Report power line concerns, cancer society urges B.C. residents

Dear Dr. Nam: I assume you have already seen this item. My computer will unfortunately not allow me to make wide distribution. Yesterday, I couldn't even send a single item several times and need to review w/AOL.

If the 3-page list of health problems our family has suffered over a period of 30 years will be a help to you, I am glad to furnish. We have benefitted greatly from paying huge amounts for vitamins and supplements but it is "still criminal" to expose citizens to the radiation (uninformed consent), in my opinion. As you know, we are only 50 ft. from a 69kv and a 230kv line in addition to an 8kv line........

I sent comments to the Canadian Cancer Society this morning also. The American Cancer Society did not respond last time I contacted them.

The Canadian Cancer Society says it's concerned about plans to upgrade high-voltage power lines through a residential neighbourhood in Tsawwassen, B.C.

A group in the Vancouver suburb is counting on the society's advisory to bolster its case against a planned upgrade that could bring overhead high-voltage power lines through the community. The lines would form part of a link providing power to Vancouver Island from the Lower Mainland.

Last week, the B.C. Transmission Corporation received approval to upgrade lines running through backyards and across a sports field in Tsawwassen, saying the line is needed to meet expected demands for power on the Island.

The Canadian Cancer Society says the link between electromagnetic fields and cancer has neither been established nor ruled out, but it urges people to keep their distance from power lines.

Parents should not let children play underneath power lines, the group advised.

If people are concerned, they should call the Canadian Cancer Society, said Dr. Patricia O'Hagan, the group's manager of health promotion for B.C.

"Certainly, because if it's actually in backyards, if it's close proximity where children are playing, it's something that we would be concerned in," said O'Hagan. "That's why we are asking the parties to call in."

The society can then raise the concerns with the B.C. Transmission Corporation, O'Hagan said.

The society's stand is significant, said Maureen Broadfoot, who heads a Tsawwassen group that opposes the new power lines and has lobbied for an alternative route.

"It is in keeping with what other international health authorities are all starting to say."

Studies suggest a link between childhood leukemia and high levels of exposure to electromagnetic fields, Broadfoot noted.

The province's energy minister, Richard Neufeld, said the electromagnetic fields would be well within World Heath Organization guidelines, which is also the stance of the utilities commission.

* A group of Israeli researchers found a link between microwave radiation and the development of cataracts. The study shows that prolonged exposure to microwave radiation similar to that used by cellular phones can lead to both macroscopic and microscopic damage to the lens and that at least part of this damage seems to accumulate over time and does not seem to heal.

Court upholds nearly $533,000 verdict in stray voltage case

WAUSAU, Wis. - A state appeals court on Tuesday upheld nearly $533,000 in damages to two Marathon County dairy farmers who claimed a power company's stray voltage hurt their cows' health and milk production.

The 3rd District Court of Appeals unanimously rejected contentions from Northern States Power Co. that a jury's verdict must be reversed. The company argued that some of the verdict questions that a judge submitted to the jury before it began its deliberations were in error.

The judge properly worded one key verdict question on so-called comparative negligence, allowing the jury to consider whether the farmers' management of the herd contributed to any problems, the three-judge panel said.

According to court records, James and Michael Gumz of rural Athens began noticing physical and behavioral problems in their herd in 1991, 10 years after they bought their parents' dairy herd and farm. The problems included cow deaths and poor milk production.

Experts determined nutrition wasn't the problem, leading NSP to conduct tests in 1996, court records said. Those tests found that "cow contact voltage" was below any "level of concern."

Eventually, the farmers hired an independent electrical tester who determined that stray voltage was originating from NSP's distribution system, court records said.

The Gumzes sued the power company in 2001 for negligence. NSP now does business as Xcel Energy.

Stray voltage is electricity that leaks from a utility's electrical distribution system or farm wiring. Some utility companies argue stray voltage isn't a problem, while some farmers claim it hurts cows' health.

Stray voltage has been an issue for dairy farmers since the early 1980s, prompting dozens of lawsuits against power companies, said Paul Zimmerman, executive director of the Wisconsin Farm Bureau Federation, the state's largest farm organization.

Several cases are still weaving through the courts, some of them starting two years ago, he said.

But litigation is declining from a decade ago because most power companies serving dairy farms now have programs in place to help address unwanted currents and electrical quality issues, Zimmerman said. There have been more upgrades of lines and rewiring of farms, some with loans from the utility companies, Zimmerman said.

"Utilities are trying to be progressive and help farmers resolve the issue," he said.

The appeals court also upheld Circuit Judge Gregory Grau's ruling that dismissed the farmers' claim for triple damages in the dispute.

The Gumzes failed to provide any evidence of a "willful, wanton or reckless act or omission" by the power company to violate Wisconsin law, the panel said.

James Gumz said Tuesday he was happy he won the appeal but he was disillusioned about the whole court fight.

"It has been a long, dragged out process," he said.

His 100-cow herd is doing better today because of some "expensive modifications" done to address stray voltage, but the money the jury awarded "doesn't come close, after paying lawyers and experts and stuff like that," to making the dairy farm whole again, Gumz said.

The lawsuit originally sought nearly $920,000 in damages, he said.

The farmer expected Tuesday's ruling would be appealed to the state Supreme Court, delaying the end of the dispute, he said.

NSP's attorney, Michael O'Brien, did not immediately return a message left at his office.

NO MORE: IT STOPS NOW!

I put my neighbour in an ambulance tonight knowing she probably won't survive the massive stroke she had, yet 30 mins before we were chatting happily together. Her husband died instantly of a heart attack in January before the ambulance arrived. My other neighbour lies in a hospital bed, off a life support machine, but with only slight movement and staring blankly at one and all. At the end of last year 4 neighbours in other flats died suddenly and unexpectedly. So only 2 flats in the two blocks of 4 flats remain without any serious injury or death - mine and one in the other block. Common denominator? TETRA I can't prove it but I feel it and it is hitting the aerial on the roof of this block and disrupting the video, and now even taking the picture off channel - my licence is cancelled off 31st July.

Last week my neighbour was out and about and chatting and laughing - we had a lull in the high power testing signals that sensitive people in the area were suffering with, including me. Then bang, all hell let loose over the weekend and all the birds disappeared, even the pigeons, magpies and jackdaws! The seagulls were screeching furiously and flying in circles as if a massive storm was imminent and then they cleared the area, too. The same was happening over Bognor with the seagulls but I have no info about the other birds from that area. I don't care what the Government, Airwave, HPA, say - only TETRA causes that. That is the only time the birds clear the area suddenly and then slowly return a few days/weeks later all bedraggled and scared. There are 8 or 9 back of the birds who are regulars of 50+ birds we had last week to include the fledglings. No babies came with them.

Yes, maybe TETRA gets mixed with 3G or whatever, but the killer here is TETRA - instant, harsh, vicious and cruel. Those who allowed this technology to be used are mindlessly cruel. I could be more specific but I won't, not today, but someday - readers will get my drift.

I write this with the pain of grief and fury of hot anger, but that anger will cool to razor sharp steel and then the warpath will begin. The grief will never go until no one suffers anymore from microwave radiation and in particular, TETRA. I will hold these feelings deep inside to fire my path and it sure as hell is WAR.

I make no apologies for this message. It is time it was said. If anyone objects they can ask Mast Sanity to cancel me off the list.

I am now on a mission and if I have to do it alone, then I still will. Database of the evidence of ill health, a website SOON, seeking info, seeking ways - I WILL find ways!

It is no good to keep talking and debating and seeking scientific proof. We need to join together and tell all of them "NO MORE - IT STOPS NOW!"

Many might not agree but I don't care. This is what I want to do and WILL do for all those who are ill and suffering. I am being zapped now so lets bring it on.

Sometimes you have to stand up for what you believe is right and I have kicked my heels too long while people talk and debate and try to get a credible reputation with those who are using us as guinea pigs - pigs to the slaughter- the expendables - IS THAT WHAT YOU WANT TO BE?

Not me I would rather go down fighting in the true Spiritual Warrior style of my ancestors the Lakota Sioux.

I share your rage, and will join the quest.

We need to rally the people affected by Tetra before they disappear off the planet. We are all so fragmented. Our stories individually are discounted.

I think we need to become a united force that must get medical sponsorship. I think this is the only compelling way in which we have any hope in getting the law changed. One person crying in the wilderness is getting hoarse. We need to gather the numbers and create a cacophony.

Andy, Do you have a database of people? I can start pulling the health surveys and anyone with Tetra I can call and talk to them to see if they are willing to go public. I also will see if I can get a friend of mine to look into possible sources of small pockets of funding.

Are there any other people on the list suffering from an autoimmune disorder like Multiple Sclerosis or ME or Arthritis? I know that my Neurologist Prof Hawkins is aware there is a problem. He has indicated to me that he is tied if he is approched as an NHS doctor, but if approached as a private patient he is not so constrained. He has testified to BBC Midlands today that he believes there is a problem with low level emissions and that it can effect on MS but we are only one voice - we need to gather more.

Hi Sandi

and all others who have responded to her re turning up the heat. I am back in the saddle after burying my sister yesterday. It will be no surprise to anyone that she lived for many years in the bogi of many mobile phone masts. Her health took a serious turn for the worst when a TMob "temporary" mast was erected right opposite her house - and was left there for 8 months! - only being removed in late June. At the same time that my sister's health worsened, her son, who lives with her, had to take 8 weeks off work as he began having more and more asthma attacks.

I believe that Sandi is right - we are all being used as guinea pigs - the new system of notification by GP's (QMAS) is a surefire way of the authorities "observing" effects on the unwashed masses. We are seeing the results all around us but, as Nancy has said, our GP's are unable to do anything but log.

I am with you, Sandi, all the way - whatever we can do to effect change, I believe we should do it.

I think we all need to be able to assume and agree on 3 things:

1/ That radiation from mobile phones, masts, tetra etc. does cause health problems and that we have plenty of evidence to back that up. (No need to argue this point then.)

2/ That the mobile phone industry and the British Government (and other governments) have access to, and have had brought explicitly to their attention the same evidence and are therefore aware of this reality. (Or at very least that the technology is not reliably safe.)

3/ That the fore mentioned bodies are, for whatever reason, failing to publicly acknowledge that reality.

Arguments that suggest that the government or the MPOs (Mobile Phone Operators) have a right to ignore this evidence or are justified in ignoring it have no place in this forum. (Some people may think mobile communication is more important than peoples' lives and health but I suggest those people leave this forum and go take a walk in a mine field.) However reporting that the MPOs and Government feel they do have this right or justification is fine so long as we understand they are at fault in doing so.

Frans might be reporting that they are simply too set in their ideas to acknowledge it. He may be saying that this is an obstacle we need to carefully navigate, rather than saying it is pointless trying to change it. Unfortunately the distinction has not been made clear.

I personally don't believe this to be the case because there are too many individual people in these institutions to all be brainwashed in this way. We have all come across people who don't want to know/think about this problem but persistent solid arguments almost always go some way towards opening people's minds. I think most of us would agree that there are people with hidden agendas in influential positions that are consciously working to bury the truth. And it is these people who I would like to see held up and publicly exposed for all that they are.

I would also argue that if this were to be the case then they are still at fault through gross negligence.

While I agree that there are forces working against us I feel if our arguments are clear and logical, those trying to oppose us will eventually trip themselves up.

Motor Neurone Disease: A Family Affair

Perhaps someone may be able to offer a good reason as to why a recently published medical text on MND/ALS has an intriguing cover illustration of an electric pole with overhead cables below its title: MOTOR NEURONE DISEASE: A FAMILY AFFAIR. I was perplexed yesterday by this cover design when I saw it among new arrivals in Cork City Library. Have tried unsuccessfuly to paste and copy the electric pole cum cables for you here but when Amazon.com or other booksellers online are accessed, the book illustration will pop up.

The really perplexing part is that I glanced through the entire text to locate any reference to how EMFs might trigger MND. And I found none. Given the unambigious connection with EMF as a causative factor on the cover I am surprised that this was not taken up in the text.

Dear Dr. Oliver:

Yesterday, I chanced upon your revised edition (2006) of MOTOR NEURONE DISEASE: A FAMILY AFFAIR in Cork City Library and was intrigued by the cover illustrat-ion of an electric pole with overhead cables below the title. Of course, due to my being an electrohypersensitive and networking extensively on our EHS issue I am aware that some published research results indicate a causative link between EMF exposure and the development of MND. One of our most well-known medical supporters, the late Dr. Neil Cherry of Christchurch, New Zealand, understood this link and most tragically at first hand: he died from MND a few years ago. My brother also died from this disease in summer 2004, six months after diagnosis.

But to return to the relationship between your recently published text and its cover design: the perplexing part is that yesterday I glanced through your entire text to locate any reference to how EMFs might trigger MND. And I found none. Given the unambigious connection with EMF as a causative factor on the cover I am surprised that this was not taken up in the text.

Can you explain to me why this is so.

Thank you for the message. The cover is purely coincidental - with the vague symbolism of loss of transmission - relating to nerve damage and not cables

The evidence for cables etc is not entirely proven - I did meet Neil cherry and heard of his views

Ausserberg / Visp / „Mobilfunkantennen haben keine kurzfristigen Auswirkungen auf das Wohlbefinden.“ Dies verkündete eine Schweizer Forschergruppe anfangs Juni. „Alles Lüge“, so der Ausserberger Armin Furrer.

Vier Mal reiste Testperson Armin Furrer aus Ausserberg letztes Jahr ins Forschungszentrum nach Zürich. Dort musste er Aufgaben lösen, während er jeweils 45 Minuten lang UMTS-Strahlen ausgesetzt wurde. „Ich hatte Schwindelgefühle und nach den Experimenten war mir stundenlang übel“, blickt Furrer zurück. „Aber es war klar, dass die Forscher dies unter den Teppich kehren würden.“ Schließlich sei die Studie gemeinsam vom Bund und den drei Schweizer Mobilfunkanbietern finanziert worden.

Forscher käuflich? Ein Vorwurf, den Peter Ackermann, Projektleiter der Studie, vehement von sich weist. Swisscom, Orange, Sunrise und die übrigen Geldgeber hätten zu keinem Zeitpunkt einen Einfluss auf die Studie gehabt. „Wir betreiben seriöse Forschung und sind nicht käuflich“, betont der Professor vom Institut für Pharmakologie und Toxikologie der Uni Zürich. Und wie lässt sich erklären, dass die Studie nichts von den starken Beschwerden der Probanden erwähnt? „Alle Versuchspersonen erhielten Fragebogen, auf denen sie allfällige Symptome hätten aufschreiben sollten“, sagt Ackermann und beteuert: „Von starken Beeinträchtigungen hat niemand etwas erwähnt.“

Getürkte Testpersonen? Laut Forschungsbericht wurden neben 84 nicht-elektrosensiblen Personen auch 33 Elektrosensible untersucht. „Ich bezweifle, dass diese tatsächlich elektrosensibel waren“, so Armin Furrer. Außerdem seien etwa Personen mit starken Schlafstörungen nicht als Probanden zugelassen worden. „Dabei leiden gerade elektrosensible Personen häufig unter Schlafstörungen.“ Studienleiter Ackermann nimmt Stellung: „Es stimmt, dass es keine objektiven Kriterien für Elektrosensibilität gibt.“ Man habe sich auf die Selbsteinschätzung der Leute verlassen müssen. Gesunde Probanden habe man jedoch nicht abgewiesen.

Unschädlichkeit nicht bewiesen

Aussage gegen Aussage. Fakt ist, dass die aktuelle Studie keinen abschließenden Beweis für die Unschädlichkeit von UMTS-Strahlen liefert. „Die Forscher haben nur die kurzfristige Bestrahlung untersucht. Mobilfunkantennen strahlen jedoch 24 Stunden und nicht bloß 45 Minuten wie im Test", bemerkt der Visper Arzt Bernhard Aufdereggen von den Ärztinnen und Ärzten für Umweltschutz. Trotzdem sei er von der Seriosität der UMTS-Studie überzeugt. Bevor jedoch weiterhin in die Technologie investiert werde, müssten auch Langzeiteffekte untersucht werden. „Die Gesundheit muss wichtiger sein als der wirtschaftliche Aspekt!“ DJ

als für Prävention engagierte BürgerInnen wenden wir uns entschieden gegen die Empfehlung des bei der WHO für Elektrosmog zuständigen Physikers Dr. Repacholi, das Wort „Elektrosensibilität“ nicht zu benutzen und unter Elektrosmog Leidende mit Verhaltenstherapie oder Psychopharmaka zu behandeln! Die WHO, die EU und die Bundesregierung haben 1997 die jetzigen Grenzwerte auf Empfehlung der ICNIRP e.V. in München übernommen, die aber nur die thermische Wirkung berücksichtigt. Der Tagungsbericht einer Israelin in der Anl. zeigt die „white wash“ Politik dieses Gremiums.

Nach Drs. RUZICKA und WARNKE z.B. in RICHTER/WITTEBROCK (2004) „Kommerz, Gesundheit und demokratische Kultur“ sind Schädigungsmechanismen aufgrund zahlreicher Studien u.a. aus osteuropäischer Forschung zunehmend plausibel. Nach RA WITTEBROCK gebieten Art. 2(2) und 20a des GG eine Überarbeitung der 26. BimSchV mit dem Ziel niedrigerer (Vorsorge)-Grenzwerte.

Unabhängige Mediziner wie Prof. Dr. med. ECKEL forderten schon im Jahr 2000: „Wir müssen die Grenzwerte unserem jüngsten Kenntnisstand anpassen“. Er riet zum „Salzburger Vorsorgewert“ nach Dr. med. OBERFELD, beschlossen von 19 unabhängigen Wissenschaftlern: „Die Bundesärztekammer hat sich dieser in Salzburg gefassten Erklärung angeschlossen“.

Eine Herabsetzung der Grenzwerte kurz nach dem Verkauf der UMTS-Lizenzen zur Haushaltssanierung erfolgte jedoch nicht wegen befürchteter Schadensersatzforderungen der Firmen. Andererseits ist bekannt, dass Versicherungsunternehmen wie die renommierte Schweizer RE es ablehnen, Firmen und Privatpersonen im Mobilfunk gegen Schadenersatzforderungen zu versichern. D.h. langfristig werden Krankheitskosten durch den zunehmenden Elektrosmog über die Krankenkassen auf uns alle abgewälzt! Wir appellieren deshalb auch aus Sorge über die Kostenexplosion im Gesundheitswesen an Sie, denn Prävention zahlt sich langfristig aus und Grenzwerte müssen die BürgerInnen vor Schäden schützen und nicht die Industrie. Wir sollten aus den Fehlern der Vergangenheit lernen, z.B. aus dem Buch des ehem. Staatsanwaltes der Frankfurter Holzschutzmittelprozesse Prof. Erich SCHÖNDORF „Von Ratten und Menschen“, wo von der Industrie auch die Übertragbarkeit von Ergebnissen aus Tierexperimenten auf Menschen angezweifelt wurde.

Es belastet das Immunsystem Gesunder und Kranken, wenn man sich nicht wenigstens am Schlafplatz vom in der globalisierten Welt aus vielen Gründen zunehmenden „Neurostress“ des Tages erholen kann.

Wir fordern deshalb vor allem Elektrosmog-arme Schlafplätze durch Senkung der Grenzwerte für Innenräume, (wie z.B. im BMW-Werk am Arbeitsplatz) sowie die Berücksichtigung nicht nur technischer und finanzieller, sondern auch gesundheitlicher Kriterien bei der Auftragsvergabe für den neuen Polizeifunk!

A meta-study of the research done in this area is under way, but no field research is planned, says Ronald MacFarlane, supervisor of environmental health assessment and policy at Toronto Public Health (TPH), which delivers programs and services determined by the Toronto Board of Health.

In 1999, TPH conducted a health assessment of human exposure to RF, and the objective of this second study is to provide an update.

"When cell phones were becoming popular in 1999, councilors responded to concerns in their wards and asked us to look into cell phone towers and antennae," he says. "Similarly, people are now concerned about Wi-Fi initiatives, and we've been asked to look into this so we can come back to council with our assessment."

Based on the recommendations of the first study, the Toronto Board of Health adopted a policy of 'prudent avoidance' in 1999 and determined that the level of exposure to radio frequency (RF) electromagnetic fields should be set at 100 times below Safety Code 6, a guideline developed by Health Canada.

"At this point, we're trying to determine if there's a conflict between prudent avoidance policy and actual usage of Wi-Fi," says MacFarlane. "The initial indications are that Toronto Hydro's Wi-Fi RF would be below our recommended level, and there would be no need to alter plans to meet the standard."

He expects the study and its recommendations to be completed and presented to council in early 2007.

To put the issue in perspective, MacFarlane explains that all manner of infrastructure and consumer devices – power lines, radio towers, Wi-Fi routers, cell phones, radio and television, and so on – emit electromagnetic radiation at different frequencies, with varying effects on biological systems.

The electromagnetic spectrum is divided into two major categories, ionizing and non-ionizing radiation.

High-frequency radiation with shorter waves at the ionizing end of the spectrum, such as X-rays and gamma rays, has undisputed detrimental effects on human health. At the borderline between ionizing and non-ionizing is ultraviolet radiation, emitted by the sun, which also has a clear link to skin cancer.

Controversy rages at the non-ionizing, lower-frequency end of the spectrum. At the lowest end are electromagnetic fields (EMF) such as those created by power lines. "The longer the wave, the fewer health effects we tend to find," says MacFarlane. "I know studies have looked at cancer caused by exposure to power lines, but the evidence is weak."

Radio waves, which are used in cell phones, Wi-Fi, radio, television and other consumer devices, operate at a higher frequency than power lines. Microwaves, which are used in radar and ovens, are a sub-set of radio waves, and have an even higher frequency. For RF emissions, there are few studies showing a clear impact, says MacFarlane.

However, he says he is reviewing research conducted in Switzerland that provides some fair evidence of a link between RF emissions from radio towers and sleep disturbances.

"This is something we see quite often in the literature – the RF impact on sleep," he says. "The Swiss changed their laws regulating RF emissions based on that study." But this is just one of a multitude of studies, some with conflicting findings, that the TPH is reviewing and considering to determine the patterns of risk.

Considering the vast array of infrastructure and devices that produce RF emissions, how much more would a Wi-Fi hotzone add to the totality of emissions people are exposed to in downtown Toronto? "It's like noise," says David Dobbin, president of Toronto Hydro Telecom. "We're already bombarded by radio waves. Our equipment operates in the same frequency and under the same licensing conditions as cordless phones, baby monitors and garage door openers.

Cell phone towers operate at 10,000 times the power of our Wi-Fi units, and FM radio towers are 100,000 times."

Tony Muc, a physicist and professor at the University of Toronto's department of public health sciences, agrees with Dobbin's description. "This particular application is yet another specific signal within this sea of electromagnetic fields we live in," he says.

"People have exploited radio waves since Marconi's time. And historically, natural electromagnetic phenomena have occurred as well. Biological entities have been exposed to them forever."

Dobbin points out that Toronto Hydro Telecom's equipment is more than fully compliant with all regulations set by the Canadian government. "Our emissions are a fraction of levels recommended by Safety Code 6 and the Toronto Board of Health. We've even gone so far as to get technical compliance declarations from our vendors such as Siemens to guarantee their equipment puts out less."

But many environmentalists distrust the regulations setting levels of exposure to RF, pointing out that it took decades to establish clear links between the harmful effects of DDT and regulatory decisions to ban it outright, and that no longitudinal studies have been done for RF.

"My response to that is that long-term studies have been happening in society since the advent of electricity," says Muc. "The background level of electromagnetic radiation, or 'electronic smog', has been increasing exponentially since about 1900. If we could look at a spectrum analysis then, we would see little beyond background 'noise', or the hiss of the universe."

Muc also points out that if RF emissions had been banned in Marconi's time, it would have prevented the progress of critical technologies society relies on today, such as the invention of television, radar and wireless.

But the spikes associated with human-generated RF are not easy to quantify or understand. "Take the CBC, for example, the transmission associated with that radio station, at that specific frequency, if we compare the ratio of the level today to 1900, it would be about a million," says Muc. "But that's a narrow window of the spectrum. If you go 10 kilohertz on either side of that band, you would only see an increase of maybe 10 or 100 times."

As a consequence, Muc has strong views on regulatory decisions setting RF levels below Safety Code 6. He says it is an international standard developed by scientists who've done extensive studies to find substantive connections between emissions and risks to human health.

"I think it's terribly misguided, under the rubric of 'prudent avoidance', to undercut standards. I think it's scientific nonsense, it's political, and it's socially short-sighted," says Muc. "So what is the point of the standards in the first place? It's trying to say, 'Because I'm ignorant, I want the number to be this.'"

He says this tactic creates even more public distrust of RF standards. "They're contributing to that distrust and that's why I'm against it. It's not all motivated by the military-industrial complex. I believe these standards are the result of good science."

But some disagree with that view. "My retort to that is that you have to question all authority," says Dr. Fred Gilbert, president of Lakehead University in Thunder Bay, Ontario, which created an international stir and a precedent cited by critics of Toronto Hydro's Wi-Fi plans by banning Wi-Fi on campus

"Every person viewed as an authority operates from a perspective that is limited. A physicist is not a biologist, nor is a biologist in a position to determine the effects caused by physical forces," says Gilbert, who believes in a precautionary policy in the face of evidence that is suggestive if not irrefutable.

He points out that the cause and effect relationship of smoking and cancer was not teased out for decades. "What we have is a set of standards that might be ill-based at this point in time."

No particular study swayed Gilbert, whose own background is in zoology, rather it is the preponderance of evidence suggesting behavioural, cellular and other impacts that were seen decades ago to be precursors to cancer in other scenarios. And some emerging evidence on new issues also played a role.

"Some of the evidence provided to me has been shocking from individuals who have electrosensitivity, who've been able to demonstrate their case and who've suffered abuse in trying to indicate to health professionals what they're dealing with is real," he says.

Muc has reviewed studies of in this area and says he is perplexed by the findings. "What I'm skeptical of is the demonstrable link between what they claim to observe or feel and actual electromagnetic fields. I remain baffled by that but I can't deny that people experience these things. It's like the issue of clairvoyance or predicting cards – it's hard to determine if they're random occurrences."

Gilbert acknowledges some of his personal experiences have also played a role in his reasoning. "I have some very good friends who are dealing with brain cancer

Toronto Hydro Telecom's Dobbin is aware that emotions run high on the issue of RF exposure. "It's an emotional issue. I understand that people have concerns and that some people believe they've been negatively affected by RF. I sympathize with their position," he says. "But wireless services are a benchmark for modern living, and they are proliferating everywhere."
