Russian Schoolchildren to Wear 'Ruling Party' ID Tags

Moscow schoolchildren will soon receive ID cards bearing a logo of the pro-Kremlin United Russia party. Activists of the “ruling party” are convinced that the move will help make city schools safer. United Russia’s political rivals have already denounced the idea. On Tuesday United Russia activists announced their plans to issue the identity cards for pupils of Moscow school No.1297 in a move they believe will help enhance security in classrooms as well as control school attendance. Every pupil and teacher will receive a plastic card with his or her photo and important personal data. United Russia’s symbol — a walking bear against the backdrop of the Russian flag — and the address of the party headquarters in Moscow will be printed on the reverse side of the card. Opposition parties denounced United Russia’s project as undemocratic and aimed at establishing total control over schoolchildren.

“Yabloko’s attitude towards United Russia’s attempts to print its logo on school ID cards is downright negative,” Ilya Yashin, leader of Yabloko’s youth organization told Ekho Moskvy radio station. “We have serious misgiving that this will evolve into a serious propaganda campaign by the party of power, and we believe such measures are dangerous and wrong,” he added.

Companies resort to biometrics for security

The majority of companies are considering the introduction of biometric technology to increase workplace security, according to a new independent survey commissioned as part of the Hitachi Data Systems Storage Index. The survey finds that 55% of firms say they are currently considering the introduction of Iris-scanning and fingerprint recognition systems. This comes amid growing adoption of biometric technology by border control and public sector organisations. The survey reveals that more than 68% of companies believe that the use of biometrics in office buildings is a justified security measure, while just 39% anticipate staff or customer resistance to the technology. Likewise, relatively 37% respondents thought that ‘Big Brother’ style abuse of biometric information was likely – either by companies or government agencies.

“It seems that attitudes towards biometrics are rapidly improving as the technology becomes more common and people recognise the growing security benefits,” says John Bentley, Sales Director, Hitachi Data Systems ME. “Of course, companies will still need to comply with various privacy and data protection regulations that govern how long personal information can be stored and what it can be used for – which presents a further IT challenge for many.”

DMV starts to use facial-recognition scans

Agency hopes to thwart identity fraud

The state Division of Motor Vehicles today will begin scanning and digitizing the faces of people applying for or renewing driver's licenses, a measure officials said would help cut ID fraud and find terror suspects. The face-recognition technology that goes into use at DMV offices in the state compares facial features with digital images in the agency's database to verify the identity of each applicant, Gov. Mike Easley's office said in a statement Thursday. The images also will be matched against those on federal terrorist watch lists.

"This is another vital step in making our state a more secure place in which to live, work and travel," Easley said. "This new tool will allow us to continue our efforts to make North Carolina's [driver's] license procedures among the strongest in the nation. It is proof of our strong stand against identity fraud, the nation's fastest-growing crime."

Lawmakers consider 'smart' driver's licenses

Computer chip's signals allow data to be read from a distance IA controversial technology already planned for tracking consumer products could be used to create "smart" driver's licenses that emit signals readable from a distance, according to federal and state government officials contemplating ways to fight identity fraud.

Radio frequency identification, or RFID, could help thwart terrorists who use falsified documents to get around, say Virginia lawmakers who will hear testimony on the technology's uses, reports Wired.com. As WorldNetDaily reported, a Johnson & Johnson executive recently told industry leaders that in the future, the RFID chips will be "on everything from diapers to surgical instruments." On the driver's licenses, the computer chips would emit a radio signal bearing the holder's unique, personal information. Virginia is considering adding biometric data such as fingerprints and retinal scans to the RFID tags. But privacy advocates fear government could use the technology to spy on citizens and believe it could make identity theft even more complicated.

Government agents could, for example, easily identify large numbers of protesters in a march, and crooks could mine personal information from the wallets of passersby on a street corner, Wired.com said.

GPS tracking and Toll Roads for Everyone - Technology and Funds to Drive "Smart Highways"

Federal Effort to Create "Next Generation" Intelligent Transportation System Means GPS tracking and Toll Roads for Everyone

Technology and Funds to Drive "Smart Highways"

Increased spending on emerging technologies that allow for the efficient and safe movement of traffic on our nation's highways, combined with a concerted federal effort to create the next generation intelligent transportation system, are expected to boost state & local spending for transportation IT systems from $1.8 billion in FY 2005 to $2.5 billion in FY 2009, according to a report released by INPUT, the leading provider of government market intelligence. Increased transportation technology investment will center on Dedicated Short Range Communications (DSRC), the technology expected to support applications for "smart" highway initiatives such as real-time traffic and weather updates to motorists, comprehensive automobile tracking, and universal electronic toll collection.

Used today primarily for automated toll collection, DSRC is a combination of wireless and radio frequency identification technologies, used to support a wide range of roadside-to-vehicle and vehicle-to-vehicle public safety applications, according to INPUT.

Feds plan to track every car

Obscure agency working on technology to monitor all vehicles

A little-known federal agency is planning a new monitoring program by which the government would track every car on the road by using onboard transceivers. The agency, the Intelligent Transportation Systems Joint Program Office, is part of the Department of Transportation. According to an extensive report in the Charlotte, N.C., Creative Loafing, the agency doesn't respond to public inquiries about its activity. According to the report, cutting-edge tracking technology will be used by government transportation management centers to monitor every aspect of transportation. Under the plan, not only will movement be monitored but it also will be archived in massive databases for future use.

The paper reports a group of car manufacturers, technology companies and government interests have worked toward implementing the project for 13 years.

Senate wants database dragnet

Wired News

10/06/04

The Senate could pass a bill as early as Wednesday evening that would let government counter-terrorist investigators instantly query a massive system of interconnected commercial and government databases that hold billions of records on Americans. The proposed network is based on the Markle Foundation Task Force's December 2003 report, which envisioned a system that would allow FBI and CIA agents, as well as police officers and some companies, to quickly search intelligence, criminal and commercial databases. The proposal is so radical, the bill allocates $50 million just to fund the system's specifications and privacy policies...
