Auch der Bundesdatenschutzbeauftragte Peter Schaar hat sich gegen eine Verwendung der erfassten Maut-Daten für Fahndungs-Zwecke ausgesprochen.

Schon jetzt erfasst das deutsche System ausnahmslos jedes Fahrzeug, das auf Maut-Strecken fährt. Noch werden die Daten von Pkw herausgefiltert und gelöscht. Pau: "Aber es geht ohne großen Aufwand auch anders." Im Gesetz müsste lediglich ein Halbsatz geändert und im System die Software modifiziert werden und fertig sei die Total-Überwachung.

Derzeit liefen laut Pau zwei Debatten: Die einen wollen Maut-Daten zur Fahndung nutzen. Die anderen wollen das Maut-System über das Autobahn-Netz hinaus ausweiten. Beide zusammen mündeten in einer Totalüberwachung. Big Brother lasse grüßen. (as)

Sulzman also recruits others who are against US military involvement in Iraq to stop paying the tax, which was first adopted in 1898 to pay for the Spanish- American War. The tax raises about $5 billion a year, which activists say goes to fund war efforts. The Internal Revenue Service won't confirm that the money goes exclusively to the military but instead says it goes for general fund expenditures, including military spending. 'It's kind of entry-level active resistance,' Sulzman said. 'Phone companies don't cut off the phones. They don't have the leverage.' Nationally, an estimated 10,000 phone customers don't pay the tax, said Ruth Benn, a spokeswoman for the National War Tax Resistance Coordinating Committee in New York. With many Americans questioning the rationale for the Iraq war, the number who don't pay appears to be growing, said Betty Ball, a spokeswoman at the Rocky Mountain Peace and Justice Center in Boulder...

When the Austrian government passed a law this year allowing police to install closed-circuit surveillance cameras in public spaces without a court order, the Austrian civil liberties group Quintessenz vowed to watch the watchers. Members of the organization worked out a way to intercept the camera images with an inexpensive, 1-GHz satellite receiver. The signal could then be descrambled using hardware designed to enhance copy-protected video as it's transferred from DVD to VHS tape. The Quintessenz activists then began figuring out how to blind the cameras with balloons, lasers and infrared devices. And, just for fun, the group created an anonymous surveillance system that uses face-recognition software to place a black stripe over the eyes of people whose images are recorded. A mobile phone company has vowed to appeal against a decision to block a 12-month extension of planning permission for their temporary mast.

Hutchison 3G, which trades as 3, has had the rig and 15-metre high mast on land at Holme Farm, in Creswell, for a year.

Corporate affairs manager Verity Stanford, said: "We will be appealing - this is because the reasons that the planning inspectorate originally gave for the granting of approval back in 2004 still stand.

"That decision was based on the fact that there is clearly a need for coverage in the area.

"In the meantime, we will be looking at permanent options in the area."

The mast was intended to be temporary while Hutchison 3G looked for a permanent solution in the area.

One of the options is a new mast approximately 40 metres away from the current temporary one, which would mean three masts in the area.

Alternatively, they would wish to build a five metre extension onto an existing O2 mast, bringing it to 20 metres.

Hutchison 3G received planning permission for the second option in April 2002.

The request for another 12-months for the temporary mast was booted out by Stafford Borough Council planning committee members at their recent meeting amid claims that it was visually intrusive to the surrounding village and non-compliant with Government policy.

Creswell Parish Council also objected to the plan claiming that even though the initial application was temporary until a permanent mast was installed, two other masts have have been built at the site.

It said that over the last 12 months four residents within 400 metres of the three masts had developed cancer.

This was in addition to 10 people who contracted the disease in the effective transmission range of one kilometre from masts over the past four years.

Residents in Creswell have also lodged objections with the borough council, asking for the site to blacklisted from any further mobile mast applications and saying that the retention of the temporary mast would contravene Government guidelines on sharing.

Councillor for Seighford ward - where Holme Farm is situated - Ray Sutherland said: "The thing that concerns me is the proliferation.

"What is it that these mast companies have against Creswell? Why are these companies not sharing other masts?"

Since the advent of the cell phone, I have noticed a number of people around me becoming sick. Just when cell phones were starting to be sold on the market, I remember a student of mine's daughter dying of influenza. This was the first time I had ever heard of anyone dying of influenza. Since that time, a friend of mine's wife committed suicide, another friend's son developed leukemia, the grandson of a colleague was diagnosed with Asperger's syndrome, a former teacher of mine developed breast cancer, a friend of a friend developed a brain tumor, another friend and her daughter developed lymphoma and I have known a number of women having miscarriages - and in the latest case the fetus was deformed.

In April of this year, I started to exhibit the symptoms of what is called "Chronic Fatigue Syndrome" and which was originally called "Yuppie Flu," because it seemed to originally affect "Yuppies" working in Silicon Valley. The symptoms included (1) excessive thirst, (2) night sweats, (3) brain fog, (4) swollen lymph glands, (5) fatigue (6) insomnia, (7) a weakened immune system, (8) nausea, (9) heart pain, (10) back pain, (11) unexplained anxiety, (12) neurological symptoms, (13) vision problems (14) testicular pain, and so on. At any rate, I later learned that many of these symptoms are identical to what the Russians coined "Radio Wave Illness" years ago after experiments with electromagnetic radiation. It took me about four months of being very sick - and trying all kinds of treatments - to finally figure out that it was probably the four cell phone base stations within a quarter mile radius of my apartment that had something to do with making me sick. I finally rented a small cabin up in the mountains and after two months most of my symptoms have "miraculously" disappeared. Unfortunately, when I get into cell phone range, these symptoms start to come back. ( I have though been chelating metals out of my body and this has helped me "tolerate" the EMFs a little better now.)

From the research I have read on the subject, I believe

that the electromagnetic radiation emitted by cell phones and cell phone towers (or masts or base stations) is the main cause of all of the above illnesses. I also believe that they are behind autism, ADD, and Alzheimer's disease - and in Japan, responsible for lower scholastic standards, school refusal, increases in leukemia, an inability to conceive and bear children, increased violence, and increases in suicides.

We are now all being exposed to extremely high levels of electromagnetic radiation mainly from the cell phone base stations which are popping up like mushrooms all over the world. According to the former Dr. Cherry of Lincoln University in New Zealand, these are about 10,000 times what we would experience in nature.

These devices are dangerous and should not be on the market.

The cell phone industry - in order to make hundreds of billion dollars in profits - has ignored the research showing clearly that these devices are extremely dangerous. They are trying to spin the science.

It is difficult to fight an industry that is making 100s of billions of dollars in profits and has control of the governments and media and can spew out its commercial propaganda. But I can do my part by sending you this grass-roots email and ask you to take action and spread the word.

The Internet is a powerful tool for freedom, democracy, and human rights and a powerful tool against commercial interests which threaten these. We have a right to not be exposed to this microwave radiation. We have a right to be told the truth about the dangers of cell phones, their towers, and the radiation they emit. We have a right to not be sold things that are harming our health.

IT'S UP TO YOU! You can choose to be part of the solution
(by canceling your contract - at least until you are sure that they are safe) or you can be part of the problem (by continuing to use your cell phone and pretending that there is nothing wrong). But I can assure you that if you do the research - and you can see through the spin - you will find that the evidence points to these being very dangerous devices and that they are making a lot of people sick and that they should never be sold on the market. Believe me, no one more than I and people in my predicament wishes that they were not.

One is reminded of Martin Nemoller's warning with regards to Nazi Germany:

"First they came for the Communists, but I was not a Communist, so I said nothing. Then they came for the Social Democrats, but I was not a Social Democrat, so I did nothing. Then came the Trade Unionists, but I was not a Trade Unionist. And then they came for the Jews, but I was not a Jew, so I did little. Don't wait until you are SICK to take action! THE CELL PHONE COMPANIES WILL NOT PAY YOUR MEDICAL BILLS. DON'T PAY THEM TO PUT UP MORE TOWERS AND MAKE MORE PEOPLE SICK - including you and your family.

Thanks just one thing (and I don't want to be critical) but the government is putting wireless computer networks into all schools. It has earmarked £1.7 billion to put computers into schools. These are often wireless as its the new 'fad' I'm not sure if they are also pushing wireless interactive whiteboards into schools although that is what they were designed for and are being put into schools. My son's primary school has proposals to put all these in and microwave detector burglar alarms. Its a nightmare! and they're not listening to me so I am having to start a petition and laboriously explain the situation to all the parents hence one of the reasons why I am so busy at the moment!

It appears that this leaders and his congress has managed to do more harm to our nation than can be explained to our nation. How can this be, while we sit by, petrified of another nation, and yet the only one who attacked is our own congress...just look at what they already done and tried to do more!!!! Never have we accepted this kind of rule, corrupt, liars, and cheats...this is not the America we know as our own country. A foreign country who was against us could not have done more to our detriment, especially to our constitution.

Your email address has been kindly forwarded by Lembit Opik MP in his reply to a letter I wrote to him and other MPs/MEPs/AM's. I live in Penally in Pembrokeshire and we are currently 'fighting' an application by Airwave mmO2/NTL for the erection of a monopole mast to carry Tetra and other telecommunications systems. The Local Authority did not deal with the application in due time and it has now been appealed by NTL to the Planning Inspectorate in Cardiff. The issue is being dealt with by the written procedure. We have formed an 'Action Group' and many villagers have written to the Inspector making our views known about this mast and its Tetra communications system. We have until 3rd January 2006 to submit correspondence and wonder if there is anything you or other concern groups could provide to assist our cause? We would, of course, be most interested in joining with other groups to bring pressure to bear on whoever to halt the tide of masts in general and the Tetra technology in particular. If you are able to assist I would welcome an early reply.

New bill to address health concerns over telecommunications masts through planning control

The Telecommunications Masts (Planning Control) Bill has been published and a provisional date for the second reading has been set for 24 February 2006. The Bill introduces various measures that acknowledge that there is at least concern over the potential effects of telecommunications masts and equipment in relation to schools and medical facilities. These measures will impose particular requirements on an operator applying for planning permission for telecommunications equipment, and will restrict the rights that operators have to continue to use Telecommunications Masts (Planning Control) Bill.

While we welcome the new Bill, the industry should not be given the power to self regulate. We need a team of independent experts who can monitor mobile phone mast equipment, check exposure levels and intensity. The mobile phone industry should not be allowed to give out “The precautionary principle statement” the public should be allowed to down load information from Independent information sites such as the EM – Radiation Research Trust and other campaign/support groups should be represented along with statements from the Health Protection Agency.

Reporter Nic Flemings article in the Telegraph 4/11/2005 reported Dr Jill Meara of the Health Protection Agency as saying people who think they suffer from electro-sensitivity should consider keeping their distance from electrical appliances. This was the advice from the Health Protection Agency following the Irvine report:

It is not good enough telling the estimated 2 million EHS people suffering to keep their distance from electric devices. What do you do if you have a phone mast next to your home? How do you keep away from that?

What sort of society are we living in when only certain people are allowed to earn a living, consigning the rest to live out their lives in pain, enforced poverty and isolation? By encouraging the proliferation of wireless devices, society has created an invisible under-class who are denied the opportunities available to everyone else. ES victims are often unable to use their talents and capabilities to earn a living through denial of access to transport and places most people take for granted. With other forms of disability, society has taken the view that such a situation is unacceptable and as legislated to ensure equal access and equal opportunity.

It is offensive, dismissive and wholly unacceptable to say “keep your distance from electrical appliances” or “Get over it, take a pain killer” then you could travel to work and be employed in our WiFi office surrounded by cordless and mobile phones”. They have no idea or any understanding of the nature of EHS, why should we be any different to the recognised EHS people in Sweden?

We want prevention and protection, we need to be treated with respect and honestly represented by the people in power we deserve nothing less.

The UK has allowed the highest output of radiation in the world. The UK recently adopted lower levels of radiation by accepting guidelines set by the International Commission on Non-Ionising Radiation Protection ‘ICNIRP’. However, the ICNIRP standard does not offer any form of protection other than from the heating effects of microwave radiation. In other words ICNIRP only protects your body from properties of high levels of elevated temperatures. A very substantial body of peer reviewed science clearly shows many biological changes have already happened.

The Government and Health Protection Agency Radiation Protection (HPA RPD) -formerly known as the NRPB now admit that magnetic fields at the power levels of 0.4 microtesla doubles the risk of contracting leukaemia, whilst other European Countries have brought down their power levels to 1 or 2 microtesla, the UK remain 100 times higher. The Government has taken over £22 billion in the selling of the licences to the mobile phone industry. They put £3.5 million back into research along with £3.5 million from the Mobile Phone Industry. Further support was announced on November, 04 for research on three additional studies for the MTHR programme. While we welcome further research, we are concerned that it lacks true independence and would prefer the funding to go to an independent group of scientists.

Other countries medical professions recognise that some people are sensitive to non-ionising radiation. Sweden now has a medical register of 285,000 and California 700,000. We believe these figures are underestimated, since many people are not aware that their symptoms are connected to a condition known as electro-sensitivity or hypersensitivity (EHS) people. However, if the same figures apply to the UK this could indicate over 2.1 million people are knowingly or unknowingly affected to environmental fields (EMF).

Sir William Stewart, head of the UK’s Health Protection Agency (HPA), has called for the precautionary principle to be invoked, especially where children are concerned, as they will absorb a higher dose of radiation and for a longer period of time.

We are now seeing evidence of cancer clusters appearing in radiation from phone masts after long-term exposure, throughout the UK. There appears to be a cancer epidemic across Europe with younger people developing this deadly disease.

The Naila Study, Germany (November 2004) – This study, conducted over 10 years was released by The Federal Agency for Radiation Protection, Germany. Medical doctors compiled case histories since 1994 – 2004, looking at heightened risk of taking ill with malignant tumours. They discovered a threefold increase after five years exposure to microwave radiation from a mobile phone mast transmitter for up to 400 metres distance, compared to those patients living further away.

A study carried out by Ronni Wolf MD and Danny Wolf MD, Kaplan Medical Centre, Israel (April 2004) discovered a fourfold increase in cancer within 350 metres after long-term exposure to microwave radiation from a mobile phone mast and a tenfold increase specifically among women, compared to patients living away from the mast.

Five other short-term mobile phone mast studies have also found significant health effects such as headaches, dizziness, depression, fatigue, sleep disorder, difficulty in concentration and cardiovascular problems:

If you compare the results of the “Bamberger Appell” study to “The Microwave Syndrome – Further Aspects of a Spanish Study Oberfeld & Navarro 2004”. Both studies seem to show the same symptoms being reported at the same level of powerflux density.

Campaign groups have also been working with retired physicist Dr John Walker. Six studies now show an increase in serious illness appearing in radiation from masts after long-term exposure. I would suggest that the threefold increase found in the Naila study up to 400m and the fourfold increase found in the Israel study will be much higher. These figures will be diluted; they will have taken in the whole area within the 350/400m range. Dr John Walker’s research clearly shows the clusters of illness appear in radiation at exposures of around 1.5v/m, which is below the guidelines significantly permitting around 40 to 50 v/m (varying according to microwave frequency). Out of the eighteen houses surrounding the mast at up to a range of 500 metres, 77% of the tiny hamlet had health related illness believed to be as a result of radiation from the mast. The out break of illness occurred in 2001 after seven years of exposure to the radiation emitted by the T-Mobile mast. We are now in contact/communication with many people who are suffering from this form of radiation throughout the UK and Europe.

One other important fact is that since the Wishaw Mast vanished on November 2003, many of the residents are reporting a restored feeling of well-being. The residents are reporting improvement in their sleep patterns and increased energy levels. The headaches and dizzy symptoms have disappeared. We have recently seen a baby boom with three babies born in the village, one of the ladies had previously had treatment for pre-cancer cervical cells, another had previously suffered a miscarriage. We have also seen a return of wildlife in the area and the horse has since recovered and is now strong and healthy and no longer needs treatment. Finally a tree has blossomed for the first time in 10 years in line with the mast.

Many animal studies have shown biological effects. The most recent study White Stork Ciconia ciconia by Alfonso Balmori Vallodolid, Spain is published in Electromagnetic Biology and Medicine, 24: 109-119, 2005.]

Behavioural observations of white stork nesting sites up to 300 metres were carried out. Productivity and behavioural observations were made. The results have shown microwaves are interfering with reproduction which is comparable with other lab studies.

Animal studies are of great importance as biological effects cannot be put down to psychological effects.

Microwaves seem to also be interfering with human reproduction according to a recent paper by Dr Imre Fejes of the obstetrics and gynaecology department at the University of Szeged in Hungary who concludes: “The prolonged use of cell phones may have a negative effect on sperm production and male fertility that deteriorates both concentration and motility.” See news report-:

The Irish Doctors' Environmental Association believes that a sub-group of the population are particularly sensitive to exposure to different types of electro-magnetic radiation. The safe levels currently advised for exposure to this non-ionising radiation are based solely on its thermal effects. In October 2002 a team of German medical doctors started the Freiburger Appeal. After seeing a dramatic rise in severe and chronic diseases, they have noted a clear temporal and spatial correlation between disease and exposure to microwave radiation. The appeal has since been signed by thousands of doctors.

My oncologist and breast cancer surgeon supplied me with a letter on 9th December 2003 stating that “we agree that there is some scientific evidence that suggests microwaves can damage cells but as yet there is no direct evidence that this is a problem in humans. We would agree that this issue needs to be raised at the highest level and funding released to support the debate and independent research to get a definitive answer.”

Furthermore, the Russians, Chinese and many other parts of Europe are rejecting ICNIRP standards and are concerned about the biological effects. The Ministry of Chinese Health revealed that in the last ten years studies on radiation similar to that emitted by the mobile phone industry have shown a majority of results are showing biological effects. Out of 154 studies, 88 or 57% have shown biological effects such as cancer, genetic molecular and cellular changes, electro physiology effects, behaviour changes etc. in a survey by Dr Henry Lai, Washington University, Seattle 2003. It said that the amount of evidence for biological effects and the characteristics of these are so alarming, that all efforts should be dedicated to find a way to minimize these effects.

China held an International Conference September 2005 in order to discuss and establish Asian Commission on Non-Ionizing Radiation Protection (ACNIRP). Research scientists have found that relatively low-level of RF (radio-frequency) radiation can lead to DNA breaks.

The REFLEX report also highlights RF-induced DNA breaks. The REFLEX project was set up to investigate the effects of low-levels of RF radiation on cellular systems; cost of approximately $3 million. The work was carried out by 12 research groups in seven European countries. Yet again it was shown RF radiation could increase the number of DNA breaks in exposed cells and could also activate a stress response – the production of heat shock proteins. It was clear chromosome damage could be seen in the cell exposed to mobile phone radiation over 24 hour’s exposure. The Daily Mail reported a 25% increase in young people being hit by mouth cancer on 25/9/05. The British Dental Health Foundation (BDHF) said risk factors are normally caused by smoking and drinking, however none of these are common risks in younger people. The figure is forecast to rise sharply in the next ten years, with people in their twenties and thirties increasingly vulnerable. (Daily Mail Report 10/11/03).

David Davis Shadow Home Secretary met with Mike Bell, Dr Oberfeld and I earlier this year and has encouraged us to keep him up to date with any further developments. I am looking forward to meeting Health Secretary Patricia Hewitt on 6th January 2006 with fellow trustee Brian Stein. Sadly one door remains firmly closed, the door to Tony Blair despite repeated requests for meetings from Labour MP’s Mike O’Brien and Claire Curtis Thomas.

Overall background radiation is excessive not least because we have eleven national infrastructures, four GSM operators, five 3G, one TETRA and shortly the Network Rail GSM. No other utilities duplicate their infrastructures, yet maintain competition. Further, the mobile phone operators have gone far beyond being a utility, into hi-tech mass marketing of entertainment and business services.

For the sake of us all especially our children, non-ionising radiation is a high priority for public health. Mobile phone networks should use the lowest possible exposure values, exclusion zones for masts from schools and homes should be brought in based on current empirical evidence. A huge education programme should be launched providing public information, encouraging the use of mobile phones for emergency use only.

Ärztekammer zu Handys: Schutzmaßnahmen bisher nicht ausreichend

ÖÄK-Präsident Brettenthaler begrüßt Empfehlungen des Gesundheitsministeriums – Resolution der Umweltmediziner

Wien (OTS) - Positiv reagiert die Österreichische Ärztekammer (ÖÄK) auf die Empfehlungen des Gesundheitsministeriums zur Nutzung von Mobiltelefonen. Wie ÖÄK-Präsident Reiner Brettenthaler am Donnerstag in einer Aussendung vermerkte, sei dieser Vorstoß ein Zeichen dafür, dass sich das Vorsorgeprinzip nunmehr auch bei heikleren, mit Wirtschaftsinteressen stark verflochtenen Angelegenheiten im Gesundheitsministerium durchsetze.

Der Umweltreferent der Österreichischen Ärztekammer, Gerd Oberfeld, sagte, dass man sich bei der Mobiltelefonie nicht allein auf die potentielle Gefährdung von Kindern durch Handys konzentrieren dürfe. Oberfeld: „Der vernünftige Einsatz der Handys und Schnurlostelefonen (DECT) ist oberstes Prinzip. Der Bevölkerung muss bewusst gemacht werden, dass diese Techniken beim gegenwärtigen Kenntnisstand nur dann genutzt werden sollen, wenn kein anderes Kommunikationsmittel zur Verfügung steht.“

Die Österreichische Ärztekammer verwies in diesem Zusammenhang auf eine von den österreichischen Umweltmedizinern jüngst verabschiedete Resolution zur Anwendung von Mobilfunkgeräten. In dieser heißt es, dass die gegenwärtig in Österreich zum Schutz der Gesundheit gegenüber elektromagnetischen Feldern (EMF) getroffenen Maßnahmen aus ärztlicher Sicht nicht ausreichend seien. In dieser Resolution stellen die Umweltmediziner folgende Forderungen und Empfehlungen auf:

# Bei elektromagnetischen Quellen wie z.B. Mobilfunknetzen das Minimierungs- und Vorsorgeprinzip anzuwenden.

# Mobil- und Schnurlostelefone nur für wichtige und dringende Gespräche und nur kurz zu nutzen.

# Schnurlostelefone durch Schnurtelefone zu ersetzen.

# Breitbandanwendungen kabelgebunden zu realisieren.

# Die ärztliche Anamnese im Hinblick auf EMF zu erweitern und bei Verdachtsmomenten messtechnisch abzuklären.

# Standards zur Abklärung von möglichen Zusammenhängen zwischen EMF-Exposition und Gesundheit zu erarbeiten.

# Medizinstudenten und Ärzte verstärkt im Bereich der Erkennung und Prävention EMF-bezogener Krankheiten aus- und fortzubilden.

# Ein Gesetz zum Schutz vor nicht-ionisierender Strahlung (EMF) unter Berücksichtigung des Vorsorgeprinzips, des Schutzes bei Langzeitexpositionen und des Schutzes besonders empfindlicher Gruppen zu erarbeiten und zu verabschieden.

# Ein unabhängiges nationales Beratungsgremium zu EMF bei der Österreichischen Akademie der Wissenschaften einzurichten.

# Melde- und Beratungsstellen zu EMF-bezogenen Beschwerden bei den Landesbehörden einzurichten.

# Ein nationales EMF-Forschungsprogramm mit folgenden Schwerpunkten einzurichten:

Inzidenz- und Interventionsstudien.

Abklärung von örtlichen und zeitlichen Krankheitshäufungen.

# Einen EMF-Bildungsplan zu erarbeiten und umzusetzen.

A suburban Kansas City man is appealing a ticket Prairie Village gave him for homemade yard signs opposing the war in Iraq.The American Civil Liberties Union of Kansas and Western Missouri is helping David Quinly appeal the citation in Johnson County District Court. Quinly sought the ACLU's help after losing an appeal in municipal court. At issue is a Prairie Village ordinance prohibiting signs bigger than 5 square feet and limiting the total area of temporary signs displayed on a property to 10 square feet. Signs can't be up more than 60 days. 'It's clearly a First Amendment issue,' said Quinly's attorney, John Simpson. 'We think ... that the Prairie Village sign ordinance is too restrictive.' ... Simpson said he would argue that Prairie Village restricts political signs more than other signs; the U.S. Supreme Court has deemed such content-based discrimination unconstitutional...

When New Orleans resident Robert Davis returned to the city last week to check on some homes damaged by Hurricane Katrina, the devastation inflicted by the storm to his family's property was not the only shock awaiting him. Davis, a 64-year-old retired school teacher, would become the victim of a brutal beating by New Orleans police officers that was videotaped and broadcast both across the US and worldwide.

Last Saturday evening at about 8 p.m. Davis, who is black, was walking on Bourbon Street in the New Orleans French Quarter. He approached an officer on horseback to inquire about the city's curfew. "I'm talking in a nice, cordial way to a black officer on a horse," David told the press on Tuesday. He said another officer on foot then "interfered and I said he shouldn't."

As he crossed the street, Davis said, "All of a sudden, the white officer hit me in the eye and dazed me and threw me up against the wall." A cop yelled, "I'm going to kick your ass," Davis recounted. He was then hit and pummeled to the ground, face down, suffering fractures to his cheek and eye socket. Two white officers were involved in the beating.

A crew from Associated Press Television News (APTN) was on the scene, taping the confrontation. A third cop shouted out to the APTN crew, "I've been here for six [expletive] weeks trying to keep [expletive] alive ... Go home!" This officer is accused of then grabbing and shoving APTN producer Rich Matthews.

Two volunteer relief workers from Florida witnessed the assault on Davis and approached and told a cop that they wanted to give a statement about what they saw. One of the volunteers, Calvin Briles, said a man in an Immigration and Customs Enforcement (ICE) vest grabbed him, threw him against a car and told him, "It's none of your business." The two were then handcuffed and held facedown on the pavement until they were released.

The cops involved in beating Robert Davis claimed he had been drinking. Davis, who maintains he hasn't had a drink in 25 years, pleaded not guilty on Wednesday morning to charges of public intoxication and resisting arrest. He was released on bond and a January 18 trial date has been set.

The three police officers were suspended without pay. They have pleaded not guilty to battery charges and will stand trial at the beginning of January. The US Justice Department opened an investigation into the beating on Monday.

Had the assault on Robert Davis and the news producer not been captured on videotape, the incident would have received little if any coverage in the mass media. Without this visual record, the vicious beating would have taken its place alongside similar instances of police brutality that are all-too-common, occurring on virtually a daily basis-whether in Los Angeles, Chicago, Atlanta, Boston or another US city.

But the videotaped police beating, and subsequent interviews with its battered victim, put a face on one of the most barbaric aspects of contemporary life in America-the pervasiveness of police brutality and intimidation meted out against the working class, young people and the most oppressed sections of society.

The beating of Robert Davis at the hands of the New Orleans Police Department takes on a particularly insidious significance in light of the suffering city residents-overwhelmingly black and poor-have endured in the Hurricane Katrina disaster and its aftermath.

There was no practical plan in place to evacuate New Orleans in the event of a category 4 or 5 hurricane, despite the fact that much of the city lies below sea level. When the levees broke and flooded large parts of New Orleans-including the Ninth Ward, where Mr. Davis's family lived-hundreds of people who had not been evacuated perished in the floodwaters.

Those who had managed to evacuate were crammed into shelters without adequate food, water, sanitation or privacy. Lurid press accounts, promoted by the media and police authorities, depicted Katrina's victims as looters, killers and rapists. These reports were later refuted as fabrications.

The Bush administration's immediate response to the disaster was to flood the stricken region with National Guard and army troops as well as police from throughout the country. The atmosphere in the devastated city was one of military occupation, epitomized by the brutal treatment given to some of the residents-in some cases elderly and disoriented-who were forcibly evacuated from their homes.

Many who have lost their homes, like Robert Davis, are only now being allowed back into their neighborhoods to "look and leave"-to survey the damage to their property and then depart once again. The treatment he received last Saturday evening is an ominous indication that the working and poor residents displaced by Hurricane Katrina are not welcome in the "New" New Orleans envisioned by the city's rich and powerful.

The law-and-order frenzy whipped up in the wake of the Katrina disaster has served to encourage the most backward and sadistic elements within the New Orleans Police Department (NOPD), a force notorious for decades for violence against its citizens. A 1999 study by Human Rights Watch found that the NOPD led the nation not only in brutality, but in corruption and incompetence as well.

A series of scandals rocked the New Orleans police force in the 1990s, a decade when police were arrested for crimes ranging from shoplifting and bribery to bank robbery, drug dealing, rape and homicide. Two former cops are on death row-one for the 1994 murder of a woman who had filed a complaint against him, one for a triple-murder committed in the course of a restaurant holdup in 1995.

This past March 19, complaints were lodged after police roughed up the annual St. Joseph's night assembly of Mardi Gras Indians, when black residents dress up in elaborate costumes. Participants said that police drove at high speeds on crowded streets, used foul language and manhandled revelers, inflicting numerous bodily injuries.

An investigation is also under way into allegations that in early August two officers beat a man before dropping him off at a hospital.

As stories of mass looting by evacuees were manufactured and circulated in the days after Katrina hit, New Orleans police officers were involved in driving away as many as 200 luxury vehicles from a Cadillac dealership. A probe is currently ongoing into the apparent theft.

Approximately 250 police officers, or nearly 15 percent of the department, are presently being investigated on charges that they deserted when Hurricane Katrina struck. On September 27, Police Chief Eddie Compass abruptly quit his post, giving no reason for his departure.

The majority of the approximately 1,450 New Orleans cops remaining on the force are being housed on a cruise ship and are working 12- to 14-hour days. Eighty percent of them have lost their homes. For officers trained in the backward police culture, the anger and resentment generated by these conditions find a reactionary expression. This provides some insight into the factors contributing to the violent assault last Saturday night.

However, the police union lawyer representing the three indicted cops insisted at a press conference Wednesday that stress had nothing to do with the incident, and that the three were merely following standard police procedures. "They didn't do anything wrong," said the attorney.

The lawyer also claimed that two FBI agents were involved in the attack on Davis, having come over to "assist in the arrest."

The cops patrolling Bourbon Street in post-Katrina New Orleans sense that they have a free hand. Two cops summarily assault a black man asking a question about the city's curfew. A news crew seeking to film the incident is viciously attacked by another, while witnesses are assaulted, handcuffed and intimidated. As far as the police are concerned, none of them have any rights whatsoever.

While such behavior may find a particularly sharp manifestation in New Orleans, it is indicative of the repressive and violent response of the ruling elite and its police agencies to the growing social polarization gripping the entire country. Like many of the developments witnessed since Hurricane Katrina made landfall August 29, it has further exposed the rot at the core of American society.

Heed the Lesson of Nuremburg: Let No Nation Be Above the Law

"We must never forget that the record on which we judge these defendants today is the record on which history will judge us tomorrow," Chief Justice Robert Jackson warned at the opening session of the Nuremberg war crimes tribunal, on November 20,
1945. "To pass these defendants a poisoned chalice is to put it to our own lips as well."

As we mark the 60th anniversary of the Nuremburg trials this week, it increasingly appears that Jackson's warning is falling on deaf ears in America.

Six decades have passed since we condemned Nazi war crimes and crimes against humanity, since "Never again!" became a universal slogan. Six decades have passed, but the more peaceful and humane world we envisioned at Nuremberg — one protected by rules of law that bind all nations large and small — remains elusive.

In response to the tragedy of the Holocaust laid bare at Nuremberg, the United Nations assigned legal committees to codify international law and establish a permanent international criminal court. The proposed court, commonly known as the ICC, would help deter such crimes in the future by holding personally accountable those leaders responsible for genocide and massive crimes against humanity. But faced with opposition by conservative American senators, it took 40 years before our government ratified the Genocide Convention in 1988.

A decade later, American obstinacy against codifying international law was again on display. In 1998, high representatives of 120 nations voted to accept carefully negotiated statutes for a permanent ICC. It was a historic achievement, hailed by U.N. Secretary General Kofi Annan as "the hope of future generations."

Only seven countries voted against the new court. The United States, under pressure from the Pentagon and congressional conservatives, was among them. So, too, was Israel, which found, despite having worked long and hard for the establishment of such a court, a minor technicality for objection and reluctantly followed the United States in voting "no."

The next year, President Clinton told the U.N.'s General Assembly that he supported the establishment of an ICC. On December 31, 2000, shortly before he left office, Clinton instructed his ambassador, David Scheffer, to proceed to the U.N. on a snowy New Year's Eve to sign the ICC treaty. By pre-arrangement, Israel again followed America's lead and signed.

However, without ratification by two-thirds of the Senate, America's signing of the treaty merely indicated support for the ICC's goals and bound it only to not sabotaging its objectives. The powerful chairman of the Senate Foreign Relations Committee, Jesse Helms of North Carolina, quickly made clear his unalterable opposition to the ICC. And so, despite hesitations by several other major powers, including China, India and Pakistan, nearly 100 nations ratified the Rome Treaty in record time and the ICC went into effect July 1,
2002 — without America's participation.

Helms no longer serves in Washington, but the Republican administration of President Bush has more than made up for the senator's absence. Two months before the Rome Treaty was ratified, John Bolton — a protégé of Helms who was then an assistant secretary of state and is now America's ambassador to the U.N. — sent a one- paragraph letter to the U.N., stating that the United States has no intention of ever becoming a party to the Rome Treaty, and hence is not legally bound by Clinton's signature. The repudiation of the official signature of an American president was unprecedented, and was seen by many as an unnecessary slap in the face of the great number of nations that had supported the ICC.

The Bush administration, backed by the Republican-led Congress, has boycotted the new court and done everything possible to destroy its power. Opponents of the ICC allege that its prosecutors may subject American servicemen to politically motivated charges that would inhibit foreign intervention for humanitarian purposes. Yet no other country in the world has raised this objection.

In fact, according to its own statute the ICC is permitted to deal only with crimes "of concern to the international community as a whole." This means that only leaders responsible for planning or perpetrating major crimes against humanity will be targets of the court.

The Bush administration's other objections to the court are equally untenable. To begin with, guilty knowledge and criminal intent must be established beyond reasonable doubt. Furthermore, the U.N. Security Council can direct the ICC to suspend any prosecution that might interfere with peace negotiations. And American objections on constitutional grounds are also unsupported by the facts.

Jingoistic slogans about protecting national sovereignty may sound appealing to an uninformed public, but try as the current administration might, it cannot eliminate the need for certain universally binding rules of humanitarian law in an increasingly interdependent world.

Simply put, current American fears are both misguided and unpersuasive. Not only does the ICC's carefully negotiated statute guarantee no retroactivity and fair trials, but it also requires nations to have priority to try their own citizens. The ICC can exercise jurisdiction only if the state of the perpetrator is unable or unwilling to provide a fair trial.

No prosecutor in human history has been subjected to as many controls as exist in the ICC. The prosecutor is under strict administrative and budgetary controls of the court's Assembly of State Parties, which includes such staunch allies of America as Great Britain, Canada, Australia and the European Union. The American Bar Association, every former president of the American Society of International Law and a host of the most renowned and respected international lawyers in the United States, Israel and around the world support the ICC.

How, then, to explain America's objections — which, to many informed observers, seem to border on the irrational?

The American public deserves to be told the truth: The stated opposition of the Bush administration to the ICC is a sham. It is disgraceful that our government expects the rest of the world to simply swallow the argument that the United States is above the law. Those who oppose the ICC — whose most fundamental premise is that law applies equally to everyone — do not believe in the rule of law.

One need only look at the American Service-Members' Protection Act to find evidence of the administration's belief in American exceptionalism. The legislation, mockingly called "The Hague Invasion Act" by many Europeans, authorizes the president to use "all necessary means" to liberate any American who might be held in custody by the ICC in The Hague.

For further proof, one could examine the various "immunity agreements" that all nations receiving American aid are requested to sign. If they refuse to stipulate that no Americans, or their employees, will be sent to the ICC, the nations risk forfeiting all American military and economic aid — even if the recipient country needs the funds in order to pursue terrorists and drug traffickers.

Such irrational behavior, of course, can only evoke suspicion about American intentions and resentment toward Washington by intimidated signatories. Not one single American has been helped in any way by these coerced agreements — not one.

And little wonder that many are suspicious of our intentions. Earlier this year, Secretary of Defense Donald Rumsfeld proclaimed America's intention to bypass, if necessary, restraints on the use of force codified by the U.N. Charter. Washington reserves the right, he warned, to anticipate hostilities and to strike first and pre-emptively — alone, if necessary — to counter a perceived threat to our national security.

Now, I do not wish to compare any Americans to the Nazi leaders. But after hearing Rumsfeld's words, I could not avoid being reminded of the argument put forward by the lead defendant in the Einsatzgruppen trial at Nuremberg, S.S. General Otto Ohlendorf. When asked to explain why his unit murdered more than 90,000 Jews, including their children, the remorseless defendant casually explained that it was justified as anticipatory self-defense.

Germany anticipated an attack from the Soviet Union, Ohlendorf argued, and since Jews were perceived as supporters of Bolshevism, they presumably posed a potential future threat to German national interests. And if Jewish children knew that their parents had been executed, he continued, they, too, might become enemies of Germany, and therefore they had to be killed.

In a carefully reasoned judgment by the three judges presiding over the case — all of them American — Ohlendorf's defense was held to be untenable, and the S.S. general was hanged.

Sixty years later, I am afraid, this and other lessons from Nuremberg are lost on the Bush administration.

wie Euch inzwischen sicher bekannt ist, sollen derzeit in Hessen über 100 Schulen mit Laptops ausgestattet werden, die mit dem WLAN-System arbeiten. Im Kreis Bergstraße sind zunächst davon betroffen die folgenden 16 Schulen:

Goethe- Lampertheim, Nibelungen- Heppenheim, Schiller- Bürstadt, Pestalozzi- Lampertheim, Schlosshof- Mörlenbach, Joseph-Heckler- Bensheim, Schloss- Heppenheim, Schlossberg- Bensheim, Langenberg- Birkenau, Martin-Luther- Rimbach, Dietrich-Bonhoeffer- Rimbach, Heinrich-Böll- Fürth, Carl Orff- Lindenfels, Schiller- Auerbach, Berufliche- Bensheim, Grundschule Kappesgärten Bensheim.

Von den Dauersendern und den Laptops gehen dabei pulsierende hochfrequente elektromagnetische Strahlungen aus, die insbesondere bei Kindern und Jugendlichen eine Gefährdung für die Entwicklung und die Gesundheit darstellen und auch für Erwachsene eine Belastung sind. Bei einer Arbeit mit Kabelverbindungen könnte dies ohne weiteres vermieden werden. Deshalb sollten wir in den Schulen über die Anwendung der neuen Technik eingehend diskutieren. Dafür habe ich hier einiges Material zu Eurer Information zusammengestellt.

I. Verstrahlte Zukunft

- Gesundheitsgefahren durch kabellose Laptops an Hessens Schulen

(leicht gekürzt als Beitrag erschienen in der HLZ 12/2003)

Gegründet auf den Schock der Pisa-Studie und die damit verbundene Normierung des Denkens und Handelns in Richtung Effektivitätssteigerung geschehen derzeit in den Schulen fast unbeachtet und unreflektiert Dinge, die früher längst zu regen Diskussionen und Aktionen geführt hätten.

Oft ohne hinreichende Information und Beteiligung der Beschäftigten werden zur Zeit in Hessen mit den Schlagworten „neue Lernkultur“ und „besser Unterricht“ bis zum Jahr 2008 an rund 100 Schulen die Medienausstattungen erneuert und dabei für die Arbeitsplätze der Schüler/-innen Laptops angeschafft. Der Einsatz dieser mobilen Computer hat vordergründig sicher einige Vorteile wie z.B. Raumersparnis und Flexibilität bei der Handhabung. Doch sollte dies nicht dazu führen, sich auf einer Technologie-Welle mitreißen zu lassen, ohne diese hinreichend zu kennen und über damit verbundene weitere Folgen und Gefahren zu wissen. Darauf sollte man jedoch unbedingt achten und ggf. auch Einfluss nehmen, will man nicht Werkzeug fremdbestimmten Handelns sein.

Mit der Einführung der neuen Computer wird von der Landesregierung und den Schulträgern an den Schulen nämlich gleichzeitig eine neue Technik eingeführt, gegen die, von gesundheitlicher Seite her, starke Bedenken bestehen: „Als Schüler-Laptop kommt (...) nur ein WLAN in Frage“ heißt es dazu in schule-zukunft-hessen.de, der Homepage einer Vereinigung der Landesregierung und der Schulträger mit den hessischen Unternehmerverbänden. Mit der Anwendung der kabellosen WLAN-Technik in der Schule werden die anfänglichen Freuden der neuen Medienausstattung jedoch teuer erkauft und die Schülerinnen und Schüler sowie ihre Lehrer/-innen einer dauernden erhöhten Gesundheitsgefahr durch hochfrequente pulsierende elektromagnetische Felder ausgesetzt.

Bessere Bildung durch den Einsatz gefährlicher, krankmachender Technik kann nicht Aufgabe der Schule sein. Im Gegenteil gehört die Erhaltung und Förderung der Gesundheit dazu. Wir müssen daher zur Gefahrenabwehr und zur Vorsorge im Interesse der Schüler/-innen und ihrer Lehrer/-innen bei der Medienausstattung dringend mit- und umdenken, Einfluss nehmen und andere brauchbare Lösungen finden.

Bei dem derzeit forcierten Verfahren mit der WLAN-Technik (Wireless-Local-Area-Network) steht im Klassenraum oder im Schulhaus ein Sender, über den die Schüler/-innen kabellos untereinander kommunizieren oder mit den Peripheriegeräten und dem Internet verbunden sind. Ihre Laptops sind dabei selbst Sender und Empfänger. Bei diesen Aktivitäten entstehen an jedem Schülerarbeitsplatz hochfrequente pulsierende elektromagnetische Felder, deren gesundheitsschädliche Auswirkungen inzwischen allgemein bekannt und anerkannt sind. So stellte z.B. als eine in dieser Sache unabhängige Institution die Arbeitsstelle für Umweltfragen der EKHN bereits 2001 fest: „Die inzwischen große Anzahl der durchgeführten Experimente, bei denen derartige Effekte beobachtet werden, lässt jedenfalls den Schluss zu, dass Lebewesen auf diese Strahlung reagieren.“ Vorsorgender Gesundheitsschutz ist hier dringend angeraten, vor allem auch vor dem Hintergrund der Erfahrungen aus der Vergangenheit, wo der sorglose Umgang mit als harmlos geltenden Substanzen (z.B. Holzschutzmittel, Asbest, FCKW, etc.) auch an Schulen zu verheerenden gesundheitlichen Gefährdungen und finanziellen Folgen geführt hat.

Bei einer Raumvernetzung ist es noch weitgehend eine individuelle Entscheidung, ob die Schüler/-innen über Kabel oder Sender untereinander kommunizieren und mit dem Netz verbunden sind. Bei einer Schulvernetzung gibt es für die dort Beschäftigten jedoch keine Entscheidungsmöglichkeit mehr, ob sie sich der zusätzlichen Strahlung aussetzen möchten oder nicht. Ähnlich wie in Wartehallen der Flughäfen und in großen Bahnhöfen, sind sie während des Arbeitstages ständig den elektromagnetischen Feldern der WLAN-Sendeanlagen ausgesetzt. Je nach Arbeitsplatz sind dabei unterschiedliche Belastungen möglich. Durch Überlagerungen und Spiegelungen können hier unbemerkt auch extrem hohe Strahlungswerte erreicht werden. An einem Arbeitsplatz in der juristischen Bibliothek in Göttingen hat die Zeitschrift Öko-Test bei der Flussdichte, der Maßeinheit für hochfrequente Strahlungen, einen Spitzenwert von 23 mW/m² gemessen. Als Vorsorgegrenzwerte für elektromagnetische Strahlenbelastungen werden vom BUND und der Bundesärztekammer 1mW/qm genannt. Der amtliche Grenzwert in der Bundesrepublik liegt derzeit noch bei 10 W/qm.

Ohne Kabelverbindung muss die WLAN-Anlage auch nachts eingeschaltet und über Funk mit dem Netz verbunden sein, da in dieser Zeit die Fernwartung des Schulsenders mit den in den „Dockingstations“ zugeschalteten Laptops durchgeführt wird.

Im November 2002 hat die Zeitschrift Öko-Test bei einer umfangreichen Untersuchung festgestellt, dass es besonders die sendenden Laptops mit ihren WLAN-Karten sind, von denen eine beträchtliche Strahlendosis ausgeht. Sie liegt oft erheblich über den empfohlenen Vorsorgewerten und an Brennpunkten auch über den amtlichen Grenzwerten. Auch das nova-Instiut hatte zuvor schon bei seiner Untersuchung zur WLAN-Anlage der Universität Bremen festgestellt, dass man hier bei einer Arbeit an den Notebooks „mit einer Überschreitung der Vorsorgewerte rechnen“ muß. Zu der in unserem Kulturkreis ohnehin schon vorhandenen massiven Beeinträchtigung durch unnatürliche elektromagnetische Felder (z.B. Handy, DECT-Telefon, Mikrowelle, Bildschirme usw.) werden in der Schule die Kinder, Jugendlichen und ihre Lehrer/-innen damit zusätzlichen Gesundheitsgefahren ausgesetzt, die ohne großen Aufwand vermeidbar wären. Ohne jegliche quantitative und qualitative Einschränkung ist es auch mit einem handlichen Laptop möglich, wie bisher über Kabel im Internet zu arbeiten und so die zusätzliche, gesundheitsgefährdende Strahlenbelastung durch die WLAN-Sendeanlage zu vermeiden. Es ist dafür nur ein Kabel zu legen und mit dem Netz zu verbinden.

Auch die Peripheriegeräte (z.B. zentraler Drucker) lassen sich weiterhin über Steckkontakt oder mittels Diskette bedienen. Dies ist sicher etwas aufwendiger doch sollte die Bequemlichkeit bei der Handhabung nicht Vorrang vor der Gesundheit haben. Man kann und sollte deshalb auf die Einrichtung und die Verwendung von Sendeanlagen an Schulen generell verzichten, nicht nur bei der Computerausstattung.

Neben der Vorsorge käme eine solche Ausstattung der Schulen die Städte und Kreise sogar finanziell günstiger, weil die Komponenten für den Funkbetrieb entfallen würden. Bei der gegenwärtig vielfach beklagten finanziellen Situation sollte dies für Entscheidungsträger doch mit ein wichtiges Argument sein.

Auch von der technischen Seite her spricht vieles gegen die WLAN-Technik. Einmal ist es die nicht sichere und von außen beeinflussbare Datenübertragung bei Funknetzen, sowie die gegenüber Kabelverbindungen reduzierte Arbeitsgeschwindigkeit und Belastbarkeit der Anlagen. Für die Verwendung in Prüfungen ist die WLAN-Technik nicht, oder nur sehr begrenzt brauchbar. Bei dem täglichen Gebrauch in Fachklassen, insbesondere an Berufsschulen und Gymnasien, bringt sie bei der Arbeit der Schüler/-innen, z.B. der Recherche im Internet, dem Herunterladen und Drucken von Dateien, oft nur unzureichende Ergebnisse, die den Unterrichtserfolg dann sehr in Frage stellen.

Offensichtlich werden alle gesundheitlichen, technischen, finanziellen und pädagogischen Einwände jedoch ignoriert und fremde Vorgaben und Interessen der Industrie von der Landesregierung übernommen und unkritisch durch die Schulträger auf Kosten der Gesundheit von Schülern und Lehrkräften umgesetzt. In einigen Schulbezirken wird diese Technik sogar an Grundschulen „erprobt“. Die ihnen anvertrauten Kinder werden dabei zu Versuchsobjekten.

„Bei der WLAN-Einrichtung in den Schulen liegt alles unterhalb der gesetzlichen Grenzwerte“, wird dazu verkündet. Rechtlich gesehen bestehen daher keine Bedenken und auch keine Einspruchsmöglichkeiten. Meist hört nach einer solchen Feststellung in den zuständigen Ämtern und Behörden dann das Denken auf. Ohne weitere Interventionen und den Druck von außen werden so zahlreiche wichtige Aspekte in der Folge nicht mehr besprochen und bei der Durchführung nicht berücksichtigt. Dieses Verhalten nährt die Vermutung, dass Gegenpositionen und Bedenken vielleicht auch deshalb nicht diskutiert und verschwiegen werden, um eine neue, gewinnbringende Technik in einem Großversuch rasch umsetzen und ausprobieren zu können. Schüler/-innen und Lehrer/-innen sollten sich jedoch dagegen wehren, dass ihr Arbeitsplatz zu einem Versuchsfeld wird, in dem sie uninformiert ständig gesundheitlichen Belastungen durch pulsierende elektromagnetische Strahlungen ausgesetzt werden. Dazu gibt es gute Argumente:

Die 1996 (sic!) in der Verordnung über elektromagnetische Felder festgelegten Grenzwerte, die als Rechtsgrundlage hier angeführt werden, berücksichtigen nur die Temperaturauswirkungen dieser Strahlungen. Bei den pulsierenden hochfrequenten Feldern gibt es jedoch bereits bei geringer Leistungsflussdichte von der Temperatur unabhängige Wirkungen. Sie verursachen bei Menschen Beschwerden wie Kopfschmerz, Bluthochdruck, Konzentrationsstörungen und können auch zu bleibenden gesundheitlichen Schädigungen führen. Das ECOLOG-Institut aus Hannover hat inzwischen eine Vielzahl von Studien über die gesundheitliche Belastung durch elektromagnetische Felder ausgewertet und konnte dies wissenschaftlich begründet bestätigen. Zum Schutze der Gesundheit ist daher heute nicht mehr von den alten, unzureichenden Grenzwerten auszugehen, sondern von einem alle bislang bekannten Einflüsse berücksichtigenden Vorsorgewert, den es dann bei der Beurteilung von Strahlenbelastungen unbedingt einzuhalten gilt. Die Schweiz hat dies bereits umgesetzt. Hier gelten für die Leistungsflussdichte offiziell 0,1 W/qm als Vorsorgegrenzwert. Dies ist 1/100 des in der Bundesrepublik geltenden Grenzwertes. Das ECOLOG-Institut empfiehlt aufgrund seiner Untersuchungen 0,01 W/qm als Vorsorgewert. Bei diesem Wert bereits wurden in Studien negative Einflüsse der Gehirnfunktionen wie Gehirnströme und Reaktionsvermögen, sowie der Blut-Hirn-Schranke festgestellt. Bei Untersuchungen hat Öko-Test an den einzelnen Laptops schon Werte ermittelt, die höher liegen als diese Vorsorgewerte. Sie können sich an den Arbeitsplätzen durch Überlagerungen und Spiegelungen noch weiter steigern. Die alleinige Begründung: „die geltenden Grenzwerte werden eingehalten“, geht somit an den tatsächlichen Gegebenheiten, den inzwischen vorliegenden wissenschaftlichen Erkenntnissen und an den Menschen meilenweit vorbei.

Bei der unkritisch betriebenen Medienausstattung der Schulen mit Sendern und strahlenden Laptops wird auch nicht berücksichtigt, dass es sich ja um Kinder und Jugendliche handelt, die an ihnen oft stundenlang tätig sind. Im Jahr 2000 kam in England eine von der Regierung beauftragte unabhängige Expertengruppe zu dem Ergebnis, dass Kinder, wegen des sich noch entwickelnden Nervensystems und einer um etwa 60% höheren Aufnahmefähigkeit für energetische Strahlungen, weit verwundbarer sind als Erwachsene (vgl. „Elektrosmog“, Verbraucher-Zentrale Niedersachsen, 2003). Für sie müssten daher noch strengere Maßstäbe bei den Vorsorgewerten gelten. Dies nicht zu berücksichtigen ist äußerst fahrlässig. Kinder bewusst solchen Gefahren auszusetzen grenzt an Körperverletzung.

Nicht bedacht wird bei der Argumentation auch, dass in den Räumen der Schule oft nicht nur ein Gerät die pulsierenden, hochfrequenten elektromagnetischen Strahlen erzeugt, sondern dass es 20 oder noch mehr Schüler/-innen sind, die im Unterricht mit diesen Geräten arbeiten. Oft geschieht dies an Orten, an denen es bereits andere unnatürliche Strahlungsquellen gibt (Leuchtstoffröhre, Halogenlampe, Handy, Trafo usw.). Es ist daher vorab nicht auszuschließen, dass durch eine Überschneidung der Felder die Vorsorgewerte für die elektromagnetische Belastung an den einzelnen Arbeitsplätzen weit überschritten wird. Sicher liegt die elektromagnetische Strahlung des einzelnen Laptops unter der eines Handy´s. Doch erhöht sich dadurch die Intensität der Belastung mit Elektrosmog. Hierbei ist auch die Nutzungsdauer mit entscheidend. Diese kann zum Beispiel bei Informatik-Fachlehrern/-innen und Fachschülern/-innen mehrere Stunden pro Tag betragen.

Auch eine zeitlich geringere Belastung ist schon gesundheitlich riskant. Besonders geschützt werden müssen dabei die elektrosensiblen Personen unter den Schülern/-innen und den Lehrkräften, die wie Allergiker auf elektromagnetische Strahlungen reagieren (ca. 3-5% der Bevölkerung). Dies ist eine Aufgabe, die sich für alle öffentlichen Einrichtungen stellt. Insbesondere gilt dies jedoch für Schulen, bei denen ja für alle eine Pflicht zur Teilnahme am Unterricht mit den Computern besteht.

Schon die hier kurz dargestellten Fakten und Argumente sind ausreichend, um zu dem WLAN-Projekt der Landesregierung und der Schulträger begründet „Nein!“ zu sagen: „Keine Sender in Schulen und anderen öffentlichen Einrichtungen!“ Dazu zählen neben der WLAN-Technik auch die kabellosen Bluetooth-Einrichtungen, DECT-Telefone und Handy`s. Über Kabel lassen sich die gleichen, bei der Arbeit mit Computern in der Übertragungsgeschwindigkeit sogar noch bessere Ergebnisse erzielen. Schutz und Vorsorge gegen gesundheitliche Beeinträchtigungen sollten wichtiger sein als das etwas bequemere Hantieren mit kabellosen Geräten. Die GEW und die Personalräte im Land, in den Städten und Kreisen und in den Schulen müssen darauf Einfluss nehmen, dass Entscheidungen zur Medienausstattung der Schulen in diesem Sinne revidiert und Kinder und Lehrkräfte in den Schulen nicht bewusst zusätzlichen Gesundheitsgefahren durch elektromagnetische Strahlungen ausgesetzt werden.

Bei der Bewertung der Risiken durch die pulsierenden hochfrequenten elektromagnetischen Strahlungen gibt es sicher noch Unklarheiten, doch sollte bei Entscheidungen die Vorsorge um die Gesundheit der Menschen ausschlaggebend sein. Als Grundlage müssen dafür die genannten Vorsorgewerte gelten, bis auf Grund neuerer Erkenntnisse weitere Überlegungen möglich sind. Aufgrund der inzwischen zahlreich vorliegenden Belege zu negativen Auswirkungen elektromagnetischer Strahlungen wurde inzwischen auch von offizieller Seite her erkannt, dass dem weiter nachgegangen werden muss. Auch die derzeit in der Bundesrepublik noch geltenden Grenzwerte stehen damit auf dem Prüfstand.

Brauchbare Hinweise sind dabei sicher von der REFLEX-Studiezu erwarten, die derzeit im Auftrag der Europäischen Gemeinschaften von Wissenschaftlern aus verschiedenen europäischen Ländern durchgeführt wird. Sie untersuchen u.a. die Auswirkungen elektromagnetischer Felder auf Gewebeteile. Auch aus der INTERPHONE-Studie der Weltgesundheitsorganisation zur Handy-Strahlung können sich weiterführende Erkenntnisse ergeben. Zumindest bis zu den Abschlussberichten dieser offiziellen Untersuchungen (voraussichtlich 2007) sollte die Entscheidung zu WLAN an den Schulen zurückgestellt werden.

Grenz- und Vorsorgewerte beziehen sich auf gesunde erwachsene Personen. Sie berücksichtigen nicht Kinder, elektrosensible und kranke Personen. Dafür sind weitere Differenzierungen erforderlich.

Für Kinder und Jugendliche ist dabei u.a. zu beachten (nach M. Marken, 2003):

- Der Körper nimmt wesentlich mehr Strahlung auf. Ein 5-jähriges Kind absorbiert etwa 60 % mehr als ein Erwachsener.

- Ihr Körper hat eine wesentlich höhere Zellteilungsrate und ist daher empfindlicher gegen Störungen auf der zellulären Ebene.

- Das Nervensystem ist noch in der Entwicklung und daher störungsanfälliger als bei Erwachsenen.

- Die Schädeldecke von Heranwachsenden ist dünner und bietet weniger Schutz gegen Strahlungen und Schädigungen des Gehirns.

Einige nachgewiesene gesundheitliche Beeinträchtigungen bei Menschen für den relevanten Belastungsbereich:

Bei 1,6 mW/qm wurden Störungen der Motorik und des Gedächtnisses bei Kindern nachgewiesen (nach PC PROFESSIONELL 11/2003),

bei 1 mW/qm Auswirkungen auf das Hirnstrombild nachgewiesen (durch Dr. L. v. Klitzing),

bei 700 mW/qm (Handygespräch) Veränderung des Bluts (Verklumpung, Rollenbildung) und damit der Sauerstoffversorgung des Körpers nachgewiesen (durch K. Tomson).

Relevante Befunde aus der Auswertung von über 100 Studien durch das ECOLOG-Institut (2003):

Bei Versuchen mit Zellkulturen und in Tierversuchen wurden bereits bei wesentlich geringeren Belastungen durch elektromagnetische Strahlungen erhebliche Störungen und Erkrankungen nachgewiesen und dokumentiert!

Die folgenden Angaben beziehen sich auf Einzelgeräte. Bei mehreren Verursachern elektromagnetischer Felder können sich durch Überlagerungen und durch Spiegelungen auch noch höhere Belastungswerte ergeben. Konkrete Angaben dazu sind allein durch Messungen vor Ort möglich.

IV. Zur Einschätzung der WLAN-Technik (nach Dr.-Ing. M. Virnich, Mönchengladbach, Okt. 2003))

Bei den Signalen der digitalen Funkdienste (Mobilfunk, DECT, WLAN) handelt es sich um periodisch gepulste Strahlung welche die Basisstationen permanent und unvermindert aussenden. Im Innenraum können WLAN Access Points eine „dominierende Hochfrequenzquelle und damit ein nicht zu vernachlässigendes gesundheitliches Risiko darstellen, wenn man sich in ihrem Nahbereich (einige Meter bis ca. 10 Meter) befindet. Die Benutzer der mit WLAN-Karten ausgestatteten Notebooks (...) befinden sich zwangsläufig in großer Nähe zur Sendeantenne und sind entsprechend hohen Immissionen ausgesetzt.“ Geht man, insbesondere bei Berücksichtigung der Klientel (Schulkinder), davon aus, dass der u.a. von dem Europäischen Parlament gestützte Wert bei der Leistungsflussdichte von 0,1 mW/qm aus Vorsorgegründen nicht überschritten werden sollte, wird „im Vergleich mit den oben aufgeführten Messwerten (...) deutlich, dass der WLAN-Technik somit keine gesundheitliche Unbedenklichkeit attestiert werden kann. (...) Auch wenn die Immissionen von WLANs im Vergleich zu anderen gepulsten Funksystemen im Fernbereich meist niedriger ausfallen, so stellen sie doch in jedem Fall einen zusätzlichen und in vielen Fällen vermeidbaren Belastungsfaktor für den menschlichen Organismus dar.“ Es hat nichts mit Technikfeindlichkeit zu tun, wenn die Notwendigkeit und der Nutzen neuer Technologien kritisch hinterfragt werden. „Bei der vorliegenden Vielzahl von Hinweisen auf erhöhte biologische Risiken“ sollte bei der WLAN-Technik „eher Vorsicht geboten sein und das Minimierungsgebot konsequent Anwendung finden.“

Für unsere Situation zu Hause und an den Schulen heißt dies:
Zur Datenübertragung sollten generell nur leitungsgebundene Netzwerke verwendet werden. Insbesondere sollten Funk-Netzwerke, wie WLAN, UMTS, DECT usw. nicht „in Wohnungen (...) eingesetzt werden; ebenso nicht in Gebäuden in denen sich Kinder und Jugendliche länger aufhalten (Kindergärten, Schulen).“ Auch in den Räumen der Schulverwaltung sollte dann darauf verzichtet werden.
Bei der Nutzung der an die Schulen gelieferten Notebooks mit eingebauter WLAN-Karte kann die Strahlung vermeiden, wenn man, wie bisher, ohne einen Access Point weiter mit Kabelverbindungen im Netz und an den Peripheriegeräten arbeitet. Leitungsgebundene Netzwerke sind übrigens auch heute noch schneller und sicherer in der Datenübertragung und weniger anfällig für Störungen.
Sollte irgendwo doch eine drahtlose Verbindung per WLAN unumgänglich sein, dann sollten die Modalitäten (z.B. Leistungsminderung der Antennen durch Dämpfungsglieder, Abstände zu den Personen, Strahlungsmessungen durch unabhängige Institute usw.) mit den Betroffenen abgestimmt und deren Einwilligung zur Veränderung des Arbeitsplatzes eingeholt werden.

V. Schriftverkehr zu WLAN an den Schulen mit dem Landrat und dem Staatlichen Schulamt

a. Brief an den Landrat und Schuldezernenten Herrn Matthias Wilkes vom 25. Dez. 2003

Sehr geehrter Herr Wilkes,

dass gerade an Heilig Abend in der Presse die Mitteilung stand, dass bei der Medienausstattung der Schulen mit Laptops eine Verzögerung eingetreten ist, erscheint mir wie eine höhere Fügung. An Weihnachten und am Jahresende, wo man sich gegenseitig nicht nur Erfolg sondern vor allem auch viel Gesundheit wünscht, ist sie für mich Anlass, Sie noch einmal auf die mit der im Kreis beabsichtigten Medienausstattung verbundenen Risiken hinzuweisen.

Eigentlich kann ich mir nicht vorstellen, dass Sie bewusst die gesundheitlichen Gefahren in Kauf nehmen wollen, die besonders für die heranwachsenden Kinder und Jugendlichen in den Schulen mit der WLAN-Technik und den dabei kabellos betriebenen Laptops verbunden sind. Es erfüllt mich daher mit ernster Sorge, dass Sie die warnenden Hinweise auf die Gefährdung durch pulsierende hochfrequente elektromagnetische Felder und die Stellungnahmen von verschiedener Seite dazu bislang nicht zur Kenntnis genommen oder in Ihre Überlegungen einbezogen haben.

Ich möchte Sie deshalb am Jahresende nochmals dringend darum ersuchen den Gesundheitsschutz der Schülerinnen und Schüler und ihrer Lehrkräfte vorrangig zu beachten und dafür zu sorgen, dass die Laptops an den Schulen nur mit Kabelverbindungen betrieben werden. Nur durch diese Schutz- und Vorsorgemaßnahme kann die Schädigung der Gesundheit von Beschäftigten in den Schulen vermindert werden. Ich appelliere an Ihre Verantwortung!

Sehr geehrter Herr Schwarzmüller,

ich bedanke mich für Ihr Schreiben vom 25.12.2003 und kann Ihnen diesbezüglich versichern, dass die Strahlenbelastung durch die Wireless-LAN-Technik weit unterhalb der zulässigen gesetzlichen Grenzwerte des Bundes-Immissionsschutz-Gesetzes liegt und sogar noch die sehr strengen Vorsorgewerte des Nova-Instituts Hürth in allen denkbaren Arbeitssituationen unterschreitet. Ich darf insoweit auf die in den Sitzungen der Schulkommission erteilten Informationen verweisen.

Darüber hinaus hat der Kreistag als höchstes Kreisgremium in seiner Sitzung am 15.12.2003 die Ausstattung der Schulen mit der Wireless-LAN-Technik beschlossen.

Selbstverständlich bin ich mir über die Verantwortung bewusst, die mit der Ausstattung der Schulen mit W-LAN verbunden ist, jedoch liegen Gutachten vergleichbarer technischer Anlagen vor, wonach die Strahlenbelastung keinesfalls gesundheitsgefährdend ist und damit vernachlässigt werden kann.

c. Meine Erwiderung vom 1. Feb. 2004

Sehr geehrter Herr Wilkes,

ich bedanke mich für Ihre Antwort von 21.01.2004 auf mein Schreiben zur Ausstattung der Schulen mit der WLAN-Technik und den dazu von mir geäußerten Bedenken und Warnungen. Leider sind Ihre Ausführungen dazu in hohem Maße unzureichend, so dass die gesundheitliche Gefährdung von Kindern und Jugendlichen und deren Lehrkräften in den Schulen weiter gegeben ist!

Obwohl Ihnen durch Anfragen, Eingaben und der Behandlung des Themas in einer Kreistagssitzung sicher schon einige der folgenden Feststellungen bekannt sein dürften, möchte ich Sie hier nochmals ausführlich auf Mängel und Fehler in Ihrer Stellungnahme aufmerksam machen und auf mögliche Konsequenzen daraus hinweisen.

1) Zutreffend schreiben Sie, dass die Strahlenbelastung durch die Wireless-LAN-Technik unterhalb der gesetzlichen Grenzwerte liegt. Sie beachten dabei jedoch nicht, dass die 1996 (sic!) erstellte 26. BlmSchV nur die thermischen Auswirkungen der elektromagnetischen Felder erfasst. Die athermischen Wirkungen, welche die Gesundheit von Menschen, insbesondere von Kindern, schädigen können, werden damit nicht erfasst und nicht beschrieben. Neue medizinisch-biologische Erkenntnisse dazu (z.B. aus der REFLEX-Studie der EU) werden dabei nicht berücksichtigt. Wenn man nicht die Technik sondern die Gesundheit der Betroffenen in den Mittelpunkt der Überlegungen und des Handelns stellt, ist der Verweis auf den gesetzlichen Grenzwert somit völlig fehl am Platze und geht an der Sache (und an den Menschen) vorbei!

2) Deshalb werden bei der Beurteilung solcher Anlagen durch fachkundige Experten auch Vorsorgewerte zugrunde gelegt, die von den offiziellen Grenzwerten erheblich abweichen. Sie beruhen auf Erkenntnissen zu Gesundheitsgefahren, die sich aus den zahlreich vorliegenden medizinisch-biologischen oder epidemiologischen Untersuchungen ergeben. Das ECOLOG-Institut in Hannover hat 2003 eine Vielzahl dieser Studien kritisch untersucht und kommt dabei zu einem Vorsorgewert von 10 mW/qm. Bei weiteren medizinischen Untersuchungen fanden sich jedoch schon Auswirkungen auf das Hirnstrombild bei 1 mW/qm gepulster hochfrequenter elektromagnetischer Strahlung. Dieser Wert entspricht auch den Vorsorgeempfehlungen der Bundesärztekamme. Mediziner und Baubiologen (Dr. L. v. Klitzing, Maes) halten aufgrund ihrer Erkenntnisse in Räumen mit längerem Aufenthalt sogar einen Vorsorgegrenzwert von 0,01 mW/qm für angebracht.

Den von Ihnen angeführten Vorsorgewert des Nova-Instituts Hürth (2001) von 100mW/qm nach diesen Erkenntnissen als „sehr streng“ zu bezeichnen ist entweder Unwissenheit oder eine bewusste Verkennung der aktuellen Gegebenheiten!

3) Sie behaupten, dass der oben genannte Vorsorgewert „in allen denkbaren Arbeitssituationen“ in den Schulen unterschritten werde. Dazu verweisen Sie auf Informationen, die in einer Sitzung der Schulkommission erteilt wurden.

Der von Ihnen bestellte Medienbeauftragte Herr Gromodka beantwortete dort schriftlich eine Anfrage zur WLAN-Technik aus seiner Sicht und stützte sich dabei auf Ausführungen der ARtem GmbH, die er in zwei Anlagen beifügte. Ich weiß nicht, ob es Ihnen bekannt ist, dass es sich dabei um einen der größten WLAN-Vertreiber in Deutschland handelt. Eine Argumentation von dieser Seite zur gesundheitlichen Belastung durch elektromagnetische Felder kann mit den Aussagen eines Zigarettenherstellers zur Gefährlichkeit des Rauchens gleichgesetzt werden. Hier eine Objektivität anzunehmen, wäre in einem hohen Grade naiv und fahrlässig! Im Sinne eines seriösen Umgangs mit einer Sache, die für die Gesundheit unserer Kinder und ihrer Lehrer/-innen höchst schädlich sein kann, werden sie sicher verstehen, dass ich in der weiteren Argumentation die Ausführungen von Herrn Gromodka nicht weiter in Betracht ziehe.

4) Ich will aber doch auf den ersten Teil Ihrer Feststellung weiter eingehen. Dazu möchte ich Ihnen zunächst die Fragen stellen: Woher wissen Sie, dass in den Schulen die von Ihnen zugrunde gelegten (großzügigen) Vorsorgewerte des nova-Instituts „in allen denkbaren Arbeitssituationen“ stets eingehalten werden? Haben Sie in den Schulen an den verschiedenen Arbeitsplätzen dazu etwa schon Messungen durchgeführt?

Es ist wissenschaftlich unzulässig, die Werte und Ergebnisse des nova-Instituts aus der Untersuchung der WLAN-Installation der Universität Bremen zu verallgemeinern und pauschal auf alle weiteren Anwendungen dieser Technik zu übertragen!

Jeder fachkundige und seriös arbeitende Techniker und Wissenschaftler wird Ihnen bestätigen, dass Messungen hochfrequenter elektromagnetischer Felder in starkem Maße von den baulichen Gegebenheiten, von Spiegelungen und Überlagerungen beeinflusst werden. Eine Messung gilt daher nur für den Ort, an der sie stattgefunden hat. Andere örtliche Gegebenheiten bringen auch andere Ergebnisse. So wurde z.B. bei einer Untersuchung von ÖKO-TEST (11/2002) zu WLAN-Funkanlagen als Spitzenwert an einem Nutzerplatz in der juristischen Bibliothek in Göttingen eine Flussdichte von 23 mW/qm gemessen. Bei der Beweglichkeit der WLAN-Anlagen innerhalb eines Gebäudes und den somit veränderbaren Strahlungsbedingungen kann keiner behaupten und garantieren, dass der nova-Vorsorgewert von 100 mW/qm immer eingehalten wird.

5) Eine Gefahr für die Nutzer geht dabei nicht nur von den Access Points (vgl. PC PROFESSIONELL Nr.11/2003) sondern besonders von den sendenden Laptops aus, vor denen die Kinder sitzen (ÖKO-TEST 11/2002). Sogar das Nova-Institut stellt bei seiner Untersuchung fest, dass selbst seine (großzügigen) Vorsorgewerte von den WLAN-Netzwerkkarten der Notebooks bis zu einem Abstand von 20 cm überschritten werden. Mögliche Siegelungen und Überlagerungen durch weitere Gräte (Laptops) und andere Felder (z.B. DECT-Telefone, Handys, Trafos usw.) sind dabei noch nicht berücksichtigt. Bei der Arbeit mit den Laptops in Schulklassen, z.B. der Grundschulen, ist nicht anzunehmen, dass die Schüler/-innen solche Abstände immer einhalten.

Bei der Grundlage von Vorsorgegrenzwerten anderer Institutionen (z.B. Ecolog, Bundesärztekammer, Baubiologen), die von nachweisbaren gesundheitlichen Schädigungen ausgehen, sind sogar in noch größeren Abständen (bis 1,5 Meter) Gefährdungen gegeben. Eine Arbeit an den Laptops ohne Kabel wäre danach generell mit Gesundheitsgefahren verbunden.

6) Alle die hier genannten Grenz- und Vorsorgewerte gelten für erwachsene Personen. Im Kreis soll die WLAN-Technik jedoch sogar bei Kindern in den Grundschulen Anwendung finden. Der Körper ist bei Schulkindern noch nicht ausgereift. Sie befinden sich noch im Wachstum und in der Entwicklung. Sie sind daher viel verwundbarer bei Belastungen. Ein 5-jähriges Kind z.B. nimmt ca. 60% mehr Strahlung auf, als ein Erwachsener (vgl. Verbraucher-Zentrale Niedersachsen, 2003). Das Nervensystem ist bei ihnen noch in der Entwicklung und daher viel störungsanfälliger. Wegen der höheren Zellteilungsrate sind Kinder und Jugendliche viel empfindlicher gegenüber Störungen auf der zellulären Ebene. Die Gefahr, dass sie durch die pulsierenden elektromagnetischen Strahlungen in ihrer Entwicklung geschädigt werden, ist erwiesener Maßen sehr groß. Wachstums- und Entwicklungsstörungen, Lern- und Verhaltensstörungen, Veränderungen im Blutbild, nervöse Beschwerden bis hin zur Entwicklung von Tumoren ist dies medizinisch nachgewiesen und wissenschaftlich belegt. Aus diesem Grunde hat die britische Regierung u.a. für die Handy-Benutzung Warnhinweise wegen möglicher Gehirnschädigungen herausgegeben und Jugendlichen unter 16 Jahren von dem Telefonieren mit Handys dringend abgeraten. Ebenso empfahl der Präsident des Bundesamtes für Strahlenschutz, W. König, dass sich Kinder von dieser, mit elektromagnetischen Strahlungen verbundenen Technologie möglichst fernhalten sollten (vgl. M. Marken 2003).

Aus diesen Erkenntnissen heraus müssen die Vorsorgewerte bei Kindern und Jugendlichen jedenfalls andere sein als die von Ihnen angeführten Grenz- und Vorsorgewerte. Viel besser noch ist es, Überflüssiges zu vermeiden und dort wo man elektromagnetische Strahlung verhindern kann, dies auch zu tun, z.B. in den Schulen an den Computern nur mit Kabelverbindungen zu arbeiten.

7) Trotz dieser Erkenntnisse die Umsetzung der WLAN-Technik an den Schulen im Kreis durchzusetzen, halte ich in hohem Maße für verantwortungslos. Dies grenzt stark an Körperverletzung. Auch wenn der Kreistag die Ausstattung der Schulen mit der Wireless-Lan-Technik beschlossen hat, müssen Sie als Amtsträger in Folge keine strafbaren Handlungen ausführen. Tun Sie die trotzdem, so sind Sie dafür verantwortlich und nicht der Kreistag.

Ich bitte Sie deshalb nochmals dringend, aufgrund der hier vorgetragenen und weiter zu vertiefenden und zu belegenden Argumente, Ihre Entscheidung zur Ausstattung der Schulen mit pulsierenden elektromagnetischen Sendeanlagen (hier: WLAN-Technik) rückgängig zu machen. Ein Lernerfolg lässt sich an Laptops über Kabelverbindungen in gleichem Umfang erreichen.

Sie haben sicher Verständnis dafür, dass ich wegen der Wichtigkeit der Problematik und der ebenfalls gegebenen Zuständigkeit dieses Schreiben mit der Argumentation gegen eine WLAN-Ausstattung der Schulen auch dem Leiter des Staatlichen Schulamtes in Heppenheim zukommen lasse.

Sehr geehrter Herr Roghe,

wie Ihnen bekannt ist, will der Kreis als Schulträger zahlreiche Schulen mit Laptops ausstatten, an denen sogar in Grundschulen im Unterricht gearbeitet werden soll. Diese Medieninitiative ist jedoch in der beabsichtigten Form mit erheblichen Gefahren für die Schüler/-innen und ihre Lehrkräfte verbunden!

Es soll jetzt auf Anweisung des Landrats an den Schulen nicht mehr über Kabelverbindungen mit dem Computer gearbeitet werden, was auch mit den Laptops weiterhin möglich wäre, sondern nur noch über die Wireless-LAN-Funktechnik. Dabei gehen von den ständig sendenden Access Points und von den Laptops, vor denen unmittelbar die Schüler/-innen sitzen, hochfrequente pulsierende elektromagnetische Strahlungen aus, von denen nachgewiesen ist, dass sie, insbesondere bei Kindern und Jugendlichen, eine Gefahr für deren Entwicklung und die Gesundheit darstellen. Insbesondere lassen sich nachweislich auch Lern- und Verhaltensprobleme darauf zurückführen. Jede Sendetechnik mit elektromagnetischen Strahlungen (WLAN, Bluetooth, PLC, DECT-Telefon, Handy usw.) sollte daher in den Schulen unbedingt vermieden werden!

Ich habe den Landrat des Kreises Bergstraße, Herrn M. Wilkes, bereits vor einiger Zeit auf diese Problematik aufmerksam gemacht und auf die damit verbundenen Gefahren für die Schüler/-innen und ihre Lehrkräfte hingewiesen. Bislang jedoch ohne Erfolg. Die letzten Schreiben habe ich Ihnen zur Kenntnis und zur weiteren Information über die gegebene Problematik als Anlage beigefügt.

Ich bin der Auffassung, dass es jetzt auch eine Sache des Staatlichen Schulamtes sein muss, die drohende gesundheitliche Gefährdung der Schüler/-innen und ihrer Lehrkräfte zu verhindern. Nach dem Grundgesetz hat jeder hat das Recht auf körperliche Unversehrtheit.

Ich bitte Sie deshalb, in Ihrer Eigenschaft als Dienstvorgesetzter, die Schulleiter/-innen und die Lehrer/-innen über die mit der WLAN-Technik verbundene gesundheitliche Problematik aufzuklären und bei den betroffenen Schulen eindringlich darauf hinzuwirken, dass dort nicht über die WLAN-Anlage mit den Laptops gearbeitet wird, sondern dass im Unterricht bei der Arbeit mit Computern weiterhin nur Kabelverbindungen benutzt werden.

Ferner bitte ich Sie bei dem Schulträger darauf hinzuwirken, dass in und auf den Gebäuden der Schulen des Kreises, auch bei den Verwaltungen, keinerlei elektromagnetische Sendeanlagen eingerichtet und/oder in Betrieb genommen werden. Ich hoffe sehr, dass mit Ihrer Hilfe dann die gesundheitliche Bedrohung der dort Beschäftigten vermieden werden kann. Dafür danke ich Ihnen bereits im voraus!

Für die wissenschaftliche Aufklärung wollte man 5 Mio. Euro ausgeben, für die Entschädigung der Zwangsarbeiter noch mal 10 Mio. Die Aufklärung ist erfolgt, die Scham scheint indessen verflogen. ÖÄK-Präsident Brettenthaler begrüßt Empfehlungen des Gesundheitsministeriums – Resolution der Umweltmediziner

Wien (OTS) - Positiv reagiert die Österreichische Ärztekammer (ÖÄK) auf die Empfehlungen des Gesundheitsministeriums zur Nutzung von Mobiltelefonen. Wie ÖÄK-Präsident Reiner Brettenthaler am Donnerstag in einer Aussendung vermerkte, sei dieser Vorstoß ein Zeichen dafür, dass sich das Vorsorgeprinzip nunmehr auch bei heikleren, mit Wirtschaftsinteressen stark verflochtenen Angelegenheiten im Gesundheitsministerium durchsetze.

Der Umweltreferent der Österreichischen Ärztekammer, Gerd Oberfeld, sagte, dass man sich bei der Mobiltelefonie nicht allein auf die potentielle Gefährdung von Kindern durch Handys konzentrieren dürfe. Oberfeld: „Der vernünftige Einsatz der Handys und Schnurlostelefonen (DECT) ist oberstes Prinzip. Der Bevölkerung muss bewusst gemacht werden, dass diese Techniken beim gegenwärtigen Kenntnisstand nur dann genutzt werden sollen, wenn kein anderes Kommunikationsmittel zur Verfügung steht.“

Die Österreichische Ärztekammer verwies in diesem Zusammenhang auf eine von den österreichischen Umweltmedizinern jüngst verabschiedete Resolution zur Anwendung von Mobilfunkgeräten. In dieser heißt es, dass die gegenwärtig in Österreich zum Schutz der Gesundheit gegenüber elektromagnetischen Feldern (EMF) getroffenen Maßnahmen aus ärztlicher Sicht nicht ausreichend seien. In dieser Resolution stellen die Umweltmediziner folgende Forderungen und Empfehlungen auf:

# Bei elektromagnetischen Quellen wie z.B. Mobilfunknetzen das Minimierungs- und Vorsorgeprinzip anzuwenden.

# Mobil- und Schnurlostelefone nur für wichtige und dringende Gespräche und nur kurz zu nutzen.

# Schnurlostelefone durch Schnurtelefone zu ersetzen.

# Breitbandanwendungen kabelgebunden zu realisieren.

# Die ärztliche Anamnese im Hinblick auf EMF zu erweitern und bei Verdachtsmomenten messtechnisch abzuklären.

# Standards zur Abklärung von möglichen Zusammenhängen zwischen EMF-Exposition und Gesundheit zu erarbeiten.

# Medizinstudenten und Ärzte verstärkt im Bereich der Erkennung und Prävention EMF-bezogener Krankheiten aus- und fortzubilden.

# Ein Gesetz zum Schutz vor nicht-ionisierender Strahlung (EMF) unter Berücksichtigung des Vorsorgeprinzips, des Schutzes bei Langzeitexpositionen und des Schutzes besonders empfindlicher Gruppen zu erarbeiten und zu verabschieden.

# Ein unabhängiges nationales Beratungsgremium zu EMF bei der Österreichischen Akademie der Wissenschaften einzurichten.

# Melde- und Beratungsstellen zu EMF-bezogenen Beschwerden bei den Landesbehörden einzurichten.

# Ein nationales EMF-Forschungsprogramm mit folgenden Schwerpunkten einzurichten:

Inzidenz- und Interventionsstudien.

Abklärung von örtlichen und zeitlichen Krankheitshäufungen.

# Einen EMF-Bildungsplan zu erarbeiten und umzusetzen.

# Einen EMF-Präventionsplan zu erarbeiten und umzusetzen.

WHAT a fascinating show of people power to the residents who created a human shield to stop a telecom giant starting working on yet another phone mast.

It was hilarious to read the company was forced to abandon work on the site at Mead Way and Pickhurst Road when residents blocked their way.

T-Mobile must be cursing the brave residents and despite vowing to return to carry on regardless. I'm sure Derek Shwartz and co will keep a watchful eye.

The Global Network Against Weapons & Nuclear Power in Space has announced a demonstration at Cape Canaveral Air Force Station in Florida on January 7 from 11:00 am to 1:00 pm. The protest will highlight opposition to NASA’s planned New Horizons launch that will carry 24 pounds of radioactive plutonium on board.

NASA acknowledges in their Environmental Impact Statement (EIS) for the New Horizons mission that there is a 1 in 300 chance of an accident resulting in release of the plutonium. In the event of such an accident the EIS states that the deadly plutonium could be carried by winds for a 60-mile radius throughout Central Florida. Clean-up costs for a plutonium accident would range from $241 million to $1.3 billion per square mile.

NASA has big plans to expand the numbers of nuclear launches in the coming years. The DoE is now planning a $300 million expansion of their laboratory in Idaho just to make more plutonium for space missions.

According to Global Network Coordinator Bruce Gagnon, “As people in the U.S. and around the world learn about NASA's plan to launch plutonium into space they become angry with the space agency. People say we don't want our tax dollars used to launch nuclear power into space. The public understands the threat to the planet and to our children's future. NASA is destroying their credibility with the very people who pay for these missions. We might have escaped Cassini, we might escape New Horizons, but with plans to put nuclear reactors on the moon to power bases there in the coming years NASA will be launching a host of these missions. One thing we have learned is that sooner or later, space technology can fail.”
