Kanada: Monsanto testet heimlich Gen-Weizen weiter

In Kanada gehen die Freilandversuche mit Gen-Weizen, entgegen einer anders lautenden Selbstverpflichtung aus dem Hause Monsanto, nach Angaben von Greenpeace weiter. Greenpeace Kanada war durch ein Schreiben der Lebensmittelaufsichtsbehörde (CFIA) darauf aufmerksam geworden. Erst im Mai hatte der US-amerikanische Gentechnikkonzern öffentlich angekündigt, die kommerzielle Entwicklung des Gen-Weizens auf Eis zu legen. Zuvor hatte es eine erfolgreiche Kampagne von Umweltschützern, Bauernvereinigungen und kanadischen Weizenhändlern gegen das genmanipulierte Getreide gegeben. Die kanadische Lebensmittelaufsicht schrieb Greenpeace jedoch nun, dass in diesem Jahr 16 Freilandversuche mit dem Monsanto-Weizen in dem nordamerikanischen Land stattfinden.

Deutlicher Zuwachs im Westen: Erneut Montagsdemonstrationen in ganz Deutschland

Die Proteste gegen Hartz IV und die Agenda 2010 weiten sich noch immer aus: An diesem Montag sind nach Information des globalisierungskritischen Netzwerks Attac Demonstrationen in mindestens 140 Städten geplant, wobei gerade im Westen ein deutlicher Zuwachs zu verzeichnen sei. Zudem werden die Proteste von immer mehr Gruppen unterstützt. Während Teile der Gewerkschaftsführung noch zögern, rufen die regionalen Gewerkschschaftgliederungen vielerorts zu den Demonstrationen auf, so auch in Berlin, wo morgen um 18 Uhr eine große Bündnisdemonstration am Platz vor dem Roten Rathaus startet.

A vaccine containing mercury given to babies when they are eight weeks old is to be scrapped amid fears of a link with autism.

The move follows recent research in America that suggests a connection between the mercury used to preserve the whooping cough vaccine, and autism.

The jab, without mercury, will be given as part of a new five-in-one vaccine.

The Department of Health has always maintained there is no evidence of such a link.

Doctors are also being told to switch from the live polio vaccine, currently given by mouth, to a "killed" vaccine injection to avoid rare cases of polio contamination, according to a report in The Daily Telegraph newspaper.

GP Richard Halverson welcomed the "long overdue" changes.

He told BBC News: "I welcome the fact that mercury is being withdrawn because it is toxic and should not be injected into babies full stop.

"Mercury is one of the most toxic elements on this planet. It has no business being ingested in any form by anyone, it serves no useful purpose, it is dangerous."

He also welcomed changes to the polio vaccine, saying it was "disgraceful" that the only cases of paralysis from polio in the UK in the last 15 years had been as a result of the vaccine.

Committee advice

Health Minister John Hutton has confirmed the changes to childhood vaccines.

"Childhood immunisation has been extremely effective in protecting children from serious life-threatening diseases", he said in a statement.

"We are continually looking at ways to improve this programme as new, more effective products become available."

He said the new five-in-one injection, containing vaccinations for diphtheria, tetanus, whooping cough, hib and polio, would be introduced later in the year.

The UK's leading autism charity, the National Autistic Society, welcomed the removal of mercury from vaccines.

A spokeswoman said the society had always "supported moves to ensure that mercury is not used within the immunisation programme as a precautionary measure".

What we want to see is more choice, where the vaccines are designed around what is right for the individual child.

But Jackie Fletcher, founder of the parent support group Justice, Awareness and Basic Support, said that, while supporting the removal of mercury, she was "extremely worried" about plans for the replacement five-in-one jab.

She said: "With five-in-one vaccines we would want to know what safety trials have taken place. How did they find out it was safe to do it in this combination?

"We know that for other vaccines the safety trials have been extremely limited."

Increasing the combinations increased the potential for an adverse reaction, she said.

"What we want to see is more choice, where the vaccines are designed around what is right for the individual child."

In June, it was announced that US researchers at Columbia University found autism-like damage in the brains of mice exposed to thiomersal, the preservative used in the whooping cough vaccine.

Despite other US and European studies finding no link between mercury and autism, the Columbia team said they found that mice exposed to thiomersal showed signs of changed behaviour, and brain abnormalities.

The animals had been bred to be vulnerable to developing disorders of the immune system.

The study team argued it was possible that children with similarly-compromised immunity may also be at risk.

[Furthermore, a CDC group found a strong association between thimerosal and adhd, tics, language problems, and autism (Verstraeten et al 2000).

That same group then proceeded to deliberately dilute the data and published the fraudulent version in the journal Pediatrics (Verstraeten et al 2003). The CDC then hired the Institute of Medicine to issue a report that, not coincidentally, endorsed the studies with diluted data.

One of the basic forms of personal identification, the passport, is on the verge of taking on a new, high-tech identity. A number of countries are about to start trials of passports and visas that incorporate biometric information alongside the traditional photo and passport number -- data such as a digital image of the citizen's face that will be compared with a facial scan taken at the airport.

The first country to use the system will probably be Belgium, which plans an e-passport trial later this year. The United Kingdom's passport office said it is looking for volunteers to test the recording and verification of facial recognition, iris and fingerprint biometrics, and New Zealand and Canada are also looking into conducting trials.

The United States and Australia, meanwhile, have issued requests for proposals for trials of their own, and the Netherlands is looking at ways for banks to adopt chip-based documents that would be used to confirm identification.

Niemand könnte überrascht sein, wenn im Nachspann der Nachrichtensendungen von ARD und ZDF eine Einblendung zu lesen wäre: Diese Sendung wurde gestaltet in Kooperation mit CDU/SPD/FDP/Die Grünen. Gerade die Berichterstattung im Zusammenhang mit Hartz IV macht deutlich: Die politische Klasse bedient sich immer dreister der sog. öffentlich-rechtlichen Medien als eines Instruments ihrer Propaganda.

Dies weist auf einen Konstruktionsfehler dieser Einrichtungen hin: Nicht die Medien kontrollieren die Politik, sondern die Politik kontrolliert die Medien. Der ZDF-Fernsehrat z. B. - Vorsitzender ist der ehem. CDU-Generalsekretär Polenz - wird fast durchgängig beherrscht von Parteifunktionären und den üblichen Spesenrittern aus dem Umfeld der Parteien. Gerade das ZDF, dessen Haupt-Nachrichtensendung "Heute" kaum noch an Einseitigkeit zu überbieten ist, ist auch wenn es um Stellenbesetzungen geht, fest in der Hand der Parteien. Parteibuch, Parteinähe und Parteienproporz spielen oftmals eine weit größere Rolle als die journalistische Qualifikation und die persönliche Integrität der BewerberInnen.

Deshalb kann es nur eine Forderung geben: Partei- und Verbandsfunktionäre raus aus den Rundfunk- und Fernsehräten! Wenn die blosse Abgeordnetentätigkeit angeblich bereits 60-80 Wochen-Arbeitsstunden umfasst, erlösen wir die Politiker doch von solchen Nebentätigkeiten. Die GebührenzahlerInnen wollen nicht nur zur Kasse gebeten werden, sondern mitentscheiden und endlich "ihre" Rundfunk- und Fernsehräte selbst wählen. Für Funktionäre der Parteien und ihrer Umfeldorganisationen gilt dann: Wir müssen leider draussen bleiben!

Großer deutscher Lauschangriff geplant

Verband der deutschen Internetwirtschaft eco warnt vor dem gläsernen Telekommunikations-Bürger

Der Verband der deutschen Internetwirtschaft eco-Forum (Electronic Commerce Forum) warnt vor dem geplanten Lauschangriff in Deutschland. Grund ist ein neuer Entwurf der Telekommunikations-Überwachungsverordnung (TKÜV) der staatlichen Stellen Zugang zu sämtlichen Telekommunikations-Kennungen erzwingen will. Laut eco würde die Umsetzung des Entwurfs einen "gläsernen Telekommunikations-Bürger" schaffen, der auf allen technischen Kontaktwegen wie Internet, Handy, Funk oder WLAN abgehört werden kann.

Laut eco ist das Ziel des neuen Entwurfs, dass Bürgerinnen und Bürger keinen einzigen technischen Kommunikationsweg mehr finden, der nicht vom Staat abgehört werden kann. Dazu wollen die staatlichen Organe sämtliche Internetanschlüsse (IP-Adressen, Internet-Protokolle) und Gerätekennungen von Handys (IMEI, International Mobile Equipment Identity) sowie von kompletten Funkzellen und allen WLAN-Hotspots personenbezogen erfassen, um im Bedarfsfall Abhörmaßnahmen einleiten zu können.

Transparent

Vor allem die staatliche Überwachung der IP-Adressen der Bevölkerung wird sehr rasch zu einem "durchlöcherten Bürger" führen, warnt eco. Der Grund: Künftig werden immer mehr Geräte mit einem Internetanschluss ausgestattet werden, vom Audio- und Video-Equipment über Waschmaschinen, Kühlschränken bis zum Auto. "Zu einer einzelnen Person könnten künftig über 100 IP-Adressen gehören, von der Kaffeemaschine bis zur Armbanduhr", warnt eco-Vorstand Klaus Landefeld. "Leidtragender wäre dann jeder in Deutschland, der einen Telekommunikationsanschluss besitzt. Es bleibt zu hoffen, dass sich die Menschen gegen so eine Hightech-Überwach zu wehren wissen", so Landefeld. (pte)

Where are the Electrosensitives? A search for electrical sensitivity in Australia

Abstract

The condition known as electrical sensitivity (ES) is still very much an unrecognised environmental illness in Australia with the orthodox medical establishment at a loss on how to treat patients who present with symptoms which they cannot conveniently slot into a disease category. In such cases, people who may be suffering ill health connected with prolonged exposure to electromagnetic fields are generally labelled with the condition called Chronic Fatigue Syndrome (CFS) - the causes of which are largely unknown. A 1992 Workcare Victoria workers compensation case will be examined as an example.

In addition, the findings of a small-scale pilot study investigating the 50 Hz residential magnetic field exposures of a group of 49 subjects, who were undergoing medical treatment for CFS, are examined. In this study, out of the 49 subjects, 14 had prolonged magnetic field exposures over 2 milliGauss (mG) and 9 over 4 mG. Out of this group, 3 were excluded as they did not meet the study criteria, leaving 11 who were designated as "Group A", with an average prolonged exposure of 7.1 mG. The 'non-exposed' Group B consisted of 34 subjects with an average exposure of 0.67 mG.

The sources of the magnetic field exposures of Group A were determined, reduced or eliminated and the health status of both groups was recorded over a 6-month period. Group A reported a 55%
definite improvement in overall health and Group B reported a 14 % improvement. Major improvements in quality of sleep were predominant, indicating a possible effect of magnetic fields on melatonin secretion, a hormone involved in circadian functioning.

The results of this study indicate that prolonged exposure to residential power frequency magnetic fields may be a contributing factor to symptoms reported in CFS.

August 17th, 2004 -- A detailed formal complaint sent to Australia's major Federal and State Law Officers accuses the Australian Federal Government complicity in war crimes in Iraq. Specifically: (1) illegal invasion of a remote, non-threatening country and (2) horrendous mass mortality in an occupied country -- e.g. current under-5 infant mortality is estimated from UNICEF data to be about 100,000 per year in Iraq (population 24 million) -- while annual per capita medical expenditure is currently $40 in occupied, war-ravaged Iraq as compared to US$1000 in Australia.

August 21, 2004 -- A leading Egyptian Islamic leader has warned that a "volcano of anger" could explode in response to US-led military action in Najaf and Falluja. Ali Gumaa, the mufti of Egypt and the country's highest authority on Islamic law, condemned the "continuing aggression by US-led forces on the Imam Ali shrine and Islamic holy places" in Iraq. "After the humiliations and the terrorizing and killing of civilians, the world cannot expect… that a volcano of anger and indignation will not explode," Gumaa said. Gumaa is second in the Islamic hierarchy only to the shaikh of al-Azhar, Cairo's ancient university and institute of religious learning.

KABUL (August 22, 2004) -- A UN human rights expert criticized US military authorities in Afghanistan on Saturday for barring him from visiting detention centers, and he described one Kabul prison he did visit as "inhuman." The lack of transparency "raises serious concerns about the legality of detention and conditions of those detainees," M. Cherif Bassiouni said. Former prisoners have said they were tortured and abused while in US custody in Afghanistan.

August 21st, 2004 -- The complicity of US military medical personnel during abuses of detainees in Iraq, Afghanistan, and Guantanamo Bay is of great importance to human rights, medical ethics, and military medicine. Government documents show that the US military medical system failed to protect detainees' human rights, sometimes collaborated with interrogators or abusive guards, and failed to properly report injuries or deaths caused by beatings. An inquiry into the behavior of medical personnel in places such as Abu Ghraib could lead to valuable reforms within military medicine.

Some 46,000 New Yorkers are registered to vote in both the city and Florida, a shocking finding that exposes both states to potential abuses that could alter the outcome of elections, a Daily News investigation shows... Edwin Peterson, 66, a registered Democrat in Palm Coast, Fla., and St. Albans, Queens, attributed his dual vote in the 2000 election to his distrust of the party running the Sunshine State.

"That was a situation where Florida is so messed up with the Republicans, you don't know if your vote is even going to be counted," Peterson said. "It's been like that forever."

'Civil Contingencies Bill' in House of Lords

RED ALERT - Danger to Democracy:
The Civil Contingencies Bill

"Are we opening up our system to the equivalent of what happened in Germany in 1933 where it became possible for an extreme party to legitimately hijack a democracy and turn it into something totalitarian?" Lord Lucas.

This horrific bill was covertly & quickly passed by the government, this autumn while everyone's attention was on Football/Wimbledon & other sporting/celebrity events. It is the most severe, far-reaching, subversive piece of attempted government (corporate/bilderburger controlled) legislation to strip away democratic rights and freedoms in the UK. You also need to ask why the corporate news media didn't cover it. Shy? This bill has now been passed - that cannot be changed.

However, as it now goes to the House of Lords, if we register strong disapproval (phone calls are all that is necessary.) it may be possible to "amend" it. If opposition is strong enough, and the winer recess arrives without complete agreement, they have to start the whole process again.

Everyone in the UK has just been sent a booklet called "Preparing for Emergencies", with fear based pages about "helping to prevent a terrorist attack." PLEASE BE AWARE THAT THE GOVERNMENT HAS SENT THIS OUT FOR ONE REASON ONLY. To get the mindless majority into fear so they back this Bill if it reaches public awareness, and therefore creates a massive outcry. Lord Lucas who is reasonably free-thinking and free-speaking is not exaggerating in what he says above. Be aware that UK debt/borrowing has now reached 1 trillion; the Government borrows that money from private individuals who are hidden behind large corporations - so please wake up to the fact that it is their self-serving corporate agendas that largely control UK government policy - whatever political party. e.g. Two simple examples: Most awake individuals are heralding the success of getting the Pharmaceutical/Biotech multi nationals to pull GM crops from Uk production/planned cross pollination; but wake up a bit more - do you really think that with their combined power they will give up,. when they have the potential financial gain, through (assumed) technology, to control world food supply. This Bill, in current form, sets next year's agenda for their GM 'trials' designed to infect non-patented species and thus make us dependent.

What about the governments continued use of your taxpayers money to ensure fluorosilicates ( a class 1 poison) are definitely put in all UK water supplies? This despite most European countries banning its use, and more people waking up to the real reason for putting it in all water. This is enforced medication, which is illegal, but will be unstoppable if this legislation gets through. The polarities are really coming up now as we move towards 2012, and while we are doing our part in anchoring more light upon the planet, we also have to speak up for truth and justice. Those in fear still continue to put their consenting heads in the sand. This won't make it go away, when a few simple phone calls might. Please make those calls before Sept 15th. - Jeremy.

All well meaning people need to take action against the Civil Contingencies Bill now before the House of Lords. This extremely dangerous bill would give the Government the legal power to put an end to democratic institutions and civil liberties in the UK. Believe it or not, its true. NO exaggeration.

Lord Lucas speaking in the House of Lords, during the July 5th reading, came to the point, as quoted above. He continued " They (the New Labour Government) appear to want a role of issuing dictates." He called for amendments to the Bill which would safeguard our rights. "or are we signing our death warrant as a democracy?"

This Bill, enables the Government to declare a State of Emergency on practically any grounds - insignificant events (e.g. "damage to property"); "threatened" insignificant events (e.g. threatened disruption of a supply of money), even a "situation" would do, and situation occurring outside the United Kingdom would also do.

In other words, anything goes. Lord Kimball referred to (July 5th second reading), "a mysterious clause about using emergency powers to prevent the destruction of plant and animal life. That is a threat to rural activities and part of a very draconian measure." (could this clause have anything to do with "green gloves" and GM crops?).....

If loss of democracy and civil liberties is of little concern to a particular reader, then consider the clause in the Bill that provides for the confiscation of property, "with or without compensation."

This horrific bill went through the House of Commons with paltry discussion, little opposition, and silence from the irresponsible corporate news media. And the News Media remains silent as it proceeds through the House of Lords. This must not continue.

This Bill should be rejected outright.

Amendments are a possibility while it is processing through the House of Lords.

What kind of amendments should be proposed?

1. Justifications for declaring an Emergency. Only an actual disaster should be grounds for declaring an Emergency. And "disaster" means a real disaster, and one that occurs within the UK.

2. Powers granted. - No suspension of democracy. No suspension of Parliament. No suspension of Civil Liberties.

One may well question why any additional powers at all would be granted to the Govt. We already have Acts of Parliament that were quite sufficient for WWII and the Northern Ireland troubles. Touch them up a little if necessary, but no dictatorships here in Great Britain!

Make some telephone calls. We MUST contact members of the House of Lords, and members of the news Media. HOUSE OF LORDS - Parliament has gone into recess until September 7th, but you can and should call and leave messages now on - 0207 2195353. You can leave up to 3 messages with your phone call, one for each of 3 different Peers and/or MPs. You will get 2 sentences per message, plus your name and telephone number. The hype over weather derivatives is being replaced by real deals, and everybody¹s scrambling for position.

The viewership of the Weather Channel has always skewed decidedly toward the nerdy. But if the lightning-fast development of the weather derivatives market is any indication, before long the ratings-challenged cable channel could reach a whole new audience financial players around the world who have suddenly become obsessed with occluded fronts, La Niña and other weather arcana that for years had been the exclusive province of people with backyard barometers.

While derivatives historians may quibble over the precise date of the first weather contract some say July 1997, while others say August of that year everyone in the weather business agrees that the market hit the ground running.

There has been an explosion of deals in the marketplace and a tremendous amount of interest on the client side, says Richard Turrin of Paribas¹ strategic derivatives group. The industry has seen the birth of a new market in the last year to 18 months, and in the last six months the growth has been exponential.

Houston-based energy giant Enron estimates that between 900 and 1,000 transactions have taken place to date, with the notional value of those deals exceeding $1.5 billion. Kansas City, Mo.-based Aquila, the unregulated marketing and trading arm of Utilicorp, puts that figure closer to 1,200.

While energy firms are still the most active in the weather business, other industries are getting into the game as well. Enron has already acted as counterparty in deals with manufacturers of snowmobiles and snowblowers, the film industry and the fertilizer industry, and has fielded inquiries from theme parks, golf courses, sports-drink makers, car washes and ski resorts. Aquila boasts transactions with salt producers, ski resorts and other entertainment companies. In addition to the relatively commonplace degree-day deals, says Enron¹s Lynda Clemmons, a director at the firm, she has been approached by companies interested in rainfall, snowfall and even barometric pressure contracts.

Weather derivatives allow companies to control the effects of the weather on demand for their products. Here are some of the most popular structures:

Temperature Contracts

A degree day is the deviation of a day¹s average temperature from 65 degrees Fahrenheit. In the summertime, the demand for energy increases with every degree above 65; in the winter, the demand for heat increases for every degree day below 65. There are a number of degree-day products available to energy producers. In most, payment is made for every degree day above or
below the strike, with a maximum payout that can range from $500,000 to $5 million or more...

Abstract: In conjunction with the DNA barium releases, Avefria I and II, an experiment was undertaken to determine if radio communication was possible off the base of a striated plasma created by these barium releases. A transmitting station was set up to broadcast a steady signal at two HF frequencies toward the base of the barium striations and two receiving stations listened for signal returns on the two frequencies. (The chosen geometry prevented reflections off the sides of the barium cloud from affecting the experiment). One station heard substantial returns while the other heard nothing. Data from the first station provide an estimate of the reflection cross sections for the base of the striated barium cloud. The negative result from the second station arises partly from limited sensitivity of equipment but the upper limit on cross section was less than that seen from the first station. This suggests a directional character for the signal reflected from the base of the cloud.

The FCC's new ruling on broadband wiretaps will force customers to pay for the privilege of making the Internet less secure.

On August 9th, 2004, the U.S. Federal Communications Commission (FCC) took a major step toward mandating the creation and implementation of new Internet Protocol standards to make all Internet communications less safe and less secure. What is even worse, the FCC's ruling will force ISP's and others to pay what may amount to billions of dollars to ensure that IP traffic remains insecure.

The FCC ruling comes pursuant to a request by U.S. law enforcement agencies to extend the reach of a decade old federal statute, the Communications Assistance for Law Enforcement Act, or CALEA, to broadband Internet service providers including cable companies, DSL providers, satellite providers and even electric companies that provide inline Internet access. The ruling, if it becomes final, may require such ISPs to create and deploy new and expensive technologies that would ensure that communications carried over broadband were deliberately insecure and capable of being intercepted, retransmitted, read, and understood by law enforcement. Of course, whatever law enforcement can do, hackers will be able to do easier and faster. What this means is that IP protocols may have to be adjusted, and the future of encryption may also be in doubt.

A Brief History of Taps

To understand CALEA, you need a bit of history. From the dawn of Alexander Graham Bell to 1968, there were few if any specific rules on the legal requirements for listening in on electronic communications. The U.S. Supreme Court had tried to apply the precepts of the Fourth Amendment's protections of the privacy of "persons, places, houses and effects" to a voice traveling over a wire, finally concluding in 1963 that the amendment protects people's privacy rights, not simply their physical location. In response, Congress passed the Omnibus Crime Control and Safe Streets Act of 1968, Title III of which established the rules for intercepting telephone calls.

By making ISPs the electronic equivalent of the phone company, and therefore subject to CALEA, the FCC opens the door to mandating that all future TCP/IP technologies be tapable by design. Concerned that the FBI lacked the technical ability to install and monitor wiretaps, Congress in 1970 mandated that the cops could ask for, and a court could order, the phone company to give the police "information, facilities, and technical assistance necessary to accomplish the interception unobtrusively and with a minimum of interference with the [the company's] services." It also provided that the communications company "be compensated . . . by the applicant for reasonable expenses incurred in providing such facilities or assistance." In other words, a court could order an ISP to cooperate, conditioned on the cops agreeing to pay for the help. Effectively, this is no different than requiring a landlord, when presented with both a court authorized search warrant and an order requiring cooperation, and an order requiring the cops to pay up, to show the police where the target's apartment is, and maybe show them how to pick the lock.

In 1994, however, at the request of law enforcement, Congress broadly expanded the law. No longer was the phone company merely required to provide technical assistance to help execute an already issued wiretap order -- now all covered telecommunications providers had to spend billions of rate-payer's dollars to design their systems in such a way as to be susceptible to the possibility of later court ordered surveillance. This is the equivalent of requiring that the landlord design the building without doors or locks (or with very weak ones), just in case the cops later want to search anyone in the building. As the Department of Justice described it, "CALEA for the first time required telecommunications carriers to modify the design of their equipment, facilities, and services to ensure that lawfully-authorized electronic surveillance could actually be performed."

But CALEA never applied to ISPs, per se. In fact, section 102 of CALEA states that it "does not [apply to] persons or entities insofar as they are engaged in providing information services" although it does apply to "person[s] or entit[ies] engaged in providing wire or electronic communication switching or transmission service to the extent that the Commission finds that such service is a replacement for a substantial portion of the local telephone exchange service and that it is in the public interest to deem such a person or entity to be a telecommunications carrier."

In other words, if you are replacing the local telephone exchange service, and the FCC concludes it is in the public interest, you might be covered by CALEA. On August 9th, the FCC tentatively concluded that broadband providers were exactly that.

Push Me, Pull You

The FCC concluded that "facilities-based providers of any type of broadband Internet access service. . . are subject to CALEA because they provide a replacement for a substantial portion of the local telephone exchange service."

They arrived at this conclusion, it turns out, by completely misreading recent technology history The FCC wrote that, at the time CALEA was enacted, Internet services were generally provided on a dial-up basis by two separate entities providing two different capabilities -- a local exchange telephone company carrying the calls between an end user and her chosen Internet Service Provider, and the ISP providing e-mail, content, Web hosting and other Internet services.

ISPs were exempt from CALEA. But because the local phone company was subject both to FCC jurisdiction and to CALEA, dial-up access was implicitly covered as well: to accomplish its purposes of intercepting communications pursuant to a court order, the FBI only had to capture the communication at the POTS (Plain Old Telephone Service) line, and the problem was solved.

The FCC's reasoning is that because broadband replaces dial-up access to the Internet, and dial-up was subject to CALEA, broadband must ipso facto be subject to CALEA.

However, while most individual users in 1994 connected to the Internet via dial-up, the Internet was already built principally on broadband communications. In fact, from its inception until 1991, very little of the overall bandwidth of the Internet consisted of an individual user dialing into a node for access. Most users were government, industry, military or educational users sitting at terminals with relatively fast (for 70's and 80's technology) non-dial-up connections. Broadband isn't some newfangled replacement for dial-up: it's the backbone and spine of the Internet, and has been for decades.

A Brave New Internet

The FBI, in requesting this authority defined "broadband access service" as "the process and service used to gain access or connect to the public Internet using a connection based on packet-mode technology that offers high bandwidth" but "does not include any 'information services' available to a user after he or she has been connected to the Internet, such as the content found on Internet Service Providers' or other websites."

Essentially, the FCC concluded that CALEA can't force website operators to design their systems to reveal the IP addresses or identity of people who visit the site, but could force ISPs not only to reveal the identical information, but also to design the system to enable law enforcement to reveal the information.

It is important to note that this expansion of CALEA was not needed to compel the ISPs to comply with a lawful subpoena. ISP's and everyone else must already comply under existing law. But a subpoena can only compel a recipient to turn over documents or records that exist.

The FCC's ruling goes well beyond the extensive subpoena authority of the grand jury and the Foreign Intelligence Surveillance Court, and even the USA-PATRIOT Act. By making ISPs the electronic equivalent of the phone company, and therefore subject to CALEA, the FCC opens the door to mandating that all future TCP/IP technologies -- possibly even encrypted ones -- be designed at the outset to be tapable. After all, it would do the cops no good to receive a mass of encrypted packets.

What's worse, all of this would be done on your dime. As Commissioner Abernathy pointed out in a statement, "upgrading networks to comply with a new packet-mode standard for surveillance will be a costly endeavor, and there are many unanswered questions about how these costs should be recovered."

The FBI had an answer when ISPs and phone companies complained about the cost. The Bureau suggested that the cost be defrayed by increasing the rates you and I pay. So much for the government's E-rate program to make broadband more affordable.

I am all for letting the cops tap phones, and even IMs, chat sessions, e-mail and websites with appropriate court orders. What I don't like is making us reinvent the Internet just for these purposes. The FCC action is a large step towards requiring this.

My name is Doug Copp. I am the Rescue Chief and Disaster Manager of the American Rescue Team International (ARTI), the world's most experienced rescue team. The information in this article will save lives in an earthquake.

I have crawled inside 875 collapsed buildings, worked with rescue teams from 60 countries, founded rescue teams in several countries, and I am a member of many rescue teams from many countries. I was the United Nations expert in Disaster Mitigation (UNX051 -UNIENET) for two years. I have worked at every major disaster in the world since 1985, except for simultaneous disasters.

In 1996 we made a film which proved my survival methodology to be correct. The Turkish Federal Government, City of Istanbul, University of Istanbul, Case Productions and ARTI cooperated to film this practical, scientific test. We collapsed a school and a home with 20 mannequins inside. Ten mannequins did "duck and cover," and ten mannequins I used in my "triangle of life" survival method. After the simulated earthquake collapse we crawled through the rubble and entered the building to film and document the results. The film, in which I practiced my survival techniques under directly observable, scientific conditions, relevant to building collapse, showed there would have been zero percent survival for those doing duck and cover. There would likely have been 100 percent survivability for people using my method of the "triangle of life." This film has been seen by millions of viewers on television in Turkey and the rest of Europe, and it was seen in the USA, Canada and Latin America on the TV program Real TV.

The first building I ever crawled inside of was a school in Mexico City during the 1985 earthquake. Every child was under their desk. Every child was crushed to the thickness of their bones. They could have survived by lying down next to their desks in the aisles. It was obscene, unnecessary and I wondered why the children were not in the aisles. I didn't at the time know that the children were told to hide under something.

Simply stated, when buildings collapse, the weight of the ceilings falling upon the objects or furniture inside crushes these objects, leaving a space or void next to them. This space is what I call the "triangle of life". The larger the object, the stronger, the less it will compact. The less the object compacts, the larger the void, the greater the probability that the person who is using this void for safety will not be injured. The next time you watch collapsed buildings, on television, count the "triangles" you see formed. They are everywhere. It is the most common shape, you will see, in a collapsed building. They are everywhere. I trained the Fire Department of Trujillo (population 750,000) in how to survive, take care of their families, and to rescue others in earthquakes.

The chief of rescue in the Trujillo Fire Department is a professor at Trujillo University. He accompanied me everywhere. He gave personal testimony: "My name is Roberto Rosales. I am Chief of Rescue in Trujillo. When I was 11 years old, I was trapped inside of a collapsed building. My entrapment occurred during the earthquake of 1972 that killed 70,000 people. I survived in the "triangle of life" that existed next to my brother's motorcycle. My friends who got under the bed and under desks were crushed to death [he gives more details, names, addresses etc.]...I am the living example of the "triangle of life". My dead friends are the example of "duck and cover".

TIPS DOUG COPP PROVIDES:

1) Everyone who simply "ducks and covers" WHEN BUILDINGS COLLAPSE is crushed to death -- Every time, without exception. People who get under objects, like desks or cars, are always crushed.

2) Cats, dogs and babies all naturally often curl up in the fetal position. You should too in an earthquake. It is a natural safety/survival instinct. You can survive in a smaller void. Get next to an object, next to a sofa, next to a large bulky object that will compress slightly but leave a void next to it.

3) Wooden buildings are the safest type of construction to be in during an earthquake. The reason is simple: the wood is flexible and moves with the force of the earthquake. If the wooden building does collapse, large survival voids are created. Also, the wooden building has less concentrated, crushing weight. Brick buildings will break into individual bricks. Bricks will cause many injuries but less squashed bodies than concrete slabs.

4) If you are in bed during the night and an earthquake occurs, simply roll off the bed. A safe void will exist around the bed. Hotels can achieve a much greater survival rate in earthquakes, simply by posting a sign on the back of the door of every room, telling occupants to lie down on the floor, next to the bottom of the bed during an earthquake.

5) If an earthquake happens while you are watching television and you cannot easily escape by getting out the door or window, then lie down and curl up in the fetal position next to a sofa, or large chair.

6) Everybody who gets under a doorway when buildings collapse is killed. How? If you stand under a doorway and the doorjamb falls forward or backward you will be crushed by the ceiling above. If the door jam falls sideways you will be cut in half by the doorway. In either case, you will be killed!

7) Never go to the stairs. The stairs have a different "moment of frequency" (they swing separately from the main part of the building).The stairs and remainder of the building continuously bump into each other until structural failure of the stairs takes place. The people who get on stairs before they fail are chopped up by the stair treads. They are horribly mutilated. Even if the building doesn'tt collapse, stay away from the stairs. The stairs are a likely part of the building to be damaged. Even if the stairs are not collapsed by the earthquake, they may collapse later when overloaded by screaming, fleeing people. They should always be checked for safety, even when the rest of the building is not damaged.

8) Get Near the Outer Walls Of Buildings Or Outside Of Them If Possible - It is much better to be near the outside of the building rather than the interior. The farther inside you are from the outside perimeter of the building the greater the probability that your escape route will be blocked;

9) People inside of their vehicles are crushed when the road above falls in an earthquake and crushes their vehicles; which is exactly what happened with the slabs between the decks of the Nimitz Freeway. The victims of the San Francisco earthquake all stayed inside of their vehicles. They were all killed. They could have easily survived by getting out and sitting or lying next to their vehicles, says the author. Everyone killed would have survived if they had been able to get out of their cars and sit or lie next to them. All the crushed cars had voids 3 feet high next to them, except for the cars that had columns fall directly across them.

10) I discovered, while crawling inside of collapsed newspaper offices and other offices with a lot of paper, that paper does not compact. Large voids are found surrounding stacks of paper.
