The Great Betrayal: Fraud in Science

Horace Freeland Judson. Harcourt, 2004. Pp 463. $28·00. ISBN 0-15-100877-9.

As an editor of this medical journal, I try to judge whether the research reported in a paper was well done and whether the paper reports that research accurately. In general, scientists believe in their work, and, try as they might to maintain equipoise, find it hard to keep their biases--of which they might well be unaware--from putting a spin on their results. It's only human. In these cases, most researchers will tone down claims when pressed by peer reviewers and editors. But others are so wedded to their hypothesis that their papers become polemics. Negotiations with these authors can be difficult, but at least the disagreements are open and the discussions civil, usually.

But, as Horace Freeland Judson describes in The Great Betrayal: Fraud in Science there are researchers who submit papers in which data have been faked, numbers fudged, and ideas filched. How many such papers come in? How many slip through the peer review and editing process? It's impossible to know. In the past 4 years, The Lancet has had one proven case of fraud. Judson, a journalist and historian, would argue that it is likely we've missed many more

Judson thinks that fraud is common because it is the inevitable product of the current culture of science. Fraud, he says, is intrinsic in institutional cultures that are "characterized by secrecy, privilege, lack of accountability". Scientists have won exactly such a privileged place in society by presenting themselves as altruistic seekers of truth whose method will invariably ferret out not only truth, but also fraud. "The grandees of the scientific establishment", writes Judson, "regularly proclaim that scientific fraud is vanishingly rare and that perpetrators are isolated individuals who act out of a twisted psychopathology".

The elevation of the scientific profession to the status it holds today in the USA can be credited at least in part to Vannear Bush, an electrical engineer, who served in President Franklin Roosevelt's administration as director of the Office of Research and Development. This agency was established in World War II to adapt the discoveries of basic scientists and the tools of civilian technology to the war effort. Basic research had already led to improved radar systems, mass production of sulfa and penicillin antibiotics, and, of course, the atomic bomb. Even greater advances would come, Bush argued in a 1945 proposal to Roosevelt's successor President Harry Truman, if the government funded scientists and gave them free rein to pursue questions of their own choosing. "Scientific progress on a broad front", Bush wrote, "results from the free play of free intellects, working on subjects of their own choice, in the manner dictated by their curiosity, of the unknown".

Since then, US investment in research has climbed steadily, and in recent years, steeply: in 1995, for example, the US National Institutes of Health (NIH) budget was US$67·1 million; this year, under a decade later, the NIH budget is nearly $28 billion. To protect this investment, Judson charges, scientists play down the extent and seriousness of fraud. "In sum", he says, "the scientific communities believe that public funding is their right, but so is freedom from public control. The grandees, the guardians, must defend the honor of science: fraud, if it proved to be more than rare and individual, perhaps even to be built into the ways institutions of science work, would engender distrust among legislators and the public and so threaten the money stream and self-governance."

Fraud has always been present in science, long before the NIH was handing out grants. Gregor Mendel, the founder of genetics, had results that are just too good to be true. Louis Pasteur's notebooks, long kept secret, reveal that he misled the world and his fellow scientists about the research behind two of his most famous experiments: the vaccination of sheep against anthrax, and that of a boy against rabies. And it is common knowledge that Sigmund Freud fabricated many of the case studies on which he built his psychoanalytic theories and career.

Judson recounts, in detail, a number of well publicised cases of scientific fraud that have come to light over the past two decades. "In almost every case, to be sure, some one individual gets blamed", he writes, "but these frauds cannot be presented even as anecdotes without an accounting of the relationships among many people within the laboratory and the larger institutional setting. The cases exhibit multiple, tangled complicities."

These complicities tend to fall into predictable syndromes, Judson maintains. "The dominant form is the prodigy; others are the mentor seduced, the folie à deux, and the arrogance of power." The prodigy, for example, is a young researcher whose productivity is too good to be true. One such prodigy was John Darsee, a Harvard researcher who had, by the age of 33, published more than 125 research articles, book chapters, abstracts, and other papers. But it turned out that he had fabricated data in scores of papers. Some of the problems with his data should have been obvious at the time. In one paper he described a family in which a 17-year-old male had four children--the eldest of which was 8 years old. Do the maths. These and other glaring problems eluded not only the peer reviewers and editors, but also, apparently, his coauthors.

What is particularly worrying about Darsee's case and many of the others Judson describes is that the fraud was not detected by safeguards built into the scientific system, such as peer review. Instead, deception is typically discovered by dumb luck: a co-worker notices something strange in a log book; a colleague stumbles across a discrepancy in a table. Closer inspection often reveals fraud so ham-handed that the perpetrator seems to have been asking to be caught.

So what can be done? Attempts, some more promising than others, have been made to combat fraud. Journals, for example, have tightened their rules, requiring all authors to have made significant contributions to a paper that carries their name, and to vouch for its content. Institutions have established much-needed formal procedures to expedite inquiries into fraud allegations. In the past, some institutions seem to have been more concerned in hushing up scandal than in rooting out fraud; whistle-blowers have found their careers destroyed while department heads have escaped rebuke. Furthermore, Judson thinks that e-publishing, which makes it possible to post not only the paper on the internet, but also the original manuscript, peer reviewers' comments, and raw data will have a substantial effect on fraud. But while e-publishing will make plagiarism and duplicate publication easy to detect, whether it will prevent the determined fabricator is not so certain.

Most worrisome of all, most of the fraud Judson describes was done by individuals seeking acceptance and advancement in the world of science. Increasingly, a great deal of research is in fact product development; researchers often have more than their egos and grants on the line--a fortune can rest on their results. Judson paints a dark picture of science today, but we may see far darker days ahead as proof and profit become inextricably mixed.

Carlo was appointed in 1993 by the US telecoms industry to allay the fears of mobile phone users through scientific research. Carlo is a public health scientist, epidemiologist and lawyer, so no fly-by-night. In June 1999 he stood up in public and instead announced his findings that mobile phones cause cancer and that no-one should hold one to their head. Ever.

Could you wish for a more competent whistle-blower? Recent studies confirming acoustic neuromas from ten years' use only add to what he said. What emerges from the industry in fighting him, is only repeated in our BBC3 programme with T-Mobile etc. This industry will trash the best scientists, hence what they are doing to Trower, Hyland, Johansson even now. And every would-be whistleblower, and every MTHR scientist knows it too.

Eventually, like our Venezuela surgeons, as with those reporting from Hayward's Heath in Sussex, we will all just "know" in the face of industry denial. Will it stop phones being used so much and start masts coming down? Watch your Christmas TV adverts and tell your friends and family not to use mobile phones. Not so easy is it?

Voting Fraud in the USA

Once upon a time there were two brothers: Bob and Todd Urosevich. In the 1980's, with the financial backing of the right-wing extremist Christian billionaire Howard Ahmanson, Bob and Todd founded a company called American Information Systems (AIS) that built voting machines. They were also certified to count votes. It is interesting to note that back then there was no federal agency with regulatory authority or oversight of the U.S. voting machine industry. Even more interesting is the fact that this is still true today. Not even the Federal Election Commission (FEC) has a complete list of all the companies that count votes in U.S. elections.

One week left to protect our trees

There is just one week left to protect our precious national forests from logging, mining, and road building at the hands of the Bush administration. The deadline for speaking out on this issue is next Monday, November 15th.

Please click here now to send your comments before it's too late or just hit "reply" and then "send" to this message if you are already a registered user.
http://www.saveourenvironment.org/ctt.asp?u=2205119&l=5384

The Bush administration has proposed a repeal of the excellent Roadless Area Conservation Rule that currently protects 58.5 million acres of our national forests. Repealing the Roadless Rule would put our forests at risk of permanent destruction.

The Bush administration has made it clear that they favor corporate special interests over preserving our national forests for future generations. Now we must make it clear that we will NOT allow our last wild forests to be destroyed by chain saws, bull dozers and oil drills!

Your comments really do make a difference. Over 61,000 SaveOurEnvironment.org members have already weighed in on this issue. But we still need your help before it's too late! Will you join their efforts to stop the roads and protect our forests?

Please click here now to submit your comments!
http://www.saveourenvironment.org/ctt.asp?u=2205119&l=5384

We've set an ambitious goal of sending more than 1 million comments in order to send a clear, powerful message that we will not tolerate the destruction of our national forests.

To help us reach this goal, please forward this message to your friends as soon as you've submitted your comments.

Thanks for your help!

Dear Forest Service Chief Bosworth:

In response to the public comment period (Docket # 04-161913), I strongly oppose the proposal to repeal the Roadless Area Conservation Rule.

The Roadless Rule is a balanced policy that was finalized after years of scientific study, 600 public hearings and a record number of public comments, which overwhelmingly support protecting roadless areas through the rule.

The Roadless Rule is a vital tool for protecting our national forests from harmful and costly road-building and commercial logging.

I urge you to abandon this proposal and keep the Roadless Area Conservation Rule intact in the Lower 48 states and Alaska's Chugach National Forest, and reinstate the rule in the Tongass National Forest.

Thank you for consideration of my comments on this crucial issue.

Sincerely,

Should we immediately investigate the election ?

I am writing to you from the People's Email Network because I had received a number of emails from you as a result of my membership in various Yahoo groups. You may already be aware of our latest issue page at

http://www.thepen.us/e-fraud.html

due to some postings there. We ask the question if the 2004 election results should be challenged on the basis of black box voting fraud. With one click the page sends your personal message (not a form letter) to the Kerry campaign, the DNC and the Government Accountability Office. By making the process as easy as possible we are hoping to generate maximum participation.

I am asking you to feature a link to this page anywhere you can in your own communications in the next couple days so the people may speak in the loudest possible voice.

Thank you for being an activist.

Vote Scams : System Test Lab Omitted Test for Tamperability

Freedom of Information requests at http://www.blackboxvoting.org have unearthed two Ciber certification reports indicating that security and tamperability was NOT TESTED and that several state elections directors, a secretary of state, and Dr. Britain Williams signed off on the report anyway, certifying it.

The documents, posted at Black Box Voting (.ORG) show that Ciber Labs' Shawn Southworth used a conformance chart specifying FEC regulations, marking each test item "pass" or "fail."

Southworth “tested” whether every candidate on the ballot has a name. But we were shocked to find out that, when asked the most important question -- about vulnerable entry points -- Southworth’s report says “not reviewed.”

Ciber “tested” whether the manual gives a description of the voting system. But when asked to identify methods of attack (which we think the American voter would consider pretty important), the top-secret report says “not applicable.”

Ciber “tested” whether ballots comply with local regulations, but when we asked Shawn Southworth what he thinks about Diebold tabulators accepting large numbers of “minus” votes, he said he didn’t mention that in his report because “the vendors don’t like him to put anything negative” inhis report. After all, he said, he is paid by the vendors.

Was this just a one-time oversight?

Nope. It appears to be more like a habit. We also posted the sister report, for another vendor entirely, VoteHere, and you can see that the critical security test, the “penetration analysis” was again marked “not applicable” and was not done.

Maybe another ITA did the penetration analysis?

Apparently not. We discovered an even more bizarre Wyle Laboratories report. In it, the lab admits the Sequoia voting system has problems, but says that since they were not corrected earlier, Sequoia could continue with the same flaws. At one point the Wyle report omits its testing altogether, hoping the vendor will do the test.

Computer Guys: Be your own ITA certifier.

Black Box Voting has posted a full Ciber report on GEMS 1.18.15. We also posted a .zip file download for the GEMS 1.18.15 program. We also provided a real live Diebold vote database. Compare your findings against the official testing lab and see if you agree with what Ciber says. E-mail us your findings.

Who the heck is NASED?

They are the people who certified this stuff. Now, if the security of the U.S. electoral system depends on you to certify a voting system, and you get a report that says security was “not tested” and “not applicable” -- what would you do?

Perhaps we should ask them. Go ahead. Hold them accountable for the election we just had. (Please, e-mail us their answers) Their names are listed on the Web site.

ES&S Operative Had Access to Ohio Ballot Computer --In a letter dated Oct. 21, Ken Nuss, former deputy director of the Auglaize County Board of Elections, claimed that Joe McGinnis, a former employee of Election Systems and Software (ES&S), the company that provides the voting system in Auglaize County, was on the main computer that is used to create the ballot and compile election results, which would go against election protocol. Nuss claimed in the letter that McGinnis was allowed to use the computer the weekend of Oct. 16. Nuss, who resigned from his job Oct. 21 after being suspended for a day, was responsible for overseeing the computerized programming of election software, according to his job description. His resignation is effective Nov. 11.

In some cases, this would happen repeatedly until about the 5th or 6th time the voter pressed 'Kerry' and eventually his name would light up. In other cases, the voters pushed 'Kerry' but were later asked to confirm their 'Bush' vote."

Since the late 1960s, every president winning a second term has found his administration embroiled in a scandal of some sort. For those of us who truly love liberty and yearn for the days [when] politicians at least played at honoring their oath to uphold and defend the Constitution, perhaps a nice juicy scandal will stop the second Bush administration from totally destroying this country. For those of you who have read the above and declared me a bitter Kerry supporter, you could not be further from the truth. As I have said before, the only thing I liked about Kerry was that he made even Bush look intelligent. ... Nixon was blasted from office by the scandal of Watergate. Reagan had the Iran/Contra affair, and Bill Clinton had Monicagate and an impeachment. ... It would certainly appear that Dubya might be ripe for his scandal as well...

FDA plans to track supplements using data-mining tech

by staff

Institute for Health Freedom

11/05/04

According to the study, the Food and Drug Administration (FDA) is planning to use data mining to track, review, and report adverse events involving food, cosmetics, and dietary supplements. The FDA's data-mining effort will utilize personal information, data from other government agencies, and private-sector data. Why should citizens care about this issue? Because the purpose of government (including the FDA) is to protect individuals rights -- not control their lives or make personal health-care decisions...

Worse than 2000

by William Rivers Pitt

TruthOut

11/08/04

By any standard, what happened in Florida during the 2000 Presidential election was a disaster. What happened during the Presidential election of 2004, in Florida, in Ohio, and in a number of other states as well, was worse. ... John Kerry and John Edwards promised on Tuesday night that every vote would count, and that every vote would be counted. By Wednesday morning, Kerry had conceded the race to Bush, eliciting outraged howls from activists who were watching the reports of voting irregularities come piling in. Kerry had said that 10,000 lawyers were ready to fight any wrongdoing in this election. One hopes that he still has those lawyers on retainer.

According to black-letter election law, Bush does not officially get a second term until the electors from the Electoral College go to Washington D.C on December 12th. Perhaps Kerry's 10,000 lawyers, along with a real investigation per the request of Conyers, Nadler and Wexler, could give those electors something to think about in the interim...

Obey the government...but not always

by Jeff Adams

Sierra Times

11/05/04

Time and again I've heard fellow Christians use scripture, specifically Romans 13:1-7, to justify submission to the state, regardless of what the state is doing (at least whenever Republicans are in control). In addition, many quote Jesus, ... 'Give to Caesar what is Caesar's and to God what is God's,' as justification to accept whatever the government does. This is not just wrong-headed, but a misinterpretation of the Scriptures. As often happens, people take pieces of scripture out of context and don't look at them in conjunction with the scriptures as a whole. If one was to blindly, unthinkingly accept the referenced scripture above, as presented by advocates of total submission to the state, would you as a Christian follow laws that run counter to God's instructions? Would you follow an unjust law?

Well, the dust has settled, and I was wrong. I predicted widespread unrest in the United States following this past election, but what has actually happened is even more disturbing to me personally. Silence. Complete and utter silence. A large number of states already have electronic voting machines in place. A large number of those do not produce paper ballots at all. Since many pundits have already raised hell about the highly politically partisan Republican ownership and control of these high-tech companies, I won't rehash that here. If you haven't heard about it, you've been living on another planet. If you didn't hear yesterday that many of these machines already contained thousands of votes before Tuesday's polling places opened their doors, you've been relying on mainstream media for your news...

The lack of auditable results didn't just make theft possible -- it makes it untraceable unless some independent corroboration (testimony from those involved in the fraud, for example, or the recovery of physical evidence of tampering) can be found.

Erhöhtes Krebsrisiko in Sendernähe

Studie: Erhöhtes Krebsrisiko in Sendernähe

ELECTION RESULTS ALTERED - MANIPULATING ELECTRONIC VOTING

Bay Point School is a juvenile correctional facility in the Miami area. Information has been given to the Washington Post that the Miami school is a suspected training ground in computer science and programming for juvenile delinquents who have trained in the art of manipulating electronic voting, without a true audit trail. It is believed that this activity is taking place not only there but in several schools like the aforementioned one nationwide. If true, then Bay Point School could be the Florida connection." It is possible as many as six states election results have been altered by recruits from this school. http://rense.com/general59/FLORID.HTM

Jeff Fisher through a confidential informant alleges that the school has direct connections with Joseph Klock, and that a professor at Key College in Dania Beach, Florida and formally of Bay Point School informed him that his loyalty to Klock is more important than the truth about how the 2000 election was manipulated, and how it is possible for a repeat to occur in the upcoming November general election. Mel Sembler, a powerful fundraiser for the Bush Campaign in Florida, is someone who has knowledge of the activities at Bay Point College. We are sure the talented people of the Washington Post and the Miami Herald will release additional details in the upcoming days. Mel Sembler is Ambassador to Italy and a principal in several drug treatment facilities that are under investigation for gross mismanagement.

Joseph Klock, an attorney who facilitated the release of the professor’s son from an abusive treatment center was, coincidentally, the attorney for Congresswoman Katherine Harris who was the Secretary of State during the contested 2000 Florida recount which helped put George W. Bush in the White House. State's evidence is being given to FBI on 11/08/04

GLOBAL BAN ON GM-TREES

Jump to petition form

List of signatories
http://elonmerkki.net/dyn/appeal/list

The petition for global ban on GM trees will next be presented there for United Nations Framework Convention on Climate Change (UNFCCC) in its 10th session COP10 in December year 2004.

We the signatories
wish to point out that in the Rio Convention on Biological Diversity world leaders declared they were conscious "of the intrinsic value of biological diversity and of the ecological, genetic, social, economic, scientific, educational, cultural, recreational and aesthetic values of biological diversity and its components,

Conscious also of the importance of biological diversity for evolution and for maintaining life sustaining systems of the biosphere,

Affirming that the conservation of biological diversity is a common concern of humankind."

We recognize that
forests are a key factor sustaining the climate and the composition of the atmosphere.

We state that forests, along with the oceans, are key to the diversity of life on the planet - this diversity being the result of millions of years of evolution enabling the species to adapt to their surrounding ecosystems and the ecosystems to adapt to the surrounding climate.

We further wish to point out that genetic diversity within a species is part of the evolutionary original capital helping the species to survive in changing conditions, while species diversity within ecosystems is part of the capital helping the ecosystems to adapt to climate change.

We state that
the decision made in the context of the UN-lead Kyoto process to allow the use of genetically modified trees to tackle climate change is in contravention of the principles of the Convention on Biological Diversity. Trying to fight climate change by growing GM-trees would lead to the creation of vast plantations of cloned GM-trees on our planet. It would mean enormous losses in terms of diversity, while exposing these GM monocultures to disease, pests - and the effects of the ongoing climate change itself.

We believe that
the risks for biosafety involved in the introduction of genetically modified trees are such that they extend over state borders as well as generations, and should therefore not be taken at the present state of knowledge. Studies in population genetics show that genetic exchanges between trees can extend over whole continents. There is a real risk that by introducing GM-trees we would trigger a series of GM-contaminations spreading all over the forest cover on our planet. Other dangerous ecological scenarios include the potential metabolic incompatibility of GM-trees with their ecological surroundings, as well as genetically modified material being transferred to viruses and bacteria.

On the grounds of what has been stated above, we demand that the world reject the introduction of genetically modified trees.

In our view, we should be heading in the opposite direction. Instead of establishing plantations of genetically modified trees, we should strive to restore the forest cover of our planet towards its former riches and abundance.

Diverse, healthy and vital forests can best safeguard the ability of our living planet to adapt to the ongoing climate change. They also form the best basis for a diverse, healthy and vital forest economy, now and in the future.

Global Ban on GM trees

NO RIGHT FOR CONTAMINATION
http://elonmerkki.net/forestforum

Press release 12th december 2004

GM trees are a false option
Biodiversity is the solution

In the beginning of this year three environmental organisations launched the Internet action for protesting the GM trees supportive decision made in UN Kyoto meeting in Milano, last December. Look the press release here:
http://elonmerkki.net/forestforum/uk/press3.html

Today there is about 300 ngo's and almost 3000 individuals supporting the demand.

-The basic idea to reward with emission rights those western countries which would be putting up tree plantations in third world is simply false, even without GM trees, says campaigner Hannu Hyvönen by the Union of Ecoforestry in Finland.

-Instead of that kind of carbon offset imperialism, we should just strive to restore the forest cover of our planet towards its former riches and abundance. GM trees would be the last step in the destructive course of industrial forestry. The campaign also argues that the introduction of genetically modified trees with their unpredictable and irreversible risk for forest ecosystems is breaking the national sovereighnity of those countries which would be contaminated by pollen of GM plantations.

-Actually the introduction of GM trees in open environment is breaking the Convention on Biodiversity, Cartagena Biosafety protocoll and several other international threaties. States have the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction, says lawyer and activist of People´s Biosafety Association, Mikko Vartiainen.

Tree plantations are not forests

-Seeking the alternative solutions
The forest cover of the Earth has however a great role in global carbon balance. The campaign is now continuing to open discussion on alternative solutions and strategies for preventing climate change.

- The recent findings on boreal silvicultural alternatives show that this mainstream forest management, with monoculture plantations and clearcuttings is not at all the most efficient in binding carbon and maintaining carbon strorages.

-Also the good examples on agroforestry solutions tell us that there are much more better solutions to work with trees than monocultures, invites Leo Stranius, chair of Friends of Earth Finland to continue the discussion for alternatives on People´s Forest Forum: http://elonmerkki.net/forestforum

Tödliche Handys: was ist „Haupt“- was ist „Neben“-Wirkung?

Stolen Election - The evidence mounts

Now the evidence is mounting that the 2004 Presidential election was corrupted by the special interests that want to continue war, throwing more people into harm's way, and controlling every aspect of our lives.

1. MSNBC Reports Machine glitch gave Bush extra Ohio votes

Officials say 3,893-vote error did not affect state result
The Associated Press
Updated: 9:17 p.m. ET Nov. 5, 2004

"Problems in North Carolina, California - In one North Carolina county, more than 4,500 votes were lost in Tuesday's election because officials mistakenly believed a computer that stored ballots electronically could hold more data than it did.

And in San Francisco, a voting software malfunction could delay efforts to declare the winners of four county supervisor races.

In the Gahanna precinct, multiple copies of each ballot were recorded: two on the machine and three to a removable cartridge, said Matthew Damschroder, director of the Franklin County Board of Elections. When voting ends, each cartridge is taken to one of five zones in the county, where the results were loaded into a laptop. Those results were transferred by secure data lines to the county."

http://www.msnbc.msn.com/id/6418513/

2. Dirty Election: From Bellaciao.org

Friday 5th November 2004 :

Too many voting 'irregularities' to be coincidence

"Isn't it strange that all of these 'anomalies' in the exit polls and touchscreen machines always seem to favor Bush? There were many similar reports after the 2002 congressional elections, when the Republicans took control of Congress (which the evil cabal needed to prevent a real 911 investigation and to start the war free of consequences)."

http://bellaciao.org/en/article.php3?id_article=4175

3. Tompaine.com reports that Kerry won in Ohio and New Mexico.

"Most voters in Ohio thought they were voting for Kerry. At 1:05 a.m. Wednesday morning, CNN's exit poll showed Kerry beating Bush among Ohio women by 53 percent to 47 percent. The exit polls were later combined with—and therefore contaminated by—the tabulated results, ultimately becoming a mirror of the apparent actual vote. [To read about the skewing of exit polls to conform to official results, click here .] Kerry also defeated Bush among Ohio's male voters 51 percent to 49 percent. Unless a third gender voted in Ohio, Kerry took the state.

So what's going on here? Answer: the exit polls are accurate. Pollsters ask, "Who did you vote for?" Unfortunately, they don't ask the crucial, question, "Was your vote counted?" The voters don't know.

Here's why. Although the exit polls show that most voters in Ohio punched cards for Kerry-Edwards, thousands of these votes were simply not recorded. This was predictable and it was predicted. [See TomPaine.com, "An Election Spoiled Rotten," November 1.]"

http://www.tompaine.com/print/kerry_won_.php

4. From CounterBias.com "The Case For Fraud"

"Here are grounds for suspicion. Electronic voting machines figured heavily in the final tabulation of the results in Ohio, Florida, and New Mexico. Moreover, in all three, paper audit trails do not exist. These states therefore offered the best, safest opportunity for manipulation of the final count."

http://www.counterbias.com/152.html

5. The News-Dispatch "Computer glitch still baffles county clerk" by Kristin Miller, Michigan City, Indiana

"LaPORTE - The day after a two-and-a-half-hour delay in counting ballots due to a glitch in a computer program, LaPorte County election officials are still trying to figure out what happened.

"Maybe there was a power surge," LaPorte County Clerk Lynne Spevak said. "Something zapped it."

At about 7 p.m. Tuesday, it was noticed that the first two or three printouts from individual precinct reports all listed an identical number of voters. Each precinct was listed as having 300 registered voters. That means the total number of voters for the county would be 22,200, although there are actually more than 79,000 registered
voters."

Palm Beach County Logs 88,000 More Votes Than Voters

November 5, 2004 04:56 PM

According to the official election results posted on the Palm Beach County election website
[http://www.pbcelections.org/ElectionResults/2004/General/Gen04_dtl.htm 542,835 ballots were cast for a presidential candidate while only 454,427 voters turned out for the election (including absentee). This leaves a discrepancy of 88,408 votes cast for the presidential candidates.

Palm Beach County's supervisor of elections is Theresa LePore who is known for the 2000 Presidential Election and the notorious "butterfly ballot" that caused confusion among seniors and other Floridians.

Other election oddities http://ustogether.org/Florida_Election.htm occurred throughout Florida with some counties registering a 400% increase in expected voter turnout among Republicans while Democrats supposedly experienced a -60% decline in expected support within certain counties. The 50+ counties experiencing the high percentage fluctuations in expected turnout used optical scan voting machines on November 2nd.

Vote discrepancies were also found in Gahanna, Ohio which gave an extra 4,000 votes to President Bush. The error was explained away by Franklin County administrators as a "glitch" in the electronic voting system.

Update: Palm Beach County has updated their numbers and added 91,802 absentee ballots and 1,041 provisional ballots. The vote totals for president increased by 1,543. To view an archived copy of the previous report, click here http://www.washingtondispatch.com/spectrum/pbcturnout.htm .

While Palm Beach County appears to have accounted for the discrepancy, this underscores the flaws in the system and data compilation.

How A Private Company Counted Our Votes

(When the polls closed in Chicago, American Free Press was at the Cook County clerk's office to see how the secretive private company that operates the voting machines in America's third largest city actually controls the counting of the votes.) The morning after Election Day, the Democratic vice presidential candidate John Edwards promised the nation that the Democrats would "make sure that every vote counts, and that every vote is counted."

Later in the day, as the Democratic presidential candidate, Sen. John Kerry, conceded defeat to George W. Bush, his 9th cousin and fellow "Bonesman from Yale's elite secret society, The Order of the Skull & Bones, he said: "In America, it is vital that every vote count. Kerry and Edwards, however, conceded defeat before some 170,000 to 250,000 provisional ballots from the state of Ohio, which could have changed the outcome of the election, had been counted. As the public has been led to believe, the final tally came down to a near 50-50 split and it was the "swing state of Ohio that made the difference.

But how were the votes actually counted across the nation on November 2?

More than 4,500 North Carolina votes lost because of mistake in voting machine capacity

More than 4,500 votes have been lost in one North Carolina county because officials believed a computer that stored ballots electronically could hold more data than it did. Scattered other problems may change results in races around the state. Officials said UniLect Corp., the maker of the county's electronic voting system, told them that each storage unit could handle 10,500 votes, but the limit was actually 3,005 votes. Expecting the greater capacity, the county used only one unit during the early voting period. "If we had known, we would have had the units to handle the votes," said Sue Verdon, secretary of the county election board. Officials said 3,005 early votes were stored, but 4,530 were lost. Jack Gerbel, president and owner of Dublin, Calif.-based UniLect, said Thursday that the county's elections board was given incorrect information. There is no way to retrieve the missing data, he said.
"That is the situation and it's definitely terrible," he said.

Report Details Guantanamo Abuses

A female interrogator ran her fingers through a prisoner's hair and sat in his lap, a barber gave reverse mohawks and a detainee was forced to kneel so many times he was bruised, the U.S. government says in the most detailed accounting of eight abuse cases at its Guantanamo Bay prison for terror suspects. Those responsible for the abuse have been demoted, reprimanded or sent for more training, according to an 800-word U.S. military response to a written query from The Associated Press. Allegations of mistreatment at Guantanamo, where 550 terror suspects have been held for nearly three years, surfaced after the abuse scandal broke last year at the U.S.-run Abu Ghraib prison in Iraq, where pictures showed beatings and sexual humiliation of Iraqi prisoners.

The details of abuse at Guantanamo come as lawyers for several prisoners challenge evidence presented by the government, saying some could have been obtained by force. Only four prisoners have been formally charged at Guantanamo, where most are held without charge or access to lawyers. The military has reported 34 suicide attempts among detainees, though none has been reported since January.

Guantanamo's new commander says lessons have been learned from past abuses cases and troops are treating detainees humanely with a rigorous system of checks and balances.

CIA accused of Abu Ghraib beatings

The CIA interrogated and beat Iraqi prisoners in a room where a handcuffed and hooded prisoner was kicked, slapped and punched shortly before he died last year at the Abu Ghraib prison, a US Navy Seal has testified.

Blood was visible on the hood worn by the prisoner, Manadal al-Jamadi, as he was led into the interrogation room at Baghdad International Airport in November 2003, the navy commando said at a military pre-trial hearing on Monday for another Seal accused of abusing Iraqi prisoners. Testifying under a grant of immunity, the witness, identified only by his rank as a hospital corpsman, said he kicked al-Jamadi several times, slapped him in the back of the head and punched him. Five or six other CIA personnel in the "romper room" laid their hands on the prisoner, he said, but did not provide details.

Sometime later, al-Jamadi was found dead in a shower room at Abu Ghraib less than an hour after two CIA personnel brought him into Abu Ghraib as a "ghost detainee", according to army Major-General George Fay's report on the notorious prison.

The technology to implant microchips and track people's movements

The technology to implant microchips and track people's movements and even their bank accounts with these chips is now being publicly acknowledged. The below two articles from the CNN and CBS websites cause one to pause and think. I am a big supporter of truth and transparency on both global and personal levels, but microchips under the skin is an invasive procedure for which I have no interest. Some fear this technology may eventually lead to mass microchipping of the human population for reasons of "national security." This would clearly be a gross invasion of privacy. Notice how both articles below seem to be subtly trying to convince the public that this is a beneficial technology, already accepted by people outside of the US.

I have heard from several insiders that the cutting edge technology being developed in secret, unacknowledged "black projects" by our military and intelligence services is 10 years or more in advance of anything being sold to the public. Several years ago, I attended a lecture given by former Vice President Al Gore's science advisor in Washington, DC. He said that the gadgets and weapons being developed in top secret programs that he had been privileged to see were seriously disturbing to him. And this is someone who knows a lot about cutting-edge technology. Please help spread the news so that people are aware of what is going on in the world. Together, we can make a big difference.

With best wishes,
Fred

Technology gets under clubbers' skin

By Chetna Purohit
Wednesday, June 9, 2004 Posted: 1324 GMT (2124 HKT)

(CNN) -- Queuing to get into one nightclub in Spain could soon be a thing of the past for regular customers thanks to a tiny computer chip implanted under their skin.

The technology, known as a VeriChip, also means nightclubbers can leave their cash and cards at home and buy drinks using a scanner. The bill can then be paid later.

The system is also designed to curb identity theft and prevent fraudulent access to credit card accounts that is increasingly common in crowded restaurants and clubs.

Clubbers who want to join the scheme at Baja Beach Club in Barcelona pay 125 euros (about US $150) for the VeriChip -- about the size of a grain of rice -- to be implanted in their body.

Then when they pass through a scanner the chip is activated and it emits a signal containing the individual's number, which is then transmitted to a secure data storage site.

The club's director, Conrad Chase, said he began using the VeriChip, made by Applied Digital Solutions, in March 2004 because he needed something similar to a VIP card and wanted to provide his customers with better service.

"I believe we should use new technology to provide our customers with the best service and entertainment," Chase told CNN.

He said 10 of the club's regular customers, including himself, have been implanted with the chip, and predicted more would follow.

"I know many people who want to be implanted," said Chase. "Almost everybody now has a piercing, tattoos or silicone. Why not get the chip and be original?"

In the wake of the Madrid train bombings that killed 190 people in March, Chase said VeriChip could also boost security by speeding up checks at airports, for example.

He denied the scheme had any drawbacks. The VeriChip is an in-house debit card and contains no personal information. It is made of glass so poses no health risk, Chase said.

But Dr. Arun Patel, a general physician in Los Angeles, warned that placing an electronic device inside the body could be problematic.

"From a medical standpoint, obviously you worry about radiation with any electronic device," Patel said.

A Real Chip On Your Shoulder

MEXICO CITY, July 17, 2003

(AP) Borrowing from an idea that allows pet owners to track their dogs and cats, a U.S. company launched Thursday in Mexico the sale of microchips that can be implanted under a person's skin and used to confirm everything from health history to identity.

The microchips, which went on sale last year in the United States, could tap into a growing industry surrounding Mexico's crime concerns. Kidnappings, robberies and fraud are common here, and Mexicans are constantly looking for ways to stay ahead of criminals.

The microchip, the size of a grain of rice, is implanted in the arm or hip and can contain information on everything from a person's blood type to their name. Hospital officials and security guards can use a scanning device to read the chip's information.

In a two-hour presentation, Palm Beach, Florida-based Applied Digital Solutions Inc. introduced reporters to the VeriChip and used a syringe-like device and local anesthetic to implant a sample in the right arm of employee Carlos Altamirano.

“It doesn't hurt at all,” he said. “The whole process is just painless.”

Another chip user, Luis Valdez, who is diabetic, said the chip is “as innovative to me as the cell phone.”

Antonio Aceves, the director of the Mexican company charged with distributing the chip here, said that in the first year of sales, the company hoped to implant chips in 10,000 people and ensure that at least 70 percent of all hospitals had the technology to read the devices.

One chip costs $150 and has a $50 annual fee. The scanning device and related software is $1200. Users can update and manage their chips' information by calling a 24-hour customer service line.

Similar technology has been used on dogs and cats as a way to identify the pets if they are lost or stolen.

The VeriChip can track subjects who are within 5 miles, but officials want to develop a new chip that can use satellite technology to track people who are farther away and may have been kidnapped.

While the idea of using the chip to track people has raised privacy concerns in the United States, the idea has been popular with Mexicans, who have been contacting Aceves and asking when the new global positioning chip will be available. The company hopes to have the new anti-kidnapping chip developed by 2003.

Arizona: Police expand use of Taser

Arizona Republic

11/07/04

Tasers have replaced batons, chemical spray and physical restraint as the weapons of choice for Phoenix police. The electric stun guns are touted by law enforcement authorities as a safe, non-lethal alternative to using a gun in a violent confrontation. But an Arizona Republic analysis of police reports of Taser-related incidents from 2003 found that Phoenix police were far more likely to use the stun guns to make someone obey orders at a traffic stop than to bring down an armed robber. ... With medical examiners finding that Tasers may have played a role in the deaths of eight people around the country, ethical, legal and procedural concerns are being raised about the guns' use in situations involving drunken drivers, shoplifters, family fights and the mentally ill. At the heart of many of these concerns is the potential liability for a police department or city in an expensive wrongful-death suit...

How Voting-Machines did function

http://www.informatik.uni-oldenburg.de/~kuerbis/Voting_Machine.wmv

Voting Machine Glitch Gives Presidency to Al Sharpton

Boca Raton, FL In the worst case scenario of worst case scenarios, voting machines across the country have returned preliminary results declaring that the next President of the United States will be Rev. Al Sharpton.

Sharpton, who briefly ran for the Democratic Party Nomination earlier in 2004 was shocked by the news, but reportedly ³thrilled² at the prospect of running a country. ³They told me that you couldn¹t run on a platform of ŒChicken and Biscuits for Everybody¹, boy I showed them,² said the Reverend via cell phone. ³It just goes to show, everybody likes a big piece of chicken.²

The news that the results were only temporary did nothing to deter Sharpton¹s enthusiasm. Already, both incumbent George W. Bush, and Democratic Nominee John Kerry were filing papers with the Supreme Court that challenged the legitimacy of the results. Court papers obtained for this report cited numerous reasons for the preliminary outcome to be thrown out, among them that (1) ³the Reverend Sharpton is not actually even on the ballot², (2) ³evidence of voter fraud was found at the many polling booths, namely that several machines were installed upside down², and (3) ³the millions disenfranchised white people's faith in partisan politics will be lost for ever².

The situation is made more chaotic by the recent health problems of Chief Justice William Rehnquist. If and when these challenges go to trial, all nine Supreme Court Justices must preside. A panel of eight Justices could very well end up divided, so an odd number is required. Matters were complicated by the announcement of Justice Clarence Thomas who is already on the record saying that ³there ain¹t no way ya¹ll are making me sit this one out.²

While the legal wranglers sort out the details, Al Sharpton, or ³Reverend 44² as he is asking to be called now, continued to comment on the situation via cell phone. ³Didn¹t ya¹ll learn from ŒThe Terminator¹? These electronic voting booths is too complicated. Now, if they looked more like slot machines, and instead of George Bush you got to pick out the double cherry or something, now that would be easier.² Sharpton predicted, ³Technology is going to be the death of white people. Ha Ha!²

While the nation sat in stunned silence, representatives from the Sharpton camp began to plan for the future. The Reverend was late to a hastily thrown together victory press conference because ³he was getting his hair did², but he did send on a message of hope through his press secretary and second cousin Willy. ³Keep hope alive America², the statement read. ³The chicken is in the mail!²

Major Media Report Major Problems

Below are links to a powerful documentary and several revealing articles reported by major news media exposing serious problems with electronic voting machines. This is followed by excerpts from an excellent article which explains core problems within the elections system.

Washington Post - "In one North Carolina county, more than 4,500 votes were lost because officials misjudged the amount of data that could be stored electronically by a computer." http://www.washingtonpost.com/wp-dyn/articles/A29190-2004Nov5.html

New York Times - An article titled "Computer Voting Is Open to Easy Fraud," presents the troubling results of a detailed study by Johns Hopkins University. "We found some stunning, stunning flaws." "The systems....could be tricked by anyone with $100 worth of computer equipment." "Ballots could be altered by anyone with access to a machine, so that a voter might think he is casting a ballot for one candidate while the vote is recorded for an opponent."
http://www.nytimes.com/2003/07/24/technology/24VOTE.html

Associated Press/ABC - "Voters nationwide reported some 1,100 problems with electronic voting machines on Tuesday, including trouble choosing their intended candidates."
http://abcnews.go.com/Politics/wireStory?id=220927

Miami Herald - An article titled "Defective Software Lost Votes" states, "Attorneys scrutinizing the close vote on Amendment Four noticed that vote totals changed in an unexpected way after 13,000 final ballots were counted. Election officials quickly determined the problem was caused by the Unity Software." "The glitch was discovered two years ago, and should have been corrected by software manufacturer ES&S."
http://www.miami.com/mld/miamiherald/10099198.htm

CNN - "An error with an electronic voting system gave President Bush 3,893 extra votes in suburban Columbus."
http://www.cnn.com/2004/ALLPOLITICS/11/05/voting.problems.ap/index.html

USA Today - "Nearly one in three voters, including about half of those in Florida, were expected to cast ballots using ATM-style voting machines that computer scientists have criticized for their potential for software glitches, hacking and malfunctioning." "Most of the machines, including all of Florida's, lack paper records that could be used to verify the electronic results in a recount". "Over 20 percent of the machines tested by observers around the country failed to record votes properly."
http://www.usatoday.com/tech/news/techpolicy/2004-11-03-evote-trouble_x.htm

These are only a few of the many problems that we know about. How many more votes were changed or disappeared that we don't know about? We will never know. For more powerful information on this, the excellent documentary Votergate takes us on a fact-finding mission across the US revealing stunning evidence of defects and outright fraud in electronic voting. Engaging interviews with whistleblowers and courageous Americans, including members of Congress and top elections officials, reveal critical information which the mass media has given very little coverage. Don't miss this powerful 30-minute documentary available free at http://www.votergate.tv

The Problem goes deeper. Below are excerpts from a riveting article which goes to the very core of the problem. The author's father and uncle uncovered serious elections fraud years ago and suffered severely for trying to reveal the truth. In 1992, they published the book Votescam which exposed major elections fraud, only to have it effectively banned. They both died young in the 1990s. Please pass on this powerful information which is so vital to the future of democracy. Invite all of your friends and colleagues to forward this message, and to join together in calling for election reform.

A Brief History of Computerized Election Fraud in America (Excerpts)
by Victoria Collier

Squadrons of shiny new touch screen Trojan horses are being rolled into precincts across America. Not, as we are told, to make voting easier or more accurate. The real reason America is being flooded with billions of dollars worth of paperless computerized voting machines is so that no one will be able to prove vote fraud. These machines are not just unverifiable, they are secretly programmed. Their software is not open to scrutiny by election officials or computer experts. They are also equipped with modems accessible by computer, telephone, and satellite.

We the People are responsible for taking back the control of our democratic process. No one else will do it for us. We cannot afford to be naive, or uneducated at this time in history. In order to fully understand the extent of the corruption we are dealing with, and to avoid making dangerous mistakes based on ignorance, we must understand the history, and the power structure, behind vote fraud in America.

I grew up with two men who spent twenty-five years investigating vote fraud in America: James and Kenneth Collier, my father and uncle. Their book, Votescam: The Stealing of America was published in 1992 and immediately banned by the major book chains, which listed the book as "out of print" and actively worked to prevent its sale. Votescam chronicles the Collier brother's groundbreaking investigation into America's multi-billion dollar election rigging industry, and the corporate government and media officials who control it. [First five chapters available free online]

The Votescam investigation began in 1970, in -- surprise! -- Dade County, Florida, where Ken ran for Congress (with Jim as his campaign manager). Ken was rigged out of the election through a vote scam, which the Colliers later discovered was used throughout the country for decades. It went like this: The local newscaster would announce during the broadcast of election returns that the election "computer has broken down." Instead of giving official returns from the county courthouse, the networks would be running vote "projections" for the rest of the night.

Jim and Ken, who had garnered 30 percent of the vote, noticed that when the vote totals came back on the screen after the announcement, they had mysteriously lost 15 percentage points. They didn't get another vote for the rest of the night. When they examined the "official" election results from for the September primary, October run-off and November final election in Dade County, the record listed a total of 141,000 votes cast for the governors race in each election. The exact same number of total votes were cast for three elections with a different number of candidates running each time. The same identical figures were listed for the Senate race in the primary, run-off and final election. This, of course, is a statistical impossibility.

When they compared the "official" vote results with a print-out of the vote "projections" broadcast by the TV networks on the final election night, they found that channel 4 had "projected" with near perfect accuracy the results of 40 races with 250 candidates only 4 minutes after the polls closed. Channel 7 came even closer; at 9:31 pm, they "projected" the final vote total for a race at 96,499 votes. When the Colliers checked the "official" number . . . it was also 96,499.

The networks then made the astonishing claim that the results from a single voting machine somewhere in Dade County were run through a computer program in order to get these vote projections. Elton Davis was the computer programmer responsible for the magic formula that could convert one machine's vote results into near perfect projected vote totals for 40 races and 250 candidates. When Jim and Ken confronted Davis in his office at the University of Miami, he responded: "You'll never prove it, now get out."

Finally the networks claimed that members of the League of Women Voters were out in the field on election night, calling in vote totals to channels 4 and 7. When the Colliers confronted the head of the League, Joyce Deiffenderfer, she admitted that there were no LWV members out in the field that night. She broke down crying, saying "I don't want to get caught up in this thing.

When the TV networks claimed that the courthouse computer had broken down, and they would no longer be reporting actual vote totals, they were lying. They had never been reporting actual vote totals. The final shoe dropped months later when an official press release appeared from Dade data processing chief, Leonard White, which stated emphatically: The county computer at the courthouse was never down, and it was never slow.

This was the beginning. The Collier brothers had slammed their boat into the tip of a giant iceberg. As they continued to investigate, they were horrified to discover vote fraud collusion among key individuals in every branch and on every level of the American political system. Those who were not benefiting from the fraud were too afraid to fight it. Their search for justice led to dead-ends. Their lives were threatened. They were vilified as conspiracy theorists by the mainstream press . . . and yet they persevered.

The next quarter century was spent compiling a wealth of FBI documented evidence proving that elections in the United States have come under the tight control of a handful of powerful and corrupt people. Jim and Ken both died young during the 90's, as heroes to many thousands who heard them speak on the radio and at political meetings across the country. They helped to guide individuals and groups working for clean elections in their communities. The Collier's last hope was that Votescam would be used as evidence in a serious Congressional investigation into election fraud.

Many people still in power have yet to be held accountable for their role in aiding and abetting vote fraud. I'll give you two important examples. Famous Miami lawyer Ellis Rubin brought the original Votescam evidence to the Florida assistant State Attorney at the time, Janet Reno. The evidence included the shaved wheels of lever voting machines, forged canvass sheets, and pre-printed vote tally sheets. Reno refused to prosecute, claiming falsely that the statue of limitations had run out on the crime. Years later, Rubin would tell my father that behind closed doors Reno had stated that she could not prosecute. Why? Because she would bring down many of the most powerful people in the state.

Another notable Votescam criminal can now be found sitting on the bench of the highest court in the nation. Supreme Court Justice Antonin Scalia, while still a Federal Appeals Judge, single handedly destroyed what would have been an historic lawsuit filed against Justice Department lawyer Craig Donsanto, who had refused to prosecute the extensive vote fraud evidence brought to him by the Colliers. The evidence included videotape of the League of Women voters tampering with ballots in a close door vote "counting" session. The women were illegally punching holes in already cast ballots.

I'd like to offer a brief list of important lessons learned from twenty-five years of fighting vote fraud in the trenches.

1. Secret vote counting is illegal. Counting faster is not a justification for counting secretly.

2. Lever machines were the first to appear, and they were riggable in a number of ways. One could rig the lever machine itself, or the electronic scanning machines that counted the ballots. (See the Votescam video for footage of ballot rigging).

3. Computerized voting machines are the easiest to rig. Their software is not open to public scrutiny, or the scrutiny of Election Supervisors. There are nearly infinite ways to program the machines to count votes fraudulently. Since they are accessible by modem, they can be controlled from a remote, centralized location.

4. Voting machine companies operate with no federal oversight, certification process, standards or restrictions. Just two companies -- Election Systems and Software (ES&S) and Diebold Voting Systems -- now control about 80% of the vote count in the U.S.

5. Both the Democratic and Republican parties have been complicit in vote rigging for decades, to their mutual benefit. Vote rigging is NOT a partisan issue.

6. The corporate major media networks play a vital role in perpetrating and covering up vote fraud.

7. Election Day media polls are untrustworthy at best.

The gravest error of judgment these days comes from those vote reformers who honestly believe that the answer to the butterfly ballot and hanging chad problems in the 2000 election is to embrace the ballot-less computerized voting machine. With the ballot-less computer, there is no way to recount, no way to prove any discrepancy, inaccuracy or fraud. Just the fact that companies like ES&S and Diebold would even make a ballot-less machine should be cause for a Congressional investigation. (There are also many other reasons to investigate them. For a detailed examination of these sinister corporations, check out http://www.blackboxvoting.com )

A most grave error of judgment also comes from those who think that returning to a hand-counted paper ballot system is somehow impossible. An MIT/Cal Tech study done in 2001 shows that manually counted paper ballots are the most accurate system out of the 5 systems used in the last 4 presidential elections. They are totally verifiable, and first-world nations across the globe still use them, including Canada which counted their last presidential election in four hours.

The bottom line is that a computerized vote count is a secret vote count, and that's illegal. Technology cannot supercede the constitutional and mandatory provisions of election law, which require open and verifiable elections. There is no way to do a public vote count with computers. The count must be done by hand, in public, video-taped, aired live on television, and the results posted on the precinct wall -- just like they used to be. Ballots should be counted on the same day as the voting takes place, making it much more difficult to alter ballots. Hand counted paper ballots and eternal vigilance are the only hope left for us.

A long time writer and political activist, Victoria Collier continues to educate the public on the subject of vote fraud in place of her father and uncle. She is the editor of http://www.votescam.com Victoria is available for interviews and can be reached at 1-866-280-9090 and at editor@votescam.com
