Fetus' Vital Signs 'Weak' After Incident, according to lawyers a man and his daughter have filed a lawsuit alleging a couple of Evergreen Park police officers assaulted them with a Taser gun at the woman's backyard wedding reception. Clarence Phelps, 54, and Romona Madison, 32, filed the federal civil rights lawsuit Tuesday against two officers and the Village of Evergreen Park. According to the lawsuit, a black female officer on Sept. 18 told Phelps outside his home at 9124 S. Francisco Ave. that the police department had received a noise complaint after 11 p.m. and that he should turn down the music at his daughter's wedding reception, NBC5's Renee Ferguson reported. Phelps, who is also black, said he turned off the music, but the officer did not leave, according to the lawsuit. When Phelps approached the officer to ask why she was still on his premises, she demanded his identification and called for backup, the lawsuit states. But, according to a statement from the Evergreen Park Police Department, the officer called for backup after Phelps called the officer an expletive. Another officer arrived and tried to arrest Phelps, who police claim pushed the officer. That's when Phelps was shot with a Taser gun. According to Phelps' attorney, the officer used the stun gun without provocation. Phelps, who is a part-time state police officer and truck driver, was then taken into custody, Ferguson reported. In court documents, Madison states she saw what happened to her father, screamed, and asked the officer to stop. The officer allegedly turned the Taser gun toward her and threatened the bride with it, according to the lawsuit.

Madison ran into the home, and one of the officers followed. That officer then allegedly shot Madison with the Taser gun twice in the abdomen, despite being told by witnesses that she was pregnant.

Dear Jim: As you are aware, since 1998 I have been petitioning you and and other officials in Amnesty Ireland to take on board the grave abuse of Human Rights and in particular the excruciating torture suffered by victims of non-lethal weaponry. When I read in today's THE IRISH TIMES (see entire article below) that a demonstration is taking place today and tomorrow in Dublin on this issue of non-lethal weapons I would have expected to see Amnesty Ireland among those protesting. The journalist of this article, Conor Lally, reports that The Green Party is there (some of whose members I have also petitioned for support against the abuses of non-lethal weapons), NGO Peace organisations are there, but sadly Amnesty is not mentioned. And yet, in your online statement
( http://www.amnesty.ie ) denouncing the use of weapons of torture your concluding sentence reads, "Amnesty International condemns absolutely the international sale of devices meant for use in torture techniques and calls for an immediate halt to all such
activities."

Isn't it time, now that conferences on non-lethal weapons have arrived in our very own backyard, that Amnesty Ireland sat up and paid notice to just how awful, how inhumane, a number of these weapons are.

PROTEST TODAY AT CONFERENCE ON 'LESS-LETHAL WEAPONS

Peace protesters plan to hold a demonstration today outside the Berkeley Court Hotel in Ballsbridge, Dublin, where a conference on "less-lethal" weapons is being held.

The two-day conference is being organised by jane's information Group, the international "provider of intelligence and analysis on national and international defence, security and risk developments".

Mr Brendan Butler, co-ordinator of the NGO Peace Alliance, described today's event as a "showcase for tools of torture". He and fellow activists plan to protest outside the hotel today and tomorrow.

"The idea to call this weaponry 'less-lethal' flies in the face of evidence where it can be used as instruments of torture. It is an example of the human mind gone awry where arms manufacturers have now diversified into another profitable area of business, and where an Irish hotels group is willing to promote such an event."

Green Party chairman Mr. John Gormley TD said he was dismayed to learn that members of the Garda [Irish police] were set to appear as speakers at the conference. "It is regrettable that the Garda Siochana, which has such a fine record as a non-armed force, is increasingly inverting in equipment which will be used to suppress political dissent. There is no evidence that such equipment is required."

"Non-lethal" weaponry "simply means not designed to kill", Mr Gormley said. This would come as no consolation to citizens who wished to attend mass demonstrations, such as that organised in Dublin just before the US invaded Iraq, if gardai policing these carried "less-lethal" weapons.

Mr Gormley said members of the Green Party would protest outside the hotel today.

The Dublin Grassroots Network also plans to stage a protest.

New generator could power non-lethal microwave weapon

The Air Force expects planes will be able to fire non-lethal microwave rays at enemy ground troops with the help of a new superconducting generator system developed at Wright-Patterson Air Force Base after about 25 years of research. Heavy, inefficient generators have been a hurdle to the development of airborne microwave weapons, which create a disabling burning sensation. Microwaves could be used to control large groups of enemy fighters without killing them or disable electronics-dependent enemy weapons, said Philip Coyle, senior adviser for the Center for Defense Information.

The Air Force is preparing to award a $22 million contract to a private contractor to construct and demonstrate the new electrical generating system by 2009.

Next Summer, the U.S. Army and Marines are sending to Iraq a number of wheeled armored vehicles (Stryker, Armored Security Vehicle and marine LAV) equipped with a number of electronic non-lethal weapons. The three most likely weapons to be used are; Active Denial System (ADS). This one looks like a small, flat, radar dish. It transmits, a 92 gigahertz signal which will penetrate human flesh to less than half a millimeter, and in less than a second make people feel like their skin is on fire. But people would require the beam to stay on them for over four minutes before any actual burning would take place. Tests on volunteers confirm the burning sensation, and the desire to get out of the area quickly. How well this would work against various types of hostile crowds is not known. But the system has been in development for some fifteen years, and it’s thought that it will be safe and will produce no surprises. Some scientists have warned of possible eye damage, but this has not shown up in human tests. Current range is about 500 meters, although work has been underway to extend that by at least fifty percent. However, used on a large crowd, it could cause a stampede that could cause injuries, and even death. In any event, the media will condemn the system as inhumane. Long Range Acoustic Device (LRAD), which is a high-powered bullhorn type of device that sends out a focused stream of sound. This can be used to tell to direct a verbal message to about 300 meters on land (and over 500 meters over water.) LRAD also has the capacity to send a focused sound that causes pain as well.

Such “peacewagons” could move around quickly, and rapidly disperse hostile crowds, without killing a lot of people. In a place like Iraq, you would still have to deal with hostile fire, which is why this equipment is being carried on an armored vehicle...

Police Ready Sound Weapon For GOP Convention

Police will have a much more high-tech — and louder — option to make themselves heard over the din of Manhattan traffic and noisy protesters outside the Republican National Convention. Thursday unveiled a mini-arsenal of devices and counterterrorism equipment they're getting ready for the convention, which opens a week from Monday. The sound machines are being tested at an airfield in a remote section of Brooklyn along with other devices such as hand-held radiation detectors — for a possible "dirty bomb" — and mechanical barriers strong enough to stop a moving vehicle in its tracks.

At the Brooklyn training site on Thursday, police practiced disarming a truck bomb at a checkpoint. Scores of officers also made mock arrests of police academy cadets who posed as protesters.
