As the abstract says "An inter-service rain-increasing program was introduced into the Vietnam conflict specifically to impede North Vietnamese infiltration through the Laotian panhandle..." These events are far enough behind us that you can look up something on the historical record. For more recent events, although I have a lot of suspicions about specific cases, the actual evidence doesn't go beyond proof of a theoretical capability. The copy that I have of the 1995 Air Force report, WEATHER AS A FORCE MULTIPLIER: OWNING THE WEATHER IN 2025, makes grandiose claims about how 'In 2025, US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications.' So I guess we're one-third of the way there (2025 - 1995 = 30; 2005 -1995 = 10; 3*10 = 30).
