Meine Meinung: die Taktik von BfS ist zu benennen. BfS und andere staatliche Stellen und die von diesen abhängigen Institute, die dem Schutz der Bevölkerung dienen sollten und allesamt durch Steuergelder finanziert werden, wie SSK-Strahlenschutzkommision, Umweltministerium- Chef Trittin (Grüne), Verbraucherschutzministerium-Chefin Künast (Grüne), Innenministerium-Verantwortlicher Schilly (ehemaliger Grüne, SPD) und Bundesgerichtshof verneinen mit gekünstelten Argumenten Ergebnisse der Studien, deren Aussagen zum Verbot von EMF-Sendeanlagen führen würden. Sie verbreiten unbewiesene Behauptungen wie TNO-Studie (ist ja nicht wissenschaftlich), Hecht-Studie (ist ja nicht wissenschaftlich), Naila-Studie (ist nicht abgesichert), Reflex-Studie (ist nicht publiziert), ungarische Studie (die Methode der Studie ist zu kurz beschrieben, unbekannt..), Berichte über Todesfälle und Krebsfälle aus Polen, Spanien, Italien, Deutschland, England, USA usw. sind nicht belegt...

Die CO2-Werte sind in den Jahren 2002 und 2003 stark angestiegen. Das berichten Forscher in den britischen Zeitungen The Independent und The Guardian. Demnach sind bei jüngsten Messungen am Mauna Loa Vulkan in Hawaii die CO2-Werte stärker angestiegen, als in den vorhergehenden Jahrzehnten. In den vergangenen Dekaden seien die Kohlendioxid-Gehalte auf etwa 1,5 ppm (Teilchen pro Millionen) gestiegen. In den Jahren 2002 und 2003 seien diese Werte aber auf über zwei ppm geklettert. Experten warnen nun davor, dass die Erde diese großen Mengen des Treibhausgases nicht mehr absorbieren könne, berichtet BBC-online.

Well, it looks worse than we thought. Global climate change may be
coming even quicker then previously believed. Atmospheric levels of carbon dioxide, the main greenhouse gas, have reportedly made a sudden jump over a two-year period. The rise cannot be explained by any corresponding increase in CO2 emissions from power stations or motor vehicles because there has been none. Some scientists believe the abrupt rise may be evidence of the climate change "feedback" mechanism, by which global warming alters the earth's natural systems, causing warming to increase even faster than before.

Feedback is what happens when a part of the output of a process or a system returns to affect the input. Positive feedback, which is what it looks like is happening, which occurs when the output goes back to add force to the input, can magnify the whole process until it takes on a "runaway" character. The fear of climate scientists is that just such a positive feedback might occur with global warming, in which the warming itself precipitates changes in the earth's natural systems, which themselves cause additional warming, which then causes further changes, and so on, in an unstoppable acceleration. This fear is well founded, because records of ancient climates deduced from cores driven deep into the polar ice show that this has happened in the past: previous episodes of warming at the end of ice ages have indeed developed a runaway character, with enormous temperature rises of as much as 10 degrees centigrade in 50 years.

The rise in the amount of carbon dioxide in the atmosphere in the last two years is unprecedented. Between 2001 and 2002 the number of parts per million of carbon dioxide rose from 371.02 to 373.10 - an increase of 2.08 over the year. Then it rose again in 2003 to 375.64 - an increase of 2.54. Rises in carbon dioxide levels have been attributed to a rise in Pacific ocean temperatures and in the past have been associated with an El-Nino. However, there was no El-Nino in these years of dramatic rise now being reported.

There are a number of possible global warming feedbacks, but the major fear associated with the current jump in CO2 is that the ability of the earth's forests and oceans to remove massive amounts of it from the atmosphere may be compromised.

Meanwhile, researchers at the University of Colorado at Boulder have found that the extent of Arctic sea ice, the floating mass of ice that covers the Arctic Ocean, is continuing its rapid decline. The latest satellite information indicates the September 2004 sea ice extent was 13.4 percent below average, a reduction in area nearly twice the size of Texas, said Mark Serreze of CU-Boulder's National Snow and Ice Data Center, or NSIDC. In 2002, the decline in arctic sea ice during September -- which traditionally marks the end of the summer melt season -- was about 15 percent, a record low, said CU- Boulder researcher Walt Meier of NSIDC. Serreze said, "This is the third year in a row with extreme ice losses, pointing to an acceleration of the downward trend." He adds, "Climate models are in general agreement that one of the strongest signals of greenhouse warming will be a loss of Arctic sea ice."

In another study at CU-Boulder, , Shari Fox Gearheard looked at the effects of climate change on Inuit communities in the Arctic region. "The timing of the climate and environmental changes observed by Inuit in Nunavut vary depending on the phenomenon, but in many cases elders and other experienced Inuit point to the last decade as a period of considerable change," Gearheard said. Nunavut is a Canadian Territory that is roughly the size of Western Europe. Gearheard said one of the most frequent observations in indigenous communities all across the circumpolar north is that the weather is more unpredictable than usual. "In the past, Inuit were able to predict the weather using traditional indicators such as clouds, winds and currents," she said. "These indicators are no longer working." Inuit elders point out that the sea ice in some places is thinner, causing dangerous travel conditions, she said. The ice forms later and breaks up earlier in the year, and the spring melt season is much shorter than before. In addition, unexpected storms have left hunting parties stranded, and harder packed snow due to recent wind changes makes it more difficult to build igloos for shelter.

And down under the effects of climate change are also well underway. "South-west Western Australia underwent a sudden climate change 25 years ago of the scale that we have only been expecting in the rest of Australia about 2040," Brian Sadler, of the Indian Ocean Climate Initiative told an international workshop on adaptation to climate change in Wellington. Annual rainfall dropped by 20 per cent and the streamflows available to Perth dropped by 40 per cent. We at first thought we were in a long dry period," Sadler said. "Only in 1996 did an international conference held in Perth identify the shift – the cause of which was still not known for certain." Sadler comments, "Climate change is coming, ready or not."

President George W. Bush has claimed that that God speaks to him. More worldly voices, it now appears, may also be speaking to him at key moments. Viewers and journalists watching Bush in his first debate with Democratic presidential candidate John Kerry have commented on his odd behavior in Miami. To some he seemed peevish and antsy -- almost wired. Now there is evidence that he may have been -- in an electronic way -- by having cues and lines fed to him through a hidden high-tech earpiece. Several things about the first debate have led to this speculation. Many people who watched the debate remarked on Bush's sometimes-bizarre comments and behavior during the evening.

At one point he angrily blurted 'Now, let me finish!' midway through a long, timed answer and well before he would have received a warning light to wrap up his comments. Compounding the strangeness was that he didn't seem to be addressing his remark to either moderator Jim Lehrer or Kerry and no one had spoken or even hinted at interrupting him...

1. Wir machen die Untersuchungen nicht nur zu Studienzwecken oder zur Beweisführung. Es geht vor allem um die Gesundheit jedes einzelnen. Wenn wirklich Probleme auftreten, hat man eine Chance, diese frühzeitig zu erkennen und entsprechend darauf zu reagieren.

2. Das BGH Urteil veranlasst uns, jede Möglichkeit der Beweisführung zu nutzen. Wer im Falle einer konkreten Gesundheitsschädigung keine Beweise vorlegt, hat von vornherein keine Chance Recht zu bekommen.

Rechtsanwalt Sommer in der Anhörung des Bayerischen Landtags vom 02.04.04: "Zum anderen hat der BGH klargestellt, dass der Einhaltung der Grenzwerte nur eine Indizwirkung für das Vorliegen oder Nichtvorliegen einer wesentlichen Beeinträchtigung (hierdurch hochfrequente elektromagnetische Felder) zukommt. Der Tatrichter kann, so der BGH ausdrücklich, von diesem Regelfall abweichen, wenn dies besondere Umstände des Einzelfalls gebieten. Das bedeutet, dass Fälle denkbar sind, in denen trotz Einhaltung der Grenzwerte von einer wesentlichen Beeinträchtigung auszugehen ist, etwa weil der Kläger gesundheitliche Beeinträchtigungen durch den Sendebetrieb nachweisen kann."

What is the true center of conservative power in the United States? Is it the hate mongering, personal attacks and smears toward opponents? Is it the large campaign contributions of wealthy individuals and powerful corporations to secure beneficial legislation and tax cuts? Is it the near total control of the media? Is it the ramming of conservative judges through the legislature and control of most of the courts? Or is it hawkish foreign policy and bribes to foreign governments? While these actions support the main goal, it is actually none of these. The true center of conservative power, the mantra they live by, and basis of their rhetoric, is their economic policy.

Put simply, economics is the study of what gets made, how to make it, and who gets it. Economics takes as an axiom that there are limited resources, and for each thing that gets made, there is a corresponding cost of what did not get made. Economic policy then becomes what the government decides to make, how to make it, and who gets it, or more succinctly, the government decides what to allow, and not allow with regard to these decisions. Using the theories created by an economics student in the United Kingdom as a basis, who by the way won a Nobel Prize for his work, the conservative economic strategy is all about control and greed. Under the cover of globalization, this economic policy exalts free trade, cheap labor, tax cuts, reduction of government spending on education and welfare, privatization of national assets, removal of environmental protections, and a secret international commission with more power than the United Nations to protect corporate interests. So, the conservative economic policy is to allow corporations and the wealthy to demand more work for less pay, allow corporations to pollute to reduce costs, cut spending on education and benefits, give taxpayer funded subsidies and low cost loans to corporations, limit ability to challenge the corporations, blame the poor for their own poverty while at the same time cutting their pay and benefits, remove controls and regulations on corporations, and pay themselves for their hard work at the same time. All paid for by the American taxpayer, as well as the sweatshops, prison laborers and child laborers of third world nations. Do not underestimate the power of these strategies, which in combination virtually enslave the middle and lower class in an economic straightjacket, while at the same time funnel most of the nations wealth into the hands of a very few, most of whom are devout conservatives. It is a new and more sophisticated form of feudalism, with the elite rich calling the shots, and a vastly increased poor class that toils to support it.

The only way to break this economic monster, is to create and implement a new economic theory that limits the ability of corporations to stifle competition, promotes educational and civic spending, protects countries from the manipulations of more powerful corporations, and embraces fair market practices, worker protections, just compensation, and environmental sustainability. These concepts are anathema to corporate interests, which exist to squeeze every ounce of wealth from the world for their own benefit, regardless of the costs in lives, the environment, and morals.

How can we do it? First, we need a new theory that debunks the myth of the current globalization fiasco, and the bankrupt economic theories behind it. Then we need to get the word out to the rest of the world that we have a new answer, a better solution, and one that will aid the growth of the people of the world, as opposed to suppressing them with chains made of dollars. Then we need to come together and make sure our government implements these new theories, through the power of our vote. Let your representatives know, that if they don’t support the new and more just economics, they will not reside in power for long. We can make a difference if we come together peacefully, and not be swayed by violence, hate, or pressure from above. Gandhi removed the British from India, Martin Luther King Jr. brought about civil rights, now it is time for the end of economic slavery. We are the true power of the United States, We The People, and don’t let anyone convince you otherwise! Free marketers and globalization supporters have had their chance, and have shown the utter failure of their policies to help anyone but themselves. Now is the time for the people of the world to put a stop to the madness of rampant greed, which as we can see leads to unjust wars and millions of starving and homeless people. Let your government know that you will not stand for it any longer.

Diese Wellen können sogar bis in die Nachbarwohnung strahlen und lassen sich nur abstellen, wenn man das Telefon aussteckt. W er auf das schnurlose Telefon nicht verzichten möchte, sollte ein analog arbeitendes schnurloses Telefon auswählen, das nur während des Telefonierens Strahlen aussendet.

Prof. Fritz Haas als Chefarzt einer Klinik für Amputationsmedizin in Osterhofen betonte, dass betroffene Amputations- Patienten über eine erhebliche Schmerz- Zunahme in den letzten Jahren geklagt hätten. Er führte dies auf eine Erhöhung der gesamten elektrischen Belastung der Menschen durch elektrische- magnetische- sowie elektromagnetische Felder zurück.

Die abgetrennten Nervenenden empfangen diese elektrischen Impulse und leiten sie als Schmerzreize ins Rückenmark und Gehirn weiter. Es sind dies Irritationen der geschädigten Nerven, dadurch entsteht ja auch der Phantomschmerz an den abgetrennten Gliedmaßen !

In meinem Bekanntenkreis hatte ich einen Menschen mit einer schweren nicht zu operierenden Kriegsverletzung durch einen wandernden Granatsplitter. Er lehnte eine dauerhafte Schmerzmittelbehandlung ab, und behandelte sich lebenslang erfolgreich mit einem Schallwellengerät ohne unter Schmerzmittel oder gar unter Spritzen leiden zu müssen. UMTS – die Fakten

Über UMTS wird von Behörden und Mobilfunkbetreibern zur Zeit viel Unwahres und Unmögliches verbreitet, um die aufgebrachte Bevölkerung zu beschwichtigen. Gigaherz.ch fasst deshalb nochmals die wichtigsten Fakten zusammen.

Sogar eine Deutsche Bezeichnung passt zu diesem „Wunderding“. Universales Mobiles Telekommunikations-System.

Dann dürfte es mit dem Wunder allerdings schon vorbei sein. Denn dafür, dass man sich damit (nebst unnötigem Gequatsche) unterwegs in Tram, Bus und Zug auf dem Minibildschirm des Handys ganze Filme anschauen kann, oder sich der gestresste Staubsaugervertreter überall in den Firmencomputer einwählen kann, wird es vielen Mitmenschen von der Strahlung, ausgehend von den UMTS Antennen auf den Hausdächern, „kotzübel“. Entschuldigung für diesen unwissenschaftlichen Ausdruck.

Dies fand nicht nur die kürzlich veröffentlichte Studie des holländischen TNO-Institutes heraus, sondern es ist auch bei den in Erprobung stehenden Anlagen beobachtet worden. Daneben beklagten sich viele ahnungslose Anwohner über starke Tinnitus-ähnliche Geräusche im Ohr und über Kopfschmerzen.

Bei der TNO-Studie wurde eine Strahlung von 1V/m (Volt pro Meter) 30cm vor der Sende-Antenne erzeugt, was dann am Kopf der Versuchsperson infolge des verwendeten außerordentlich schwachen Senders und der Distanz von 1.5m noch gerade 0.2V/m ausmachte. Übel wird es dem Messtechniker nur schon beim Gedanken daran, dass es 30cm vor einer realen UMTS-Antenne auf dem Nachbardach mindestens 720V/m zu messen gibt; und für die Wohn- und Schlafräume in den Nachbarhäusern in den amtlichen Standortdatenblättern Feldstärken der UMTS-Anteile von 2 bis 3V/m ausgewiesen werden.

Das ist rund 15mal mehr, (in V/m gemessen) als jene der Belastung der Probanden während der TNO-Studie. Man beachte, dass es sich bei obigen Angaben um UMTS-Anteile handelt. Denn die Tausenden von neu erstellten Antennen sind sogenannte DUAL-Band Antennen, welche beide „Sprachen“ beherrschen. Kommt eine Anfrage im bisherigen GSM-Modus, gibt die Antenne in dieser Sprache Antwort und kommt eine Anfrage im UMTS-Modus, antwortet die Antenne eben in dieser Sprache. Die Mobilfunkbetreiber erstellen also nicht Tausende von neuen Antennen, um diese dann brach liegen zu lassen, denn der Preisunterschied ist für den Konsumenten momentan noch 2000:1. Kein halbwegs vernünftig Kalkulierender wird sich für 1800 Franken ein UMTS-Handy posten, wenn ihm ein bisheriges GSM für nur einen Franken nachgeworfen wird.

Welches System ist nun gesundheitsschädlicher? Das bisherige GSM oder das neue UMTS?

Auch hier gehen die Meinungen weit auseinander. Das neue UMTS sei im Gegensatz zu GSM ungepulst, behaupten die Mobilfunkbetreiber. Wer‘s glaubt ist selber schuld! Denn ohne Pulsierung ist eine digitale UMTS-Übertragung gar nicht möglich. Was da bei UMTS durch die Luft daher kommt, ist eine absolut chaotische Pulsfolge aus Datentelegrammen, Datenwörtern und Einzelbits. Alles „schön“ auf einen Träger von 2100MHz aufmoduliert und durch die Luft gejagt. Kein Wunder, dass es einem da schlecht wird. Denn unser Nervensystem ist eine geradezu perfekte Empfangsantenne, sowohl für GSM wie auch für UMTS. Eine einigermaßen regelmäßige Pulsfolge, wie beim GSM, vermag unser Gehirn mit viel Stress, eventuell als Falschinformation noch ausblenden. Mit der chaotischen UMTS-Pulsfolge wird es, wie die TNO-Versuche zeigen, nicht fertig.

Schwächere Sendeleistung - eine Farce Auch die vom Bundesamt für Kommunikation angekündigte weitaus schwächere Sendeleistung gegenüber dem bisherigen GSM-System entpuppte sich bisher bei allen Baueingaben auf den Gemeinden stets als massive Verstärkung, welche bis zu Faktor 3, in Einzelfällen bis Faktor 10, gegenüber dem bisherigen GSM-System betragen kann. Neue Studie Die Holländische TNO-Studie zur Wirkung von UMTS auf das Wohlbefinden wird gerade an der ETH Zürich repliziert (Laufzeit: Sept.04 bis Sept.05) Finanziert wird dies zu über 60% von den Mobilfunkbetreibern. Was dabei herauskommen wird, ist deshalb heute schon klar. „Wes Brot ich ess, des Lied ich sing!

Chernobyl Heart

On "Chernobyl Heart" and EHS

I've just come from viewing "Chernobyl Heart" an opening day entry at this year's Cork Film Festival. What a poignant and honest film, unsparing in showing closeups of children with horrific deformities, teenagers with tyroid cancer, and of countless other manifestations of shattered lives due to that ghastly Chernobyl radiation disaster. In the film it was stressed how invidious radiation is as it is invisible (a silent killer) and how it weakens the immune system's resistance to diseases.

At the Question and Answer session following the film, I asked Maryann DeLeo and Adi Roche whether any attention had been given to the possibility that these young victims now resident in hospitals, orphanages, and other institutions might also be EHS. I added that nearby masts and cellphones could cause these children further distress.

As my hearing is impaired I could not catch Maryann Deleo's response but later another attendee told me she--Maryann-- responded that their focus in "Chernobyl Heart" was solely on the health hazards of ionizing radiation.

I spoke briefly with Adi Roche before leaving the cinema and asked her to please take note of factors such as flourescent lighting, etc, that could cause those unfortunate children even worse discomfort. I directed her to some online EHS sources.

Frankly, I don't think my introducing the subject of non-ionizing radiation effects was well-received by the audience, but such a cold-shoulder reaction should come as no surprise to any of us. We activists on this EHS beat know ours is the most unpopular cause in evey country--except of course for our small number of dedicated supporters and ever increasing number of EHS affected.

But there are also some highly respected scientists who deny that the Chernobyl nuclear radiation accident had any disastrous health effects. And Irish professors feature among these, as can be seen in my posting to you earlier this year (EMF-Omega-News 28-02-04) which I have now pasted in below.

Rackspace UK complied with a legal order and handed over hard disks without first notifying Indymedia. It's unclear if the raid was executed under extra-territorial provisions of US legislation or the UK's Regulation of Investigatory Powers Act (RIPA). Provisions of RIPA make it a criminal offence to discuss warrants, so Rackspace would not be able to discuss the action with its customer Indymedia, or with the media.

On Thursday, 7 October around 18 GMT two Indymedia servers hosted by Rackspace in the UK went down.

The servers (ahimsa) host the sites of more then 20 local collectives, radio streams for several radio stations, BLAG (a Linux distribution as well as miscellanous other projects.

According to an AFP report, published on 8 October, "the FBI acknowledged that a subpoena had been issued but said it was at the request of Italian and Swiss authorities. 'It is not an FBI operation,' FBI spokesman Joe Parris told AFP." Indymedia could not get direct confirmation of this statements.

Indymedia an US-, britische, schweizer und italienische Behörden:

"Finger weg von unseren Websites"

Presseerklärung der Indymedia Ahimsa Seizure Pressegruppe vom 12. Oktober 2004

Es mehren sich Beweise, dass die Behörden von mindestens vier Ländern (Schweiz, Italien, Großbritannien und USA) letzte Woche daran beteiligt waren, zwei Indymedia-Server zu beschlagnahmen und damit mehr als 20 Indymedia-Websites lahmzulegen. Bis jetzt hat Indymedia weder formelle Unterlagen oder überhaupt irgendwelche Informationen darüber erhalten, was genau die Maßnahme umfasst oder auf welcher Grundlage hier gehandelt wurde.

FBI-Sprecher Joe Parris bestätigte gegenüber Agence France-Presse, dass das FBI den Beschlagnahmungsbeschluss an den Provider ausgestellt hat, dass dies aber "im Auftrag eines dritten Staates" geschah. (1) Daniel Zapelli, Oberster Bundesstaatsanwalt in Genf (Schweiz) bestätigte, dass er ein Verfahren bezüglich der Indymedia-Berichterstattung über den G8-Gipfel 2003 in Evian eröffnet hat. (2) Zapelli wird Details über dieses Verfahren am Dienstag in einer Pressekonferenz erläutern.

Die Oberste Staatsanwältin von Bologna (Italien) Marina Plazzi erklärte, dass sie eine Ermittlung leitet, um zu klären, ob Indymedia Italien "Terrorismus unterstützt". (3) Plazzi sagt, dass sie am Donnerstag, den 14. Oktober weitere Informationen zur Verfügung stellen wird.

In der Zwischenzeit haben internationale Journalismus-Vereinigungen ihre Unterstützung für Indymedia erklärt. "Wir mussten eine unerträgliche und aufdringliche internationale Polizeioperation gegen ein Netzwerk beobachten, dass sich auf unabhängigen Journalismus spezialisiert hat", sagte Aidan White, IFJ Generalsekretär. Indymedia berät gemeinsam mit der Electronic Frontier Foundation, wie die Server zurückerhalten und weitere staatliche Angriffe gegen die Redefreiheit verhindert werden können. "EFF is sehr besorgt über die tiefgreifenden Auswirkungen der Beschlagnahmung für Redefreiheit und Datenschutz, und wir werden alle Möglichkeiten in Betracht ziehen, um die Regierung zur Verantwortung zu ziehen für diese unlautere und verfassungswidrige Methode, unabhängige Medien zum Schweigen zu bringen", sagte EFF-Anwalt Kurt Obsahl. Am Montag, dem 11. Oktober, konnten fünf der vom Netz genommenen Websites wieder online gehen: Brasilien, Euskal Herria, Polen, UK und Nizza. Indymedia-AktivistInnen arbeiten rund um die Uhr um die restlichen Seiten zu reaktivieren, dennoch haben mindestens vier - Uruguay, Italien, Western Massachusetts und Nantes - als Resultat der Regierungseingriffe Daten verloren.

"Diese FBI-Operation liefert uns noch mehr Grund, das weiter zu machen, was wir schon seit Jahren tun", sagt ein Aktivist von Indymedia Italien.

"Uruguay hat eine lange Geschichte der Unterdrückung von Medien. Wir haben das Geld nicht, Web-Hosting zu bezahlen, und daher sind wir von der Solidarität anderer Länder abhängig. So etwas wie diese Beschlagnahmung der Server machen die Welt unsicher für freie Medien", sagt Libertinus, Indymedia-Aktivist aus Uruguay, einer der vielen Indymedia-Seiten, die von den FBI-Aktionen betroffen sind. "Am 31. Oktober finden in Uruguay landesweite Wahlen statt. Dies ist ein denkbar ungünstiger Zeitpunkt."

I oppose HR 163 in the strongest possible terms. The draft, whether for military purposes or some form of "national service," violates the basic moral principles of individual liberty upon which this country was founded. Furthermore, the military neither wants nor needs a draft.

The Department of Defense, in response to calls to reinstate the draft, has confirmed that conscription serves no military need. Defense officials from both parties have repudiated it. Secretary of Defense Donald Rumsfeld has stated, "The disadvantages of using compulsion to bring into the armed forces the men and women needed are notable," while President William Clinton's Secretary of the Army Louis Caldera, in a speech before the National Press Club, admitted that, "Today, with our smaller, post-Cold War armed forces, our stronger volunteer tradition and our need for longer terms of service to get a good return on the high, upfront training costs, it would be even harder to fashion a fair draft."

However, the most important reason to oppose HR 163 is that a draft violates the very principles of individual liberty upon which our nation was founded. Former President Ronald Reagan eloquently expressed the moral case against the draft in the publication Human Events in 1979: "[Conscription] rests on the assumption that your kids belong to the state. If we buy that assumption then it is for the state ­ not for parents, the community, the religious institutions or teachers ­ to decide who shall have what values and who shall do what work, when, where and how in our society. That assumption isn't a new one. The Nazis thought it was a great idea."

Some say the 18-year old draftee "owes it" to his (or her, since HR 163 makes women eligible for the draft) country. Hogwash! It just as easily could be argued that a 50-year-old chickenhawk, who promotes war and places innocent young people in danger, owes more to the country than the 18-year-old being denied his (or her) liberty.

All drafts are unfair. All 18- and 19-year-olds are never drafted. By its very nature a draft must be discriminatory. All drafts hit the most vulnerable young people, as the elites learn quickly how to avoid the risks of combat.

Economic hardship is great in all wars. War is never economically beneficial except for those in position to profit from war expenditures. The great tragedy of war is that it enables the careless disregard for civil liberties of our own people. Abuses of German and Japanese Americans in World War I and World War II are well known.

But the real sacrifice comes with conscription ­ forcing a small number of young vulnerable citizens to fight the wars that older men and women, who seek glory in military victory without themselves being exposed to danger, promote. The draft encourages wars with neither purpose nor moral justification, wars that too often are not even declared by the Congress.

Without conscription, unpopular wars are difficult to fight. Once the draft was undermined in the 1960s and early 1970s, the Vietnam War came to an end. But most importantly, liberty cannot be preserved by tyranny. A free society must always resort to volunteers. Tyrants think nothing of forcing men to fight and serve in wrongheaded wars. A true fight for survival and defense of America would elicit, I am sure, the assistance of every able-bodied man and woman. This is not the case with wars of mischief far away from home, which we have experienced often in the past century.

A government that is willing to enslave some of its people can never be trusted to protect the liberties of its own citizens. I hope all my colleagues join me in standing up for individual liberty by rejecting HR 163 and all attempts to bring back the draft.

"Swooping silently out of the Persian Gulf night," an overexcited reporter for the New York Times wrote on March 22, "Navy Seals seized two Iraqi oil terminals in bold raids that ended early this morning, overwhelming lightly-armed Iraqi guards and claiming a bloodless victory in the battle for Iraq's vast oil empire." A year and a half later, American soldiers are still struggling to maintain control over these vital petroleum facilities -- and the fighting is no longer bloodless. On April 24, two American sailors and a coastguardsman were killed when a boat they sought to intercept, presumably carrying suicide bombers, exploded near the Khor al-Amaya loading platform. Other Americans have come under fire while protecting some of the many installations in Iraq's "oil empire." Indeed, Iraq has developed into a two-front war: the battles for control over Iraq's cities and the constant struggle to protect its far-flung petroleum infrastructure against sabotage and attack. The first contest has been widely reported in the American press; the second has received far less attention.
