Unfruchtbarkeit hat viele Gesichter

Empfangsbereite Handys - in Körpernähe getragen - sind ein neuer Grund

Viele Gründe und mannigfaltige Behandlungsmöglichkeiten einer Erkrankung sind in der Wissenschaft regelmäßig ein Zeichen dafür, dass man die tatsächlichen Ursachen einer Schädigung oft noch nicht recht erkannt hat und in der Hoffnung auf Heilung unterschiedliche Kuren, Medikamente oder Maßnahmen durchführen lässt. Vermehrte Unfruchtbarkeit in den Industriestaaten, ein Warnschuss vor den Bug der Menschheit!

Bewusste Empfängnisverhütung durch junge Paare, mit dem Wunsch der Kinderlosigkeit aufgrund eigener egoistischer Lebensgenuss-Sucht ist weit verbreitet. Viele Industrienationen haben dadurch inzwischen ihre Probleme in der Rentenversorgung ihrer älteren Mitbürger mit steigender Tendenz bekommen.

Das neu erschienene deutsche statistische Jahrbuch gibt für Deutschland die traurige Auskunft, dass von 40 Mill. Haushalten 14,8 Mill. ( 37 % ) Single-Haushalte sind . In der europäischen Union liegt Deutschland mit Slowenien am letzten Platz der Geburtenrate. Die Überalterung der Bevölkerung ist signifikant. Alles dramatische Anzeichen, die zwar statistisch erkannt werden, aber wo bleiben die längst überfälligen Kurs-Korrekturen in der Politik, denn nicht nur erst das statistische Jahrbuch 2004 hatte diese Erkenntnisse parat !

Einzig und allein geht es um die steigende Anzahl junger Menschen, die leider unfruchtbar scheinen oder gar sind. Trotz größter Bemühungen geht ihr sehnlichster Kinderwunsch leider nicht in Erfüllung.

Wahlloser ungeschützter Geschlechtsverkehr kann Infektionen z.B. durch Chlamydien verursachen, die bereits junge Frauen, ja sogar junge Männer unfruchtbar werden lassen. Dies haben neuere Untersuchungen in Schweden bei steigender Infektions-Tendenz ergeben. Bei den Männern waren Anti-Körper im Blut gegen diese Infektion die Ursache für ihre Unfruchtbarkeit. Von den jungen Mädchen gaben 76 % an beschwerdefrei zu sein! Die Pille, Ursache für ungeschützten Geschlechtsverkehr, lässt diese stille Seuche sich weiter verbreiten mit den Folgen der Unfruchtbarkeit bei Mann und Frau!

Aus der ÄRZTE-ZEITUNG war zu entnehmen, dass alleine 73 % der jungen Frauen sowie 83 % der Männer zwischen 18 bis 29 Jahren
„ONE-NIGHT-STANDS“ in Ordnung finden ! Die Umfrage kam von TNS im Auftrag der Frauen-Zeitschrift „YOUNG“ !

Laut Presse- Meldungen hat inzwischen auch das BUNDESAMT FÜR STRAHLENSCHUTZ mit einer Münchner Universität eine dreijährige Studie begonnen, die Aufschluss geben soll, ob Fruchtbarkeitsstörungen oder Krebserkrankungen Folge der Handy-Strahlung sein können.

Der Grund, warum z.B. der Hoden des Mannes außerhalb des Körpers liegt ist bekannt. Die Spermien leiden bereits nur unter der Körpertemperatur so stark, dass ihre Beweglichkeit enorm eingeschränkt wird und sie geschwächt dadurch ihr Ziel nicht erreichen können.

Die Temperatur der Hoden sinkt außerhalb des Körpers erheblich ab. Die Spermien werden von Natur aus kühler gehalten und sind dadurch erheblich beweglicher, was die Wahrscheinlichkeit einer Befruchtung um das mehrfache erhöht. Ungeeignete Kleidung, luftundurchlässig sorgt dafür, das sich im Intim-Bereich des Mannes die Temperatur erhöht, wo sie von Natur aus total unangebracht ist, ja dort sogar stark schadet !

Bereits heute rechnet man damit, dass nur noch jeder 2. junge Mann voll zeugungsfähig ist ! Ein Grund dafür ist die stark zurückgehende Anzahl der Spermien sowie deren durch Wärme eingeschränkte und reduzierte Beweglichkeit.

Hodenkrebs ist inzwischen bei jungen Männern zwischen 18- 35 Jahren die häufigste Krebserkrankung laut Prof. Eberhard Nieschlag. Ursachen für diese Erkrankung sind bisher unbekannt. Eine fehlende Vorsorge-Untersuchung bei Männern dieser Altersgruppe lasse bei steigender Tendenz der Erkrankungen die wichtige Früherkennung verhindern.

In diesem Zusammenhang muss man auf die empfangsbereiten Handys in den Hosen-Taschen und am Gürtel, dauerhaft Mikrowellen-Wärmestrahlen aussendend, hinweisen !

Erhöhte Temperaturen lassen die Spermien als Verlierer erlahmen, sinkende Temperaturen dagegen machen sie zu erfolgsversprechenden ihr Ziel erreichenden Gewinnern !

Mit einem Handy dauerhaft am Gürtel oder in der Hosentasche getragen, wird aber durch die Mikrowellen- Wärmestrahlen in diesem Bereich die Zeugungsfähigkeit zumindest stark gemindert, ja evtl. wird durch die gepulsten Strahlen sogar dem Hodenkrebs Vorschub geleistet !

Erst vor kurzem erschreckten ungarische Forscher die Wissenschaft durch eine Langzeit-Untersuchung mit den Ergebnissen dauerhafter HANDY- Nutzung bei Jugendlichen :

An der Universität Gießen wurde vor Jahren folgende Forschung erfolgreich betrieben :

Man testete 20 Männer mit eingeschränkter Spermien-Qualität. Getragen wurde nur nachts eine speziell entwickelte Unterhose mit „ Kühlgebläse“ , das die Temperatur der Spermien um nur ein Grad Celsius erniedrigte. Andrologie-Oberarzt Dr. Andreas Jung kam zu folgender Erkenntnis:

Der Wissenschaftler glaubt, für Männer würde es reichen, wenn sie nachts „untenherum“, unbekleidet schlafen, da bereits eine Temperatur-Erniedrigung geringen Ausmaßes reiche, die Fortpflanzungsfähigkeit erheblich zu verbessern.

Die Mikrowellen des HANDYS bewirken z.B. im Auto als „Faradayschen Käfig“ eine Erhöhung der Strahlung und deren Reflexionen im Fahrzeug um ein mehrfaches. Ein am Gürtel getragenes HANDY oder ein in die Hosentasche eingestecktes empfangsbereites HANDY vollzieht hier garantiert sein negatives Werk in Vollendung, da braucht man keine jahrelange Forschung . Das Wissen um die Schädlichkeit der Wärme auf die Hoden bzw. Spermien ist uralt ! Wer mit einem Handy nachlässig und gedankenlos umgeht, wird sich über die Folgen, die sich bereits heute in der Wissenschaft andeuten, nicht wundern müssen !

Ein empfangsbereites HANDY sucht immer in gewissen Zeitabständen Kontakt mit der nächsten Funkstation aufzunehmen. Ist der Kontakt hergestellt, schaltet es danach automatisch wieder ab. Wird es im Auto am Gürtel oder in der Tasche genutzt, sind die Bedingungen für einen Kontakt mit der Funkleitstelle erschwert, das HANDY arbeitet mit höchster Leistung und sucht oft vergeblich durch die fast perfekte Abschirmung im Auto eine Verbindung herzustellen.

Bisher wurde noch nicht kontrolliert, ob bei einer langen Autofahrt und einem nicht zustande gekommenen Funkkontakt das Handy überhaupt abschaltet oder ob es dann stundenlang ergebnislos evtl. dauerhaft in kürzeren Abständen weiter sucht, wodurch die Strahlenbelastung dadurch immens ansteigen würde !

AUS DIESEM GRUNDE IST BEI DER NUTZUNG DES HANDYS IM AUTO HÖCHSTE VORSICHT GEBOTEN !

Betroffene HANDY-NUTZER könnten dies nachkontrollieren, in dem sie feststellen, ob der Akku ihres Gerätes sich schneller entlädt und daher öfters wieder aufgeladen werden muss !

Bei 2 W Dauerbestrahlung würden die hochempfindlichen Spermien in den Hoden nicht nur um 1 Grad Celsius regelrecht erwärmt sonder übertrieben gesagt, regelrecht „abgekocht “ !

Zu beachten ist noch die Tatsache, dass das männliche Hormon Testosteron in den Hoden zusätzlich zu den Spermien gebildet wird. Tritt nur ein Mangel des männlichen Geschlechtshormons auf, ist ein Mann ebenfalls fast unfruchtbar. Die HANDY- Strahlung kann also ganz eindeutig doppelt in diesem Bereich auf die Unfruchtbarkeit eines Mannes einwirken !

Auch hier liegen seltsamerweise bisher keine Kontroll-Untersuchungen von Wissenschaftlern vor ! Fehlt dem Menschen Testosteron, bekommt er zusätzliche Hormongaben um seine Fruchtbarkeit in Gang zu bringen !

Störungen durch die Handystrahlung – sei es durch Erwärmung oder durch die Pulsung der Strahlung, kann in diesem Bereich weitergehende Folgen für die Gesundheit des Menschen haben !

Norwegian Study on Breast Cancer and Power Line Proximity

Norwegian study on breast cancer and exposure to hi-voltage power lines.

Dr. Jolanta Kliukiene (evidently born in Poland), who is a doctoral student working at the Norwiegen "kreftregisteret" (Nor. cancer registery) has published a study in May 2004 which concludes that women who live near (100 M) hi-tension power lines have nearly 60 higher risk indeveloping breast cancer than other women.

This sparked a large debate here in Scandinavia, and the study has been critized both internally and externally.

Residential and Occupational Exposures to 50-Hz Magnetic Fields and Breast Cancer in Women: A Population-based Study

A case-control study was conducted to investigate whether residential and occupational exposures to magnetic fields increased the risk for breast cancer among women. Cases of breast cancer diagnosed during 1980–1996 were identified in a cohort of women living near a high-voltage power line in Norway in 1980 or between 1986 and 1996. Each case was matched by year of birth, municipality, and first year of entry into the cohort with two randomly selected controls without cancer. Residential exposure to magnetic fields was calculated as that generated by the lines before diagnosis, and occupational exposure was based on exposure matrix data. Women with residential exposure had an odds ratio of 1.58 (95% confidence interval (CI): 1.30, 1.92) when compared with unexposed women. The odds ratios for exposed women versus unexposed women with estrogen receptor (ER)-positive and ER-negative breast cancer were 1.33 (95% CI: 0.93, 1.90) and 1.40 (95% CI: 0.78, 2.50), respectively (ER status was available for 44% of the cases). Women with the highest occupational exposure had an odds ratio of 1.13 (95% CI: 0.91, 1.40) when compared with those unexposed at work. The findings suggest an association between exposure to magnetic fields and breast cancer in women.

Im Zeitraum von 1980 bis 1996 diagnostizierte Brustkrebsfälle wurden in einer Kohorte von Frauen identifiziert, die 1980 oder zwischen 1986 und 1996 in Norwegen in der Nähe einer Hochspannungsleitung wohnten. Jedem Fall wurden zwei zufällig ausgewählte, in den Merkmalen Geburtsjahr, Wohnort und erstes Jahr des Eintritts in die Kohorte entsprechende Kontrollen ohne Krebserkrankung zugeordnet. Als wohnortbedingte Exposition gegenüber Magnetfeldern wurde die vor der Diagnose von den Leitungen erzeugte Exposition berechnet und die berufsbedingte Exposition basierte auf Expositionsmatrixdaten. Frauen mit Exposition am Wohnort hatten eine Odds Ratio von 1,58 (95%-Konfidenzintervall (KI): 1,30, 1,92) im Vergleich zu nicht exponierten Frauen. Die Odds Ratios für exponierte Frauen versus nicht exponierte Frauen mit östrogenrezeptor-(ER-)positivem und ER-negativem Brustkrebs betrugen 1,33 (95%-KI: 0,93, 1,90) bzw. 1,40 (95%-KI: 0,78, 2,50) (Der ER-Status lag für 44% der Fälle vor). FOR IMMEDIATE RELEASE - Aboriginals will occupy churches and government offices across Canada to recover remains of their people

October 6, 2004: Unceded Coast Salish Territory ("Vancouver, Canada")

A campaign of civil disobedience to expose and stop the Genocide of indigenous people and their land will commence in major cities across Canada on "Columbus Day", Monday, October 11, 2004.

The nine affiliated groups comprising The Truth Commission into Genocide in Canada announced this campaign today in response to the refusal of the government and churches of Canada to identify the secret burial sites of more than 50,000 aboriginal children who died or were killed in church-run "Indian residential schools".

The campaign will commence with selected protests outside the churches responsible for the residential schools and will escalate into civil disobedience and disruption of government facilities and church activities. These churches include the Roman Catholic, Anglican, Presbyterian and United Church of Canada.

"We have tried being polite and going through their court system, but that's gotten us nowhere" commented Haida elder Wilfred Price of The Truth Commission.

"Mass murder was done to my people and we demand to know where the churches buried the children who never came home from the residential schools. Innocent children were tortured, sterilized, and murdered. Their spirits will never rest until their remains are brought home to their own territory."

The Truth Commission has also instructed its member organizations to support the efforts of indigenous people in Hawaii and elsewhere to force the revoking of the Catholic church's infamous Inter Catera Bull of 1493, which sanctioned and justified the conquest and Genocide of aboriginal people by Christianity.

"European religion was the cause of the murder of over 90% of the Haida Nation. My people are still dying in droves from the fallout of this invasion, and our land is still being robbed and desecrated" said elder Wilfred Price today. "Until those responsible for this Genocide are brought to trial, there can be no rest, and no justice, for any of us.

"I'm going to personally burn a copy of the Inter Catera Bull outside a Catholic church to show that the days of religious control of my people are over."

The Week of Action has received the endorsement of indigenous and human rights groups in Guatemala, the United States, England and Germany. Its aim is to force an international inquiry by the United Nations into the past and present Genocide of aboriginal people in Canada.

The situation on the ground in Iraq is far worse than what is portrayed by the media. Ironically, this is because it is now so dangerous for journalists and television crews to leave their heavily guarded hotels in Baghdad that they cannot refute claims by the American and British governments that much of Iraq is safe. Nothing could be more untrue. I have spent most of the past year-and-a-half travelling in Iraq, and I have never known it so bad. The roads all around Baghdad are cut by insurgents. At Mahmoudiyah, just south of the capital, rebels in black masks felt confident enough last week to establish a checkpoint on the main road to Najaf. .... If an election is held in January, it will not end the fighting. If the Sunni Muslims do not take part, but the Shia and Kurds do, then Iraq will be even more divided. A great number of Iraqis also believe that you simply cannot have a free and fair election with 138,000 US troops in the country...

Wolfgang Gehrcke, außenpolitischer Sprecher der PDS, zu den Widersprüchen zwischen Parteitagsbeschlüssen der Grünen und ihrem realpolitischen Handeln in Sachen Bombodrom und Panzerlieferung in den Irak:

Die Grünen haben angekündigt, im Bundestag einen Gruppenantrag (SPD- und Grünen-Abgeordnete) gegen das Bombodrom einzubringen und sie haben auf ihrem Parteitag einen Beschluss gegen die Lieferung von Fuchs-Panzern in den Irak gefasst. Bravo!

Eine politische Initiative im Bundestag gegen das Bombodrom ist längst überfällig, die Panzerlieferung in den Irak ist politisch falsch und rechtlich unzulässig. Dies sieht die PDS genau so. Sie verhält sich aber anders. Politische Beschlüsse führen bei der PDS zu politischen Initiativen. Darin unterscheiden sich Grüne und die PDS.

Die grünen Minister in der Bundesregierung zeigen sich von den Beschlüssen ihrer Partei unberührt und ungebunden. Die Panzerlieferung in den Irak sei nicht mehr zu stoppen und der Gruppenantrag gegen das Bombodrom bindet die Bundesregierung nicht.

Im Übrigen lässt die grüne Fraktionsführung nicht zu, dass auch Bundestagsabgeordnete der PDS, der CDU und der FDP, die gegen das Bombodrom sind, diesen Antrag mit zeichnen. Dies ist offensichtlich der neue Inhalt grüner Doppelstrategie.

Mit einer solchen Politik ist aber weder das Bombodrom zu verhindern noch die Panzerlieferung in den Irak zu stoppen. Wer "Nein" sagt, muss auch "Nein" wollen. Genau dies aber weiß man bei den Grünen nicht.

The Pentagon said yesterday it was investigating cockpit video footage that shows American pilots attacking and killing a group of apparently unarmed Iraqi civilians.

The 30-second clip shows the pilot targeting the group of people in a street in the city of Fallujah and asking his mission controllers whether he should "take them out". He is told to do so and, shortly afterwards, the footage shows a huge explosion where the people were. A second voice can be heard on the clip saying: "Oh, dude."

The existence of the video, taken last April inside the cockpit of a US F-16 fighter has been known for some time, though last night's broadcast by Channel 4 News is believed to be the first time a mainstream broadcaster has shown the footage.

At no point during the exchange between the pilot and controllers does anyone ask whether the Iraqis are armed or posing a threat. Critics say it proves war crimes are being committed.

Dozens of residents from the eastern neighbourhood from the Druz village Julis in the western Galil destroyed the night before yesterday with bulldozer, the grounds for cellular antenna that was supposed to be erected, because of concern for their health and for the village's health.

Riad Hamza, former head of the local council, said that "in the village there's a full agreement that these antennas are danger for health. We heard about many places in Israel where there was a frightening increase in cancer rate because of the many antennas in their area. We want to anticipate trouble."

The head of the Julis council, lawyer Nadim Amar that was chosen several days ago, said that in the first meeting of the council he intends to take a decision that forbids cellular antennas in the village.

Also in the village Yanuh [where people were killed as a result of their fight to remove antennas] the people resist the antennas. On Monday, representatives from the village met with officials from the companies Pelephone and Partner and agreed to stop the antennas activity in Yanuh and remove all the antennas within 3 months. The two companies representatives claimed in the meeting that there is no danger from the antennas and that they are ready for every check because the radiation power from the antennas is very low. They agreed to distribute material on the subject.

Meanwhile the parents went to demonstration on Sunday in front of that site, and plan to do a protest walk against the antennas. They say they don't care about the monitoring stations and the radiation level results-all they care is that the antennas will be inactivated, and "stop cooking our children" like one of the parents said.

The march of phone transmitter masts is proving unstoppable.

Matthew Wall raises concerns over the widespread ignorance about health effects of radiation.


Walk down a busy high street and count the mobile phones and internet hot spots. Four years ago there were 5m mobile phone in the UK; today, there are more than 50m. That adds up to a tidal wave of radio traffic. We all want to stay in touch, but the price of taking calls is becoming too high for ma y. Health and environmental concerns have sparked a war of words between campaigners and an industry that profits every time you tell your loved ones you are on a train.

Mobile-phone masts and base stations are springing up like virulent fungi – 50,000 of the eyesores will be dotted round Britain by 2007. Although nobody should underplay the benefits of the cordless revolution, the question remains: how afe is wireless technology? Here, the jury is out. On the one hand are the anti-mast campaigners who are convinced that radio frequency (RF) radiation from transmitters can pose a serious threat; they want to see new masts sited away from schools, hospitals and houses.

Lisa Oldham, director and founder of Mast Sanity http://www.mastsanity.org), one of the UK’s largest groups campaigning against mobile-phone masts, says: “We’ve found all sorts of cancer clusters around masts – leukaemia, Hodgkin’s, breast cancer – as well as reports of dizziness, headaches and nosebleeds. The scientists say there is no conclusive evidence, but there is no such thing as conclusive evidence. What did they used to say bout asbestos, or smoking?”

The communications industry, on the other hand, is desperate to dismiss such health fears as irrational, scaremongering nonsense. It simply cannot afford bad news after it paid the government an unprecedented £22.5 billion on licences for the third-generation (3G) spectrum. Forecasts see the UK mobile-phone market doubling between 2003 and 2007, from £864m to £1.6 billion. Health scares would be distinctly bad for business.

A recent study n the Netherlands, by the reputable Organisation for Applied Scientific Research, suggested a correlation between masts, 3G signals and poor health, although no ill effects were observed on older GSM networks. However, one report makes little impact on the debate and government experts remain unsure of the potential risks.

In January this year, the UK’s Advisory Group on Non-Ionising Radiation, working under the National Radiological Protection Board NRPB, http://www.nrpb.org produced an update to the government-backed Stewart report on mobiles in 2000. The update, Health Effects from Radio Frequency Electromagnetic Fields, concluded that much of the research so far had been inadequate both in scope and methodology.

It stated: “The weight of evidence now available does not suggest that there are adverse health effects from exposure to RF fields below guideline levels, but the published research on RF exposures and health has limitations, and mobile phones have been in use for only a relatively short time. The possibility therefore remains open that there could be health effects from exposure to RF fields below guideline SAR (specific absorption rate) levels.”

Put simply: we don’t know how safe phone masts are. Some scientists claim thre is far too much room for the industry to pull the wool over consumers’ eyes. Don Maisch, an Australian researcher in electromagnetic fields, believes the communications industry glosses over potentially adverse health effects, reporting research selectively and restricting funding in case the results prove commercially damaging. “The cellphone industry has learnt from the tobacco wars that if you want to put off the day of judgment you have to control the science,” he says.

The issue that angers campaigners most is the ease with which service providers are able to site masts, with little or no planning permission and often close to schools. The Mobile Operators Association (MOA), which represents the mobile-network operators, says that for masts under 15 metres – the height of a five storey building – they have only to submit a notification to the loal authority. Unless they hear objections, they can then go ahead. For masts above 15 metres, fully planning permission has to be obtained.

Even so, telecoms operators are virtually unstoppable. Local councils’ hands were tied by the Labour government when it granted operators legal rights to use public-highway land for telecoms development. The government’s 2001 guidance to councils states@ “The planning system is not the place for determining health safeguards. If a proposed development meets the International Commission on Non-Ionising Radiation Protection guidelines for public exposure, it should not be necessary for a local planning authority to consider further the health aspects and concerns about them.”

Final decisions are therefore made by laymen in local government, who have been told to ignore the scientific issues.

Paul Miner of the Campaign to Protect Rural England, has called for far tighter controls: “Mobile operators continue to be able tp put up many new masts without having to apply for planning permission. This means that locals and the council might object to an inappropriate mast proposal, but the mast will go up regardless.”

Many communities, especially those near schools, feel powerless to stop the march of the mats. “We are swamped with people protesting and worrying about the effects on children.” Lisa Oldham says. “There are hundreds of groups around the country trying to stop new masts being erected and get existing masts taken down.”

The campaigners, however, face a stony-faced industry with the law on its side. The MOA said, “There is no policy regarding the siting of masts near schools, other than the requirement to consult with them. But the consultee has no right of veto.”

Not surprisingly, the All-Party Parliamentary Mobile Group in its report into the siting of masts earlier this year highlighted a “Lack of trust” between communities, government, the communications industry and loal authorities. The MOA says tighter controls would simply slow the roll-out of essential communications technology and blames local authorities for not liaising enough with the industry.

Resistance to mobile communications does not stop with masts. The argument surrounding the health implications of radiation from handsets rages unabated, as spasmodic scientific studies continue to raise alaram. One recent Hungarian study suggested that mobile phones kept in trouser pockets could reduce male sperm county; another, from Sweden, suggested that RF radiation could damage red blood cells.

So where does the truth lie? In 1999, the government backed Independent Experts Group on Mobile Phones (www.iegmp.org.uk), chaired by Sir William Stewart, a former chief scientists under the Tories, reviewed scientific evidence on RF radiation. It found no compelling evidence that mobile phones were harmful, but given the paucity of research, Stewart advised a precautionary approach.

Children, in particular, could be more vulnerable to radiation from handsets because their nervous systems are still developing; their tissues, too, may absorb more radiation than adults. Stewart recommended that children under 16 should restrict mobile-phone use to essential calls and keep call lengths to a minimum, a view endorsed by the British medical Association http://www.bma.org and the Department of Health http://www.dh.gov.uk .

The debate over handset emissions has moved on to a phone’s SAR value, a measurement of the emissions given out every time you make or take a call. Under EU guidelines, mobiles cannot be sold unless they have an SAR value of less than two watts per kilogram of body weight. The table of bestselling phones (above right) shows that they all comply, though all emit more radiation than the UK’s safest. The message is that you could be wise to select a phone with a low emission rate.

Professor Lawrie Challis, chairman of the Mobile Telecommunications Health Research Programme http://www.mthr.org.uk an independent organisation funding research into RF radiation, nevertheless warns: “With an event like the Chernobyl nuclear disaster, you’re likely to see effects after five or six yewars. With mobile phones, you might not see the effects for 20 years. Yet most of us in the UK have been using them for only six or seven years. Sop we have to be cautious and continue doing research.”

This is not the path followed by the mobile-phone industry. Motorola’s international website (www.motorola.com) blithely states: “There is no scientific basis to restrict the use of mobile phones by children, and this remains a matter open for parental choice.” On the site of the Mobile Manufacturers Fore (MMF www.mmfai.org), the global association that counts Motorola, Nokia, Ericcson and Samsung among its members, the “Research” link reveals a disappointingly brief, selective round-up of research findings. In mobile land, it seems all is rosy.

Such an apparently cavalier stance angers leading scientists. Stewart and Challis have criticised mobile-phone manufacturers for not giving clearer information about the radiation-emission levels of their phones. Challis says: “When I wanted to buy a low-exposure phone, the chap in the shop knew nothing about SAR, and there was nothing on the box. Eventually, I found the SAR value on page 68 of the instruction booklet. Industry and government must be more honest with the public.” At least the MMF website now lists SAR values for its members’ mobile phones, which is a step in the right direction.

The number of mobiles, networks and cordless home phones is growing so fast that the World Health Organisation (www.who.int) actually wonders whether meaningful health-impact studies are still possible. So many competing radiation sources are sited close to each other that pinpointing any risk is problematic.

Given all that we do know about emissions – and all that we don’t – one question cries out: Are we all guinea pigs in some global multibillion-pound commercial experiment? When I put this question to Dr Michael Clark, science spokesman for the NRPB, he replied: “In a way, yes we are.” Scary.

We need Greens in Parliament as forest guarantee

Yesterday was a very important day for Tasmania's magnificent forests. Now we need to elect more Greens to act as a forest guarantee in the Parliament.

Thanks in part to sustained pressure from Greens supporters across the country, saving Tasmania's forests has been one of the major issues of this election campaign. Finally, it looks like the ALP is listening to the 85% of Australians calling for an end to old-growth logging in Tasmania.

Until yesterday, the Greens were the only party to release a plan to save Tasmania's old-growth forests whilst creating jobs. Our strategy provides for nearly 900 jobs and an end to old-growth logging.

Key points from the Greens' plan are:
- An end to the clearing of native forest for plantations on public and private land
- An immediate increase in the price of native forest chip logs to parity with plantation wood
- Setting aside suitable areas of public native forest to produce small volumes of high quality and specialty timbers in perpetuity
- Processing wood from existing plantations in Tasmania into a diverse range of products, and
- Developing tourism based on Tasmania's iconic forests and unique wildlife.

Any day, John Howard is expected to announce the Coalition's Tasmanian forests policy. Hopefully he will also announce a plan to protect high conservation value forests, so that the forests will be protected no matter who wins government.

Irrespective of what promises are made, we need to elect more Greens to the Parliament to make sure that those promises are kept. The best way of ensuring that promises become reality is to put more Greens in Parliament.

Defining patriotism and the misuse of the word

One of the things I'm looking forward to after Nov. 2 is the relative cessation of patriotic talk. Patriotism has never had it so good as in this first election year after 9/11; the stuff is practically coming out of our ears.

We've seen former Sen. Max Cleland, who lost both legs and an arm in Vietnam combat, being labeled 'unpatriotic.' We've had John Kerry's patriotism being questioned by the Swifties.

Folks who have opposed the Iraq war have been called unpatriotic. And conversely, people who haven't been skeptical enough about some of the administration's policies have been called unpatriotic by some.

Meanwhile, true patriots must cringe a little in today's hyper-charged patriotic atmosphere -- a venue of 'Rambo patriotism,' as Roger Ebert put it. This is a patriotism that thrives on illogic and bluster and aims to cow all those with opposing views by branding them unpatriotic...

But I am not surprised: if I were President Bush, the last thing I would want to talk about is the economy. Yet many people look at America's economy, even over these past three and half years, with some envy. After all, annual economic growth -- at an average rate of 2.5 percent -- may have been markedly slower than during the Clinton years, but it still looks strong compared to Europe's anemic 1 percent growth. But these statistics mask a glaring fact: The average American family is worse off than it was three and half years ago.

The seminar will comprise a 2-day international meeting, open to all those who would like to contribute or attend, followed by a 1-day working group meeting to prepare a report summarizing current scientific understanding of the EMF hypersensitivity syndrome and the discussions at the international meeting.

Scientists directly engaged in the problem as well as all those who only wish to present their point of view or theoretical analysis, connected with the electromagnetic hypersensitivity syndrome, are welcome.

PURPOSE OF THE MEETING
The already achieved experimental and theoretical results will be reviewed and reports on new results on the issue of the EMF hypersensitivity presented. Obtained abstracts of the contributions, which may contain not only research results but also qualified personal opinion will be at disposal for all participants at the opening of the conference. Beschränkung von Mobilfunkanlagen durch Verabschiedung entsprechender Bebauungspläne

Die Ansicht eine Planung der Mobilfunkstandorte sei "untauglich", ist unzutreffend. Interessierte sollten sich einmal an die Gemeinde Gräfelfing wenden, die eine solche Gesamtplanung gerade praktiziert. Je nach Topografie ist es möglich, in Bebauungsplänen über § 1 Abs. 6 Nr. 1 Baunutzungsverordnung (zumindest weitgehend) mobilfunkantennenfreie Wohngebiete zu schaffen, weil die bauplanerische Zulässigkeit von Antennenanlagen in Wohngebieten nur durch Ausnahmevorschriften (sei es § 4 Abs. 3 Nr. 2 oder § 14 Abs. 1 Nr. 2 Baunutzungsverordnung) begründet ist. Schon die sog. "Privilegierung" im Außenbereich in § 35 Baugesetzbuch (BauGB) gibt die generelle Wertung vor, dass diese Anlagen nicht in den Innenbereich gehören. Nach § 1 Abs. 5 BauGB sollen Bauleitpläne nämlich dazu beitragen, eine menschenwürdige Umwelt zu sichern und die natürlichen Lebensgrundlagen schützen und entwickeln. Dem stehen auch keineswegs Gerichtsurteile entgegen. Aufgrund von § 1 Abs. 5 Nr. 1 und Nr. 7 und 1a BauGB (Vgl. BayVGH M 11 K 01.5934 1.8.02 - Gröbenzell), in Verbindung mit dem Vorsorgeprinzip der §§ 3, 5 Abs. 1 Nr. 1, 2 BlmSchG, kommt der Bauleitplanung nicht nur die Aufgabe der Abwehr von bereits eingetretenen schädlichen Umwelteinwirkungen, sondern auch die Aufgabe des vorsorgenden Immissionsschutzes zu (vgl. Battis/Krautsberger/Löhr, BauGB, 7. Auflage, § 1 Rdnr. 67). Dies insbesondere auch deshalb, weil die 26. BImSchV keine Vorsorgekomponente enthält (wie dies der Bundesgerichtshof am 13.2.04 ausdrücklich bestätigte!) sowie nicht-thermische Wirkungen nicht berücksichtigt und es deshalb ein bauplanerisches Ziel sein sollte, Wohngebiete nach Möglichkeit von Mobilfunkanlagen frei zu halten.

Der Bayerische VGH hat etwa am 18.3.03 (15 N 98.2262) zu einer entsprechenden Planung in Dittelbrunn folgendes ausgeführt:

"Eine Gemeinde kann in einem Bebauungsplan bestimmen, dass "von außen erkennbar technische Anlagen" und damit auch Funkantennen und dazugehörige Masten in einem Wohngebiet unzulässig sind. Da § 14 Abs. 1 Satz 3 BauNVO die Gemeinde ermächtigt, die Zulässigkeit von Nebenanlagen einzuschränken oder auszuschließen, ist eine derartige Festsetzung im Interesse eines einheitlichen optischen Erscheinungsbildes als Bestimmung zur Art der baulichen Nutzung nach § 9 Abs. 1 Nr. 1 BauGB möglich."

Das Bundesverwaltungsgericht (BVerwG) hat am 28.2.02 (4 CN 5.01) zur Vorsorge bei der Bauleitplanung, bei der es um Geruchsbeeinträchtigungen ging, u.a. angeführt:

"Wenn städtebauliche Gründe dies rechtfertigen, darf die Gemeinde im Wege der Bauleitplanung unterhalb der durch § 3 Abs. 1 BImSchG bestimmten Erheblichkeitsschwelle eigenständig gebietsbezogen das Maß hinnehmbarer (Geruchs-)Beeinträchtigungen nach den Maßstäben des Vorsorgegrundsatzes steuern."

Im selben Jahr hat dies das BVerwG am 17.12.02 (4 C 15/01) bekräftigt und ausgeführt:

"Daraus kann aber nicht gefolgert werden, dass die Gemeinde umgekehrt im Interesse von Bauinteressenten von ihren planerischen Befugnissen keinen anderen Gebrauch machen darf, als Nutzungen bis an die Grenze dessen zu ermöglichen, was anhand der Maßstäbe des Immissionsschutzrechts gerade noch zulässig ist, ohne als schädliche Umwelteinwirkungen im Sinne des § 3 Abs. 1 BImschG qualifiziert werden zu können. Wie der Senat wiederholt ausgeführt hat, ist es ihr vielmehr bereits im Vorfeld der Abwehr schädlicher Umwelteinwirkungen gestattet, durch ihre Bauleitplanung eigenständig gebietsbezogen das Maß des Hinnehmbaren zu steuern."

Das BayVG-München (M 11 K 03.2059 - Grafrath) hat zuletzt am 22.04.2004 sogar eine nachträglich verhängte Veränderungssperre als wirksam erachtet und das Mobilfunkvorhaben als nicht genehmigungsfähig und den Belang der Planung im Landschaftsschutzgebiet als vorrangig bezeichnet.

Der teilweise auch von Vertretern des Städte- u. Gemeindebundes angeführten (einzigen mir bekannten negativen) Entscheidung des OVG-Koblenz (vom 07.08.2003, 1 A 10196/03.OVG) lag keine Planung, sondern nur ein diffuses "Konzept" zugrunde, so dass diese den oben erläuterten Vorgaben keineswegs entgegensteht.

Vielmehr ist für Gemeinden die an gesundheitlicher Vorsorge für ihre Bürger interessiert sind, von allen rechtlichen Möglichkeiten zur vernünftigen Beschränkung von Mobilfunkanlagen eine Verabschiedung entsprechender Bebauungspläne bzw. die Änderung von dieser Bebauungsplänen das derzeit juristisch erfolgversprechendste Mittel.

Die o.a. Meldung aus dem Main-Rheiner.de in Ihrem Newsletter vom 4.10.04 veranlasst mich zu folgender Anmerkung (in kursiver Formatierung, die ich auch beim Main-Rheiner als Kommentar eingetragen habe):

coh. VG GAU-ALGESHEIM Fast jeder hat eines und hält es für unverzichtbar, das Mobiltelefon, auf gut Neudeutsch auch Handy genannt. Doch um die für die schnurlose Telefoniererei notwendigen Mobilfunkmasten wird immer heftiger gestritten. Die Besorgnis der Menschen vor möglicher Strahlengefährdung wächst - ein Thema, mit dem sich jetzt auch der Gau-Algesheimer Verbandsgemeinderat beschäftigte.

Die SPD-Fraktion im Rat hatte beantragt, ein unabhängiges Planungsbüro mit dem Ziel, in der VG sinnvolle Flächen für die Aufstellung der Antennen zu ermitteln, zu beauftragen. Als Vorgabe für das Büro solle, so die Sozialdemokraten, das Ziel gesetzt werden, die Flächen soweit möglich außerhalb der bebauten Gebiete auszuweisen. SPD-Fraktionsvorsitzender Guido Schweikardt mahnte an, dringend etwas zu unternehmen: "Die Mobilfunkbetreiber gehen teilweise in Wildwestmanier vor."

Auch die CDU wollte die Befürchtungen der Funkmastenkritiker, von denen einige die Sitzung als Zuhörer verfolgten, nicht abtun. CDU-Fraktionsvorsitzende Almuth Schultheiß-Lehn: "Wir verstehen die Ängste der Bürger." Gleichwohl, so Theo Wetzler (CDU), könne seine Fraktion dem Antrag so nicht zustimmen: "Wir halten den Antrag für untauglich." Wetzler argumentierte mit eindeutigen Gerichtsurteilen von Oberwaltungsgerichten. Entscheidend sei alleine das Votum der Regulierungsbehörde, die sich an klar festgelegten Grenzwerten orientiere, die Meinung der Kommunen interessiere nicht. Wetzler: "An der Rechtsprechung kommen wir nicht vorbei." Die von der SPD gewünschte Planung von einem Fachbüro wäre nur teuer und würde nichts bringen.

Die Ansicht des CDU-Vertreters, eine Planung der Mobilfunkstandorte sei "untauglich", ist unzutreffend. Herr Wetzler sollte sich einmal an die Gemeinde Gräfelfing wenden, die eine solche Gesamtplanung gerade praktiziert. Je nach Topografie ist es möglich, in Bebauungsplänen über § 1 Abs. 6 Nr. 1 Baunutzungsverordnung (zumindest weitgehend) mobilfunkantennenfreie Wohngebiete zu schaffen, weil die bauplanerische Zulässigkeit von Antennenanlagen in Wohngebieten nur durch Ausnahmevorschriften (sei es § 4 Abs. 3 Nr. 2 oder § 14 Abs. 1 Nr. 2 Baunutzungsverordnung) begründet ist. Schon die sog. "Privilegierung" im Außenbereich in § 35 Baugesetzbuch (BauGB) gibt die generelle Wertung vor, dass diese Anlagen nicht in den Innenbereich gehören. Nach § 1 Abs. 5 BauGB sollen Bauleitpläne nämlich dazu beitragen, eine menschenwürdige Umwelt zu sichern und die natürlichen Lebensgrundlagen schützen und entwickeln. Dem stehen auch keineswegs Gerichtsurteile entgegen. Aufgrund von § 1 Abs. 5 Nr. 1 und Nr. 7 und 1a BauGB (Vgl. BayVGH M 11 K 01.5934 1.8.02 - Gröbenzell), in Verbindung mit dem Vorsorgeprinzip der §§ 3, 5 Abs. 1 Nr. 1, 2 BlmSchG, kommt der Bauleitplanung nicht nur die Aufgabe der Abwehr von bereits eingetretenen schädlichen Umwelteinwirkungen, sondern auch die Aufgabe des vorsorgenden Immissionsschutzes zu (vgl. Battis/Krautsberger/Löhr, BauGB, 7. Auflage, § 1 Rdnr. 67). Dies insbesondere auch deshalb, weil die 26. BImSchV keine Vorsorgekomponente enthält (wie dies der Bundesgerichtshof am 13.2.04 ausdrücklich bestätigte!) sowie nicht-thermische Wirkungen nicht berücksichtigt und es deshalb ein bauplanerisches Ziel sein sollte, Wohngebiete nach Möglichkeit von Mobilfunkanlagen frei zu halten.

Der Bayerische VGH hat etwa am 18.3.03 (15 N 98.2262) zu einer entsprechenden Planung in Dittelbrunn folgendes ausgeführt:

"Eine Gemeinde kann in einem Bebauungsplan bestimmen, dass "von außen erkennbar technische Anlagen" und damit auch Funkantennen und dazugehörige Masten in einem Wohngebiet unzulässig sind. Da § 14 Abs. 1 Satz 3 BauNVO die Gemeinde ermächtigt, die Zulässigkeit von Nebenanlagen einzuschränken oder auszuschließen, ist eine derartige Festsetzung im Interesse eines einheitlichen optischen Erscheinungsbildes als Bestimmung zur Art der baulichen Nutzung nach § 9 Abs. 1 Nr. 1 BauGB möglich."

Das Bundesverwaltungsgericht (BVerwG) hat am 28.2.02 (4 CN 5.01) zur Vorsorge bei der Bauleitplanung, bei der es um Geruchsbeeinträchtigungen ging, u.a. angeführt:

"Wenn städtebauliche Gründe dies rechtfertigen, darf die Gemeinde im Wege der Bauleitplanung unterhalb der durch § 3 Abs. 1 BImSchG bestimmten Erheblichkeitsschwelle eigenständig gebietsbezogen das Maß hinnehmbarer (Geruchs-)Beeinträchtigungen nach den Maßstäben des Vorsorgegrundsatzes steuern."

Im selben Jahr hat dies das BVerwG am 17.12.02 (4 C 15/01) bekräftigt und ausgeführt:

"Daraus kann aber nicht gefolgert werden, dass die Gemeinde umgekehrt im Interesse von Bauinteressenten von ihren planerischen Befugnissen keinen anderen Gebrauch machen darf, als Nutzungen bis an die Grenze dessen zu ermöglichen, was anhand der Maßstäbe des Immissionsschutzrechts gerade noch zulässig ist, ohne als schädliche Umwelteinwirkungen im Sinne des § 3 Abs. 1 BImschG qualifiziert werden zu können. Wie der Senat wiederholt ausgeführt hat, ist es ihr vielmehr bereits im Vorfeld der Abwehr schädlicher Umwelteinwirkungen gestattet, durch ihre Bauleitplanung eigenständig gebietsbezogen das Maß des Hinnehmbaren zu steuern."

Das BayVG-München (M 11 K 03.2059 - Grafrath) hat zuletzt am 22.04.2004 sogar eine nachträglich verhängte Veränderungssperre als wirksam erachtet und das Mobilfunkvorhaben als nicht genehmigungsfähig und den Belang der Planung im Landschaftsschutzgebiet als vorrangig bezeichnet.

Der teilweise auch von Vertretern des Städte- u. Gemeindebundes angeführten (einzigen mir bekannten negativen) Entscheidung des OVG-Koblenz (vom 07.08.2003, 1 A 10196/03.OVG) lag keine Planung, sondern nur ein diffuses "Konzept" zugrunde, so dass diese den oben erläuterten Vorgaben keineswegs entgegensteht.

Vielmehr ist für Gemeinden die an gesundheitlicher Vorsorge für ihre Bürger interessiert sind, von allen rechtlichen Möglichkeiten zur vernünftigen Beschränkung von Mobilfunkanlagen eine Verabschiedung entsprechender Bebauungspläne bzw. die Änderung von dieser Bebauungsplänen das derzeit juristisch erfolgversprechendste Mittel.


Die Grünen teilten im VG-Rat zwar die Rechtsauffassung der CDU, sprachen sich aber doch grundsätzlich für den Antrag aus. Grünen-Fraktionsvorsitzender Klaus Reinheimer: "Es ist nicht bewiesen, ob die Strahlungen, die durch die Antennen entstehen, krank machen. Aber alleine die Angst davor kann krank machen." Es könne daher nicht angehen, die Menschen mit dem Problem alleine zu lassen und ausschließlich auf die Wirkung von Bürgerinitiativen, deren Erfolge von Bürgermeister Linck ins Gedächtnis gerufen wurden, zu setzen. Zudem könne es ja durchaus möglich sein, dass sich die Mobilfunkbetreiber auf die Vorschläge einließen, obwohl sie dies nicht müssten: "Die Betreiber werden den Weg des geringsten Widerstandes gehen und die Vorschläge akzeptieren."

Doris Fleischer (SPD) bat inständig darum, den Antrag jetzt nicht zu zerreden, sondern ausführlich im Ausschuss zu beraten. Reinheimers Vorschlag, den Antrag nicht in seiner Wortwörtlichkeit im geeigneten Fachausschuss zu besprechen, sondern sich dort einfach grundsätzlich mit der Thematik Mobilfunkmasten zu beschäftigen, fand schließlich breite Zustimmung. Nach 45-minütiger Diskussion beschloss der Rat einstimmig die Verweisung des Antrages in den Ausschuss.
