Rescue effort too complicated for blame yet

Everybody's playing the blame game in New Orleans. Part of the reason is that everybody is tired and cranky and they just want their old way of life back. But another part of the reason is that there's lots of blame to go around, starting with the metropolitan government of New Orleans itself. When the storm approached, those who had cars and money evacuated. But sitting unused and ready to go were scores of municipal and school buses that could have been used to get those without means out of town. Those buses are now sitting in parking lots, flooded and useless. Part -- a big part -- of the problem is that the antiquated levee system failed. Blame for that can go back generations in both political parties as scenarios were drawn for a doomsday event, but no money was appropriated to shore up New Orleans' levees... [editor's note: Actually, it was, and Congress approved it. But it was then stolen by Bush for Homeland Security ... and went to Iraq! Even libertarians who deplore taxation per se would have to admit this was a far greater crime! - SAT]
