That the Bush administration has a mania for secrecy is no great secret in Washington. But the extent of administration efforts to clamp down on the flow of information -- much of it once routinely public -- became startlingly clear in a report by the Democratic staff of the House Government Reform Committee. True, the ranking minority member, Rep. Henry Waxman, D-Calif., is a frequent critic of the president, but the report is both documented and dispassionate. And it's not just the public that gets blanked by the administration. Congress is as well, most notably when the administration suppressed cost estimates that showed the Medicare prescription-drug bill would be far more expensive than the administration was letting on...
