"Phone killed our daughter" ?

Parents grieve for student who died from a brain tumour.

The grieving parents of a student who died of a brain tumour have blamed her tragic death on radiation from her mobile phone. "The phone had an antenna and where she held it to her head was where the tumour appeared. It is extremely rare for someone as young as Samantha to get a brain tumour. It is most common in men over 65" Said Mrs Miller, 38 of Yeovil.

Samantha Miller, aged 17 has died after a 15 month battle against the cancer. Samantha was diagnosed with the tumour a glioblastoma multiforme-after complaining of severe headaches. In March last year surgeons at FrenchayHospital, Bristol, operated on the tumour. This was followed by a course of radiotherapy but this January it returned. She died at Littlebridge House a children's hospice in Fremington, Devon.

The StrodeCollege (Street, Somerset, UK) student was studying hairdressing and had been an extremely popular member of the course said Barbara Millard, deputy head of the college's hair, beauty and complementary therapy team.

Samantha's parents, Bill and Janet, of Marl Close, Yeovil, said they wanted to publicly thank everyone who had supported their daughter and their family through such a traumatic time.

Mr and Mrs Miller plan to lay Samantha to rest in YeovilCemetery on what would have been her 18th birthday on Wednesday.

Mrs Miller said: Samantha was a very popular and bubbly girl, I could not believe how many friends she had. She was always on the phone to them. We think that is what caused the tumour in the first place. Samantha also thought this."

The sad story printed in the Western Gazette on 13th June (see below) about the teenager who died of a brain tumour, raises questions about the environmentally hazardous world we now live in. Samantha, a hairdressing student, and her parents were convinced that it was her intensive and extensive mobile phone use which was responsible for her brain tumour. The fact that the tumour was in the place where the main emissions from her phone would have radiated her brain, makes the argument a persuasive one. It is likely that the RF exposure she was subject to played an important part in the growth, if not in the initiation of the tumour.

The cause of cancer is rarely simple, one sole cause rarely leads to the outcome. If it were that simple, there would be a large number of teenagers, who use their phones with as much eagerness as did Samantha, who would be suffering from brain tumours, and this isn't so.

Most cancers have a multi-stage process. Each individual carries a different genetic history, and then is exposed to different environmental exposures, and chooses to lead a unique lifestyle. There may be a genetic tendency, there may be exposure to ionising radiation, there may be illnesses, there may be chemical exposures, an inadequate or poor diet, there may be spontaneous DNA mutation, there may be exposure to electromagnetic radiation (from our use of power, or telecommunications).

It seems that some combinations can lead to tragic consequences in one person, and can be shrugged off by immune system repair mechanisms in another. The more our immune systems are compromised by our lifestyle, the more we are likely (though not certain) to reap the consequences in adverse health reactions. Chemicals used in hairdressing have been associated in the past with an increased risk of developing cancers. The chemicals have changed, eliminating the more hazardous ones. However, it is difficult to keep pace with the changing chemical exposures we are subject to. The Environmental Protection Agency (EPA) in America, currently recognises more than four million chemical compounds. More than 60,000 of these are produced commercially, with three new compounds introduced each day - the vast majority were not found in the natural environment of people living on Earth. In 1992, an EPA study revealed that of 7,000 Americans chosen at random, 71 percent had toxic chemical residues in their urine. In the same way as not all heavy mobile phone using teenagers get brain tumours, not all hairdressers get cancer. Life is never that simple, or we would avoid the obvious contaminants - possibly.

However, people still smoke, they still drink-drive, they eat barbecued meat (associated with cancer), they don't consume 5 portions of fruit and / or vegetables a day (associated with a reduction in cancer risk). We have to weigh up the risks we are exposed to and make our choices.

It is a tragedy that Samantha is no longer able to make the risk assessments we have to make daily in the course of living. Our heartfelt sympathies go out to her family.

Opinion/Conclusions

Answer to question A:

With regard to extremely low frequency electromagnetic fields, the CSTEE reached the following conclusions:

Combined analyses of the epidemiological studies on the association between exposure to ELF and childhood leukaemia have strengthened the evidence of an association. However, given some inconsistencies in exposure measurements and the absence of other criteria commonly used in assessing causality (particularly a plausible explanation of underlying biological mechanisms, see above), the association does not meet adequate criteria for being considered causal. Thus the overall evidence for 50/60 Hz magnetic fields to produce childhood leukaemia must be regarded as being limited * (*).

The effect, if any, seems to be limited to exposures above 0.4 µT. In European countries, the proportion of children exposed to such levels is less than 1%. Assuming that the risk is doubled among the exposed, in the general population this would roughly correspond to an excess incidence of less than 1% childhood leukaemia. To put this in context, in European countries, the incidence of leukaemia is around 45 per million children (age 0-14) per year.

Whether changes of recommended exposure limits to 50/60 Hz magnetic fields (12) ought to be recommended on this basis is a problem for risk managers, falling beyond the remit of the CSTEE.

There is no convincing suggestion of any other carcinogenic effect of ELF on either children for adults. Current information on this respect does not provide clues for reconsidering exposure limits.

Reports on possibly hypersensitive individuals require confirmation and do not provide a basis for proposing changes in the exposure limits.

* (*) This term is used according to the definition given by the International Agency for Research on cancer, i.e. “ A positive association has been observed between exposure to the agent … for which a causal interpretation is considered … to be credible, but chance, bias or confounding could not be ruled out with reasonable confidence”. Indeed the CSTEE is aware that on this basis, IARC has recently evaluated that extremely low frequency magnetic fields are possibly carcinogenic to humans (group 2B) based on the association of higher level residential ELF magnetic fields and increased risk for childhood leukaemia.

Park System Ignoring Public Notice Rules; Does Not Even Track New Towers

Washington, DC — The National Park System has abdicated its responsibility to protect park scenery and serenity by opening every unit to cell tower construction, according to Public Employees for Environmental Responsibility (PEER). In addition, NPS is violating requirements that the public be notified of, and allowed to comment on, new cell towers.

In the Telecommunications Act of 1996, Congress opened the door to tower construction by directing the National Park Service to develop appropriate regulations for preventing unsightly proliferation of towers. But as of today the NPS does not —

· Know the number or location of cell towers within National Parks;

· Have a coherent policy of what are inappropriate cell tower placements, heights or configurations. It is left up to each park superintendent to decide. Even what minimal national policy that did exist expired on April 4;

· Preclude cell phone coverage in wilderness areas, meaning that soon every corner of every national park will be receiving cell phone signals.

“The National Park Service is inducing the death of solitude,” stated PEER Board Member Frank Buono, a former long-time NPS manager who does not own a cell phone. “How can one commune with nature when you cannot escape ‘the calling area’ of civilization?”

Despite the dictates of previous NPS policy and congressional intent, the public is almost never notified about applications for new cell towers nor are they allowed to comment on towers prior to construction. An examination of the Federal Register yielded only six notices of initial application and only four notices that an environmental assessment was available for review. The only NPS unit that issued both required notices was the George Washington Memorial Parkway, located in a highly urban area within the Washington, DC Metro Area.

Last month, PEER protested an illegal 100-foot cell tower that NPS approved overlooking Old Faithful in Yellowstone National Park, where again the public was shut out of the permit process. A review of Federal Communications licenses by the Forest Conservation Council shows cell towers in a number of parks, including Grand Canyon, Yosemite and Everglades National Parks, as well as Big Cypress and Mojave National Preserves. None of these facilities had the required public notices.

In response to PEER, NPS is now claiming a public safety rationale but have been unable to identify the extent or utility of emergency usage. “The Park Service has seized upon public safety as an after-the-fact pretext; the agency has not even studied its public safety communications needs,” added Buono. “Of greater concern, the logic of this new public safety argument dictates cell coverage over every square inch of the National Park System — a decision the National Park Service appeared to reach without one iota of public involvement.”

All 19 million chickens, turkeys must go

The Fraser Valley is reeling from a poultry industry crisis unprecedented in Canada. The federal government yesterday ordered the slaughter of up to 19 million chickens, turkeys and other poultry in the Fraser Valley and Lower Mainland to try to halt the spread of avian flu.

“We are dealing with a very serious and contagious disease in birds,” federal Agriculture Minister Bob Speller said from Ottawa. A mass slaughter of poultry has never before been undertaken by the federal government. Speller said he believes the “orderly depopulation” will help the poultry industry to survive in the long term.

“We support the decision and the industry supports the decision,” said said John van Dongen, B.C. minister of agriculture, food and fisheries. “It’s the right call,” Speller outlined his plan during a telephone conference call yesterday.

Poultry in the Fraser Valley that test positive for the avian flu will be killed and destroyed, while bird flocks that test negative will be allowed to be slaughtered and processed to sell on the market, Speller said, adding that he did not want to see good food wasted. He decided to approve the mass culling with the support of the industry. While uninfected broilers will go to market for meat, it’s anticipated that layers and breeders will likely be rendered.
Thousands of people may be facing layoffs in the $1 billion poultry industry in B.C., which has been mired in an economic crisis since the H7N3 avian flu virus strain originated in Abbotsford on Feb. 19. Sixteen of 18 infected farms are located in Abbotsford, in an area from Mount Lehman to Sumas Prairie.

The majority of the quarantined farms are in the five-kilometre hot zone of east Matsqui Prairie, where the high pathogenic strain of H7N3 has been identified on four properties. The speed of the spread of the disease has confounded the experts, van Dongen said, noting that everyone involved in the industry is in a state of shock. “We always knew of the possibility of getting a high pathogenic avian flu in the academic sense, but no one expected it to move this fast,” he said. “It’s going to be a very painful time for the next 12 months.”

About 400,000 birds have already been killed on east Matsqui Prairie. “I consider this to be an economic disaster,” Abbotsford Mayor Mary Reeves said. “The economic impact is going to be very significant and our farmers will require financial assistance to rebuild.”

The federal government will compensate farmers for the poultry that has been euthanized. But Ottawa has not yet committed to financial assistance for lost income. Van Dongen said he expects it will take between six to eight weeks for all the healthy birds in the Lower Mainland to be sent to firms for processing. Once the barns have been cleaned out and the illness has been eradicated for a minimum of 21 days, restocking can slowly begin. Van Dongen said he expects it to take about six months before the producers can start raising commercial birds again.

The federal government also announced the Canadian Food Inspection Agency will now enforce strict regulations about bio-security on all poultry farms in the Lower Mainland. People will not be allowed to enter the property of any poultry farm without the farmer’s permission and producers must also disinfect any vehicles entering or exiting their land.

David Fuller, chairman of the Chicken Farmers of Canada, voiced his support for Speller’s announcement. “This is the most difficult decision we can make,” he said. “The poultry and egg industries have pushed to find the best way to deal with this crisis. Now, we're at the point where the only option is to clean everything out and start over, rather than going in incremental steps that could cause even more hardship on us all.” He said the decision will allow producers to recover more quickly.

• Health Canada maintains there is very little risk to consumers and poultry and egg products can be eaten in confidence. A minimum internal temperature of between 60 and 70 degrees Celsius is required for safe avoidance of avian influenza, which is atemperature less than what chicken should be cooked at to remove most other bacteria (77 degrees Celsius for the average boneless, skinless chicken breast). If the virus was present on chicken meat (transfer of the virus to meat is an exceptionally low risk), it would be destroyed during the cooking process. Avian influenza has never been passed on to humans as the result of eating poultry meat or eggs.

• The B.C. government has issued a ministerial order under the Emergency Program Act to compel the GVRD to dispose of chickens at the incinerator in Burnaby. Other disposal methods are being considered, including composting or incineration at individual farms.

On measures of decreasing of negative influence of physical factors on human health

Now in the Republic of Kazakhstan there is marked the tendency of increase of negative influence on health of the population of such harmful physical factors, as noise, vibration and electromagnetic radiations. Complex influence of factors of the environment both natural and industrial forms up to 75 % of all cases of diseases, more than 50 % of cases of death, about 60 % of cases of wrong physical development.

The state bodies and the organizations, the legal and physical persons, managing subjects not fully provide observance of requirements of sanitary-and-epidemiologic rules and norms regarding prevention of harmful influence of physical factors on health of people and environment of their dwelling. There was daily practice a manufacture and import of the equipment, machines, mechanisms without the indication their vibro-acoustic and electromagnetic parameters.

The amount and capacity of sources of electromagnetic radiations of high-frequency and superhigh-frequency ranges, both in conditions of manufacture, and in a life, increase. The basic contingent of the population is in zones of the compelled irradiation electromagnetic fields of a complex spectrum which sources are base stations of radio engineering objects, high-voltage electric mains, and electrical household appliances.

Being guided by the Law of the Republic of Kazakhstan «On sanitary-and-epidemiologic well-being of the population» and in the performance of the decision of the Government of the Republic of Kazakhstan from June, 9, 2000 ? 878 «On the statement of the National Plan of action on hygiene of environment of the Republic of Kazakhstan», in order of health protection of citizens of the Republic of Kazakhstan and reduction of negativee influence of physical factors, creation of favorable working conditions, a life and training, during 2004-2005, I DECREE:

1. To the Ministry of transport and communications of the Republic of Kazakhstan:
1). To carry out in all subordinated organizations the account of the equipment and the mechanisms generating noise, vibration, electromagnetic radiation with obligatory carrying out of researches of levels of influence of the specified physical factors. For carrying out of measurements of parameters of physical factors to involve the laboratories, having corresponding license;

2) To develop a plan of measures on protection workers and the population from influence of physical factors with use of modern means of protection, taking into account achievements of science and technology.

2. To the Ministry of Education and Sciences of the Republic of Kazakhstan to provide in all organizations of education:
1) The account of working and educational places together with the state bodies and the organizations of sanitary-and-epidemiologic service and studying of conditions of training in the general educational, high and average educational organizations, and also working conditions on the workplaces, equipped with computers. For carrying out of measurements of parameters of physical factors to involve the laboratories, having corresponding license;

2) Protection of users of personal computers with use of modern means of protection, taking into account achievements of science and technology.

3. To the Ministry for Power and Mineral Resources of the Republic of Kazakhstan to carry out researches of a level of intensity of an electromagnetic field from high-voltage transmission lines of an alternating current of industrial frequency (50 Hz) in dwelling territory in the points which are close to houses and in premises, most close located to high-voltage lines. For carrying out of measurements of intensity of an electromagnetic field to involve the laboratories, having corresponding license.

4. To Agency of the Republic of Kazakhstan on Information and Communications at registration for physical and legal persons operation of radio-electronic means and realization of control-supervising functions to demand presence of sanitary passports coordinated with the state sanitary-and-epidemiologic service.

5. To physical and legal persons, irrespective of type of ownership, having radio engineering objects:
1) To make sanitary passports with calculations of zones of influence of electromagnetic radiation on the population, with their subsequent coordination with the state sanitary-and-epidemiologic service. To provide a total estimation of electromagnetic fields, irradiated by all radio engineering objects placed in territory;

2) To provide protection of the users personal computers, by modern means of protection.

6. To the organizations and the consortia working on extraction, processing and transportation of oil and gas:
1) To provide certification of workplaces with the analysis of working conditions at special methods, including negative influence of physical factors and their complex estimation;

2) To provide creation of healthy and safe working conditions at the enterprises;

3) To develop plans of measures on protection workers and the population from influence of physical factors with use of modern means of protection, taking into account achievements of a science and new technologies.

7. To Committee of the State sanitary-and-epidemiologic supervision, Department of treatment-and-prophylactic work of Ministry of Health of Republic Kazakhstan:

1) To carry out the profound analysis of a condition of disease of the population connected to negative influence of physical factors as noise, vibration, electromagnetic radiations and on this basis to develop a complex of effectual measures on protection of the population against their negative influence;

2) To organize and carry out seminars - meetings at the international level on studying and generalization of experience, requirements to realization of protective actions from influence of negative physical factors (noise, vibration, electromagnetic radiations) both in industrial, and in household sphere.

8. To regional Managements, Departments of public health services to arrange on preventive maintenance of harmful influence of physical factors (noise, vibration, electromagnetic and ultra-violet radiations, an electrostatic field) on patients during of diagnostic, physiotherapeutic and other procedures, and also on the persons working with this equipment.

9. To the State bodies and the Organizations of sanitary-and-epidemiologic service:

1). To accept direct participation in the account of workplaces of the enterprises and the organizations, conditions of training in comprehensive schools, the high and average educational institutions under physical factors with application of the modern equipment and devices for their quality evaluation;

2) On the basis of the received materials to develop a complex of protective actions from influence of physical factors with use of modern means of protection, taking into account advanced achievements of a science and technical equipment;

3) To place for consideration of Akims of oblasts, the cities of Astana and Almaty a question on protection of health of the population against influence of harmful physical factors and acceptance of measures under the decision of problems on protection of the population against their negative influence.

10. The control over execution of the present decision I leave behind myself.

11. The present decision is commissioned from the date of registration in the Ministry of Justice of Republic Kazakhstan.
