The lagging response of FEMA during recent Hurricane Katrina is living proof of what a friend of mine has often said -- whatever the federal government touches turns to fertilizer. FEMA has been justifiably criticized on all sides for the way it has responded to this catastrophe. It has been noted that FEMA director Michael Brown waited until hours after the hurrican struck to request help. However, late though they were, Director Brown told his employees that one of their main duties was to 'convey a positive image' regarding the government's response to hurricane victims. In other words, whether you are able to do anything else or not, make sure you look good doing (or not doing) it. FEMA hasn't quite managed that. Here in Monroe, Louisiana, their record of addressing the problems of those left without anything by this hurricane is, shall we say, less than auspicious...
