In the midst of the Bush administration’s belated response to the threat of a global bird flu pandemic, the Pentagon last week quietly issued a legal memorandum concerning Defense Secretary Donald Rumsfeld’s participation in the government’s plan to confront the danger.

This is not a small matter for the Bush administration, given the president’s single-minded determination to exploit what is a very real public health danger to promote his own political agenda of eliminating constitutional restrictions on the use of the U.S. military on American soil.

The government’s 396-page response plan, posted on the Internet this week ( http://www.pandemicflu.gov ), speaks of using military forces to seal off towns and communities declared to be stricken with the disease, imposing what the document refers to as a cordon sanitaire, or sanitary barrier.

Presumably this would mean armed troops manning roadblocks with orders to use deadly force to prevent people from either entering or leaving.

In a statement last month, Bush called for the use of the military in this fashion, and urged Congress to consider changing the law to give him greater latitude to deploy military forces domestically.

The statement drew sharp criticism from public health officials, who suggested that Bush was proposing what amounted to martial law, a policy that has little efficacy in dealing with the threat of a pandemic.

Last week’s Pentagon memo indicated that Rumsfeld could participate in the martial law component of the government’s plan.

He is recusing himself only from decisions regarding the use of drugs to prevent or treat bird flu.

The problem, it seems, is that the defense secretary is a major stockholder in Gilead Sciences, the company that holds the patent on the prescription antiviral drug Tamiflu, which is said to be the most effective medicine to prevent influenza or ameliorate the symptoms among those already infected.

From 1997 until he came back to Washington in 2001 to head the Pentagon and prepare for the war against Iraq, Rumsfeld was Gilead’s CEO.

He separated with the corporation on very profitable terms and still holds Gilead stock worth up to $25 million, according to his recent federal financial disclosures.

The stock’s price has soared from $35 to over $50 over the past six months as fears of the pandemic have grown.

As Fortune magazine put it on its web site, “The prospect of a bird flu outbreak may be panicking people around the globe, but it’s proving to be very good news for Defense Secretary Donald Rumsfeld and other politically connected investors in the California biotech company that owns the rights to Tamiflu...”

According to the government’s estimates, the pandemic could claim nearly 2 million lives in the U.S. and 50-60 million worldwide.

But for Rumsfeld and his friends, the danger has already produced windfall profits worth millions.

According to Fortune, the spiraling stock price has “made the Pentagon chief, already one of the wealthiest members of the Bush cabinet, at least $1 million richer.”

He is not alone among prominent Republicans celebrating the good fortune that has accrued from the threat to the lives of millions.

George Shultz, the former secretary of state, is also a Gilead board member and has sold more than $7 million worth of the company’s stock since the beginning of the year. Also on the board and a major stockholder is the wife of California’s former Republican governor, Pete Wilson.

While Gilead holds the patent for Tamiflu, it has given marketing and manufacturing rights to the Swiss pharmaceutical giant Roche Holding AG.

In return, it receives a 10 percent royalty on all of the Swiss firm’s sales.

Among the biggest US customers for the drug has been the Pentagon, which last July ordered $58 million worth of Tamiflu for troops deployed overseas.

Under Bush’s proposed plan, some $7.1 billion is to be spent on preparing to combat the potential pandemic, with much of it going to buy Tamiflu and other drugs.

The Pentagon would again be one of the main consumers of the medicine, as the government’s plan calls for protecting the troops it proposes to use in enforcing quarantines.

The silver lining that catastrophes hold for members of the Bush cabinet did not begin with Rumsfeld and bird flu.

Since he was elected, Vice President Dick Cheney, like the Pentagon chief a multimillionaire, has received $2 million from Halliburton Corp, which he previously headed.

Last July, the company announced a 284 percent increase in operating profits for its KBR division during the second quarter of this year.

KBR is responsible for implementing billions of dollars worth of no-bid, cost-plus Pentagon contracts in Iraq.

Halliburton’s own stock prices have tripled over the past year. They soared once again in the wake of Hurricane Katrina’s devastation of New Orleans in the expectation that the company would reap super-profits from government contracts for reconstruction.

This administration has provided the most powerful confirmation— and in the most personal terms— of the old adage that “it is an ill wind that blows no good.”

Rumsfeld has nothing to worry about in recusing himself from any decisions regarding Tamiflu.

His interests will be well looked after.

The source of the millions in profits that he and other well-connected Republicans are making off of the avian flu threat is the effective monopoly that Gilead and Roche hold over the production and supply of the antiviral drug.

Public health officials have warned that the drug companies exercising this monopoly cannot possibly produce enough of the medicine to meet the global demand, and have called for the government to abrogate the patent and allow the manufacture of generic equivalents of the drug.

Needless to say, such an obvious measure— which could save millions of lives— is not contemplated by the Bush administration.

On the contrary, it has used the pandemic threat as a means of boosting the power and profits of the big pharmaceutical corporations, among the most generous corporate contributors to both Republican and Democratic campaign funds.

Bush called for the government to grant the drug companies “liability protection,” providing them with immunity from court actions over deaths and injuries caused by faulty drugs.

Yet another reason for using a natural protocol is raised and as usual ignored by medical authorities. Dr. Klenner is right though, medical authorities would standby and watch millions die rather than entertain the thought that it all could be stopped by using Vitamin C and magnesium chloride.

There should be no doubt that key government officials are in bed with the pharmaceutical companies. Defense Secretary Donald Rumsfeld, for example, seems likely to profit from government purchase of Tamiflu, the drug developed by Gilead Sciences when Rumsfeld was president of the company. He is reported to hold major portions of stock in Gilead.[viii] Tamiflu was actually developed by Gilead which then gave Roche the exclusive rights to market and sell Tamiflu.[ix] Trust in our government's medical officials is in short supply.

And if that were not enough "The Biodefense and Pandemic Vaccine and Drug Development Act of 2005" [iix] is in real danger of its getting passed by Congress. If it does pass, American citizens will be forced to submit to being drugged whether they want it or not. The bill would not only permit the American government to drug its people with untested and experimental vaccines, but drug companies would have complete freedom from liability. The sponsors of this bill also want to prevent us from using the Freedom of Information Act to learn what's in these vaccines. One must wonder if they are actually trying to cause an Avian Flu pandemic via these vaccines.

Residents fearing for the health of their children have stepped up their fight to have a mobile phone mast removed from near their homes.

Families living in Longueville Drive, Oswestry, claim they were never consulted about the mast and fear the possible health risks associated with radiation.

Phil Chapman, of Longueville Drive, says the “unsightly” mast stands higher than a telegraph pole and he has now called on his neighbours to support his petition to have the mast removed.

Mr Chapman said: “It’s on land on the other side of the bypass opposite housing on Longueville Drive and it’s been there over 12 months.

“It’s been running on a generator but in the next couple of weeks they will be connecting it to the electricity supply under Longueville Drive.

Mr Chapman has also called on the support of Oswestry Borough Councillor Martin Bennett.

Councillor Bennett said a notification was made to the Borough Council on behalf of the mobile phone company Orange back in August 2001.

The New York Times reported Nov. 1 that the administration is engaged in a fierce debate about U.S. torture policy. Read the article. On less than 24 hours notice, over 50 House staffers and two members of the House attended an anti-torture Hill briefing by a panel that included a retired Army brigadier general, two religious leaders (Jewish and Catholic), a military law expert, and William Howard Taft IV, former Chief Legal Advisor to Colin Powell and former Deputy Secretary of the Department of Defense under President. Reagan.

To recap: President Bush has threatened to veto the 2006 military appropriations bill (H.R. 2863) because the Senate amended its version of the bill to require that: (1) treatment of all Department of Defense (DoD) detainees or detainees held in DoD facilities must follow the Army Field Manual for Intelligence Interrogation; and (2) the U.N. Convention Against Torture and Cruel, Inhuman and Degrading Treatment (to which the U.S. is a signatory) governs all U.S. detainees. Read the text of the amendment at

Administration supporters have proposed a number of exemptions from the outright ban on torture by U.S. forces, including: presidential waiver, allowing the president to issue an order that in certain circumstances, the rule against torture would not apply; an exception for some geographic locations, countries or locations outside the jurisdiction of U.S. courts; and an exception for classified intelligence gathering, allowing the definition of “classified intelligence” rendered in the field to determine whether torture can be permitted in a given interrogation session. Vice-President Cheney has even proposed an outright exemption for the CIA from the constraints of the torture ban, an astonishing proposal that would give permission for a U.S. agency to practice torture in violation of U.S. statutory law and treaty obligations.

With an overwhelming bi-partisan vote (90-9), the Senate passed the McCain amendment, which would adopt clear interrogation guidance for U.S. personnel in the field, based on the U.S. Army Field Manual on Intelligence Interrogation and the UN Convention Against Torture and Other Forms of Cruel, Inhuman or Degrading Treatment or Punishment. The Army Field Manual is the sum of professional judgment about which interrogation methods work, and which do not. It states that detainee abuse is counterproductive to the psychological bonds that produce reliable results. The Convention Against Torture was signed by President Reagan and sent to the Senate by President George H.W. Bush. It prohibits torture and cruel, inhuman and degrading treatment. Congress and the administration of President George H.W. Bush clarified those terms for application to U.S. forces by requiring use of the standards prohibiting cruel and unusual punishment under the U.S. Constitution. In other words, U.S. forces would be required to follow U.S. Constitutional standard to guide their own conduct.

The Army Field Manual states that, “Experience indicates that the use of prohibited techniques is not necessary to gain the cooperation of interrogation sources. Use of torture and other illegal methods is a poor technique that yields unreliable results.” Twenty-nine senior retired officers, including former Chairman of the Joint Chiefs Gen. Shalikashvili issued their support for the McCain amendment, approving the amendment’s clarification of consistent, top-down rules for all U.S. forces to follow. Former Secretary of State Colin Powell also endorsed the amendment, aligning himself with the letter from General Shalikashvili and the “distinguished group of senior offices in support of the amendment.”

The McCain amendment does not prevent intelligence gathering. It prevents abuse and torture. The amendment insists on following the Army Field Manual, which in turn states that the methods that are expressly forbidden “should not be confused with psychological ploys, verbal trickery, or other nonviolent or non-coercive ruses used by the interrogator” to seek reliable information.

A planned mobile phone mast which sparked uproar in Earlsfield has been scrapped because it was submitted for a conservation area.

The 10m mast was planned for a recreation area between Godley Road and Tilehurst Road.

A 600-signature petition, including protests from children upset at their play space being ruined, was handed to Wandsworth Council.

Under Government guidelines, councils are powerless to stop masts being erected that are under 15m, unless there are special circumstances.

But Wandsworth Council spotted the mast was planned for a conservation area and told the telecommunications company to submit a planning application.

The company decided to bin the plans, and a T-Mobile spokesman said it would look into what it planned next.

Wandsworth Common councillor Kathy Tracey said it was a victory for residents who were unhappy about the mast being erected.

Coun Tracey said: "It is a great victory for the residents.

"We do not have to go through the whole process, they have withdrawn."

A Wandsworth Council spokesman said: "The company has gone back to the drawing board on this proposal."

A DECISION on controversial plans to erect a 20ft tall mobile phone mast on top of 23ft high building within a few feet of back gardens in Harrogate is expected within weeks.

As part of the planning process an independent government inspector visited the site off Hookstone Avenue on Wednesday.

He also viewed the area from Mount Gardens, Halstead Road and Beech Avenue in the Oatlands area.

Plans for the mast by mobile phone company O2(UK) Ltd were twice rejected for the same site by Harrogate Borough Council.

Following the latest refusal by councillors, the company lodged an appeal, sparking the site visit by independent government inspector Jonathan King. He announced that a decision would be made within weeks.

Coun Fred Willis (Con Pannal) who represents the area on the borough council, accompanied the inspector on his site visit along with a borough council planner, the appelants and three residents' representing the wider Oatlands Anti Mast Group.

Coun Willis said: "The development has caused an outcry because the mast would be so close to people's back gardens – little more than 12ft from their boundaries.

"If the scheme went ahead it would simply domineer residents' gardens because the 20ft structure would be erected on a building more than 23ft high making such an unwelcome impact."

Mr King visited back gardens which would be affected by the plans and also viewed the site from bedroom windows at the invitation of local residents.

After spending 45 minutes on the site visit which Mr Mr King spent 45 minutes making the site visit on roads surrounding a former leisure centre in Beech Avenue.

Coun Willis, in his submission to the appeal, said the mast would be a dominant and overpowering feature, creating an unneighbourly intrusion and should be rejected.

He said it would seriously diminish the amenity residents should reasonably expect to enjoy in their own back gardens.

People who believe electricity makes them ill should be informed of ways to reduce their exposure to appliances such as computers and hairdryers, a senior government health adviser said yesterday.

Dr Jill Meara, of the Health Protection Agency, said that while there was no scientific evidence to show electrical sensitivity was real, those who thought they were sufferers should be advised to consider keeping their distance from electric devices.

However, the Department of Health immediately contradicted the advice and a series of scientists criticised the HPA for advising the public how to avoid health risks that had not been scientifically proven.

Dr Meara, the deputy director of the HPA's radiation protection division, said: "There is no proof that the symptoms are caused by exposure to electromagnetic fields, but people still have real symptoms.

"There is sufficient uncertainty that it is worth telling members of the public practical things they can do to reduce exposure in case they feel they are suffering from these fields.

"It would be things like making sure people are far away from their appliances and buying slightly more expensive [low power] hair dryers, unlike those tinny ones that teenagers use.

"It's not an easy thing to study in a lab as people who suffer from it are not comfortable in an environment with a lot of electrical equipment."

But Sir Colin Berry, emeritus professor of pathology at Queen Mary University, London, said: "If there is no scientific evidence that electrical devices are causing people harm, one should be extremely careful about giving advice to people about what to do. If people believe they are being harmed by something they must take their own steps to avoid them, but I don't think it should be part of government policy to advise them about it."

John Adams, professor of risk at UCL, said: "This is yet another example of the modern disease of compulsive risk assessment psychosis - otherwise known as Crap."

Some researchers believe some people suffer symptoms including fatigue, headaches and skin problems when exposed to electromagnetic fields. But mainstream scientific and medical opinion does not recognise electrical sensitivity as a real condition.

A recent review of 30 studies into electrical sensitivity by Dr James Rubin at the King's College London School of Medicine found no evidence that electrical fields cause ill health.

This study and one being carried out at the University of Essex into whether attention span and memory are affected by exposure to a mobile phone mast have received £750,000 from the Government and telecommunications industry.

The Definition, Epidemiology and Management of Electrical Sensitivity report published yesterday was written by Dr Neil Irvine, an HPA epidemiologist in Belfast. He concluded that there was no proven scientific link between electromagnetic fields and ill health.

But the report found that for some people the symptoms were real and could have a big impact on their lives. It said some people were so badly affected that they were forced to move house, give up their jobs or move to remote areas.

Brian Stein, 56, a businessman from Nottingham, began to get severe pains in his ear while using his mobile phone about four years ago. Now he cannot use a computer or a telephone for more than a few minutes or travel by modern car, electrified train or on long distance flights.

He had to drop out of the Essex University tests because they made him too ill.

He said yesterday: "The one thing the scientists and authorities don't want to do is talk to people like me who are affected. If they did they might find a way to prove that the condition is actually real."

I was heartened by your tone at that meeting, feeling that a new system of investigation was going to take place in order to try to resolve the disputed condition of EHS in many individuals. You intimated that the HPA were to "cast their net wider" in order to take in research from around the World in an attempt to establish whether EMR caused ill health in certain sensitive groups.

When asked by me how your measures were going to help my community in Essington (South Staffordshire) who have suffered the effects of numerous mobile phone base stations for 15 years, you answered "I am afraid these measures will not help communities like yours for 5-10 years".

In the wake of the recent publication of a report on EHS by the HPA this statement has been attributed to you (reported in the Telegraph) -

"They can also reduce their exposure to electrical fields by changing their appliances."

I would like you to explain to me how my community can follow your advice and what exactly you envisage can happen over the next (now) 4-9 years to make that difference.

If laboratories cannot reproduce symptoms experienced by EHS individuals then £7.5m is being wasted at Essex University - and the only answer is to put funding into epidemiological studies in villages like Essington, and many other communities around Britain, where those symptoms are in evidence. These studies need not span several years - all that is required is to monitor what physiological changes take place in the body in areas of high emissions (also easily monitored).

I would appreciate your comments please.

It doesn't need me to tell you that the response, if any, will amount to "a waste of rations" as is said in military terms. But that is no reason for not keeping up the pressure.

There was a recent excellent BBC programme in which their reporter spoke from Sweden and mentioned the financial and practical help available from the Government for victims of electro-sensitivity. As the HPA have now denied that the condition exists - but there are many of us who know we are suffering from ES due to phone masts, a great number of us are now seriously doubting the capabilities of the HPA.

Withholding acceptance/knowledge of a condition that so many people are suffering from will not make the condition disappear, nor will it help the public 'trust' the reliability of the HPA's knowledge and 'protection role'!

I am seriously worried that the Health Protection Agency's current responsibility seems only to protect the interests of big business and not the general public's health!

Please will you confirm if you and your colleagues at the HPA have read and taken notice of the attached reports that are available to everyone to read on the Internet?

Cell phone base stations change brain currents and cause unwellness

Research in Austria

The radiation of a cell phone base station at a distance of 80 metres causes significant changes of the electrical currents in the brains of testees (measured by electroencefalogram, EEG). All the testees said they felt unwell during the radiation, some of them seriously.

That is the result of an investigation by a team of Austrian scientists. They measured alpha 1 (8 to 10 Hz), alpha 2 (10 to 12 Hz) and beta waves (13 to 20 Hz). A small density of GSM 900 and GSM 1800 radiation already caused several significant changes in these three frequency ranges. This means the body is stressed - temporarily this may have some positive effect, in the long run however stress certainly reduces the quality of life, capacity for work and state of health.

The results of the research will be published in international scientific magazines and confirmed by replication. The research was financed by Land Salzburg in Austria. The testees were nine women and three men between 20 and 78, who considered themselves 'electrosensitive'. They were invited to sit in a chair, eyes covered and ears plugged. Of course they were not aware of the sequence of the tests.

The side of the room directed at the cell phone base station was shielded against radiation, except for a small part which could be (un)shielded easily. In the first phase, the radiation density near the head was 26 mikroWatt/m2, in the second phase 3327 mikroWatt/m2 and in the third phase 26 mikroWatt/m2 again. Several other environmental parameters were measured to be sure they could not influence the results, such as radiation by television and FM-radio, noise, CO2, temperature, relative humidity, low frequency magnetic fields and soherics (electrical discharges in the atmosphere, possibly causing radiation).

During the second phase the parameters of all the brainwaves, measured by EEG, changed significantly. Afterwards the testees were asked to describe their experiences. All of them felt unwell during the second phase. They reported symptoms like buzzing in the head, palpitations of the heart, unwellness, lightheadedness, anxiety, breathlessness, respiratory problems, nervousness, agitation, headache, tinnitus, heat sensation and depression.

According to the scientists, this is the first worldwide proof of significant changes of the electrical currents in the brain by a cell phone base station at a distance of 80 metres. It has been scientifically established before that the radiation of cell phone base stations leads to unwellness and health complaints.

Cell phone base stations are not the only source of radiofrequent radiation. Also UMTS-videophones, DECT-telephones, WLAN- and WIFI-networks, C2000/TETRA-networks and many other digital wireless communication systems contribute to the level of radiation. In many houses and offices the densities by DECT and WLAN are higher than those by cell phone base stations.

The scientists involved were dr. med. Gerd Oberfeld (Land Salzburg, dept. of environmental medicin), dr. Hannes Schimke (Salzburg University, EEG-measurements, psychofysiology, statistics) and univ. prof. dr. Günther Bernatzky (Salzburg University, neurodynamics and neurosignalling). The research was supported by dr. med. univ. Gernot Luthringshausen (permanent member of the ethical commission of Land Salzburg, neurology and psychiatry).

Thank you for your enquiry. I enclose a copy of our press release and the report that more accurately reflects our conclusions than the press reports. There are a couple of things with noting, firstly we were somewhat surprised to find that most of the scientific studies of Electrical Sensitivity (ES) have looked at people who attribute symptoms to power frequency appliances. The area of radio frequency exposures is less well researched and certainly deserves more attention, hence the studies funded by the Mobile Telecommunications and Health Research Programme (MTHR) at Essex and elsewhere. There is no theoretical reason why microwave (radio frequency) radiation should have the same effect on the body as power frequency fields, even though they are part of the same electromagnetic spectrum (as are visible light, ultraviolet and nuclear radiation) so it is unwise merely to extrapolate studies from these different exposures. The MTHR programme is funding epidemiological studies but these are fraught with difficulty in measuring exposures. Most people do not stay in the same place all day and exposures away from home may overwhelm those experienced at home. We have also found that in about half of sites, the largest exposure to people in an area is NOT from the local mast but from one further away. These factors are very difficult to control for in observational studies. Some of the MTHR funding is being used to develop a body-worn exposure meter that may help to make epidemiological studies more useful on the future. I hope this is helpful

I note your comments on epidemiological studies being undertaken and wonder if you could give me more details of where these studies were conducted and the results so far. I would welcome such studies in my village and feel that we would be an excellent subject because of the high number of phone masts and the high incidence of illness and death.

I understand that you need to take care in conducting epidemiological studies on subjects who are electrosensitive, but I still feel that, with todays technology, it is perfectly possible to collect data on the pulsed microwave emissions while monitoring changes in the functioning of the body of the subject. It is irrelevant whether the effects are from a source close by or remote - the main object should be to measure the emissions in the environment where the subject is situated.

I would welcome your further comments on this very serious and urgent matter.


All the MTHR studies are described on the website http://www.mthr.org.uk . The epidemiological study is described as "currently underway" wh ich suggests there are no results yet. As I said in my last E-mail, we are working on a personal exposure device that would allow detection of microwave fields in the environment where people are as they move around.

Here is the weblink to the research on the personal exposure meter. As far as I am aware it is not available commercially. Then you are right, I have misunderstood. I think what is needed is a device to monitor, perhaps, blood circulation, muscle activity (or lack of), nerve impulses, etc., in order to determine what is happening in the body of the subject. Surely, this is the only way. The present practice of asking the person to describe what they are feeling is leading to the unhelpful diagnosis of "all in the mind".


Not our area of expertise I'm afraid. The nearest I can think of is the physiological monitoring that anaesthetists do while people are under anaesthetic.


If epidemiological studies are being done, I would think this type of device is essential. Otherwise results of such studies are always going to be "inconclusive".

Which shows just how much she is missing the point.

a) there are no epidemiological studies

b) MTHR is exhausted, some research appears not to have been done at all, and hardly any other has been published, except the DSTL on Ca++ which was published before being peer reviewed, the obscure driving and mobiles and one or two other bits. None is particularly accessible and the MTHR website is woefully out of date.

c) the dosimeter testing has been at least partly published by HPA, but tells us nothing other than the capacity to check some features of incident radiation on the wearer as they go about their lives. Undoubtedly of interest it monitors the radiation, not the body response. This must not be used to "prove low levels", because the complaint is already that extremely low levels do have a chronic effect, but that we don't know if the cause lies in the MW frequency, the modulation characteristics, or the power levels, or the combined effects of multiple carriers.

d) The RPD is clearly not the place to pronounce on safety, since they self-confessedly do not have the medical expertise. But since they are part of the HPA it is high time they passed it on to others or undertook meaningful collaboration.

The papers did not make his Title of Professor clear. As people were misled by this, a complaint should be submitted, so that this can be corrected in the newspapers. I will also see if a similar thing exists for Academic complaints so this also can be done. I would ask everyone to complain to stop the cover up as the news today about the rise in mouth cancer is very worrying and I fear nothing to do with alcohol.

For instance, is the paper titled 'Increased Incidence of Cancer Near a Cell-Phone Transmitter Station' by Ronni Wolf MD and Danny Wolf MD, published in the Internal Journal of Cancer Prevention Volume 1, Number 2, April 2004, eligible to be considered by the HPA?

As I am just an ordinary concerned person who becomes ill in the vicinity of mobile phone masts, I really do need to know how much protection the HPA is affording myself and the great numbers of other people like me. Please will you let me know what journals the HPA continually scours and uses for information on the adverse health effects from mobile phone masts?

Finally, as the methods used in the Austrian research on electro-sensitivity mentioned in my earlier email do not appear to be expensive or complicated, please can you tell me if similar research is currently being carried out in Britain?

Dr Neil Irvine is described on the title page of the report as: Regional Epidemiologist, Communicable Disease Surveillance Centre, Northern Ireland, HPA Belfast.

Now more evident on Google for this latest report, he does have a history with streptococcal infections, HIV and STDs (for example) and his email is neil.irvine@hpa.org.uk . His final report as published may reveal a poor appreciation of EHS and presentation of the issues, but we really should not assume he is a poor epidemiologist.

I'm afraid that knee-jerk reactions that people are either faithfully represented by the press, or that they are necessarily mad, bad or sad just because they don't say what we want, will just not do. It doesn't mean they are good and faithful scientists either, but the basis of dialogue is respect.

Bear with the frustration in this game, it's a long one, and there is a lot of real communication still to do. We must ask direct pointed questions politely, not criticise people we do not know. (There is highly contrasting recent communication with Jill Meara that can be quite instructive here.)

Firstly, sorry that I called you Mr Lee in the last E-mail, slip of the finger I'm afraid. In general the HPA looks at evidence from all sources but would give especial weight to high quality reports in the peer reviewed scientific literature. However, even these journals can publish reports that do not have the best methodology or that report "chance" findings that are not backed up by their own results or replicated in later studies. Therefore we would always review the detailed methods of any study for possible sources of bias and confounding. The International Journal of Cancer Prevention is a peer reviewed journal but we would still subject any papers in to a quality review. We do not have a list of "publications that we scan", but would take information from any source, but examine it carefully for quality. The problem with epidemiology is that "cheap and cheerful" methods, whilst attractive to researchers who have limited resources, may not end up with a study that is rigorous enough to trust the conclusions drawn. In many ways epidemiological studies are much more difficult to design than laboratory studies precisely because there is no "control" over the lives of real people. Another point is that not all authors draw conclusions that are supported by their data. If you want to know more about the epidemiological studies going on in the UK at the moment, look on the MTHR website at mthr.org.uk. If you want to know more about the design of epidemiological studies, definitions of bias and confounding etc why not try to get hold of an epidemiology textbook such as "Essential Pubic Health Medicine" which is co-written by the Chief Medical Officer Sir Liam Donaldson and his late father who was also a legend in Public Health. According to last week's indictment of Scooter Libby, a person identified as "Official A" held conversations with reporters about Plame's identity as an undercover CIA operative, information that was classified. News accounts subsequently confirmed that that official was Rove. Under Executive Order 12958, signed by President Clinton in 1995, such a disclosure is grounds for, at a minimum, losing access to classified information.

Phone mast campaigners are facing a fresh fight to stop a mobile phone mast being put up in the city.

Telecommunications giant Vodafone has submitted plans for a 10-metre timber pole in the prestigious Newmarket Road area to planners at Norwich City Council.

However families living near the Newmarket Road Surgery, close to where the mast is set to go, are concerned about the possible effects the proposal, which includes antennae and associated ground based equipment cabinet, might have.

The Evening News contacted the surgery but was told they had no comment to make about the application at this stage.

"I don't consider that a residential area such as this is a suitable area for a phone mast," said James Lord, 75, who lives off Newmarket Road in nearby Glenalmond.

"I wouldn't welcome anything that requires a large magnetic field which is what microwaves are."

Mr Lord, a retired insurance worker, said masts were better suited to bigger buildings like Normandie Tower, or the new Fellowes Plain complex on the grounds of the former Norfolk and Norwich Hospital site.

The Evening News has campaigned against the installation of mobile phone masts near homes and schools until it is proved safe.

Dr Ian Gibson, Norwich North MP and long-time supporter of our campaign, said: "I would like to know what the doctors feel about it, why Vodafone have positioned it there, and how many people were consulted about it.

"They should really acknowledge the fact they've got to get the public on side."

Dr Gibson appealed to Vodafone to take the wishes of people who live near the mast into account before making these proposals and urged them to get in touch with him.

"I find it difficult to understand why they are doing it," he said. "I've had no complaints from people round this area not being able to get a reception on their phones — it baffles me."

In April 1997 the Evening News reported how people living in the Newmarket Road area were up in arms at plans for a 25-metre telephone mast which they said would lower the value of their homes.

Cambridge-based Ionica has lodged an application with the city council to build the mast just off Newmarket Road.

But homeowners near the site, at the Civil Service sports ground at Wentworth Green, wrote to council planners urging them to block the scheme.

A spokeswoman for Vodafone said the mast complied with safety guidelines which have been put in place to protect everyone whether people lived near to the mast or not.

IMOWOB startet “Epidemiologische Erhebung“ rund um Mobilfunksendeanlagen

Die Bürgerinitiative für mobilfunksenderfreie Wohngebiete teilt mit, dass sie in den kommenden Tagen eine Umfrage bei den Anwohnern um Mobilfunkbasisanlagen in Bruchköbel unternimmt. Nach dem sich seit Jahren wissenschaftliche Hinweise und Studien zur der Gefährdung durch Mobilfunkstrahlen mehren, waren zunehmende Hinweise aus der Bruchköbeler Bevölkerung letzter Anstoß für dieses schon länger geplante Vorhaben der Initiative. Danach haben im unmittelbaren Wohnumfeld von Sendeanlagen Erkrankungen und gesundheitliche Störungen vielfältiger Art zugenommen. Die Umfrage und deren anonyme Auswertung werden ärztlich begleitet. Die Initiative bittet alle Mitbürgerinnen und Mitbürger, welche die Fragebögen in Ihren Briefkästen finden, die Aktion zu unterstützen und sich einige Minuten Zeit zur Beantwortung zu nehmen.

Die Befragung soll die Datengrundlage zu gesundheitlichen Beeinträchtigungen in der unmittelbaren Umgebung von Mobilfunkbasisstationen in Bruchköbel verbessern.

Press release from Aarhus University: "A few years ago a study from the Netherlands showed that 3G mobiltelephone radiation gave serious symptoms and health complaints in a group of testpersons. This upset a great deal of the Danish population and a strong resistance against 3G-rollout in Denmark. The results from our study will be published in 1.5 years time." Background: To pacify the population the Danish parliament granted DKK 15 million for a researchproject on Health effects of Non-ionizing radiation, to be given in 2 portions and terminated within 4 years. (the projects' descriptions should be in English) The above group from Aarhus are replicating the Dutch study in their own way. In their next study they will also include effects from TETRA used by the police. Among others they registrate the testpersons' reactions after 45 min exposure. They also underline that it is very important to link reported symptoms etc. to the testpersons psychological/mental state. Prof.emer. Joergen Bach Andersen from Aalborg takes care of the RF exposure. The chief of the Aarhus institute in question is on the programcomittee deciding about the grants. He is also member of the governments expert committee that advised the government on the sale of 3G licenses and to get along with 3G- rollout. His point of view on EHS has always been that it does not exist, but is a state of mind of EHS sufferers.

Comment: It is not necessary to wait for their results another 1.5 years. You can already guess their conclusion, since J.B. Andersen already got money to start to develop 4G. The government can be satisfied that their whitewashing money has fulfilled its purpose. They wanted a Danish research study, because they can rely on that and it will not interfere with their mobiltelephony plans.

And then they will say: the 3G study has not been replicated, so we have no proof for harm (and anyway it's only a psychological problem) so we have to wait....and wait....until they irradiate every cm of the planet and bring us to the full "progress" (4G? 5G? who knows- depends how long the guinea pigs will survive).

Sehr geehrte Frau Übellacker,

die Rudolf-Steiner-Schule Salzburg lehnt es nach Beratung Ihres Briefes vom 14. Oktober 2005 entschieden ab, Verantwortung für die Standortwahl eines Ihrer Sender zu übernehmen.

Die Firma mobilkom austria ist allein verantwortlich für die Wahl ihrer Senderstandorte, für den Sendebetrieb und die damit verbundenen gesundheitlichen Auswirkungen für die betroffenen Anrainer.

Wie auch aus der Warnung der Österreichischen Ärztekammer hervorgeht, verdichten sich auf immer breiter werdender Basis die Hinweise darauf, dass die gesundheitlichen Auswirkungen von Mobilfunkstrahlung stärker sind, als bisher angenommen.

Deshalb fordern wir nach wie vor und verstärkt die Einhaltung des Salzburger Vorsorgewertes für den gesamten Schulbereich zum Schutz unserer Kinder und der Beschäftigten an unserer Schule. Der Vorsorgewert liegt derzeit bei 10 bzw. 1 Mikrowatt pro Quadratmeter für GSM, wobei nach ärztlichen Erfahrungen der Vorsorgewert für UMTS noch niedriger anzusetzen ist.

Wie bereits im Salzburger Schulappell deutlich zum Ausdruck gebracht wurde, weisen wir nochmals darauf hin, dass Kindergärten und Schulen Schutzräume für im Wachstum befindliche Kinder und Jugendliche darstellen müssen.

Wir werden uns auch weiterhin öffentlich und nachdrücklich für vorsorgenden Gesundheitsschutz und das Recht unserer Kinder auf körperliche Unversehrtheit einsetzen.

In a society where "support the troops" is little more than a euphemism for "support the policy," the concept of setting aside a day to celebrate military veterans has always been touchy for the Left. But here's an idea: what if we instead honored veterans of the anti-war movement? I mean those -- from Eugene Debs and Helen Keller to the Berrigans, right up to Cindy Sheehan -- who put their a... on the line to stop war...not wage it. To add a twist, how about military veterans who have since become veterans of the anti-war movement, e.g. Howard Zinn, Stan Goff, Ward Churchill, and Rosemarie Jackowski? Even better, if you truly want to acknowledge bravery in the line of fire, why not find more heroes like Hugh Clowers Thompson, Jr.?

Am I correct in thinking this article is taken from a phone operators website. Only the views of these MP's aren't what I have read in the past. Ian Gibson has always said that Stewart's precautionary principal has not been followed. He's always been very supportive. This sounds like more biased, phone operator propaganda to me.

Mobile MPs: the health debate What do members of parliament think about the UK's precautionary approach to mobile phones and masts? by Jennie Bristow

The spiked/O2 debate on mobile phones and health has attracted a diverse range of opinions on one of the most perplexing controversies of our time. The high-profile fear that mobile phones or masts might damage our health exists alongside a growing body of scientific evidence that fails to find any adverse health effects from mobile phones or masts. Despite the extent to which mobile telephony has become central to life and business in our burgeoning 'information society', the UK authorities continue to advise a 'precautionary approach' to the public's use of mobile phones, particularly in relation to children.

As our debate shows, the outcome of this ambivalence towards mobile phones has been considerable public confusion. For much of the public, and particularly younger people, mobile phones have become a part of everyday life, whose obvious benefits outweigh any possible health risk. But a vocal minority remains deeply concerned about the present and future effects of mobile phone technology upon our health and wellbeing, and worried about the continuing rollout of mobile technology.

So what do politicians make of this issue? In a preliminary survey, spiked interviewed six members of parliament (MPs) about their own views on the safety of mobile phones and masts and the concerns raised by their constituents, and their opinions about the precautionary approach adopted by the authorities following the Stewart Report of 2000. We also asked how they felt about claims that the official message - 'it's safe to use your phone, but be careful anyway' - has been confusing.

Their responses indicated that MPs, like the public at large, have differing views on whether mobile phones pose a risk to health. Where there is consensus, however, it is that the precautionary approach is the sensible way to go.

When asked 'Do you think that radiation from mobile phones or from mobile phone masts poses a risk to health?', Norman Baker, Liberal Democrat MP for Lewes and senior spokesman on environment and rural affairs, replied 'in terms of mobile phones, yes. In terms of masts, no'.

This is an important distinction. While the most vocal campaigns focus on mobile phone masts, much of the research has focused on determining whether there is a risk from handsets. At a time when individuals are increasingly attached to their mobile phones and aware of their personal benefits, it is perhaps not surprising that the reaction against handsets is more muted than the reaction to having a mast in one's backyard. Indeed, when it comes to the concerns raised by Baker's constituents, he explains: 'They frequently raise concerns about masts, which I don't think are well grounded. They never really raise risks about phones, which I think are well grounded.'

Andrew Stunell, Liberal Democrat MP for Hazel Grove and member of the modernisation committee, is less equivocal on whether mobile phones and masts cause a health risk. 'Yes', he says. 'I think the Stewart Committee has indicated that there are some risks associated particularly with the use of phones, and perhaps to a more limited extent masts.' In fact, what the Stewart Committee found was that any link between mobile phones and health risks was 'unproven': an argument echoed by Ian Gibson, Labour MP for Norwich North and chair of the House of Commons Select Committee on Science and Technology.

When we asked Peter Bottomley, Conservative MP for Worthing West and vice-chair of the All Party Parliamentary Group on Mobile Communications, whether radiation from mobile phones or from mobile phone masts poses a risk to health, he replied simply 'no'. Phil Willis, Liberal Democrat MP for Harrogate and Knaresborough and chair of the All Party Parliamentary Group on Mobile Communications, said 'I don't know'. Nor does Andrew Mitchell, Conservative MP for Sutton Coldfield and shadow international development secretary: 'I don't know the answer to that, because I rely upon the opinion of experts', he replied. 'It's not really a matter for me as an MP, but my view on all these things is that we should adopt the precautionary principle about them.'

It seems that MPs themselves have differing views on whether mobile phones or masts pose a risk to our health. To what extent have their constituents raised concerns about this issue?

'No one has rung me up to say they're worried about using their phone', says Peter Bottomley. 'A number have got objections to mobile masts, some on amenity grounds and some on health grounds.' Bottomley, like Norman Baker, is a little perplexed by this spread of concerns: 'As I understand it, radiation from masts - unless you're actually dancing with it - is far lower than radiation from the phone you actually use. And as I said, no constituents have rung me with concerns about using their own mobile phone.'

Other MPs' constituents have been more vociferous. Ian Gibson's constituents raise concerns about health risks from mobile phones and masts 'incessantly'. 'There's about six different groups around phone masts', he says. 'They win some, they lose some, and so on.' Andrew Mitchell's constituents have raised concerns 'extensively': 'I raised the matter in the House of Commons because of the concern about health issues, and other issues too', he says. Andrew Stunell's constituents also raise concerns 'to a very large extent. I've got a constituency with 65,000 electors, which is probably about 85,000 people. And I'd say that in the last four years, I've probably had seven or eight communities send me petitions and large numbers of letters, about their fears about mobile phone technology.'

Phil Willis' constituents have raised their fears over mobile phone masts 'very significantly'. He continues: 'I have a relatively intelligent electorate, concerned about the arrogant way in which a number of mobile phone companies set about installing masts with a minimum of local consultation - despite the "10 commitments" of the mobile phone companies, and despite the pleas of government for greater pre-application consultation.'

Whatever their own views on the safety of mobile phones and the concerns raised by their constituents, the small group of MPs whom we interviewed agreed with the conclusion drawn by the Stewart Committee in 2000: that even where there is no conclusive evidence of health risks from mobile phones, a precautionary approach should be adopted towards them. 'It's very difficult to prove a negative, so it's a question of balance - which is why the Stewart Report says, for example, that it's a slightly different line with children than with adults', says Norman Baker. 'That sort of balance is a sensible approach to take.'

'I think all one can do is abide by the view of the experts, so that's what I'd back', says Andrew Mitchell. 'I wouldn't seek to interpose my view as an MP, a layman, above the view of the experts. So I would rely upon the experts for what we should do.' 'If there was a clear risk, it wouldn't be a precautionary approach, would it? It would be risk avoidance', explains Andrew Stunell. Peter Bottomley agrees with the Stewart Committee's approach 'within reason'.

Ian Gibson agrees with the Stewart Committee's conclusion 'absolutely': 'I think the government's going to come out with something on that eventually - in other words, that health is something in terms of planning that should be taken into consideration. There's enough indication that radiation does cause biological effects - that was the point, without being able to say there was no effect whatsoever. There was some biological effect, but there's no effect on people's health as such.'

All of the MPs whom we interviewed thought that the precautionary approach proposed by the Stewart Committee and adopted by the authorities was the right one. But how do they respond to claims that the subsequent public health message - that there is no evidence of harm from mobile phones or masts, but we should take care when using them anyway - has been confusing?

Norman Baker argues that the official attempts to inform the public about the health issues associated with mobile phones were confusing 'certainly in the initial stages', and that there has been 'a lack of anticipation from the industry of the need to deal with what are predictable public concerns, and a lack of leadership from government. Now, it's become slightly embedded and difficult to deal with'. Andrew Mitchell also agrees that the messages have been confusing, 'which is why I've consistently pressed the government to carry out more research and more tests on this'. 'I don't think they've been confusing, I just don't think they've addressed people's concerns', says Andrew Stunell.

For Ian Gibson, the confusion about mobile phones and health comes primarily from mobile operators: 'It's deliberately so by the companies', he says. 'The government hasn't helped, and it's in liaison with the companies. It's part of a smokescreen that's set up.' Phil Willis, on the other hand, seems more concerned about the lack of government leadership on this question: 'In the absence of a strong government campaign actually to make clear what the science is, where research is being carried out and what sensible precautions people can take - particularly with young children and the use of mobile phones - then it's inevitable that some of the more exaggerated claims about health risks from mobile phones and masts will in fact take precedence.'

As the debate currently raging on spiked shows, from the public to policymakers there is still much to be discussed in the debate about mobile phones and health. The issue at stake goes far deeper than what the science to date can or cannot tell us about the health effects of mobile technology, raising questions such as: How useful is the precautionary principle as a way of managing the introduction of new technologies? How responsible is it of the government to refuse to take a firm line on issues of significant public concern? What approach should companies be taking, in the face of a combination of public hostility to masts, public demand for better mobile services, and increasing regulation? And how do we reconcile individuals' desire to make use of new technologies such as the mobile phone with communities' reluctance to allow the development of new infrastructure?

The genotoxic effect of mobile phone radiation

The Vienna Doctor's Chamber (Wiener Ärztekammer) warns expressly against excessive mobile phone use, especially by children. The reason for this is the recently presented 'Reflex Study' (Reflex-Studie), in which a definite genotoxic effect of mobile phone radiation was seen.

The first consequence is that the Doctor's Chamber has now drawn up a catalogue of guidelines, which stipulates specific rules of behaviour for use of mobile phones. Fears that another controversial Tetra mast could be 'sneaked' into Bognor have been allayed after councillors rejected a plan for Aldwick Road.

MMO2, the company which builds Tetra masts, wanted to build a 3G mobile phone mast on top of the building at 85 Aldwick Road, Bognor.

The mast would have been used to provide modern mobile phone users in the area with the so-called third generation of mobile phone services such as sending video clips and music downloads.

The ACLU participates in more cases before the Supreme Court than anyone besides the U.S. government itself.

Every time we step into that courtroom, fundamental freedoms are on the line. That will certainly be true later this month when ACLU attorney Jennifer Dalven, Deputy Director of our Reproductive Freedom Project, will step before the Justices of the Supreme Court to argue Ayotte v. Planned Parenthood of Northern New England.

With a decision in the Ayotte case, the Supreme Court could revoke the long-established principle that abortion restrictions must include exceptions to protect a woman's health. This is the first abortion-related case to reach the Court in five years -- and it will probably be the last time the ACLU argues a case before Justice Sandra Day O'Connor.

Justice O'Connor has provided more than a swing vote on the Court. She has been a moderating voice on critical civil liberties issues ranging from race to religion to reproductive freedom. We cannot know for certain how Judge Alito would vote in Ayotte or any other case, but there is no question that this nomination calls into question the delicate balance that Justice O'Connor has helped to shape and preserve.

For example, in Planned Parenthood v. Casey, Judge Alito voted to uphold a state law provision that required women to notify their husbands before having an abortion. Justice O'Connor joined with a majority of the court in rejecting his position. In addition, Judge Alito has been more willing to support state-sponsored religious displays than Justice O'Connor. And he has written several dissenting opinions on the Third Circuit Court of Appeals that, if accepted, would have not only made it more difficult for victims of discrimination to prevail in bringing a suit, but would have made it more difficult for them to even get their case to a jury.

Other troubling positions in Judge Alito's record includes:

* Upholding the strip search of a mother and her ten-year old daughter, even though the warrant allowing the search did not name either of them.

* Holding that Congress does not have the power under the Commerce Clause to restrict the transfer and possession of machine guns at gun shows.

* Holding that Congress did not have authority to require state employers to comply with the Family and Medical Leave Act.

Make no mistake about it. As the Senate considers the Alito nomination, we are at a pivotal moment in our nation's history. The Bush Administration is claiming unprecedented national security powers, reproductive rights are in jeopardy, the teaching of evolution is under attack, and we continue to struggle with a legacy of discrimination.

The Supreme Court's role as the ultimate safeguard of our constitutional liberties has never been more critical. With that stark reality in mind, the ACLU will, in the weeks ahead, compile a complete report on Judge Alito's civil liberties record, including the good and the bad. And, with your help, we will make sure each and every Senator understands that record and acts on his or her obligation to protect the Supreme Court's vital position in our constitutional democracy.

As Karen says, the BBC coverage last night was good, their reporter spoke from Sweden and mentioned the financial and practical help available from the Government for victims of electro-sensitivity. If the HPA do deny the condition exists - the huge numbers of us who know we are suffering from ES, will probably think it makes the HPA look even sillier!

Withholding acceptance of something that so many people are suffering from will not make the condition disappear, nor will it help the public 'trust' the reliability of the HPA's knowledge and 'protection role'!

Maybe the H in HPA stands for Heedless (or Headless) Protection Agency!

A small percentage of the population may express an increased sensitivity to a range of electric and magnetic fields with symptoms including: skin sensitivity, dizziness, headache and fatique 1.4.

This has not been quantified but the symptoms and increased levels of stress and anxiety will contribute to health costs.

Quote: A number of people report a range of symptoms which they attribute to RF fields.

Symptoms associated with mobile phone use include dizziness, headache, and fatique as well as loss of memory and concentration, skin rashes and diabetes (IEGMP, 2000; NRPB, 2004b). It is unclear as to what extent, if any, these symptoms are caused by RF fields. Nevertheless, the possibility remains that a relatively small percentage of the UK population, presumably including children, show an increased sensitivity to RF fields, and this will have a detrimental impact on their quality of life, and cause them to modify their behaviour.

This sensitivity is not recognized as a physical impairment in the UK.

And chapter 3:

Few studies have investigated the effects of RF fields on cognitive and other behavioral effects in children.

A recent review of the literature (Sienkiewicz et al. in press) concluded that while the existing research did not give cause for concern, the data were to limited TO PROVIDE COMPLETE ASSURANCE THAT LONG-TERM, LOW LEVEL EXPOSURE DID NOT PRESENT A HAZARD TO CHILDREN!

I have been told of one more incident, where the Government ordered a report into effects of something we all are very passionate about, where the institution who wrote the report got it sent back to them with orders to re-write it after the Governments recipe.

So, can anyone believe in the “Purer than Pure” honesty, truthfulness, and most of all INTEGRITY???

A GOVERNMENT agency has acknowledged for the first time that people can suffer nausea, headaches and muscle pains when exposed to electromagnetic fields from mobile phones, electricity pylons and computer screens.

The condition known as electrosensitivity, a heightened reaction to electrical energy, will be recognised as a physical impairment.

A report by the Health Protection Agency (HPA), to be published next month, will state that increasing numbers of British people are suffering from the syndrome. While the total figure is not known, thousands are believed to be affected to some extent.

The report, by the agency’s radiation protection division, is expected to say that GPs do not know how to treat sufferers and that more research is needed to find cures. It will give a full list of the symptoms, which can include dizziness, irregular heartbeat and loss of memory.

Although most European countries do not recognise the condition, Britain will follow Sweden where electrosensitivity was recognised as a physical impairment in 2000. About 300,000 Swedish men and women are sufferers.

The acknowledgement may fuel legal action by sufferers who claim mobile phone masts have made them ill.

In January Sir William Stewart, chairman of the HPA and the government’s adviser on mobile phones, warned that a small proportion of the population could be harmed by exposure to electromagnetic fields, and called for careful examination of the problem.

The HPA has now reviewed all scientific literature on electrosensitivity and concluded that it is a real syndrome. The condition had previously been dismissed as psychological.

The findings should lead to better treatment for sufferers. In Sweden people who are allergic to electrical energy receive government support to reduce exposure in their homes and workplaces.

Special cables are installed in sufferers’ homes while electric cookers are replaced with gas stoves. Walls, roofs, floors and windows can be covered with a thin aluminium foil to keep out the electromagnetic field — the area of energy that occurs round any electrically conductive item.

British campaigners believe electrical devices in the home and the workplace, as well as mobile phones emitting microwave radiation, have created an environmental trigger for the syndrome.

There is particular concern about exposure to emissions from mobile phone masts or base stations, often located near schools or hospitals.

In January Stewart also called for a national review of planning rules for masts. The review was launched by the government in April.

British sufferers report feeling they are being “zapped” by electromagnetic fields from appliances and go out of their way to avoid them.

Some have moved to remote areas where electromagnetic pollution is lower.

The HPA report is eagerly awaited by campaigners. Alasdair Philips, director of the campaign group Powerwatch, said: “This will help the increasing number of people who tell us their GPs do not know how to treat them.”

Rod Read, chairman of Electrosensitivity UK, added: “This will be the beginning of an awareness of a new form of pollution from electrical energy.”

WHO Welcomes Electric Utility Industry To Key EMF Meeting, Bars the Press

The week of October 3 in Geneva, the World Health Organization (WHO) will set its recommendations for public exposures to power-frequency electromagnetic fields (EMFs).

A 20-member task group from 17 countries, assembled by Michael Repacholi, the head of the WHO EMF project, will finalize an Environmental Health Criteria (EHC) document, which is designed to guide the development of standards for extremely low frequency (ELF) EMFs all over the world. It will likely represent WHO’s official position on EMF health risks for years to come.

Last month, Repacholi gave eight observers the green light to attend the meeting —all eight either work for electric utilities or have direct and strong ties to the industry. Other than WHO staff, these are the only people on the Repacholi’s list of approved observers:

Kazu Chikamoto, Japan NUS Co., Tokyo Rob Kavet, EPRI, Palo Alto. CA, U.S. Michel Plante, Hydro-Quebec, Montreal, Canada Jack Sahl, Southern California Edison, Upland, CA, U.S. Martine Souques, Electricity de France-Gaz de France, Paris Hamilton Moss de Souza of CEPEL, Brazilian Electrical Energy Research Center, Rio de Janeiro John Swanson, National Grid, London, U.K. Tom Watson, Watson & Renner, Washington DC, U.S.

Although Watson is on the list, he will not be at the meeting. “I tried to become an observer, but I did not succeed,” he said in a recent interview. It is not clear why Repacholi changed his mind and disinvited Watson.

Chris Portier of the U.S. National Institute of Environmental Health Sciences (NIEHS) will chair the task group.

Very few other members of the EMF community are aware of the meeting. A spot check, an admittedly unscientific survey, found that staff members at U.S. health agencies knew nothing about it. The single exception said that he had heard about it from colleagues in the electric utility industry.

When asked whether Microwave News could sit in as an observer, Repacholi dismissed the idea. “The press is not permitted to attend EHC Task Group meetings,” he told us.

Did Repacholi invite the industry representatives? If not, how and when did they first learn about the meeting and request observer status? Have any of the companies or associations, other than EPRI, contributed to the WHO EMF project or its activities? (It is already known that EPRI cosponsored a WHO workshop on EMF risks to children held last year in Istanbul; see August 8 entry below.)

While Repacholi has long said that the EHC would be revised around this time, the specific schedule has not been previously publicly disclosed. For instance, the October 3-7 task group meeting is not in the listing of meetings on the WHO Web site nor is it included in the Bioelectromagnetics Society Newsletter conference calendar .

The WHO released its first EHC for ELF EMFs in 1984. Repacholi chaired the task group that wrote that report. Back then, 20 years ago, the panel recommended that: “efforts be made to limit exposure, particularly for members of the general population, to levels as low as can be reasonably achieved” (a policy known as ALARA). Yet for the last ten years while he has been at the helm of the WHO EMF project and while the health risks posed by power-frequency fields have become much less uncertain, Repacholi has consistently refused to endorse ALARA for ELF EMFs.

While the HPA-RPD, Dr Irvine report may disappoint in what it delivers, to be fair to it, it does fulfill its self-professed modest aim: "attempting to define the phenomenon of ES through a review of the relevant literature." (1.2)

It also has many merits in that it helps us to identify shortcomings/blackspots in our present campaign and thus can help us chart the way ahead so that we WILL attain official ES/EHS status at national and global levels.

The report most emphatically does not downplay the reality of ES. It acknowledges it. It just doesn't participate at all in the hardball, ongoing game of its source/attribution/aetiology. Neither does it include within its ambit those who are reporting ES-type symptoms from masts and cellphones. Dr Irvine specifically suggests that the latter--sharing as they do broad similar symptoms with that far smaller ES population which has been the focus of his study--could do with the same ES labelling.

My initial response to this paper is that while it doesn't give us that manna-from-heaven of "recognition of ES as a distinct medical condition" (and, if my reading is correct, this option wasn't even to be considered in this study: In section 1.2 "Project Scope" it is stated that typical "intervention options" such as acknowledging ES as a med. condition would be excluded) it has some very helpful suggestions on our campaign route ahead for achieving that recognition.

Primary among these is that all those whose health is being adversely affected by masts, cellphones, etc and who report similar symptoms to those who have been "traditionally" labelled ES (that is in reality prior to the arrival of our ever increasingly RF/MWs polluted environment) come fully onboard the ES/EHS wagon. That means that they label themselves ES and join major ES support/special interest groups--
http://www.electrosensitivity.org.uk/, for instance. It is obvious that the vast ES membership of http://www.feb.se underpinned its successful lobbying for ES recognition and disability entitlements in Sweden.

From our perspective, some regrettable limitations for Dr. Neville's study were these: "the majority of peer-reviewed scientific literature considers ES in terms of exposure to VDUs and other electrical appliances." (5.4, par. 1, page 29); his chosen "search strategy in this review largely failed to identify systematic studies examining symptoms attributed specifically to these [RF and other EMF] exposures . . .." (5.4, par. 3)

Can we help to correct these limitations? The next time a major HPA-RPD (or its equivalent in the UK or elsewhere) study of ES gets underway and a "search strategy" similar to the one outlined in 3.1 in this report is selected, we should do our utmost to ensure that those two limitations no longer exist. for instance, was omitted from this report. I don't know if this ommission was due to their not being ES cross-referenced and thus easily retrievable in an online ES literature research.

Having reflected on Dr. Irvine's suggetions (5.5), I suggest that the most important strategy for our gaining formal recognition of ES is that all who experience ES symptoms from whatever EMF source are marching together under the ES banner and join up with ES support/lobbying groups.

Immer mehr Mobilfunk: die verleugnete Gefahr

Mit immer neuen Anwendungen und neuen Geräten überrollt uns gegenwärtig eine ungeheure Welle von hochfrequenten elektromagnetischen Feldern durch Mobilfunk: Schnurlostelefone nach DECT-Standard, WLAN, Computerfunkverbindung, Bluetooth, WiMax, Lautsprecher ohne Kabel am Fernseher, UMTS....

Mit jeder Anschaffung von Geräten dieser Technologie holen Sie sich Mobilfunksender direkt ins Haus, die Sie wie z.B. das Schnurlostelefon ununterbrochen Tag und Nacht mit gepulsten hochfrequenten Mikrowellen bestrahlen, auch wenn Sie nicht telefonieren!! Dies alles zusätzlich zu der Bestrahlung von außerhalb, die von der ständig wachsenden Zahl der Mobilfunksender und der Satelliten ausgeht.

Künstliche elektromagnetische Felder des Mobilfunks liegen genau im Frequenzbereich der natürlichen, die Lebensvorgänge steuernden elektromagnetischen Schwingungen. Mobilfunksender sind damit permanente Störsender für unsere biologische Lebenssteuerung. Sie zwingen den natürlichen Schwingungen der Zellen und Organe unnatürliche Schwingungen auf und veranlassen den Organismus zu Stress- und Falschreaktionen. Das hat verheerende Folgen: Zellreifungsstörungen, Blutplättchenverklumpung, Übersäuerung, Störung der Hormone z.B. für Schlafrhythmus und Krebsabwehr, Eindringen von Umweltgiften in den Gehirnkreislauf, Brüche in der Erbsubstanz usw.

Die gesundheitlichen Folgen dieser Störungen reichen von unspezifischen Stressreaktionen über körperliche und psychische manifeste Erkrankungen bis hin zu Auslösung und Beschleunigung von Krebserkrankung. Naturgemäß sind diese Erkrankungen bei jedem Menschen verschieden, je nach Vorbelastung, Immunstärke, Lebensabschnitt, Intensität und Dauer der Strahlenbelastung.

Dies ist seit Jahrzehnten(!) wissenschaftlich belegt und wird in unabhängigen neuen Studien immer wieder bestätigt. (s. die europäische „Reflexstudie.“) Die beobachtbaren Fälle von schweren und schwersten Gesundheitsschäden durch Mobilfunk häufen sich immens. (s. z.B. Freiburger und Bamberger Ärzteappell.)

Die ständig wiederholte Behauptung, unsere Grenzwerte würden unsere Gesundheit vor Folgen der Mobilfunkstrahlen schützen, ist die folgenschwerste Unwahrheit und entbehrt jeder wissenschaftlichen Grundlage.

Natürlich finden Mobilfunkindustrie ebenso wie offizielle Politik (die sich mit 100 Mrd. Euro für UMTS restlos an die Industrie verkauft hat) immer abhängige Wissenschaftler und Medien, die das Gegenteil behaupten.

Sie sollten sich dadurch nicht davon abhalten lassen, möglichst umgehend Ihr Schnurlostelefon aus Ihrer Wohnung (und Ihrem Büro!) zu entfernen, zu Hause keine Drahtlostechnik zu installieren, Kindern und Schwangeren kein Handy zuzumuten und Ihren eigenen Handygebrauch auf das Unvermeidbare und auf Notfälle zu beschränken.

Sehr geehrte Frau Kollegin Wahl,

Am 20.7.05 hatte ich mich an Sie gewandt wegen meiner Besorgnis über Fortbildungsveranstaltungen für Ärzte durch die Mobilfunkindustrie.

Und wegen meiner Freude über einen Vorstoß der Ärztekammer Baden-Württemberg, eine Sammelstelle für Kasuistiken von Mobilfunkgeschädigten einzurichten.

Darf ich fragen, ob es in dieser Richtung Aktivitäten bzw. Fortschritte gibt?

In meinen Augen wird die Frage der schweren Gesundheitsstörungen durch hochfrequente elektromagnetische Felder immer dringender und es ist für uns Ärzte nicht zu verantworten, schweigend über die vorliegenden Daten und Fakten hinwegzugehen und darauf zu warten, bis vom vorherrschenden Politik- und Wissenschaftsbetrieb zugegeben werden muss, was längst erwiesen und wissenschaftlich gut untersucht ist : Mobilfunkfrequenzen schon in sehr niedriger Feldstärke treffen die biologischen Regelkreise von Lebewesen aufgrund von Resonanz zentral in ihrer Eigenregulation und stören und zerstören unsere Gesundheit.

Die Kollegin Frau Dr. med. Waldmann-Selsam aus Bamberg hat viele Betroffene untersucht, deren Strahlenbelastung gemessen, die Gesundheitsstörungen dokumentiert und deren Nachlassen nach Minderung der Strahlenexposition. Wenn es nur diese eine Untersuchung gäbe, müssten wir Ärzte hellhörig und aktiv werden!

Darf ich anregen, dass Sie von der Ärztekammer diese Kollegin und v.a. Betroffene einmal einladen und anhören?!

In ihrer Broschüre „Dokumentierte Gesundheitsschäden unter dem Einfluss hochfrequenter elektromagnetischer Felder (Mobilfunkanlagen, DECT,WLAN u.a.)“ schreibt die Kollegin :

„Die Berichte zeigen, dass Menschen seit Jahren durch gepulste hochfrequente elektromagnetische Felder oft schwer erkrankt sind, ohne dass die Ärzte die Ursache erkannten. Daher litten und leiden Menschen, die zu Hause oder am Arbeitsplatz der Hochfrequenz ausgesetzt sind und erhalten keine Therapie.... Die in den Medien ständig wiederholte Bewertung der Strahlenschutzkommission, es gäbe keinen Nachweis für Gesundheitsbeeinträchtigung unterhalb der gegenwärtig geltenden Grenzwerte, hat dazu geführt, dass die meisten Ärzte bei den vielen unklaren Krankheitsbildern einen Zusammenhang mit der Hochfrequenz nicht in Erwägung zogen. Die Ärzte wissen nicht, dass an keinem einzigen Mobilfunkstandort in Deutschland Erhebungen des Gesundheitszustandes der Menschen durchgeführt worden sind! Dass die im Jahr 2001 vorgenommene Bewertung der Strahlenschutzkommission also keine wissenschaftliche Grundlage hat!“

Ich halte es für unsere ärztliche Pflicht, derartige alarmierende Untersuchungen ernst zu nehmen und uns im Sinne des Patientenschutzes – und unseres eigenen Schutzes – fortzubilden und Stellung zu beziehen.

Ich möchte anregen, dass die Ärztekammer Baden-Württemberg den Bamberger Appell umgehend unterstützt und verbreitet. (s. Anlage):

Schädlich oder nicht: ein Dauerstreit

Für Kritiker steht die Schädlichkeit längst fest, dennoch: obwohl es schon genügende handfeste Beweise gibt, die Ärzten und Forschern vorliegen, geht die Diskussion „schädlich oder nicht“, ungemindert weiter.

Die gigantischen Summen, die mit dieser Technologie auf dem Spiel stehen, stehen der Erkenntnis und dem mangelndem Willen der Politik zum Handeln im Wege. Zwar will die ETH Zürich bis Ende 2005 Licht ins Dunkel bringen. Bis dahin soll eine Studie abgeschlossen sein, die klare Aussagen über die gesundheitlichen Folgen von UMTS-Mobilfunksignalen macht.

Wir sagen Ihnen aber schon heute, dass auch diese Studie der Verbreitung der neuen Technologie nicht im Wege stehen wird. Teilnehmer an diesen Versuchen haben uns bereits im Vorfeld über einige recht handfeste Ungereimtheiten berichtet. Vor allem wurde es verabsäumt, den Probanden vor und nach dem Versuch Blut abzunehmen und dieses auf Veränderungen zu untersuchen. Auch muss bemängelt werden, dass ein Kurzzeitversuch nicht zu vergleichen ist mit den Langzeitwirkungen, denen die Bevölkerung ausgesetzt ist.

Dennoch: Das angebliche Fehlen gesicherter Forschungsresultate macht sich bei der Behandlung von Baugesuchen seitens der Mobilfunkanbieter bemerkbar: Gemeinden blockieren Bauentscheide für Antennen zum Teil mit Hinweis auf die noch nicht vorliegenden Erkenntnisse der ETH-Studie.
