It could be too late to protect some of Australia's most unique ecosystems, such as the Great Barrier reef and the Daintree Rainforest, from the destructive effects of climate change, according to a report released by the Federal Government today.

Australian ecosystems most vulnerable to greenhouse gas induced climate change include alpine regions, reefs, tropical rainforests and coastal wetlands, according to a report commissioned by the Australian Greenhouse Office.

Allen Consulting, which wrote the report, said particular priority should be given to World Heritage listed systems.

"However, there is a need to face the prospect that, in some cases, there may be little that can be done," said the report.

"Climate change might overwhelm some fragile species and remnant habitats
(such as those in alpine regions) that literally have nowhere else to go, or for which effective options for supplementing their natural adaptive and coping capacities ... are extremely limited," it said.

The 159-page report said there was little doubt Australia faced some degree of climate change over the next 30 to 50 years irrespective of international or Australian efforts to reduce greenhouse gases.

"Much of the climate change likely to be observed over the next few decades will be driven by the action of greenhouse gases already accumulated in the atmosphere," it said.

Figures released by the Federal Government earlier this year showed more greenhouse gases were being produced in Australia as people consumed increasing amounts of energy.

Australia, along with the US, has refused to ratify the international climate change agreement, the Kyoto Protocol, which sets limits on greenhouse gas emissions.

The Government has also refused to extend support to the struggling renewable energy industry, which has found it difficult to compete against coal. The coal industry is not penalised for being a major contributor to greenhouse gas emissions.

Australia is the world's biggest exporter of coal, and the country's coal-intensive electricity sector makes Australia among the world's highest per capita emissions producers.

Environment Minister Senator Ian Campbell said Australia needed to look no further than the economic and social impacts of prolonged periods of drought to understand the importance of climate.

"What governments, industry and communities need to do now is think more strategically about how to respond to the changes in climate that are likely over the next 20 to 30 years. This report is an important part of that process," he said.

Senator Campbell said the next step was to begin adaptation planning in key sectors and regions.

Senator Campbell told ABC Radio Australians should not panic about climate change.

"It could be painted as alarming but the reality is that these changes will happen over time," he said.

However, Opposition environment spokesman Anthony Albanese said the Howard Government had been complacent about climate change and said it had to ratify the Kyoto Protocol or risk being responsible for an "environmental tsunami".

"It's one thing to say it's not a cause for alarm, it is another thing to say it's not a cause for action," AAP quoted Mr Albanese as saying.

"Australia needs to be part of the international efforts to combat dangerous climate change, we need to ratify the Kyoto Protocol, we need to increase our mandatory renewable energy targets and we should have a national emissions trading scheme."

Greenpeace said there was little point in the Government publishing a report about the seriousness of climate change but doing nothing to cut emissions.

"We challenge the Federal Government to show us what serious action they are taking to avoid dangerous climate change," said Greenpeace energy campaigner Catherine Fitzpatrick.

"They haven't ratified the Kyoto Protocol, there is virtually no federal funding for research into clean, renewable energy, and there are no signals to industry that we need to constrain greenhouse pollution," she said.

"This is why we see energy and transport sector emissions rising so dramatically."

Mast is 'insensitive'

RESIDENTS are furious over plans to put a phone mast twice the height of a lamppost within metres of their homes and a school.

Householders around Chigwell Rise, Chigwell, have slammed T-mobile over proposals to install a 14.7m-high aerial, but because it is under 15m it does not require planning permission.

Graham Lancaster, of Chester Road, said: "When I heard about it, I thought it was a joke. It's totally inappropriate to have it so close to a residential area and the school. If you had to think of the most insensitive place to put a mast, you would choose here."

Mr Lancaster claimed residents had not been properly consulted and he was only notified by a letter addressed "to the occupier."

He assumed it was junk mail and almost threw it away. He said only two other neighbours had received a letter.

"I really am furious that something so important in terms of impact is dealt with in that way. I've lived here for 20 years, yet suddenly I'm an unnamed occupier'."

The mast would be sited on the corner of Chigwell Rise and Chester Road, on land which Epping Forest District Council believes is owned by Essex County Council.

Mr Lancaster called the area "the green lung" of Chigwell and added he was fearful for the health of residents and pupils at the nearby Guru Gobind Singh Khalsa College.

He questioned why the company could not share a mast with other networks, or why it could not be sited on a building.

He added: "There are two on the M11 about 100m away. If I'd approached the local authority to put a flagpole in my back garden they wouldn't stop laughing. This will be seen for miles around."

The residents have instructed solicitors to represent their interests.

T-Mobile said it understood there were often concerns when locating masts, but a spokesman said: "Without a network of base stations, mobile phones simply do not work."

She added: "We will always try to share masts with other networks, where possible.

"When our agents go to look for sites all considerations are taken into account. When a new mast is needed we try to reduce the impact on the local environment with sensitive siting, innovative design and where appropriate landscaping.

"Based on over 40 years of research, we're confident our base stations do not present a health risk to any member of the public."

Other sites, including Victory Hall, the Metropolitan Police Sports Club and the golf club, were ruled out because the landowner refused permission or there was signal interference.

A district council spokesman said: "As the mast is under 15m it does not require planning permission as T-Mobile is a statutory undertaker.

"What it does require is prior approval from us and this is where we currently are.

"We cannot refuse permission as such, all we can do is object to their siting on aesthetic and street scene grounds."

Campaigners fighting plans to put a mobile phone mast near a school released 500 balloons during a mass demonstration.

The balloons were meant to represent the number of children that, protesters claim, could suffer damage to their health.

Residents are angry after the Coventry Howitzer Club, in Albert Street, Hillfields, agreed to let Hutchison 3G put a mast on the roof of the building in exchange for rent of about £10,000 a year.

It has yet to be put up but will not need planning permission as it is below a specific height.

Pupils from nearby schools joined staff - and animals from Coventry City Farm - and local people, to release the balloons before handing a 1,000-name petition to club bosses.

The club is 500 yards from St Mary's and St Benedict's Primary School, in Leigh Street, and 100 yards from Hillfields Early Years Centre.

Joseph Parrott, aged 11, of St Mary's, said: "I think masts are bad for health because of radiowaves - we might get cancer."

Campaign coordinator Jenny Gregory, aged 34, of Charles Street, Hillfields, denied she was being hypocritical despite owning a mobile phone herself.

"We have all got mobile phones and we already get good coverage here without another mast," she said.

"Nobody is against mobile phone masts but they should not be put up near schools and nurseries, and residential areas."

She claimed the only scientific research that had been done was into the thermal effects of masts on the human body, and not the biological effects.

Later there was a confrontation at the front door as a Hutchison representative claimed committee members were too busy to come down and accept the petition in person. Instead a club member entering the venue agreed to take the paperwork inside.

Former ward councillor Rob Windsor, one of the protesters, said: "Somebody should have had the decency to come down for 30 seconds and accept it. It's an utter disgrace."

Campaigners claim the club allowed the mast without consulting its membership.

No-one from the club was available for comment.

MAST PROTEST ON THE MARCH

An action group opposed to plans for a mobile phone mast will parade through the streets of Chellaston and Allenton this weekend to highlight its cause.

The Mast Action Committee, part of Chellaston Residents' Association, is fighting plans for a Vodafone mast at the junction of Parkway and Derby Road, outside the Red Lion pub.

Vodafone has already been given the go-ahead by Derby City Council for the 12-metre mast as it did not need full planning permission because it was less than 15 metres high.

Now protesters have discovered that Vodafone is planning to apply to the city council for prior approval for another 12-metre mast in Merrill Way, Allenton, near the War Memorial Village.

On Saturday they are taking to the streets to protest against the proposed Allenton mast and to try to stop the Chellaston mast.

The protesters are meeting on the green at the War Memorial Village at 10am and will set off from there at 10.30am, travel along Chellaston Road and Derby Road to reach the Red Lion pub at 11.30am.

The protesters are appealing for a marching band and cheerleaders to join in to help them make some noise and marshals to help it run smoothly.

Mast Action Committee member Philip Ingall, of St Peter's Road, Chellaston, said: "We want to show Vodafone that we're growing and we'll fight any application that's made in an unsuitable location.

"The parade will cause some traffic disruption and I am sorry for that. Don't blame us, blame Vodafone for proposing to build masts in unsuitable locations."

Earlier this month the committee held a protest outside Chellaston Junior School, in Maple Drive, to warn parents about the mast in Chellaston. But Vodafone said it would still continue with the plans.

The mast would be about 100m away from the junior school and 200m from Chellaston Infant School, in School Lane. 200 people have signed a petition against the mast.

A Vodafone spokeswoman confirmed that the company was consulting ward councillors about the site in Allenton. The mast would be for both 2G and 3G technology to improve coverage for voice calls as well as new technology such as picture messaging.

She added: "There is a tentative proposal for a mast at that site. Now is the time for people to give us their views."

A Green Party councillor has expressed his anger over a decision to allow the city council to choose the colour of a mobile phone mast it did not want in the first place.

Last month the Evening News reported how phone mast campaigners were dealt a blow after a planning inspector agreed to allow a mobile phone mast to be installed at the junction of Gipsy Lane and Farrow Road.

Planners at Norwich City Council initially threw out proposals from 3, formerly Hutchinson 3G, to build the 12.5 metre slimline mast because they deemed it an eyesore.

But the communications giant 3 appealed against the decision and had it upheld by a Government planning inspector who visited the earlier this year.

"No development shall take place until after the development has been painted in accordance with a colour scheme to be approved in writing by the local planning authority," said the inspector responsible for the report.

"This decision was an absolute joke," said Rupert Read, a city councillor for Wensum ward who was influential in helping form the campaign against the mast in the first place.

"It adds insult to injury, to throw us the sop of letting us choose the colour of this mast, a mast that we do not want.

"That's why, next Tuesday, we are putting a question to full Council, asking the Lib Dem Executive whether or not they agree with us that the Planning system in Britain needs to be completely overhauled.

"We Greens believe that new legislation is needed to give Councils complete control over the siting of phone masts."

Tom Llewellyn, a Green Party activist, said that the mobile phone mast issue was "vital to our health and the health of our children".

"Other countries, for instance Germany, have instituted a moratorium: Britain doing so too is long overdue, and we would like Norwich to lead the way on this," he said.

"Network coverage in the Norwich area is already perfectly adequate: we don't need, and we don't want, any more masts."

Through the Put Masts on Hold campaign the Evening News has campaigned against the installation of mobile phone masts near homes and schools until it is proved safe.

Last week the Evening News reported how Dr Ian Gibson chaired a meeting of MPs and experts in London which called for an overhaul of the current planning system in relation to masts.

However MORI research carried out over the past five years shows a positive improvement in all areas of consultation and information year on year.

Some of the findings of the research, which was published last week, found that four in five planners agreed there has been an improvement in the quality of information and level of consultation by operators.

"Operators are successfully filling the information gap for planners that was identified five years ago," said Mike Dolan, executive director of the Mobile Operators Association.

"They are meeting planners' expectations and delivering improved information and communication, both with local authorities and local communities."

Residents near a giant phone mast toppled by protesters said they were on 'red alert' last night to stop any new erection of the structure.

The 60ft mast was put up a month ago in Walsall Road, Stone Cross, West Bromwich, by telecommunications giant O2.

The first self-employed transport company worker, Ric Keeling, knew of the plan was when the towering structure appeared overnight - 20ft from his home.

He said: "I was horrified.

"It went up at 7am without a word to a single person saying it was coming.

" I had never heard about mast protests until it appeared.

"But I've got a two year old daughter and from what I've heard, we just don't know enough about the effect of these things on people's health." Last Friday, residents woke up to find the controversial mast had been felled in the night.

"Everyone was elated that it had happened," said Mr Keeling, who collected 100 signatures from neighbours for a petition against the mast.

"We just wanted to say 'well done' to whoever did it. We have heard O2 want to re-erect the mast as soon as possible and they will come with a police convoy. "We are all on red alert."

A spokeswoman for O2 said the mast was temporary and erected under emergency powers they had to circumvent planning permission or public consultation.

Yesterday, old mast fittings were removed by 02 engineers in preparation for its re- erection - expected to take place early next week.

"We want the mast back up as soon as possible," said the spokeswoman. "We are, in fact, currently looking for a permanent site in the immediate area and once an agent identifies one there will be consultation with residents.

"I want to stress there is no evidence of any risk to health at all.

City residents are celebrating after winning a fight to stop a mobile phone mast being built near their homes. Communications firm Hutchison 3G wanted to build a 12-metre mast on the junction of Leypark Road and Hill Barton Road in Whipton.

It would have been near hundreds of homes, the Whipton Community Hospital, the Honeylands Children's Centre and three schools.

But last night councillors on the city's development control committee refused Hutchison permission to build the mast amid massive opposition to the scheme.

Local residents, concerned about the potential health impact of the structure, formed the protest group WAM - Whipton Against Masts.

Last night councillors sided with residents, saying the mast would be too high and would damage the surrounding environment.

Laurence Davey, one of the founders of WAM, was delighted with the decision.

"This is a victory," he said. "It has been very hard because we had to organise ourselves very quickly because Exeter City Council didn't give us a lot of time to object."

Stephanie Browning, a Leypark Road resident and another founder of WAM, said: "This has been hard work but it's worth it.

"We are so worried about the health of the children living nearby." During the meeting Whipton councillor Peter Edwards and Mr Davey spoke against the mast.

Three councillors voted for the application and five against it. There were two abstentions. Cllr Yolonda Henson said: "I think there are other places this mast could be sited rather than a built-up area."

Hutchison 3G had said the mast needed to be close to the built-up area so it would provide good coverage for local users.

Paul Brockway, from Hutchison 3G's agents White and Green, told councillors the mast would not pose any danger to the health of people living nearby.

AUCHTERARDER residents who live near the proposed site of a 15-metre mobile phone mast are determined to fight the planning application by telecommunications giant Orange.

At the forefront of the campaign against the UK’s largest mobile network is Julia Reid, who was aghast when she discovered Orange were proposing to erect the tower within a stone’s throw of her children’s bedroom in the centre of Auchterarder.

The location of the proposed mast is at the rear of Auchterarder Motors in the High Street – a site which Julia claims will be intrusive to a large area of the burgh.

She explained that she had been informed that her main fears over the safety of siting a mobile phone mast so close to the homes of young children did not constitute reasons for refusing planning permission.

She said: “Although we are concerned about the health risks we understand there is no legal evidence to substantiate this.

“I know nothing has been proven yet but I feel that the jury is still out. My children are aged three, five and seven and I find it scary that this mast could be as little as 10 feet from the bottom of our garden.

“So although the health risk is the main concern, we will be objecting on the grounds the mast will be visually intrusive to the whole of Auchterarder.

“And we’ve been told that anyone living within 300m of the mast will be affected by the noise so we hope this will also be grounds for our objection.”

Julia went on to criticise Orange’s timing of its planning application: “The community council do not have another meeting until September, so they will not be able to discuss it before the period for objections expires and many residents do not know anything about the proposed mast because they are away on holiday,” she said.

“I’ll be talking to as many neighbours as possible to make them aware of this mast and I would urge people who are against it to write to the council with their objections.”

Orange yesterday commented on the status of its planning application at Auchterarder Motors, High Street, Auchterarder.

Martin Grey, the company’s government and community relations officer for Scotland, said: “Orange believes that technology can and will make the world a better place, and is building the largest digital mobile phone network in the UK.

“We aim to provide our customers, including those in Auchterarder, with the best service and value for money.

“Orange began consultation with local stakeholders in 2004, firstly proposing a ‘lamppost’ style streetworks base station. Responding to feedback from local stakeholders, Orange considered a total of six options for siting the installation, including utilising existing Vodafone, 02 or police masts.

“Sadly technical analysis demonstrated the existing masts sites would not have met our coverage requirements. Therefore, following feedback from Perth and Kinross Council planners, a full planning application was submitted on July 1.

“The initial application was delayed by an administrative error relating to the submission of the planning fee. This has now been resolved and Perth and Kinross Council have confirmed the application as registered on July 20.

“Orange looks forward to the application being determined and to providing quality network coverage within Auchterarder.”

Müller Milch streicht trotz Subventionen Arbeitsplätze - BUND fordert strenge Umwelt- und Sozialstandards

Berlin: Laut einer Studie des Bund für Umwelt und Naturschutz Deutschland (BUND) hat der Milchverarbeiter Müller Milch trotz Subventionen in Millionenhöhe Arbeitsplätze abgebaut. Die Müller-Gruppe habe aus EU-, Bundes- und sächsischen Landesmitteln über 70 Millionen Euro zugesichert bekommen, um das größte Milchwerk Europas in Sachsen auszubauen. Dennoch seien bei Müller Milch Arbeitsplätze verloren gegangen, weil nach Zusage der Millionenbeihilfe zwei andere Werke in Niedersachsen und Nordrhein-Westfalen stillgelegt wurden. Die Studie kam zu dem Ergebnis, dass Subventionen in der handwerklichen Milchverarbeitung hingegen arbeitsplatzschaffend wirken.

Hubert Weiger, Agrarpolitischer Sprecher des BUND: „Es ist ein Skandal, dass das finanzstärkste Molkereiunternehmen Deutschlands, die Müller-Gruppe, mit dem Segen der EU-Kommission Millionen von Steuergeldern einsteckt und dennoch Arbeitsplätze abschafft. Angesichts von Massenarbeitslosigkeit und Staatsverschuldung liegt hier der Gedanke von Subventionsmissbrauch mehr als nahe.“

Über 90 Prozent der EU-Agrarbeihilfen seien nicht an Umwelt-, Tierschutz- oder sozialen Kriterien ausgerichtet, kritisierte der BUND. Nur knapp zehn Prozent der Agrargelder würden für den Fonds für Ländliche Entwicklung bereitgestellt. Dieser soll unter anderem den Ökolandbau und die Direktvermarktung fördern.

Weiger: „Aus diesem ohnehin kleinen Topf ist die größte Einzelförderung ausgerechnet an den Molkerei-Giganten Müller Milch geflossen. Das ist nichts anderes als Zweckentfremdung und untergräbt die Ziele der ländlichen Entwicklung. Bei der Vergabe für Subventionen müssen die Kriterien radikal erneuert werden: Wir fordern die Länder, den Bund und die EU-Kommission auf, sämtliche Förderungen entweder an Umweltschutz und Beschäftigung zu koppeln oder zu streichen. Anstelle von Großprojekten und Konzernen müssen mehr dezentrale Projekte und Agrarumweltprogramme gefördert werden. Nur diese nutzen regionale Potentiale optimal und schaffen nachhaltig Arbeitsplätze.“

Die Studie des BUND zeige, dass mit weit weniger Subventionen in der handwerklichen Milchverarbeitung bis zu zwölf mal mehr Arbeitsplätze geschaffen würden als zum Beispiel in der Molkerei von Müller. Hochwertige Lebensmittel aus der Region stießen zudem bei den Verbrauchern auf immer mehr Resonanz.

Ich sage nur, sie wissen es seit mindestens 30 Jahren, dass weit unter den Grenzwerten schädigende Wirkungen auftreten, schaut die SSK Sache an, schaut den Warnke Artikel an, oder die Studien.

So wie Leukämie und Atomkraftwerke zusammengehören, elektrische Eisenbahnen und Magnetfelder (wer weiß schon dass ein Lokführer vor'nem Riesen Trafo steht (viel Ampere, viel Spannung und 16 2/3 Hz)

Also, der Versuch Einzelne aufzurütteln ist wichtig, bringt zwar was, aber nicht viel.

Einzige echte Chance ist die Welt des Kommerzes anzugehen, das ganze unwirtschaftlich zu machen, wie Jugendschutz bzgl. Rechnung, Verbot in Schule, Bus und Bahn, (Geschäftsfähigkeit), Umsatz abgraben (ja wer hat denn noch ein Handy ?? Ich habe keines und nutze keines, gehe an keine Anrufe von Handys ran, auch wenn’s am Festnetz klingelt!)

Solange die Kids, die Eltern, die Lehrer sogar darauf Wert legen im Unterricht, während der Stunde erreichbar zu bleiben und deshalb das Handy mitführen (ja Lehrer tun dies und Schulleiterin begründete dies sogar... weil sie anders nicht Privat erreichbar ist, in der Schule..), wenn Angler mal schnell ihren Fang paar hundert Meter weiter melden, wenn Fußballer nach dem Spiel mal schnell die Tore durchgeben, obwohl sie 5 min später persönlich da stehen...

Sie wollen das Ding, und wenn’s krank macht, macht’s das halt, .. das Leben endet sowieso tödlich...

Schaut doch in die Politik, wie es gerade eben läuft, erschreckend, und von den Damen und Herren, und ihren Hilfstruppen erwarten wir ernsthaft noch irgendwas?

Nein, wir müssen es machen, selber machen und versuchen, die paar Gewinnprozente trotz der 80% springerhörigen Masse Handyfonierer zu rauben.

Wir müssen kleine lokale Zonen bilden, wo alle, oder die meisten sich positionieren, Naila und der Bamberger Raum sind da Initialzellen, die wachsen müssen, und wachsen, täglich!

Mir kommt es schon oft so vor, als sind die kognitiven Leistungskapazitäten umfassend vermindert, bei der Masse, bei den Medien, bei den Betreibers sowieso (da wurde der Hr. Z von Vodafone genannt.. )

Mann, die denken doch gar nicht, die sehen Zahlen, fordern Zahlen und entwickeln Träume, der Traum der Maut, der Traum des Wachstums, der Traum des unschädlichen Mobilfunks, den Traum den jeder gerne träumt, wenn er sich von der Realität etwas entrückt...nur die machen es in der Realität.

So träumt, Merkel, Schröder, Westerwelle, Lafontaine, ja und alle spielen mit Zahlen und Forderungen, und keiner denkt über echte Lösungen nach.

Was müssen wir tun, wenn wir Krankheitsprobleme feststellen?

Einfach hingehen, schauen, denken und lösen... z.B. aGSM als Zwischending...

Doch heute werden nur Behauptungen und Statements posaunt, und dann noch relative Forderungen, 20% mehr oder weniger, oder nur 10% des Grenzwertes, anstatt sich echte Gedanken zu machen.

Arbeit entsteht durch Tätigkeit und Bedürfnisse und nicht durch Geld und Kürzungen.

Gesundheit entsteht durch Vorbeugung und Heilung nicht durch Ignoranz!

Was benötigen wir 50% höhere Kosten bei den Müllmeistern, und ein neues Roboterfahrzeug, dafür zwei Arbeitsplätze weniger im Land?

Was benötigen wir 10 Mio Euro für Beton und Technik, die Abwasser nur mäßig reinigt, wenn’s für 100.000 Euro auch genauso geht und besser funktioniert?!

So haushaltet man (geht also mit den verfügbaren Mitteln um, verbietet also die Schuldenaufnahme, dann haben sie einen Grund zu haushalten, doch die Banken wollen ja die Schulden, ist ja das gigantische Geschäft...)

Nicht die Forderungen nach besseren Umweltschutz behindern die Wirtschaft, nein, die Versäumnisse dies umzusetzen, anzugehen, und so ist’s auch im Mobilfunk!

(Lasst euch nicht verMerkeln oder verSchrödern! ! !)

Macht was, grabt denen Umsätze ab, Uli Weiner weiß wie's geht!

Das Geld regiert die Welt, und wir haben viel davon, auch wenn’s immer weniger wird.......... sie sind g... drauf, und sind’s nur 20 ct für'ne schlammige SMS!

HLV Kommentar zur Chronologie der Abläufe in Habichtswald:

Überschaut man den zeitlichen Ablauf vom 31.05.2005 bis 8.07.2005 so wurden nach Bekanntgabe des Sendemastplanes, also innerhalb von 6 Wochen, bürgernahe konkrete Entscheidungen getroffen. Respekt vor den Leistungen der dortigen BI, den aktiven Ärzten, vor allem aber vor dem Bürgermeister Wolfgang Aßhauer (SPD) und Andreas Heerdt (CDU), die entsprechend dem Amtseid die Interessen ihrer Bürger wahrnehmen.

Das Engagement ist beispielhaft und sollte so manchem verantwortlichem Kommunalpolitiker einen Denkanstoß für sein bisherig „verhaltenes“ (z. T. auf Ignoranz beruhendes) persönliches Engagement geben.

Dieses positive Beispiel gibt Anlaß darauf hinzuweisen, dass es viele hauptamtliche Entscheidungsträger gibt, die trotz bester Empfehlungen für Konfliktlösungen seit über drei Jahren diese total verhindert haben.

Solche Fehlleistungen müssen nach wie vor von allen BI’s transparent gemacht und als kommunalpolitischer Skandal beklagt werden.

Mobilfunksendeanlagen: Gemeindevertretung in Habichtswald fasste wichtige Beschlüsse

Am 31.5.05 erfuhren Birgit und Dr. Rainer Voigt von der Bürgerwelle Habichtswald / Zierenberg von den Plänen der Fa. Vodafone, in Ehlen und Dörnberg je einen UMTS-Sendemast in unmittelbarer Wohnortsnähe aufzustellen. In Gesprächen mit den Gemeindevertretern äußerten sie ihre massiven Bedenken gegen dieses Vorhaben.

Unterstützung bekamen sie von zahlreichen Bürgern, so daß die Bürgerfragestunde vor der Gemeindevertretersitzung am 9.6.05 so gut besucht wie selten war – hier erfuhren die besorgten Zuhörer allerdings, daß man von Seiten der Gemeinde ihre Bedenken sehr ernst nehmen werde.

Kurz darauf appellierten 13 Ärzte in einem gemeinsamen Aufruf an die Politiker, keine neuen Standorte für Mobilfunksendemasten in Wohngebieten zuzulassen, da die Zahl der gesundheitlich betroffen Bürger in erdrückendem Maße zunehmen.

Aufgerüttelt durch die Geschlossenheit nahezu aller in den Orten niedergelassenen Ärzte berichtete bereits wenige Tage später das Hessische Fernsehen über die gemeinsamen Bemühungen der Ärzte, Politiker und Bürger anläßlich einer Veranstaltung der politischen Fraktionen am 15.6.05, die auch ca. 80 Bürger anlockte, um erste Informationen von der Bürgerinitiative, dem Bürgermeister und einem Vertreter der Kreisbauaufsicht über das komplexe Thema zu erhalten.

Mitglieder der Bürgerwelle, Gemeindevertreter und der Bürgermeister von Habichtswald fuhren am 29.6.05 gemeinsam in die westfälische Stadt Attendorn, um sich über das dort erfolgreich realisierte Konzept mit dem Ziel der Vorsorge für die Bürger zu informieren; der mitreißende Vortrag des dortigen Experten in der Stadtverwaltung, Herrn Hilleke, führte zu neuen Erkenntnissen. http://www.attendorn.de

Während die Gemeindeverwaltung dann unter Führung des Bürgermeisters einen Gemeindevorstandsbeschluss formulierte, der die Aufstellung eines sog. Bauleitplanes mit der Ausweisung von Mobilfunkstandorten außerhalb der Wohnbebauung vorsieht – und in der Zwischenzeit durch eine sog. „Veränderungssperre“ den „Wildwuchs“ von Sendern in Wohngebieten verbietet – bereitete die Bürgerwelle einen Informationsabend mit ausgesuchten Referenten vor.

Am 6.7.05 wurde das Thema für alle betroffenen Bürger weiter vertieft – einig war man sich hier, darüberhinaus vor allem Kinder und Jugendliche sowie ihre Eltern gezielt aufzuklären – Beachtung fanden auch die schnurlosen Telefone zu Hause nach dem DECT-Standard, mit denen man sich einen Sendemast in die eigene Wohnung holt. Die evangelische Kirche wird das Ziel zusammen mit der Arbeitsgruppe „agenda 21“ ebenfalls unterstützen, dokumentierte Pfarrer“ Günter Schramm aus Ehlen, Umweltbeauftragter des Kirchenkreises Wolfhagen.

Knapp 6 Wochen nachdem die Pläne der Mobilfunkbetreiber öffentlich bekannt geworden waren, verabschiedeten die Gemeindevertreter in Habichtswald in ihrer Sitzung am 8.7.05 dann einstimmig die Aufstellung des sog. B-Planes zur Erhaltung des Ortsbildes und des natürlichen Charakters der Umgebung und einer zweijährigen Veränderungssperre, sowie das Konzept zur Einhaltung von Vorsorgewerten, das der Gemeinde klare Vorgaben für die Verhandlung mit den Betreiberfirmen gibt. (1mW / qm darf von keinem Betreiber für alle seine Sendeanlagen in Wohngebieten überschritten werden) – dies ist vorher durch Berechnungen und nachher durch Messungen unabhängiger Institute zu belegen).

Der Gemeindevorstand wird alle Grundstücksbesitzer umgehend persönlich über die genauen Aspekte der Vorsorge und der Haftungsproblematik informieren.

Die zügige Entscheidungsfindung in der Gemeinde Habichtswald war nur durch die engagierte Arbeit der Bürgerinitiative möglich, und weil parteiübergreifend ein große Interesse vieler Gemeindevertreter vorhanden war.

Exemplarisch sind dabei besonders Herr Bürgermeister Wolfgang Aßhauer (SPD) hervorzuheben, der sich bisher sorgfältig in die technischen und juristischen Aspekte eingearbeitet hat, sowie das außerordentliche Engagement von Herrn Andreas Heerdt (CDU), der die Umsetzung des Vorsorgekonzeptes ebenfalls entscheidend unterstützt hat.

Für die nahe Zukunft plant die Bürgerwelle Habichtswald / Zierenberg Informationsabende in den Schulen und Kindergärten – außerdem sollte man herausfinden, inwieweit bei den Bürgern überhaupt ein Interesse an der UMTS-Technik besteht.

Nach Angaben der Zeitschrift „Capital“ gab es Ende April erst 700.000 UMTS-Verträge in Deutschland, also die „überwältigende Mehrheit“ von etwa 1% der 70 Mio. Handybesitzer – ausschlaggebend ist dabei wohl, daß man auch mit einem modernen UMTS-Handy jederzeit perfekt über die bisherigen GSM-Netze telefonieren kann, damit ist das Grundrecht der Bevölkerung auf mobile Kommunikation auch in unseren Orten bereits überall garantiert, offensichtlich besteht nur Interesse an preiswertem Telefonieren sowie SMS und Klingeltönen, nicht aber am Internetzugang, der über das Festnetz viel günstiger und erheblich schneller funktioniert.

Sollte dennoch die Errichtung von UMTS-Sendemasten in der Gemarkung Habichtswald unabwendbar sein, werden alle Ärzte mit einer prospektiven Studie das Befinden und die Gesundheit der Bevölkerung vor allem in Hinblick auf die wohl zunehmend auftretenden bösartigen Erkrankungen beobachten; diese Untersuchung könnte unter Umständen in einigen Jahren den wissenschaftlichen Beweis der Gesundheitsschäden erbringen und die vorsorglich anzumeldenden Schadenersatzforderungen an Mobilfunkbetreiber und Vermieter aussichtsreich machen – allerdings wären die Bürger dann wohl endgültig als „Versuchskaninchen“ zu betrachten.

"Ob es gelingt, weiteren neoliberalen Umbau zu verhindern, hängt entscheidend von den Protesten der sozialen Bewegungen vor und nach den Bundestagswahlen statt", heißt es in der verabschiedeten Erklärung. "Wer auch immer regieren wird und weiteren Sozialabbau betreibt, er muss mit unserem massiven Widerstand rechnen." Die Themen Arbeitswelt, Globalisierung und sozialer Widerstand standen im Mittelpunkt der 250 Konferenzen, Seminare und Workshops des ersten Sozialforums in Deutschland, das vom 21. bis zum 24. Juli in Erfurt stattfand. EEG (brainwaves) measured, confounding factors taken into account. When the hole was opened to let the radiation in, all the testees felt unwell, some of them seriously. Classic es symptoms.

* recent studies on electrosensitives at WHO conference Prague: Sweden's National Institute of Working Life: altered brainwaves (decreased occipital alpha EEG), stressed cardiovascular system (decreased heart rate variability, increased heart rate, increased blood pressure), notes es are flicker sensitive. All consititutes hyper-responsiveness to external stimuli. (Flicker sensitivity has been found many times). Dr. Osmo Hanninen of Finland reported that he has tested EHS patients via heart rate, heart rate variability, and blood pressure. He found exposure to mobile phone radiation could cause changes in heart rate and blood pressure not seen in healthy test subjects. Overall, there are too many reports of cardiovascular problems to poke a stick at. Statements that 1.5 -5 % of population may have some electrosensitivity.

* EEG studies showing EEG changes: many findings, not a clear picture or mechanism yet, but most show changes to EEG from mobile phones etc during waking use and sleeping, while some are associated with the thermal heating and blood flow effects of the mobile, others may show non-thermal effects. Some studies have shown EEG and concentration effects only occur when person actually has to do something. The person may often look normal, but give them something complicated to do while radiating them and they become a stunned mullet. Probably too boring to read them all, but they include

… A look into the statistics on health care and other social security costs clearly shows that the problem [HEALTH CARE COSTS] Started abruptly in the autumn of 1997. A further analysis reveals that several different characteristics of the health of the population also showed a sudden trend-break in that year.

… An abrupt change from an improving trend to an increasing number of sick-registered was noticed in the autumn of 1997.

We found that for all individual counties in Sweden there was a similar precise time when their individual graphs broke the downward trend and started to go upwards. … we could specify the month in which any one of the 21 counties started to `go wrong'. This happened within the time frame of October 1997 to January 1998. … From a record low level of around 40 000 in 1997 the number increased in just 6 years by 100 000, giving a total close to 140 000 long-term sick.

… It turns out that this type of problem [LOAD INJURY] also started to increase in 1997. In the year 2001 the number of registered people who were ill due to load injuries had increased by 100%. …

Depression and other psychological diseases also increased since 1997. The number of suicide attempts among young people has increased by 30% between 1998 and 2001.

… In Stockholm the new prostate cancer cases suddenly start to increase from 1997 while the number of performed PSA tests has been steadily increasing in the whole country since 1990. …

The number of people severely injured in traffic accidents in Stockholm County has been increasing strongly since 1997. … in Stockholm, where the number of seriously injured people has increased from 400 in 1996 to an estimated 1200 in 2004. … we looked at the number of people in Stockholm injured in traffic accidents involving bus drivers. It turned out that the same trend is seen here: the number of injured people has increased from less than 150 in 1997 to 250 in 2003. … According to statistics from Statistics Sweden (SCB) small companies are in general healthier than large companies. This picture has been unchanged since 1998. The data show that companies with more than 50 employees are twice as sick as small companies.

… From that we were able to state that health-related measures in Sweden by 2002 in average have degraded by a factor of 2.2 since 1997.

So, what happened in 1997?

In August 1997 the first digital TV transmitter was launched. This autumn the first `hot-spots' for mobile connection to the Internet were also introduced to serve travelling executives in hotels, train stations, airports, some petrol stations, etc. But the real big thing that came into practical use by the whole population was the introduction of the dual-band mobile system. The reason was that the number of available connections in cities was too small for the rapidly increasing demand. GSM 1800 offered many more connections in crowded cities and solved the problem. In Sweden, Telia AB got permission to start 1800MHz transmission by the Post and Telecom Agency ( http://www.pts.se ) in 1996. The first lab tests were done late 1996 and the first public trials started in the spring 1997. In the summer of 1997 relaxed regulations were issued regarding the erection of small transmitter antennas needed for GSM 1800 and a major building programme was launched from the autumn of 1997.

In 1997 many large companies introduced wireless office phone systems. One such is called GSM-in-Office and operates at 900 MHz. This made it necessary to install a number of small transmitters in office buildings, corridors and even in the office work area. The employees had to use the mobile phone for all calls, in many cases for long calls. So, from 1997 many employees became exposed to microwave radiation during all work hours from small base stations, in addition to stronger radiation from their handsets during all their calls. Smaller companies did not introduce this type of office system. Smaller companies also have better health records in general as reported by the SCB ( http://www.scb.se/ ) and mentioned before. … All this data led to the suspicion that the degraded health in Sweden might be related to the sudden exposure to microwave radiation at 1800MHz. Detailed information about the number of subscribers and average speech time per subscriber and year was obtained from the Post and Telecom Agency. … The number of spoken minutes using GSM 900/1800MHz phone has now accumulated to 50 x10e9 min in Sweden or about 100 000 years of mobile phone conversation.

We have noticed that the increase in the number of longterm sick people also fits very well with the annual length of GSM speech time. The number of traffic-injured people in Stockholm follows a similar pattern. …

Radiation from handsets or from towers? …

Even if a specific disease happens to show a trend-break the same year as the GSM 1800 system was rolled out, there does not need to be a connection. But if the disease also has a statistically significant correlation with the output power from the phones, one should start searching for possible links. … [LOOK]

Short- and long-term sicknesses show a clear trend change during the autumn of 1997 and a very strong correlation (R2=0.82; P<0.000001) to the average output power from mobile phones in the different counties.

Deaths due to external causes (accidents, murder, suicide, etc.) started to increase after 1997 and show a strong correlation (R2=0.51; P=0.00026) to the average output power from mobile phones in the different counties.

Workplace-related injuries and sickness started to increase in 1997 and they show a strong correlation (R2=0.63 and 0.37, respectively) to the average output power from mobile phones in the different counties.

Prostate cancer among men 50–59 years of age started to increase from the autumn in 1997. However, there is no positive correlation between prostate cancer and the output power from mobile phones (r=–0.46). Instead, this disease has increased mostly in the large city counties of Sweden. Here we have found a possible link to the rollout of the digital TV network in Sweden (Hallberg and Johansson, 2004).

The recovery time after breast or heart surgery operation has increased since 1997. In both cases there is also a noticeable correlation (R2=0.26; P=0.017 and R2=0.25; P=0.020 respectively) to the average output power from mobile phones in the different counties. Deaths due to diseases in the nervous system started to increase drastically in 1997. There is also here a noticeable correlation (R2=0.37; P=0.0024) with the average output power from mobile phones in the different counties. The most noticeable trend is the increasing number of deaths from Alzheimer's disease. No correlation was found for another neuralgic disease, ALS (R2=0.0072; P=0.71). In conclusion, we note that 1997 was a very curious year in that a large number of health-related measures suddenly started to indicate a fast degradation in the health of the Swedish population. Several health characteristics and diseases seem to correlate with the Swedish introduction of the GSM 1800MHz system both in time and place. We urge responsible authorities to start an independent enquiry and to assign a scientific task force on a national basis to investigate possible consequences of the results presented here. All health-related data are available at official national registries.

Showing wholesale health effects since introduction of many wireless technologies in Sweden in 1997 (digital tv, dual band mobile, internet wireless hotspots). Not yet replicated. * Buergwelle ( http://www.buergerwelle.de ) contains too many reports of illness under towers and from tetra (UK police mobile phone system) resembling electrosensitivity and Russian microwave illness, as well as nosebleeds and epilepsy, to poke a stick at. Unfortunately not enough reports well enough scrutinized, while some are.

* Russian research that started it: Russians published numerous papers. For summary, see http://www.emfacts.com/weblog/?p=57 . The Russian picture is similar to CFS with mainly heart and brain effects that become permanent after 5 years. This corresponds with permanent irritability in phone tower studies after 5 years, and all the new references on heart problems from EMR.

* Skin problems: Numerous articles by Johansson, current articles of 'skin allergies': Allergy 2005: 60:838-839 Microwave radiation from cellular phones increases allergen- specific IgE production. Many more.

* 'allergic' type colds, runny noses, from mobiles, computers appear to possibly be caused by the now established effects of radiation on nitric oxide in body. Don't understand it, but these two papers have chemicals that go off when people have an allergic cold. Otolaryngol Head Neck Surg. 2005 May;132(5):713-6. Nitric oxide level in the nasal and sinus mucosa after exposure to electromagnetic field. These skin and runny nose problems are related to the term 'electroallergy', which is probably an accurate term.

* obviously microwave hearing (many studies on this, it is established, may be related to tinnitus in electrosensitivity, maybe not).

* Swedish studies on electrosensitivity: provocation studies have been poorly carried out and conflicting. Two studies at a conference claim a link of es to dental amalgams, and another study shows prevalence of dust as a cofactor in es at computer terminals. Sorry too sleepy to finish them.

* Interesting studies showing health effects around the north pole, called 'magnetosensitivity', where the magnetic field is different (increased) and there are lots of military radars, and magnetic storms are noted. Some connections with heart conditions, 65% of population claimed to be magnetic sensitive there. Int J Circumpolar Health. 2001 Nov;60(4):516-24. The heliogeophysical aspects of circumpolar health. Future pressure will result in better studies, but we can't wait for scientists. Hope these could be of some use for electrosensitivity discussions with regulators.

From the abstract: In this study, the effects of exposure to a 900 megahertz (MHz) electromagnetic field (EMF) on serum thyroid stimulating hormone (TSH) and triiodothronine-thyroxin (T3-T4) hormones levels of adult male Sprague-Dawley rats were studied. TSH values and T3-T4 at the 900MHz exposure group were significantly lower than the sham-exposed group. There were no statistically significant differences in serum TSH values and T3-T4 hormone contents between the control and the sham-exposed group.

Summary: A number of German doctors are combining together to put forward their observations of adverse health effects from pulsed high-frequency EMFs (microwave) to the Prime Minister, Dr. Edmund Stoiber. The health effects include headaches, tiredness, inability to concentrate and dizziness, and show an alarming trend.

The following is a foreword written by the doctor who is representing the group, Dr. Cornelia Waldmann Selsam:

These reports show that the people for years have been ill due to pulsed high frequency electromagnetic fields, without the treating doctors recognising the cause. For that reason, people who are receiving the high frequency at home or at work have suffered and are suffering and they receive no therapy. The deciding [effective] therapy is to end the exposure.

The continually repeated assertion in the media by the Radiological Protection Commission (Strahlenschutzkommission), that there is no proof for health risks under the present valid limits, has had the consequence that most doctors, (including myself until a year ago) have not drawn a relationship between the many unexplained illness patterns and high frequency radiation. The doctors do not know that at not one single mobile phone base station have investigations into the health-state of the people been carried out. Thus, the evaluation of the Strahlenschutzkommission in 2001 has no scientific basis.

In Oberfranken, we have just evaluated the medical complaints of 356 people who have had long-term [radiation] exposure in their homes.

The pulsed high frequency electro magnetic fields (from mobile phone base stations, from cable-less DECT telephones, amongst others), led to a new, previously unknown pattern of illnesses with a characteristic symptom complex. People suffer from one, several or many of the following symptoms: Sleep disturbances, tiredness, disturbance in concentration, forgetfulness, problem with finding words, depressive mood, ear noises, sudden loss of hearing, hearing loss, giddiness, nose bleeds, visual disturbances, frequent infections, sinusitis, joint and limb pains, nerve and soft tissue pains, feeling of numbness, heart rhythm disturbances, increased blood pressure episodes, hormonal disturbances, night-time sweats, nausea. Even at 10µW/m2 (only 0.06 V/m average) many people are becoming ill. The symptoms occur in temporal and spatial relationship to exposure. It is no way only a subjective sensitivity disturbance. Disturbances of rhythm, hearing problems, sudden deafness, hearing loss, loss of vision, increased blood pressure, hormonal disturbances, concentration impairments, and others can be proved using scientific objective measures. Some of the health disturbance disappears immediately the exposure ceases (removal of DECT telephone, temporary moving away from home, permanently moving away, using shielding). Therefore, the expansion must be stopped immediately. Mobile phone base stations, in whose fields people are exposed to more than 10µW/m2 must be turned off.

DECT telephones must be changed.

Affected people, relatives and doctors must jointly commit themselves and work together with all their energy [to this end].

If true, this is a very clear trend. For those where it is under 10 µW/cm2 70% of the sample (37 people) suffered no adverse health effects. For those where the power flux density is over 100 µW/cm2 only 5-6% of the sample (172 people) did not experience adverse health effects. Please look at this graph to see how these levels translate to exposure from a typical mast. Microwave signals are often above 0.6 V/m within 400 metres! There are no counfounding factors listed in the data, but the strength of the trend is extremely pronounced.

This is further evidence to support the potential adverse health effects that may be synonymous with the pulsed Microwave technology that surround us in everyday life. Those in the medical profession are beginning to voice their concerns, and it is worth bearing in mind that they have first hand experience of real people with real problems. It is important not to discard this evidence due to lack of experimental control, as it seems that a number of qualified professionals have independently found the same trends. At the very least this should call for more organised research into these findings.

In the American system of life, the dollar value of an individual, of a group of people is what matters. It's easily calculated. "People are fungible," said Secretary of Defense Donald Rumsfeld. It's all about the return-on-investment, the metrics and the data whether you are a military or civilian American. You're just another number. In this system, platitudes like "freedom is not free," "military service is the highest calling," "freedom to buy and sell," are little more than the equivalent of a cosmetic makeup base designed to disguise the hard face of reality that Americans are taught and encouraged to ignore. For example, it costs roughly $30,000 to train a regular US soldier and, perhaps, $40,000 to train a special operations soldier or military academy graduate. Multiply those figures by approximately 2,000 US KIA, and 16,000 US maimed in action or non-operative and returned stateside. Do the math. Using the $30,000 figure and 2,000 US dead equals $60,000,000. Taking the 16,000 maimed and multiplying by $30,000 equals $480,000,000. So those American lives -- men and women -- mostly youngsters, were worth $540 million dollars (have the insurgents spent this much?). What kind of people can tolerate being fungible, can live with the lies of their "leaders", and be happy being a number in a balance sheet? These calculations take place every day in every organization large and small. It all makes a mockery of the mythical American way of life. Of course, it's not a way of life, it's a cold, calculating system. Will people ever confront the silent horror that is the American system of life?

Verbraucherschutz warnt vor Flugblatt-Angebot

GRÜNSTADT: Pflegeschutz dank moderner Mobilfunk -Technik offeriert - Ungewöhnliche Zahlungsmodalitäten

Ein Flugblatt mit fragwürdigem Inhalt ist seit Tagen in Grünstadt und Umgebung in die Briefkästen geflattert. Ein Bewachungsunternehmen aus der Region bietet darin einen „Pflegeschutz" an. Während sich die Polizei mit der Bewertung des zweiseitigen Flugblatts schwer tut, warnt die Verbraucherzentrale: „Finger weg!".

Für „nur 30 Euro monatlich" will das Bewachungsunternehmen laut Flugblatt „älteren und/oder pflegebedürftigen Personen die Angst" nehmen, zum „Pflege-Opfer zu werden". Mit Hilfe moderner Technik, dem UMTS- Mobilfunk , sei erkennbar, ob „jemand medikamentös ruhig gestellt wurde", heißt es auf dem Flyer. Einen ähnlichen Schutz offeriert der Unternehmer auch Jugendlichen und Frauen „betreffs Überfall, Missbrauch oder Misshandlung".

Um diesen „Schutz" in Anspruch zu nehmen, sollen die Interessenten einen Dienstleistungsvertrag ausfüllen, der auf der Rückseite des Flugblattes abgedruckt ist. Dafür werden persönliche Daten abgefragt bis hin zur Bankverbindung mit Kontonummer. Für die Verbraucherschützer ein Grund mehr, vor dem Angebot zu warnen. Zumal nicht klar aus dem Text hervorgehe, was die Gegenleistung für den Vertrag sei.

Interessant sind auch die Zahlungsmodalitäten, die der Unternehmer seinen Kunden anbietet. Wer ihm eine Einzugsermächtigung gibt, zahlt laut Flugblatt als „Belohnung (...) immer nur dann, wenn es uns notwendig erscheint". Das heißt, wer zuerst den Dienstleistungsvertrag (DV) unterschreibt und eine Einzugsermächtigung erteilt, könnte sogar kostenlos in den „Genuss" des Pflegeschutzes kommen. Denn Gebühren werden laut Flugblatt grundsätzlich von jenen zuerst eingezogen, die den Vertrag als letzte abgeben oder per Einzelüberweisung zahlen. Und wenn die „Höhe unserer betrieblichen Kosten (...) ausgeglichen ist", werde der Einzug gestoppt.

Damit aber noch nicht genug der „Vorteile" für Schnellentschlossene. Denn das Unternehmen plant laut Flugblatt, einen Kristall- oder Mineralraum einzurichten. Darin „schwingen natürliche Mineralien und Kristalle, die die Gesundung von Krankheiten unterstützen". Diese Wirkung sei, so sagte der Unternehmer auf Anfrage der RHEINPFALZ, durch geowissenschaftliche Untersuchungen belegt. Der Zugang zu dem Raum wird für die Kunden analog der Kostenfrage geregelt: Wer zuerst seinen Vertrag abschickt, zahlt eventuell nichts, falls es genügend Nachzügler gibt. Dieses Angebot sei als Belohnung gedacht.

Polizei: Keine Betrugsabsicht

Genau diesen Teil des Flugblatts, die „Gesundung durch Kristallräume", hält die Verbraucherzentrale für „sehr fragwürdig". Ihre Empfehlung zu dem Flugblatt: weg damit, in den Müll.

Die Polizei Grünstadt suchte den Kontakt zu dem Unternehmer, der sein Gewerbe vor etwa sieben Jahren ordnungsgemäß bei der VG Grünstadt-Land angemeldet hat. Der Mann habe das Flugblatt zweimal in der Region verteilt, habe das Gespräch ergeben. Seine Idee laut Polizei: Interessierte Senioren sollten ein Fotohandy der neuesten Generation (UMTS-Standard) haben, sich fotografieren und die Bilder an die Bewachungsgesellschaft übermitteln. Mittels eines Erkennungs- und Abgleichungprogramms im Computer ließen sich Anzeichen feststellen, falls der Betreffende zum Beispiel mit Medikamenten ruhig gestellt worden sei, erläuterte der Mann.

Wegen der Art des Flugblattes glaubt die Polizei nicht an eine Betrugsabsicht. Dazu sei der Flyer zu kompliziert abgefasst. Betrüger würden ihre Botschaft möglichst einfach halten, um einen breiten Personenkreis zu erreichen.

VG-Verwaltung prüft

Der Mann habe aber zugesagt, das Flugblatt in dieser Form nicht weiter zu verbreiten. Großer Erfolg scheint der Aktion zumindest bisher nicht beschieden zu sein. Wie der Inhaber des Bewachungsunternehmens auf Anfrage sagte, sei bis dato noch kein einziger „Dienstleistungsvertrag" aufgrund des Flyers zustande gekommen.

Auch bei der Verbandsgemeinde Grünstadt-Land ist wegen des Flugblatts angerufen worden. Das Ordnungsamt wolle die Angelegenheit prüfen, aber keine vorschnelle Bewertung abgeben, hieß es. (ks)

Mobile use in rest of Europe

Hi All

I'm receiving increasing evidence that microwave device use in some other nearby countries is far less than here.

Both myself and a few others (eg Ann Furtado) have noticed vastly less mobile use in France (the North too) than here on recent visits. Now two friends having just returned from two weeks in Turkey said they only saw three or four people using mobiles in their entire time there! When I asked them about masts they said they didn't see any (though they could be hidden or they might not be looking out for them anyway - they wouldn't be). However if nobody's using a mobile, networks will make a financial loss for Telecoms cos won't they?

I wonder why and the only reason I can come up with is that microwave devices are so aggressively marketed here in the media. Virtually every day a new use is given for them in some programme or other and on ITV and Channel 4 there's at least one nauseating ad for them in every commercial break.

I raise this as I'm so sick of microwave pollution and the threat of water fluoridation here I'm looking into other places in Europe (or not too far away) to move to.

The telecoms paid far too much money (£23 billion) for 3G licences in UK - a mixture of greed and stupidity and have to try and get some of it back in profits. Hence the aggressive marketing. In addition this Govt. has been brainwashed by industry lobbyists (and probably the elite group of unpaid advisors) into thinking "technology" is the answer to all our ills, will make us a global players etc. That is why our whole culture at the moment is dominated by the policy of making people / education / business etc. dependent on all this stuff.

I'm aware that the industry are going to great lengths to recoup their losses except they won't be content at recouping just some - they'll want it all back and then a packet. This industry pay off clearly hasn't happened in at least some other countries (eg Turkey and France for starters) or if it has then to nowhere near the same extent or those counties would be microwave hells by now for sure. But who knows where the telecoms industry will target next?

Stellungnahme der Bürgerwelle e.V. zum Ausgang des Volksbegehrens “Für Gesundheitsvorsorge beim Mobilfunk” der ödp

Bevor wir Kritik äußern, möchten wir betonen, dass die ödp in der Vergangenheit sehr oft gute Arbeit geleistet hat und mit vielen Mitstreitern sich engagiert für die Umwelt eingesetzt hat. Beim Volksbegehren zum Mobilfunk vermissten wir jedoch die aus der erwiesenen Gesundheitsgefährdung resultierenden Konsequenzen. Die Initiatoren schreiben: “Wir sind nicht gegen Mobilfunk”.

Wenn Mobilfunk aber so gesundheitsschädlich ist, dass sich sogar Prof. Buchner, ein führendes ödp-Mitglied, in der Vergangenheit äußerte: “Das ist Mord”, verstehen die meisten Menschen nicht, warum die ödp nicht gegen Mobilfunk mit der heutigen Technik ist.

Hätte doch die ödp besser geschrieben: Mobilfunk ist sehr schädlich, diese Technik müsste verhindert werden und erste Maßnahmen wären ein absoluter Baustopp, Rückbau und Leistungsdichtereduzierung auf maximal 0,1 Mikrowatt/m² als Gefahrenabwendungswert. Dieser hat mit Vorsorge aber noch nichts zu tun. Vorsorge bedeutet, dass der Gefahrenabwendungswert nochmals um das 100 bis 500-fache niedriger sein müsste. Die derzeitige Gesetzeslage lässt dies allerdings nicht zu. Eine generelle Genehmigungspflicht für alle Sendeanlagen unter 10 m kann jedoch nur ein erster Schritt sein. Außerdem muss eine Ausschöpfung aller bereits bestehenden Gesetze, um Mobilfunkanlagen zu verhindern, gefordert werden. Dann wüssten die Anwohner früher Bescheid und hätten bessere Chancen, den Mast zu verhindern. Dies wurde aber nicht geschrieben. Die Aussage der ödp lautet: “Es geht nicht darum Masten zu verhindern.” Es sollte bloß mitbestimmt werden können, wo sie hinkommen. Selbst das Bundesamt für Strahlenschutz hatte jedoch eine Umfrage gestartet, aus der hervorging, dass über 30% der Bevölkerung davon ausgeht, dass Mobilfunksendeanlagen eine Gefahr darstellen. Das Potential dieser kritischen Menschen wurde kaum genutzt.

In Städten ab etwa 20.000 Einwohner müssen aus technischen Gründen Masten auch innerhalb der Bebauung sein. Also heißt dies, dass der Mast bei Familie Huber oder bei Familie Meier gebaut wird. Dies akzeptieren die meisten Menschen nicht mehr, sie wollen nämlich gar keine weiteren Masten!

Wissenschaftlich ist sehr gut belegt, dass das Handytelefonieren die Gesundheit schädigt. Warum schreibt dann die ödp: “Wir haben nichts gegen Handys”, obwohl sie selbst mit der Erbgutschädigung argumentiert? Damit fällt automatisch die Unterstützung vieler Erwachsener aus, denen etwas an ihren Kindern und Enkelkindern liegt, denn ca. 60% der Betreiberumsätze werden von Kindern und Jugendlichen getätigt. Wegen Handys sind Millionen von Jugendlichen überschuldet. Die Eltern müssen oft deren Zeche bezahlen.

Würden die Jugendlichen und Kinder kaum noch telefonieren, so könnten rund die Hälfte aller Sender abgebaut werden! Handys ziehen zwangsweise Masten nach sich.
Außerdem fehlt die Unterstützung vieler Menschen, die sich stark durch die Quasselei in Bussen, Bahnen usw. beeinflusst fühlen.

Warum hat die ödp nichts gegen Handys? Würde das Handy negativ besetzt werden, kämen wir in der Bemühung um einen Gesundheitsschutz einen Schritt weiter. Viele uninformierte Menschen kommen zu folgendem Schluss: Wenn schon eine ökologische Partei nichts gegen Handys hat, können diese ja nicht schädlich sein. Damit leistet die ödp sogar Unterstützung für Handys!

Die ödp schreibt: ”Für Gesundheitsvorsorge beim Mobilfunk.” Das Begehren hat aber kaum etwas mit Gesundheitsvorsorge zu tun, denn die Masten sollten nach dem Willen der ödp weiterhin gebaut werden. Was ist mit den Menschen, die bereits durch die über 8.000 Senderstandorte in Bayern belastet sind? Auch diese unterstützten das Begehren kaum.

Diese Widersprüche haben wohl die meisten Menschen, die sich mit der Thematik befassen, erkannt und sich beim Volksbegehren nicht eingetragen.

Die Argumentation der ödp war nicht gegen diese krankmachende Technik. Deshalb wurde das Volksbegehren viel zu wenig unterstützt. Trotzdem kann jetzt die Politik nicht sagen, obwohl sie es zwischenzeitlich gerne tut, dass das schlechte Abschneiden des Volksbegehrens die Akzeptanz von Mobilfunk zeige. Im Endeffekt war es wegen der Argumentation der Initiatoren nämlich kein Begehren gegen diese krankmachende Technik, sondern für deren Akzeptanz. Wäre mit dem Aufwand, der für das Volksbegehren geleistet wurde, kritisch aufgeklärt worden, hätte eine breitere Zustimmung und Unterstützung erreicht werden können, vielleicht sogar ein Durchbruch.
