Republican congressman Randy "Duke" Cunningham recently resigned after pleading guilty to graft and tearfully admitting that he took $2.4 million in bribes from defense contractors, prompting an interesting question from Joshua Micah Marshall:

"How did Duke Cunningham manage to get so far entangled in an ethics mess that he had to plead guilty to federal charges of accepting bribes without anyone referring his case to the House ethics committee?

Think about that for a second.

With all that came out about Cunningham over the last six months and not one Democrat even filed a complaint against him, let alone any Republicans?" Melanie Sloan provides the answer:

Der Sozialverband VdK hat ein Ende des Stellenabbaus der Unternehmen zu Lasten der Sozialversicherungskassen verlangt. Immer mehr Konzerne würden wie Telekom und AEG skrupellos auf Kosten der Beitragszahler und Rentner Tausende Beschäftigte auf die Straße setzen und so ihre Dividenden erhöhen, sagte VdK-Präsident Walter Hirrlinger der Chemnitzer "Freien Presse". Es sei ein Trugschluss zu glauben, dass für Altersteilzeit und Frühverrentung die Unternehmen aufzukommen hätten. Für die Sanierung der Konzerne müsse vor allem die Rentenkasse herhalten, kritisierte Hirrlinger. Die Folge seien höhere Beitragssätze und Kürzungen der Altersbezüge für die Senioren. Hirrlinger forderte die Bundesregierung auf, gesetzlich dafür sorgen, dass die Unternehmen künftig die Entlassungen finanziell alleine zu tragen hätten.

69 Milliarden Euro: Öffentlichkeit erfährt nichts über mögliche Verkäufe von Goldreserven (14.12.05)

Die Goldreserven der Bundesbank sollen nach den Vorstellungen der Union möglicherweise für das Stopfen von Haushaltslöchern verwendet werden. Er denke persönlich um, weil es sonst schwierig werde, die Schulden des Bundes nachhaltig zu senken, sagte der finanzpolitische Sprecher der Unions-Fraktion, Otto Bernhardt, dem "Handelsblatt". Bislang hatte die Union die gegenteilige Position vertreten. Führende Haushaltspolitiker von CDU und CSU hatten 2004 noch davor gewarnt, den Goldschatz der Bundesbank "für den Bundeshaushalt zu verramschen". Die Goldbestände haben derzeit einen Wert von rund 69 Milliarden Euro. Die Ankündigung könnte allerdings auch nur ein Versuchsballon sein. Was am vergangenen Freitag in der Bundesbank besprochen wurde, darf die Öffentlichkeit nicht erfahren.

Lebensmittel-Kontrollen: Greenpeace verklagt Bundesländer auf Herausgabe von Pestiziddaten (14.12.05)

Greenpeace hat heute beim Verwaltungsgericht Mainz Klage gegen das Land Rheinland-Pfalz erhoben. Die Klage richtet sich gleichzeitig an alle anderen 15 Bundesländer, die vom Land Rheinland-Pfalz mit vertreten werden. Die Länder verweigern gegenüber Greenpeace seit Juni Angaben über die staatliche Lebensmittelüberwachung. Greenpeace wollte von den Ländern wissen, bei welchen Lebensmitteln die zulässigen Höchstmengen an Pestiziden überschritten wurden. Zweitens sollten die Behörden offen legen, in welchen Fällen sie rechtlich gegen die Verkäufer vorgegangen sind. Und drittens verlangte Greenpeace Informationen zur Leistungsfähigkeit der staatlichen Untersuchungslabors.

Neben Ex-Bundeskanzler Gerhard Schröder gerät jetzt auch die Dresdner-Bank in die Kritik wegen des deutsch-russischen Konsortiums Nordeuropäische Gas-Pipeline (NEGP). Matthias Warnig, ein Manager der deutschen zum Versicherungsriesen Allianz gehörenden Großbank, ist designierter Vorstandschef des Unternehmens. Nach einem Bericht der "Berliner Zeitung" hat Warnig über mehrere Jahre hinweg in der Bundesrepublik spioniert. Unter Berufung auf Stasi-Unterlagen meldet die Zeitung, dass Warnig von 1987 bis mindestens April 1989 unter dem Decknamen "Arthur" als so genannter Offizier im besonderen Einsatz (OibE) in Westdeutschland, vermutlich an der Ständigen Vertretung der DDR in Bonn, eingesetzt war.

Das Europaparlament hat am Mittwoch die langfristige vollständige Speicherung sämtlicher Telekommunikations-Verbindungsdaten in der gesamten EU beschlossen. Nach dem Kompromiss zwischen den beiden großen Fraktionen der Sozialdemokraten und der Konservativen müssen diese Informationen künftig mindestens sechs Monate bis zwei Jahre aufbewahrt werden. Zudem ist es den Mitgliedsstaaten gestattet, diese Fristen noch weiter auszudehnen. Damit wird für die Sicherheitsbehörden nachvollziehbar, wer wann von wo aus mit wem telefoniert oder an wen eine e-Mail oder SMS verschickt hat. Ebenso kann der Staat erfahren, wer wann welche Internet-Seite aufgerufen hat und mit welcher IP-Adresse der Nutzer im Netz war. Die Mehrheit der Abgeordneten setzte sich damit über die massive Kritik von Datenschützern, Bürgerrechtlern, Verlegern und Wirtschaft hinweg. Sie hatten die jetzt beschlossene Richtlinie als massiven Eingriff in die Grundrechte, Gefahr für die Pressefreiheit und als verfassun gswidrig kritisiert. Zudem sei die Vorratsdatenspeicherung für das vorgebliche Ziel, den Terrorismus zu bekämpfen, wirkungslos. Der Leiter des Unabhängigen Landeszentrums für Datenschutz Schleswig-Holstein, Thilo Weichert, kommentierte, mit dem Beschluss des EU-Parlaments werde aus "unserer freiheitlichen eine überwachte Informationsgesellschaft". Es sei zu hoffen, dass der Europäische Gerichtshof und das Bundesverfassungsgericht die Richtlinie stoppen. Die Foundation for a Free Information Infrastructure (FFII) kommentierte, ab heute würden alle EU-Bürger "verfolgt und überwacht wie gewöhnliche Kriminelle".

CIVIL LIBERTIES An Un-PATRIOT-ic Compromise

"Benjamin Franklin once said that a country that would give up their liberties for security deserves neither," Sen. Patrick Leahy (D-VT) remarked yesterday. "Well, we can have our security. We can have our liberties." Unfortunately, the Patriot Act deal reached by House and Senate negotiators yesterday does not accomplish that. Specifically, it doesn't do enough to protect the privacy rights of ordinary Americans. Government investigators can still obtain personal data too easily and operate without proper supervision from the courts. The bill is already causing a stir on Capitol Hill. A bipartisan group of six Senators -- Sens. Larry Craig (R-ID), John Sununu (R-NH), Lisa Murkowski (R-AK), Richard Durbin (D-IL), Ken Salazar (D-CO), Russ Feingold (D-WI) -- have come out against it, saying they are "gravely disappointed," and Feingold has threatened to block the legislation with a filibuster. WEAK PROTECTIONS AGAINST NATIONAL SECURITY LETTERS: The government began issuing National Security Letters (NSLs) in the 1970s as "narrow exceptions in consumer privacy law, enabling the FBI to review in secret the customer records of suspected foreign agents." The Patriot Act "transformed those letters by permitting clandestine scrutiny of U.S. residents and visitors who are not alleged to be terrorists or spies." NSL recipients are not allowed to tell anyone they have received them. The Washington Post reported last month that the FBI now hands out over 30,000 national security letters per year, "a hundredfold increase over historic norms," which are allowing the government to view "as never before into the telephone calls, correspondence and financial lives of ordinary Americans." Yesterday's compromise does not do enough to protect the civil liberties of the citizens these letters target. The extended NSL authority will not sunset like other controversial sections of the Patriot Act and investigators can still force courts to accept the government's argument that NSL gag orders should not be lifted.

OBTAINING PERSONAL RECORDS STILL TOO EASY: The controversial issue of library record searches intensified earlier this year, after an American Library Association (ALA) report found that "U.S. law enforcement authorities made more than 200 requests for information from libraries since October 2001." The ALA said at the time, "What this says to us is that agents are coming to libraries and they are asking for information at a level that is significant, and the findings are completely contrary to what the Justice Department has been trying to convince the public." The compromise sunsets the Patriot Act's infamous "library provisions" in four years, but will not tighten the standards the government needs to subpoena personal information. The government can still obtain personal data merely by showing "relevance" to a terrorism investigation.

What they didn't know was that their meeting had come to the attention of the US military. A secret 400-page Defense Department document obtained by NBC News lists the Lake Worth meeting as a "threat," and one of more than 1,500 "suspicious incidents" across the country over a recent 10-month period.

Council bosses have suspended an application for a telecommunications mast in the grounds of a school after they admitted parents had not been consulted about the scheme.

Broadland District Council received an application from BT, on behalf of Norfolk County Council, to put the 15 metre mast, with 0.3metre microwave dish, at Cantley First School, School Lane, Cantley.

The proposal, which is part of a Government drive to get Broadband installed at every school in the country by 2006, would ensure that pupils are not falling behind in what has become an increasingly technology-dependent educational system.

But the proposal has now been suspended because it emerged that the people living in the area had not been properly consulted about the mast.

Today, despite reassurances that the mast would not pose a health risk to children, campaign group Mast Sanity urged a degree of caution.

Its technical advisor Andy Davidson said: “They use a similar frequency to mobile phone masts and similar digital technology. While we don't know what causes health problems it's unwise to say one kind of mast is better than the other.”

Paul Fisher, the county council's assistant director, resources and efficiency, children's services, said: “It seems that consultation has not happened with local residents as it should, and so we have suspended the installation at Cantley.

“We do want to make sure residents are involved and want to hear their views. The school will now be making sure that this happens. Of course, people can also make their views known in response to any planning application as well.”

The county council is ensuring that 451 of the 453 schools in Norfolk are set up with Broadband by 2006. The other two schools are getting it done independently.

A council spokesman said the most cost effective solution to installing Broadband is by using copper, but in some cases, where the distance to the exchange is too great, fibre has to be used.

“However, in the more remote parts of the county, the cost of fibre becomes prohibitively expensive,” he said.

“In these instances point to point wireless is used. BT responded to Norfolk County Council with the option of using point-to-point wireless technology for schools in more remote parts of the county, which they had successfully implemented to schools in several counties within the eastern region; Cambridgeshire and Suffolk, being just two.

The technology requires a dish, typically 30cm in diameter, to be mounted either on a mast within the school grounds, or on the school building itself.”

As with mobile phone masts, there is some debate over whether they pose a risk to health. A spokesman for BT said: “The equipment used for these kinds of installations are low-power, point-to-point masts and they confirm to all EU directives for emissions.”

A spokesman for the Health Protection Agency said the main risk to children was not from masts but from mobile phone handsets.

Hayley Smith, head teacher, admitted a mast is the last thing she wants towering over her school.

“The school hasn't asked for this, it's being done by BT,” she said. “We have asked for the planners and everyone else to see if they can find an alternative to putting up a mast. The school doesn't want to upset neighbours and the school doesn't want a mast and if there's any other way of doing it that's what we would like to do.

Mrs Smith said the children at the school would be “disadvantaged” if they did not have access to Broadband from schools in the rest of the area.

“I don't want a mast any more than anyone else, but we want the Broadband,” she said.

Through the Put Masts on Hold campaign the Evening News has campaigned against the installation of mobile phone masts until it is proved they are safe.

Dr Ian Gibson, MP for Norwich North, who has been a long-time supporter of our campaign, said: “If you can do it on a phone line you should do it on a phone line.

“What neighbours think is rather important and if they are worried about it I don't think any reassurance will stop them and it would be better to do it on a phone line - other schools have done it on phone lines.”

RADIO waves from a Liverpool phone mast are causing posh cars to break down.

The 70ft pole in Childwall is pumping out waves with a similar frequency to those used in the alarm and immobiliser systems of some expensive vehicles.

A resident in nearby Walgrave Street had to sell his Mercedes because it broke down repeatedly, despite him paying for £1,000 of modifications.

Gareth and Lyn Davies were left stranded in the road after taking their new Lexus to visit a relative.

They had to barricade the vehicle inside a cordon of vans to block the waves before they could restart the engine.

The car breakdowns have heightened fears about safety among residents, despite assurances from mobile phone company Orange that the mast is safe.

Mrs Davis said: "Either way, the beams are too strong coming from the phone mast, or there's a serious fault with my car.

"Do we have to avoid driving down any roads with phone masts on to stop this from happening again?

"I'm worried that the engine could cut out when driving down the motorway, which would be a lot more dangerous."

A mechanic explained that cars with keyless entry and ignition worked on radio waves that sometimes suffered interference from phone masts.

They abandoned the car in Walgrave Street, as the automatic steering lock prevented it being moved, and needed two lorries to block out the beams. Neighbours spoke of their shock about the waves beaming from the mast by the Rocket pub on Queens Drive, at the end of the M62.

Madeline Gregory, 70, said: "Everybody is very worried about the masts in the area.

"Cars only seem to break down in our street and drivers don't have problems anywhere else.

"I try not to open my window if I can help it as I try to keep out the way of these rays."

A spokesman for Lexus said the incidents were rare and the problem would occur only when the vehicle was stationary.

He said: "It can happen if there are transmitters on masts similar to the radio waves that the car works on."

A spokesman for Orange said: "In our experience, it is not our masts causing problems but failings in the car electrics itself.

"Our technology works at a specific frequency band so no other piece of electrical equipment should cross over into our frequency band, and vice versa.

"Our emission levels are hundreds of times within the strict international health and safety guidelines."

A MAN who moved his family more than 170 miles to get away from telephone masts now faces having one built near his new home.

David Powell has lived in Hagworthingham for five years after moving from Newbury, Berkshire, which has a high rate of childhood leukaemia - one of the health risks associated by some with mobile phone masts.

The dad of two explained: "We deliberately moved into a conservation area to get away from the masts."

His family now faces living in the shadow of a proposed 22.5 metre mobile phone mast at Mount Pleasant Farm, Hagworthingham.

He is just one member of the newly formed Hagworthingham Action Group (HAG) which opposes the mast, applied for by phone company O2.

Dean Martin lives 200ft (60 metres) away from the site and Alison Thompson lives just 75ft (22 metres) away.

The mast will also overshadow a well-used public footpath. HAG members say more than 70 per cent of the nearby 300 residents are opposed to the mast.

Their main objections are due to the health risks associated with these types of masts, including cancer.

The site is also in an area of outstanding natural beauty which government guidelines on the siting of masts state should be avoided if possible.

Residents feel there are many other masts nearby which could be shared by O2, an option strongly encouraged by the government yet one which residents feel has not been fully explored by O2.

Mr Martin added: "We are not saying we don't want or don't need a mast, we are just saying we don't want it so close to residential properties."

Mr Martin and Mr Powell insist if the mast were to be built they would move away from the area - despite facing a loss of up to 50 per cent on the value of their homes.

Mrs Thompson has been told by an estate agent her house would be un-sellable if the mast was built.

Mum of three Alison Darling, who lives 500 yards from the proposed site, asked how a mast could be built so near children's homes when it is so difficult to get permission for one near a school.

She added: "We live in a disposable society, does this now extend as far as the disposal of our children and their habitat?"

In 2001, only one senator voted against the Patriot Act. Since then, people from all across the political spectrum have come to realize that the Patriot Act strikes a blow to the fundamental rights, liberties, and privacy of all Americans. Protecting freedom is something that all of us—progressives and conservatives, Democrats and Republicans—can agree on.

That's why a bipartisan group of senators, including Republicans Larry Craig, John Sununu, Lisa Murkowski and Democrats Russ Feingold, Dick Durbin and Ken Salazar, have been working to fix the Patriot Act. They have vowed to fight the most egregious provisions and filibuster reauthorization if necessary. We need to show them that we have their backs.

The Patriot Act that the president wants them to pass now goes too far and doesn't protect the privacy of innocent Americans. It doesn't address some of the biggest problems in the law. For example:2

* The government can obtain your private records, like medical, library, school, and other records—without showing any connection between your activities and and a suspected foreign terrorist.

* Some 30,000 National Security Letters ("NSLs") are issued each year to obtain private records,3 and the recipients of those NSLs are under a gag order that is almost impossible to overturn. But the Patriot Act does nothing to address these abusive powers.

* The government is allowed to get "sneak and peek" search warrants to search a home or business and doesn't have to tell the owner of the premises for a month. This power can be used in cases that don't have anything to do with terrorism.

Right now, the Patriot Act is just bad law about to get worse—and leaders in the Washington are actually willing to try to block it. We can't let our only chance to fix it slip away without a fight.

Hundreds of thousands of signatures on a petition like this will show the Senate how serious Americans are about protecting their constitutional freedoms. Will you sign the petition and show your support for filibustering a Patriot Act that doesn't include privacy protections?

Hours after we launched this petition, the Republicans aired another example of their smear political stunts. From the beginning, Republicans have substituted divisive, over-the-line political attacks for substantive policy in Iraq. The campaign to sell America on war was carefully planned and brilliantly executed -- but it was clear that they had literally been too busy with the sales pitch to plan for the peace.

Last week President Bush released what he called a "Strategy for Victory in Iraq." Days later, we found out that it had been written by a pollster. Another few days after that we learned where the real Republican focus was -- they released a web ad so scurrilous that even a Republican Senator said they should take it down.

We were among the fortunate ones, after all - south Louisiana residents who had dodged most of the hurricane's wrath with no real damage to life or limb. We had reminded our kids quite often of our good fortune, and it seemed that my 9-year-old, young though she is, should have been old enough to know that this wasn't the week to wish for more. Mit der Ausbreitung des Mobilfunks - mehr als 1,6 Milliarden Menschen benutzen weltweit Handys - wächst die Sorge der Öffentlichkeit um dessen Auswirkungen auf die menschliche Gesundheit. Die möglichen Gefahren dieser neuen Technologie eingehend zu untersuchen, ist naheliegend und wurde bereits in unzähligen Studien in aller Welt umgesetzt. Doch anstatt auf einige der 1,6 Milliarden potentieller »Versuchsobjekte« zurückzugreifen, setzt man hierzulande lieber auf Tierversuche. Das Bundesamt für Strahlenschutz vergab einen Forschungsauftrag an die Internationale Universität Bremen zur Auswirkung von Handystrahlung auf Mäuse (1). Es wurden Tiere verwendet, die durch eine genetische Veränderung im Alter von einem Jahr an einem Lymphom (Lymphknotenkrebs) erkranken. Die eine Hälfte der Mäuse wurde in ihren Käfigen rund 10 Monate lang einer dauernden Handystrahlung (900 MHz) ausgesetzt. Die andere Hälfte diente als Kontrolle und wurde nicht bestrahlt. Alle Tiere, ob bestrahlt oder nicht, litten bald an Krebs, sie verloren an Gewicht, bekamen Atemnot, gesträubtes Fell und hervorstehende Augen. Insgesamt 320 Mäuse mussten für die Erkenntnis leiden und sterben, dass eine dauerhafte Handystrahlung bei Mäusen offensichtlich keine erhöhte Krebsrate hervorruft.

Abgesehen von der ethischen Problematik, drängt sich die Frage auf, wie realitätsnah dieser Versuch ist. Wie viele der 1,6 Milliarden Handynutzer werden wohl fast ihr ganzes Leben lang Tag und Nacht mit einem ans Ohr geschnallten Handy herumlaufen? Und bei wie vielen von ihnen ist durch eine gentechnische Manipulation eine Krebserkrankung vorprogrammiert?

Handynutzer sind keine Mäuse

Ein schwedisches Forscherteam veröffentlichte im Dezember 2004 eine Auswertung von rund 50 Bevölkerungsstudien, die die Wirkung von elektromagnetischen Strahlen unter verschiedenen Gesichtspunkten untersuchten: Krebsrate, Herz-Kreislauferkrankungen, grauer Star sowie Symptome wie Kopfschmerzen, Schwindel, Übelkeit, Schlafprobleme usw. Die Ergebnisse waren so unterschiedlich, dass eine von Handys ausgehende Gesundheitsgefahr zwar nicht bewiesen, aber auch keine Entwarnung gegeben werden konnte. Die schwedischen Wissenschaftler führen dies auf die kurzen Zeitspannen der Studien zurück sowie nicht zuletzt auf die fehlende Möglichkeit, Intensität und Häufigkeit des Mobiltelefonierens bei den einzelnen Personen genau dokumentieren zu können. Diese Variabilität beim Menschen macht epidemiologische Studien so schwierig, aber die Beurteilung im »Tiermodell« unmöglich. Menschen sind eben keine Mäuse, die tagein tagaus mit gleicher Intensität bestrahlt werden. Auch spielen beim Handynutzer noch andere Faktoren, wie Stress, eine Rolle. Und schließlich können Mäuse nicht Auskunft darüber geben, ob sie unter Kopfschmerzen, Übelkeit oder Nackenschmerzen leiden.

Zellkulturen fühlen keinen Schmerz Neben epidemiologischen Studien eignen sich auch In-vitro- (= im Reagenzglas) Studien zur Abschätzung der Risiken von Mobilfunk-Magnetfeldern. Ein mögliches krebsauslösendes Potential von Hochfrequenzfeldern wurde anhand von Zellkulturen herausgefunden. Zwölf Forschergruppen hatten in einer von 2000 bis 2003 durchgeführten, von der EU geförderten so genannten REFLEX-Studie (3) herausgefunden, dass elektromagnetische Felder das Erbgut (DNA) schädigen können.

Bevölkerungsstudien im Tierversuch nachvollziehen

Die Bremer Experimentatoren sollten nun auch noch herausfinden - wieder durch das Bundesamt für Strahlenforschung und somit mit unseren Steuergeldern finanziert - wie sich niederfrequente Strahlung auswirkt. Für das gehäufte Vorkommen von Leukämie und anderen Krebserkrankungen bei Menschen, die in der Nähe von Hochspannungsleitungen leben, gibt es bereits handfeste Beweise. Die Bremer Experimente sollten denn auch die in zahlreichen Populationsstudien festgestellten Risiken im Tierversuch nur »nachvollziehen« (4). Bei den Mäusen ergab sich jedoch nach 38-wöchiger Dauerbestrahlung mit 50 Hz-Feldern keine erhöhte Krebsrate. Alle 480 Mäuse, bestrahlte und unbestrahlte, litten und starben gleich häufig an dem Krebs, der bei ihnen durch eine gentechnische Veränderung vorprogrammiert war. Die beim Menschen gefundenen Hinweise auf ein erhöhtes Krebsrisiko durch Hochspannungsleitungen konnten im Tierversuch nicht bestätigt werden. Werden die am Menschen gewonnenen Erkenntnisse jetzt verworfen? Sicherlich nicht. Hätte man sich die Tierversuche dann nicht auch gleich schenken können? 480 leidensfähigen Mitgeschöpfen wäre ein qualvoller Tod erspart geblieben.

Weitere Tierversuche geplant

Trotz der offensichtlichen Unsinnigkeit von Tierversuchen - von der Grausamkeit ganz zu schweigen - vergibt das Bundesamt für Strahlenschutz weiterhin tierexperimentell ausgerichtete Forschungsaufträge. Das von ihm koordinierte Deutsche Mobilfunk-Forschungsprogramm umfasst im Zeitraum 2002 - 2006 insgesamt 52 Forschungsvorhaben, einige davon mit Tierversuchen (5). So wird der Einfluss des Mobilfunks auf die Durchlässigkeit der Blut-Hirn-Schranke bei Ratten getestet. Außerdem sind Langzeitversuche mit mehreren Generationen von Ratten sowie die Untersuchung der Auswirkungen auf die Vermehrungsfähigkeit und Entwicklung von Ratten bereits im Gange. Für eine noch ausstehende Studie zur Frage, ob Kinder und Jugendliche auf hochfrequente elektromagnetische Felder empfindlicher reagieren als Erwachsene wird ein »tierexperimenteller Ansatz favorisiert«.

If this filibuster holds, Congress could vote to temporarily extend the Patriot Act as it stands allowing time for a new, better version that addresses the big problems in the law. This would be a huge victory for those of us who believe that liberty is non-negotiable. The tide is turning in Congress. For example: 2 The government can obtain your private records, like medical, library, school, and other records without showing any connection between your activities and and a suspected foreign terrorist. Some 30,000 National Security Letters ("NSLs") are issued each year to obtain private records, 3 and the recipients of those NSLs are under a gag order that is almost impossible to overturn. But the Patriot Act does nothing to address these abusive powers. The government is allowed to get "sneak and peek" search warrants to search a home or business and doesn't have to tell the owner of the premises for a month. This power can be used in cases that don't have anything to do with terrorism. Right now, the Patriot Act is just bad law about to get worse and leaders in the Washington are actually willing to try to block it. We can't let our only chance to fix it slip away without a fight. Hundreds of thousands of signatures on a petition like this will show the Senate how serious Americans are about protecting their constitutional freedoms. On December 8, 2005, the Republican Leadership in the House of Representatives presented a new, modified federal budget for 2006 and beyond. The President and the Republican leadership are saying that the costs associated with rebuilding the communities devastated by Hurricane Katrina have driven up the national deficit to an unacceptable level. They claim that this new budget was necessary in order to "offset" these rebuilding costs. I voted against this budget proposal, below are my reason for doing so.

Misplaced and Uncompassionate Priorities

The proposed budget would cut funding for vital social services such as health care, child care, education, and veterans benefits. Spending for the war in Iraq and tax cuts for the wealthiest Americans, however, will remain intact. It would seem that the Majority has a double standard when it comes to spending the American taxpayers' money. Apparently, it is acceptable to drive up the deficit to unprecedented levels with tax cuts for the rich and for an ill advised war; yet, when Americans need help to recover from a natural disaster, budget "offsets" suddenly become necessary. In a cruel irony, the "offsets" are targeted at precisely the programs that Katrina's victims need most.

Cut are proposed in the following programs:

Medicaid

The budget proposal includes cuts to Medicaid of $13.4 billion over five years (when offset by $1.5 billion in new spending, creates a net cut of $11.9 billion, $3.3 million in Michigan alone). This legislation will also impose new premiums and cost sharing for many poor, mostly elderly, Medicaid beneficiaries, making it more expensive to visit a doctor or go to the hospital. For the first time, this bill allows health care providers to refuse care if a Medicaid recipient cannot afford the new co-payment.

Food Stamps

Two new provisions will cut $844 million from the food stamp budget by taking food stamps away from 300,000 Americans and legal immigrants. Additionally, with these new cuts, over 40 states will opt to coordinate their eligibility rules so that families must now meet a separate income test specific to the Food Stamp Program which would cause an additional estimated 225,000 people to lose food stamps.

Child Care

The budget proposal would double the hourly work requirement under TANF for parents of children under six, from 20 to 40 hours a week, but provide only $500 million in additional funding for child care over the next five years. Consequently, 100,000 children presently eligible will not receive child care assistance over the next five years.

In addition, under the increased work requirements, states' costs for child care will increase by an estimated $4.1 billion over the next five years. As a result, 270,000 children of low-wage working parents who are not on welfare will likely lose their child care assistance.

Child Support

The proposed budget cuts 4.9 billion from child support enforcement programs. Reduced enforcement will decrease child support payments by $8 billion over the next five years and $21.3 billion over the next ten years, depriving many children of necessary assistance.

Foster Care

The proposal will cut $600 million in assistance for abused and neglected children who are in foster care, many of them with grandparents and other relatives. Unless states devote new resources to foster care, services will be cut, and caseloads will increase in a system that is already overburdened and under funded.

Education

The new budget will cut $14.3 billion from federal student aid programs through 2010. At a time when federal student aid is not keeping pace with rising college costs, these budget cuts will make a quality college education even more expensive for students and families. Included in these cuts are nearly $8 billion in new charges to students and families that will raise the cost of their college loans. As a result of these cuts, the typical student borrower, already saddled with $17,500 in debt, will be forced to pay an additional $5,800 for his or her college loans.

Veterans Health Care

In a time when many American soldiers are returning from Iraq and Afghanistan seriously wounded and with lifelong debilitating injuries, the Republicans' budget will cut more than $600 million dollars from the Department of Veterans Affairs, leaving nearly
100,000 veterans without health care services.

While I am vehemently opposed to balancing the budget on the backs of America's middle and lower class, I acknowledge that the size of the current deficit is a serious problem that needs to be addressed. For that reason I support the Democratic alternative budget. This alternative would balance the budget by 2012, have a smaller deficit than the Republican budget every year, accumulate less debt, and wasted fewer resources on interest payments needed to service the national debt. Die Psychologie-Professorin Mei-Ching Lien hat dazu verschiedene Labor-Versuche unternommen, bei denen Probanden mit einzelnen (single-tasking) oder mehrfachen (multi-tasking) Aufgaben gleichzeitig konfrontiert werden. So mussten die Versuchspersonen beim single-tasking beispielsweise immer wieder auf das Erscheinen von rotem Licht reagieren, etwa durch einen Tastendruck quittieren. BREAKING: Due to contractual non-performance and security design issues, Leon County (Florida) supervisor of elections Ion Sancho told Black Box Voting that he will never again use Diebold in an election. He has requested funds to replace the Diebold system from the county. He will issue a formal announcement to this effect shortly.

Finnish security expert Harri Hursti proved that Diebold lied to Secretaries of State across the nation when Diebold claimed votes could not be changed on the memory card.

A test election was run in Leon County today with a total of eight ballots - six ballots voted "no" on a ballot question as to whether Diebold voting machines can be hacked or not. Two ballots, cast by Dr. Herbert Thompson and by Harri Hursti voted "yes" indicating a belief that the Diebold machines could be hacked.

At the beginning of the test election the memory card programmed by Harri Hursti was inserted into an Optical Scan Diebold voting machine. A "zero report" was run indicating zero votes on the memory card. In fact, however, Hursti had pre-loaded the memory card with plus and minus votes.

The eight ballots were run through the optical scan machine. The standard Diebold-supplied "ender card" was run through as is normal procedure ending the election. A results tape was run from the voting machine.

Correct results should have been:

However, just as Hursti had planned, the results tape read:

Yes:7 No:1

The results were then uploaded from the optical scan voting machine into the GEMS central tabulator. The central tabulator is the "mother ship" that pulls in all votes from voting machines. The results in the central tabulator read:

Yes:7 No:1

This exploit, accomplished without being given any password and with the same level of access given thousands of poll workers across the USA, showed that the votes themselves were changed in a one-step process. This hack would not be detected in any normal canvassing procedure, and it required only a single a credit-card sized memory card.

On Oct. 17, 2005 Diebold Elections Systems Research and Development chief Pat Green specifically told the Cuyahoga County (Ohio) board of elections that votes cannot be changed using only a memory card. Video of Pat Green, Cuyahoga County

According to Public Records responses obtained by Black Box Voting in response to our requests shows that Diebold promulgated this misrepresentation to as many as 800 state and local elections officials.

Class Action Suit Alleges Fraud, Insider Trading, Manipulation of Stock Prices, Concealment of Known Flaws in Voting Machines and Company Structural Problems.

The BRAD BLOG can now report that a Securities Fraud Class Action suit has been filed against Diebold, Inc. (stock symbol: DBD) naming eight top executive officers in the company as co-defendants. The suit has been filed by plaintiff Janice Konkol, alleging securities fraud against the North Canton, Ohio-based manufacturer of Voting Systems and ATM machines on behalf of investors who owned shares of Diebold stock and lost money due to an alleged fraudulent scheme by the company and its executives to deceive shareholders during the "class period" of October 22, 2003 through September 21, 2005.

The suit was filed today in U.S. Federal District Court in Ohio and alleges the company "artificially inflated" stock prices through misleading public information designed to conceal the true nature of Diebold's financial and legal situation. The defendants are also alleged to have attempted to disguise well-known and ongoing problems with Diebold's Voting Machine equipment and software. Additionally, the suit alleges insider trading by defendants resulting in proceeds of $2.7 million. Remedies are sought under the Securities Exchange Act of 1934.

The suit, filed by the law firm Scott+Scott, LLC on behalf of Konkol and the plaintiff class, names former Diebold CEO and Chairman, Walden O'Dell as a co-defendant along with seven other current and former officers of the once-venerable company.

News of the pending litigation was first reported as imminent in an exclusive report by The BRAD BLOG late last week.

Yesterday, in a surprise announcement, O'Dell unexpectedly resigned from the company. A Diebold press release described O'Dell as leaving the company for "personal reasons". He was immediately replaced by the company's president and chief operating officer, Thomas W. Swidarski, who had directly overseen Diebold's Election Systems subsidiary division for some time. Swidarski is also named as a co-defendant in today's class action suit.

After news was released of weaker-than-expected third-quarter earnings on September 21, Diebold stock prices plummeted 15.5% in unusually heavy trading that resulted in a one day sell-off costing investors more than $40 million dollars. The complaint describes Diebold and the co-defendants as having "failed to disclose adverse facts known" to the company and that they "participated in a fraudulent scheme and course of business that operated as a fraud."

The suit, to be released in full by The BRAD BLOG shortly, alleges Diebold and the eight co-defendants failed to alert investors to adverse facts known to the company, choosing instead to participate in a "fraudulent scheme and course of business" that operated as a fraud or deceit on the company's shareholders.

The suit describes the liabilities of the company and co-defendants as follows...

Each defendant is liable for (a) making false statements, or (b) failing to disclose adverse facts known to him about Diebold. Defendants' fraudulent scheme and course of business that operated as a fraud or deceit on purchasers of Diebold publicly traded securities was a success, as it (a) deceived the investing public regarding Diebold's prospects and business; (b) artificially inflated the prices of Diebold's publicly traded securities; (c) allowed insiders to sell over 51,000 shares of Diebold stock, for proceeds of $2.7 million; and (d) caused plaintiff and other members of the Class to purchase Diebold's publicly traded securities at inflated prices.

The suit has been filed by plaintiff Janice Konkol, alleging securities fraud against the North Canton, Ohio-based manufacturer of Voting Systems and ATM machines on behalf of investors who owned shares of Diebold stock and lost money due to an alleged fraudulent scheme by the company and its executives to deceive shareholders during the "class period" of October 22, 2003 through September 21, 2005.

The suit was filed today in U.S. Federal District Court in Ohio and alleges the company "artificially inflated" stock prices through misleading public information designed to conceal the true nature of Diebold's financial and legal situation. The defendants are also alleged to have attempted to disguise well-known and ongoing problems with Diebold's Voting Machine equipment and software. Additionally, the suit alleges insider trading by defendants resulting in proceeds of $2.7 million. Remedies are sought under the Securities Exchange Act of 1934.

The suit, filed by the law firm Scott+Scott, LLC on behalf of Konkol and the plaintiff class, names former Diebold CEO and Chairman, Walden O'Dell as a co-defendant along with seven other current and former officers of the once-venerable company.

The claim cites a number of allegedly misleading news releases pertaining to the fitness and security of election systems as contracted by Diebold in San Diego County in 2003; their settlement for $2.6 million with the state of California in 2004, wherein Diebold is alleged to have concealed "the dimensions and scope of internal problems at the Company" from investors; and an "astonishingly low and incredibly inaccurate" statement about "restructuring charges" in the Sep. 21 announcement.

During the Class Period, defendants knew and concealed that:

a the Company remained unable to assure the quality and working order of their voting machine products;

b the Company lacked a credible state of internal controls and corporate compliance;

c the 2004 settlement with the State of California served to conceal from investors the dimensions and scope of internal problems at the Company, impacting product quality, strategic planning, forecasting, guidance, internal controls and corporate compliance;

and

d the Company's "prediction" of astonishingly low and incredibly inaccurate restructuring charges for the entire 2005 fiscal year grossly understated the true costs defendants faced to restructure the Company.

The complaint alleges that the company lied to investors about the true costs of its restructuring activities, concealing the fact that Diebold was facing far worse restructuring issues than publicly represented -- indicative of far greater problems than the company was willing to reveal.

For example, the complaint indicates that the problems Diebold faced in California in 2004 were merely the tip of an internal structural iceberg which the company had sought to conceal from investors when they decided to make a settlement in the case. Investors could not know then that the problems revealed by the California litigation in 2004 were a sign of more and deeper internal problems to come. The settlement agreed to by Diebold in that case, the suit alleges, was meant to keep a lid on the larger dimensions of the problems, rather than indicating that the issues at stake had been fully resolved. Press materials released by the company announcing the settlement -- and included in the version of the complaint filed today -- seem to indicate otherwise to investors.

Plaintiff Konkol, a just-retired 29-year public school employee from Central Wisconsin first invested in Diebold in 1999. She told The BRAD BLOG http://www.bradblog.com/ that she purchased the stock thinking, "ATM's that'd be the way to go." She originally invested $500 which eventually grew to $1400 before falling. She is also invested in Diebold via mutual funds held by the Wisconsin Education Union in which she is a member. Konkol, a 56-year old grandmother of three, recently returned from two weeks of volunteering on the Gulf Coast with several members of her Lutheran church. "We got a big group together and we went down to the Gulf to help out in Katrina."

"I believe in churches...I believe we should practice what we're preached to about," she told us. "I don't like it when big companies take advantage of us little people," she said. "I can't say that I'm anti-big business...I just want things to be fair."

It appears that Scott+Scott, the attorneys associated with the case, are just beginning to learn about the full scope of the fraud allegedly perpetrated by Diebold on investors. Amended complaints with additional details are expected to be filed in the weeks and months to come. Der "Kölner Stadt-Anzeiger" berichtete unter Berufung auf Koalitionskreise, Vertreter der SPD hätten im Laufe interner Beratungen am Montag eingeräumt, dass es eine Information gegeben habe. El Masri war nach eigenen Angaben Ende 2003 verschleppt und von der CIA fünf Monate in einem Gefängnis in Afghanistan festgehalten und misshandelt worden. Deutsche Sicherheitsbeamte schließen angeblich nicht aus, dass die CIA dabei auf Informationen deutscher Stellen zurückgegriffen hat.

In its latest issue, Newsweek magazine has a disturbing portrait of George W. Bush as an aloof, out-of-touch president, isolated by his own governing style. Because of his intolerance for dissent, he has effectively surrounded himself with yes-men (and women) fearful of telling the president anything he doesn't want to hear. Written by veteran reporters Evan Thomas and Richard Wolffe, the Newsweek story confirms reports we have heard for the last five years about Bush's disinterest in the policy process or even the day-to-day politicking that ordinarily goes with the job. He dislikes meeting with members of Congress, is not a big consumer of news that does not come to him through official channels and relies almost exclusively on a small cluster of close aides, ignoring his Cabinet and the rest of the federal establishment. The result is that Bush appears to live in a sort of fantasy world utterly divorced from reality...

Jefferson's federalism develops the whole man and woman -- mind, body, spirit, culture, region and religion. But Hamilton is all about influence and lobbying influence with money. Well over 1000 people packed packed into the Royal Horticultural Society Hall, London on Saturday for the peace conference. More were in an overflow hall and still more were turned away in the days before the conference began.

They came from the US; a sizeable delegation of activists from the east and west coasts and points between. From Iraq, Iran, as well as from Pakistan, India, the Philippines, Canada, Poland, Greece, Italy, Spain and many other European countries, to share experience and plan activity and organisation for the future.

Delegates and individuals came from across Britain; including national delegations from PCS, Amicus, CWU, TSSA and NATFHE. It was one of the biggest conferences of its kind and definitely the most diverse, with many different nationalities represented, young and old, students, school students, peace activists, Buddhists, Muslims, Jews and Christians.

They came to hear the Iraqi delegates - although the British government refused to allow entry to the al Sadr representative, Hassan al Zargani. We were joined by Sheikh al Khallisi from the Iraqi Foundation Congress, Hanna Ibrahim from the Women's Will Organisation, and Hassan Jumaa from the Iraqi Oil workers' Union, and to hear from US visitors, including Cindy Sheehan, Judith le Blanc from United for Peace and Justice and Phyllis Bennis.

The session on military families was a major highlight as we heard from former soldiers and relatives of the dead some of the most moving personal stories and political analysis of why they opposed the war and occupation.

Other sessions were on bringing Bush and Blair to account and building an international movement. All stressed the importance of immediate troop withdrawal, the need to guard against other forms of military or economic intervention, the connection between the war and attacks on our liberties and, of course, our opposition to torture.

The conference heard from Anas al Tikriti, who has been in Iraq trying to obtain the release of kidnapped peace activist, Norman Kember, and issued a statement calling for his release. STATEMENT FROM THE INTERNATIONAL CONFERENCE

This international conference, embracing representatives of the Iraqi, British and American and many other peoples, drawn from all parts of society, declares that the crisis caused by the invasion and occupation of Iraq is the central problem in world politics today and demands urgent resolution. It affirms that the invasion of Iraq in 2003 was unlawful, in breach of the Charter of the United Nations and justified by the invading powers with lies designed to manipulate public opinion. It declares that the occupation of Iraq by US and British military forces has brought misery and suffering to the people of Iraq. The occupation represents the denial of their national rights, impedes social, economic and political development and threatens the wider peace in the Middle East and the world. It has accounted for the loss of tens of thousands of lives of the Iraqi peoples, as well as more than 2,000 soldiers from the occupying armies. This conference therefore demands an immediate end to the occupation of Iraq, as called for by the majority of the Iraqi, British and American peoples. It demands the withdrawal of the occupying military forces and the return of full sovereignty to the Iraqi people, who should be allowed to determine their own future free of external interference. We salute the struggle of the Iraqi people for national freedom and the worldwide movement against the war and the occupation. We pledge to step up our campaign against the occupation until it is ended. To this end, we call on the anti-war movement in all countries to:

* Organise international demonstrations on March 18-19 2006, the third anniversary of the war and invasion, calling for the immediate withdrawal of troops and an end to the occupation.

* Campaign for a full international public inquiry into the assault on Fallujah last year.

* Give full support to the campaigns of military families in the US, Britain and the other occupying countries.

* Develop an international coordination from this conference to plan further events.

* Campaign against the privatisation of Iraqi oil.

* Oppose any attack on Iran or Syria.

STATEMENT (2) FROM THE INTERNATIONAL PEACE CONFERENCE

This international Peace Conference of 1,400 anti-war activists from Britain, the USA and many other countries demands the release of all illegally detained prisoners in Iraq, Afghanistan and Guantanamo Bay. We urge the release of the four Chritian peace campaigners, Norman Kember, Tom Fox, James Loney and Harmeet Singh Sooden, and we ask those holding them to return them to their families unharmed.

Below is a detailed summary of the International Peace Conference organized by the "Stop the War Coalition" this weekend in London. This historic event, which I participated in, that demonstrates the worldwide depth and breadth of the anti-war movement. It also endorses a major worldwide mobilization against the Iraq war and occupation on the third anniversary of the war March 18-19, 2005. International Anti-War Movement Builds at UK Conference Major Worldwide Demonstrations Planned for Third Anniversary of Iraq War

Andrew Murray the Chair of the Stop the War Coalition opened a conference in London on December 10th describing it as an "historic event" that brings together peace activists from around the world. Indeed, the conference included delegates from the United States, Britain, Iraq, Iran, Pakistan, India, the Philippines, Canada, Poland, Greece, Italy, Spain and many other European countries. And as the day wore on it became evident that the potential historic nature of the conference would be seen depending on the actions taken as a result of the event.

No doubt, the international peace movement deepened, broadened and increased its solidarity at the conference. Approximately, 1,200 people packed the Royal Horticultural Society Hall in an event that remained full throughout the day until 8 PM at night.

The conference passed two resolutions: One deplored the holding of illegally detained prisoners and called for the release of four Christian Peace Workers who are currently being held hostage. The other described the Iraq War as the "central problem in world politics today and demands urgent resolution" and laid out plans for the future – including a major international demonstration on March 18-19 – the third anniversary of the invasion of Iraq.

Among the speakers that attendees came to hear were Iraqi delegates. This was made controversial when the British government refused to allow entry to the al Sadr representative, Hassan al Zargani. In a statement he said:

"The British and American governments send armies to occupy Iraq but are frightened of one person speaking at a peace conference in London. So much for the democracy which they claim to install in Iraq. They were not satisfied with banning me from Britain, but have now succeeded in expelling me and my family from Lebanon in this inhumane and vindictive way."

The Current Situation

Tony Benn, the President of the Stop the War Coalition, who began his service in Parliament in 1950 and retired in 2001 in order to "devote more time to politics," opened the session on the current situation in Iraq, Britain and the U.S. by making the point that the peace movement was "the most powerful political movement of my lifetime as it represents the desires of a majority of the people." He expressed concern about the "religious justification for war because it means there will be no peace since God is claimed on both sides." He described the anti-war movement as not a "protest" movement but one that "demands that troops be brought home, opposes an attack on Syria or Iran, supports the Palestinian peoples right of return, seeks removal of nuclear weapons and demands our civil liberties – the basis of democracy – be protected." He concluded with the important point that "we need to use the resources of the world for the benefit of the people of the world. We have the power to destroy ourselves but also the resources to resolve the basic problems facing the human race."

Phyllis Bennis of the Institute for Policy Studies described the current situation as "dual occupations posing in the name of democracy," referring to the occupation of Iraq and the Palestinian territories. Bennis described the tremendous shift in U.S. public opinion with only 30 percent currently supporting President Bush on Iraq, three-quarters not believing he told the truth regarding weapons of mass destruction and 60% wanting the U.S. to bring our troops home. She noted that with these figures it is evident "we don't have a democracy that is responsive to the people." She concluded saying that a "partial withdrawal is not enough – we must demand an end to the occupation, end to torture, and demand peace."

Professor Sami Ramadani of the London Metropolitan University, a political refugee from Saddam's regime, emphasized the "Big Lie" phenomena and how it applied to Iraq. He said the public now "overwhelmingly recognizes that the Iraq War was based on a 'big lie.'" He went on to point out that "the continuation of the occupation is based on another big lie – that the Iraqi people are so hopelessly divided, hate each other so much, that they are prepared to kill each other once the occupation forces leave." He pointed out that the occupation forces have tried to divide Iraqis through promoting death squads. He quoted Lt. General William Boykin describing the Phoenix Program of Vietnam which were death squads and General William Downing, the head of U.S. special operation forces who said that death squads started operating immediately after the March 2003 invasion. He warned that people need to be careful not to be fooled by bits of news every day about Iraqi divisions because this is how big lies are developed and it is the lie that keeps U.S. and British forces in Iraq.

Mazin Younis of the Iraqi League described his investigations into human rights abuses in Iraq. He described multiple visits to Basra and was shocked to learn of the abuses that were occurring at the hands of British troops. He put a human face to the tragedy by describing a young Iraqi girl, Aysha Saleem, who was injured by shrapnel after a bomb destroyed her home killing 8 members of her family. He described how she survived because her grandmother who slept with her every night "shielded her from the explosion." An eyewitness account says how the grandmother was torn apart but Aysha was protected. The other members of Aysha's family killed were her three year old brother, Omar, her father, her mother, Atika, who was 24 and six months pregnant —the baby was born and was alive for a couple of hours after the attack."

Ayatollah Jawad al-Khalisi President of the Iraq National Foundation Conference said he came to "help heal the wounds the war has opened." He described how the current hostage taking of Christian Peace Workers is a blow against "our efforts for peace." And, how they were doing their "best to have them released unharmed." He urged more demonstrations by the anti-war movement as they have a big, positive impact in Iraq. He understood how the soldiers came from the poorer classes in Iraq, how they welcome their families speaking out and how "we have sympathy for all these people." The Ayatollah, who had been imprisoned and tortured under Saddam's regime, pointed out how the occupation forces are "imprisoning people where Saddam's secret police imprisoned people and are doing the same things that Saddam did." Today, people in Iraq are afraid to go out as they do not know what will happen to them. When he is asked about Iraq elections he describes them and the constitution as "a 'big lie' sold by the Western media – fake elections and a fake constitution." Echoing Sami Ramadani he said Iraqis can live together "these differences have existed for a long time but we have lived together for long time. The occupation has escalated problems, increased divisions in an attempt to divide the Iraqi people and redraw the map of the Middle East in favor of their interests." He said "the war is illegitimate and illegal – no subsequent UN resolutions change that reality. And, the resistance is legitimate." He was careful to point out that terrorism is not legitimate and rejected it. He concluded: "Occupation is the worst act of terrorism as it strips people of their dignity. Human rights have no value under occupation as soldiers and mercenaries can kill anyone at any time."

In my comment I said whenever President Bush speaks about Iraq Americans must determine whether to believe him. Two big important areas of false statements that need to be responded to include the under counting of U.S. casualties. President Bush likes to say he supports the troops, speak in front of military and veteran audiences so it is important for these people in particular to know he intentionally undercounts their injuries. Secondly, people in the United States and Great Britain must not believe the claim that the U.K. and U.S. will be able to stabilize Iraq. With the history of an illegal invasion, the killing of civilians, the torture of prisoners and the use of chemical weapons in Fallujah, we cannot win the hearts and minds of Iraqis.

Military Family and Iraq Veterans

A panel on military families and Iraq war veterans featured many prominent peace advocates from those communities. The British peace mother, Rose Gentle, described the death of her son, Gordon, as "a murder by my government." She says her "sons life is worth more than oil." Another British mother, Ann Lawrence said her son Mark had a duty to serve his country but "their country and government had a duty to them and it brings us no comfort that Mark died for a lie in an illegal war." John Stockton's son Simon told him before going to Iraq "Dad, there is a madman over there and he can deploy weapons of mass destruction in 45 minutes." But, Mr. Stockton said: "The madman turned out to be the man in charge of our country." Reg Keys, whose son Tom died in Iraq, ran against Tony Blair in the last election said: "This country spends 700 hours debating the killing of foxes and seven hours debating the killing of people – we have our priorities wrong." He has come to conclude his son did indeed die for a noble cause that being "we will not tolerate wars based on false pretenses."

Among the soldiers that spoke were Ben Griffin who served 8 years in the Army but became a conscientious objector after seeing what was really happening in Iraq. He described Iraq as "like a gold rush, indigenous people having our way of life forced on them brutally while multinational corporations plunder their resources." He was particularly critical of "production sharing agreements that pass Iraqi oil onto multinational oil companies." He said "Blair promised an ethical foreign policy and now we've become the lap dog of American imperialism." He said "I volunteered for the Army and went to Iraq of my own free will but I did not volunteer to be lied to, to fight an illegal war and protect the interests of multinational corporations."

Related to this were comments by Chris Nineham of the Stop the War Coalition who described how British and U.S. troops are losing faith, how they have low morale and their primary goal is to get out of Iraq alive and in one piece. He discussed the history of the Vietnam War and how when soldiers in Vietnam turned against their officers the war was impossible to continue. He pointed to several U.S. and British military reports that indicated that this is beginning to occur in Iraq.

Kelly Dougherty of the U.S. group Iraq Veterans Against the War served in the Army National Guard for eight years in the Balkans and one year in Iraq. She helped form Iraq Vets Against the War because she believes the voices of Veterans need to be heard. She described how when she was in Iraq she spent a lot of her time protecting Halliburton convoys, including protecting broken down Halliburton vehicles – waiting for them to return to get them and then when they didn't return burning them. She described how soldiers wanted to help Iraqis but "we could not help but see how our bombs hurt." She described how military convoys are ordered to never stop and how this results in Iraqi civilians being killed by convoys driving over them. She says her friends coming back from Iraq are missing limbs, can't sleep, abuse alcohol and drugs, commit suicide "because they cannot reconcile what they did in Iraq." She concluded: "Occupation does not make us safer. Our humanity is on the line. Freedom in Iraq cannot really start until the U.S. forces leave."

Medea Benjamin of Code Pink excited the crowd with a speech that recited how the United States and Great Britain abusive actions were not consistent with democracy. She announced that next year a new organization would be formed women opposed to war that would further expand the role of women in the leadership of the anti-war movement.

The panel concluded with Cindy Sheehan who said "ending the Iraq war is so important, so urgent. There is no more important job than peace and bringing the war criminals at Ten Downing Street and the White House to justice." She described how the media often ask "stupid questions" like "Your son volunteered?" Her response "Are you saying he got what he deserved?" Or, "Do you want Iraq to descend into chaos?" She responds "What is your definition of chaos? Look at Iraq today." And, "Do you think you're being used?" Her response, "Do you think you are being used!?" She urges people to get active, take action and not to stand for the abuses of government saying "They will only take away our freedoms if we let them do it."

Bringing Bush and Blair to Account

Tariq Ali, a noted novelist, historian and campaigner of the new left, spoke on a panel concerning bringing Bush and Blair to account. He said that "while there are difficult times ahead, this occupation cannot last. The Iraqi people will determine their own future, not Bush or Blair. All this talk of invading Syria or Iran is bravado – the do not have the troops."

Hassan Juma, President of the Southern Iraqi Oil Workers' Union, described how union workers have continued to fight for their rights despite abuse and incarceration; how they see the war is really about the United States and Great Britain taking Iraq's oil saying "the U.S. has evil intentions and is willing to kill for its own benefit." Juma described Iraq oil as "a national treasure for Iraqis." He said "We will die for our objectives" and listed as their first objective "all occupation forces leave immediately and unconditionally leaving Iraqi people to decide their own fate, their own future."

Hanna Abrahim of the Iraq organization Free Will described how occupation forces kidnap women as hostages, "not as terrorists, but to threaten their men, to let them know their women can be taken and held." She says "one woman who was released, said the first question they asked her was 'are you a virgin?' but the occupiers do not realize this will cause more men to resist. It will bring more terrorism." She says "America is bringing terrorism to Iraq." She describes as "absurd" the notion that "we need war in order to have peace." She concludes that Bush and Blair are "bringing shame to their own countries."

Ann Wright a former U.S. military and State Department official described how "two and a half years ago I would have been the least likely person to be here having served 29 years in the U.S. military and 15 years in the State Department." But, she resigned in March 2003 when the Iraq War began and now says "We need to indict and bring criminal charges against the leadership of the United States and Great Britain." She also pointed out how the U.S. is having such difficulty recruiting that they send recruiters to other countries like Mexico, noting that "100 Mexicans have died in Iraq and on some of the Pacific Islands most of the men are gone because they have been recruited by the U.S. Army." She described one of her proudest moments as when she recently went to a Senate Foreign Relations Committee meeting where Secretary of State Condoleezza Rice was testifying and stood up and shouted "Stop the war, stop the killing!" And, she was also arrested over Thanksgiving in Crawford for challenging a new ordinance that prohibited camping alongside the road. She urged others to take similar action, urging Britons to challenge the new ordinance preventing demonstrations near Parliament.

British Green Party representative, Paul Ingram described how "this is personal. Bush and Blair need to be held accountable." Further, he said "the new Iraqi government will have on its desks 'production sharing agreements' which will hand over Iraqi oil to U.S. companies. And, military forces will stay to enforce these agreements."

David Swanson of After Downing Street urged the impeachment of President Bush. He pointed out how the corporate media ignored the Downing Street Memos until our coalition forced them to cover it by getting it covered on the web. The furor grew so widely that USA Today even published excuses as to why they were so late in reporting on the memos. He said "What we are doing is getting the Romans to oppose the empire when many do not even realize they are part of an empire and others think the empire is good." But, today a majority of Americans support impeachment if Bush lied to send us to war. He concluded "we need an international alliance to impeach Bush and Blair."

John Rees of the Stop the War Coalition emphasized how "if we heard of a military convoy overrunning civilians in colonial India we would not believe it – but it is happening today." He said "with the participation of the large anti-war delegation from the U.S. the media can no longer say the anti-war movement in Britain is anti-American – we are opposed to the policies of the U.S. government, not to its people." He applauded the work of the international anti-war movement saying "they would not be talking about a draw down of troops if it were not for our pressure along with the success of the Iraqi resistance. We must keep marching until they stop killing and settle for nothing less than total withdrawal."

One of the British crowds favorite was Walter Wolfgang, a small 82-year old Jewish escapee from the Nazis who was manhandled out of Labor conference on September 29, 2005 for daring to yell "nonsense" at Foreign Secretary Jack Straw. To the roar of the crowd, Wolfgang proclaimed "many of those who supported the war but now say it was wrong also say 'but we can't leave' – now that's nonsense!" He broached the common sense position "because we have caused the problem by engaging in an unjustified invasion we cannot be part of the solution." He concluded to cheering "We cannot afford the world to revert to barbarism. We must win. We shall win. We can overcome."

Building an International Movement

Ismael Patel of Friends of Al Aqsa described these as the "most dangerous times not only because we have the technology to destroy the world but because we have leaders that have chosen to divide us saying they are 'with us or against us.'" Herbert Docena of Focus on Global South said "it should not be up to Bush and Blair to determine the terms of withdrawal, that is like letting the rapist determine the victim's therapy." He urged "real solidarity with the Iraqi people" and "putting down the lie that Iraqis are all terrorists." Sabah Jaward of Iraqi Democrats Against the Occupation said "The U.S. is seeking global domination, this requires a global response."

Judith LaBlanc of the U.S. based United for Peace and Justice described these as "times of great danger and great suffering, but also a great moment for this historic movement." She pointed to the AFL-CIO urging an end to the war after local organizing showed widespread support in the labor movement. She also described the Dakota Indian tribe showing their support for an end to the war by presenting Cindy Sheehan with a quilt made by 500 Dakota families. She said "our movement is only as strong as the international movement. And we cannot accept partial withdrawal. It must be complete withdrawal with no military bases left behind."

Dr. Azzam Tamini of the Muslim Association of Britain urged the international peace movement to seek peace not only in Iraq but in Palestine as well. Those who occupy both countries he says "seek their victims to capitulate their lives and resources. The occupiers would pay billions for peace but money can't buy dignity. Millions are willing to stand up and die for dignity." "Peace," he went on to say "must be armed by justice, with no fear of political power or weapons." He also described truth as an essential for finding a real peace and asked "Why do Europeans and Americans continue to deny what they did to Palestinians and Iraqis. Millions are refugees because they want Israel to exist in my land."

Member of Parliament Jeremy Corbyn who is an anti-war activist said "the international peace movement has been built but it will exist by its actions." He noted there are conflicts throughout the world that should not be accepted or ignored. The cause of all these conflicts he said "global inequality – global corporations that fund the U.S. military in order to get the resources from weaker and poorer countries. Only rational sharing and fair use of resources will lead to peace."

The final speaker, Member of Parliament George Galloway, said to a cheering crowd that "everything this great movement said about Iraq turned out to be true. Everything our enemies, not just the politicians but the corporate media, said turned out to be a lie. We've already had our first victory, Tony Blair will not be able to join Bush in any attack on Iran or Syria." He described the power of the truth when he discussed his famous trip to the United States to appear before a Senate committee, saying "The reason my visit to the Senate on May 17 was as popular as it was because I got up close to the killers and crooks and told them the truth." He applauded the U.S. people for seeing the truth saying "amidst the fog of war and disinformation" in the media. He concluded we must not stop until "Bush and Blair are brought to account." Further he said we must realize that "all of those who voted for this slaughter are guilty of murder. There is no point returning those who voted for the war, those who voted for an illegal war must be removed in the next election."

Ein interessanter Artikel ist in der Regionalzeitung ("Le Dauphiné Libéré", vom 6. Dezember 2005 - unter dem Titel "Drôme" (ein Département Frankreichs im Rhônetal) erschienen. Titel: TELEPHONIE - "die Handys und Mobilfunkantennen werden in Frage gestellt"

"Am 9. November wurde der Criirem (Centre de Recherches et d' Informations indépendantes sur les rayonnements électromagnétiques) offiziell ins Leben gerufen. Eine links und rechts im Parlament weitgehend unterstützte Initiative, und dies von den gleichen Abgeordneten, die am vergangenen 13. Juli den Gesetzesvorschlag einbrachten, mit dem Ziel, in den Schulgebäuden die Benutzung von Handys zu untersagen und die Errichtung von Mobilfdunkantennen einzuschränken.

Die Initiative dieser Gründung geht von Michèle Rivasi, der einstigen Gründerin der Criirad (Commission de recherche et d'information indépendante sur la radioactivité) aus. Die einstige Abgeordnete der Drôme, Leiterin von Greenpeace Frankreich zwischen 2003 und 2004, Biologieprofessorin in einer Schule in Pierrelatte, zieht das Warnsignal in Bezug auf die Auswirkungen der Strahlungen der Handys und der Mobilfunkantennen auf die Gesundheit.

Eine Sorge, die durch Ereignisse in den letzten Tagen noch verstärkt wurde. SFR beschloss nämlich, einen seiner Mobilfunkmasten im Département Pas-de-Calais (ganz im Norden Frankreichs) abzumontieren, nachdem ein Gehirntumor bei einem 6-jährigen Mädchen aufgetreten war (ein anderes Mädchen aus der gleichen Schule war vergangenes Jahr auch schon an einem solchen Hirntumor gestorben), dessen Schule mit Kindergarten ganz in der Nähe dieses Mastes liegt.

Der aus Experten von ganz Europa zusammengesetzte Criirem verweist auf ausländische Untersuchungen und fordert die Entfernung der in der Nähe von Schulen und anderen sensiblen Einrichtungen befindlichen Mobilfunkantennen und die Einhaltung des Vorsorgeprinzips bei den Bürgermeistern und Mobilfunkbetreibern.

Der Criirem kritisiert auch die mangelnde Unabhängigkeit der Gutachten der Franz. Agentur für sanitäre Sicherheit in der Umwelt, das im Jahr 2003 veröffentlicht wurde.

Und dies, während die frz. Mobilfunkbetreiber jetzt gerade zu ganz hohen Geldstrafen für finanzielle Absprachen verurteilt worden sind. Der Criirem will völlig unabhängige Informationen liefern.

Akute Gesundheitsgefährdung der Anwohner der Mobilfunkanlage Stählingerstr.1

Verdacht auf synergistische Schädigung durch UMTS, Richtfunk- und Fernsehsender

Frau MR. und Frau B. hatten am 22.11.05 verzweifelt bei der Ärzteinitiative Bamberger Appell um Hilfe gebeten. Ihre Krankheitssymptome, die wenige Wochen nach Inbetriebnahme eines Mobilfunksenders in unmittelbarer Nachbarschaft auftraten, seien so massiv und bedrohlich, dass sie sich nur noch für jeweils kurze Zeit zu Hause aufhalten könnten. Sie müssten auswärts bei Bekannten oder Verwandten schlafen. 30 weitere Anwohner seien betroffen. Sie hätten sich seit September an ihren Bürgermeister, an das Gesundheitsamt, an das LfU, an das Innenministerium, an die Bundesnetzagentur, an die Hausbesitzerin und an den Betreiber gewandt, bisher ohne Erfolg.

Daraufhin habe ich die vier oben genannten Anwohner am 23.11. abends und am 24.11. morgens in ihren Häusern besucht (ich hatte am 24.11.nachmittags gemeinsam mit Herrn Dr. Bergmann, Freiburger Appell und Frau Hentschel, Bundesverband Elektrosmog einen Termin bei Herrn J.Ryan, Europäische Kommission, Generaldirektion Gesundheit und Verbraucherschutz, zum Thema Gesundheitsgefährdung durch Mobilfunk).

Herr B., 56 J., erkrankte ab Mitte Juli. Als ehemaliger Telekom-Mitarbeiter machte er sich keinerlei Gedanken, als im Juni 2005 auf dem Nachbarhaus eine Mobilfunkanlage montiert wurde. Er ist im Ruhestand und hielt sich ganztägig in seinem Haus auf, beschäftigt mit Renovierungsarbeiten. Es begann mit Übelkeit, Schwindel, Kopfschmerzen und Schmerzen in der Schilddrüse. Dann kamen hinzu: heiß brennende Schmerzen im Gesicht, am Hals und an den Schultern, Rot- und Braunverfärbung der Haut, sonnenbrandähnliche Flecken im Gesicht und am Körper (entstehend während der Nacht), brennende sowie gerötete Augen, schwerste Schlafstörungen bis hin zu völliger Schlaflosigkeit, Unruhe, Reizbarkeit, Kontrollverlust über das eigene Handeln, Wortfindungsstörungen, Vergesslichkeit, Herzrasen, Blutdruckschwankungen, massiver Haarausfall, nächtliches Schwitzen, ständiger Durst, Gewichtsabnahme von 10 kg in drei Wochen, Taubheitsgefühl der linken Gesichtshälfte, Schleier vor dem linkem Auge, braun-gelbe, fahle Gesichtsfarbe.

Als er völlig erschöpft war, nicht mehr aufstehen konnte und zu seiner Frau sagte: "Ich warte auf den Tod", sorgte sie sofort für einen Ortswechsel zu den Kindern.

Bei Frau B., 54 J., (sie war tagsüber viel unterwegs, um Materialien für die Renovierung zu besorgen) traten die ersten Symptome Anfang August auf. Sie hatte häufig einen steifen Nacken, war benommen und litt unter Kopfschmerzen und Schlafstörungen. Dann begannen die Augen stark zu brennen, anzuschwellen und sich zu röten. Sie litt unter Herzrasen, Herzstolpern und anfallweise hohem Blutdruck (180/110mm Hg, normalerweise 110/70 mm Hg). Es war ein Gefühl, als würde das „Blut kochen“. Nächtliches Nasenbluten, Gelenk- und Gliederschmerzen, Tinnitus links, Sehstörungen, Haarausfall, Übelkeit.

Während eines längeren Aufenthaltes bei ihrem Sohn haben bei beiden die Krankheitssymptome nachgelassen.

Herr B. Junior ist mit seiner Frau aus dem Anwesen Volksgarten 1 ausgezogen. Er litt unter starken Kopfschmerzen und Schlafstörungen.

Frau MR., 40 J., erkrankte Ende Juni mit schweren Gelenk- und Muskelschmerzen am ganzen Körper, so dass sie etwa drei Wochen lang fast nicht laufen konnte. Eine symptomatische Behandlung erfolgte beim Hausarzt, der jedoch die Ursache der Erkrankung nicht abklären konnte. Gleichzeitig litt sie unter Haarausfall. In der Folge traten auf: Schlafstörungen, Unruhe, Kopfschmerzen, Gereiztheit, Ohrgeräusche, Konzentrationsstörungen, Vergesslichkeit, Wortfindungsstörungen. Seit Oktober kamen hinzu: Herzrasen, hoher Blutdruck (190/130 mmHg), kalte Hände und Füße, heißes Gesicht, brennende Augen, Juckreiz am ganzen Körper, nächtliches Schwitzen, Übelkeit. Sie schläft daher seit mehreren Wochen nicht mehr zu Hause.

Ihre zwei Vögel (Wellensittich, Nymphensittich) hätten sich im Verhalten geändert. Sie seien verstummt und bewegungsarm. Ihr Hund habe seit 4 Monaten Bindehautentzündung, Juckreiz und habe sich im Zimmer einen anderen Platz gesucht.

Bei Frau M. Karin, 65 J., begann es mit Schlafstörungen und Kopfschmerzen. Dann folgten Unruhe, Benommenheit, Reizbarkeit, Tinnitus, Vergesslichkeit, depressive Stimmung, Gelenk- und Gliederschmerzen, Juckreiz am ganzen Körper, Herzrhythmusstörungen, hoher Blutdruck, kalte Extremitäten, heißer Kopf, rote, brennende Augen, Haarausfall, nächtliches Schwitzen und Übelkeit. Sie wisse nicht mehr weiter und habe nicht mehr die Kraft das Haus zu verlassen. „Lieber sterbe ich als wegzugehen.“

Frau St., …………., begegnete ich auf der Strasse. Sie klagte über ständigen Juckreiz an den Beinen, Schlafstörungen und Augenbrennen in den letzten Wochen.

Weitere 26 Anwohner haben auf Unterschriftenlisten folgende Symptome vermerkt: brennende, gerötete oder tränende Augen, Nervosität, Kopfschmerzen, Schlafstörungen, hohen Blutdruck, Juckreiz, Hitzegefühl, Taubheitsgefühle, Ohrenschmerzen, Schwindel und/ oder Übelkeit.

Besucher bei der Familie B. hätten nach einer halben Stunde über Unwohlsein, Benommenheit, Kopfschmerzen, müde und brennende Augen geklagt und seien fortan nicht mehr gekommen.

Der 11-jährige Enkel habe ebenfalls bei Besuchen unter Kopfschmerzen gelitten.

Zusammenfassung:

Die Erkrankungen des Ehepaars B., von Frau MR. und von Frau M. wurden verursacht durch die Inbetriebnahme des Mobilfunksenders in der Stählingerstraße 1 (einschließlich Richtfunk) im Juni 2005.

Begründung:

- Die Betroffenen waren bis zu diesem Zeitpunkt weitgehend beschwerdefrei;

- sie leiden an der für das Mikrowellensyndrom charakteristischen Kombination von Symptomen;

- viele Anwohner sind im gleichen Zeitraum an ähnlichen Symptomen erkrankt;

- etliche der genannten Symptome sind eindeutig sichtbar ( Rötung und Bräunung der Haut, Augenschwellung, Augenrötung, fahle Gesichtsfarbe, Haarausfall) und messbar (Blutdruck, Herzfrequenz, Gewicht);

- einzelne Symptome treten auch bei Besuchern nach kurzer Zeit auf;

- ein großer Teil der Symptome verschwindet nach Verlassen des Wohnviertels;

- mehrere Menschen sind bereits weggezogen und mehrere schlafen regelmäßig an anderen Orten, weil die Symptome so quälend, unerträglich und bedrohlich sind.

Die besondere Schwere der Krankheitsbilder (Herzrhythmusstörungen, Blutdruckentgleisungen, hirnorganische Symptome, Suizidgedanken) erfordert eine sofortige Beendigung der Hochfrequenzbelastung ausgehend von dem Mobilfunksender auf dem Nachbarhaus sowie eine Erhebung der Erkrankungen an diesem Mobilfunkstandort. Die Menschen leiden unter denselben Symptomen, welche Ärzte in den letzten 15 Monaten bei 800 Anwohnern an 152 Standorten vorgefunden haben.

Die bisherige Weigerung der zuständigen Behörden und Wissenschaftler, diese längst überfälligen Erhebungen an diesem wie auch an anderen Mobilfunkstandorten durchzuführen, ist nicht mit dem Grundgesetz vereinbar. Es kann nicht länger hingenommen werden, dass weitreichende und schwere Gesundheitsschäden der Betroffenen billigend in Kauf genommen werden. Angesichts der Tatsache, dass Ärzte seit mehr als 10 Jahren kausale Zusammenhänge zwischen Hochfrequenzbelastung und Erkrankung beobachten, ist das Versäumnis der zuständigen Behörden und der Wissenschaft aus ärztlicher Sicht als unterlassene Hilfeleistung zu bewerten.

Aus ärztlicher Sicht besteht für die Anwohner eine akute Gefährdung ihrer Gesundheit. Daher ist ein sofortiges Einschreiten der Behörden geboten.

Ich habe mit Frau B. am 24.11.05 um 8 Uhr 30 Herrn Fery, Untere Bauaufsichtsbehörde, und Frau Hennrich, Rechts- und Ordnungsamt, aufgesucht und sie davon in Kenntnis gesetzt, dass aus ärztlicher Sicht eine akute Gesundheitsgefahr besteht.

Ich habe dies in Anwesenheit von Herrn Fery auch dem Leiter des Gesundheitsamtes, Herrn Dr.Baltis telefonisch mitgeteilt und um sofortiges Einschreiten gebeten.

Das Messprotokoll der Bundesnetzagentur über die am 7.10.05 von ihr durchgeführten Messungen lag dem Amt noch nicht vor. Nur die Summenwerte der elektrischen Feldstärke mit einem Höchstwert von 2,3 V/m sind im Protokoll der Stadt festgehalten. Für die Bewertung ist die Kenntnis der selektiven Messung unabdingbar. Die von mir durchgeführte orientierende Summenmessung (800-2500 MHz) mit HF 38 B von Gigahertz Solutions ergab im Dachgeschoss 700 µW/m². Aus welchem Frequenzbereich stammt also der Hauptanteil der elektrischen Feldstärke?

Herr M. hatte sich im Oktober 2005 wegen unerträglicher Schmerzen im Kopf und Gesicht und wegen quälender Dauergeräusche im Kopf an die Ärzteinitiative „Bamberger Appell“ gewandt.

Daraufhin habe ich ihn und einige Nachbarn am 15.11. und 16.11.05 zu Hause besucht.

Ende November 2001 waren bei ihm Unruhe, Schlafstörungen und Ohrgeräusche aufgetreten. Die aufgesuchten Ärzte konnten keine organische Ursache finden. Wenn er sein Wohngebiet damals verließ, fühlte er sich wieder wohl. Die einzige Veränderung, die in seinem Wohnumfeld stattgefunden hatte, war die Errichtung eines Mobilfunksenders auf dem Nachbarhaus. Da Herr M. darin die Ursache seiner Beschwerden vermutete, wandte er sich an die Gemeinde und an die zuständigen Behörden mit der Bitte um Abklärung und Abhilfe – leider ohne Erfolg. Daraufhin führte er Abschirmmaßnahmen an Dach, Wänden und Fenstern (2002, 2004) durch. Diese brachten jedoch nicht die erhoffte Besserung. Herrn M.s Gesundheitszustand verschlechterte sich weiter. Zahnschmerzen, Gesichtsschmerzen, Kopfschmerzen, Augenentzündung, Linsentrübung und Hörsturz kamen hinzu. Die behandelnden Ärzte waren weitgehend hilflos. Ihm half jedoch im Jahr 2004 ein Auslandsaufenthalt bei seiner Tochter in den USA in einer mobilfunkfreien Gegend.

Bei seiner 56-jährigen, berufstätigen Frau traten die Beschwerden etwas später auf. Zum jetzigen Zeitpunkt leidet sie unter Schlafstörungen, Erschöpfung, Kopfschmerzen, Schwindel, hohem Blutdruck, Haarausfall, Augenbrennen und Gelenkbeschwerden.

Herr M. sieht krank, angespannt und mitgenommen aus. Die ständigen Schmerzen im rechten Hinterkopf und in der linken Gesichtshälfte und das hämmernde, pulsierende und rauschende Geräusch im Kopf quälen ihn aufs äußerste.

Ich war mit ihm an beiden Tagen mehrere Stunden zu Messungen unterwegs. Ihn plagten diese Schmerzen und Geräusche ununterbrochen außer an einem Ort, an den er mich führte.

Dabei handelt es sich um eine kleine Straße, die von seinem außerhalb des Ortes gelegenen Gartengrundstück aus in eine Mulde im Hang führt. Die Beschwerden verschwanden dort nicht ganz, aber sie waren etwas leichter. An diesem Ort betrug der Messwert 0,5 µW/m².

Sämtliche Messungen wurden von mir mit dem Gerät HF 38 B von Gigahertz Solutions durchgeführt. Es ermöglicht eine orientierende Summenmessung der Hochfrequenz von 800 bis 2500 MHz.

Im Haus von M. s lagen die Messwerte zwischen 5 und 300 µW/m² An der Außenseite des Hauses betrug der Wert 400µW/m²

Für die Auswirkungen auf die Gesundheit muss die bereits über einen langen Zeitraum vorhandene Hochfrequenzbelastung durch den starken Mittelwellensender in Mühlacker (ca.3 km) mitberücksichtigt werden. Synergismen sind möglich. Mehrfach wurde Versagen von Autoelektronik beobachtet, ebenso wie Störungen von Fernsehgeräten.

Bei folgenden Anwohnern des Mobilfunksenders Schönenberger Str. 22 habe ich Messungen und Befragungen durchgeführt:

Beim Besuch in diesen 8 Haushalten bin ich auf 21 Menschen getroffen, die ebenfalls unter den charakteristischen, durch Hochfrequenz ausgelösten Krankheitssymptomen leiden (s. Anlage über die Erhebungen in Oberfranken). Ein schmerzgeplagter Anwohner hat sich am 17.11.05 das Leben genommen.

Zusammenfassung.

Die Erkrankung von Herrn M. wurde ausgelöst durch die gepulsten hochfrequenten elektromagnetischen Felder ausgehend von der 2001 in Betrieb gegangenen Mobilfunk-sendeanlage auf dem Nachbarhaus.

Begründung:

Herr M. ist seit Inbetriebnahme der 2. Mobilfunksendeanlage im November 2001 dauerhaft erkrankt.

Er leidet an vielen der für das Mikrowellensyndrom charakteristischen Symptomen.

Mehrere Nachbarn sind ebenfalls am Mikrowellensyndrom erkrankt.

Die aufgesuchten Ärzte konnten keine organischen Ursachen finden.

Bei einem längeren Auslandsaufenthalt ohne Mobilfunkexposition war er beschwerdefrei.

Die Schwere des Krankheitsbildes (unerträgliche, therapieresistente Schmerzen und quälende Kopfgeräusche) erfordert eine sofortige Beendigung der gepulsten Hochfrequenzbelastung ausgehend von den Mobilfunksendeanlagen auf dem Nachbarhaus sowie eine Erhebung der Erkrankungen an diesem Mobilfunkstandort.

Die Weigerung der zuständigen Behörden und Wissenschaftler, diese längst überfälligen Erhebungen an diesem wie auch an anderen Mobilfunkstandorten durchzuführen, ist nicht mit dem Grundgesetz vereinbar. Es kann nicht länger hingenommen werden, dass weitreichende und schwere Gesundheitsschäden der Betroffenen billigend in Kauf genommen. Sehr geehrte Frau Ministerin,

gestatten Sie, dass ich mich wegen äußerst beunruhigender ärztlicher Beobachtungen an Sie wende.

Anwohner der oben aufgeführten Mobilfunkstandorte hatten sich in den letzten Monaten mehrfach an die Ärzteinitiative „Bamberger Appell“ gewandt mit der Bitte um Hilfe.

An den Standorten in Dresden habe ich selbst am 1.7., 2.7. und 3.7. und am 2.10.05 Hochfrequenzmessungen und Befragungen durchgeführt.

Die Messungen erfolgten mit dem Gerät HF 38B der Firma Gigahertz Solutions. Es ermöglicht eine orientierende Summenmessung des Frequenzbereiches 800 – 2.500 MHz.

In Scheibenberg hat Dr. Hopf, Landesuntersuchungsanstalt für das Gesundheits- und Veterinärwesen Sachsen bei der betroffenen Familie S. die Expositionsverhältnisse erfasst.

Der längst geplante Bericht an Sie hat sich verzögert, da mehrere hundert Anfragen pro Woche bei der Ärzteinitiative eingehen. Frau S. befindet sich in einer Notlage, ihr verzweifelter Anruf aus Scheibenberg zwingt mich als Ärztin jetzt sofort zu reagieren.

Wegen der Hochfrequenzbelastung im eigenen Haus hat das Ehepaar S. die letzten 6 Monate größtenteils bei Verwandten, Bekannten und im Urlaub verbracht. Dort fühlten sie sich wohl und waren weitgehend beschwerdefrei. Herr S. fährt alle 2 Wochen zur Therapie seiner Chron. Myeloischen Leukämie (aufgetreten 1997) nach Frankfurt/Main. Da jetzt der Winter kommt mussten sie wieder ins eigene Haus zurückkehren.

Schon in der zweiten Nacht litt Herr S. unter Schlafstörungen, Herzschmerzen und Herzrhythmusstörungen. Obwohl das Ehepaar im Erdgeschoss im Wohnzimmer schläft (niedrigste Exposition) stellten sich die seit mehreren Jahren aufgetretenen Symptome

(Kopfschmerzen, Nervosität, Ohrgeräusche, ständige Müdigkeit, Augenentzündungen, Akne) wieder ein. Aus ärztlicher Sicht ist dies nicht hinnehmbar, denn:

* für einen Menschen mit einer schweren Grunderkrankung ist ein unbelastetes Schlafumfeld unabdingbar, damit sich das angegriffene Immunsystem überhaupt noch erholen kann und nicht völlig kollabiert.

* unter Hochfrequenzbelastung auftretende Herzrhythmusstörungen können lebensbedrohlich werden.

Aus ärztlicher Sicht besteht dringendster Verdacht auf ursächlichem Zusammenhang zwischen Beschwerden und Hochfrequenzbelastung. Daher ist es für mich völlig unverständlich, dass der Sender auf dem Nachbarhaus entgegen der Empfehlung der Landesuntersuchungsanstalt weiter aufgerüstet wurde.

In Dresden-Weissig kam es nach Wiederinbetriebnahme des Senders Radeberger Str. im September 2005 zu unerträglichen Gesundheitsstörungen bei etlichen Anwohnern. Sie sind verzweifelt. Sie leiden unter Schlafstörungen, Alpträumen, Kopfschmerzen, Unruhe, Schwindel, Benommenheit, Tinnitus, quälenden Kopfgeräuschen, Gelenkbeschwerden, Muskelschmerzen, Herzschmerzen, Herzrhythmusstörungen, erhöhtem Blutdruck. In folgenden Haushalten habe ich Messungen und Befragungen (s. Anlagen) durchgeführt:

Die Messwerte in den Häusern lagen zwischen 50 und 4.600 µW/m². Für die gesundheitlichen Auswirkungen ist von Bedeutung, dass die Anwohner auch durch die Sendeanlagen auf dem Hutberg belastet werden.

Etliche Anwohner sind in zeitlichem Zusammenhang mit der Wiederinbetriebnahme des Mobilfunksenders an den für Hochfrequenzbelastung charakteristischen Symptomen erkrankt. Aus ärztlicher Sicht besteht daher kein Zweifel an einem kausalen Zusammenhang.

In der Alfred-Thiele-Str., Dresden, ist der Mobilfunksender seit knapp 2 Jahren in Betrieb. Kein Vertreter der zuständigen Bundesbehörden (BfS, BMU, SSK) hat sich vor Ort informiert und die Behörden weigern sich, Gesundheitserhebungen vor Ort durchzuführen, obwohl ihnen folgende Fakten bekannt sind:

* die Exposition in den umliegenden Holzhäusern ist besonders hoch (bis zu 15.000µW/m²).

* viele vorher gesunde Menschen sind an den typischen Symptomen erkrankt.

Ein zentrales Symptom der Hochfrequenzbelastung ist die chronische Erschöpfung gepaart mit depressiver Stimmung und dem Gefühl der Hilflosigkeit. Die Bewältigung eines normalen Alltags stellt viele Betroffene vor eine unlösbare Aufgabe. Sie resignieren, ergeben sich ihrem Schicksal und sehen sich nicht in der Lage, sich gegen eine Körperverletzung zu wehren, die ihnen jegliche Lebensqualität nimmt und keine Hoffung auf eine Verbesserung ihrer aussichtlosen Situation zulässt.

Dies ist in der Alfred-Thiele-Straße der Fall.

Im Umkreis der oben aufgeführten Mobilfunkbasisstationen besteht akute Gefahr für die Gesundheit der Anwohner. Ich bitte Sie daher unverzüglich einzuschreiten. Die von den Mobilfunksendeanlagen ausgehende Hochfrequenzbelastung muss beendet und der Gesundheitszustand der Anwohner erfasst werden.

Die Weigerung der zuständigen Behörden und Wissenschaftler, diese längst überfälligen Erhebungen an diesem wie auch an anderen Mobilfunkstandorten durchzuführen, ist nicht mit dem Grundgesetz vereinbar. Es kann nicht länger hingenommen werden, dass weitreichende und schwere Gesundheitsschäden der Betroffenen billigend in Kauf genommen werden. Angesichts der Tatsache, dass Ärzte seit mehr als 10 Jahren kausale Zusammenhänge zwischen Hochfrequenzexposition und Erkrankung beobachten, ist das Versäumnis der zuständigen Behörden und der Wissenschaft aus ärztlicher Sicht als unterlassene Hilfeleistung zu bewerten.

Concerns expressed on possible effects of mobile phones on humans have been dismissed by people involved in the business, but a recent research suggests that the electromagnetic "smog" from mobile phones and electronic goods could be playing a role in aiding depression.

In a study done in Australia pertaining to the period between 1968 and 2002, the researchers came to the conclusion that the suicide rates increased during geomagnetic storms, triggered by solar flares during these years.

"The sample was huge, involving 51,845 males and 16,327 females between 1968 and 2002. It would be useful to replicate this again; we did a previous study and found similar results. This suggests that electromagnetic radiation does affect behaviour" says Prof Michael Berk, Department of Clinical and Biomedical Sciences, University of Melbourne, Australia.

The study by Prof Berk came in support of the hypothesis that mood, and indeed suicidality, can be influenced by disturbances in the electromagnetic field in our environment and may have an adverse impact on mental health.

Man-made disturbances in the electromagnetic field are those caused by the power distribution grid and electrical devices.

It is here that the day to day devices like microwave ovens and mobile devices that emit magnetic fields come into the picture.

According to Prof Berk, two previous, but less comprehensive studies had also shown a positive relationship between geomagnetic storm activity and an increased incidence of suicide.

Blood pressure was shown to increase significantly for males and females when there was an increase in geomagnetic activity.A positive trend was also noticed between geomagnetic activity and subjective psycho-physiological complaints.

On the connection between mobile phones and depression, doctors are sceptical. " Depression is a psychiatric disorder and I am sure in 99 per cent case, it is the case. This is not seasonal as the study suggests," says Dr Samir Parikh, a Consultant Psychiatrist in New Delhi. "Magnetic field exposure is not a sufficient cause of depression or suicide," he says.

"Moreover, electromagnetic radiation is not always dangerous. Extremely high frequencies of electromagnetic waves (EHF-therapy) are used by doctors to treat various forms of depression in the western countries," says Dr Parikh.

"We cannot be sure what mobiles phones etc do and their effects may differ. This suggests at least that we should look," says Prof Berk.

In another study done this year on the impact of standard mobile exposure on 18 children, 10-12 years of age, it was noticed that there was a tendency for reaction time to be shorter during exposure to microwave radiation. Further, the scientist involved in the study were of the opinion that effects of radiation from a GSM handset could be different from a analogue handset.

So what do the studies done so far on mobile devices' effects say? They are inconclusive and that's the way the mobile manufacturers would like to see them.

Following is an article from irishhealth.com reported by Sylvie in France about an Austalian study! I have not heard about this study but here is what the Irish are saying about it.

While we are on the topic, about a year ago I had the opportunity to ask Yuri Grigoriev, chairman of the Russian National Commission on Non-Ionizing Radiation Protection (RNCNIRP) about the possibility that cell phone use by teenagers may be linked to a rise in teenage depression. He verified that this was a known problem from their understanding.

The study, carried out on nearly 70,000 people in Australia between 1968 and 2002, supports the hypothesis that a person’s mood can be influenced by disturbances in the electromagnetic field in our environment and that this can affect our mental health.

Man-made disturbances in the electromagnetic field are those caused by power distribution grids and electrical devices, such as microwaves and mobile phones.

The researchers said suicide rates increased during ‘geomagnetic storms’ during the years covered by the study.

They found that blood pressure was shown to increase significantly for males and females when there was an increase in geomagnetic activity.

A positive trend was also noticed between geomagnetic activity and subjective psycho-physiological complaints.

Some commentators, however, feel the results of the Australian study are inconclusive and that there is not enough evidence to date that magnetic field exposure is a cause of depression or suicide.

The relationship between ambient electromagnetic fields and human mood and behaviour is of great public health interest. The relationship between Ap indices of geomagnetic storm activity and national suicide statistics for Australia from 1968 to 2002 was studied. Ap index data was normalised so as to be globally uniform and gave a measure of storm activity for each day. A geomagnetic storm event was defined as a day in which the Ap index was equal to or exceeded 100 nT. Suicide data was a national tally of daily male and female death figures where suicide had been documented as the cause of death. A total of 51 845 males and 16 327 females were included. The average number of suicides was greatest in spring for males and females, and lowest in autumn for males and summer for females. Suicide amongst females increased significantly in autumn during concurrent periods of geomagnetic storm activity (P = .01). This pattern was not observed in males (P = .16). This suggests that perturbations in ambient electromagnetic field activity impact behaviour in a clinically meaningful manner. A female, mid sixties, had experienced bouts of depression over a number of years which were attributed medically to her disturbed sleep and personal problems. Though she had an aversion to drug therapy anti-depressants seemed the only solution, to which she resorted from time to time. Learning of EMR health effects she took steps to remove EMR from her bedroom with subsequent pleasing results in quality of sleep, lack of depression, general wellbeing, improved energy levels. Three years later circumstances necessitated a change in household arrangements that once again exposed her to the original levels of EMR. Over the next 8 –10 weeks this woman experienced a distinct lowering of energy and wellbeing and a deepening depression the cause of which she could not discern. She lost interest in life and found it extremely difficult to start the day. Recalling her information on EMR she once again removed EMR from her sleeping area which resulted in her mood and depression lifting and a return to a cheerful manner and regaining an interest in her activities. Over a period of 10 days or so this lady experienced a gradual return to a depression-free healthier frame of mind.

Following are a few references linking depression and EMF/R where electromagnetic field therapy was used in treating Parkinson’s Disease. (PD) (Ref.1) Some success has been achieved in treating the tremours of PD with EMF under controlled conditions with therapeutically administered doses at specific frequencies. These conditions are quite unlike those where random exposures to EMF have adverse effects on people, as their testimony reveals. Dr Sandyk’s study reveals a number of neuropsychiatric diseases including depression , which are influenced by environmental cues, including magnetic fields.

Risikodiskussion Mobilfunk

Sehr geehrte Frau Dr. Herr,

Anlass für dieses Schreiben sind Ihre in öffentlichen Veranstaltungen immer wieder uneingeschränkt vorgetragenen Behauptungen, dass durch Mobilfunkstrahlung ausgelöste gesundheitliche Risiken bis heute nicht nachgewiesen konnten. Insbesondere heben Sie immer darauf ab, dass ein kausaler Zusammenhang zwischen Mobilfunkstrahlung und Gesundheit bisher nicht festgestellt werden konnte.

Nun können Entscheidungen über kausale Zusammenhänge zwischen Umwelt und Gesundheit durchaus auf der Basis epidemilogischer Beobachtungen von Auswirkungen getroffen werden, ohne dass ein Wirkungsmechanismus in Teilen oder vollständig bekannt ist. Prominentes Beispiel ist die Beobachtung des Londoner Arztes John Snow im Jahr 1854, der alle Todesfälle einer Durchfallepedemie in einem Stadtplan eintrug und als Verursacher einen bestimmten Brunnen ausmachte, um den sich die Todesfälle massiv häuften. Der Verdacht, dass das Trinkwasser der Auslöser des tödlichen Durchfalls war, wurde durch den Rückgang der Erkrankungen nach der Sperrung dieses Brunnens bestätigt. Das eigentliche Agens, nämlich die Cholerabakterien, wurde erst 30 Jahre später durch Robert Koch entdeckt. Die weitere Abklärung des Wirkmechanismus über Choleratoxine und die Hemmung eines Enzyms in der Dünndarmschleimhaut erfolgte erst nach weiteren 70 Jahren.

Epidemiologische Untersuchungen über den Zusammenhang zwischen Mobilfunkexposition und verschiedenen gesundheitlichen Symptomen liegen heute aus Frankreich, Spanien, Österreich, Israel u.a. und auch aus Deutschland vor. Allein die in der Broschüre der Bamberger Ärzteinitiative aus 500 Berichten ausgewählten 26 Kasuistiken zeigen, dass Menschen an Mobilfunkstrahlung schwer erkrankt sind, ohne dass die behandelnden Ärzte die Ursache erkannten. Die alles entscheidende Therapie war: Beendigung der Exposition!

Und der wissenschaftliche Originalbeitrag der Nailaer Ärzte Dr. Eger et.al. in Umwelt-Medizin-Gesellschaft (17) 4/2004 über den Einfluss der räumlichen Nähe von Mobilfunksendeanlagen auf die Krebsinzidenz zeigt auf, dass sich in einem Abstand bis zu 400m um die seit 1993 betriebene Mobilfunksendeanlage das Malignomrisiko gegenüber weiter entfernt wohnenden Patienten verdreifacht hat und die Patienten in durchschnittlich jüngerem Alter erkrankten. Derartige reale gesundheitliche Gefährdungen durch Mobilfunkstrahlung, werden heute u.a. in den Veröffentlichungen des BfS, der SSK, im TNO-Report, in der REFLEX-Studie und von zahlreichen wissenschaftlichen Institutionen weltweit bestätigt. Ein rational denkender Wissenschaftler würde keine Forderung nach einer vollständigen wissenschaftlichen Abklärung der Wirkungskette Mobilfunk-Gesundheit erheben, sobald aus epidemiologischen Untersuchungen wie den vorstehend beschriebenen schlüssige Verdachtsmomente vorliegen.

Und wenn die Professoren Bernhardt und Leitgeb, Mitglieder der ICNIRP, in einem Schriftwechsel mir gegenüber bestätigen, dass den Grenzwerten nach der 26. BimSchV ausschließlich die thermischen Wirkungen der Mobilfunkstrahlung zugrunde liegen und hinsichtlich nichtthermischer Wirkungen noch gründlich geforscht werden muss, dann impliziert das ja wohl, dass sie nichtthermische Wirkungen nicht ausschließen.

Schon in der Veröffentlichung der deutschen Strahlenschutzkommission SSK im Bundesanzeiger Nr.43 vom 03.03.1992 steht: „Über spezielle Effekte, die nicht auf Erwärmung beruhen, wird in der Literatur seit 15 Jahren berichtet. Die Membraneffekte wurden vielfach bestätigt, so dass ihre Existent heute als gesichert gilt. Hervorzuheben ist, dass die SAR-Werte hierbei teilweise kleiner als 0,01 W/kg sind und damit erheblich unterhalb thermisch relevanter Intensitäten liegen.“ Prof. Dr. Breckow, der am 09.09.2004 in Maintal noch öffentlich behauptete, dass es für nichtthermische Wirkungen der Mobilfunkstrahlung keine wissenschaftlichen Nachweise gibt, korrigierte sich denn auch mir gegenüber schriftlich, dass das Alter der SSK-Aussage kein Indiz für deren mangelnde Aktualität ist.

Auch für die Wirkungskette Mobilfunk-Gesundheit gilt wie für andere Bereiche die Formel

Intensität x Zeitdauer = Wirkung.

Weit unterhalb der Intensität der nur die thermischen Wirkungen berücksichtigenden gesetzlichen Grenzwerte nach der 26. BimSchV sind heute bei mehrtausendfach geringeren Intensitäten zahlreiche nichtthermische Wirkungen von Mobilfunkstrahlung nachgewiesen. Sie können über Einwirkungszeiträume von Jahren bis Jahrzehnten zu unabsehbaren gesundheitlichen Schäden für die von der Strahlung Betroffenen führen. The Charleston Gazette, W.Va. Knight Ridder/Tribune Business News Dec. 10 - When Gov. Joe Manchin took over state government nearly a year ago, West Virginia faced $10 billion unfunded liabilities in state pensions, Workers' Compensation, health insurance and other long-term obligations. Commendably, Manchin eliminated much of this burden through bold steps such as privatizing Workers' Comp and boosting the coal severance tax.

Meanwhile, the Mountain State's debt was infinitesimal, compared to stupendous, colossal, astronomical, cataclysmic, monumental federal shortfalls that have grown under President Bush.

U.S. Comptroller General David Walker, head of the Government Accountability Office, declared in an Oregon speech last week that federal unfunded liabilities "were $20 trillion at the end of fiscal 2000 and are at $46 trillion today."

Astounding! During the Bush term -- as war spending soared and enormous tax giveaways were handed to the affluent -- potential long-range national debt more than doubled. This plunge toward bankruptcy was discussed in a Thursday commentary by Charleston financial consultant Howard Swint.

The comptroller general serves 15-year terms and cannot be ousted, which makes him free from political pressure. Previously, Walker wrote in Business Week:

"Both U.S. government spending and tax cuts are spiraling out of control. Recent increases in federal budget deficits have far outpaced the cost of the global war on terrorism and incremental homeland security costs. Although the $319 billion fiscal 2005 deficit was considerably lower that the previous year's, it is still imprudently high -- especially given that federal spending is expected to increase dramatically when the Baby Boomers begin to retire later this decade.

"Less well known, the federal government's long-term liabilities and net commitments, such as those relating to Social Security and Medicare, have risen from just over $20 trillion in fiscal 2000 to more than $43 trillion in fiscal 2004, in large part because of passage of the Medicare prescription drug bill in December 2003. This translates into a burden of more than $150,000 per American and $350,000 per full-time worker, up from $72,000 and $165,000 in 2000."

Facing gigantic future debt, Gov. Manchin wisely reduced the burden -- but Republicans in Washington do just the opposite: They keep demanding more tax cuts for the wealthy, eliminating revenue needed to pay Washington's perilous future debt. After the Bush administration ends, successors will be trapped, forced to find ways to pay the $46 trillion obligation that is being ignored and worsened today. Comptroller General Walker quoted George Washington's 1796 farewell address, in which he warned Congress against "ungenerously throwing upon posterity the burden which we ourselves ought to bear." But Washington's sensible advice is being trampled by today's leaders.

The U.S. House of Representatives votes this week on a Republican-backed bill that would make it a felony to be an undocumented worker and gut the due process rights of legal immigrants and U.S. citizens.

On Thursday, Dec. 8, 2005, the House Judiciary Committee passed along strict party lines the measure by Committee Chairman James Sensenbrenner (R-Wis.). This GOP-sponsored bill, H.R. 4437, would among other things make the crime of being here illegally an "aggravated felony," meaning the entire undocumented population, including 1.6 million children, would be permanently barred from the U.S. Extreme provisions buried in the bill would target legal immigrants, citizens and those applying for citizenship--taking away basic rights like a day in court and a meaningful defense.

H.R. 4437 subverts America's most deeply held values, including a day in court, checks and balances, and freedom from unjust and arbitrary detention. Instead of fixing our broken immigration system, this bill will make matters worse by turning millions of decent, hard-working people into criminals, driving them further underground and pushing more workers into the black market of smugglers and criminals. What we need is a system allowing people already here to earn the right to stay by continuing to perform work crucial to the U.S. economy, reforms such as the bipartisan, broadly supported AgJobs bill, cosponsored by both Democrats and Republicans.

The cruel and extremist Sensenbrenner bill is headed for a vote by the entire House this week. Your House representative needs to hear from you about why this bad bill should not pass. Instead, he or she should support comprehensive immigration reform such as the AgJobs bill (H.R. 884.) Please call and e-mail your U.S. Representative. Ask him or her to vote against this bill.

WASHINGTON -- Two Democratic congressmen from New Jersey who voted for the Iraq war three years ago now say they made a mistake.

Reps. Steven Rothman (D-9th Dist.) and William Pascrell (D-8th Dist.) said they based their 2002 vote on faulty intelligence supplied by the Bush administration that Iraq had weapons of mass destruction and that Saddam Hussein posed a direct threat to the United States.

If they could do it all over again, the two lawmakers said during interviews last week, they would vote "no."

"I made a mistake. I must be held accountable," Pascrell said. "But I also point to the president and blame him. He must be held accountable. I am not in denial. He is."

Added Rothman: "If I knew then what I know now, I would not have voted to authorize the president to go to war. . . . Practically all of the information had persuaded me a pre-emptive strike against Saddam Hussein was necessary. It turns out to have been factually wrong."

Rep. Robert Andrews (D-1st Dist.), the only other New Jersey Democratic congressman to vote for the invasion, recently has criticized the administration's handling of the war, but still says "Saddam Hussein was a threat to this country who needed to be removed."

The comments come as public opinion has grown increasingly negative about the president's handling of the war, in which more than 2,100 American troops have been killed and about 16,000 wounded, and calls for an immediate withdrawal have intensified.

BUSH DEFENDS DECISION

President Bush has mounted a campaign of speeches defending the 2003 invasion, declaring that progress is being made and assuring the American people he has a strategy to defeat the Iraqi insurgency and eventually bring the troops home.

The president has refused to set a timetable or cede ground to some Democrats who see the war as counterproductive and want a troop withdrawal to start immediately. Bush has said he will rely on the judgment of senior military commanders and not be guided by "artificial timetables set by politicians in Washington."

Last week, Defense Secretary Donald Rumsfeld said he expects some 20,000 U.S. troops to return home from Iraq after this week's elections there, and suggested some of the remaining 137,000 forces could pull out next year "if conditions permit."

The state's seven Democratic House members, like their counterparts nationally, are divided over how the U.S. should now proceed. Some want a troop withdrawal to start immediately while others favor a more cautious approach. All six New Jersey Republican congressmen support the war. They argue a precipitous exit would aid America's enemies, hurt U.S. national security interests and lead to greater chaos in Iraq.

"It is a much more difficult war than we thought it would be," Rep. Jim Saxton (R-3rd Dist.) said. "But we have to stay the course. I subscribe to the notion that showing weakness by pulling out of Iraq would embolden those who oppose us."

Rep. Rodney Frelinghuysen (R-11th Dist.) said he has no regrets about voting to go to war, firmly believes Saddam was a threat to U.S. security and feels progress is being made in Iraq.

"The absolutely wrong message would be sent if we were to set specific dates for troop pullout or promote the notion of an immediate withdrawal," Frelinghuysen said. He said troop decisions must depend on circumstances in Iraq and the advice of the military, not domestic political considerations.

That view is shared by Reps. Frank LoBiondo (R-2nd Dist.), Christopher Smith (R-4th Dist.), Scott Garrett (R-5th Dist.) and Michael Ferguson (R-7th Dist.). All voted for the war except Garrett, who was not yet in Congress.

Four state Democrats - Reps. Rush Holt (D-12th Dist.), Donald Payne (D-10th Dist.), Frank Pallone (D-6th Dist.) and Pascrell - said they back the position of Rep. John Murtha (D-Pa.), the hawkish Marine veteran who has called for Bush to start withdrawing troops immediately.

"If the United States gets out of the way of being a flash point, the Iraqis will come up with a solution of their own to deal with the insurgents," Payne said. "We should still give them economic aid and military support, but a drawdown should begin early next year. We need to keep reassessing the situation, but the goal should be removal of our troops within a year."

A more gradual approach to removing the troops is supported by Reps. Andrews, Rothman and Robert Menendez (D-13th Dist.), who officially was named by Gov.-elect Jon Corzine Friday to succeed him in the Senate.

Sen. Frank Lautenberg (D-N.J.) is in that same camp. He has called on Bush to come forward with a "concrete plan" to stabilize Iraq so troops can start to be removed, but has not urged an immediate withdrawal.

Andrews said he supports a phased withdrawal of U.S. troops "as soon as practicable," meaning when the Iraqis are capable of taking on greater responsibility. He said a small troop withdrawal could probably begin relatively soon, but added, "I don't support a hard and fast time deadline."

Menendez criticized Bush for needlessly starting and then mishandling the war, but said he is not ready to endorse an immediate pullback of U.S. troops. He said there need to be established "benchmarks" showing Iraqi capability to take over the job that can be tied to a phased-out military presence.

If we've learned anything over the past 3 years, it is that the only force that we can rely on to stop the war and occupation, bring the troops home, and to stop the plan for world empire by military force is the people mobilized into a mass, militant movement that makes itself felt in the streets.

In the U.S., TONC urges all anti-war caolitions and organizations, at the national and local level, to work together on the mobilizations in March for this is the best way to insure that the popular opposition to the war be turned into mass opposition in the streets. It is not necessary that all coalitions have identical views BUT it is necessary that we not allow differences to be an obstacle to unity.

With the level of opposition to the war stronger than ever, we could bring the entire country to a halt on March 18 and 19. We, as a movement, can do that only if we commit to forging unity.

TONC will be organizing for March 18 and 19 in every city large and small, from Boston, to Los Angeles, from Atlanta to Detroit. In New York City, TONC invites everyone to join us in a mass march from Harlem to Times Square for a rally on Saturday, March 18. By marching from the capital of the African-American community in the U.S. to the center of the city, we hope to underscore the reality that we are fighting to stop two wars-- the war abroad and the war at home against racism and poverty.

Amongst the many challenges that we face as anti-war activists and organizers, nothing is more important than linking the concrete struggles of poor and working people, especially people of color in this country, to the anti-war struggle. California Governor Arnold Schwarzenegger's denial of clemency to death row inmate, Stanley "Tookie" Williams, is only the latest example of the systemic racism that oppresses, tortures and kills people in many different ways.

Our unity is strengthened by supporting full rights for immigrant workers here in the U.S. - not sweeps, arrests, deportation and fear. And our unity is strengthened by standing with people struggling for the right to return to their homes - this includes tens of thousands of people in New Orleans and the Gulf Coast kept from their homes by the criminal neglect and racism of FEMA to the Palestinian people struggling for the right to return to their historic homeland.

The racism and lethal hostility of the government towards poor and working people, exposed by the response to Hurricane Katrina, has made the strengthening of links all the more urgent. TONC proposes that all anti-war and progressive forces demonstrate solidarity with the struggle of Katrina survivors by making the demand for justice for Katrina survivors central to the March protests by engaging communities of color; making the protests relevant to these communities; coordinating with the survivors of Katrina and the activists involved in the Katrina struggle.

Let's keep the movement where it needs to be-- in the streets and let's work together like never before.
