Obacht, bitte nicht lächeln, sie werden gleich fotografiert. Und jetzt sagen wir nicht "cheese" sondern "cheddar" weil es ein britisches Passfoto wird.


Für elektronisches Auslesen durch Biometrie-Scanner, und als Vorbereitung für eventuelle spätere Gesichtserkennung, gilt ab Einführung der Biometrie-Reisepässe 2005 auch in Österreich.

Während die Briten ab sofort auf Passfotos nicht mehr lachen dürfen, wird den Österreichern das Lachen erst im nächsten Jahr vergehen.

Nach einer neuen Verordnung müssen die Passhalter auf dem Bild "ihr Gesicht vollständig zeigen, mit neutralem Ausdruck direkt in die Kamera schauen und den Mund geschlossen halten".

Offene Münder mit blitzenden Zähnen könnten sonst die neuen Scanner irritieren, welche die Gesichtszüge bei der Passkontrolle aus Sicherheitsgründen messen.

Auch in Österreich dürfen ab Einführung der Biometrie-Pässe 2005, nur noch Passfotos, die der international in 188 Staaten geltenden ICAO-Norm [International Civil Aviation Organization] entsprechen, verwendet werden.

Ab dem 26. Oktober 2005 müssen die Einwohner der 27 "Visa Waiver"-Länder, darunter Großbritannien und auch Österreich, biometrische Merkmale in ihren Reisedokumenten aufweisen.

Damit die Technologie nicht versagt, dürfen die Passhalter zudem weder Sonnenbrillen noch getönte Brillengläser oder Haare vor den Augen haben.

The U.S. House of Representatives', Appropriations Committee, approved funding of the President's "New Freedom Commission Initiative" that includes plan to screen all U.S. citizens for mental illness!!!!!

On July 14th, the House Appropriations Committee approved $20 million in new federal dollars to begin implementation of the plans set forth by the New Freedom Commission on Mental Health (NFC) to get every man, woman and child in America "screened" for "mental illness."

This campaign for national mental health "screening" will result in millions more Americans being diagnosed with fraudulent and unscientific mental "disorders", and prescribed dangerous and deadly psychiatric drugs.

Nationwide implementation of the New Freedom Commission on Mental Health's plan is the beginning of a Big Brother, "Brave New World" should the U.S. Senate agree with House to fund this.

More details about the plan and its dangerous consequences are at bottom of this email, but here is what all of us need to do: We, you, me, all of us, must tell Congress and the White House: NO MENTAL SCREENINGS FOR AMERICANS AND NO FUNDING FOR THIS PLAN!

WHO TO CALL AND WHAT TO DO:

1) Call the White House: 202-456-1111

2) Call Speaker of the House, Rep. Hastert: 202-225-2976

3) Call the Senate Leader, Senator Frist: 202-224-3344

4) Call the House Education and Workforce Committee Chairman John Boehner at 202-225-6205

Tell them you oppose any federal, state, or local plans for universal mental health screening. Tell them to STOP funding this New Freedom Commission on Mental Health plan in the Labor/Health and Human Services appropriations bill.

These calls are fast and brief. The aide who answers will take your message and forward it on. It's important that there are large numbers of calls, so please do this and get other to do so as well.

Additional actions to take:

1) Call your own Members of Congress (go to http://www.congress.org)

2) Alert your state legislators and oppose any school board initiatives to add psychiatric screening programs.

3) Support the Child Medication Act (S. 1390) currently stalled in the Senate by Senator Edward Kennedy - This legislation prohibits schools from coercing parents to place their children on psychiatric medications that are on the controlled substances list. Senator Kennedy, with large support from pharmaceutical companies, has not let this very modest proposal even receive a hearing, saying that it needs more study. Senator Kennedy (202-224-4543) as well as Senator Gregg (202-224-3324) the Committee chairman, and Senate Majority Leader Bill Frist (202-224-3344) need to hear from the public.

4) Check to see if your state has a provision in state special education law that prohibits a school district from overriding parental refusal to submit their child to a special education or mental health evaluation. If yes, alert other parents, and if not, work for one.

The Commission based its entire findings on the definition of mental illness as defined by psychiatry's billing bible, the American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders (DSM).

The methods of mental health "screening" recommended by the New Freedom Commission are lists of arbitrary questions based on this DSM. If this "sweeping mental health initiative" is implemented, millions more Americans will certainly be diagnosed and drugged given the subjective diagnoses.

FACTS:
Ø The New Freedom Commission on Mental Health's report states that "mental illnesses are shockingly common," but neglects to address or even mention the fact that there is no medical or scientific means by which to diagnose mental "illnesses."

Psychiatrists and mental health proponents promote psychiatric "disorders" as a disease, or an illness that can be diagnosed in the same manner as real physical illness. This is a fraud. There are no blood tests, brain scans or chemical imbalance tests to validate any mental disorder as an illness or "disease." With no scientific/medical criteria to substantiate these claims, anyone could be diagnosed as mentally ill based solely on a checklist of behaviors.

Ø The DSM contains hundreds of psychiatric mental "disorders" which are a list of behavioral symptoms that are literally voted into existence and inserted into the DSM. Such diagnoses include "Caffeine-Related Disorder," "Mathematics Disorder," "Disorder of Written Expression," and the all-encompassing "Phase of Life Problem." These "disorders" are simply a classification of symptoms that are drastically different from, and foreign to, anything in medicine.

Ø The New Freedom Commission is blatantly promoting the coercive and manipulative tactics that have led to millions of children being falsely labeled with mental disorders in our public schools. Schools have become mental health clinics where children are diagnosed based on subjective questionnaires, instead of given proven educational solutions. This fact was substantiated by a report from the President's Commission on Excellence in Special Education, which found that 2.4 million children had been diagnosed with mental "disorders" and placed in Special Education, when in fact these children had simply not been taught to read.

Ø The issue of coerced child drugging in public schools has become so prevalent that the U.S. House of Representatives passed the Child Medication Safety Act in May 2003, to prevent schools from forcing a parent to drug their child as a condition of attending school.

Ø Due to psychiatric influence, parents have been reported to Child Protective Services and charged with medical neglect for refusing to give their child a psychiatric drug, such as those currently under investigation for causing suicidal reactions. Parents have been charged with "medical neglect" for refusing psychiatric treatment - despite the fact that there is no scientific proof that there is anything medically wrong with the child.

Ø In a recent report by Allen Jones, a former investigator in the Pennsylvania Office of Inspector General (OIG), Bureau of Special Investigations, condemning the New Freedom Commission (NFC), he states, "Despite a nearly 500% increase in American children being prescribed mental health drugs during the past 6 years, the New Freedom Commission on Mental Health found that not enough adolescents are benefiting from mental health treatment. The NFC recommendations prominently call for mandatory mental health screening for all high school students, with follow-up 'treatment' as required - this means more kids on mind-altering and potentially lethal psychiatric drugs."

Rebecca Gordon and Jan Adams are long-time peace activists who live and work in San Francisco. When they went to San Francisco International Airport last year to take a flight to Boston, they were told by an airline agent that their names may be on a secret federal "no fly" list. They were briefly detained, questioned and only allowed to fly when San Francisco Police officers cleared them after checking their names against a master FBI list.

Jan and Rebecca are not alone. Since September 11, at least 339 air passengers have been stopped and questioned by police at the airport because their names were believed to match names on the "no fly" list. If this airport is typical of other airports across the country, it is likely that thousands of passengers are being subjected to similar treatment because of the "no fly" list.

Does the "no fly" list actually make us safer? It is impossible for the public to answer that question because we have very little information about the list. We don't know, for instance, how a name is placed on the list, how a name can be taken off of the list or whether First Amendment-protected activity is ever a reason for placing a name on the list. Although Adams' and Gordon's story suggests that airlines have access to the list, we don't know if airlines can alter information on the list, or if the government trains airlines on how to use the list.

In order to obtain more information about the "no fly" list and other transportation watch lists, Adams, Gordon and the American Civil Liberties Union filed requests under the Freedom of Information Act and the Privacy Act with the Transportation Security Administration and the FBI last December. Because neither agency responded with any information, these parties filed a lawsuit in the U.S. District Court for the Northern District of California under the freedom and privacy acts on April 22, 2003. Without even basic information about the list, there is no way for the public to hold their government accountable as to whether the resources that law enforcement is expending on stopping and questioning air passengers are resources well spent.

According to a recently issued General Accounting Office report, the "no fly" list is just one of 12 terrorist and criminal watch lists maintained by the federal government. As the number of watch lists grows and data is increasingly shared among watch lists, the potential for error increases. Imagine, for instance, if Adams' or Gordon's names were mistakenly placed on 12 watch lists instead of just the "no fly list."

The problems with data sharing further multiply if watch list information is shared with the thousands of databases currently maintained by the government. Like the government's watch lists, these databases catalogue information on the lives of ordinary Americans and others.

Examples include a Treasury Department database that collects financial information reported to the government by financial institutions and a Department of Education database of educational records on individuals stretching from their primary school years through higher education. It is bad enough that Gordon and Adams were flagged because their names matched the "no fly" list - it would be worse if this unfair black mark were disseminated throughout the federal government, potentially causing problems for Adams and Gordon in everything from traffic stops to job applications.

The dangers created by the aggregation of information in government databases and watch lists are illustrated by the government's plans to develop the Computer-Assisted Passenger Pre-Screening System, or CAPPS II, a system that would search secret intelligence and law enforcement databases and rate every airline passenger a red, yellow or green-level threat. Using easily falsified information such as name, home address, home phone number and date of birth, the pre-screening system would screen air passengers' names through credit databases and then run that information through secret government databases to make judgments about the passengers' security risk.

Based on the color-coded result, a passenger may be allowed to travel, required to undergo special security scrutiny or be referred to law enforcement and possibly detained. Masses of Americans may be unfairly branded as security risks under this program - and like Gordon and Adams, they may not know why they have been tagged or how they can clear their names.

The government's increasing use of watch lists and databases is complemented by private industry, which also collects information about individuals in this country. As computer technology exploded in recent decades, companies began to collect information about the spending and lifestyle habits of ordinary Americans. Surveys, sweepstakes questionnaires, loyalty-card programs and monitoring of Internet shopping are tools used by companies to gather information about consumers. Companies called data aggregators compile this information and sell it to others, including the government.

The "no fly" list is only the tip of the iceberg. If we do not take steps to monitor and control data surveillance to bring it into conformity with our values, millions of us will find ourselves in the situation that Gordon and Adams are in today - branded by our own government as "risky," with no way to face our accuser, discover the substance of the accusation or correct inaccurate information on which the accusation is based. We could find ourselves being tracked, analyzed, profiled and flagged in our daily lives to a degree we can scarcely imagine today.
