Methode taugt nur zur Überwachung der Bevölkerung

Wer in Österreich kürzlich die Talk-Sendung "Zur Sache" gesehen, als es um das Thema Überwachung ging. Musste selbst die FPÖ-Abgeordnete Partik Pablé eingestehen, die sonst für Überwachung eintritt, dass das Überwachen mit Kameras bestenfalls der Bekämpfung der Kriminalität hilft aber keinesfalls dem Kampf gegen Terroristen.

So hat das ARD-Magazin "Panorama" aufgedeckt, dass man bis heute mittels Rasterfahndung noch keinen einzigen Terroristen enttarnt hätte.

Die von Bundesinnenminister Otto Schily nach den Anschlägen vom 11. September forcierte Rasterfahndung hat auch nicht einen einzigen Terroristen enttarnt. Wie das ARD-Magazin 'Panorama' heute berichtet, sammelten die Landeskriminalämter mehr als 8,3 Millionen Datensätze. Daraus habe man ca. 19.000 "Prüffälle" extrahiert, die sich aber alle als unbegründet erwiesen hätten. Ein einziges, in Hamburg eingeleitetes Ermittlungsverfahren, war wieder eingestellt worden.

Monatelang haben die Ermittler Millionen von Personendaten überprüft. In das Fahndungsraster fielen alle in Deutschland lebenden Moslems, die jünger als 40 Jahre sind und studieren. Ein gigantischer personeller und finanzieller Aufwand. Einziges Resultat ist eine gewachsene Überwachung der Bevölkerung. "Die letzte Rasterfahndung nach dem 11. September hat unterm Strich nichts gebracht, außer viele, viele Kriminalbeamte von der täglichen Arbeit abzuhalten", zitiert 'Panorama' Wilfried Albishausen vom Bund Deutscher Kriminalbeamter.

Dennoch hält Schily unverdrossen weiter an seiner Rasterfahndung fest - und empfiehlt sie jetzt sogar für ganz Europa. Albishausen dagegen vertritt, dass das uneffektive System auch in Europa nicht funktionieren kann, bedingt durch unterschiedliche Rechtssysteme und unterschiedliche EDV-Anwendungen.

Coming Clean

From an airline mechanic

"For reasons you will understand as you read this I can not divulge my identity. I am an aircraft mechanic for a major airline. I work at one of our maintenance bases located at a large airport. I have discovered some information that I think you will find important.

First I should tell you something about the "pecking order" among mechanics. It is important to my story and to the cause to which you have dedicated yourself.

Mechanics want to work on three things. The avionics, the engines, or the flight controls. The mechanics that work on these systems are considered at the top of the "pecking order". Next come the mechanics that work on the hydraulics and air conditioning systems. Then come the ones who work on the galley and other non-essential systems. But at the very bottom of the list are the mechanics that work on the waste disposal systems. No mechanic wants to work on the pumps, tanks, and pipes that are used to store the waste from the lavatories.

But at every airport where I have worked there are always 2 or 3 mechanics that volunteer to work on the lavatory systems. The other mechanics are happy to let them do it. Because of this you will have only 2 or 3 mechanics that work on these systems at any one airport. No one pays much attention to these guys and no mechanic socializes with another mechanic who only works on the waste systems. In fact I had never thought much about this situation until last month.

Like most airlines we have reciprocal agreements with the other airlines that fly into this airport. If they have a problem with a plane one of our mechanics will take care of it. Likewise if one of our planes has a problem at an airport where the other airline has a maintenance base, they will fix our plane.

One day last month I was called out from our base to work on a plane for another airline. When I got the call the dispatcher did not know what the problem was. When I got to the plane I found out that the problem was in waste disposal system.

There was nothing for me to do but to crawl in and fix the problem. When I got into the bay I realized that something was not right. There were more tanks, pumps, and pipes then should have been there. At first I assumed that the system had been changed. It had been 10 years since I had worked on one. As I tried to find the problem I quickly realized the extra piping and tanks were not connected to the waste disposal system. I had just discovered this when another mechanic from my company showed up.

It was one of the mechanics who usually works on these systems. I happily turned the job over to him. As I was leaving I asked him about the extra equipment. He told me to "worry about my end of the plane and let him worry about his!"

The next day I was on the company computer to look up a wiring schematic. While I was there I decided to look up the extra equipment I had found. To my amazement the manuals did not show any of the extra equipment I had seen with my own eyes the day before. I even tied in to the manufacturer files and still found nothing. Now I was really determined to find out what that equipment did.

The next week we had three of our planes in our main hanger for periodic inspection. There are mechanics crawling all over a plane during these inspections. I had just finished my shift and I decided to have a look at the waste system on one of our planes. With all the mechanics around I figured that no one would notice an extra one on the plane. Sure enough, the plane I choose had the extra equipment!
I began to trace the system of pipes, pumps, and tanks. I found what appeared to be the control unit for the system. It was a standard looking avionics control box but it had no markings of any kind. I could trace the control wires from the box to the pumps and valves but there were no control circuits coming into the unit. The only wires coming Into the unit was a power connection to the aircraft's main power bus.

The system had 1 large and 2 smaller tanks. It was hard to tell in the cramped compartment but it looked like the large tank could hold 50 gallons. The tanks were connected to a fill and drain valve that passed through the fuselage just behind the drain valve for the waste system. When I had a chance to look for this connection under the plane I found it cunningly hidden behind a panel under the panel used to access the waste drain.

I began to trace the piping from the pumps. These pipes lead to a network of small pipes that ended in the trailing edges of the wings and horizontal stabilizers. If you look closely at the wings of a large airplane you will see a set of wires, about the size of your finger, extending from the trailing edge of the wing surfaces. These are the static discharge wicks. They are used to dissipate the static electric charge that builds up on a plane in flight. I discovered that the pipes from this mystery system lead to every 1 out of 3 of these static discharge wicks. These wicks had been "hollowed out" to allow whatever flows through these pipes to be discharged through these fake wicks.

It was while I was on the wing that one of the managers spotted me. He ordered me out of the hanger telling me that my shift was over and I had not been authorized any overtime.

The next couple of days were very busy and I had no time to continue my investigation. Late one afternoon, two days after my discovery, I was called to replace an engine temperature sensor on a plane due to take off in two hours. I finished the job and turned in the paperwork.

About 30 minutes later I was paged to see the General Manager. When I went in his office I found that our union rep and two others who I did not know were waiting on me. He told me that a serious problem had been discovered. He said that I was being written up and suspended for turning in false paperwork. He handed me a disciplinary form stating that I had turned in false paperwork on the engine temperature sensor I had installed a few hours before. I was floored and began to protest. I told them that this was ridiculous and that I had done this work. The union rep spoke up then and recommended that we take a look at the plane and see if we could straighten it all out. It was at this time that I asked who the other two men were. The GM told me that they were airline safety inspectors but would not give me their names.

We proceeded to the plane, which should have been in the air but was parked on our maintenance ramp. We opened the engine cowling and the union rep pulled the sensor. He checked the serial number and told everyone that it was the old instrument. We then went to the parts bay and went back into the racks. The union rep checked my report and pulled from the rack a sealed box. He opened the box and pulled out the engine temperature sensor with the serial number of the one I had installed. I was told that I was suspended for a week without pay and to leave immediately.

I sat at home the first day of my suspension wondering what the hell had happened to me. That evening I received a phone call. The voice told me "Now you know what happens to mechanics who poke around in things they shouldn't. The next time you start working on systems that are no concern of yours you will lose your job. As it is I'm feeling generous, I believe that you'll be able to go back to work soon" CLICK.

Again I had to pick myself from off the floor. I made the connection that what had happened was directly connected to my tracing the mysterious piping. The next morning the General Manager called me. He said that due to my past excellent employment record that the suspension had been reduced to one day and that I should report back to work immediately. The only thing I could think of was what are they trying to hide and who are THEY!

That day at work went by as if nothing had happened. None of the other mechanics mentioned the suspension and my union rep told me not to talk about it. That night I logged onto the Internet to try to find some answers. I don't remember now how I got there but I came across your site. That's when it all came together. But the next morning at work I found a note inside my locked locker. It said, "Curiosity killed the cat. Don't be looking at Internet sites that are no concern of yours."

Well that's it. THEY are watching me.

Well you already know what they are doing. I don't know what they are spraying but I can tell you how they are doing it. I figure they are using the "honey trucks". These are the trucks that empty the waste from the lavatory waste tanks. The airports usually contract out this job and nobody goes near these trucks. Who wants to stand next a truck full of sh--. While these guys are emptying the waste tanks they are filling the tanks of the spray system. They know the planes flight path so they probably program the control unit to start spraying some amount of time after the plane reaches a certain altitude. The spray nozzles in the fake static wicks are so small that no one in the plane would see a thing.

All 19 million chickens, turkeys must go

The Fraser Valley is reeling from a poultry industry crisis unprecedented in Canada. The federal government yesterday ordered the slaughter of up to 19 million chickens, turkeys and other poultry in the Fraser Valley and Lower Mainland to try to halt the spread of avian flu.

“We are dealing with a very serious and contagious disease in birds,” federal Agriculture Minister Bob Speller said from Ottawa. A mass slaughter of poultry has never before been undertaken by the federal government. Speller said he believes the “orderly depopulation” will help the poultry industry to survive in the long term.

“We support the decision and the industry supports the decision,” said said John van Dongen, B.C. minister of agriculture, food and fisheries. “It’s the right call,” Speller outlined his plan during a telephone conference call yesterday.

Poultry in the Fraser Valley that test positive for the avian flu will be killed and destroyed, while bird flocks that test negative will be allowed to be slaughtered and processed to sell on the market, Speller said, adding that he did not want to see good food wasted. He decided to approve the mass culling with the support of the industry. While uninfected broilers will go to market for meat, it’s anticipated that layers and breeders will likely be rendered.
Thousands of people may be facing layoffs in the $1 billion poultry industry in B.C., which has been mired in an economic crisis since the H7N3 avian flu virus strain originated in Abbotsford on Feb. 19. Sixteen of 18 infected farms are located in Abbotsford, in an area from Mount Lehman to Sumas Prairie.

The majority of the quarantined farms are in the five-kilometre hot zone of east Matsqui Prairie, where the high pathogenic strain of H7N3 has been identified on four properties. The speed of the spread of the disease has confounded the experts, van Dongen said, noting that everyone involved in the industry is in a state of shock. “We always knew of the possibility of getting a high pathogenic avian flu in the academic sense, but no one expected it to move this fast,” he said. “It’s going to be a very painful time for the next 12 months.”

About 400,000 birds have already been killed on east Matsqui Prairie. “I consider this to be an economic disaster,” Abbotsford Mayor Mary Reeves said. “The economic impact is going to be very significant and our farmers will require financial assistance to rebuild.”

The federal government will compensate farmers for the poultry that has been euthanized. But Ottawa has not yet committed to financial assistance for lost income. Van Dongen said he expects it will take between six to eight weeks for all the healthy birds in the Lower Mainland to be sent to firms for processing. Once the barns have been cleaned out and the illness has been eradicated for a minimum of 21 days, restocking can slowly begin. Van Dongen said he expects it to take about six months before the producers can start raising commercial birds again.

The federal government also announced the Canadian Food Inspection Agency will now enforce strict regulations about bio-security on all poultry farms in the Lower Mainland. People will not be allowed to enter the property of any poultry farm without the farmer’s permission and producers must also disinfect any vehicles entering or exiting their land.

David Fuller, chairman of the Chicken Farmers of Canada, voiced his support for Speller’s announcement. “This is the most difficult decision we can make,” he said. “The poultry and egg industries have pushed to find the best way to deal with this crisis. Now, we're at the point where the only option is to clean everything out and start over, rather than going in incremental steps that could cause even more hardship on us all.” He said the decision will allow producers to recover more quickly.

• Health Canada maintains there is very little risk to consumers and poultry and egg products can be eaten in confidence. A minimum internal temperature of between 60 and 70 degrees Celsius is required for safe avoidance of avian influenza, which is atemperature less than what chicken should be cooked at to remove most other bacteria (77 degrees Celsius for the average boneless, skinless chicken breast). If the virus was present on chicken meat (transfer of the virus to meat is an exceptionally low risk), it would be destroyed during the cooking process. Avian influenza has never been passed on to humans as the result of eating poultry meat or eggs.

• The B.C. government has issued a ministerial order under the Emergency Program Act to compel the GVRD to dispose of chickens at the incinerator in Burnaby. Other disposal methods are being considered, including composting or incineration at individual farms.

Environmental groups are calling for urgent action to slow deforestation in Brazil's Amazon jungle.

About 9,170 square miles (23,750 sq km) of forest were lost in 2003, just up from 8,983 square miles (23,266 sq km) in 2002, the Brazilian government says.

The scale is not as high as in the mid-1990s, but it confirms the world's largest forest is disappearing rapidly.

Rising exports of beef and soya in Brazil are said to encourage farmers to clear the forest for farms.

Scientists fear the clearances could affect the global climate as well as threatening thousands of unique plant and animal species.

"I am worried - the figures are too high," said Rosa Lemos de Sa of conservation group WWF Brazil.

"The tendency is for it to stay high unless drastic measures are taken, and I don't see the government doing anything drastic."

Brazil's environment minister said the growth rate of deforestation had been halted.

"The big challenge is that 23,000 (sq km) is still a very worrying number," said Marina da Silva.

Criticism

Last month, Brazilian President Luiz Inacio Lula da Silva unveiled plans to halt the destruction amid criticism his government failed to act.

He promised satellite monitoring and joint action by ministries after a 28 % jump in deforestation between 2001 and 2002 pushed the level toward the record rate seen in 1995.

On Wednesday, the government announced it had overestimated its 2001-2 figure of 10,190 square miles (25,500 sq km) and revised it to 8,983 square miles (23,260 sq km).

Scientists: Greenland melt could submerge London

Scientists say the melting of the massive ice sheet on Greenland --
which has been stable for thousands of years -- could increase sea
levels by as much as 7 metres (23 feet). Such a rise would inundate
vast areas of land, including cities at sea level, such as London.
Some densely populated regions, such as Bangladesh, may disappear.

For the ice sheet to begin melting, ambient temperatures around
Greenland would need to rise more than 3 degrees Celsius, Jonathan
Gregory, a climate scientist with the Met Office Hadley Centre and
the University of Reading, said. The concentrations of man-made
greenhouse gases would probably reach levels that would trigger the
melting by about the middle of the century.

Petition - Amerikaner lagern ihren Atommüll im Indianergebiet

Am 1. Oktober 1863 unterzeichneten die Westlichen Schoschonen und die USA den "Vertrag von Ruby Valley", in dem die Indianer weitreichende Landnutzungsrechte einräumen mussten. So etwa mussten sie sich auf Anordnung des US-Präsidenten in Reservate innerhalb ihres Gebietes zurückziehen und dort als Bauern oder Viehzüchter leben. Zu den Nutzungsrechten der USA innerhalb des Schoschonen-Territoriums gehören die Ausbeutung aller Bodenschätze, Militäreinrichtungen, der Bau von Eisenbahnlinien und Fernmeldeanlagen, von Bergarbeitersiedlungen und Fabriken. Das Eigentum am Schoschonenland wurde nie förmlich übertragen; Artikel 5 des Vertrags bestätigt die Grenzen des von ihnen beanspruchten und bewohnten Gebietes und Artikel 2 besagt, dass die USA Militäreinrichtungen auf dem Gebiet der Schoschonen unterhalten dürfen. Dennoch verlangen die USA Pacht für die Weidenutzung und beschlagnahmen Vieh, wenn die Schoschonen das Geld nicht zahlen können.

Zum Zeitpunkt der Vertragsunterzeichnung war nicht bekannt, dass sich im Schoschonenland die zweitgrößten Goldvorkommen der Welt befinden, die seit 1901 in großem Maßstab durch Laugung mit dem hochgradig Trinkwasser gefährdenden Zyanid gefördert werden. Auch das amerikanische Testgebiet, auf dem bis heute fast 700 Atombomben gezündet wurden, deren Strahlung fast bis Las Vegas reicht, liegt auf Schoschonen-Gebiet. Präsident Bush hat in 2002 gegen den Widerstand der Bürger Nevadas und ihres Gouverneurs Kenny Guinn verkündet, 77.000 Tonnen Atommüll im Yucca-Berg, dem religiösen Zentrum der Schoschonen, zu versenken, obwohl sich am 15. Juni 2002 ein Erdbeben der Stärke 4,4 nur 12 Meilen vom Lager entfernt ereignet hat. Die Sicherheit für den Transport des bisher dezentral gelagerten Mülls von "50.000 Tschernobyls" ist auch für die USA nach Einschätzung vieler Experten kaum finanzierbar.

Im Juli 2002 wandten sich die Westlichen Schoschonen mit einer Petition an die OSZE und verlangten Unterstützung für Menschenrechte, territoriale Integrität und Selbstbestimmungsrechte sowie eine Untersuchung der OSZE hinsichtlich der Verletzungen dieser Rechte. Des weiteren beantragen sie Hilfe für die Verhandlungen mit den USA und gegen Enteignungen ihres Viehs.
