12/18 - One Green recounts Gary Webb Memorial Service

I went up to Sacramento for Gary Webb's funeral service this afternoon. I managed to get to the ballroom at the Doubletree just after the last seat was taken in a room that had at least 200 people in it, most of them pillars of the community, but a sprinkling of motorcycle type friends of his kids and so forth. Across the front of the room were pictures from his life, awards he had won for his journalism (I saw his Pulitzer Prize among them). and nice arrangements of flowers. There was a laptop computer with an attached projector to the left of most stuff, and it was projecting a snapshot of Gary with a serious look on his face, with the caption Gary Webb, 1955-2004 on the screen behind the podium.

Almost immediately, Gary's brother kicked things off by telling the story of his life. He started with the mimeograph machine they had gotten as little kids. The speaker had gotten bored with it after about seven words, but it had fascinated Gary. It had shown him the power of the written word, and after playing with it the guy knew he wanted to write. All his life the guy had aimed for being a journalist, and the twenty years he spent doing investigative journalism were the happiest of his life. Gary's brother explained that the guy was not expecting to have his character assassinated by the mainstream media after he broke the story of the CIA's selling of cocaine to finance their dirty little wars. After the damage was done, Gary had found it impossible to get another job in the field, his wife had left him with their kids, and he just got tired of waking up every day with nothing to do.

He was followed by a string of other speakers. Family members spoke highly of the guy's loyalty and willingness to help. A Latino guy that had never met Gary talked about his friends in college that had gotten lots of cheap drugs "from these two big Mexican guys." He said that in reading the book he recognized them from their descriptions, so he knew the book was the real deal. Michael Rupert, the author of Crossing the Rubicon, said that this was a dark day for the profession of journalism. He said that if professional journalism has sunk to the point where talents like Gary Webb are not treasured, the time has come to fight back. He explained the Revolutionary Latin American custom of calling the roll of those willing to fight, and that every person who was willing to stand with a fallen leaders cause to the end would exclaim "Presente!" when the roll call reached their name, partly to scare the status quo that wanted that person forgotten. He finished by reading off "Gary Webb", and we all said "Presente!" on que. The last thing was a slide presentation by Webb's sons, showing pictures from his life to the tune of the long solo on the back side of Pink Floyd's Dark Side Of The Moon.

After the prepared speeches were finished, we went down stairs for a reception. I found myself at a table with a couple of other guys, one of whom was bubbling with conspiracy theories about who shot Gary Webb. After a little while two young women sat down and introduced themselves as the daughters of Gary and his brother. They said that Gary had clearly committed suicide. Later, talking to his sister in law, I heard the same story. She said the guy had sent letters to every family member about it, saying things like "scatter my ashes in the ocean at the beach on a sunny summer day, so I can body surf for eternity."

My conclusion is that the people who really killed Gary Webb were the ones that poisoned his name to protect the drug runners and the people they were funding.

Journalist Who Blew Whistle On CIA Drug Trade 'Commits Suicide'

Gary Webb, a Pulitzer Prize-winning investigative reporter who wrote a controversial series of stories linking the CIA to crack cocaine trafficking in Los Angeles, has died at age 49. Webb was found Friday morning at his home in Sacramento County, dead of an apparent suicide. Moving-company workers called authorities after discovering a note posted on his front door that read, "Please do not enter. Call 911 and ask for an ambulance."

Webb died of a gunshot wound to the head, according to the Sacramento County coroner's office.

Webb was part of the San Jose Mercury News reporting team that won a 1990 Pulitzer Prize for its coverage of the Loma Prieta earthquake.

Evidence Begins To Indicate Gary Webb Was Murdered

Webb Spoke Of Death Threats, 'Government People' Around His Home Credible sources who were close to Gary Webb have stated that he was receiving death threats, being regularly followed, and that he was concerned about strange individuals who were seen on multiple occasions breaking into and leaving his house before his apparent 'suicide' on Friday morning. Webb, a Pullitzer prize winning journalist, exposed CIA drug trafficking operations in a series of books and reports for the San Jose Mercury News. He was found dead on Friday morning in what the police said was an apparent suicide. Webb's 1996 series in the Mercury News alleged that Nicaraguan drug traffickers had sold tons of crack cocaine in Los Angeles and funneled millions of dollars in profits to the CIA-supported Nicaraguan Contras during the 1980s.

Today's Alex Jones Show, aired on the GCN radio network featured interviews with Chico Brown and Cele Castillo. Castillo is author of "Powder Burns", Cocaine, Contras & The Drug Connection. A retired DEA agent, Castillo personally witnessed CIA drug smuggling operations. Chico Brown, was former business parter and co-defendent with 'Freeway' Ricky Ross, the biggest drug dealer on the west coast supplied by the CIA.

Assassination of US Investigative Journalist Gary Webb?

What a weekend for conspiracy theory! I don't know where to begin. Why not with Gary Webb? Yesterday I wrote about Potential Witness Syndrome, one symptom of which is "suicide by multiple gun shot wounds to the head". This is apparently exactly what Gary Webb died of (watch as the stories are refined to change 'wounds' to 'a gunshot wound'). Webb was one of the premier investigative journalists in the United States, and author of the classic book "Dark Alliance: The CIA, the Contras, and the Crack Cocaine Explosion", a book that everyone should read, both for its content and as an model of how to do investigative reporting. The disgusting American press did a hack job on him, claiming that he overstated his case, an outright lie which you can see if you read his book. He was meticulous in defining his thesis, which was that the CIA turned a blind eye to the selling of crack in Los Angeles because proceeds from the sales were used to fund the Contras in Nicaragua. This thesis was true, but was deeply embarrassing to the CIA and other journalists who failed to cover the story.

It was a particularly dangerous idea because it demonstrated what a crock of shit the war on drugs is, with the U.S. government allowing extremely destructive drug sales - and drug sales which were particularly destructive to one racial group - in the United States when such sales suited it for other political purposes.

Now that Gary Webb joins Mark Lombardi, J.H. Hatfield, and Danny Casalaro as the fourth 'suicide' by a researcher who had a detailed understanding of the structure and function of the Bush crime family, the math on the odds of the Bush suicides have changed. "Examining the male U.S.suicide rate for recent years , we can extrapolate a conservative estimate of 17 male suicides per 100,000 people, or 0.017%. The odds of 4 specific, male biographers committing suicide would be the 4th power of 17/100000, or 8.3521 4.913 x 10^-17...roughly 1 chance 10,000,000,000,000,000. About as good a definition of impossible as you can get. A person would stand a better chance of playing the Canadian lottery 6/49 exactly twice in one's lifetime and winning the grand jackpot BOTH TIMES! (That is, picking 6 numbers out of 49 possible numbers and matching all 6 numbers out of 6 random draws, on 2 separate occasions, and having only purchased two Canadian lottery tickets ever.)

This calculation should be regarded as a conservative estimate: the actual odds against such a "coincidence" would be much greater. For example, if any of the biographers were female, the odds would be even greater."

The press hasn't even bothered with the usual 'he was known to be depressed' stories yet.

The systematic state-sponsorship of torture by the US used to be a major no-no, but that went by the board this year (even though Seymour Hersh treated the CIA with undue kindness in Chain of Command: the Road to Abu Ghraib). A prime no-no is to say that the US government has used assassination down the years as an instrument of national policy; also that the CIA's complicity with drug dealing criminal gangs stretches from the Afghanistan of today back to the year the Agency was founded in 1947. That last one is the line Webb stepped over. I think he got the treatment that always comes to those who dare question aloud the bona fides of the establishment: First he got misrepresented -- his suggestion that the CIA tolerated the contras' cocaine trading became an allegation that the agency itself was involved in the drug trade. Then he was ridiculed as a conspiracy-monger -- joked one commentator, Howard Kurtz of The Washington Post, 'Oliver Stone, check your voice mail.' In the end, Webb was rendered untouchable. I know that I risk being marked down as something of a nut for saying I think Webb was fundamentally right...

Correction and new information on the email I forwarded to you about Gary Webb last Monday December 20th

Last Monday, December 20th, I forwarded you an email which I had received from John Judge regarding the death of Gary Webb. I should have made some calls and done a little research of my own before I forwarded that email to you. Since then I have learned that some of the statements in that message are not true.

In an email sent to John Judge by Kurt Webb (Gary's brother), Kurt said that the suicide letters Gary sent to his children were not forgeries. This was somehow either misinterpreted or misunderstood by John Judge, in his talks with John Hankey or misinformation coming from the investigator that John Hankey hired to look into this case.

The family all believes that these suicide notes from Gary were real. The family definitely believes that Gary committed suicide and has made it clear that if they had any doubt, they would have called for an investigation. Some of the family members have been made aware of this email I forwarded and were very upset by it. I apologize for sending it to each of you without checking into to it more thoroughly. Kurt Webb, in his email to John Judge, asked him to stop and desist all further emails of this kind as it has been hurtful to the family. He made it clear that the family is not cooperating with John Hankey in any type of investigation.

Mike Ruppert contated me as soon as he received the email I forwarded and asked me to not send that email out to any more people, as it contained some incorrect information and was being hurtful to the family. Mike was very upset with John Hankey and with me for forwarding it.

I have talked with John Hankey since then. I want to say that I have known John for some time now. I like and respect John very much. He teaches English in East Los Angeles to (I believe) 8th graders and has bought many copies of "Addicted To War" from me to give to his students over the last few years. John also made the new film called "JFK II" which was used as a premium during the last fund drive at KPFK and sold many copies. I believe that John was doing what he thought was the right thing to do by hiring an investigator. In no way did he have any wrong or bad intentions with the actions he took. But sometimes things can be misunderstood or become confused as information is pased from one person to another and then to another and as people allow their hurt or anger begin to interfer with open & sincere communication.

I'm sure that all of us feel very sad over the death of Gary Webb, a man who was a fearless truth-teller, a journalist who revealed some very important and shocking information about what certain elements of the CIA and our government were doing. And I am also certain that we all feel compassion for Gary's family in this situation. Many of us have wondered if maybe it wasn't a suicide and that somehow Gary was killed by someone represeting the government. This was the concern of both John Hankey, John Judge and others.

In closing I want to say that it is my wish that those of us who are involved in the Peace and Justice Movement can and need to continue to work together and not allow misunderstandings or differences of opinion to separate us from doing the work we are all engaged in. Our job, our mission is difficult enough as it is. I would like to be in support of all of you, of all of us who are trying to make the world a better place for all of the people who share this Earth with us. We all have made mistakes and will probably continue to do so. But by working together and trying to understand each other a little more we will have a much better chance of helping to bring peace and justice to the human race.

Asking Kerry To Put teeth In His Recount Requests, & Other Urgent Actions

By now everyone probably knows about the explosive allegations of vote fraud and suppression that have emerged from Conyers Ohio hearings and about Kerry's lawyer, McTigue sending a request for 11 ways to conduct the recount in Ohio that would increase transparancy and help ensure every vote is counted. However, Blackwell spokesperson said Kerry was in "no position to dictate the recount." And Kieth Olbermann of MSNBC-- the only mainstream commentator who has been taking the allegations of vote fraud in Ohio and elsewhere seriously--said that if Kerry really meant business he would have his own investigation and be more vocal.

Furthermore, another article said that several county officials claimed they did not have the money for Kerry's requests or were otherwise non-committal.

TAKE ACTION: Although Kerry is to be applauded for making these 11 requests, he could do more that would put teeth into them. He has collected 50 million dollars for recounts (while the election was still ongoing) and has another 15 million left over from the campaign. He could use this money to do his own investigation; he could be more vocal about evidence of vote fraud and suppression; and he could ask for his own recount to increase his standing with election officials and in the courts for his recount requests.

Exactly the same happened at the meeting on heat-shock proteins in Helsinki earlier this year. You may remember the discussion referred to in Louis Slesin's newsletter. The final conclusion from that meeting was written by a hand lead by the telecommunication industry i.e. Motorola and all the others. This statement completely ignored and left out other opinions and scientific facts mentioned during the discussions, as it did not suit them.

At the meeting in Kos, WHO's Mike Repacholi also said that scientists should certainly not address the public directly and worse of all politicians and the press. If scientists wanted to tell something, this should be done through the authorized bodies like WHO, ICNIRP etc.

Sozialrechtsexperten bestätigen PDS-Verfassungskritik an Hartz IV

Zu Aussagen von Sozialrechtsexperten, die Bundesregierung habe die Zusammenlegung der Arbeitslosen- und Sozialhilfe genutzt, den "Regelsatz ganz gezielt runterzurechnen", und es gäbe "verschiedene Gründe, daran zu zweifeln, dass die neuen Regelsätze dem Verfassungsgebot einer ausreichenden Existenzsicherung genügen werden", erklärt der PDS-Vorsitzende Lothar Bisky:

Die Berechnungen von Sozialrechtsexperten haben die von der PDS in Auftrag gegebene verfassungsrechtliche Begutachtung und unsere grundsätzliche politische Kritik an Hartz IV bestätigt: Mit den pauschalierten Regelsätzen von Hartz IV hat die Bundesregierung assistiert von Union und FDP massiv Leistungen gekürzt und zwar für alle Betroffenen - Arbeitslosenhilfe- wie Sozialhilfeempfänger/innen.

Hartz IV wird damit zum Haushaltssanierungsprogramm auf dem Rücken der sozial Benachteiligten in diesem Land. Wenn die Wissenschaftler feststellen, dass der Regelsatz 448 Euro statt 345 Euro betragen müsste - ganz zu schweigen von der vollkommen ungerechtfertigten nochmaligen Herabstufung der Betroffenen in Ostdeutschland auf 331 Euro, heißt das nichts anders, als dass Hartz IV in der Tat Armut per Gesetz produziert.

Die Zusammenlegung von Arbeitslosenhilfe und Sozialhilfe auf dem vorgesehenen Niveau der Sozialhilfe unterschreitet den Bedarf der Betroffenen und ist deshalb mit dem Grundrecht auf Menschenwürde gemäß Artikel 1 Absatz 1 in Verbindung mit dem Sozialstaatsgebot des Grundgesetzes nicht vereinbar. Das hat der von der PDS beauftragte Gutachter festgestellt. Das wird nun von weiteren Experten bestätigt.

Rot-Grün hat im Verein mit Schwarz-Gelb ein verfassungswidriges Gesetz beschlossen. Hartz IV wird in Karlsruhe landen und dort nicht ungeschoren davon kommen.

Doch die Betroffenen sind ab Januar mit den verfassungswidrigen Auswirkungen von Hartz IV konfrontiert. Wenn einem alleinerziehenden Vater in zwei Wochen 100 Euro in jedem Monat gestrichen werden, hat das für ihn und das Kind gravierende Auswirkungen. Deshalb fordere ich die Bundesregierung auf, nicht auf höchstrichterliche Urteile zu warten und sich Zeit zu lassen, um die Hartz IV-Wirkungen zu beobachten, sondern umgehend zu handeln:

* Anhebung des Regelsatzes auf mindestens 400 Euro, besser noch 450 Euro in Ost und West

* 1000 Euro Freibetrag bei der Anrechnung von Partnereinkommen

* Zumutbarkeitsregelungen strikt an tariflicher Entlohnung orientieren

* Verträge entsprechend der so genannten 58er Regelung respektieren

Das ist das Mindeste, was an Veränderungen sofort in Angriff genommen werden kann und muss.

Auch Caritas und Paritätischer Wohlfahrtsverband bestätigen PDS-Kritik an Hartz IV

Der Paritätische Wohlfahrtsverband und die Caritas haben heute der Bundesregierung vorgeworfen, den Regelsatz für Arbeitslosengeld II, Sozialhilfe und Sozialgeld klein gerechnet zu haben, so dass der Regelsatz um 19 Prozent unter dem Bedarf liegt und auf einheitlich 412 Euro in Ost und West angehoben werden müsse. Dazu erklärt der PDS-Vorsitzende Lothar Bisky:

Immer mehr erweist sich: Hartz IV ist ein schlechtes Gesetz,schlecht für den Westen und Gift für den Osten. Immer mehr Verbände und Experten bestätigen die bereits in der von der PDS in Auftrag gegebenen verfassungsrechtlichen Begutachtung getroffene Feststellung, dass der Regelsatz des Arbeitslosengeldes II nicht bedarfsdeckend ist. Dass davon vor allem Kinder und Jugendliche betroffen sind, macht die Sache noch schlimmer. Die Befürchtungen des Paritätischen Wohlfahrtsverbandes, dass 2005 jedes zehnte Kind in Deutschland unterhalb der Armutsschwelle leben muss, sprechen Bände.

Hartz IV verstößt damit eklatant gegen das Grundrecht auf Menschenwürde in Verbindung mit dem Sozialstaatsgebot des Grundgesetzes. Hartz IV wird in Karlsruhe landen und dort nicht ungeschoren davon kommen.

Die Betroffenen sind ab Januar mit den Auswirkungen von Hartz IV konfrontiert. Ich unterstütze die Forderung des Paritätischen Wohlfahrtsverbandes, die Festlegung des Regelsatzes zu einer Sache des Gesetzgebers und damit zum Gegenstand öffentlicher Debatte zu machen.

Wenn die Höhe der Abgeordnetendiäten vom Parlament festgelegt wird, sollte das auch für den Sozialhilferegelsatz gelten. Doch um die Lage der Betroffenen sofort zu verbessern, ist schnelles Handeln geboten.

Deshalb erneuere ich meine Forderung an die Bundesregierung, nicht auf höchstrichterliche Urteile zu warten und sich Zeit zu lassen, um die Hartz IV-Wirkungen zu beobachten, sondern umgehend zu handeln:

* Anhebung des Regelsatzes auf das verfassungsmäßige Niveau, wie es der Paritätische Wohlfahrtsverband einheitlich für Ost und West

Der Bundesverband Informationswirtschaft, Telekommunikation und neue Medien (BITKOM) hat eine Studie zum Stand und zu den Perspektiven der Vorratsdatenspeicherung im internationalen Vergleich vorgelegt. Anlass ist der gemeinsame Entwurf eines EU-Rahmenbeschlusses der vorsieht, dass sämtliche Telekommunikationsverkehrsdaten in den Bereichen Festnetz, Mobilfunk und Internet für einen Zeitraum von mindestens einem Jahr gespeichert werden müssen. Damit sollen die Ermittlungsarbeiten der Strafverfolgungsbehörden insbesondere bei der Bekämpfung der organisierten Kriminalität und des Terrorismus verbessert werden.

Die BITKOM-Studie hat ergeben, dass der Bedarf für eine so umfangreiche Speicherung von TK-Verkehrsdaten zweifelhaft und die Effektivität der Vorratsdatenspeicherung zur Verbrechensbekämpfung fraglich ist. Auch zeigen Erfahrungen anderer EU-Mitgliedstaaten, dass sich Anfragen der Strafverfolgungsbehörden in der Regel auf einen Zeitraum erstrecken, der nicht länger als 3 Monate zurückliegt, obwohl deutlich mehr Daten zur Verfügung ständen. Außerdem seien Datenschutzaspekte sowie die zu erwartende Kostenbelastung für die Unternehmen bei der Diskussion bisher nicht ausreichend berücksichtigt worden. Denn die geplanten Maßnahmen würden im Ergebnis zu einer Speicherung auf Vorrat von personenbezogenen Daten unbescholtener Bürger führen.

BITKOM fordert deshalb die Bundesregierung auf, bei ihrer zurückhaltenden Haltung zu bleiben und den EU-Rahmenbeschluss durch ein Veto zu verhindern. Insbesondere vor dem Hintergrund der zahlreichen Möglichkeiten, die Überwachung zu umgehen, scheint eine Vorratsdatenspeicherung nicht geeignet, um Terrorismus und organisierte Kriminalität besser bekämpfen zu können. Statt der aufwändigen Pläne sollten nach BITKOM-Ansicht erst einmal alternative Lösungsansätze, wie z.B. die in den USA als ausreichend befundene so genannte „Data-Preservation“ bzw. „Data-Freeze“ geprüft werden. The definition of insanity is doing the same thing over and over in the same way and expecting different results. The parallel between Iraqi vets and those of Vietnam is staggering. A study conducted in July reveals that mental illness suffered by soldiers serving in Iraq has reached Vietnam levels and 1 in 4 Marines surveyed reported killing Iraqi civilians while half reported handling human remains.

We obviously haven't learned from the mistakes of the recent past and history is sadly repeating itself. An unjust war, no clear enemy, millions of tax dollars going to a war we don't understand. In Vietnam we were told that it was our duty to stop the spread of communism. Bush says we attacked Iraq to stop the spread of terrorism, but we are again fighting civilians with no clear goal...

Plus, he's been a big booster for Iran's ayatollahs, the Afghani Mujahideen and the Taliban, not to mention an oil company consultant. Isn't that just jim-dandy? Möglichst konkrete Aussagen und Belege müssen unbedingt vorliegen, gerade weil dies u.a. im Hinblick auf die Befangenheit bzw. die Interessenkollision des Verordnungsgebers schon auf Grund seiner Beteiligung an einem der größten Mobilfunkunternehmen so bedeutsam ist.

Natürlich bedingt das seit Jahrzehnten eingeübte "System" der die Forschung überwiegend dominierenden Gruppen (und die realen Machtverhältnisse), dass solche nicht leicht zu haben sind.

Abgesehen von den Schicksalen kritischer Wissenschaftler habe ich das bisher wohl konkreteste über die "Manipulationen" der Forschung und der Forscher am 12. Juni 2004 auf einem Symposium des BUND in Mainz bei einer Aussprache des Koordinators des REFLEX-Projekts, Herrn Prof. Adlkofer, in prägnanter Weise gehört.

Nach dem Dr. Warnke aus Saarbrücken in der Aussprache nach seinem Vortrag grundsätzliche Kritik an einer seiner Ansicht nach kaum noch vorhandenen ethischen Grundlage von Wissenschaftlern im Vergleich zu der Zeit, als er mit seinen Forschungsarbeiten begonnen hat, äußerte, erwiderte ihm Prof. Adlkofer wörtlich:
"Herr Warnke, Sie haben absolut recht mit Ihrer Kritik an der Wissenschaft. Aber ich möchte betonen, die Wissenschaft, die sich mit elektromagnetischen Feldern beschäftigt, hier handelt es sich um einen Sonderbereich, die meiner Meinung nach weltweit zu 80% von der Industrie kontrolliert wird. Ich selbst habe das mit unseren Daten aus dem REFLEX-Projekt erlebt - Sie werden später verstehen, warum (Anm. sein Vortrag folgte noch). Die Reaktion auf solche Ergebnisse ist zuerst: Ignorieren. Wenn dann das nicht mehr länger funktioniert, dann geht es um Kritisieren - zum Teil mit brauchbaren, zum Teil mit völlig unbrauchbaren Argumenten. Und wenn auch das nicht mehr hilft - und da sind wir im Augenblick angelangt - dann kommt das Diffamieren - und das ist das Übelste. Und so geht es all denen, die mit Ergebnissen, die nicht in die jeweilige Landschaft passen ....... Ich kenne auch die Wissenschaft in anderen Bereichen. Ich möchte wirklich ausschließen, dass dort in derselben Art und Weise vorgegangen wird. Es gibt einen großen Teil der Wissenschaft, der heute noch genauso denkt, wie Sie vor 40 oder 30 Jahren, als Sie (Anm. gemeint ist weiterhin Dr. Warnke) mit Forschung begonnen haben, gedacht haben."

Auf Betreiben der übermächtigen Industrielobby war es zu diesem "Rapport" gekommen, um bei der noch ausstehenden Veröffentlichung der Ergebnisse des REFLEX-Projektes "subjektive" oder gar "emotionale Verfälschungen" zu verhindern. Nicht einmal, dass sich sämtliche Forschungen des Projektes unterhalb der Grenzwerte bewegten, dürfe in die Veröffentlichung aufgenommen bzw. darin hervorgehoben werden, äußerte der bereits als sachverständiger Zeuge benannte Prof. Adlkofer!

So wird alles andere als eine "ausgeglichene wissenschaftliche Sicht der Debatte ermöglicht", wie dies z.B. in der Dezemberausgabe 2001 des Newsletters der Forschungsgemeinschaft Funk (FGF) auf Seite 28 vorgegeben wurde.

Damals ging es um Prof. Hyland, der ebenfalls ein höchst übles Schicksal im Umgang mit der Industrielobby erleiden musste, was Prof. Adlkofer im Übrigen bestätigte.

Weitere konkrete Belege ergeben sich aus den zahlreichen Fällen, bei denen unerwünscht kritische Äußerungen von Wissenschftlern empfindliche berufliche Konsequenzen zur Folge hatten (vgl. etwa bei http://www.gabnet.com/pol/ethikschutz-3.htm ).

British MP condemns World Bank-backed plans for rainforest logging
in the Congo

Member of Parliament Bob Blizzard (Waveney) yesterday said in a Westminster Hall debate that "there was no chance at all" that a World Bank-backed plan to 'develop' the rainforests of the Democratic Republic of Congo (DRC), which are the second largest on Earth, would bring any benefits to impoverished local people. Instead, the planned expansion of the timber industry would, the MP said, damage the livelihoods of some of the poorest people on Earth, including those of local 'Pygmies'.

The Parliamentary debate followed a visit to Congo's rainforests by members of the All-Party Parliamentary Group on Great Lakes and Genocide Prevention. The Group also yesterday announced the publication of a new report, "To elections and beyond" , which details the MPs' visit to DRC and sets out their recommendations on the future of the country's vast rainforests [2]. The report calls for the continuation of a moratorium on the issuing of any new logging concessions in DRC's forests.

Oona King, Founder and Chair of the APPG, said "We learned that nine contracts have been awarded to private logging companies by the Environment Ministry since the moratorium. They should simply be annulled and the moratorium maintained" [3]. Oona King called for sound management of DRC's natural resources which, she said, "was a prerequisite to enduring peace and prosperity in the country".

Responding to the debate, Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, Chris Mullin, said that he would draw the attention of the World Bank to the concerns raised by the Members of Parliament.

Simon Counsell, Director of the Rainforest Foundation UK, said: "We welcome the UK Government's commitment to raising concerns with the World Bank about the future of Congo's rainforests. As a major shareholder in the Bank, the Government has a responsibility to ensure that UK taxpayers' money will not be spent on destroying Congo's rainforests and wrecking local peoples' livelihoods."

The report also recommends that the World Bank, in conjunction with the Ministry of environment and local civil society organisation, send monitors into the forest to ensure that local people are consulted and acknowledged as residents. It also calls for international donors, the UK Government's Department for International Development (DfID) especially, to fund a comprehensive study in order to provide an estimation of the value of the forest, based not only on the commercial worth of its timber, but also on the value of forest products such as animal products, vegetable foods, building materials, medicinal plants and fuelwood, as well as ecological functions and services such as watershed maintenance and biodiversity protection.

[3] At the November "Forum on Forests and Nature Conservation" organised by the Congolese government in and the World Bank in Kinshasa , international and local NGOs as well as Congolese civil society called for the moratorium on all new logging concessions to be maintained until such time as strict conditions were complied with by the Congolese government.

I have contacted George Hooker at D of H several Times - I am also in touch with Professer Laurie Challis. It is my agreed task to help the victms of this technology in my village in the hope of having the mast moved.

In view of those in charge of the Dof H attempting to hide infirmation re: the effects of overhead power cables I have little faith of their intention (let alone their ability) to do anything to alleviate the physical symptoms caused by EMRF! Therefore I am writing to everyone who should know/be aware of/ be doing something to investigate these symptoms (recognisable where-ever masts have effects) in situ.

It is time the goverment initiated scientific tests (as they did in Switzerland where residents in Schwarzenberg had been suffering for forty years). These tests proved unequivocally that emissions inhibit the pineal gland's production of the hormone melatonin which results in chronic insomnia and headaches; nausea, vertigo earache and tinnitus etc etc. The lack of sleep also inhibits the immune system leaving people prey to any passing infection. No wonder they are depressed!

I have written to John Prescott more that once and shall be writing again. He passed on my 1st letter to an advisor without the document showing the symptoms Kensworthians had experienced, who told me 'how to appeal to prevent a mast being erected' when the mast had been present for a year already. My second letter was passed to George Hooker. Neither is it 'in the Prime Minister's remit', I am told. It is appalling that politicians who are supposed to serve the electorate are so determined to ignore them. There have been 4 strokes; ten cases of severe nosebleeds; 12 cases of chronic headache and insomnia (two people had to move out of their bedrooms in 2001 and still are unable to use them) - ulcerated mouths and throats and extreme thirst; 4 pets getting cancerous growths etc. etc. etc.

This technology must be operated at a safe level. The Russians found the effects first and do not agree with the ICNIRP and NRPB ignoring the NON-THERMAL effects - it is not the thermal effects which cause the problems and emissions are TOO HIGH.

Bonn. Handy-Rechnungen von mehr als 1 000 Euro im Monat sind bei jungen Bonnern keine Seltenheit. Mahnbescheide, die den eigentlichen Wert der bestellten Ware um das Vielfache übersteigen, auch nicht.

Bei der Schufa gingen 1999 rund 100 000 Erstmeldungen über Schuldner ein, denen die Handykosten über den Kopf gewachsen waren. 2002 lag die Zahl bereits bei 280 000. Das Handy ist die Schuldenfalle Nummer eins bei jungen Leuten, weiß Birck, der mit sieben Kollegen 250 Leute von 18 bis 25 Jahren berät.

Und wer nicht zahlt, der hat nach drei Monaten schnell eine Rechnung, die mit Mahngebühren, Anwalts- und Inkassokosten um das Sechsfache gestiegen ist. Dabei sind die Anbieter in der Regel rechtlich auf der sicheren Seite, sagt Ute Krüger von der Verbraucherzentrale. Sie und Birck kennen Ratsuchende, die schon mit Mitte 20 einen Schuldenberg vor sich herschieben. Andere haben für Freunde Verträge abgeschlossen - wie ein 19-jähriger Schüler: "Der hat deshalb 2 500 Euro Schulden."

Nicht immer zeigen die Gläubiger Verständnis. Immer häufiger müssen schon Lehrlinge Privatinsolvenz anmelden und bekommen deshalb nicht selten Schwierigkeiten in der Lehre.

Um dieser Entwicklung in Bonn gegenzusteuern, bietet das Jugendamt jetzt eine Info-Box "Geld & Schulden" an, die zum Vorbild den "Schuldenkoffer" der Schuldnerhilfe Essen hat. Laut Uli Hermanns vom Jugendamt ist die Box mit Videos, Comics, Fachliteratur und anderen Materialien ein Angebot des erzieherischen Kinder- und Jugendschutzes, "mit dem Jugendliche ab 13 Jahren sensibilisiert werden sollen, wo die Kostenfallen liegen".

Da der Spaß am Konsum nicht genommen werden soll, gehe es vor allem darum, die Risiken kennen zu lernen, so Hermanns. Speziell für jugendliche Mobilfunk-Einsteiger bietet die Stadt zusätzlich eine kleine Broschüre an, die in einer jugendgemäßen Sprache Tipps für kostenbewusstes Telefonieren vermittelt. Auch Eltern können Hilfe erbitten. Denn nicht selten seien sie ein schlechtes Vorbild: "Auch viele Erwachsene wissen nicht, wie viel sie im Monat ausgeben", sagt Krüger. Und seien dementsprechend nicht in der Lage, ihren Kindern den richtigen Umgang mit Geld beizubringen.

Das Jugendamt bietet zurzeit zwei Boxen zum kostenlosen, vierwöchigen Verleih für Pädagogen an. Infos zur Box und zur Handy-Broschüre unter Telefon (02 28) 77 56 79. Die Schuldnerberatung hat die Telefonnummer (02 28) 96 96 60, die Verbraucherzentrale die (02 28) 9 76 69 34.

Tropfen auf den heißen Stein

Wenn es darum geht, Kunden um den Finger zu wickeln, ist manch Handel treibender Zeitgenosse sehr einfallsreich. In Zeiten von Handy, Telefon-Hotline und Ratenzahlungen haben die Maschen, den Menschen das Geld aus der Tasche zu ziehen, hier und da noch um einige üble Varianten zugenommen. Und auch das eine oder andere vermeintlich seriöse Unternehmen trägt mit dazu bei, dass die Verbraucher immer schwerer den Preisdschungel durchblicken.

Erst recht nicht junge Leute. Die schöne bunte Warenwelt ist für sie zu verlockend, der Druck in der Clique zu groß, als dass sie den Versuchungen stets widerstehen können. In Bonn hat die Schuldnerberatung immer häufiger mit jungen Menschen zu tun, die nach dem Konsumrausch in der Schuldenfalle aufwachen.

Wie das Jugendamt selbst zugibt, wird das Thema Konsumerziehung in Schule und Jugendarbeit stiefmütterlich behandelt. Leider scheinen auch immer weniger Eltern in der Lage zu sein, ihren Kindern den Umgang mit Geld beizubringen. Der Vorstoß von Stadt, Schuldnerberatung und Verbraucherzentrale mit der pädagogischen Info-Box "Geld und Schulden" ist gut. Wohl aber kaum mehr als ein Tropfen auf den heißen Stein.

BONN. Als ihn sein bester Freund um einen kleinen Gefallen bat, zögerte Andreas (Name geändert) keine Sekunde. Gerade 18 geworden, schloss der Schüler für seinen Kumpel einen Handyvertrag ab. Der hatte schließlich fest versprochen, jeden Monat brav die Rechnung zu bezahlen. Vor kurzem tauchte Andreas bei Ute Krüger in der Bonner Verbraucherzentrale auf. Auf 2500 Euro war der Schuldenberg des Schülers angewachsen. Sein Freund hatte nämlich nicht gezahlt. Der Handyprovider hielt sich aber natürlich an Andreas als Vertragspartner.

Was tun? Da sich die Handyfirmen nach Erkenntnissen des Bonner Schuldnerberaters Viktor Birck auf Einigungsversuche kaum einlassen, „bleibt oft nur der Weg zur Insolvenz“.

Noch in der Schule und schon finanziell ruiniert - solche Schuldnerkarrieren von jungen Erwachsenen sind keine Seltenheit mehr. Im Gegenteil. Unwissenheit, Selbstüberschätzung und Sorglosigkeit treiben immer mehr junge Menschen in die Schuldenfalle. „Die Zahlen gehen rapide hoch“, betont Verbraucherschützerin Krüger. Nach Erkenntnissen von Ulrich Hermanns vom Bonner Amt für Kinder, Jugend und Familie gingen bei der Schuldnerdatei Schufa im Jahr 1999 noch 100 000 Erstmeldungen wegen Handyschulden ein, drei Jahre später waren es schon 280 000.

Ein 18-Jähriger mit einer Handyrechnung von 1000 Euro im Monat - für Schuldnerberater Birck fast schon Alltag.

Auf der einen Seite sind Jugendliche und junge Erwachsene die in der Werbung am stärksten umworbene Zielgruppe, auf der anderen Seite „ist Konsumerziehung in Schule und Jugendarbeit ein eher randständiges Thema“, hat das Jugendamt erkannt. Aus diesem Grund hat es jetzt zwei Info-Boxen „Geld & Schulden“ angeschafft, die in der vorbeugenden Arbeit in Schulen und Jugendeinrichtungen eingesetzt werden sollen. „Wir wollen vor allem Jugendliche ab 13 sensibilisieren, sagt Uli Hermanns. „Wir wollen ihnen nicht den Spaß am Konsum nehmen, aber die Risiken deutlich machen.“ Und die sind gerade für junge Leute vielfältig, wissen Ute Krüger und Viktor Birck aus der Praxis. Vor allem der Slogan „Jetzt kaufen - später bezahlen“ ist verführerisch. Bei Handyverträgen, Online-Diensten oder Ratenkäufen seien die Verschuldungsrisiken besonders groß.

Aufklärung ist an allen Ecken und Enden nötig. Oft haben die jungen Erwachsenen kein „Budgetbewusstsein“, sagt Birck, häufig seien aber auch die Eltern kein Vorbild. „Ich habe Großeltern, Eltern und Kinder in der Beratung“, sagt Birck. „Da ist Schulden machen etwas Selbstverständliches.“

Dass Aufklärung mitunter einfach-anschaulich geht, zeigt ein „Handybooklet“, das es ebenfalls beim Jugendamt gibt. In der idealen Beilage zum Handy unterm Weihnachtsbaum steht zum Beispiel auf einer Seite kurz und knapp: „Wenn Du acht Minuten am Tag telefonierst und zwei SMS am Tag verschickst, können es ganz schnell über 75 Euro im Monat sein.“ (KR)

Objectives: Exposure to electromagnetic fields (EMF) in relation to health is a controversial topic throughout the industrial world. So far epidemiological and animal studies have generated conflicting data and thus uncertainty regarding possible adverse health effects. This situation has triggered controversies in communities especially in Europe with its high density of population and industry and the omnipresence of EMF in infrastructures and consumer products. These controversies are affecting the siting of facilities, leading people to relocate, schools to close or power lines to be re-sited, all at great expense. The causality between EMF exposure and disease can never be regarded as proven without knowledge and understanding of the basic mechanisms possibly triggered by EMF. To search for those basic mechanisms powerful technologies developed in toxicology and molecular biology were to be employed in the REFLEX project to investigate cellular and sub-cellular responses of living cells exposed to EMF in vitro.

Results and Milestones: The strengths of REFLEX are based firstly on the adoption of a common technological platform for ELF-EMF and RF-EMF exposures that allow the replication of positive findings between the collaborating partners. Secondly, on the adoption of the post-genomic technologies (DNA microarrays and proteomics) that enables very large numbers of potential cellular effects to be examined simultaneously without prejudice as to mechanisms. The data obtained in the course of the REFLEX project showed that ELF-EMF had genotoxic effects on primary cell cultures of human fibroblasts and on other cell lines. These results were obtained in two laboratories and confirmed in two additional laboratories outside the REFLEX project, while no such effects could be observed in a further laboratory. ELF-EMF generated DNA strand breaks at a significant level at a flux density as low as 35 µT. There was a strong positive correlation between both the intensity and duration of exposure to ELF-EMF and the increase in single and double strand DNA breaks and micronuclei frequencies. Surprisingly this genotoxic effect was only observed when cells were exposed to intermittent ELF-EMF, but not to continuous exposure. Responsiveness of fibroblast to ELFEMF increased with the age of the donor and in the presence of specific genetic repair defects. The effect also differed among the other types of cells examined. In particular, lymphocytes from adult donors were not responsive. Chromosomal aberrations were also observed after ELF-EMF exposure of human fibroblasts. The following observations were made in different REFLEX laboratories:

1) ELF-EMF at a flux density of about 2 mT upregulated the expression of early genes, such as p21, c-jun and egr-1, in p53-deficient mouse embryonic stem cells, but not in healthy wildtype cells;

2) ELF-EMF (0.1 mT) increased the proliferation rate of neuroblastoma cells; and

3) ELF-EMF (0.8 mT) enhanced the differentiation of mouse stem cells into cardiomyocytes. However, no clear-cut and unequivocal effects of ELF-EMF on DNA synthesis, cell cycle, cell differentiation, cell proliferation and apoptosis were found.

With respect to radiofrequency electromagnetic fields (RF-EMF), data showed that RF-EMF produced genotoxic effects in fibroblasts, granulosa cells and HL60 cells. Cells responded to RF-EMF exposure between SAR level 0.3 and 2 W/kg with a significant increase in single and double strand DNA breaks and in micronuclei frequency. Chromosomal aberrations in fibroblasts were observed after RF-EMF exposure. RFEMF at a SAR of 1.5 W/kg downregulated the expression of neuronal genes in neuronal precursor cells and upregulated the expression of early genes in p53-deficient embryonic stem cells, but not in wildtype cells.

Proteomic analyses on human endothelial cell lines showed that exposure to RF-EMF changed the expression and phosphorylation of numerous, largely unidentified proteins. Among these proteins is the heat shock protein hsp27, a marker for cellular stress responses. There was no evidence that RF-EMF affected processes such as cell proliferation, apoptosis or immune cell functionality.

For both ELF-EMF and RF-EMF, the results of the whole genome cDNA micro-array and proteomic analyses indicated that EMF may activate several groups of genes that play a role in cell division, cell proliferation and cell differentiation. At present the biological relevance of these findings can not be assessed.

Benefits and Beneficiaries: The REFLEX data have made a substantial addition to the data base relating to genotoxic and phenotypic effects of both ELF-EMF and RF-EMF on in vitro cellular systems. The data neither preclude nor confirm a health risk due to EMF exposure nor was the project designed for this purpose. Its value lies in providing new data that will enable mechanisms of EMF effects to be studied more effectively than in the past. Furthermore, the REFLEX data provide new information that will be used for risk evaluation by WHO, IARC and ICNIRP.

Future Actions: The REFLEX project has created novel results. From a scientific point of view, it has to be stated very clearly that the REFLEX data do not prove a causal link between EMF exposure and any adverse health effects. The genotoxic and phenotypic effects, which have been reported within REFLEX, clearly require further studies. These studies should include extensive external replications of the key observations reported, initially using the same technological platform. A further objective should be the extension of REFLEX investigations to appropriate animal models (e.g. genetically modified mice) and human volunteer studies.
