developments related to masts and new antennae are exempt from planning and any changes to the County Development Plan would make no difference to them.

Cllr McGrath said other councils had put wording like his suggestion into their plans.

Cllr Liam Aherne pointed out that the masts that are exempt from planning must give the Council written notice four weeks before the mast is erected.

County Manager, Ned O'Connor, said he could understand the motion, but in reality if the councillors are to achieve what they want the only way to is to change the national policy.

He said there were two reasons he suggested that, firstly because if they review their development plan the Department of the Environment will have to be informed and they will not approve a change that is contrary to Department guidelines.

Secondly, he said, if the development plan is changed and planning applications are affect people could go to An B"rd Pleanála who would refer to the national guidelines, not the county plan.

Council Chairman, Derry Foley, proposed that the change in guidelines be put to the department, and when they are changed the development plan can be altered. "We don't have the power to change it here," he said.

"We all want to protect people. Step one should be taken before step two," Cllr Ambrose said, supporting the chairman.

Cllr McGrath agreed to defer his motion for one month to do this.

PHONE mast campaigners say they are stunned the council has invested more than £6m in Vodafone.

Figures released to News Shopper under the Freedom of Information Act show £6.2m has been spent on more than four million shares in the firm.

The cash comes from the council's pension fund and is part of almost £100m of investments the council has made.

The pension fund is made up of contributions from the council's general budget, which in turn comes from council tax and government grants.

Campaigners from Orpington Residents Against Masts say the investment is a conflict of interest.

It argues if the council was to give a Vodafone mast planning permission, it could be suggested it was not acting independently as it has an interest in the firm.

The group, which has 70 members and was founded in February, threatened to seek a judicial review if the council refused to change its decision to allow a new mast at the BT telephone exchange site in Chislehurst Road.

The council did refuse and members are now considering what action to take.

Campaigner James Malone, of Chislehurst Road , Orpington, says although the council has not legally done anything wrong it does not look right.

He said: "This investment is in line with the council's cynical attitude towards mobile phone masts."

Fellow member Susan Green, of New Road, Orpington, says it is undemocratic the public does not have access to information on where public money is invested.

She said: "It absolutely stinks they have got a financial interest in this company."

Vodafone, which has more than 165 million customers worldwide, tops a list of more than 100 companies Bromley Council has invested in for its pension fund.

A council spokesman said: "Acting on legal advice, the council has a primary responsibility to secure the best investment returns on behalf of council tax payers."

The spokesman says investment managers seek to encourage good social, environmental and ethical practice in the companies' activities, details of which can be found in its published Statement of Investment Principles.

It seems to me that the Council in Bromley have breached the Code of Conduct, but I'm not quite sure.

How can they represent the residents by following their wishes not to have a mast erected near them if they have a financial interest? Or are they not going to represent their constituents in this matter at all?

A PLAN to build a 65ft phone mast on industrial land in Beckingham has been halted, despite Bassetlaw Council giving it the green light.

Councillors on the planning committee voted 10 in favour and seven against the 3G mast planned at Difuria Ltd on Wood Lane at a meeting last Wednesday night. The proposal received 96 letters of objection and a 113 signature petition against it. But on Monday the head of Difuria, Tony Difuria, sent a letter to Beckingham cum Saundby Parish Council. It said: "We can confirm we will cancel the construction of the mast on our land." "We as a family did not know it was such a controversial issue in the village." "We had no involvement in the planning or siting of this and we are all Beckingham residents."

The move comes after a group of residents went to see Mr Difuria on Friday morning after the planning permission was granted by the council. "Mr Difuria was very approachable when we went to see him," said Penny Weightman. "Our original protest was not about there being a mast, but where it was going to be."

Bassetlaw Council's decision to grant permission had sparked outrage among villagers and councillors. Beckingham resident Coun Ken Bullivant, who sits on Bassetlaw Council, but not the planning committee, as well as Notts County Council hit out at the initial decision. "It was a real shame that they gave the go ahead for this." "There are so many other sites in the village that could have been used instead." But he also welcomed the news that the mast was no longer going to be on that site. "That is all that we wanted – there was never any issues about there being a mast in the village, but we didn't want it at that location." "I thought we put up a good fight during the meeting and thought that we had won our case, so was surprised that permission was granted for it."

On Monday Mr Difuria confirmed he was no longer allowing the mast to be built on his land. "We didn't realise people were so unhappy with this – we hadn't heard anything about it."

On Wednesday, November 9, councillors threw out two applications for O2 masts in Amington Fields and land off Marlborough Way for being too close to homes.

A third application for a 10 metre Vodaphone mast in Gillway Lane met the same fate when resident Barry Hunt said it would be just 16 metres from his teenage daughter's bedroom.

"We are anxious, stressed and fearful of the future," he said.

All three masts were refused by every member of the committee who stood by their agreed policy of putting masts at least 100 metres from homes.

Speaking at the meeting, Glascote ward councillor Chris Cooke, said: " Tamworth 's policy of 100 metres is inadequate - but at least it's something!"

Cllr Cooke echoed health fears and questioned Vodaphone's consultation methods, saying: "I don't feel sending a letter to councillors alone adequately deals with the company's duty to consult the public."

Mr Aston, of Kirtley, Glascote Heath, led a campaign with neighbour Richard Heath.

Both men highlighted deep-rooted fears a mast near their homes could be detrimental to health, children walking to school and the potential Olympic hopefuls using Glascote Stadium.

O2 and Vodaphone are expected to appeal against the decision, something Mr Aston is more than ready for.

"We'll be ready and we'll come out fighting again," he added. "I wonder if the O2 managing director would want one of these by his swimming pool."

Today's vote in the House, resoundingly rejecting the administration's cruel budget cuts for the poor to finance more tax cuts for the rich, was no surprise to the more than 6,000 participants of our system who submitted their personal objections to their members of Congress. And now there are also more voices in the Senate demanding that we pull in the reins on the out of control fascist aspects of propaganda named Patriot Act. The administration's FBI plants are actually fighting for language to authorize "UNNECESSARY" intrusive searches.

Republicans Craig, Sununu and Murkowski, and Democrats Durbin, Feingold and Salazar are to be credited for being outraged that even the very modest restraints against abuse of government power in the bill were cut out by the conference committee. We need to send them our messages of support on this, and tell the rest of our senators who are not on board to start fighting for we the people for a change.

His paper trail is not nearly as well hidden as was Roberts, and the more we learn, the more we understand that he is nothing but a reactionary with a committed lifelong agenda. Please not only demand his rejection, but that ANY replacement for Sandra Day O'Connor be no worse than a true moderate centrist

Epidemiologie. - Kindliche Leukämie ist eine Krankheit, deren Ursachen Stoff für heftigste Diskussionen selbst unter Fachleuten bietet. Unter anderem stehen Sendemasten wegen der von ihnen ausgehenden elektromagnetischen Strahlung unter Verdacht. Eine breit angelegte epidemiologische Studie will jetzt herausfinden, ob sich Zusammenhänge herstellen lassen.

Die Mischung ist explosiv: eine allgegenwärtige Technik, eine grausame Krankheit und ein Risiko, das wissenschaftlich kaum zu ermessen ist. Kein Wunder, dass in der Diskussion des so genannten Elektrosmogs die Fronten seit Jahren verhärtet sind. Ob Handys Krebs auslösen oder Mobilfunkmasten uns den Schlaf rauben können, ist bisher ungeklärt. Nur in einem Bereich haben sich die Verdachtsfälle mittlerweile soweit verdichtet, dass unter unabhängigen Experten weitgehend Einigkeit besteht.

"Leukämie bei Kindern ist letztendlich die Erkrankung, wo von wissenschaftlicher Seite aus die meisten Hinweise bestehen, dass elektromagnetische Felder hier ein Risikofaktor sein könnten."

Dr. Joachim Schüz war selbst am epidemiologischen Institut der Universität Mainz an einigen dieser Studien beteiligt. In den 90er Jahren fanden mehrere Untersuchungen ein leicht erhöhtes Leukämie-Risiko für Kinder, die in der Nähe von starker niedrigfrequenter Strahlung aufwuchsen, zum Beispiel Hochspannungsleitungen oder Transformatoren. Eine biologische Erklärung für diese Ergebnisse konnte jedoch nicht gefunden werden. Seit langem schon steht auch die hochfrequente Strahlung der Rundfunksender unter Verdacht. Mittelwellensender strahlen mit einer Leistung von etwa 1,8 Megawatt. Noch im Abstand von 300 Metern wird der empfohlene Grenzwert der EU für elektromagnetische Strahlung überschritten. Bisher gingen allerdings erst wenige Studien der Frage nach, ob es gefährlich ist, in der Nähe dieser Sender aufzuwachsen. Schüz:

"Da ist zum Beispiel eine um den Radiosender Vatikan herum gemacht worden, um eine der stärksten Sendeanlagen, weil ja die ganze Welt mit dem Programm versorgt werden soll, wo man dann eine Risikoerhöhung für Kinderleukämie gefunden hat. Allerdings basierend auf nicht mal einer Handvoll Fällen letztendlich. Und das ist dann dementsprechend auch für alle Interpretationen offen."

Um mehr Fälle untersuchen zu können, helfen den Mainzer Forschern bei ihrer neuen Studie zwei große Datenquellen: das Kinderkrebsregister und die ARD. Im Krebsregister sind alle Leukämie-Erkrankungen in Deutschland seit Anfang der 80er Jahre erfasst. Die ARD wiederum verfügt über detaillierte Aufzeichnungen darüber, wann welcher Sendemast in den vergangenen Jahrzehnten wie starke Radiowellen verbreitet hat. Jetzt soll die Strahlenbelastung von Kindern, die seit 1984 an Leukämie erkrankt sind, verglichen werden mit einer gesunden Kontrollgruppe. Was wie eine relativ einfache Statistik-Aufgabe klingt, steckt in der Praxis voller Tücken. Schüz:

"Selbst wenn man die Sendeleistung einer Sendeanlage kennt und über das Antennendiagramm auch noch kennt, in welche Richtung wie stark abgestrahlt wird, ist es trotzdem schwierig für einen bestimmten Punkt die Feldstärke vorherzusagen. Das heißt, wir werden zusätzlich noch einmal mit Messreihen untersuchen, wie gut diese Abschätzungen zutreffen."

Außerdem stehen Joachim Schüz und sein Team vor der kniffligen Aufgabe, eine repräsentative Kontrollgruppe zu finden. Diese Probanden müssen zur gleichen Zeit unter vergleichbaren Bedingungen aufgewachsen sein, wie die Erkrankten. Die Epidemiologen wollen mehr als 2000 Fälle von Kinderleukämie aus den letzten 20 Jahren in die Studie aufnehmen. Mit dieser hohen Fallzahl sollte sich auch ein nur geringes Krebsrisiko nachweisen lassen. Schüz:

"Wir hoffen, dass wir allein mit dieser Studie in Deutschland schon relativ verlässliche Aussagen machen können. Von der Biologie her würde man eigentlich keinen Zusammenhang erwarten. Aber letztendlich, wenn wir in unserer Studie einen Zusammenhang sehen, dann wäre der alles andere als einfach wegzudiskutieren. Und das würden wir auch nicht tun."

Da ein Großteil der Daten bereits vorhanden ist, könnten die Ergebnisse - für eine Studie dieser Größenordnung - relativ zügig vorliegen. Schon Mitte 2007 soll geklärt sein, ob eine Kindheit in der Nähe von Rundfunksendern unsichtbare Risiken birgt.
