BROWN (voice-over): Bev Harris, a citizen activist who first brought national attention to the problems with voting software, is now in Florida pursuing internal computer records for what she calls a forensic audit.

BEV HARRIS, EXECUTIVE DIRECTOR, BLACKBOXVOTING.ORG: I think we can talk, you know, until the cows come home about what might happen and could happen and what's theoretical, and the best thing we can do is just go get the records and see what did happen.

BROWN: She's not alone. A number of experts are now looking and looking hard at not only fraud, but the possible effects of simple computer error, the kind of dumb mistake that ruined the Hubble telescope and sent Mars missions astray. So how accurate was the 2004 vote count?

DR. REBECCA MERCURI, VOTING TECHNOLOGY EXPERT: Basically, 80 percent of our votes, for the most part, we really don't know. We haven't taken the time to look into it.

BROWN: Some examples. In Franklin County, Indiana, a programming error was applying Democratic votes to the Libertarian Party. After a recount, the winner on election night is now the loser. In North Carolina, over 4,000 ballots are gone forever, lost when a voting machine passed its arbitrary limit. In South Florida, election officials were horrified to see vote totals start counting down after they hit 32,000.

What is even more disturbing, a statistical study done at U.C. Berkeley indicates that there could have been similar counting problems in all Florida counties that use touch-screen voting machines.

MERCURI: The type of testing that you need is really being done at Election Day, as opposed to being done before Election Day.

BROWN: In Washington today, in an office so new you could still smell the carpet glue, the Federal Election Assistance Commission admits it is only beginning the process of creating national standards.

DEFOREST SOARIES, CHAIRMAN, U.S. ELECTION ADVISORY COMMISSION: Every voting machine that was used this year was certified against standards that were 1990 standards.

BROWN: The chairman promises intensive federal audits, audits to guarantee eventually voter confidence.

SOARIES: We're going to go down to the ground on this much further than we've ever gone before. I don't take the opinion, and neither does my commission, that what you don't know won't hurt you.

Recount Gaining Steam

Retail shopping is not the only thing heating up this holiday season. Efforts to have a presidential recount have been gaining steam around the country since Bush defeated Kerry by a narrow margin in the most hotly contested election in this countries history. Votersunite.com is one of several groups who have been sponsoring presidential recounts most of which were sparked by disturbing reports and emails from voters throughout the U.S. Votersunite.com editor, Edward Leon said "we were ready to put the election behind us, but since the election ended we have been overloaded with emails from concerned voters who won't let us, and keep reminding us of 2000."

So on Monday, November 22, votersunite.com officially launched their presidential recount effort between George Bush and John Kerry, and like many other sites around the country they have experienced a boost in traffic. Since promoting the recount their traffic has tripled and they have received countless emails of praise and thanks. "More than anyone we want to put this election to rest, and hope that this recount will help several of our readers to have some closure. Our goal is to have 100,000,000 votes by January 1, 2005."

The most conspicuous result of this election is the that fact that this country is split right down the middle, and we want to make sure that is not forgotten over the next four years.

Rathaus-Besetzung in Steinfeld wie in „68ern“

Demonstranten gegen Mobilfunk-Sender verstellen Verwaltungsräten den Zutritt – Polizei nicht gerufen

Am Protest der Bürgerinitiative gegen Mobilfunk-Sendeanlagen scheiterte eine Sitzung des Verwaltungsrates der Verwaltungsgemeinschaft Steinfeld. Rund 30 Demonstranten hinderten die Bürgermeister und Gemeinderäte aus Königsfeld, Stadelhofen und Wattendorf am Zutritt zum Sitzungssaal im Steinfelder Rathaus.

Dienstagabend, etwa 18.45 Uhr: auf dem Parkplatz vor dem VG-Gebäude in Steinfeld stehen mehrere Gruppen von Menschen, die in bekannter Manier mit Transparenten gegen die Mobilfunk-Sendeanlagen in Stadelhofen und Steinfeld protestieren. Das wäre nicht außergewöhnlich.

Riesen-Spektakel im Treppenhaus

Doch der Protest geht in dem Gebäude weiter, und zwar auf ungewöhnlich heftige Weise: erregte Debatten der Mobilfunk-Gegner untereinander und mit Gemeinde-Vertretern, Trillerpfeifen, Pressluft-Hörner, Geschrei mischen sich in dem kleinen Vorraum zwischen Eingangstür und Treppenhaus, dass man bei dem Höllenspektakel kaum das eigene Wort versteht. Trotzdem versuchen die Bürgermeister der drei Mitgliedsgemeinden der VG Steinfeld, Albert Dippold (Königsfeld, auch VG-Vorsitzender), Ludwig Göhl (Stadelhofen) und Rudolf Krapp (Wattendorf) mit den Demonstranten ins Gespräch zu kommen – ein hoffnungsloses Unterfangen. Bei der aufgeheizten Stimmung ist man für Argumente nicht zugänglich.

Auf der unteren Hälfte der schmalen Treppe zum Obergeschoss – also in Richtung Sitzungssaal – stehen derweil dichtgedrängt etwa zwölf Personen, die niemanden hinauf- oder herunterlassen. Wie ein Korken im Flaschenhals stecken die Männer und Frauen fest und machen auch nicht die geringsten Anstalten, den gewählten Gemeinde-Vertretern die Erfüllung ihrer Pflichten zu gestatten.

Oben, im Sitzungssaal – das spricht sich langsam herum – bereitet sich derweil ein Gast aus München auf seinen Sitzungsvortrag vor: Werner Fischhaber, Referent des Mobilfunk-Betreibers e-plus für Mobilfunk und Umwelt, ist extra für diesen Abend auf eigene Kosten an die Wiesent gekommen. Dem Verwaltungsrat geht es bei der Zusammenkunft vor allem um eine ausführliche und objektive Information, was e-plus im VG-Bereich vorhat und wie allgemein die Entwicklungen auf diesem Sektor und bei e-plus sind. Irgendwelche Entscheidungen stehen nicht auf dem Plan. Dem Gast aus München hat man für sein Kommen eine Art „freies Geleit“ zugesichert und deshalb die Versammlung zwar nichtöffentlich anberaumt, aber für eine objektive Information der Öffentlichkeit im Nachhinein Sorge getragen. Wie berechtigt diese gut gemeinte Diskretion war, sollte sich am Dienstagabend erweisen.

Irgendwie müssen dann aber doch Termin und Zweck der Versammlung publik geworden sein. Kein Wunder, sind doch mehrere Gemeinderäte zugleich in führenden Positionen in der Bürgerinitiative und stehen nun besonders in dem Verdacht, die Vertraulichkeit der Sitzungsladung verletzt zu haben.

Denn etwa eine Stunde vor Tagungsbeginn – Geschäftsleiter Norbert Konrad und Werner Fischhaber bereiteten im Sitzungssaal den Vortrag des e-plus-Vertreters vor – klingelte es an der Rathaustür. Beim Öffnen erklärte ein junges Mädchen, auf die Toilette zu müssen, was offensichtlich ein Vorwand war. Denn kaum war die Möglichkeit gegeben, kamen von außen bereits die Demonstranten ins Haus und nahmen ihre „Positionen“ ein. Genehmigt war die „Demonstration“ natürlich nicht und die Teilnehmer wurden später auch mehrfach auf die Strafbarkeit ihres Tuns hingewiesen.

Trotzdem sah die Führungsspitze der Verwaltungsgemeinschaft Steinfeld davon ab, die Polizei einzuschalten und sich den Zugang zum Sitzungssaal zu erzwingen. Sämtliche Appelle an die Vernunft vor allem derer aber, die den „Korken“ bildeten, blieben erfolglos. Selbst die Zusage, einer Delegation der Bürgerinitiative die Teilnahme an der Sitzung zu ermöglichen, fruchtete nicht. Man äußerte wiederholt die Befürchtung, durch den Informationsgehalt der Sitzung benachteiligt zu werden. Alle aber wurden nicht eingelassen. Ergo blieb der Zugang versperrt, und das auch nach einer halben und nach einer ganzen Stunde. Längst hatte Albert Dippold die Sitzung abgeblasen und die meisten Räte hatten den Heimweg angetreten.

Doch die „Demonstranten“ warteten noch auf jemand anderen. Es bedurfte schon einigen Nachdrucks der Bürgermeister, eine Gasse für Werner Fischhaber zu bahnen, der schließlich schweigend das Rathaus verlassen konnte. Bedroht wurde der Gast aus München allerdings nicht nur von lautem Gejohle und Gepfeife, sondern auch von der einen oder anderen „Demonstranten“-Faust, die seinem Gesicht gefährlich nahe kam.

Womit sich auch die Begründung für die Nichtöffentlichkeit der Verbandsversammlung deutlich bestätigt haben dürfte. Verwaltungsleiter Norbert Konrad fühlte sich sogar an die wilden Proteste der „68er“ erinnert, die er als junger Mann in Frankfurt live miterlebt hat.

HLV Anmerkung:

Die Instrumentalisierungskampagne seitens der Betreiber gegenüber Kommunalpolitikern läuft bekannterweise schon lange auf breiter Ebene. So wurden und werden am v.e. Beispiel vielerorts Politiker "wohlwollend und herzlichst" eingeladen und entsprechend im Interesse der wirtschaftlichen Zielsetzung einseitig informiert und manipuliert.

Die Beteiligung der Betroffenen, sprich der Bevölkerung, wird hierbei natürlich ignoriert - die Genannten unterliegen ja ohnehin der sogenannten "Duldungspflicht".

Wen wundert es da noch, wenn Politik- und Parteiverdrossenheit zunehmen und vor allem, wenn ein "ziviler Ungehorsam" scheinbar im Wachsen begriffen ist?

Leserbrief zum Bericht im Fränkischen Tag vom 25.11.2004 "Rathausbesetzung in Steinfeld ..."

Zu dem Protest vergangene Woche in Steinfeld möchte wir auch die Sichtweise von unmittelbar durch den Mobilfunk-Mast Betroffenen schildern und einige Punkte zu dem o.g. Bericht richtig stellen:

Herr Teuscher hat in seinem "Standpunkt" (Die Geister, die sie riefen, ...) in der letzten Samstagsausgabe des FT die Gemütslage aller Betroffenen auf den Punkt gebracht. Volkes Seele kocht. Und deshalb kam es auch zu diesem ungewöhnlichen Protest. Denn bei der am vergangenen Dienstag anberaumten Sitzung handelte sich nicht, wie berichtet, um eine Sitzung des Verwaltungsrates der Verwaltungsgemeinschaft Steinfeld (dieser besteht nur aus 8 Mitgliedern), sondern um eine gewöhnliche Informationsveranstaltung der Firma e-plus für alle Gemeinderäte der Verwaltungsgemeinschaft Steinfeld, die allerdings nicht öffentlich war. Warum sollten die Bürgerinnen und Bürger ausgeschlossen werden, haben sie nicht auch ein Recht auf Informationen aus erster Hand?

Vielleicht hätte der Gemeinschaftsvorsitzende Dippold die ganze Veranstaltung besser als Werbeveranstaltung betiteln sollen, in der der Mobilfunkbetreiber allen uninformierten und vielleicht bisher auch uninteressierten Gemeinderäten und Bürgermeistern unbehelligt erzählen darf, wie nützlich, unbedenklich und ungefährlich der Mobilfunk doch ist. Einen anderen Zweck konnte diese Veranstaltung nicht haben.

Um den dreisten Verdächtigungen über das Bekannt werden von Termin und Zweck dieser Veranstaltung ein Ende zu bereiten, es war niemand anders als der Bürgermeister selbst, der dies schon Anfang November in einem Gespräch mit Stadelhofener Bürgern am Rande bemerkte.

Die laut Zeitungsbericht "ausführliche und objektive Information, was e-plus im VG-Bereich vorhat", ist pure Ironie. Ein leitender Angestellter eines Mobilfunkunternehmens kann nicht objektiv über Mobilfunk referieren. Zudem hat Stadelhofen schon zwei Antennenstandorte im Ort, ein weiterer wird gesucht, Königsfeld ist wohlversorgt, Steinfeld und Treunitz sind es bald auch. Da bleibt nicht mehr viel übrig. Erst die Basisstationen montieren und dann informieren. Ganz dem Unternehmensleitbild von e-plus entsprechend: "Wir informieren offen und aktiv [...] und berücksichtigen bei unseren Unternehmensaktivitäten die Gesundheits- und Umweltinteressen unserer Mitarbeiter, Kunden und Bürger." Man beachte, an welcher Stelle der Bürger steht. Übrigens hätte man die meisten dieser Information durch Herrn Fischhaber auch einfacher haben können. Anfang Oktober war nämlich in Weismain eine öffentliche (!) Informationsveranstaltung mit ebendiesem Herrn. In Steinfeld hatte er dann auf einmal nicht mehr die Kompetenz sich mit Bürgern zu unterhalten. Interessierte Bürger und Bürgerinnen aus Steinfeld und Stadelhofen waren übrigens dort, wie schon bei vielen anderen solchen Informationsveranstaltungen.

Wenn man wirklich eine gewisse Objektivität hätte gewährleisten wollen, dann hätte man auch einen Mobilfunkkritiker einladen müssen. Aber mittlerweile lassen sich die Herren Mobilfunkbetreiber schon "freies Geleit" zusichern, damit ihnen niemand mehr in die Quere kommt. Und wie dann die objektive Information der Öffentlichkeit aussieht, haben wir letzte Woche erfahren. Der arme Referent muss auf eigene Kosten anreisen, dafür wird er dann aber von unserem bestbezahlten Verwaltungsangestellten bei der Vorbereitung seines Vortrages stundenlang unterstützt, damit dieser seine Wirkung nicht verfehlt.

Und als der Referent unverrichteter Dinge wieder ging, dann wurde ihm höflich eine Gasse aufgetan. Sicherlich hat man gejohlt und die Arme jubelnd nach oben gerissen, aber seinem Gesicht kamen keine Fäuste bedenklich nahe. Wahrscheinlich konnte Herr Fischhaber das Abendessen und die Übernachtung in Königsfeld (!) wegen dieser Ereignisse nicht genießen und am nächsten Tag nicht zufrieden nach Hause fahren. Doch die Initiatoren dieser Veranstaltung sollten sich einmal Gedanken machen, wem gegenüber sie verantwortlich sind, von wessen Steuergeldern sie bezahlt werden und von wem sie gewählt wurden, den Mobilfunkbetreibern oder den Bürgerinnen und Bürgern?

Die Wende ist eingeläutet

Die Basler Regierung hat gestern 17.11.04 vom Grossen Rat (Parlament) den verbindlichen Auftrag erhalten, in Bern eine Standesinitiative zum Schutz der Bevölkerung vor nichtionisierender Strahlung (Elektrosmog) einzureichen.

Der Leittext dazu lautet:

Bis die biologischen Auswirkungen der elektromagnetischen Strahlung auf den Menschen wissenschaftlich einwandfrei geklärt sind, sollen in der ganzen Schweiz keine neuen GSM- und UMTS- Antennen mehr gebaut werden.

Regierungsrätin Barbara Schneider musste den Auftrag gegen ihren Willen und gegen denjenigen ihres Regierungskollegiums entgegennehmen. Das Verdikt des Kantonsparlamentes war mit 43 gegen 33 Stimmen klar und eindeutig. Eventuell werde die Baudirektorin einen modifizierten Gegenvorschlag ausarbeiten, welcher lediglich auf eine Verschärfung der Grenzwerte abziele, versuchte Barbara Schneider zu besänftigen. Vergebliche Mühe! Das Parlament hatte genug!

Die Initiantin und Erstunterzeichnerin Alexandra Nogawa von der Bürgerpartei, (nicht etwa von Links-Grün) erklärte gegenüber der Basler-Zeitung: „Ähnlich strenge Auflagen wie sie heute bei der Zulassung neuer Medikamente gestellt werden, müssen auch beim Bau von Antennen gelten. Denn beim Elektrosmog müssen alle als unfreiwillige Versuchskaninchen herhalten. Die Auswirkungen der gepulsten Strahlung, die auch in der Waffenindustrie eine Rolle spielt, ist noch viel zu wenig auf ihre krebsfördernde Wirkung geprüft!“
Alexandra Nogawa ist von Beruf nicht etwa Politikerin, sondern Naturwissenschafterin. Unterstützt wurde sie praktisch aus allen politischen Lagern wie auch der SP und dem grünen Bündnis. (Na hoffentlich !!)

Alle Warnungen von Industrievertretern (sie vertreten eben die Industrie statt das Volk, obschon sie eigentlich vom Volk gewählt worden sind) die Schweiz würde sich technologisch vom Rest der Welt abkoppeln, fruchteten nichts.

„Ähnlich wie seinerzeit bei der Anti-AKW-Bewegung wächst hier offenbar eine Volksbewegung heran, die sich nicht mehr als Spinnerei einiger ewiggestriger abtun lässt“ meint Peter Wittwer von der Basler Zeitung und reibt sich erstaunt die Augen. Das Vertrauen der Bevölkerung in die Grenzwerte sei offenbar nicht besonders groß. Die Ängste vor dem Elektrosmog ließen sich mit diesen Werten kaum mehr entkräften. Sonst hätte der Widerstand gegen den Antennen-Wildwuchs nicht bis weit ins bürgerliche Lager hinein Fuß gefasst.

Den Grenzwertschwindlern auf die Schliche gekommen

Offenbar ist man jetzt in Basel dem Schwindel mit den angeblich niedrigeren Schweizer Grenzwerten, die nicht überall, sondern nur an Orten empfindlicher Nutzung gelten, wo diese infolge der Gebäudedämpfung und infolge Abweichung von der Senderichtung automatisch und ohne Zutun von Gesetzen und Verordnungen auf 10% zurückgehen, auf die Schliche gekommen. Jedenfalls stießen sich in der Großratsdebatte Eveline Romerskirchen wie Alexandra Nogawa daran, dass die Schweizer Werte nur im Innern von Gebäuden gelten, statt wie überall im Ausland auch außen. (War aber höchste Zeit, die langsamen Berner bei Gigaherz haben das schon vor 3 Jahren erkannt!)

Für unsere ausländischen Leser:

Was ist eine Standesinitiative? So wie das Volk mit einer Unterschriftensammlung eine Volksabstimmung für ein neues Bundesgesetz erzwingen kann, so kann das auch ein kantonales Parlament tun. Für eine Volksinitiative müssen die Initianten mindestens 120'000 Unterschriften sammeln. (20% sind meistens ungültig) Diese Sammlerei erfordert eine generalstabsmäßige Organisation und ein Heer von Helfer/Innen in allen 26 Kantonen. Muss man doch pro Unterschrift mit einem Zeitaufwand von mindestens 15 Minuten und mit Kosten von mindestens 2Franken rechnen.

Einfacher haben es da die Kantonsparlamente. Hier benötigen die Initianten lediglich eine einfache Mehrheit im Rat und können alles vom Rednerpult aus erledigen. Eine solche Standesinitiative ist nun im Grossen Rat, dem Parlament des Kantons Basel-Stadt zustande gekommen und die Basler Regierung (Kabinett) muss nun beim Bund in Bern damit vorstellig werden, ob es nun den Basler Regierungsräten (Ministern) passt oder nicht.

Bei dem Antennen-Wildwuchs, welcher im selben Ausmaß auch in andern Schweizer Städten wuchert, muss es einem nicht wundern, dass jetzt das erste Schweizer Kantonsparlament genug von den Wildwest-Manieren der Mobilfunkgiganten hat. Der Unmut der Bevölkerung, deren Einsprachen und Beschwerden laufend abgeschmettert werden, weil der Bundesrat zu Bern vorgängig entsprechende Richtlinien geboren hat, damit er die Milliarden an Konzessionsgeldern ungestört kassieren kann, wächst zur Zeit ins Uferlose. In Bern wird man gut daran tun, den zischenden Pfeifton aus Basel ernst zu nehmen, bevor der Dampfkessel explodiert!

Die Basler Standesinitiative ist zugleich eine Riesenschlappe für das ForumMobil und die Ombudsstelle von Frau Ständerätin Erika Forster, in welche bis dato von den Mobilfunkbetreibern über 10 Millionen Franken hineingepumpt worden sind, auf dass diese Institutionen die Mobilfunkdiskussion „versachliche“ und das Volk davon überzeuge, dass alles nur Einbildung, und die Kritikerorganisationen sektenähnliche Gebilde seien.

Kommt vielleicht noch hinzu, dass Frau Forster zusammen mit dem bekannten Zauberer aus dem Morgenland mittels gedrechselter Plexiglas- und Holzfiguren ausgerechnet die Stadt Basel „harmonisieren“ wollte. Für „nur“ 100'000 Franken notabene! Wäre doch billiger gewesen als eine Standesinitiative!

Siehe in diesem Zusammenhang auch die von drei niederländischen Ministerien beauftragte TNO Studie ( November 2003 abgeschlossen), welche bei UMTS-Feldern deutliche Auswirkungen auf das gesundheitliche Wohlbefinden der Bestrahlten zeigt.

Getestet wurden bei rd. 1-2% des deutschen Grenzwertes, eine Strahlenbelastung, wie sie in Wohnungen mit nahe gelegenen Sendeanlagen durchaus auftritt. Elektrosensible litten signifikant unter Schwindel, Unwohlsein, Brechreiz, Nervosität, Brustschmerzen/Atemnot, hatten ein Kribbel- oder lokales Taubheitsgefühl.

I --the person who updates the blog--made a mistake about the date that we should urge Ohio Secretary of State Blackwell to finish the recount. The articles on the subject were not totally clear but when I looked up the original legal document in the challenge it plainly states that the recount should be started immediately and finish before Dec. 7 2004, the "safe harbor" day in which Ohio chooses its electors. He should be contacted immediately with the correct information.

For those who have not contacted him yet you should consider that although Blackwell has consistently handed down rulings that disenfranchise voters based on technicalities, he has also backed down on some of these rulings in the face of popular pressure.

I will now give a sample letter (or script for phone call) for what you can say if you either have or have not already contacted him on this issue. Contact info for blackwell, the Ohio Governor and media is below. (Unfortunately as a result of technical difficulties I am unable to change the website before aproximately10p.m. E.S.T., 11/26th.)

If you have already written to Ohio Secretary of State Blackwell on this issue please write and/or call him again and say something like, "This is an urgent corrrection an email (or call) I have previously sent (or made) to you. I had meant to say that a full statewide manual recount must begin immediately and must be finished before Dec. 7th, the day Ohio chooses its electors. Otherwise, the Dec. 7th deadline for 'safe harbor' for Ohio to choose its electors for president must be set aside (since in Federal law, this date is only in effect if there is not a challenge to the election, as there is in this case) and then--only if there is no for "safe harbor" deadline for Ohio to choose its electors for president--should the deadline for finishing the recount be before Dec. 13th, the day the electors choose the president."

If you have not contacted him yet please say something like "In order for there to be no doubt in people's minds that the election was counted in a fair way, the beginning of a full manual recount of the state must begin immediately so that a manual count of the entire state (which is estimated to take 10 days) can be finished by the time the Ohio chooses its electors for President, Dec.7th. Otherwise, the Dec. 7th deadline for 'safe harbor' for Ohio to choose its electors for president must be set aside (since in Federal law, this date is only in effect if there is not a challenge to the election, as there is in this case) and then--only if there is no for "safe harbor" deadline for Ohio to choose its electors for president--should the deadline for finishing the recount be before Dec. 13th, the day the electors choose the president.

This is the only way that all the overvotes, undervotes, and problems with machines can be checked. Since many anomalies have been discovered in the Ohio election a thorough manual recount is the only way that the world will trust the election results.

In addition, it would be best if you, as Chair of the Bush Campaign in Ohio, recused yourself from being the tie breaker in disputes between Republic and Democratic counters of provisional ballots and recuse yourself from being involved in the Ohio recount. Someone non-partisan should take this role instead. If you do not recuse yourself, and if it seems that people were disenfranchised because of your bias, the results of this election will not seem settled or fair which will cause distress in this country and the whole world. As a result I implore you not to disenfranchise voters based on technicalities!"

Regarding the federal law mentioned in the sample letter of my previous correction, is open to interpretation and will not automatically negate the Dec. 7th "safe harbor" deadline on a state or federal level. This interpretation had been mentioned in 2000 when the safe harbor deadline was coming up and Gore was still contesting Florida, but it was ignored by all the courts and election authorities in Florida. The only reason I mention it now is that time is running out to do a full manual recount by the 7th and since it is possible for states to waive the "safe harbor" date--many simply ignore it--and there is this interpretation of federal law that could cause an official to waive that date--it seemed like a good backup option to mention in a letter to Ohio's ultimate election official.

This is a version of the email I just sent with an explanation of that part of the sample letter.

Request for comments by 30 Nov: Revised WHO Guidelines supporting doc "Chemical safety drinking water assessing priorities risk mgmt"

One of the 'supporting documents' to the new 2004 WHO Guidelines, "Chemical safety of drinking water: assessing priorities for risk management" has been issued in draft form. It appears this document have been issued some time ago, but recently the WHO newsletter gave a reminder that comments are welcome until 30 November 2004.

This paper is very helpful generally and gives due prominence to arsenic issues. Whether or not you feel like commenting, it's a worthwhile document to get - while it's still available.

However Table A4.1 in Appendix 4 summarising documented cases of arsenic problems may omit some countries. It does include Bangladesh (of course) and West Bengal, Taiwan and areas of mainland China, the Danube basin, Argentina, N. Chile, SW USA and Mexico. But I'm aware that parts of Cambodia have a serious problem (not listed) and it may be that important areas in other countries have also been omitted.

I have noted the omission of Cambodia in my own comments. The newslettermakes reference to an 'online comment form' so I'm guessing that is the mechanism to respond (haven't sent my comments in yet).

Unsittlicher, ökonomisch falscher Kapitalismus

...ist es mir eine besondere Freude, Ihnen jetzt das Statement von Dr. Geißler zur Kenntnis bringen zu dürfen. Und ich schreibe diesen Beitrag nachdrücklich allen ins Stammbuch, die vorhin bei Vorstand und Befürwortern der Abspaltung so zustimmungsfreudig applaudiert haben:

"Unter Berufung auf angebliche Gesetze des Marktes reden die ökonomischen und wissenschaftlichen Eliten einer anarchischen Wirtschaftsordnung, die über Leichen geht, das Wort.

Den Menschen zeigt sich die hässliche Fratze eines unsittlichen und auch ökonomisch falschen Kapitalismus, wenn der Börsenwert und die Managergehälter - an den Aktienkurs gekoppelt - umso höher steigen, je mehr Menschen wegrationalisiert werden..."

Der Bund für Umwelt und Naturschutz Deutschland (BUND) hat Rot-Grün für den heute im Bundestag verabschiedeten Teil des Gentechnikgesetzes gelobt. Gegen massive Widerstände aus Industrie, Opposition und Teilen der SPD sei es gelungen, im Gesetz das Verursacherprinzip zu verankern. So müssten bei Verunreinigungen von gentechnikfreien Feldern diejenigen haften, die gentechnisch veränderte Pflanzen anbauten. Außerdem seien die Gentech-Nutzer künftig verantwortlich, Maßnahmen gegen die Verunreinigung gentechfreier Produkte zu ergreifen.

Gentechnik: Gen-Mais mit 20 Meter Abstand kein Problem mehr? (25.11.04)

Ob Gen-Mais neben herkömmlichen Maissorten angebaut werden kann, ohne den herkömmlichen Mais gentechnisch zu verunreinigen, bejaht das Land Sachen-Anhalt. Seit Mai 2004 wurden auf insgesamt 28 geheim gehaltenen Feldern in sieben Bundesländern Genmais angebaut. Die wissenschaftliche Auswertung ergab, dass der Schwellenwert bei Mais von 0,9 Prozent bei bisher sechs untersuchten Feldern nicht überschritten wurde, wenn eine Pufferzone von 20 Metern um den Gen-Mais eingehalten würde.

Während Hermann Onko Aikens, Staatssekretär des Umweltministeriums Sachsen-Anhalts mit den Worten "Wir brauchen Mut zur Veränderung." für die Gentechnik warb, kritisiert der Umweltverband greenpeace die Blauäugigkeit des Anbaus. Big Brother is on the march. A plan to subject all children to mental health screening is under way, and pharmaceutical companies are gearing up for bigger sales of psychotropic drugs. Like most liberal big-spending ideas, this one was slipped into the law under cover of soft semantics. Its genesis was the New Freedom Commission on Mental Health created by President George W. Bush in 2002. The commission recommends "routine and comprehensive" testing and mental health screening for every child in the United States, including preschoolers. The president has instructed 25 federal agencies to develop a plan to implement the commission's recommendations. The commission proposes using electronic medical records for mental health interrogation of both children and adults for mental illnesses in school and during routine physical exams. The commission also recommends integrating electronic health records and personal health information systems. It recommends "linkage" of these mental examinations with "state-of-the-art treatments" using "specific medications for specific conditions." That means prescribing more expensive patented antidepressants and antipsychotic drugs. Illinois became the first state to jump on board. By near-unanimous votes in 2003, the General Assembly passed the $10 million Illinois Children's Mental Health Act creating a Children's Mental Health Partnership, which is expected to become a model for other states.

'Arrest Without Evidence' Planned By Government

The Government is planning a change in the law to allow police to arrest suspects without evidence, it was claimed today. The Law Society said it believed the new powers would be included in the Bill which will create the new British FBI. It warned that the cumulative effect of the Government's clampdown on crime and terrorism would be a step towards a police state. Janet Paraskeva, the Law Society's chief executive, said: "The Government is in serious danger of overstating the threat to public order and national security and bringing in draconian new laws, which will take away centuries of hard won rights. Adult Cancer in Sweden

A study published by the British Medical Association in November (Tondel 2004) shows an unexpected increase in adult cancers in Sweden after Chernobyl.

A preliminary examination shows:-

1) The 849 extra cancers registered in 9 post-accident years 1988 and 1996 (a 30% increase in incidence) are at least 125 times the incidence predicted by ICRP on the basis of Caesium doses. This minimum figure is on the conservative assumption that the effect is transient and that there will be no excess after 1996. This is very unlikely. If the effect is representative of the distribution of risks throughout life, and in this case the increase is more than 600 times greater than expected. If, as the Swedish Radiation Protection Authority is now saying (BBC 2004), “Most cancer cases don’t develop until 20, 30 or 50 years later” (compare with the lifetime follow-up of Hiroshima survivors, which shows a consistent upward trend) the excess will worsen and the implied error in ICRP’s modelling will be greater than 600. We can see 600 as the central estimate. (We will shortly add a page to www.llrc.org to show the calculation of these figures. Note that SRPA has previously estimated that in 50 years around 300 people in Sweden would be affected by the Chernobyl fallout [BBC 2004])

2) The dose response trend calculated by Tondel on the basis of the various level of Caesium deposition is biphasic, not linear. In other words it does not conform with the ICRP dogma that dose and effect are always strictly proportional or "linear". The Tondel study does not show twice as much dose causing twice as much cancer. Many observations show non-linear relationships like this - see, for example, the summaries of papers from the Chernobyl affected territories on http://www.llrc.org/chernobyl.htm.

3) The 30% increase conforms with predictions made by Chris Busby in "Wings of Death" (Busby 1996) on the basis of cancer data in Wales and England following weapons test fallout.


Further comment:
The doses given by Tondel et al. are calculated from Caesium fallout. This may mean nothing since Caesium is a gamma emitter which means that its energy deposition (in the form of ionisations) is spatially well distributed in tissue. It is, moreover, soluble and does not form particles. Its health effects are therefore likely to conform with the external irradiation models.

However, it is well known that north Sweden received a large amount of fallout in the form of Uranium fuel particles. With diameters of less than a few millionths of a metre such particles are highly mobile in the environment and they can be inhaled or swallowed. Once embedded in body tissue they deliver their energy so locally that the few cells immediately next to them are irradiated at very high energies while the rest of the body gets no dose at all. This makes nonsense of the concept of "average dose" – another establishment dogma.

Childhood leukaemia after Chernobyl – more evidence falsifying Cerrie.

Infant leukaemia increases after Chernobyl, according to the Cerrie Majority Report, did not feed through into incidence beyond the first year of life. We have now obtained data from the whole of Wales and Scotland which shows that this is wrong. Plotting incidence in children up to the age of 9 shows that the cohort born in 1986 – 88 has roughly 50% greater risk of leukaemia compared to the pre-accident period. We are preparing a paper for publication.

Army National Guard Fails Short of Recruiting Goal by 30 Percent

The U.S. military again failed to meet recruiting goals. To make up for the serious shortage, the U.S. began a "back door" draft: Soldiers can't leave the military, even after their enlistment contracts end. U.S. deaths in Iraq reached 109 for November, and 1,230 since the war began. An additional 9,000 are wounded, and 15,000 more are injured or ill, many of them from the National Guard or Reserve. Young men and women are voting with their feet against the Iraq War by not enlisting or re-enlisting, and this means a full-scale draft looms on the horizon.

DO WE WANT A TETRA MAST FOR XMAS?

Who would be daft enough to stick a guinea pig in a microwave oven and expect it to pay for the privilege? No one, you would have thought, but think again!

What is the technology used for the new communication system, called Airwave Tetra, rolled out for the 51 police forces across the UK? Microwave transmission!

Is this system tried and tested on humans? No! The police forces and also, indirectly, the general public are the guinea pigs for the next 15 years, but only the police forces get a health survey of sorts…but not directly for health issues, which I understand are discouraged.

Who is to pay for this? The government? No! MM02 Airwave? No! Who then?

We, the general public, of course, through the police quota of the council tax.

As I understand it, we will be paying for it for fifteen years and the cost is predicted to go up from original figures quoted.

Already police forces are declaring they have not got enough money to provide for the present services and the tetra roll-out is not yet complete! Can we afford to pay for this tetra system and, more importantly, should we be subjected to it, since it is untested and untried on humans?

In view of all this, do we really need a tetra mast in any local area this Xmas?

Following publication of the Minority and Majority reports of CERRIE (UK Government Committee Examining Radiation Risks of Internal Emitters) the Low Level Radiation Campaign has begun to explain the shortcomings of the Majority report. We start with its ridiculous account of a four way split over leukaemia diagnosed in babies born during the two years after Chernobyl. A statistically significant increase was widely reported. Some members thought it didn't happen at all, some thought it did happen but could be interpreted to show that no more babies got leukaemia than they would expect on the basis of the radiation doses, some thought it was worse than that, but the Majority Report doesn't say how much worse nor why. And we said it's between 150 and 800 times worse than expected, demonstrating that conventional risk estimates are wrong. Confused? – you should be. Go to http://www.llrc.org and Click on "Anatomy of a Cover-up" to see how a Committee can tell lies in the defence of a powerful vested interest. Don't expect logic or science – it's all about power.

A recent paper (cited below) reveals that cancer in north Sweden increased by 30% over 9 years after Chernobyl. Later today (Friday 26th November) we will send an email circular with a preliminary analysis. This early rise in cancer shows that conventional modelling underestimates risk by at least a factor of 125.

Many of us know or have read the help that this American Indian Man tries to do for All Native Americans and has helped many through his American-Indian-Injustice group. Although he hasn't talked about his own problems. He himself needs the help of others.

In March of 2003 Thomas Atkins (Greywolf) a U.S.Army Veteren of the Chickahominy and Mattaponi Tribes injured his left back and shoulder moving a 200-600lb wall with a manual crane on his job with Winchester Homes Inc. located in Baltimore and Bethesda Maryland. Winchester Homes is a subsidiary of Weyerhaeuser Lumber Corporation of Seattle Washington (one of the largest lumber companies in the world) and the insurer of Winchester Homes Employees.

After the company doctors gave him some Tylenol and a heat compress, Thomas was still in pain and was told to go back to work under light duty for a few days. He even told his supervisors he was still in pain, only to be told that if he took too many sick days he could be terminated. So rather then cause his family any monetary hardship he continued to work through the pain with the help of 4 Ibuprofen tablets every 6 hours.

Then in November of 2003, Thomas hurt the same left side of his back and shoulder again and his neck while stacking the smaller walls he was building. Again his employer took him to the company doctors. Thomas was given some stronger pain medication with 6 therapy sessions and returned back to work on light duty for a few days. He informed his supervisors again that he was still in pain. He was again told that if he took too many sick days he could be terminated. But Thomas worked through the pain to support his family. In fact, it was common knowledge amongst Thomas' co-workers, that if you needed any Ibuprofen for pain to just go see him cause he always had the Motrin.

Then came the final blow. In February of 2004, Thomas was again injured. This time while nailing some cross-braces, he hit his thumb. This is something that carpenters do every once in awhile. It's the nature of swinging a hammer everyday as a profession. Thomas lost his thumb nail, chipped off the tip of his bone and required stitches. Only a few days after this incident, still with stitches and seeing the company doctors almost everyday to change his dressing. Thomas was called into the bosses office and terminated for supposedly being un-safe. Even though he had been a first aide First Responder for the company and a member of the Safety Committe. This from an employer that Thomas worked for three years, a year of which in severe pain. This after being told by his supervisor on a regular basis to turn down his pow wow music, while others were allowed to play their heavy metal and rap. This from a company who's supervisors allowed Thomas to be verbally assaulted by employees who were friendly with the bosses and when Thomas took up for himself. He was told, "Your Indian; You shouldn't let them get you angry, that's not the way of your people".

A company who has had several accidents over the last four years in which many were terminated almost immediately or right after they were cleared by the company doctors. If you were a worker hired through a Temp Agency you were never brought back if you received even the slightest injury. Now Winchester Homes Inc. of Baltimore Maryland and Weyerhaeuser Corporation have kept this case delayed at Maryland Workers Compensation for 10 months and is attempting to say that Thomas Atkins' injuries were pre-existing. Even though Thomas has never hurt his back, shoulder or neck before. This is a severe injustice to a Native Brother who was only trying to take care of his family by working for what he thought was a reputable company and is still in constant pain.

Thomas goes to bed at 10pm just about every night. He wakes up at around 2 or 3 am because the constant aches & pains wake him up. He has good days when the Ibuprofen actually works & they are few and far between. But they are over-shadowed by the bad days when sitting for an hour is too long or standing for 5 minutes is too much.

This can not stand. I am going to advise everyone I know to never buy a Weyehaeuser Product, buy a Winchester Home or give either company their business in any form. I ask everyone contact these companies and boycott them until they learn the proper way to treat their hard working employees. Especially their Native employees who have endured enough already and give Thomas Atkins the Compensation He so Truely Deserves. I implure you all to write to these people. Letting them know this is not right the way this man is being treated.

Thomas was a dedicated and loyal employee of Winchester Homes and Weyerhaeuser. Now he's a man about to lose everything he's worked for because they don't want to do the right thing.
