Well, I made it from San Juan Island to Seattle and rumour has it that I'm off to India tomorrow. Part of me, however, refuses to leave Ohio. Working with Election Protection in Columbus on election day left a permanent imprint in my psyche; so I can't leave the country without one last yelp for democracy. All I want from Santa is Ohio. So I'm begging, pleading and whining for you to please pass this info on to all your friends and relations.

There's a huge wave of continuing breaking news about what's happening regarding voting recounts and election lawsuits in Ohio and, as usual, very little reported in the so-called "mainstream" media. There are rumours of press black-outs on this issue; but to me it is also symbolic of these disposable times. There's no staying power in the press; they cut, paste & run to the next pit stop of disposable mayhem with nary a backward breath. The mainstream media, in its quick & shallow ways, will not get to the bottom of things until forced to.

So I implore you to pay attention to Ohio. And I implore you to implore your friends and relations to pay attention. What's going on there is a beacon of deep democracy. And if there's anything to be collectively thankful for this season, it's deep democracy. Having every vote count is about as deep as it gets. Not-so-coincidentally, November 30th is the fifth anniversary of WTO Seattle. It was a wake-up call to the impact of corporate governments at home and abroad. Ohio is the wake-up call to the impact of corporate government right here at home in the ballot box. As Ohio goes, so goes the country. And it has nothing to do with which person wins; it has to do with the people winning. That ancient maxim: "When the people lead, the leaders will follow," has never been more needed.

Zu diesem Ergebnis kommt eine seit mehreren Jahren laufende Benchmark-Studie des Instituts für Journalistik der Universität Leipzig. "Die Macht der PR geht einher mit der Ohnmacht der Journalisten", meinte Studienleiter Michael Haller, Professor für Journalistik, etwas überspitzt am 18. Journalistentag in Berlin. Der "Einbahnstraßen-Journalismus", der nur auf einer Quelle beruht und im wesentlichen die Botschaft des Absenders transportiert, nehme auch in personell gut ausgestatteten Redaktionen großer Tageszeitungen zu.

It presumes a congruity of opinion between nations that is not necessarily evident to the other nation involved. Why should France support a policy that it perceives as not in its national interests, any more than the US should support policies that are not in its national interests for the sake of France? TAUNUSSTEIN (red) In reinen Wohngebieten und möglichst auch nicht in allgemeinen Wohngebieten sollen keine Mobilfunkanlagen aufgestellt werden. Dies sieht eine freiwillige Vereinbarung der Stadt Taunusstein mit den Mobilfunkbetreibern in Deutschland vor, die die Taunussteiner Stadtverordnetenversammlung jetzt einmütig verabschiedet hat.

Demnach sollen vorhandene Mobilfunkstandorte, sofern technisch möglich, auch für Neuanlagen genutzt werden. Auf besonders sensible Objekte, dazu gehören Kindergärten und Kindertagesstätten, Kinderkrippen, Schulen, Ärztezentren und Tageskliniken, soll besonders Rücksicht genommen werden. Zudem soll die Netzqualität so beschaffen sein, dass eine Grundversorgung des Stadtgebietes sichergestellt ist.

Darunter versteht man, dass der Handy-Empfang außer Haus und innerhalb von Gebäuden oberirdisch grundsätzlich störungsfrei möglich sein soll. Nicht zur Grundversorgung gehört, auch in Kellerräumen einen störungsfreien Handy-Empfang sicherzustellen.

In einer "Selbstverpflichtungserklärung" mit den Deutschen Kommunalen Spitzenverbänden hatten die Netzbetreiber bereits im Jahr 2001 zugesagt, die Kommunen beim Ausbau des Handynetzes zu informieren und bei der Standortwahl zu beteiligen. Eine einvernehmliche Zusammenarbeit, so hatte die Praxis gezeigt, ist jedoch nicht erfolgt. Jüngstes Beispiel: Die Bemühungen von E-plus, einen 35 Meter hohen Sendemast bei Seitzenhahn zu bauen. Wie gestern bereits berichtet, wurde der Bauantrag inzwischen wieder zurück gezogen.

Fazit der Taunussteiner Stadtverwaltung: In der Regel werden die Städte und Gemeinden bei der Suche von Standorten nicht beteiligt, sondern erst im Baugenehmigungsverfahren. Doch auf Grund der gesetzlichen Vorgaben in der Bundesrepublik Deutschland sind die Handlungsmöglichkeiten beziehungsweise die Einflussnahme auf den Bau von Mobilfunkanlagen und die Immissionsminimierung für die Gemeinden sehr eingeschränkt.

Richtig ist:

Diese 10 Watt sind aber pro Frequenz-Kanal, dies wird oft verschwiegen. Meist haben die Sendeanlagen bis zu 8 Frequenz-Kanäle. Wenn auf einem Mast mehrere Betreiber sind, so addieren sich dann die Leistungen. Außerdem kommt es darauf an, was man aus dieser Eingangs-Leistung macht. Die Mobilfunkantennen haben einen enorm hohen Antennengewinn am Antennenausgang (siehe Info-Paket Seite 11.1.15 „Die Irreführung mit Watt-Leistungen“ siehe unter: http://www.buergerwelle.de/pdf/ref42.gif )

Das Fernsehsignal hat einen 50 Hz Synchronpuls. Diese Puls-Dynamik (Unterschied zwischen schwächsten und stärksten Signalpegel) ist 20 dB (= 100fach). Beim Mobilfunk sind es mindestens 40 db (=10.000fach) bis 60 db (= 1.000.000fach). Somit ist die Dynamik (Pulsung) beim Mobilfunk um mindestens 100 bis 10.000 mal höher als beim Fernsehsignal. Außerdem haben wissenschaftliche Untersuchungen ergeben, dass gepulste Signale wie die der D- und E-Netze, biologisch wesentlich wirksamer sind als ungepulste Signale mit gleicher Leistung.

Behauptung:

Die Sendeleistung eines Mobilfunkmastens beträgt maximal zehn Watt. Ein Handy strahlt beispielsweise bis zu acht Watt ab.

Richtig ist:

Die maximale Leistung eines Handys liegt in der Regel bei 0,5 bis zwei Watt. Das Handy strahlt mit maximaler Leistung nur, wenn es benutzt wird. Mobilfunkmasten und DECT Telefone strahlen 24 Stunden am Tag.

Plans to make every offence arrestable, including minor crimes such as littering or spraying walls with graffiti, were criticised yesterday by solicitors for giving the police excessive powers. The proposal is contained in a Bill that includes the setting up of a national crime agency that is expected to become Britain's version of the FBI. The Serious Organised Crime and Police Bill is expected to give the police many new powers including allowing officers to take DNA samples and fingerprints from minor offenders arrested on the street. One of the controversial measures is to allow officers to arrest a suspect for any offence. At present, a police officer can only arrest someone suspected of an offence that could result in a prison sentence of at least five years. Janet Paraskeva, the chief executive of the Law Society, which represents all solicitors in England and Wales, said: "The police would have a power to arrest however minor the suspected offence. That is not an appropriate balance between the liberty of the citizen and the needs of the police."

Der Gemeinderat von Murau beschließt in seiner Sitzung vom 18. November 2004 einstimmig die Petition der Stadtgemeinde Bad Aussee und der Gemeinden Altaussee und Grundlsee gemäß deren Beschlüssen vom 27. September 2004

Von vielen Ärzten, Wissenschaftlern, Fachleuten und auch Privatpersonen wird die Aussage angezweifelt, dass bei Einhaltung der geltenden Grenzwerte von Mobilfunksendeanlagen keine gesundheitlichen Auswirkungen ausgehen können.

Kernpunkte der Kritik sind, dass die derzeit in Österreich geltenden gesetzlichen Grenzwerte (ÖNORM S 1120) für den Betrieb von Mobilfunksendeanlagen nur thermische Wirkungen, nicht jedoch bestimmte athermische Effekte der Mobilfunkstrahlung berücksichtigen und die Grenzwerte keine Vorsorgegrenzwerte darstellen.

Zu den Auswirkungen von Mobilfunksendeanlagen auf die menschliche Gesundheit gibt es bereits eine Reihe von Untersuchungen z.B. von der durch die EU beauftragen Forschergruppe REFLEX aus sieben EU-Ländern und des ECOLOG-Institutes, das eine Untersuchung im Auftrag der Telekom durchgeführt hat. Beide kommen zu dem Ergebnis, dass durch Mobilfunkstrahlung gesundheitliche Beeinträchtigungen hervorgerufen werden können. Die Forschergruppe REFLEX hat den Nachweis erbracht, dass durch Hochfrequenzstrahlung das Erbgut geschädigt werden kann. Die Studie des ECOLOG-Institutes kommt zum Ergebnis, dass Krebserkrankungen, Schwächung des Immunsystems und Einflüsse auf das zentrale Nervensystem durch Mobilfunk begünstigt werden.

Darüber hinaus gibt es weltweit diverse Untersuchungen, die gesundheitliche Auswirkungen bestätigen. Die in Naila niedergelassenen Allgemeinmediziner Drs. Med. Horst Eger, Klaus Uwe Hagen, Birgitt Lucas, Peter Vogel und Helmut Voit haben eine Studie erstellt, in welcher der Gesundheitszustand der Bevölkerung im Abstand zu einer in Naila seit 1993 bestehenden Mobilfunkanlage untersucht worden ist. Die Ergebnisse der „Nailaer Ärztestudie“ wurden in einer Veranstaltung am 21.7.2004 der Öffentlichkeit vorgestellt. Die Studie wurde von Herrn Prof. Dr. med. Rainer Frentzel-Beyme, Epidemiologe am Zentrum für Umweltforschung und Umwelttechnologie der Universität Bremen, wissenschaftlich beurteilt. Die Studie ergab, dass sich der Anteil von neu aufgetretenen Krebsfällen bei Patienten, die während der letzten zehn Jahre in einem Abstand bis zu 400 Meter um die seit 1993 betriebene Mobilfunksendeanlage gewohnt hatten, gegenüber dem über 400 m entfernten Bereich im Gesamtzeitraum von 1994 – 2004 verdoppelt und in der Zeit von 1999 – 2004 sogar verdreifacht hat. Überdies war das Alter, in dem diese Patienten an Krebs erkrankt sind, durchschnittlich 8,5 Jahre jünger als im über 400 m entfernten Bereich. Nennenswerte äußere Einflussfaktoren, die das Ergebnis hätten beeinträchtigen können, konnten nicht eruiert werden. Trotz aller Kritikpunkte an dieser Studie ist das Ergebnis besorgniserregend.

Auf Grund des Ergebnisses der vorgenannten verschiedenen Untersuchungen ergeben sich erhebliche Zweifel an der offiziellen Darstellung, wonach bei Einhaltung der geltenden Grenzwerte von einer Mobilfunksendeanlage keine gesundheitsschädlichen Auswirkungen ausgehen können. So lange die geltenden Grenzwerte nicht verändert werden, gibt es sowohl für die betroffenen Bürger als auch für die Gemeinden kaum juristische Handhaben, gegen vorhandene bzw. geplante Sendeanlagen vorzugehen, weil die Gerichte den Schutz der Bevölkerung als ausreichend ansehen, sofern die Mobilfunkanlage die geltenden Grenzwerte einhält.

Die Vertreter der Gemeinden sind der Auffassung, dass inzwischen genügend relevante Erkenntnisse über die Existenz solcher gesundheitsgefährdenden Effekte vorliegen und fordert daher die Steiermärkische Landesregierung und das Bundesministerium für Gesundheit auf, entsprechend dem überall im Umwelt- und Verbraucherschutz geltenden Vorsorgeprinzip die unten genannten Maßnahmen zu ergreifen, um einen wirksamen präventiven Schutz der Bevölkerung sicherzustellen.

In Verantwortung für die Gesundheit aller Einwohner der Stadtgemeinde Murau und auf Grund des alarmierenden Ergebnisses der Nailaer Ärztestudie hat die Stadtgemeinde Murau folgende Petition verabschiedet:

1) Absenkung des Grenzwertes für die Leistungsflussdichte von Mobilfunksendeanlagen auf ein gesundheitsverträgliches Maß; und zwar eine Reduzierung um den Faktor 1:1.000.000 gegenüber dem derzeit geltenden Wert, um dem Vorsorgeansatz Rechnung zu tragen. Das entspricht einer Leistungsdichte von 10mW/m² im Außenraum, dieser Wert wird auch von der Landessanitätsdirektion Salzburg (Dr. Gerd Oberfeld) empfohlen. Für bestehende und künftige Mobilfunksendeanlagen sind alle technischen Möglichkeiten auszunutzen, um eine möglichst niedrige Exposition von Anrainern zu gewährleisten (ALATA-Prinzip).

Neue Anlagen sind so zu planen, dass die Exposition in Bereichen, in denen sich Menschen längere Zeit aufhalten, möglichst gering ist und unter strikter Gewährleistung der Gesundheit der betroffenen Bevölkerung erfolgt.

2) Information und Mitspracherecht der Bevölkerung und der Gemeinden bei der Standortplanung der Basisstationen, das über das derzeitige Anzeigeverfahren mit Einbeziehung der Nachbarn nach steiermärkischem Baurecht hinausgeht. Das bedeutet auch die Einführung eines immissionsschutzrechtlichen Genehmigungsverfahrens mit einer rechtlich verbindlichen Beteiligung der Gemeinden und der Bürger für alle Mobilfunksendeanlagen. Keine Sendeanlagen in den Baulandkategorien Reines Wohngebiet, Allgemeines Wohngebiet, Kern-, Büro- und Geschäftsgebiet, Dorfgebiet, Kur- und Erholungsgebiet und Ferienwohngebiet oder bis zu 500 Meter von den Gebietsgrenzen dieser Baulandkategorien entfernt!

3) Einführung einer gesetzlichen Verpflichtung der Hersteller sowie der Mobilfunkbetreiber zur Aufklärung der Verbraucher, insbesondere Jugendliche, über die Gefahren von Hochfrequenzgeräten wie Mobiltelefonen, schnurlosen DECT-Telefonanlagen und Wireless LAN-Anlagen. Vermeidung von Übertragungstechnologien mit biologisch kritischer niederfrequenter Pulsung.

Dear Roy,

I am about to leave for Europe where I am presenting the results of my latest research into low level health effects of EMR as requested by representatives at the European Parliament and our very good friends in Salzburg City Council.

The conclusion of my research is that:
Electromagnetic Radiation is damaging to Brains, Hearts, Embryos, Hormones and Cells. It is therefore a threat to Intellegent Hearty Life. Electromagnetic radiation resonantly interacts with bodies and cells, Interfering with cell-to-cell communication, cell growth and regulation, and is damaging the genetic basis of life.

Like other toxic substances that damage cells, EMR has a safe exposure level of ZERO. (through many dose response relationships from exposures from ELF, RF and MW)

Hence my recommended Target Public Exposure for significant risk reduction is 10 nanoWatt/sq cm. This can be accomplished by setting amaximum outdoor exposure at the boundary of properties of 0.1 microWatt/sq cm.

This will not be liked nor accepted by cell phone companies and many
government and international authorities, such as ICNIRP and WHO (Dr. Michael Repacholi for example). However, it is based on a large set of internationally published, peer-reviewed papers from a wide range of indepentent universities and research institutes. It also includes the results of studies funded by industry, e.g. Repacholi et al. (1997), Phillips et al. (1998).

Another important conclusion: Cell phone radiation mimics the effects that we have found for EMR across the spectrum, in over 45 published studies showing adverse biological and human health effects specifically from cell phone radiation.

A cell phone against the head exposes the premier organ of the human body to serious interference with its processes and serious damage to its tissues and cells. The exposure levels on average are higher than military personnel who show highly significiant cancer, cardiac and neurological effects for radio and radar exposures (Robinette et al. (1980) and Szmigielski (1996)).

Cell phones and cell sites are producing significant health effects right now but few direct studies are attempting to identify them. You only see what you look for. If nobody is looking then nobody will see anything.

I had a call from a resident yesterday who had developed severe arthritis in the period immediately following the installation of a cell site 50 m from his house. He is in a high exposure regime over 2
microwatt/sq cm. Burch et al. (1998) have shown that cell phone usage reduces melatonin. There are 14 studies showing that EMR reduced melatonin in people. I looked up Dr Russell Reiter's book (Reiter and Robinson (1995)) on melatonin. It lists several illnesses that result from reduced melatonin. The first (p8) is arthritis, then
diabetes, cancer .....

A great deal of illness and death currently occurring in developed countries, can be associated with the progressively increased exposures to EMR, especially in the RF/MW range because this is much more biologically active and damaging than ELF fields, Bawin and Adey (1976), Vignati and Guiliani (1997). This is going to increase very significantly with the use of cell phones and the installation of cell sites.

My problem is that there is so much research that shows adverse biological and health effects, but there is a conserted campaign to ignore,discredit or attack the messengers.

The studies are not generally known by authorities who trust bodies that ppear to be reliable but who deliberately mis-quote and mis-represent the published research. This continues to delay measures to protect public health by retaining the strongly misproven assumption of tissue heating being the only effect.

Copied below is a submission (permission granted to use) to the TETRAWATCH site. It shows how wrong people can be (all psychosomatic), but how inadvertently right. More to the point, it raises a fundamental issue about what we are trying to achieve... First my commentary, then the message:

Even our 50Hz mains electricity is bad news, and its advent in each country and continent tracks the increases in leukaemias and cancers since the 1920s. The Swedish study on the melanoma jump tracked the onset of FM radio in each Swedish county. Cancer clusters in microwave corridors between TV, military and telecoms link sites say the same thing. Clusters around TV transmitters the same. Now mobile phone masts, the world over. Reducing emissions per mast to ten per cent means nothing if we have ten times as many masts as when the problem was first defined (ten divided by ten, times ten!). A hundred times more masts (pico cells) at one hundredth power, simply means a more even spread and fewer places at current high intensity. I wonder if there is any emission level safe enough, when there are so many RF devices? Some scientists say there is not.

Which takes us back to political statements and policies, such as the Conservative leaflet on choice about where masts go: this is why politicians and scientists do not want to act. It is actually too big. Any reduction would be an admission of inadequate safety. Fewer masts means higher emissions, or an uncompetitive industry. Announced this week: Ofcom is intending to delegate spectrum management in favour of a market-led trade in frequencies, so less control.

This takes us to the WHO precautionary framework on EM radiation, paper draft, http://www.who.int/peh-emf/publications/reports/en/precautionary_framework_october2004.pdf - 37 pages, if you're ready to download this, which encourages freedom to increase restrictions on emissions whilst explicitly absolving anyone of blame for past incaution and harm caused.

In just 80 years we have got almost to a point of no return, so dependent have we become on electromagnetism and alternating fields. We are now obliged to accept the consequences, but must fight to have this recognised openly so we can respond, as a global civilisation, together. So, masties all, is this man right? And what are we going to do about it? (Oh, about the microwaves; the European 1998 definition says microwaves start at 300MHz. But who cares? The research on 300MHz and up says the same, whatever colour you call it.)

The concept of ‘Global Persistent Surveillance’ (GPS) is at the centre of much debate surrounding what actions are deemed necessary to combat the current world-wide global set of threats. Current thinking is that Unmanned Aerial Vehicles (UAVs) will undertake a critical role in making GPS a successful strategy. The current definition of GPS is: ‘the ability to know something of intelligence value about everything, on demand and on our terms, and have the capacity to dive deeply into the fine-grained details of specific issues to support timely political and military decisions’. If a nation’s military strategy is to successfully implement GPS, then it will need to horizontally integrate manned, unmanned and space reconnaissance and surveillance systems. Overhead systems will provide synoptic global surveillance coverage over denied areas. UAVs represent an efficient and effective solution to provide a ‘cursor’ over a target under any conditions and at any location. Simply put, UAVs enable Global Persistent Surveillance.

Again, the government is using the tactic of fear to needlessly scare parents and children. Many also believe the idea of forcing children to carry multiple copies of their Social Security Number makes identity theft easier.
