TURNING OUR BACKS ON THE MARSHALL ISLANDS AGAIN

Last March 1, I was in the Marshall Islands, tiny atolls in the middle of the Pacific Ocean, where we commemorated the 50th anniversary of the Bravo test. On March 1, 1954, the United States dropped a 15-megaton hydrogen bomb 1,000 times more powerful than the bomb dropped on Hiroshima. It was one of 67 nuclear weapons tests conducted in the Marshall Islands by the U.S. between 1946 and 1958. But while many of the islanders had been evacuated in previous tests, on March 1 the people of four tiny atolls were not. In fact, they were not evacuated until for four days after the massive explosion whose radioactive cloud spread over an area about the size of New Jersey.

While this story is horrible in and of itself, documents declassified during the Clinton administration appear to point to the decision by the Atomic Energy Commission (AEC) to make the Marshall Islanders into human guinea pigs. It appears that there was an AEC project, named Project 4.1, whose purpose was to study the effects of radioactive fallout on human beings. Despite its public statements otherwise, it seems that the AEC decided three days after the Bravo test to make the Marshall Islanders into research subjects. It is unclear whether the Marshallese actually received medical treatments for the exposure to high levels of radiation or whether they just received tracers which helped researchers know how human beings were responding, but we do know that they have suffered extraordinarily high levels of cancer, particularly of the thyroid. Moreover, the second and third generations also have high levels of cancer and immune system diseases. Women and girls who were originally exposed during the Bravo tests also experienced high levels of stillbirths, miscarriages and deformities in their babies. "The only thing I could think of was Nazi Germany," said then U. S. Energy Secretary Hazel O'Leary upon first learning about these experiments when some documents were declassified.

With the release of these documents in 1993, the survivors from the Bravo test petitioned the U.S. government for additional compensation to help pay for the health care and clean-up needs. Under a compact signed by the governments of the U.S. and the Marshall Islands in 1983, the U.S. agreed to pay $150 million into a trust fund. Some additional funds were awarded to specific groups of survivors. But while the commission managing the trust fund has awarded over $1 billion in damage claims, less than one percent of that money could be paid and there are thousands of claims still pending.

Shortly after the beginning of this year, however, the Bush administration rejected the petition for changed circumstances, telling the U.S. Congress that it should not award further compensation to the Marshall Islands. The irony, of course, is that the U.S. is telling other governments that they must take full responsibility for their actions, when we refuse to take responsibility for ours. To make whole the people of the Marshall Islands to treat their illnesses and clean up their islands would take only a few days of the funds we are spending in Iraq and Afghanistan.

This year the survivors of Enewetak, Rongelap, Utrik and Bikini islands sponsored their own commemoration of the Bravo test by inviting survivors of the Chernobyl nuclear reactor meltdown to share their experiences. They found that government cover-ups and misinformation were common to both experiences.

More than half a century after one of our nation's most shameful actions, we must tell the truth, admit our guilt and pay fully for our actions. Only if we make amends to the people of the Marshall Islands can we move forward into the future with integrity and truth.

Demand 80% Dem Block Against $80 Billion War Bill

Thank you for signing the petition to demand that the Democratic Party act as an anti-war party voting against the $80 billion for the US war upon and occupation of Iraq by an 80% block – with the consequence that if the Democratic Party does not put together such a block, we will work to support build an independent electoral anti-war convergence party and vote for and build only candidates who are opposed to the war and occupation. After the third day of this petition, we are already over 100 signers – and this was from a very limited distribution of the petition pitch.

In order for this petition drive to have maximal success, we need your participation. Most of you participate in discussions and networks where information such as the call are welcome. You can help make this effort more successful by forwarding the message below to all of the discussions where this information would be welcome.

There are well established petition machines that are not focusing on this $80 billion war bill. Apparently we can not count on those outfits to oppose the war bill. We need to build new institutions that will consistently oppose war even when it means making demands that could be deemed as unpopular by the Democratic Party leadership. A little extra effort by all of us can propel this initiative forward.

Place a personal note at the top of the note urging support.

Another valuable step you can take is to approach influential members of organizations that you belong to as well as nationally known figures in the anti-war movement. Send the call to act to them and follow up with them to seek their support. If they will not sign on, engage in a dialogue with them. If the “movement” will not make a demand of the Democratic Party to take a clear stand against the $80 billion bill, we need to know why.

We are also interested in having a few others to serve on a petition committee to help spearhead this effort forward. We would add your name to the letters that we generate to promote this effort.

We are off to a good start. This drive has great potential on many levels. Let’s work together to realize the full potential and build a movement that develops greater political challenge to the political power brokers of both pro-war political parties that continue to maintain the current permanent war empire.

What made Teresa Heinz Kerry so refreshing to some voters, and threatening to others on the 2004 campaign trail, is summed up when THK talks about her speech to last year's Democratic convention:

"Nobody told me what to do," she told a Saturday fund-raiser here.

COUNTING THE VOTES: Heinz Kerry is openly skeptical about results from November's election, particularly in sections of the country where optical scanners were used to record votes.

"Two brothers own 80 percent of the machines used in the United States," Heinz Kerry said. She identified both as "hard-right" Republicans. She argued that it is "very easy to hack into the mother machines."

"We in the United States are not a banana republic," added Heinz Kerry. She argued that Democrats should insist on "accountability and transparency" in how votes are tabulated.

DECT phones and health

We too had a cordless (DECT) phone, at the time had no idea it was a mini base station. It was on the bedside table next to my husbands head. He discovered a swelling in his gum about 18 months ago, which needed to be operated on and he also needed a bone graft. It turned out to be an Ameloblastoma (non- malignant tumour). We have often wondered if the DECT phone had anything to do with it?

My sister-in-law had a DECT phone in her lounge and developed exactly the same kind of tumour in the side of her face which was nearest to the phone when in her favourite chair.

Her husband died of liver cancer a couple of years ago. A dog in a neighbours house died of liver cancer also - at one point all 4 houses in the row had DECT phones! (one of them being my son).

My mother developed unexplained severe anaemia after having a cordless phone for a year. The doctors were very puzzled as to the reason why. She could not get on with the phone and after we changed it for a corded one the aenemia disappeared, say no more.

Italy, a staunch U.S. ally in Iraq despite strong domestic opposition to the war, has provided 3,000 troops and resisted growing pressure to pull them out. A clerk at the Morgana Hotel, where we stayed, declared: 'I am still trying to figure out why we are there in the first place. It is not our war.' A lot of Americans are trying to figure that out, too. This incident is just one more of the many horrible tragedies that have taken place in this war. Some 1,500 American soldiers have died, some 10,000 wounded or with limbs amputated, and more than 100,000 Iraqi civilians are dead. The costs to U.S. taxpayers continue to grow beyond $200 billion. The bombings, the killings, the kidnappings, the beheadings, the costs -- there seems to be no end...

Apparently a lot of people in Congress do not believe that Americans should have the 'freedom' to make the choice about what they listen to on the radio or watch on TV. On February 16, the House passed the Broadcast Decency Enforcement Act of 2005 (H.R. 310) by a vote of 389 to 38. This legislation would impose vastly higher fines -- up to $500,000 -- on broadcasters who air so-called indecent material. What it doesn't do is provide any relief from the vague standard of
indecency that the Federal Communications Commission can arbitrarily apply. That means broadcasters, particularly small broadcasters, will have no choice but to engage in a very dangerous cycle of self-censorship to avoid the threat of a fine that could drive some of them into bankruptcy. If this legislation is enacted, the real victim will be free expression and Americans' First Amendment rights...

The nomination of John Bolton to be US ambassador to the United Nations is a resounding declaration of American contempt for the organization and the rest of the world. When Condoleezza Rice forced Bolton out of his niche at the State Department, it was taken worldwide as a positive indication of the prospects of multilateralism in Bush's second term, in some measure compensating for the retirement of Colin Powell -- not least since no one was sure how much of a multilateralist Rice is. Schon in den Federalist Papers 63, der Bibel der amerikanischen Verfassungsväter aus dem 18.Jahrhundert, heißt es:

- In zweifelhaften Fällen, wo die Entscheidungsfindung von starken Emotionen oder flüchtigen Interessen verzerrt wird, kann die Meinung außenstehender Bürger den besten Ratgeber liefern.

Und im Kommentar zu dem am 14. Februar 2005 in Kraft getretenen Umweltinformationsgesetz, das die Bundesbehörden zur umfassenden Auskunft über Umweltschutzpläne verpflichtet, heißt es:

- Nur wer informiert ist, kann sich an öffentlichen Entscheidungen beteiligen und die Verwaltungen damit wirksam kontrollieren.

In Sachen Mobilfunk-Netzausbau in Maintal wird die im Interesse des Gemeinwohls wünschenswerte Zusammenarbeit zwischen der Stadtverwaltung, den parlamentarischen Gremien und den Maintaler Bürgerinnen und Bürgern von Seiten der Stadtverwaltung durch Informationsverweigerung schwer behindert sowie durch Unsachlichkeit und Verantwortungslosigkeit sehr belastet.

Wenn die Stadtverwaltung schreibt: „ ... können Beschlüsse unserer parlamentarischen Gremien nicht die vorherrschende Rechtsauffassung zum Umgang mit Standortplanungsdaten ändern“ heißt das ja wohl, dass es Rechtsauffassungen gibt, die zwar nicht vorherrschend sind, aber einen Umgang mit Standortplanungsdaten entsprechend den Beschlüssen der parlamentarischen Gremien ermöglichen würden.

Und es ist grotesk, wenn die Stadtverwaltung schreibt, dass ein Beschluss des Bundesverfassungsgerichts in Sachen Informations-Handeln zwar die Bundesregierung bindet, aber „ ... keine Kommune das Recht hat, ohne entsprechende Aufgabendelegation anstelle der Bundesregierung zu handeln.“ Es kann doch wohl nicht wahr sein, dass die Stadtverwaltung sich anmaßt, Bundesrecht nicht in Kommunalrecht umzusetzen.

Wenn es dagegen in der „Vereinbarung zwischen den Mobilfunkbetreibern und den Kommunen über den Ausbau der Mobilfunknetze“ heißt: „Durch eine umfassende Information der Kommunen und ihrer Bürgerinnen und Bürger sollen die örtlichen Belange Berücksichtigung finden, um einen möglichst konfliktfreien Infrastrukturausbau zu ermöglichen“ schreibt die Stadtverwaltung in bekannt devoter Haltung gegenüber den Mobilfunkbetreibern, dass es müßig ist, über die Auslegung der Vereinbarung zu diskutieren, „ ... da die Mobilfunkbetreiber dem Magistrat der Stadt Maintal untersagen ihre Planungsdaten an Dritte weiterzugeben.“

Wann ringt sich die Stadtverwaltung endlich dazu durch, den Protest-Unterschriften von über 3000 Maintaler Bürgerinnen und Bürgern und dem von 25 Maintaler Ärzten unterschriebenen „Maintaler Ärzteappell“ Rechnung zu tragen, den Wildwuchs von Mobilfunkantennen zu stoppen und den konkurrierenden Einzelplänen der vier Mobilfunkbetreiber ein ganzheitliches Mobilfunkkonzept der Stadt Maintal gegenüber zu stellen, dass vorrangig dem Gemeinwohl der Stadt Maintal verpflichtet ist?

Ein Statement zu Risikodiskussion Mobilfunk in Maintal

Bei der Risikodiskussion Mobilfunk geht es um Vertrauen in die Richtigkeit von Daten und Fakten:

· Vertrauen in die Kompetenz der Beteiligten

· Vertrauen in die Fairness, Chancengleichheit und Offenheit der Kommunikationspartner

· Vertrauen in die soziale Verantwortung von Politik, Wirtschaft und Justiz gegenüber der Bevölkerung

stellt das Bundesamt für Strahlenschutz BfS im Bürgerforum Elektrosmog 1999 fest. Und Max Weber hat einmal gesagt:

· Zwei Todsünden gibt es in der Politik: Die der Unsachlichkeit und die der Verantwortungslosigkeit.

Die Risikodiskussion Mobilfunk ist in Maintal durch Unsachlichkeit und Verantwortungslosigkeit sehr belastet, wie die nachstehenden Beispiele zeigen.

Maintaler Beispiele für Unsachlichkeit

1. In der AfBUS-Sitzung am 09.09.2004 behauptete Herr Weiß vom Fachdienst Umwelt, dass das von Herrn Kamp von der Firma enorm GmbH vorgetragene Gräfelfinger Mobilfunk-Netzausbaumodell nicht umgesetzt werden kann, der Maintaler Mobilfunknetzausbau gemäß den Stadtverordnetenbeschlüssen dagegen umgesetzt wird. Diese Aussage war sachlich falsch. Genau das Gegenteil ist richtig:

1.1 Die neueste Meldung aus Gräfelfing lautet: Sechs zulässige Standorte für die künftige Errichtung von Mobilfunkantennen hat die Gemeinde Gräfelfing festgelegt. Der Bauausschuss befürwortete die Einleitung der notwendigen Verfahrensschritte zur Änderung des Flächennutzungsplanes. Mobilfunkantennen dürfen nur noch außerhalb der Wohngebiete in extra dafür ausgewiesenen Standorten errichtet werden.

1.2 In Maintal werden von den im Stadtverordnetenbeschluss vom 22.09.2003 ausgewiesenen 16 Standorten dagegen bisher 8 Standorte = 50% von den Mobilfunkbetreibern abgelehnt, dürfen am vorgesehenen Standort nicht errichtet werden, dürfen nicht aufgerüstet werden oder werden aufgerüstet statt abgerüstet. Darüber hinaus werden im Netzausbauplan nicht enthaltene Standorte von den Mobilfunkbetreibern neu geplant und akquiriert.

2. In der AfBUS-Sitzung am 09.09.2004 behauptete Prof. Dr. Breckow. damals noch Mitglied der Strahlenschutzkommission SSK, die gesetzlichen Grenzwerte schützen ausreichend die Gesundheit und es gäbe keine wissenschaftlichen Nachweise für athermische biologische Effekte der Mobilfunkstrahlung. Auf Rückfrage berichtigte Prof. Dr. Breckow sich am 11.10.2004 gegenüber der Bürgerinitiative MwW: „Die von Ihnen zitierten Membraneffekte sind unbestritten. Meine Argument in der Maintaler Veranstaltung war, dass nicht jeder biologische Effekt zu einer gesundheitlichen Beeinträchtigung führt.“

Unsere Meinung dazu:

· Die Aussage von Prof. Dr. Breckow vor dem AfBUS war eine Falschaussage zugunsten der Mobilfunkbetreiber

· Die schriftliche Korrektur seiner Aussage disqualifiziert ihn als vertrauenswürdigen Kommunikationspartner

· Bereits ein biologischer Effekt, der zu einer gesundheitlichen Beeinträchtigung führt, ist ein Effekt zu viel.

3. In der AfBUS-Sitzung am 09.09.2003 behauptete Herr Rechtsanwalt Pfalzgraf vom Hessischen Städte- u. Gemeindebund, dass eine kommunale Einflussnahme bei der Aufstellung von Mobilfunkantennen nur sehr bedingt möglich und die Verbannung von innerhalb der gesetzlichen Grenzwerte strahlenden Mobilfunkantennen aus Wohngebieten baurechtlich nicht machbar sei. Diese Aussage ist unvollständig und deshalb tendenziös unsachlich. Dazu 2 Anmerkungen:

3.1 In der hessischen Landtagsdrucksache 15/3872 heißt es u.a.: „Die Möglichkeit der Mitentscheidung über die Errichtung von Sendeanlagen durch kommunale Gremien und die Bürgerschaft ist soweit gegeben, wie die planerische Steuerung entsprechender Standorte der städtebaulichen Planung zugänglich ist.“

3.2 Der Bayrische VGH stellt in einem Urteil Az 15N98.2262 vom 18.03.2003 u.a. fest:

- Der Widerspruch des Mobilfunkbetreibers gegen den kommunalen Bebauungsplan wird abgelehnt.

- Es handelt sich um keine Negativplanung zur Verhinderung von Mobilfunkbasisstationen sondern um eine Planaufstellung zur Sicherung einer geordneten städtebaulichen Entwicklung.

- Der vom Mobilfunkbetreiber erhobene Einwand, er sei als Träger öffentlicher Belange am Bebauungsplan nicht beteiligt worden, ist unbegründet. Der Mobilfunkbetreiber ist zwar aufgrund des Lizenzvertrages verpflichtet, einen bestimmten Versorgungsgrad der Bevölkerung herzustellen. Damit wurde ihm aber weder eine öffentliche Aufgabe noch die Wahrnehmung öffentlicher Interessen übertragen.

- Der Lizenzvertrag begründet keine Verpflichtung, die gegenständlichen Telekommunikationsdienstleistungen zu erbringen, sondern verleiht nur das Recht hierzu. Die zu erbringenden Telekommunikationsdienstleistungen unterliegen dem privatwirtschaftlichen Wettbewerb.

Die vorstehenden Beispiele zeigen:

Die Schnelligkeit und Komplexität des Fortschritts in Wissenschaft und Technik machen die für den Mobilfunk relevanten Sachverhalte immer undurchsichtiger. Entscheidungen in der Risikodiskussion Mobilfunk können nur noch mit Hilfe Sachverständiger gefällt werden. Dass die Gutachten mehrerer Sachverständiger zum gleichen Problem in der Regel divergieren, wird angesichts der eigenen Inkompetenz in diesen Fragen von den zur Entscheidung aufgerufenen AfBUS-Mitgliedern als außerordentlich quälend empfunden. Lassen die Sachverständigen dann noch Redlichkeit und Selbstkritik hinsichtlich der Prämissen, unter denen ihr Gutachten zustande kam, vermissen, ist sofort die Frage nach den hinter dem Gutachten stehenden Interessen zu stellen! Bei Prämissendeutlichkeit dagegen können sich scheinbar widersprechende Gutachten als wechselseitig einander ergänzende Aussagen erweisen und einen kontroversen Streit in eine komplementäre, in der Sache weiterführende Diskussion überführen.

Maintaler Beispiele für Verantwortungslosigkeit

Dreh- und Angelpunkt in der Risikodiskussion Mobilfunk sind die gesetzlichen Grenzwerte nach der 26. BimSchV von 1996. Alle deutschen und internationalen staatlichen und nichtstaatlichen wissenschaftlichen Institutionen sind sich heute einig, dass die gesetzlichen Grenzwerte nach der 26. BimSchV nur die Gesundheitsrisiken durch die thermischen Wirkungen der Mobilfunkstrahlung erfassen. Deshalb wurden und werden weltweit intensive Forschungen zur Erfassung nichthermischer biologischer Effekte durch Mobilfunkstrahlung unterhalb der gesetzlichen Grenzwerte betrieben. Die neuesten Ergebnisse dieser Forschungen sind alarmierend. Dafür nachstehend nur zwei aus vielen anderen Forschungsarbeiten:

- Die TNO-Studie der drei niederländischen Ministerien für Wirtschaft, für Gesundheit und für Telekommunikation fasst zusammen:
Mobilfunkstrahlung ist gesundheitsgefährdend.
UMTS-Mobilfunkstrahlung ist noch gefährlicher als GSM-Mobilfunkstrahlung.

- Die REFLEX-Studie der EU, an der zwölf Forschergruppen und fünf universitäre Forschungseinrichtungen beteiligt waren, sagt aus:
Bei Mobilfunkbestrahlung unterhalb der geltenden Grenzwerte kam es zu Einfach- und Doppelstrangbrüchen der DNA, das heißt zu Schäden und Veränderungen der Erbsubstanz.

Auch in der Justiz sind Zweifel an der ausreichenden Eignung der gesetzlichen Grenzwerte für den Gesundheitsschutz – erst recht aber für den Bereich der Vorsorge – im Vordringen.

In einem rechtskräftigen Urteil stoppte das OLG Hamm die Errichtung einer Mobilfunkantenne auf einem Wohnhaus mit der Begründung:

- Die derzeit bestehende Ungewissheit, ob und in welchem Maße von Mobilfunkantennen gesundheitliche Gefahren ausgehen, reicht allein für die Annahme einer tatsächlichen Benachteiligung aus, die ein Wohnungseigentümer nicht hinnehmen muss.

Unter diesen Rahmenbedingungen handeln politische Entscheidungsträger verantwortungslos, wenn sie zum Beispiel

- über 3000 Protest-Unterschriften besorgter Bürger gegen den Maintaler Netzausbauplan vom 22.09.2003 und den von 25 Ärzten unterschriebenen „Maintaler Ärzteappell“ in ihrem Denken und Handeln nicht berücksichtigen,

- in einer schriftlichen Antwort die Meinung kundtun, dass sie „..... eine Mobilfunkantenne in der Nähe ihrer Wohnung akzeptieren würden“,

- ihre Fürsorgepflicht gegenüber Mitarbeitern der Stadtverwaltung vernachlässigen und sie in neu angemieteten Räumen direkt unter einer Mobilfunkantenne unterbringen

Natürlich gibt es in der rechtsstaatlichen Demokratie Beispiele für Spannungen zwischen der legitimen Aufgabenerfüllung durch die Beamten der Stadtverwaltung und Konfliktsituationen, die bei ihnen aus religiösen, ethischen, moralischen oder auch nur sachlichen Gewissensentscheidungen entstehen. Unsere Rechtsordnung enthält aber genügend Instrumente, um solche Konflikte in angemessener und zumutbarer Weise zu lösen und ermessensfehlerfreie Entscheidungen zu ermöglichen. Politische Verantwortung sollte nicht durch alleinige Gesetzestreue ersetzt werden.

Dreh- und Angelpunkt in der Diskussion über die Gesundheitsgefährdung durch Mobilfunkstrahlung sind immer wieder die gesetzlichen Grenzwerte nach der 26. Bundes-Immissionsschutz-Verordnung von 1996. Ausnahmslos alle deutschen und internationalen staatlichen und nichtstaatlichen Institutionen bestätigen heute, dass die gesetzlichen Grenzwerte nach der 26. BImschV nur die Gesundheitsrisiken durch die thermischen Wirkungen der Mobilfunkstrahlung erfassen. Deshalb wurden und werden weltweit intensive Forschungen zur Erfassung nichtthermischer biologischer Effekte durch Mobilfunkstrahlung unterhalb der gesetzlichen Grenzwerte betrieben. Die heute vorliegenden Ergebnisse dieser Forschungsarbeiten sind alarmierend!! Nachfolgend nur drei von inzwischen hunderten von Ergebnissen:

* April 2003. Wissenschaftler des Neurologischen Instituts der Universität Lund/Schweden warnen in zuvor nie gekannter Deutlichkeit vor erheblichen Gesundheitsrisiken durch heutige Mobiltelefone. Bereits bei SAR-Werten von 0,002 W/kg *) öffnet die Strahlung der Handys die Blut-Hirn-Membranen und lässt zellschädigende Albumin-Eiweiße ins Hirn eindringen.

* Schon 1992 veröffentlichte die deutsche Strahlenschutzkommission SSK zu diesem Thema: „Die Membraneffekte wurden vielfach bestätigt, so dass ihre Existenz heute als gesichert gilt. Hervorzuheben ist, dass die SAR-Werte hierbei kleiner als 0,01 W/kg sind und damit erheblich unterhalb thermisch relevanter Intensitäten liegen“.

* Juni 2003. Die Bioelectromagnetics Society (BEMS) präsentiert die REFLEX-Studie der EU, an der zwölf Forschergruppen und fünf universitäre Forschungseinrichtungen, darunter die Berliner Charité, beteiligt waren mit dem wissenschaftlichen Nachweis: „Bei Mobilfunkbestrahlung unterhalb der geltenden Grenzwerte kommt es zu Einfach- und Doppelstrangbrüchen der DNA, das heißt zu Schäden und Veränderungen der Erbsubstanz.“

Mit dem Einstieg in die Mobilfunktechnik UMTS steht die Handy-Branche vor dem vielleicht größten Risiko in der modernen Industriegeschichte. Finanzielle Lasten, Engpässe bei der Verfügbarkeit neuer Geräte und nagende Probleme mit der Leistung von Mobilfunkantennen-Netzstrukturen und neuen Handymodellen, die unerwartete Konkurrenz von WLAN, VoIP, WiMAX und mobilen Breitbandtechnologien auf Festnetzbasis lassen die Ungewissheit wachsen, ob UMTS überhaupt in der Lage sein wird, fortgeschrittene mobile Daten- und Multimediadienste zu bewältigen. Wenn dem Mobilfunk dann noch ein angstauslösendes Faktum anhaftet, wie den Handys die heute nachgewiesene Gesundheitsgefährdung, die von den Mobilfunkbetreibern noch verzweifelt geleugnet wird, kann sich das schwer rächen. Sobald sich ein medienwirksames unüberhörbares Sprachrohr für den Produktmangel „Gesundheitsgefährdung“ findet und Politik, Justiz und der Markt entsprechend reagieren, können Absatzeinbußen, Imageverlust, Schadenersatzforderungen und Gewinnminderung existenzgefährdende Größenordnungen erreichen. Für den Produktmangel „Gesundheitsgefährdung“ lassen sich heute durchaus technische Lösungen finden. Die Mobilfunkbetreiber wären gut beraten, sie schnellstens umzusetzen, bevor das Großprojekt UMTS einen nicht wieder gut zu machenden wirtschaftlichen Schaden nimmt.

This electron flux plot contains the 5-minute averaged integral electron flux (electrons/cm2-s-sr) with energies greater than or equal to 0.6 MeV and greater than or equal to 2 MeV at GOES-12 (W75) and GOES-10 (W135). These data are invalid during a significant proton event because of sensor contamination at the GOES spacecraft. Enhanced fluxes of electrons for an extended period of time have been associated with deep dielectric charging anomalies.

Senior seismologist Bill Steele will be on the ECTV ‘Radio Hour’ tonight at our regularly scheduled program from 9 PM to 10 PM (Pacific), to discuss the now over 4000 earthquakes that have occurred off the Pacific Northwest Coast.

Bill Steele has been the Seismology Lab Coordinator for the Pacific Northwest Seismograph Network (PNSN) at the University of Washington Department of Earth and Space Sciences since 1993. Mr. Steele directs the educational outreach program for the network, and serves as Public Information Officer (PIO) for both the PNSN and for many USGS earthquake-related research activities in the Pacific Northwest . Directing the expansion of the PNSN outreach program, he has worked extensively with private and public sector organizations to better address their information needs and to build coalitions to meet mutual concerns.

As always, you can count on me to ask very detailed questions as to the fast unfolding events off the Oregon, Washington, and Vancouver Island coast. A previous news release quoting Gary Rogers, a seismologist with the Geological Survey of Canada stating “two tectonic plates pulling apart”, really got my attention. Of course most of us are more familiar with tectonic plates “submerging” or sliding under one another. Or as in the case of most southern California quakes, a slide back and forth motion. But to hear of tectonic plates “pulling apart”…Wow and Yikes at the same time.

A news report filed by CBC earlier today reports: “A team of researchers from Canada, Hawaii, Oregon and Massachusetts left Seattle on Saturday to investigate.

"It's been a few years since we've had a really intense swarm like this along one of the spreading centers, but they do happen," said John Cassidy, an earthquake scientist with the Pacific Geoscience Center on southern Vancouver Island.

"If the ship does get out there on time, this will be one of the first chances to actually see what's happening as it happens."

The Sun continues to act out for some unknown reason. The Kp Index continues to indicate geomagnetic storms in progress.

09 Mars 2005 the adoption by the Congress at this meeting in Versailles of the Charter of the Environment is for ASL a projection of most significant since many decades for the environmental protection and the quality of life for which we have fought for several months. It is in the right wire of what we ask at a recent meeting of work with our Deputy and mayor Herve MARITON (see report of Dauphiné Libéré 22/02/20005).

This Charter in its article 5 finally gives to the principle of precaution a constitutional value. It is one of the strong elements of the charter which will have a very significant impact on the development of our company: From now on very implemented of new technologies within our framework of life will have to respect and take into account the environment and the health of the citizens, even "... quite dubious in the state of scientific knowledge ". We are also very satisfied with article 4 which definite the contribution to repair, ASL had done one of its war-horses, this request which appeared with certain original even absurd, but the purpose of which was especially the responsabilisation of the industrialists, now there is no more ambiguity:

"Art. 4. - Any person must contribute to the compensation for the damages which it causes with the environment, under the conditions defined by the law."

If this Charter is first world on a major stake our to become, it also answered the waiting of all associations which are implied for the introduction of a true environmental national policy for the present, but also for the future generations. We regard this Charter as a historical stage, because the legislator gave himself the means of a policy which must now result in strong acts on the ground.

Concretely and as soon as possible, we wish that Herve MARITON our Deputy and mayor is the engine of the opening of a parliamentary debate near the Deputies and Government concerning the decree n° 2002-775 of 3 May 2002 relating to the irradiations of the Electromagnetic Fields of the mobile relay of telephony, this in order to stage the essential omissions of this decree taken in the urgency.

The eruption occurred at about 5:20 p.m. Tuesday.

The plume was accompanied by an earthquake of about 2.0 magnitude, according to Bill Steele, coordinator of the Pacific Northwest Seismograph Network at the University of Washington.

Steele said he did not believe the explosion had increased the risk of a significant eruption and noted that recent flights over the volcano's crater did not reveal high levels of gases.

Steele said the ash burst may have been triggered by partial collapse of a lava dome in the crater, which has been growing steadily over the last several months.

"Until we get a better view in the crater we won't know," Steele said.

Mike Fergus, FAA, said he believes the cloud was mostly steam and did not present a danger to airplanes in the area.

The USGS Cascades Volcano Observatory lost radio signals from three monitoring stations in the crater soon after the event started. The cause of the outage won't be known until scientists can visit the crater Wednesday to assess the situation, weather permitting.

An ashfall advisory is in effect until 9 p.m. for the south Washington Cascade foothills and the south Washington Cascades.

The winds are expected to take the ash plume to the east and north of Mount St. Helens, with the heaviest amounts to fall in Skamania County, and lighter amounts in Cowlitz County.

Breathing volcanic ash can be dangerous to many people, especially those with respiratory problems.

The 9,677-foot volcano in southwest Washington rumbled to life again last fall, pumping out lava as the mountain nears the 25th anniversary of the devastating eruption of May 18, 1980, that killed 57 people.

This latest volcanic burp from the mountain comes just after the state Board on Geographic Names unanimously chose Tulutson, the Cowlitz Indian word for ice, as the name for the glacier that has grown inside the mountain's crater.

At 5:25 PM (Pacific) Mount St. Helens erupted spewing ash and rock six miles into the sky. Airlines have been ordered to stay clear of a 20 mile radius. The ash explosion happened around 5:25 p.m., about an hour after a 2.0 magnitude quake rumbled on the east side of the mountain, said Bill Steele, coordinator of the Pacific Northwest Seismograph Network at the University of Washington.

Steele said there had been no increase in quake activity before the explosion. "The seismicity had been continuing just as it had been," she said.

On May 18, 1980, the volcano 100 miles south of Seattle blew its top, killing 57 people and covered the region with gritty ash.

The Acoustic Monitoring Project of the VENTS Program began continuous monitoring of north Pacific Ocean seismicity in August 1991 using the U.S. Navy's SOund Surveillance System (SOSUS) In May, 1996, monitoring was extended to the eastern equatorial Pacific using moored autonomous hydrophones, with the North Atlantic added in March, 1999. The hydroacoustic method allows detection of low-magnitude seismicity and volcanic activity and provides more accurate source locations than land seismic networks.
