Death sentences reached modern-day low in 2004

The number of people sentenced to death last year fell to the lowest level since the Supreme Court reinstated the penalty in 1976. There were 125 people sent to death row in 2004, down from 144 the previous year and the sixth consecutive annual decline, according to figures compiled by the NAACP Legal Defense Fund. Nonetheless, Connecticut prepares for first execution in more than 40 years

The state of Connecticut is preparing for what would be the first execution in Connecticut since 1960. Michael Ross, who suffers from documented mental illness and is dropping his appeals and asking to be executed, is scheduled to be put to death May 13. In response, activists are traveling to Connecticut from across the United States to participate in a fast and vigil in protest of the execution. Lawyer and Professor David Dow, who directs the Texas Innocence Network, has penned a highly recommended new book entitled Executed on a Technicality: Lethal Injustice on America's Death Row. Here's a brief description:

Connecticut scheduled to carry out first execution in New England in 44 years

Michael Ross is scheduled to be executed May 13 despite his proven mental illness

Ross, a serial killer and graduate of Cornell University , has been diagnosed with mental illness by several mental health professionals, including the state's own psychiatrist, Dr. Robert Miller.

According to evidence presented at trial, Ross' childhood consisted of abuse from his mother. His siblings testified at trial that he often received the br unt of their mother's anger through physical and mental abuse. Ross' mother was institutionalized twice for issues pertaining to suicidal tendencies and for the abuse of her children. Ross has dropped his appeals and hastened his own execution.

Act now by asking Gov. Jodi Rell to grant clemency for Michael Ross.

Meanwhile, Texas plans to execute Richard Cartwright - a potentially innocent man

The state's case against Cartwright relied heavily on the testimony of his co-defendants and circumstantial evidence. Nevertheless, he was found guilty and sentenced to death. He has maintained his innocence.

The United States remained one of the top executing countries

During 2004, nearly 3,800 people were executed in 25 countries and nearly 7,400 were sentenced to death in 64 countries. The United States remained one of the top executing countries, along with China, Iran, and Viet Nam.

Nobody would listen, lawyer, expert say

AUSTIN, Texas -- With Texas' criminal justice system the subject of intense scrutiny for a crime lab scandal and a series of wrongful convictions, a state Senate committee heard testimony Tuesday about the possibility that Texas had experienced the ultimate criminal justice nightmare: the execution of an innocent person.

Fourteen months after Cameron Todd Willingham was executed in the nation's busiest death chamber, a renowned arson expert and Willingham's lawyer told the Senate Criminal Justice Committee that they believed Willingham might have been innocent but found nobody willing to listen to their claim in the days before the execution in February 2004.
