President Bush Threatens the Earth and Human Society with Ruin

This essay strongly asserts that America has gone drastically wrong, and that conservative fascism has arisen that threatens America, the world and the Earth's existence as we know them.

There is no agreed upon and authoritative one-sentence definition for Fascism. I define it as authoritarian, hierarchical and militaristic government; based upon governance for corporate interests, holding itself up as the only adequate response to an urgent threat, while scapegoating some segments of society.

Key features of this definition are present in contemporary America - particularly the authoritarian blending of corporations/industry with the state. The United States of America is being run by, of and for corporations. Energy industry interests have been foremost in foreign, environmental, human right and other policy realms.

And any good fascist requires a good scapegoat. "Extremist"
environmentalists and indeed the natural world itself fit the bill nicely. America's fascism is using liberalism as a straw puppet and anti-terrorism as its crucible.

Liberal is now a dirty word. Forget humanity's unprecedented advances under the banner of liberal democracy. Liberty, equality, and fraternity - the basis of America's government, constitution, Declaration of Independence, and Bill of Rights - are monumental liberal achievements.

Without American liberalism workers would remain relegated to sweat shops and extreme racial injustice would persist.

Conservatives are against progress and change - extremist conservative fascists all the more so.

As in the past, America's flavor of conservative fascism gains its support primarily from angry and anxious people, frustrated with the chaos and uncertainty implicit in a modern democracy based upon liberal democratic principles. Many are christian fanatics who are no less dangerous than their counterparts from other religions, which believe as they do, that the way to God is to force their spirituality upon others.

I am aghast at the Bush record. In virtually every sphere of policy America has abdicated leadership. During a time of nuclear proliferation and criminal terrorist acts you want more international law, not less.

Civil rights, natural forests and a functional atmosphere are being lost - perhaps forever.

President Bush has undone decades of environmental policy, leaving a legacy of unmatched ecocidal violence against the Earth's natural systems.

At a time when there exists unprecedented wealth to address environmental issues, President Bush has chosen instead to launch a holy war.

There can never be absolute security in a free and open society. Belligerent, taunting militarism will not make America or the world safer.

Not only has Bush lied about justification for a state of perma-war, he lies by stating usurpation of civil liberties will maintain freedom. Secret prison camps, torture, spying on peaceful protesters and certainly preemptive war are fascist - the antithesis of liberal democracy.

It is time for America to get over 911. This dastardly event must not be allowed to change America for the worse, nor halt future efforts to make America even greater. The focus should be upon bringing the criminals responsible to justice in order to stop future attacks without undermining American liberties and our position in the world. Indeed, overreaction may be worse than moderate action. Restraint and thoughtfulness are signs of wisdom and strength.

There are much greater threats to American and global security than terrorism. Americans are living in fear largely because their lives and society are exploitative, inequitable, unjust, and unsustainable. American’s standard of living is not universalizeable. These inequities are at the root of America's feeling of insecurity.

If Americans do not want to live in barricaded terror for the rest of their life they will need to learn how to share and play by a set of fair global rules. Americans must empathize and work to alleviate suffering in the rest of world; as most of humanity strives to meet basic human needs in the midst of abject poverty, environmental collapse, American sponsored militarism and commercialism, and rampant preventable disease.

Freedom has never, and will never, be defended or maintained by restricting civil liberties or waging preemptive war. Such fascist acts
are the antithesis of democracy. In the grand tradition of patriots, suffragists, and activists - liberal and progressive anti-fascists must rid the World of conservative fascism in order to embark upon an era of ecological sustainability, social justice and international mechanisms to end terrorism and militarism.

There are immediate actions required to overthrow fascist corporate control of America and the world. First and foremost, the U.S. must withdraw swiftly from Iraq. Strength and resolve against criminal terrorists does not mean a great nation can not admit a mistake at the hands of tyrant leadership. Other countries have dealt with illegitimate, authoritarian leaders - emerging better for having done so - and the U.S. can too.

America will only reenter the circle of civilized, progressive nations by placing a short timetable on withdrawal and doing the best we can to stabilize things before then, and after. And it is crucial that America's current leader be deposed at the ballet box; or if necessary, through impeachment, an International Court of Justice indictment and/or an international war crimes tribunal.

Further, the U.S. is the only country likely to marshal the resources and technology necessary to lead on climate change, water scarcity and other imminent environmental catastrophes. The Earth's ecosystems are collapsing around us. As the ecological fabric of being frays, conditions conducive for life can no longer be assured. Bush's militarism makes this leadership impossible and global ecological Armageddon all the more likely.

The purpose of this rant is not to incite any sort of lawless action. However the American people do retain the rights of all free peoples to protest and overthrow tyranny. Godspeed to the brave protesters in New York this week as they peacefully highlight the importance of dumping Bush, in order to start building a bright green, equitable, just and free world for all.

Pulsed Energy Projectile (PEP)

The object of the Pulsed Energy Projectile (PEP) program is to develop and demonstrate the technology necessary to produce a crew served, counter personnel non-lethal directed energy weapon providing controllable bio-effects to deter, disable, and distract individuals. The device directs an invisible induced plasma pulse at a target that will create a flash-bang near the intended target

This counterpersonnel capability projects a beam that creates a plasma pulse at the target. When the plasma pulse strikes an individual, it results in a flash-bang effect that startles and distracts, and it also has a kinetic effect on the individual's nerve sensors. US government budgets show that it received $3,173,000 in research funding. It vaporises the first thing it hits. This creates a plasma that heats the surrounding air so fast that, basically, the air explodes. The resulting shock wave will knock you to the floor. The PEP is now in the late stages of development and, judging from JNLWD documents, should hit the streets by 2006. The current plan is to mount the laser on a truck, plane or helicopter, fire it from a safe distance, and stop rioters, snipers or soldiers without risking harm to military personnel. The good news is that it works. The bad news is that, right now, it weighs 500 pounds.

Vote by mail and vote early. If you don't trust the mail, hand deliver the mail-in ballot to your Registrar of Voters. You're allowed to do that.

If you vote by mail early, you can help volunteer at the polls or just watch at the polls to make sure no one is intimidated.

Republicans suppress black and minority votes in order to win elections

Last month John Pappageorge, a Republican state representative in Michigan, told a journalist that the Republicans would do poorly if they failed to “suppress the Detroit vote.” Detroit, of course, is 83% black.[1]

Democratic officials expressed their outrage [???? where, when??], and Pappageorge eventually apologized for his words, but his statement spoke to a bigger truth: Republicans continue to actively suppress black and minority votes in order to win elections through intimidation, misinformation, and tampering with voter rolls and records. In 2000, the black voters who were not allowed to vote would have almost certainly swung the election in Al Gore’s favor. And the practice continues: a recent report from the NAACP and the People for the American Way Foundation documents suppression tactics in use right now.[2]

The Republican Party's continued silence is shameful. We’re joining with Julian Bond, Chairman of the NAACP*, Reverend Jesse Jackson, President of the Rainbow/Push Coalition*, Congresswoman Maxine Waters and Congressman Jesse Jackson, Jr. and others to demand that the Republican Party abandon these racist, unfair, and undemocratic tactics and condemn anyone in their ranks who uses them. Just last week, Bob Herbert of the New York Times wrote a column describing armed, plain-clothes officers from the Florida state police (which reports directly to Governor Jeb Bush) going into the homes of elderly black voters and interrogating them, supposedly as part of an investigation into voter fraud. While ostensibly random, several of those questioned were members of the Orlando League of Voters, a group that has been very successful in mobilizing the city's black vote. According to Herbert, this supposed "investigation" has resulted in a blanket of fear, leaving organizers afraid to work and voters afraid of contact with campaign workers.[3]

Four years ago, Florida election officials removed over 52,000 voters from the rolls under the guise of “cleansing” the list of felons. Over 90% of those purged were not guilty of any crime and 54% were African-American, a group which, in Florida, are likely to vote Democratic over 90% of the time.[4] The company that provided the purge list warned Florida officials that thousands of eligible voters would likely be disenfranchised in the process, but Katherine Harris, the Florida Secretary of State who also served as state campaign manager for George W. Bush, went forward with the purge anyway. The result was thousands of voters not allowed to vote in an election that was decided by just over 500 votes.

It’s not just Florida. A joint report from People for the American Way Foundation and the NAACP "The Long Shadow of Jim Crow: Voter Intimidation and Suppression in America Today" highlights recent attempts to suppress African-American and minority voting, documenting instances of the following:[5]

* Challenges and threats against individual voters at the polls by armed private guards, off-duty law enforcement officers, local creditors, fake poll monitors, and poll workers and managers.

* Signs posted at the polling place warning of penalties for “voter fraud” or “non-citizen” voting, or illegally urging support for a candidate.

* Poll workers “helping” voters fill out their ballots, and instructing them on how to vote.

* Criminal tampering with voter registration rolls and records.

* Fliers and radio ads containing false information about where, when and how to vote, voter eligibility, and the false threat of penalties.

* Internal memos from party officials in which the explicit goal of suppressing black voter turnout is outlined.

Here are a few other incidents highlighted in the report and elsewhere:

* In 2003, in Pennsylvania, men with clipboards bearing official-looking insignias were reportedly dispatched to African American neighborhoods. Tom Lindenfeld, who ran a counter-intimidation campaign for Democratic candidate John Street, said there were 300 cars with the decals resembling such federal agencies as the DEA and ATF and that the men were asking prospective voters for identification. In a post-election poll of 1000 African-American voters, seven percent said they had encountered such efforts.

* In 2002, in Louisiana, fliers were distributed in African American communities stating, “‘Vote!!! Bad Weather? No problem!!! If the weather is uncomfortable on election day [Saturday, December 7th], remember you can wait and cast your ballot on Tuesday, December 10th.” In a separate incident, apparently targeting potential supporters of Democratic Senator Mary Landrieu, the Louisiana Republican Party admitted to paying African American youths $75 to hold signs aloft on street corners in black neighborhoods that appeared to discourage African-Americans from voting.

* Last month, in South Dakota, Native American voters were sent to the wrong polling places, and given misleading information about the ID they need to vote.[6]

Stopping eligible voters from voting is a basic affront to democracy. It is an outrage for any political party to condone or encourage the practice, especially given the history of African-Americans and other minorities being disenfranchised in our country. In the vast majority of these cases, Republicans are the perpetrators or it's a Republican candidate that stands to benefit. Call on Republican leaders to to publicly disavow the suppression of the minority vote by signing the petition at:

Freddy Jolly, leading a group of Cree people, completed his campaigning walk of 456km to raise awareness and to mobilize support to protect the last untouched river accessible by road in James Bay - the mighty Rupert River. Mr. Jolly, his fellow walkers and supporters, seek to liberate the Rupert River from large scale dam projects planned by Hydro-Quebec and its private partners. Last year Wildcanada.net and Earthwild International selected the Rupert and Eastmain Rivers as Canada’s 2nd most endangered rivers.

According to Freddy Jolly, the Rupert River has nourished, transported and charmed generations of Cree, as well as thousands of North Americans. Both the Rupert and the Eastmain flow through the traditional homelands of the Cree people, and are within a remote, nearly pristine landscape filled with thousands of lakes, and numerous impressive rivers. The area boasts a rich cultural history with many of the traditional pathways of Canada’s first fur traders still intact and in use. They are two of the largest rivers in the James Bay area of northern Quebec and support dozens of species such as walleye, yellow sturgeon, great northern pike, bald eagle, osprey, bear, moose, and woodland caribou.

With great pressure for continued expansion of hydropower generation in this region, we must act now. The Eastmain-1-A project includes diversion of the Rupert River into the Eastmain watershed, and calls for the construction of four dams, 51 dykes, two diversion bays flooding an area of 395 km2, 12,000 metres of diversion canals or tunnels, and two permanent access roads. Much of the resulting energy will be sold to the United States.

The effects of damming will be long-lasting and widespread. Developments such as this alter, and sometimes reverse, the flow of water, destroying local ecosystems, removing habitat and food for plant and animal populations and affecting areas and populations far downstream.

Furthermore, studies completed by Quebec Hydro have linked hydroelectric development in northern Quebec to increased levels of mercury in nearby ecosystems. This not only poses a problem to fish, plant and wildlife populations, but to the local Cree people for whom both fish and waterfowl are traditional foods.

Hydropower companies have worked hard to create public relations campaigns that position large scale damming as a clean, green energy source, but such mega dam constructions are far from that.

Freddy Jolly has offered his legs and his voice to reiterate the necessity for sustainable energy development. Energy conservation and renewable energy projects are a more appropriate means of meeting today’s energy demands. Those who walked with Freddy could not help but notice the potential for wind power throughout the James Bay region.

Part 1

On August 6, 1996, the Federal Communications Commission (FCC) adopted U.S. radiation standards for transmitters operating in the 300 kHz to 100 GHz frequency range as required by the Telecommunications Act of 1996.1 This transmission range includes both radio and microwave frequencies for wireless phone and satellite communications systems. Table 1 from the Federal Register summarizes the exposure limits for each frequency. This table does not apply to portable devices, i.e. phones.

For the general public, the exposure limit for the 1500 MHz - 100,000 MHz (microwave) range is 1mW/cm2; for the 300 MHz - 1500 MHz range, the exposure limit is calculated as a function of the frequency, not to exceed 1mW/cm2. These exposure limits become important as we explore health effects research of Soviet and East European scientists.

Soviet Studies

In 1960 the Academy of Medical Sciences USSR published an overview of human and animal research called The Biological Action of Ultrahigh Frequencies identifying effects of UHF (historically, frequencies above 300 MHz).2 While the thermal (heating) biological effect of high intensity radio/microwave frequencies is accepted as convention by both Eastern and Western scientists, non-thermal biological effects of various EMF frequencies at lower intensities have not found the acceptance and attention here that Soviet and East European scientists dedicated to these health problems. This oversight has cost us proper acknowledgement of electrical sensitivity (ES) in this country and faces us with the new radiation standards of the FCC.

In the preface of the Soviet overview, one of the editors noted "...special attention has been paid to the problem of the non-thermal action of ultrahigh frequencies." The intensity of UHF at which they found a detectable thermal effect in animals was 10 mW/cm2. Their studies in this book are primarily concerned with effects below 10mW/cm2.

The human studies of workers exposed to UHF are most revealing. In one study (Sadchikova), 525 workers (men and women) exposed to UHF on the job were divided into three categories depending upon their level of exposure. The majority of them had been employed in that capacity at least four years. A medical evaluation of each worker found a higher incidence of similar symptoms among each group correlating with that group's exposure level. Among workers overall, the most common symptoms they mentioned were headache, fatigue, extreme irritability, and sleepiness at work. The medical evaluation by worker group found these most common symptoms:

Group 1 - 184 workers (most exposed) history of periodic exposure to UHF up to several mW/cm2
73% Bradycardia (heart slowing)
27% Arterial hypotension
20% Fatigue

Group 2 - 263 workers
history of periodic exposure to UHF up to 1mW/cm2 (Note: 1mW/cm2 is the continuous maximum exposure limit under the new FCC radiation standards for the U.S. general public.)
39% Headache
37% Thyroid gland enlargement
35% Fatigue

Group 3 - 78 workers
history of continuous exposure to UHF up to tenths of a mW/cm2
52% Thyroid gland enlargement
38% Bradycardia (heart slowing)
36% Headache

Control group - 100 unexposed workers (teachers)
14% Arterial hypotension
14% Thyroid gland enlargement
10% Fatigue

In another study, Sokolov and Arievich examined blood changes of UHF-exposed workers. Workers were divided into the same three types of categories as used prior, based upon their level of exposure.

Elevated levels of leukocytes were found among all groups, with the most exposed having a higher incidence:
Leukocytes Above 7400 Cells Per Cubic Millimeter
Group 1 - 197 workers (most exposed): 31.6%
Group 2 - 132 workers: 18.2%
Group 3 - 69 workers: 28.9%
Control group - 100 unexposed workers: 16.0%

The most exposed group had 29 workers (14.7%) with a leukocyte count above 8000. (An excess number of leukocytes in the blood is one characteristic of leukemia.)

Gel'fon and Sadchikova examined the blood of 57 UHF workers, 47 with a history of constant exposure and 10 with periodic exposure. In 33 of those examined, a high histamine content was found in the blood. The researchers summarized their findings by reporting that constant exposure to UHF fields could cause both an increase in blood histamine level and in total blood protein level.

Soviet researchers also investigated UHF workers' sensitivity to odors as an indicator of central nervous system disruption from UHF exposure (Lobanova and Gordon). Olfactory sensitivity to tar, camphor, thymol and rosemary were assessed using a control group for comparison. This study found the most UHF-exposed workers had less sensitivity to odors, which they attributed to a decrease in central nervous system excitability due to their history of UHF exposure.

In this book's summary section outlining recommendations for medical assessment of UHF workers, they state "...illness after the influence of UHF is characterized primarily by functional disorders of the nervous and cardiovascular systems, manifested in the developmentof an asthenic symptom complex, symptoms of vascular hypotension, bradycardia, and dystrophy of the myocardium, and changes in the crystalline lens (cataract) in the case of a considerable intensity of the influence."

The final article within the book, called "Temporary Sanitary Regulations in Work with Generators of Centimeter Waves" (Centimeter waves range between 3-30 GHz; these standards were also recommended for decimeter waves (300-3000 MHz).), outlines these regulations as approved by the Chief State Sanitary Inspector of the USSR, V. Zhdanov, on November 26, 1958:
"Hygienic StandardsThe intensity of irradiation at places where workers with generators of centimeter waves are found should not exceed the following maximum permissible values:
a) in the case of irradiation during the entire working day-no more than 0.01m watts/cm2 (10 microwatts/cm2);
b) in the case of irradiation for no more than two hours per working day-no more than 0.1m watts/cm2 (100 microwatts/cm2);
c) in the case of irradiation for no more than 15-20 min. per working day-no more than 1 m watts/cm2 (1000 microwatts/cm2), under conditions of an obligatory use of protective goggles." (Please note that the exposure level under item c is the new FCC radiation limit for public exposure 24-hours daily for their lifetime.)

The 1958 Soviet occupational radiation standard of .01 mW/cm2 (milliwatt per square centimeter) for the frequency range 300 MHz - 30GHz was based on a safety factor of ten; their standard was one-tenth of the radiation intensity at which symptoms were known to occur at that time (1 mW/cm2 exposure for one hour divided by a
ten-hour workday equals .1 mW/cm2 exposure level, divided by a safety factor of 10).1,2 Clinical medical evaluations of microwave workers began at the Moscow Institute of Labor Hygiene and Occupational Diseases in 1948.2 The results of this clinical experience in part assisted in development of the 1958 Soviet occupational radiation standards.2

Pre-employment medical evaluations of prospective radiation workers were required by law under a 1957 Order of the Minister of Health - USSR "...in order to prevent occupational diseases."1

According to this Order and added suggestions from the Moscow Institute, applicants who had blood diseases, epilepsy, cataracts, central nervous system diseases, endocrine diseases, ulcers, glaucoma, cardiovascular injuries, etc. were considered unfit for work with ultrahigh frequency (300 MHz - 3000 GHz) generators as the radiation exposure could exacerbate these conditions.1 However, by 1973 one researcher (Gordon) at the Moscow Institute of Labor Hygiene and Occupational Diseases reported that the group of microwave-exposed workers who began employment after 1960 were not clinically healthy-after the pre- employment medical evaluation law and the 1958 radiation standards were in force.3 Proposed reasons why the workers were unhealthy focused on the possibility that the 1958 radiation standards, which were still in force, were inadequate or that the health problems were due to intermittent radiation exposure typical of the work.3 Soviet studies had previously determined that intermittent radiation exposure was more biologically damaging than continuous radiation exposure, when energy and exposure time were the same.3

Over the years, the Soviets medically evaluated more than 1000 microwave workers.2 Regulations were in place by 1958 requiring radiation workers be given at least one annual medical exam to assess their health.1 Workers who developed an illness that was aggravated by radiation exposure at work were allowed a leave of absence or a work transfer.1

The occupational microwave standard of .01 mW/cm2 was the daily limit for exposed Soviet workers. The Soviet public's radiation exposure limit was .001 mW/cm2.2,3 In contrast, the new U.S. public's radiation exposure limit under the Federal Communications Commission (FCC) standards of August 1996 is 1 mW/cm2.4 The Soviets were more conservative in their standards assessment; they considered variables such as pre-existing health problems which could increase a person's risk of developing non-thermal radiation-induced illness and allowed a safety margin within their standards to reduce this risk.

The difference between the 1958 Soviet radiation standards and the U.S. standards of that time was explained by one Soviet researcher as simply that the U.S. standards were solely based on protection from the thermal (heating) effect, ignoring non-thermal effects.3 A recent letter from the U.S. Environmental Protection Agency (EPA) states that the current U.S. FCC radiation standards are also solely based on considerations regarding a thermal effect. The current FCC public exposure level of 1 mW/cm2 was recommended by Bell Telephone Laboratories for workers in the 1950s.2,5 Bell's calculations considered environmental variables that could increase the heating effect (air movement, temperature, and humidity) as well as physical work. Their guidelines were to avoid radiation exposures exceeding 10 mW/cm2, only occasionally become exposed to levels between 1-10 mW/cm2, and allow unlimited exposure only at radiation levels below 1 mW/cm2.2

Conversely, the Soviets were particularly concerned about the cumulative effects of non-thermal radiation doses over time, including reproductive and genetic effects.2,3,6 By 1973, a Soviet researcher reported that in animal studies, non-thermal microwave intensities were found to "...elicit disturbances in spermatogenesis, degenerative changes in the ovaries, decreased reproductive capacity, decreased number of progeny, and damage to the feti."3

The Soviets also used animal studies to verify and elucidate their clinical findings of ill health among microwave workers. For example, Tolgskaya and Gordon investigated microwave-induced changes in the nervous system of rabbits and rats exposed to 1 mW/cm2 for one hour daily during 100-200 days.1 Although the animals appeared healthy after this exposure, thickening and distortion of the nerves were found. Subsequent neurological findings by Tolgskaya and Gordon were reported in their 1973 book Pathological Effects of Radio Waves.7 These experiments used an in-depth assessment of nervous system changes to investigate what would otherwise not be readily apparent.

The researchers studied changes in nerve synapses and receptors, using healthy control animals for comparison.

In one study, rats irradiated by microwaves between 4-10 mW/cm2 for 30 minutes during 35-40 sessions had deformed dendrites in the cerebral cortex, displayed as a reduction in the number of appendages (spines) on the dendrites as well as thicker and shorter dendrite spines. Pavlov conditioning of the animals was also affected. As the experiment continued, the spines on the dendrites disappeared. At this time, Pavlov conditioning responses also disappeared. These changes were more apparent when using pulsed microwaves than when using non-pulsed (continuous) microwaves. Further studies revealed that both the "axo-dendritic synapses" and "axo-somatic synapses" of the brain were particularly affected by microwave exposure.7 These changes in the cerebral cortex were considered similar to changes when animals were exposed to toxic chemicals.1,7

A trend the Soviets uncovered in many studies was the often noticed fluctuating symptoms during the course of radiation experiments with animals.1,2 When first exposed, the animals became more excitable and their blood pressure often increased. Then, as the Soviets explained, a period of adaptation sets in and symptoms subside-for example, blood pressure may then reduce below normal. This period may last for the duration of the experiment. Adaptation has also been studied in the area of multiple chemical sensitivity (MCS) research.8,9,10

According to a paper by William J. Rea, M.D., et al, "Adaptation is an acute survival mechanism in which the individual `gets used to' a constant toxic exposure in order to survive, at the same time suffering a long-term decrease in efficient functioning and perhaps longevity."8 Apparently, in general, when this second phase has run its course, the final phase of exhaustion sets in, according to the stress-adaptation-fatigue sequence proposed by Selye's classic work.2,7,10

Interestingly, the hypothalamus is necessary to modulate responses to stress.7,11 Even more interesting is the research the Soviets did examining changes in the hypothalamus during radiation exposure. In a multi-phase animal study, three stages of blood pressure were found to coincide with three separate phases of hypothalamic neurosecretion when radiation-exposed:3,7

Phase 1 -- blood pressure rises.
During this stage, hypothalamus secretion increases and adrenal gland activity increases.

Phase 2 -- blood pressure normalizes.
The activity of the hypothalamus and adrenal gland normalize.

Phase 3 -- blood pressure decreases to below normal level.
This period is considered a state of exhaustion where neurosecretion decreases markedly accompanied by an increase in hypothalamic cell death and a decrease in RNA, DNA and lipids in the adrenal cortex.

In another study, researchers evaluated the influence of 1 mW/cm2 microwave frequencies on rodent blood pressure.1 Thirty minute daily exposures caused a tendency for increased blood pressure during the first 14 weeks of exposure followed by a reduction to subnormal levels during the second course of 14 weeks. When the microwave exposure ceased, blood pressure resumed within the normal range. This pattern is similar to other studies where animals were allowed to recover after the radiation part of an experiment-they were often able to recover normal blood pressure and symptoms would subside. However, the longer the radiation exposure interval, the less likely the animal was to make a full recovery. This finding was also true of Soviet radar workers who had a long history of microwave exposure and whose symptoms did not normalize even after discontinuing work. They were classified as "occupational invalids".3

Particular attention was accorded the hypothalamus early in the Soviet research due to the fact that the hypothalamus is important to regulation of the body's cardiovascular system, temperature, circadian rhythm, autonomic nervous system, and endocrine system, each of which can be affected by radiation exposure.7,11 Soviet researchers reported that health problems related to low intensity, non-thermal microwave exposure have "...a definite clinical form..." signified by "...autonomic asthenia, neurocirculatory dystonia, and features of diencephalic insufficiency."7 One of these researchers further disclosed that "...disfunction in the hypothalamus- hypophysis-adrenal cortex system is obviously responsible for the clinical syndromes of the disease."3,7

The functional disturbances and damage found during the Soviet animal radiation studies were several times identified as not being unique to radiation exposure; they mentioned how similar some of the results matched damage they had seen from other toxins-arsenic, lead, etc.In particular, several researchers' studies found changes in secretion of the hypothalamus and neurohypophysis during exposures other than microwaves: sound, light, chemicals, x-rays, and electricity.3 More recently, U.S. researchers have proposed studying hypothalamus changes as an important part of understanding chemical sensitivity (MCS).9,10,12,13 According to Dr. William Rea's book, Chemical Sensitivity, Volume 3, because the hypothalamus works with the pituitary gland, pineal gland, olfactory nerve, brainstem, etc., toxic stimulation of the hypothalamus could affect any of these.13 And, some symptoms of MCS such as fatigue and myalgia, he proposes, could possibly be derived from this hypothalamus stimulation.13 Fatigue is also a common symptom of electrical sensitivity, particularly during exposure to microwaves and other electromagnetic radiation. Apart from the microwave radiation health risks from mobile phones, children face a whole criminal and moral risk too.

Westminster Council in London is fed up with mobile phone companies doing nothing to stop organised criminals using mobile phone numbers to front prostitution rackets. This trade in London now includes children - a spokesperson for Westminster Council said that this week the Council had to take two 14 year olds into care. Westminster Council is providing their own cards with the names and numbers of mobile phone company executives so residents, businesses and charities can make their views on prostitute cards known. IS THE FUTURE BRIGHT FOR PROSTITUTE CARDS?

The future could be bright for prostitute cards if the telecommunication companies continue to refuse to call bar prostitutes phone numbers. Prostitutes call cards are not harmless titillation or merely an eyesore. There are clear links between the cards and illegal activity.

Two operations carried out with the Metropolitan Police and Westminster City Council have led to 79 people being arrested for offences including carding and two juveniles being taken into safety. All of the mobile phone companies are refusing to call bar the numbers used on prostitute cards, hiding behind a whole series of fig leaf excuses.

In 2001 BT introduced their Targeted Recording and Processing (TRAP) call barring system. Initially BT numbers featured on 98 per cent of the cards, it is now only 5 per cent. To date, BT have had no complaints or challenges against the action they have taken.

Westminster City Council will be distributing the name and numbers of the mobile company chief executives so residents, businesses and charities can make their views on prostitute cards known. Kit Malthouse, Deputy Leader of Westminster City Council, said: "Mobile phone company chief executives must take personal responsibility for the fact prostitute cards contain numbers that their companies provide.

"Corporate responsibility means action, not just token gestures. Prostitute cards have a clear link to crime yet the companies keep coming up with reasons not to bar the calls. "We are appealing to the companies to help us to fight illegal activity voluntarily before we seek legislation from Parliament to force them to act."

The political equation is changing very rapidly in New York City since Friday, August 20. The legal and political challenge has created a political crisis for the Bloomberg Administration. The lawsuit filed by the attorneys for the National Council of Arab Americans and the A.N.S.W.E.R. Coalition led to a dramatic emergency hearing on Friday, August 20. This legal challenge put front and center the unconstitutional nature of the government's ban on demonstration in the Great Lawn of Central Park. This received widespread media attention. In the packed courtroom and before the media, the City's arguments were shown to be demonstrably false and contradictory.

The administration badly miscalculated in the handling of this whole affair. They thought people would capitulate when the government attempted to ban mass protests from the Great Lawn in Central Park. Instead people are resisting. With each new attack from the city or the courts since Friday, the response is "we have a right to be in Central Park." Some in the administration, and in the NYPD, probably wish they could do it all over again. And perhaps they still will do it all over again.

The spontaneous reaction to the Judge's decision and the widely publicized response to the Judge ruling from the A.N.S.W.E.R. coalition spokesperson - that "Thousands of people are coming, and many of them intend to be in Central Park, and we believe that it is their right to be in Central Park" (from August 24 NY Times front page story) - has made it as clear as day to the authorities that the denial of permits for the August 28 and 29 demonstrations was a huge miscalculation. Even unnamed police officials are now being quoted in the media that the Mayor and the city made a mistake by denying the permits because the people are likely to assert their free speech rights and descend on Central Park. This is a sign that the powers that be are getting nervous.

The power of a determined people is always greater than the politicians. If earlier generations had allowed the powers-that-be to impose their desire to restrict free speech, and they always use some sanctimonious rationale to justify their restrictions, the now-threatened First Amendment would have vanished long ago.

The message of the A.N.S.W.E.R. Coalition is simple: Progressive organizations and the communities that they represent must take a stand. The government has embarked on a war of aggression abroad and an assault on civil rights and civil liberties at home.

We have an absolute right and, indeed, an obligation to gather together in the largest possible numbers in New York City during the coming week.
