As a civil-rights attorney, I am alarmed by people's increasing willingness to give up other people's rights. This tendency is at the root of the country's post-Sept. 11 lurch toward fascism, epitomized in Patriot Act provisions that gut First, Fourth, Fifth and 14th Amendment rights, authorizing government intrusions into people's homes and private lives as never before, all in the name of security. Government officials assure us that they only use these awesome powers against the 'bad guys,' ignoring the fundamental principle that bad guys have rights, too, including not being presumed to be bad guys, until proven so in court...

Poll-watching pols now say no on Iraq

As go the polls, so go the pols. According to the most recent CNN/Gallup/ USA Today survey, 63 percent of Americans disapprove of the situation in Iraq. In essence, the question Cindy Sheehan tried to ask President Bush in Crawford, Texas, last August -- why did my son die in Iraq? -- is resonating across the country. And so, the time has come for America's politicians to line up bravely behind the public. John Edwards, the former US senator from North Carolina who hopes to run again for president, began a recent Washington Post opinion piece about his vote to authorize war with these words: 'I was wrong.' Also last week, the Republican-controlled Senate voted to press the White House to provide more public information about the course of the war in Iraq. Senator John Kerry spent much of the 2004 presidential campaign trying to rationalize his vote to authorize war with Iraq. Finally, last month Kerry called for troop withdrawal, echoing a demand made last January by Senator Edward M. Kennedy to harsh criticism...

The US was hit by several hurricanes that shut down a major portion of refining capacity. Now the fact remains that you could be sitting on a sea of oil but if you can only refine a small portion of it prices for the refined product will rise even if the price for the unrefined product is dropping. It's elementary economics thus beyond most politicians. So once again we have a dramatic disparity between the two products. Oil prices have dropped a bit but refined oil in the form of gasoline has dropped almost twice as fast. Not one Congressman or Senator has demanded an investigation to expose the cause. There is no political hay to be made from dropping prices so the politicians go mute...

Ein neuer WWF Report zeige, dass steigende Wassertemperaturen sowohl in den Ozeanen als auch in Flüssen und Seen die Fischbestände gefährdeten. Der Sauerstoffgehalt vieler Gewässer nehme stark ab, so dass insbesondere Süßwasserarten immer häufiger nach Luft schnappen müssten. Ein schlechteres Nahrungsangebot, vermindertes Wachstum und weniger Nachkommen seien die Folgen. Zudem bringe der Klimawandel die Nahrungskette erheblich durcheinander. Mitte der 1990er Jahre seien rund 120.000 Seevögel im Golf von Alaska verhungert, weil ihre Beutefische in größere Tiefen und damit kühleres Wasser abgetaucht gewesen seien. "Der Report passt ins Bild. Der Klimawandel hinterlässt inzwischen fast überall auf dem Planeten seine Spuren", meint Regine Günther vom WWF Deutschland. Der designierte Bundesfinanzminister Peer Steinbrück fordert die Wirtschaft eindringlich auf, ihre Kritik am Koalitionsvertrag einzustellen und sich stattdessen stärker für den Standort Deutschland zu engagieren. Mit Vorwürfen "von Lügnerei, von Betrug und dergleichen" gegen die Politik hätten Wirtschaftsvertreter "die Grenze der Toleranz" erreicht, sagte Steinbrück am Donnerstagabend in der ZDF-Sendung "Berlin Mitte". Versuche, "alle Probleme der Politik zuzuordnen, das funktioniert nicht länger". Der SPD-Vize fügte hinzu: "Ich erwarte von den deutschen Unternehmen, dass sie sich hier engagieren bei verbesserten Rahmenbedingungen für Arbeitsplätze in Deutschland." Die designierte Familienministerin Ursula von der Leyen sieht die Familien als Gewinner der Koalitionsverhandlung. Betreuungskosten wie Tagespflege von Kindern, die sich oft nur Besserverdienende leisten können, oder Pflegehilfen für Angehörige könnten künftig steuerlich abgesetzt werden, sagte von der Leyen der Tageszeitung "Die Welt". Damit bleibe den Familien mehr von ihrem selbstverdienten Geld. Insgesamt seien zur Förderung haushaltsnaher Dienstleistungen und der Betreuung fünf Milliarden Euro im Koalitionsvertrag festgeschrieben worden. "Damit wird anerkannt, dass Eltern, die den Lebensunterhalt für ihre Kinder erwerben wollen, dafür Kinderbetreuungskosten in Kauf nehmen", sagte die CDU-Politikerin. Bezüglich des geplanten einkommensabhängigen Elterngeldes räumte die Ministerin ein, dass sozial Schwache künftig weniger bekommen werden als mit dem heutigen Erziehungsgeld von 300 Euro.

Council takes stand on masts

COUNCIL bosses have sent a ringing message demanding more power to defeat mobile phone mast applications.

Haringey Council passed a motion this week designed to send a signal to the government that current policies are failing residents.

The authority wants a change to planning rules to allow councillors to consider the health implications of masts.

Caron Brooks from campaign group Muswell Hill Against the Mast Pages Hill said: "The current process for masts has not worked. Hundreds of people are against phone masts and antennae because of the risks of radiation but their views are ignored.

"We have a great problem in Muswell Hill as every mobile phone operator wants to be present at every single site.

"The part of Barrington Court I can see from my garden is littered with mobile phone equipment. It is frightening to think of the impact on children's health."

At a meeting on Monday councillors heard there is growing concern about masts, particularly near schools, hospitals and residential properties.

The authority cannot refuse mobile phone masts on health grounds and those below 15metres tall are entirely exempt from planning permission.

Councillors demanded more national research into the potential health risks, especially for children.

And they demanded mobile phone giants be required to make a full planning application for any proposals.

Councillor Gideon Bull said: "This is an issue where the government is wrong. We need more power to turn down applications where it is in the better interest of our residents."

Muswell Hill mothers have been campaigning against six Vodafone mobile phone masts on the telephone exchange building in Grand Avenue.

The mast is 200metres from Tetherdown school, Greygates nursery and the Treehouse school in Woodside Avenue.

Since the power went on parents at Tetherdown have complained of children suffering dizziness and headaches.

Campaigns have also raged against masts on Aylmer Road and Barrington Court in Colney Hatch Lane.

Mother-of-two Hannah Beryman, of Grand Avenue, who has a three-year-old, said: "This is not about scaremongering. There is no research saying masts are safe, yet we subject our children to the dangers. Our children are being used as guinea pigs."

The motion, which received cross-party support, calls for Haringey's two members of parliament to lobby for a moratorium on masts near schools, hospitals and houses.

The MPs will also be asked to support any bills in parliament allowing council's to reject mast applications.

Officers will also write to other London boroughs to ask them to follow suit.

Soldier seeks conscientious objector status

The federal government wants to peer into your computer communications, forcing companies that provide high-speed access or Internet-based telephone service to design -- or redesign -- their networks to accommodate surveillance. On Monday, the Federal Communications Commission gave broadband Internet service and voice-over-Internet Protocol services, or VoIP, 18 months to ensure that their networks are wiretap-ready. This followed the FCC's formal release of the order in September. Privacy advocates say law enforcement agencies already can wiretap Internet services. They criticize the FCC for overstepping its bounds by requiring businesses to devise systems to the specifications of the federal government...

Protesters' fury at mast ruling

A CONTROVERSIAL plan for a 21ft high mobile phone mast on top of a 22ft high building just feet from back gardens in Harrogate has been given the go-ahead by an independent government inspector.
The decision has been met by anger from residents who had campaigned against the mast at the former Harrogate Leisure Centre on Beech Avenue.

Spokesman for the Oatlands Anti-Mast Group Brian Hulme said: “This decision means back gardens all over the place are at risk from these masts, even when they are almost within touching distance.”

Mr Hulme thanked local residents for the support they had given in objecting to the appeal.

Inspector Jonathan King made his decision to overrule Harrogate Borough Council planners after viewing the site from windows and gardens of Mount Gardens and Halstead Road in the Oatlands area.

His decision means that the O2 (UK) Ltd mobile phone company can now put up the mast.

Pannal ward councillor Fred Willis, who tabled objections to the plan and joined residents on a site visit with the inspector, said the decision was a tremendous blow for people living in the area, but particularly those whose gardens would be overshadowed by the structure.

He said: “It is no comfort to residents that the decision was by a narrow margin. This is another case in Harrogate where local decision making – with input from local residents and councillors – has been overruled."

Mr King said in his judgement a clear benefit of the mast would be removal of three antenna which would remove some of the clutter. This would include two antenna close to houses in Mount Gardens and Halstead Road.

“By a narrow margin, and having regard to the policies of the local plan, I consider that the limited harm from the erection of the taller pole would be outweighed by wider benefits,” added the inspector.

Meanwhile Mr King said that fears for health was not a sufficient reason to reject the new mast, nor was potential interference with television and radio reception.

He said a suggested alternative site had been Hornbeam Business Park but had been told this would not meet technical requirements and he understood it had been discounted.

He agreed it was not an attractive outlook for residents, with the least appealing aspect the clutter of antenna.

Mr King said the plans described the mast as a flagpole.

“But it would not, in my view, appear as such, being rather thicker than a normal flagpole of this height,” he said.

Was man in der U-Bahn so alles mithört

Vor kurzem habe ich in einem Wagen der Linie U2 einem Herrn zugehört, der am Handy Geschäftsgespräche abwickelte. Unter anderem erklärte er seinem unsichtbaren Gesprächspartner, wie der einen schwer kündbaren Mitarbeiter loswerden könne. Er zählte in allen Einzelheiten auf, welche Regelverstöße sich der Betreffende schon habe zuschulden kommen lassen, meinte, da sei längst eine fristlose Entlassung drinnen – und so weiter.

Szenen dieser Art gehören zu den Standarderlebnissen des Alltags: In Bussen, Straßenbahnen, Zügen und U-Bahnen wird man unausgesetzt zum Ohrenzeugen dienstlicher und privater Gespräche – und man wird durchaus nicht gefragt, ob einem derartige Offenbarungen willkommen sind.

Manchen dieser Telefon-Exhibitionisten ist nur zu deutlich anzumerken, dass sie das akustische Bad in der Menge genießen. Sie wollen wahrgenommen werden – wenn es sein muss, mit Gewalt. In schöner Offenheit hat das einmal ein junger Mann ausgedrückt, der in sein Handy brüllte: "Irgendwer muss mir doch zuhören in diesem verdammten Land!"

Der Herr in der U2 dagegen war von anderem Schlag. Er unternahm einiges, um sich gegen unbefugte Zuhörer zu schützen. Natürlich nannte er keine Namen – außer seinem eigenen am Beginn des Gesprächs – und er sprach auch nicht übertrieben laut. Ihm war also offensichtlich an einer gewissen Diskretion gelegen – was sich bei dem heiklen Thema, das er abhandelte, ja von selbst versteht.

Eben deswegen ist es aber umso schwerer zu begreifen, dass ein professioneller, hoch seriös aussehender Herr Themen, die nicht für jedermanns Ohren bestimmt sind, überhaupt in der U-Bahn abhandelt. Fürchtet er sich nicht davor, dass ein Zuhörer sich aus den Informationsbruchstücken den richtigen Reim machen kann, daraufhin den von der Entlassung Bedrohten anruft und sagt: "Ich habe gerade in der U-Bahn erfahren, dass du deinen Job verlierst" ? Hat er kein Gefühl dafür, dass vertrauliche Gespräche dort geführt werden sollten, wo sie hingehören: in geschlossenen Räumen?

Offenbar nicht. Auch er gehört eben zu den Telefonierern neuesten Typs, die ohne Bedenken drauflos reden. Manche tun das, weil sie sich nach Publikum sehnen. Andere scheinen darauf zu vertrauen, dass sie im anonymen Gedränge der Großstadt sozusagen von einer unsichtbaren Wand vor allzu neugierigen Ohren geschützt sind. Vielleicht sollte man ihnen bei Gelegenheit zu verstehen geben, dass dieses Vertrauen nicht ganz berechtigt ist.

This Council notes:

• Haringey residents' public health concerns about mobile phone masts, with particular concern about the siting of masts near to schools, hospitals and residential properties

• Legislation is weighted in favour of mobile phone companies and Haringey Council currently has little power to act on our residents' concerns

•Masts below 15m are exempt from planning permission

• The Council has established a Scrutiny Review on Mobile Phone masts to identify residents' concerns and produce recommendations designed to address them at the earliest possible opportunity and looks forward to its full report.

Villagers fear they're next for phone masts as tests are carried out

FEARS that a mobile phone mast could be erected on council-owned grass verges near Harrogate have been raised with a local councillor.

Reception tests for a potential mast in the Weeton area alongside the Harrogate-Bradford Road have already been carried out. Others are due to follow in the same area.

Residents are now concerned that the tests could be followed by a planning application for a mast on a highway verge after some companies have complained about poor reception in the area.

County Coun Cliff Trotter (Con Pannal and Lower Wharfedale) said local people were worried that tests had been carried out on a grass verge belonging to the county council when they believed these sites would be immune for masts.

After speaking to highway and planning chiefs at North Yorkshire Coun Trotter has been told there is no specific policy as to whether mobile phone masts are allowed on such council land or not.

Coun Trotter said: "I am raising this issue at the North Yorkshire County Council area committee this week.

It is vital that a clear ruling is given on this issue."

"Residents are worried that masts could be erected on verges and they have wider concerns about their closeness to traffic and pedestrians, apart from the impact they would cause in areas of high quality landscape," he added.

Meanwhile, land owners in the Lower Wharfedale area have already been asked if companies can test mobile reception in the area.

One mast 26ft high has already been tested in a roadside verge.

"Ich habe beobachten können, wie rundherum die Menschen an Krebs erkrankt sind", erzählt Marianne Sabutsch, Anrainerin des Senders auf dem Wählamt in Hausmannstätten.

Mobilfunkanlage. Ihre Familie wohnt 50 Meter neben der Mobilfunkanlage - und ist ebenfalls betroffen. "Zwei unserer drei Kinder hatten direkt gegenüber dem Sender, der damals in der Höhe des ersten Stocks war und waagrecht herüberstrahlte, ihre Zimmer. Und beide bekamen einen Gehirntumor. Unser Sohn ist vor zwei Jahren gestorben, die Tochter hat ein Auge verloren." Das dritte Kind und die Eltern wohnten auf der anderen Seite und blieben verschont.

Schlafstörungen. "Ich selbst habe jahrelang unter Schlafstörungen und einem beständigen Surren im Körper gelitten", berichtet sie. "Aber wir haben die Störquelle im eigenen Haus gesucht. Damals hat mich niemand ernst genommen." 1997 wurde der alte C-Netz-Sender ein paar Meter versetzt und 16 Meter erhöht, erzählen Nachbarn. "Den jetzigen Sender spür ich nicht", betont Marianne Sabutsch - obwohl sie den Unterschied merkt, wenn sie in einer "ruhigen" Gegend auf Urlaub ist.

Häufigkeit. "Von der Häufigkeit der Krebserkrankungen ist das sehr auffällig", ist Hausmannstättens Bürgermeister Günther Köck, selbst überzeugter Handy-Verweigerer, besorgt. "Es sind 13 oder 14 Fälle auf engstem Raum. Wir haben überhaupt das Problem, dass auf 684 Hektar Gemeindegebiet acht oder neun Sender stehen und zwei weitere geplant sind - das ist eine Katastrophe und auch ein großer Wertverlust. Und wir haben fast keine Chance dagegen."

Mediziner. Der ehemalige grüne Gemeinderat Dieter Kurz nahm schließlich Kontakt auf mit dem Salzburger Umweltmediziner Gerd Oberfeld, weil die Gerüchte über die vielen Tumorerkrankungen kein Ende nahmen. Das Ergebnis: Ein offizieller Auftrag der Landessanitätsdirektion, "einen möglichen Zusammenhang mit dem ehemaligen Sender auf dem Wählamt in der Schemmerlstraße zu untersuchen". Eine absolute Premiere, denn eine bevölkerungsbezogene Studie über die Krebshäufigkeit an einem Ort hat es laut Oberfeld in ganz Österreich noch nicht gegeben.

Studiengebiet. Das Studiengebiet umfasst eine Kreisfläche mit einem Radius von 1,2 Kilometern um das Wählamt. In einem ersten Schritt haben die Bewohner Anfang November einen Fragebogen erhalten, der für jede Person, die zwischen 1. November 1984 und 31. Dezember 1997 im Haushalt wohnte, ausgefüllt werden soll. Und der Umweltmediziner hofft auf rege Beteiligung. "Denn je mehr mitmachen, desto größer ist die Aussagekraft der Studie."

Detailstudie. Aufgrund der Angaben werden dann 100 Personen (mit und ohne Krebserkrankung) für eine Detailstudie mit persönlichem Gespräch ausgewählt. Im März wird durch ein simuliertes Signal die Verteilung von Funkstrahlung im Wohnbereich gemessen. Im Juli wird der Bericht der Landessanitätsdirektion und den betroffenen Gemeinden Hausmannstätten und Vasoldsberg übergeben.

Call for council ban on masts near schools and populated areas

The County Development Plan should be changed to ensure no mobile phone masts are located within one kilometre of schools, hospitals, churches and other populated places, it was proposed at the November meeting of South Tipperary County Council.

Cllr Mattie McGrath made the proposal saying that people should "err on the side of caution" where the telecommunication masts were concerned.

In his motion to the County Council, Cllr McGrath asked that wording be inserted into the Development Plan saying, "no phone masts/antenna can be located within one kilometre of housing developments, schools, hospitals, churches and amenity/community facilities."

He is also calling for existing masts located near schools, childcare facilities and playgrounds, to be removed immediately.

Explaining his concerns, in a statement to The Nationalist, Cllr McGrath said he based his proposal on recommendations of the Joint Oireachtas Committee on Communications, Marine and Natural Resources.

He said he also took into account scientific evidence that emissions from the masts cause adverse health affects.

"It is the responsibility of the Council to ensure the health and safety of the public is not compromised," Cllr McGrath said.

At the Council meeting Cllr McGrath received support from fellow councillors.

Cllr Pat English said serious health questions remain about mobile phone masts, and Cllr Liam Aherne said nobody wants a mast close to them and to have them close to housing estates is "not on."

Director of Services Seán Keating said that the current guidelines from the Department of the Environment said masts could only be located in villages, towns or near school as a last resort. There are some cases where masts can be located near schools, however, he added.

This is written into the current County Development Plan, but there are discussions taking place about reviewing those guidelines, Mr. Keating said.

He told the meeting that another issue is that many types of developments related to masts and new antennae are exempt from planning and any changes to the County Development Plan would make no difference to them.

Cllr McGrath said other councils had put wording like his suggestion into their plans.

Cllr Liam Aherne pointed out that the masts that are exempt from planning must give the Council written notice four weeks before the mast is erected.

County Manager, Ned O'Connor, said he could understand the motion, but in reality if the councillors are to achieve what they want the only way to is to change the national policy.

He said there were two reasons he suggested that, firstly because if they review their development plan the Department of the Environment will have to be informed and they will not approve a change that is contrary to Department guidelines.

Secondly, he said, if the development plan is changed and planning applications are affect people could go to An B"rd Pleanála who would refer to the national guidelines, not the county plan.

Council Chairman, Derry Foley, proposed that the change in guidelines be put to the department, and when they are changed the development plan can be altered. "We don't have the power to change it here," he said.

"We all want to protect people. Step one should be taken before step two," Cllr Ambrose said, supporting the chairman.

Cllr McGrath agreed to defer his motion for one month to do this.

Mast firm’s link to pension fund

PHONE mast campaigners say they are stunned the council has invested more than £6m in Vodafone.

Figures released to News Shopper under the Freedom of Information Act show £6.2m has been spent on more than four million shares in the firm.

The cash comes from the council's pension fund and is part of almost £100m of investments the council has made.

The pension fund is made up of contributions from the council's general budget, which in turn comes from council tax and government grants.

Campaigners from Orpington Residents Against Masts say the investment is a conflict of interest.

It argues if the council was to give a Vodafone mast planning permission, it could be suggested it was not acting independently as it has an interest in the firm.

The group, which has 70 members and was founded in February, threatened to seek a judicial review if the council refused to change its decision to allow a new mast at the BT telephone exchange site in Chislehurst Road.

The council did refuse and members are now considering what action to take.

Campaigner James Malone, of Chislehurst Road , Orpington, says although the council has not legally done anything wrong it does not look right.

He said: "This investment is in line with the council's cynical attitude towards mobile phone masts."

Fellow member Susan Green, of New Road, Orpington, says it is undemocratic the public does not have access to information on where public money is invested.

She said: "It absolutely stinks they have got a financial interest in this company."

Vodafone, which has more than 165 million customers worldwide, tops a list of more than 100 companies Bromley Council has invested in for its pension fund.

A council spokesman said: "Acting on legal advice, the council has a primary responsibility to secure the best investment returns on behalf of council tax payers."

The spokesman says investment managers seek to encourage good social, environmental and ethical practice in the companies' activities, details of which can be found in its published Statement of Investment Principles.

How can they represent the residents by following their wishes not to have a mast erected near them if they have a financial interest? Or are they not going to represent their constituents in this matter at all?

Mast plan is halted

A PLAN to build a 65ft phone mast on industrial land in Beckingham has been halted, despite Bassetlaw Council giving it the green light.

Councillors on the planning committee voted 10 in favour and seven against the 3G mast planned at Difuria Ltd on Wood Lane at a meeting last Wednesday night. The proposal received 96 letters of objection and a 113 signature petition against it. But on Monday the head of Difuria, Tony Difuria, sent a letter to Beckingham cum Saundby Parish Council. It said: "We can confirm we will cancel the construction of the mast on our land." "We as a family did not know it was such a controversial issue in the village." "We had no involvement in the planning or siting of this and we are all Beckingham residents."

The move comes after a group of residents went to see Mr Difuria on Friday morning after the planning permission was granted by the council. "Mr Difuria was very approachable when we went to see him," said Penny Weightman. "Our original protest was not about there being a mast, but where it was going to be."

Bassetlaw Council's decision to grant permission had sparked outrage among villagers and councillors. Beckingham resident Coun Ken Bullivant, who sits on Bassetlaw Council, but not the planning committee, as well as Notts County Council hit out at the initial decision. "It was a real shame that they gave the go ahead for this." "There are so many other sites in the village that could have been used instead." But he also welcomed the news that the mast was no longer going to be on that site. "That is all that we wanted – there was never any issues about there being a mast in the village, but we didn't want it at that location." "I thought we put up a good fight during the meeting and thought that we had won our case, so was surprised that permission was granted for it."

On Monday Mr Difuria confirmed he was no longer allowing the mast to be built on his land. "We didn't realise people were so unhappy with this – we hadn't heard anything about it."

'ANXIOUS' campaigners deeply concerned about the effects of phone masts were relieved to see three more refused last week.

In front of a packed audience, members of the council's planning committee stood their ground against O2, branding masts 'monstrosities' and blasting Vodaphone for wanting one just 16 metres from one man's home.

"It was a resounding victory," said 'jubilant' campaigner Chris Aston.

"We took on a giant and came out smiling."

On Wednesday, November 9, councillors threw out two applications for O2 masts in Amington Fields and land off Marlborough Way for being too close to homes.

A third application for a 10 metre Vodaphone mast in Gillway Lane met the same fate when resident Barry Hunt said it would be just 16 metres from his teenage daughter's bedroom.

"We are anxious, stressed and fearful of the future," he said.

All three masts were refused by every member of the committee who stood by their agreed policy of putting masts at least 100 metres from homes.

Speaking at the meeting, Glascote ward councillor Chris Cooke, said: " Tamworth 's policy of 100 metres is inadequate - but at least it's something!"

Cllr Cooke echoed health fears and questioned Vodaphone's consultation methods, saying: "I don't feel sending a letter to councillors alone adequately deals with the company's duty to consult the public."

Mr Aston, of Kirtley, Glascote Heath, led a campaign with neighbour Richard Heath.

Both men highlighted deep-rooted fears a mast near their homes could be detrimental to health, children walking to school and the potential Olympic hopefuls using Glascote Stadium.

O2 and Vodaphone are expected to appeal against the decision, something Mr Aston is more than ready for.

"We'll be ready and we'll come out fighting again," he added. "I wonder if the O2 managing director would want one of these by his swimming pool."

Unter anderem stehen Sendemasten wegen der von ihnen ausgehenden elektromagnetischen Strahlung unter Verdacht. Eine breit angelegte epidemiologische Studie will jetzt herausfinden, ob sich Zusammenhänge herstellen lassen.

Die Mischung ist explosiv: eine allgegenwärtige Technik, eine grausame Krankheit und ein Risiko, das wissenschaftlich kaum zu ermessen ist. Kein Wunder, dass in der Diskussion des so genannten Elektrosmogs die Fronten seit Jahren verhärtet sind. Dr. Joachim Schüz war selbst am epidemiologischen Institut der Universität Mainz an einigen dieser Studien beteiligt. In den 90er Jahren fanden mehrere Untersuchungen ein leicht erhöhtes Leukämie-Risiko für Kinder, die in der Nähe von starker niedrigfrequenter Strahlung aufwuchsen, zum Beispiel Hochspannungsleitungen oder Transformatoren. Eine biologische Erklärung für diese Ergebnisse konnte jedoch nicht gefunden werden. Seit langem schon steht auch die hochfrequente Strahlung der Rundfunksender unter Verdacht. Mittelwellensender strahlen mit einer Leistung von etwa 1,8 Megawatt. Noch im Abstand von 300 Metern wird der empfohlene Grenzwert der EU für elektromagnetische Strahlung überschritten. Bisher gingen allerdings erst wenige Studien der Frage nach, ob es gefährlich ist, in der Nähe dieser Sender aufzuwachsen. Schüz:

"Da ist zum Beispiel eine um den Radiosender Vatikan herum gemacht worden, um eine der stärksten Sendeanlagen, weil ja die ganze Welt mit dem Programm versorgt werden soll, wo man dann eine Risikoerhöhung für Kinderleukämie gefunden hat. Allerdings basierend auf nicht mal einer Handvoll Fällen letztendlich. Und das ist dann dementsprechend auch für alle Interpretationen offen."

Um mehr Fälle untersuchen zu können, helfen den Mainzer Forschern bei ihrer neuen Studie zwei große Datenquellen: das Kinderkrebsregister und die ARD. Im Krebsregister sind alle Leukämie-Erkrankungen in Deutschland seit Anfang der 80er Jahre erfasst. Die ARD wiederum verfügt über detaillierte Aufzeichnungen darüber, wann welcher Sendemast in den vergangenen Jahrzehnten wie starke Radiowellen verbreitet hat. Jetzt soll die Strahlenbelastung von Kindern, die seit 1984 an Leukämie erkrankt sind, verglichen werden mit einer gesunden Kontrollgruppe. Was wie eine relativ einfache Statistik-Aufgabe klingt, steckt in der Praxis voller Tücken. Schüz:

"Selbst wenn man die Sendeleistung einer Sendeanlage kennt und über das Antennendiagramm auch noch kennt, in welche Richtung wie stark abgestrahlt wird, ist es trotzdem schwierig für einen bestimmten Punkt die Feldstärke vorherzusagen. Das heißt, wir werden zusätzlich noch einmal mit Messreihen untersuchen, wie gut diese Abschätzungen zutreffen."

Außerdem stehen Joachim Schüz und sein Team vor der kniffligen Aufgabe, eine repräsentative Kontrollgruppe zu finden. Diese Probanden müssen zur gleichen Zeit unter vergleichbaren Bedingungen aufgewachsen sein, wie die Erkrankten. Die Epidemiologen wollen mehr als 2000 Fälle von Kinderleukämie aus den letzten 20 Jahren in die Studie aufnehmen. Mit dieser hohen Fallzahl sollte sich auch ein nur geringes Krebsrisiko nachweisen lassen. Schüz:

"Wir hoffen, dass wir allein mit dieser Studie in Deutschland schon relativ verlässliche Aussagen machen können. Von der Biologie her würde man eigentlich keinen Zusammenhang erwarten. Aber letztendlich, wenn wir in unserer Studie einen Zusammenhang sehen, dann wäre der alles andere als einfach wegzudiskutieren. Und das würden wir auch nicht tun."

Da ein Großteil der Daten bereits vorhanden ist, könnten die Ergebnisse - für eine Studie dieser Größenordnung - relativ zügig vorliegen. Schon Mitte 2007 soll geklärt sein, ob eine Kindheit in der Nähe von Rundfunksendern unsichtbare Risiken birgt.

Nach einer neuen Untersuchung von italienischen Medizinern regt die Bestrahlung mit hochfrequenten elektromagnetischen Feldern Leukämie-Zellen zur Vermehrung an, berichtet das Wissenschaftsmagazin New Scientist. Demnach haben Fiorenzo Marinelli und seine Kollegen vom National Research Council in Bologna Leukämie-Zellen mit elektromagnetischen Feldern von 900 Megahertz und einem Milliwatt Leistung bestrahlt. Nach 24 Stunden waren 20 Prozent weniger Leukämie-Zellen in der Probe als in einer nicht bestrahlten Referenz-Probe. Nach 48 Stunden Bestrahlung stellten die Forscher allerdings fest, dass die Leukämie-Zellen in der bestrahlten Probe sich rapide vermehrten und aggressiv teilten.

BOLOGNA (mut). Handystrahlung macht Leukämie-Zellen aggressiv: Bei In-vitro-Versuchen starben durch die Strahlung zunächst vermehrt Leukämie-Zellen ab, die überlebenden Zellen vermehrten sich nachher aber umso stärker.

Forscher aus Bologna in Italien haben Leukämie-Zellen im Labor einer 900 Megahertz-Strahlung mit einer Intensität von einem Milliwatt ausgesetzt. Die 900 Megahertz-Frequenz wird in europäischen Mobilfunknetzen häufig verwendet; Handys können dabei mit einer Leistung von bis zu zwei Watt strahlen.

Die Forscher um Dr. Fiorenzo Marinelli bemerkten, daß nach 24 Stunden Dauerbestrahlung mehr Leukämie-Zellen Selbstmordgene aktiviert hatten als Zellen in unbestrahlten Kulturen.

Die Folge: In den bestrahlten Kulturen starben 20 Prozent mehr Zellen als in den unbestrahlten, berichtet das Magazin "New Scientist" (2366, 2002, 9). Allerdings: Nach 48 Stunden Bestrahlung begannen sich viele der überlebenden Zellen intensiv zu teilen. Die Forscher stellten fest, daß in einem Großteil der bestrahlten Zellen drei Zellteilungsgene aktiviert worden sind.

Über welchen Mechanismus Radiostrahlung die Zellteilung beeinflußt, ist noch unklar. Unklar ist nach Angaben der Forscher auch, ob der Effekt bei mobil telefonierenden Menschen von Bedeutung ist.

Ob die Exposition von Mobilfunkstrahlung eine Gesundheitsgefährdung darstellt, steht im Brennpunkt der laufenden Debatte. Wir haben im Labor untersucht, ob die Exposition von menschlichen peripheren Lymphozyten (= m.p.L) mit einem elektromagnetischen Feld von 830 MHz zu Verlusten oder Gewinnen von Chromosomen führt. Eine größere „körperliche Änderung“ führt zu einer Instabilität des Genoms (= Gesamtheit aller Gene einer Fortpflanzungszelle) und dadurch zu Krebs.

Die menschlichen peripheren Lymphozyten wurden mit einer unterschiedlichen spezifischen Absorptionsrate (SAR) von 1,1 - 8,8 W/kg über einen Zeitraum von 72 Stunden in einer Expositionseinrichtung bestrahlt. Diese ist aus 2 Plattenresonatoren aufgebaut, die eine Temperatur zwischen 34,5 und 37,5 Grad Celsius haben. Die durchschnittliche SAR und ihre Verteilung in den Kolben mit den Gewebekulturen wurde durch Verknüpfung der Messungen und der numerischen Analyse mittels eines Simulationscode-Bauteils festgelegt.

Ein linearer Anstieg im Chromosom Nr. 17 - eine Aneuploidy - wurde als Funktion des SAR-Wertes beobachtet. Es wurde aufgezeigt, dass diese Strahlung einen gentoxischen Effekt hat. Die SAR-abhängigene Aneuploidy (= numerische Chromosomenaberration) wurde begleitet von einer abnormalen Art der Replikation der Region um Chromosom Nr. 17, bestehend aus einer Trennung (wiederholte DNS-Ansammlungen in der Nähe des Zentromer). Es ist naheliegend, dass Änderungen in der Neubildung durch die Gentoxizität der SAR bedingt ist.

Kontrollexperimente (d.h. Experimente ohne Strahlung) wurden in einem Temperaturbereich von 34,5 bis 38,5 Grad Celsius ausgeführt, sie zeigten, dass eine erhöhte Temperatur weder mit einer genetischen noch epigenetischen Veränderung einhergeht, während mit RF-Strahlung erhöhte Werte an Aneuploidy und eine geänderte Replikation der zentromeren DNS-Ansammlungen beobachtet wurde.

Die Ergebnisse zeigen auf, dass die gentoxischen Effekte von elektromagnetischer Strahlung auf nichtthermische Weise hervor gerufen werden. Überdies, die Tatschache, dass Aneuploidy als ein bekanntes Phänomen für einen Anstieg des Krebsrisikos zu betrachten ist, sollte dies bei zukünftigen Bewertungen von Grenzwerten Berücksichtigung erfahren.

Dass diese gesundheitlichen Probleme von Kindern und Erwachsenen durch Strahlung von Handy und Mobilfunkantennen herrühren können, erläuterte Dr. Claus Scheingraber aus München, Vorsitzender des Arbeitskreises Elektrobiologie, am Montag im Gierstorfer-Saal.

Der Elternbeirat des Kindergartens hatte zum Vortrag über Mobilfunk und Auswirkungen auf den Menschen geladen, die prompt eine Bürgerinitiative gründeten. „Die Situation in Pfatter ist erschreckend - die Mobilfunkantennen befinden sich in unmittelbarer Nähe zu Kindergarten und Schule“, sagte eingangs Ursula Schnagl. In seinem Vortrag bedauerte Dr. Scheingraber, der Zahnmediziner und Biologe ist, dass sich die Wissenschaft den wirtschaftlichen Interessen der Mobilfunkindustrie unterordne. Es würden nur Studien veröffentlicht, die die angebliche Harmlosigkeit des Mobilfunks bestätigten. Dabei gebe es unumstößliche Beweise — sogar in Studien von Betreiberseite — , dass diese Strahlung negative Auswirkungen vor allem auf Kinder und ältere Menschen habe. Ohne Rücksicht auf sensible Einrichtungen, wie Kindergarten und Schule, würden die Mobilfunkbetreiber ihre Masten oft mitten in Wohngebieten platzieren. Die Gemeinde habe darauf keinerlei Einflussmöglichkeit, bestätigte auch Bürgermeister Josef Heuschneider. „Hier zeigen sich große Versäumnisse der Politik auf Kosten der Gesundheit vor allem unserer Kinder“, klagte Dr. Scheingraber. Denn die Spätfolgen von permanenter Bestrahlung, wie z.B. in Pfatter in Kindergarten und Schule, könnten dramatisch sein. Die so genannte Naila-Studie deute darauf hin, dass das Krebsrisiko in der Nähe von Mobilfunkantennen steigt. „Wir müssen alles versuchen, die Antennen von unserem Kindergarten und unserer Schule wegzubringen“, sagte Uschi Schnagl. Um der Brisanz des Themas Ausdruck zu verleihen, wurde die Bürgerinitiative „Pfatterer gegen Mobilfunkantennen neben Kindergarten und Schule“ gegründet. Trees disguised

We have had a query from a lawyer wanting to make a training video of the issues involved in mast planning. She wants a physical example of a mast disguised as a tree!! Preferably in London.

Does anyone know of one?

Are there any other examples of disguised masts and locations, such as on lampposts?

I have only ever seen the conventional masts.

The mast is stationed on the roof of "The Little Sauce Factory" pub 55 London Road, Worcester, Worcestershire, WR5 2DJ, in a hill, at a lower level than surrounding houses.

There is also a mast on one of Worcester´s golf course dolled up as a Fir-tree.

I have just received a photo from France of masts dolled up as trees. If you want a photo of the French "trees" let me know and I will mail it.

Caron Brooks (left) and supporters at their phone masts protest PROTEST groups against mobile masts in Muswell Hill received a massive boost when Haringey Council pledged to pressure the Government over the worries faced by residents.

The council is one of a small clutch in the country to take the plight of neighbourhoods plagued by mobile phone masts, to Westminster.

The issue was raised at a meeting of the full council on Monday night as a delegation of Muswell Hill residents protested on the steps of Haringey Civic Centre in Wood Green.

The demonstrators were opposing masts being erected close to their homes.

Campaigner Caron Brooks, who lives near Barrington Court, Colney Hatch Lane - which has a number of antennae on its roof - said: "It has never happened before. We have never managed to get anything like this."

Councillor Wayne Hoban (Liberal Democrat), of Alexandra Ward, urged the council to reject plans for mobile phone masts on the "precautionary principle" of possible health risks linked to the equipment.

This element of Councillor Hoban's motion was rejected in the council chamber, but his calls for pressure being put on the Government received cross-party support.

Ms Brooks added: "We would have liked to see the precautionary principle included - we want all masts and antennae removed from residential areas."

Mother-of-two, Hannah Berryman, who lives in Grand Avenue. Muswell Hill, close to a Vodafone mast, said: "We do not want our kids to have to be the guinea pigs. Children cannot decide whether they are near a mast in their school."

Her three-year-old was at Church Crescent pre-school, Muswell Hill, which had a mast sited nearby.

Councillor Hoban said after the meeting that he was "very disappointed" with the amendment because "the jury is still out regarding health concerns". But he welcomed the council's decision to set up a scrutiny review committee on mobile phone masts.

Councillor Gideon Bull (Labour, White Hart Lane), who is chairing the scrutiny review said: "I agree with all the concerns he [Councillor Hoban] has raised."

He added: "We need to be given more power to turn down mobile phone applications when they threaten our residents."

Councillor Harry Lister (Labour), executive member for enterprise and regeneration, said: "What we need to do together is to concentrate on the third part of this motion: to be part of a campaign that the government will take notice of and to do that in a way that will build up pressure not just from this authority but from every authority in London."

Councillors across the chamber agreed that the issue should not be turned into a "political football".

Phone mast victory

Residents are celebrating last week's unanimous decision by councillors to reject an application to erect a phone mast in Grange Park.

A demonstration this month by 250 residents, supported by Enfield Southgate MP David Burrowes, opposed proposals by phone company Orange to site the mast in Cranleigh Gardens.

Following a recommendation by Enfield Council's planning officer to approve the application, the Grange Park residents took their fight to the planning committee meeting last Tuesday.

A restrained protest was held outside the Civic Centre before around 70 people observed councillors debate the proposal.

Authorities are not obliged under Government guidelines to take health concerns into consideration as long as emissions from proposed masts meet international guidelines.

Residents enjoyed strong support in the Civic Centre with Cllr Terry Neville, Cllr Pamela Adams and Cllr Martin Prescott objecting to the mast on environmental grounds.

Orange declined to send a representative to the meeting leaving the floor free for Grange Park resident Anthony Fogg to speak for five minutes on the protestors' behalf.

Councillors voted unanimously to reject the application.

A council spokeswoman said: "The reason for turning down this application is that the siting of the proposed mast would not only add to the existing street furniture clutter, but would also be detrimental to the visual look of the locality."

David Law, chairman of Grange Park Mast Action 05, said: "We are absolutely delighted with the result. The fact there was a unanimous vote in our favour is a clear vindication of the justness of our cause.

"We are aware that the case could go to appeal, but with such a resounding victory, the spirit and will of the community is now stronger than ever."

In recent months, Planetary has received a lengthy and continuous stream of alarming reports concerning the mental health of President George Walker Bush, the 43rd President of the United States of America.

According to reports now swirling through the political community in Washington, President George Bush is suffering through a painful nervous breakdown that was triggered by an acute and recurring outbreak of alcoholism that struck him at the time of Hurricane Katrina.

Informed sources close to the Bush White House attest that the stricken president has become alienated from members of his own nuclear family. Reportedly, the President's relationship with his father has always been difficult, but now communications between Bush, Jr. and Bush, Sr. have come to a standstill. In published accounts, White House sources have confirmed that the afflicted President is no longer capable of speaking to the former President. Stilted and superficial communications between the father and his ailing son are now only possible on formal occasions.

The story published in America this week reports that in order to contain the truth about the President's illness, only a slender and increasingly fragile lifeline to his family has been maintained through his wife, Laura Lane Welch Bush, and his mother, Barbara Walker Bush. Apparently, the President is no longer capable of communicating on a daily basis with his headstrong and carefree daughters, Jenna and Barbara, both of whom have had their own problems with alcohol. The only other people granted access to the sick president are Condoleezza Rice and her deputy, Karen Hughes.

According to these reports, Rice may be functioning as the president at this time of crisis by making decisions on national security and foreign policy as well as the domestic agenda.

Rumors of the president's shattered psyche have been circulating in Washington's psychiatric community for months. More recently, the beltway's tightly knit political intelligentsia have been made aware of the darkening shadow now engulfing the unwell President. From Washington's legal community, Planetary has learned that there is now increasingly serious concern about the President's competence to hold his office.

Whether the White House's covert campaign to shore up the public image of the unpopular President during this dark period will contain the scandal or not remains to be seen.

Against strenuous efforts by the White House to keep the president's breakdown above top secret, the information has finally hit print in the Globe, a popular tabloid that has placed the story on the cover of the current edition dated 21st November. The Globe headline is: "Bush's Secret Breakdown (After Booze Binge): What the White House is hiding from America." According to reports published on the Democratic Underground, this edition of Globe is selling like hotcakes.

Neues von den Schmarotzern: "Agenturschluss" besucht 1-Euro-Jobber bei "Zug um Zug"

Unangemeldeten Besuch von der bundesweit agierenden Kampagne "Agenturschluss" bekommen immer wieder mal Einrichtungen, die moderne Zwangsarbeit unterstützen. Diesmal war in der Kölner Florastraße 55-57 die Firma "Zug um Zug e.V" dran, die sich dort neben dem „Netzwerk Soziale Dienste und ökologische Bildungsarbeit" eingenistet hat.Der Name hört sich erst mal gut an. Beschäftigt werden dort 69 Menschen in einer Holz- und Textilwerkstatt als so genannte 1-Euro-Jobber, denen man bessere Zeiten in Aussicht stellt. In diese Jobs wurden die meisten nach eigener Auskunft gegenüber den BesucherInnen von "Agenturschluss" von der Kölner Arbeitsagentur gezwungen, unter Androhung der Kürzung des Arbeitslosengeldes II um 30 Prozent. Dann würden am Tag zum Leben 2,96 Euro bleiben. Das schafft keiner von ihnen. Zu viel zum Sterben. In der Regel bleiben sie Ausgegrenzte im Deutschland des Jahres 2005 nach Christus, und wahrscheinlich auch noch danach. 1-Euro-Jobs in der Jugendhilfe

Mit der Einführung des ALGII und den damit verbundenen Gesetzesänderungen zum 1.1.2005 ist bei der ARGE ein neuer Kundenkreis verstärkt ins Visier geraten. Alle unter 25 jährigen Menschen werden nun von „U25-Teams“ betreut. Auch die ARGE in Hamburg hat in jedem Bezirk U25-Teams eingerichtet. Pentagon tries to cover lies about white phosphorus in Fallujah

A US government website had previously insisted that phosphorus shells were merely “fired into the air to illuminate enemy positions at night, not at enemy fighters”. The Pentagon now admits that phosphorus was indeed “used as an incendiary weapon against enemy combatants” — although not against civilians. In London Robert Tuttle, the US Ambassador, who on Tuesday rebutted reports that American forces used phosphorus as a weapon, told The Times: “We did the best we could with the information we had, but we regret that it was not totally accurate.”

Protection advice over phone mast

FAMILIES battling plans for a mobile phone mast next to a city park are to be told how to shield themselves from its emissions.

More than 1,000 families living near the proposed site of a Vodafone mast, in Eachelhurst Road , Erdington, have been invited to a meeting next week.

Campaigners who believe that radiation from masts can trigger a range of health problems including cancers will outline ways homeowners can protect their families.

Although they claim a link between masts and ill health, the telecom industry and official Government backed investigations say there is no evidence of this.

The meeting, to be chaired by Labour Party campaigner Dr Rob Pocock, is at St Mary's Church Hall, Tyburn Road, at 7pm next Wednesday.

The Eachelhurst Mast Action Group will also call on people to support their opposition to the mast being site next to the picturesque Pype Hayes Park .

Group spokeswoman Maria Duffy said they had raised several issues with the council planning department and hope for a reply before the meeting.

She said: "We are enquiring about the legality or otherwise of placement of mobile phone masts on the highway in breach of the, then, citywide moratorium of masts on council owned land."

She added that residents will also be told how to get legal letters to put Vodafone and the council on notice that they will be held liable for any future health problems attributed to the mast.

"We will also talk about how residents can obtain the materials necessary to protect their homes and their families."

The meeting follows talks between Vodafone and the action group at which the company said that they had found no available alternative site to fill a gap in the network.

The council's planning committee is expected to consider the mast application in the next few weeks.

Orange won't squash us

MOBILE giant Orange has bluntly refused to remove one of its masts from inside a church tower - sparking a furious war of words with protestors.

Local residents and councillors are adamant that the firm failed to properly consult over their plan to site the controversial mast inside the tower of Manor Church Centre in Manor Road , Wallasey.

More than 70 residents attended a public debate at Wallasey Town Hall three weeks ago to protest about the mast.

They are particularly angry because a playgroup is held within the church centre and a school is nearby.

But Orange - which is paying the church £6,000 a year - is refusing to budge.

In a letter to Liscard Labour councillor Christine Jones, Orange council relations officer Tom Powell said: "As you are aware, Orange has entered into a binding legal agreement with the Church to site equipment within its tower.

"Unfortunately, this is a long-term agreement which cannot be terminated at this late stage. I am sorry that this is not the outcome that you or the local residents would have liked but there is nothing more that I can do in this instance."

Mr Powell said he was aware that "some of the local residents" were unhappy about the consultation exercise but added that the situation "would have easily been avoided if the local ward councillors at the time had responded to our consultation letters".

Cllr Jones responded with a strongly worded letter insisting that the councillors at the time - in February, 2003 - all say they were not consulted about the mast.

And she warned that she and her councillor colleagues along with local residents would not back down until the mast was removed.

She wrote: "What moral right have you to force the people of this locality to live within the beam of your transmitter if they know the risks and do not want it?"

And she added: "You have rented the church tower. But you do not own the space in which my constituents live.

"This is not going to be one of the meek protests to which you may be accustomed. I know my constituents well enough to understand that they will not stop protesting until they can be sanguine that their living space, and their children's living space, is cleared of the perceived hazard they believe you are inflicting on them.

"Is Orange so haughty a corporation that it can close its eyes to the misery it is inflicting on this parish?

"You have what you describe as a 'binding legal agreement' with the church. It is only 'binding' if you refuse to release the church from it."

Cllr Jones told the Globe: "Residents view Orange to have virtually declared war on their locality.

"This fight is far from over, and if Orange think that this is the end of it they have another think coming."
