Weeks of Action - Mid September - October to Defend Our Endangered National Forests from the Bush Administration

This is it. In the next few months the fate of millions of acres of the National Forests may be decided. We are witnessing the worst environmental Presidency ever, most recently eliminating the roadless rule, while opening the door to private control of public lands, and approving the largest logging project in modern history. This will be our last opportunity before November to organize a critical mass that can send a clear message to decision-makers that our endangered national forests are not for sale.

Join forest activists around the nation as we send our strongest message ever to the Bush Administration. During the weeks of action, we will let the Bush Administration and other decision-makers know that the public wants to see our National Forests preserved and protected for future generations.

'Civil Contingencies Bill' in House of Lords

Please pass this message far and wide ---particularly to anyone you know in the UK

RED ALERT - Danger to Democracy:
The Civil Contingencies Bill

"Are we opening up our system to the equivalent of what happened in Germany in 1933 where it became possible for an extreme party to legitimately hijack a democracy and turn it into something totalitarian?" Lord Lucas.

This horrific bill was covertly & quickly passed by the government, this autumn while everyone's attention was on Football/Wimbledon & other sporting/celebrity events. It is the most severe, far-reaching, subversive piece of attempted government (corporate/bilderburger controlled) legislation to strip away democratic rights and freedoms in the UK. You also need to ask why the corporate news media didn't cover it. Shy? This bill has now been passed - that cannot be changed.

However, as it now goes to the House of Lords, if we register strong disapproval (phone calls are all that is necessary.) it may be possible to "amend" it. If opposition is strong enough, and the winer recess arrives without complete agreement, they have to start the whole process again.

Everyone in the UK has just been sent a booklet called "Preparing for Emergencies", with fear based pages about "helping to prevent a terrorist attack." PLEASE BE AWARE THAT THE GOVERNMENT HAS SENT THIS OUT FOR ONE REASON ONLY. To get the mindless majority into fear so they back this Bill if it reaches public awareness, and therefore creates a massive outcry. Lord Lucas who is reasonably free-thinking and free-speaking is not exaggerating in what he says above. Be aware that UK debt/borrowing has now reached 1 trillion; the Government borrows that money from private individuals who are hidden behind large corporations - so please wake up to the fact that it is their self-serving corporate agendas that largely control UK government policy - whatever political party. e.g. Two simple examples: Most awake individuals are heralding the success of getting the Pharmaceutical/Biotech multi nationals to pull GM crops from Uk production/planned cross pollination; but wake up a bit more - do you really think that with their combined power they will give up,. when they have the potential financial gain, through (assumed) technology, to control world food supply. This Bill, in current form, sets next year's agenda for their GM 'trials' designed to infect non-patented species and thus make us dependent.

What about the governments continued use of your taxpayers money to ensure fluorosilicates ( a class 1 poison) are definitely put in all UK water supplies? This despite most European countries banning its use, and more people waking up to the real reason for putting it in all water. This is enforced medication, which is illegal, but will be unstoppable if this legislation gets through. The polarities are really coming up now as we move towards 2012, and while we are doing our part in anchoring more light upon the planet, we also have to speak up for truth and justice. Those in fear still continue to put their consenting heads in the sand. This won't make it go away, when a few simple phone calls might. Please make those calls before Sept 15th. - Jeremy.

All well meaning people need to take action against the Civil Contingencies Bill now before the House of Lords. This extremely dangerous bill would give the Government the legal power to put an end to democratic institutions and civil liberties in the UK. Believe it or not, its true. NO exaggeration.

Lord Lucas speaking in the House of Lords, during the July 5th reading, came to the point, as quoted above. He continued " They (the New Labour Government) appear to want a role of issuing dictates." He called for amendments to the Bill which would safeguard our rights. "or are we signing our death warrant as a democracy?"

This Bill, enables the Government to declare a State of Emergency on practically any grounds - insignificant events (e.g. "damage to property"); "threatened" insignificant events (e.g. threatened disruption of a supply of money), even a "situation" would do, and situation occurring outside the United Kingdom would also do.

In other words, anything goes. Lord Kimball referred to (July 5th second reading), "a mysterious clause about using emergency powers to prevent the destruction of plant and animal life. That is a threat to rural activities and part of a very draconian measure." (could this clause have anything to do with "green gloves" and GM crops?).....

If loss of democracy and civil liberties is of little concern to a particular reader, then consider the clause in the Bill that provides for the confiscation of property, "with or without compensation."

This horrific bill went through the House of Commons with paltry discussion, little opposition, and silence from the irresponsible corporate news media. And the News Media remains silent as it proceeds through the House of Lords. This must not continue.

This Bill should be rejected outright.

Amendments are a possibility while it is processing through the House of Lords.

What kind of amendments should be proposed?

1. Justifications for declaring an Emergency. Only an actual disaster should be grounds for declaring an Emergency. And "disaster" means a real disaster, and one that occurs within the UK.

2. Powers granted. - No suspension of democracy. No suspension of Parliament. No suspension of Civil Liberties.

One may well question why any additional powers at all would be granted to the Govt. We already have Acts of Parliament that were quite sufficient for WWII and the Northern Ireland troubles. Touch them up a little if necessary, but no dictatorships here in Great Britain!

Make some telephone calls. We MUST contact members of the House of Lords, and members of the news Media. HOUSE OF LORDS - Parliament has gone into recess until September 7th, but you can and should call and leave messages now on - 0207 2195353. You can leave up to 3 messages with your phone call, one for each of 3 different Peers and/or MPs. You will get 2 sentences per message, plus your name and telephone number. So have your 2 sentences ready. Some Peers/MPs may indeed return your call.

NB - You can call and leave a message for any Peer or MP 24 hours a day, every day of the year at 02072195353.

In addition please write a short letter. Send it to Lord or Baroness_____, House of Lords, London SW1A 0PW. You need to send letters and messages now, and from 7th September when Parliament returns.

The hype over weather derivatives is being replaced by real deals, and everybody¹s scrambling for position.

The viewership of the Weather Channel has always skewed decidedly toward the nerdy. But if the lightning-fast development of the weather derivatives market is any indication, before long the ratings-challenged cable channel could reach a whole new audience financial players around the world who have suddenly become obsessed with occluded fronts, La Niña and other weather arcana that for years had been the exclusive province of people with backyard barometers.

While derivatives historians may quibble over the precise date of the first weather contract some say July 1997, while others say August of that year everyone in the weather business agrees that the market hit the ground running.

There has been an explosion of deals in the marketplace and a tremendous amount of interest on the client side, says Richard Turrin of Paribas¹ strategic derivatives group. The industry has seen the birth of a new market in the last year to 18 months, and in the last six months the growth has been exponential.

Houston-based energy giant Enron estimates that between 900 and 1,000 transactions have taken place to date, with the notional value of those deals exceeding $1.5 billion. Kansas City, Mo.-based Aquila, the unregulated marketing and trading arm of Utilicorp, puts that figure closer to 1,200.

While energy firms are still the most active in the weather business, other industries are getting into the game as well. Enron has already acted as counterparty in deals with manufacturers of snowmobiles and snowblowers, the film industry and the fertilizer industry, and has fielded inquiries from theme parks, golf courses, sports-drink makers, car washes and ski resorts. Aquila boasts transactions with salt producers, ski resorts and other entertainment companies. In addition to the relatively commonplace degree-day deals, says Enron¹s Lynda Clemmons, a director at the firm, she has been approached by companies interested in rainfall, snowfall and even barometric pressure contracts.

Weather derivatives allow companies to control the effects of the weather on demand for their products. Here are some of the most popular structures:

Temperature Contracts

A degree day is the deviation of a day¹s average temperature from 65 degrees Fahrenheit. In the summertime, the demand for energy increases with every degree above 65; in the winter, the demand for heat increases for every degree day below 65. There are a number of degree-day products available to energy producers. In most, payment is made for every degree day above or
below the strike, with a maximum payout that can range from $500,000 to $5 million or more...

Abstract: In conjunction with the DNA barium releases, Avefria I and II, an experiment was undertaken to determine if radio communication was possible off the base of a striated plasma created by these barium releases. A transmitting station was set up to broadcast a steady signal at two HF frequencies toward the base of the barium striations and two receiving stations listened for signal returns on the two frequencies. (The chosen geometry prevented reflections off the sides of the barium cloud from affecting the experiment). One station heard substantial returns while the other heard nothing. Data from the first station provide an estimate of the reflection cross sections for the base of the striated barium cloud. The negative result from the second station arises partly from limited sensitivity of equipment but the upper limit on cross section was less than that seen from the first station. This suggests a directional character for the signal reflected from the base of the cloud.

The FCC's new ruling on broadband wiretaps will force customers to pay for the privilege of making the Internet less secure.

On August 9th, 2004, the U.S. Federal Communications Commission (FCC) took a major step toward mandating the creation and implementation of new Internet Protocol standards to make all Internet communications less safe and less secure. What is even worse, the FCC's ruling will force ISP's and others to pay what may amount to billions of dollars to ensure that IP traffic remains insecure.

The FCC ruling comes pursuant to a request by U.S. law enforcement agencies to extend the reach of a decade old federal statute, the Communications Assistance for Law Enforcement Act, or CALEA, to broadband Internet service providers including cable companies, DSL providers, satellite providers and even electric companies that provide inline Internet access. The ruling, if it becomes final, may require such ISPs to create and deploy new and expensive technologies that would ensure that communications carried over broadband were deliberately insecure and capable of being intercepted, retransmitted, read, and understood by law enforcement. Of course, whatever law enforcement can do, hackers will be able to do easier and faster. What this means is that IP protocols may have to be adjusted, and the future of encryption may also be in doubt.

A Brief History of Taps

To understand CALEA, you need a bit of history. From the dawn of Alexander Graham Bell to 1968, there were few if any specific rules on the legal requirements for listening in on electronic communications. The U.S. Supreme Court had tried to apply the precepts of the Fourth Amendment's protections of the privacy of "persons, places, houses and effects" to a voice traveling over a wire, finally concluding in 1963 that the amendment protects people's privacy rights, not simply their physical location. In response, Congress passed the Omnibus Crime Control and Safe Streets Act of 1968, Title III of which established the rules for intercepting telephone calls.

By making ISPs the electronic equivalent of the phone company, and therefore subject to CALEA, the FCC opens the door to mandating that all future TCP/IP technologies be tapable by design. Concerned that the FBI lacked the technical ability to install and monitor wiretaps, Congress in 1970 mandated that the cops could ask for, and a court could order, the phone company to give the police "information, facilities, and technical assistance necessary to accomplish the interception unobtrusively and with a minimum of interference with the [the company's] services." It also provided that the communications company "be compensated . . . by the applicant for reasonable expenses incurred in providing such facilities or assistance." In other words, a court could order an ISP to cooperate, conditioned on the cops agreeing to pay for the help. Effectively, this is no different than requiring a landlord, when presented with both a court authorized search warrant and an order requiring cooperation, and an order requiring the cops to pay up, to show the police where the target's apartment is, and maybe show them how to pick the lock.

In 1994, however, at the request of law enforcement, Congress broadly expanded the law. No longer was the phone company merely required to provide technical assistance to help execute an already issued wiretap order -- now all covered telecommunications providers had to spend billions of rate-payer's dollars to design their systems in such a way as to be susceptible to the possibility of later court ordered surveillance. This is the equivalent of requiring that the landlord design the building without doors or locks (or with very weak ones), just in case the cops later want to search anyone in the building. As the Department of Justice described it, "CALEA for the first time required telecommunications carriers to modify the design of their equipment, facilities, and services to ensure that lawfully-authorized electronic surveillance could actually be performed."

But CALEA never applied to ISPs, per se. In fact, section 102 of CALEA states that it "does not [apply to] persons or entities insofar as they are engaged in providing information services" although it does apply to "person[s] or entit[ies] engaged in providing wire or electronic communication switching or transmission service to the extent that the Commission finds that such service is a replacement for a substantial portion of the local telephone exchange service and that it is in the public interest to deem such a person or entity to be a telecommunications carrier."

In other words, if you are replacing the local telephone exchange service, and the FCC concludes it is in the public interest, you might be covered by CALEA. On August 9th, the FCC tentatively concluded that broadband providers were exactly that.

Push Me, Pull You

The FCC concluded that "facilities-based providers of any type of broadband Internet access service. . . are subject to CALEA because they provide a replacement for a substantial portion of the local telephone exchange service."

They arrived at this conclusion, it turns out, by completely misreading recent technology history The FCC wrote that, at the time CALEA was enacted, Internet services were generally provided on a dial-up basis by two separate entities providing two different capabilities -- a local exchange telephone company carrying the calls between an end user and her chosen Internet Service Provider, and the ISP providing e-mail, content, Web hosting and other Internet services.

ISPs were exempt from CALEA. But because the local phone company was subject both to FCC jurisdiction and to CALEA, dial-up access was implicitly covered as well: to accomplish its purposes of intercepting communications pursuant to a court order, the FBI only had to capture the communication at the POTS (Plain Old Telephone Service) line, and the problem was solved.

The FCC's reasoning is that because broadband replaces dial-up access to the Internet, and dial-up was subject to CALEA, broadband must ipso facto be subject to CALEA.

However, while most individual users in 1994 connected to the Internet via dial-up, the Internet was already built principally on broadband communications. In fact, from its inception until 1991, very little of the overall bandwidth of the Internet consisted of an individual user dialing into a node for access. Most users were government, industry, military or educational users sitting at terminals with relatively fast (for 70's and 80's technology) non-dial-up connections. Broadband isn't some newfangled replacement for dial-up: it's the backbone and spine of the Internet, and has been for decades.

A Brave New Internet

The FBI, in requesting this authority defined "broadband access service" as "the process and service used to gain access or connect to the public Internet using a connection based on packet-mode technology that offers high bandwidth" but "does not include any 'information services' available to a user after he or she has been connected to the Internet, such as the content found on Internet Service Providers' or other websites."

Essentially, the FCC concluded that CALEA can't force website operators to design their systems to reveal the IP addresses or identity of people who visit the site, but could force ISPs not only to reveal the identical information, but also to design the system to enable law enforcement to reveal the information.

It is important to note that this expansion of CALEA was not needed to compel the ISPs to comply with a lawful subpoena. ISP's and everyone else must already comply under existing law. But a subpoena can only compel a recipient to turn over documents or records that exist.

The FCC's ruling goes well beyond the extensive subpoena authority of the grand jury and the Foreign Intelligence Surveillance Court, and even the USA-PATRIOT Act. By making ISPs the electronic equivalent of the phone company, and therefore subject to CALEA, the FCC opens the door to mandating that all future TCP/IP technologies -- possibly even encrypted ones -- be designed at the outset to be tapable. After all, it would do the cops no good to receive a mass of encrypted packets.

What's worse, all of this would be done on your dime. As Commissioner Abernathy pointed out in a statement, "upgrading networks to comply with a new packet-mode standard for surveillance will be a costly endeavor, and there are many unanswered questions about how these costs should be recovered."

The FBI had an answer when ISPs and phone companies complained about the cost. The Bureau suggested that the cost be defrayed by increasing the rates you and I pay. So much for the government's E-rate program to make broadband more affordable.

I am all for letting the cops tap phones, and even IMs, chat sessions, e-mail and websites with appropriate court orders. What I don't like is making us reinvent the Internet just for these purposes. The FCC action is a large step towards requiring this.

My name is Doug Copp. I am the Rescue Chief and Disaster Manager of the American Rescue Team International (ARTI), the world's most experienced rescue team. The information in this article will save lives in an earthquake.

I have crawled inside 875 collapsed buildings, worked with rescue teams from 60 countries, founded rescue teams in several countries, and I am a member of many rescue teams from many countries. I was the United Nations expert in Disaster Mitigation (UNX051 -UNIENET) for two years. I have worked at every major disaster in the world since 1985, except for simultaneous disasters.

In 1996 we made a film which proved my survival methodology to be correct. The Turkish Federal Government, City of Istanbul, University of Istanbul, Case Productions and ARTI cooperated to film this practical, scientific test. We collapsed a school and a home with 20 mannequins inside. Ten mannequins did "duck and cover," and ten mannequins I used in my "triangle of life" survival method. After the simulated earthquake collapse we crawled through the rubble and entered the building to film and document the results. The film, in which I practiced my survival techniques under directly observable, scientific conditions, relevant to building collapse, showed there would have been zero percent survival for those doing duck and cover. There would likely have been 100 percent survivability for people using my method of the "triangle of life." This film has been seen by millions of viewers on television in Turkey and the rest of Europe, and it was seen in the USA, Canada and Latin America on the TV program Real TV.

The first building I ever crawled inside of was a school in Mexico City during the 1985 earthquake. Every child was under their desk. Every child was crushed to the thickness of their bones. They could have survived by lying down next to their desks in the aisles. It was obscene, unnecessary and I wondered why the children were not in the aisles. I didn't at the time know that the children were told to hide under something.

Simply stated, when buildings collapse, the weight of the ceilings falling upon the objects or furniture inside crushes these objects, leaving a space or void next to them. This space is what I call the "triangle of life". The larger the object, the stronger, the less it will compact. The less the object compacts, the larger the void, the greater the probability that the person who is using this void for safety will not be injured. The next time you watch collapsed buildings, on television, count the "triangles" you see formed. They are everywhere. It is the most common shape, you will see, in a collapsed building. They are everywhere. I trained the Fire Department of Trujillo (population 750,000) in how to survive, take care of their families, and to rescue others in earthquakes.

The chief of rescue in the Trujillo Fire Department is a professor at Trujillo University. He accompanied me everywhere. He gave personal testimony: "My name is Roberto Rosales. I am Chief of Rescue in Trujillo. When I was 11 years old, I was trapped inside of a collapsed building. My entrapment occurred during the earthquake of 1972 that killed 70,000 people. I survived in the "triangle of life" that existed next to my brother's motorcycle. My friends who got under the bed and under desks were crushed to death [he gives more details, names, addresses etc.]...I am the living example of the "triangle of life". My dead friends are the example of "duck and cover".

TIPS DOUG COPP PROVIDES:

1) Everyone who simply "ducks and covers" WHEN BUILDINGS COLLAPSE is crushed to death -- Every time, without exception. People who get under objects, like desks or cars, are always crushed.

2) Cats, dogs and babies all naturally often curl up in the fetal position. You should too in an earthquake. It is a natural safety/survival instinct. You can survive in a smaller void. Get next to an object, next to a sofa, next to a large bulky object that will compress slightly but leave a void next to it.

3) Wooden buildings are the safest type of construction to be in during an earthquake. The reason is simple: the wood is flexible and moves with the force of the earthquake. If the wooden building does collapse, large survival voids are created. Also, the wooden building has less concentrated, crushing weight. Brick buildings will break into individual bricks. Bricks will cause many injuries but less squashed bodies than concrete slabs.

4) If you are in bed during the night and an earthquake occurs, simply roll off the bed. A safe void will exist around the bed. Hotels can achieve a much greater survival rate in earthquakes, simply by posting a sign on the back of the door of every room, telling occupants to lie down on the floor, next to the bottom of the bed during an earthquake.

5) If an earthquake happens while you are watching television and you cannot easily escape by getting out the door or window, then lie down and curl up in the fetal position next to a sofa, or large chair.

6) Everybody who gets under a doorway when buildings collapse is killed. How? If you stand under a doorway and the doorjamb falls forward or backward you will be crushed by the ceiling above. If the door jam falls sideways you will be cut in half by the doorway. In either case, you will be killed!

7) Never go to the stairs. The stairs have a different "moment of frequency" (they swing separately from the main part of the building).The stairs and remainder of the building continuously bump into each other until structural failure of the stairs takes place. The people who get on stairs before they fail are chopped up by the stair treads. They are horribly mutilated. Even if the building doesn'tt collapse, stay away from the stairs. The stairs are a likely part of the building to be damaged. Even if the stairs are not collapsed by the earthquake, they may collapse later when overloaded by screaming, fleeing people. They should always be checked for safety, even when the rest of the building is not damaged.

8) Get Near the Outer Walls Of Buildings Or Outside Of Them If Possible - It is much better to be near the outside of the building rather than the interior. The farther inside you are from the outside perimeter of the building the greater the probability that your escape route will be blocked;

9) People inside of their vehicles are crushed when the road above falls in an earthquake and crushes their vehicles; which is exactly what happened with the slabs between the decks of the Nimitz Freeway. The victims of the San Francisco earthquake all stayed inside of their vehicles. They were all killed. They could have easily survived by getting out and sitting or lying next to their vehicles, says the author. Everyone killed would have survived if they had been able to get out of their cars and sit or lie next to them. All the crushed cars had voids 3 feet high next to them, except for the cars that had columns fall directly across them.

10) I discovered, while crawling inside of collapsed newspaper offices and other offices with a lot of paper, that paper does not compact. Large voids are found surrounding stacks of paper.

We can't help feeling that we're building a major health problem with our networks of mobile phone masts, and we fear the problem will worsen as the G3 masts start appearing.

One example of this advanced technology is the Tetra mobile network, which is being introduced to all 53 of the UK's police forces. It is an advanced digital network that should be fully operational by next spring, at a cost of £2.9 billion to the UK government.

As usual, the network has been introduced with all the standard scientific platitudes that it is perfectly safe. But early reports back 'from the field' suggest otherwise.

Six people based at one police station in Norfolk have all reported sick with a debilitating health condition since a Tetra mast was installed just yards from them. The police staff has suffered bouts of dizziness and severe headaches, and it's been as bad for the 25 local residents who also happen to live near the mast. Repeated nose bleeds, disturbed sleep and skin problems, especially among the children, have been reported.

The police staff has been warned not to make public their health concerns. A similar ban was imposed on one policeman, Neil Dring, who died from cancer of the oesophagus, which developed after he had been using his Tetra handset.

These incidents are not isolated examples. Some reports suggest that hundreds of policemen and women have complained of deterioration in their health since Tetra was introduced in their area.

Viele Menschen wollen mit dem Handy telefonieren, möchten aber selber keine Sender in ihrer Nähe haben. Ohne Sender funktionieren jedoch die Handys nicht. Wer also den Sender vom eigenen Haus weg haben will, handelt nach dem St. Florians-Prinzip, denn dann bekommen den für das Handy zwingend notwendigen Sender eben andere. Und ist der Handynutzer unterwegs, so braucht er zusätzlich noch viele weitere Sender entlang seines Weges, mit denen auch wieder andere belastet werden.

Oft hört man von Mastengegnern das Argument, sie würden ihr Handy unbedingt brauchen. Irgendeinen “wichtigen Grund“ werden aber auch alle anderen Millionen Menschen haben und damit auch den Anspruch auf ein Handy. Also was tun?

Es ist wohl klar, dass ein Mastengegner konsequenterweise auch sein eigenes Verhalten überdenken sollte. Denn die Handynutzer sorgen selbst dafür, dass immer mehr Masten gebaut werden müssen.

Wir sehen aus diesen Ausführungen, dass es nicht möglich ist, ein Mobilfunknetz mit der zur Zeit noch erlaubten Technologie aufzubauen und gleichzeitig den Gesundheitsschutz für die Menschen zu sichern.

Bei der heute verwendeten Technologie wird bewusst eine unübersehbare Schädigung der Volksgesundheit in Kauf genommen.

Wir müssen sicherstellen, dass unsere Gesundheit wieder zum höchsten Gut wird.

"9-11 In Plane Sight" Video Shocks Sacramento Citizens

A new 9-11 video was screened last night in Sacramento, California, leaving the audience stunned. '911 in Plane Site' is basically presented in two parts. The first segment is 52 minutes and designed for showing on television with the balance of a one hour time slot reserved for commercials. Part II continues with more film and analysis. This video is digitally mastered making details sharp and clear.

'911 in Plane Site' presents actual film from that fateful day and careful analysis focusing on the Pentagon and the two World Trade Center buildings. By slowing down the actual news feeds that day from networks like CNN, FOX, the BBC and others, what you see is quite different from what most people saw in "real time" that day. Live footage from the Pentagon and what was missed by most because of the smoke and confusion was captured up close by the media.

Following the showing, a retired vet remarked, "How did we miss this all this time? I've seen media clips of the front of that building [the Pentagon] many times, but I wasn't really seeing what was there. I feel sick."

One particular interview that brought gasps from the audience and many looking around with shock etched on their faces was an interview conducted - live at the time - by FOX News. This intense interview with Mark Burnback, an employee of FOX News, contains the following narrative, paraphrased: Burnback was close to the path of the second plane and had a good long look at what he describes was not a commercial airliner. The plane that hit the second tower had no windows, Burnback was very clear about that. The plane had some kind of blue logo on the front near the nose and looked like a cargo plane. This point was driven to the viewer several times along with the comment from this FOX employee that "this plane wasn't from around here or anything you'd see take off from the airport."

Other footage includes several women who had a very clear view watching the second plane hit were yelling, "That wasn't American Airlines....It wasn't American Airlines going into the building." These interviews were played that morning once on FOX News, never to be replayed again, despite the massive saturation and repetition by the media for many days to come.

Other extremely disturbing segments of this video are the clear, slow motion shots of the second plane going into the towers which show a flash right before the nose of the plane hits the building and a pod attached to the bottom of the plane. This strange flash is clearly recorded from four different angles from four different cameras. While there is only one known piece of film showing the first plane hitting the first tower, in slow motion one can clearly see - as with the second plane - a flash from the nose section right before impact. What caused this?

This video raises extremely disturbing questions about the planes that hit the Pentagon and the World Trade Centers, but no conclusions or accusations are made by the commentator. To date, only one piece of film has been released by DvD of the front of the Pentagon. The question raised in the video is where is all the other film footage from the Pentagon? The heart beat of America's military and security, with a building and perimeter loaded with cameras, but no film for the public to view of events as they unfolded except from one camera?

According to the producers, the purpose of '911 in Plane Site' is to demonstrate that Americans saw one thing that morning that was so shocking, so horrific and so massive, the finer details weren't really being picked up. The producer reinforces to the viewer that after one broadcast of many very controversial interviews live on the spot, these particular interviews were never broadcast again, i.e. firefighters on the spot talking about the explosions and bombs inside the towers. Since 9-11, it has been reported that "Building Seven" collapsed because of the two World Trade Center towers collapsing. However, the footage on this video tells a different story and raises more questions.

'911 in Plane Site,' distributed by Power Hour Productions (866-773-9469), leaves one with many questions as demonstrated by a very upset senior citizen who requested her last name be withheld. Mary asked, "If these weren't commercial airliners, where are those flights? Where are the passengers? My, God what really happened that day?" Indeed, this seemed to be the biggest question expressed by viewers after the lights came back on, but for which there were no answers. Some viewers were visibly upset, angry and "want damn answers" from the Bush Administration. Others just walked out the door in silence. One upset man commented on the way out of the viewing, "It's time to get this on PBS and every investigative news program on TV. We need answers."

The CIA has taken much of the blame for the security lapses that led to 9/11 and the false intelligence on Iraq's WMDs. But now one spy has broken ranks to point the finger at the politicians - and warn that the war on terror could plunge the US into even greater danger.

These are not happy times at the CIA. In the space of a few short months, two official reports have found the agency principally to blame for failing to prevent the September 11 al-Qaida attack and for claiming that Iraq had weapons of mass destruction. There is no doubt there is a lot of blame to go round. The twin fiascos rank as the worst intelligence failures since the second world war. But the two reports, by the September 11 Commission and the Senate Intelligence Committee respectively, were also testaments to political expedience. Both panels were made up of Republican and Democratic loyalists who reached a political compromise by going relatively easy on both Clinton and Bush administrations, and focused on institutional culprits. The CIA, without a defender after the resignation in July of its long-serving director, George Tenet, presented the easiest target.

Yet most of the agency's rank and file believe they have done little wrong. They were the first to raise the alarm over the danger posed by Osama bin Laden, long before the 1998 embassy bombings in East Africa. In 1996 they set up a unit called the Bin Laden Issue Station, codenamed "Alex", dedicated to tracking him down, only to have one operation after another aborted as too politically dangerous.

There are a lot of angry spies at Langley, and one of the angriest is Mike Scheuer, a senior intelligence officer who led the Bin Laden station for four years. While some of his colleagues have vented their frustrations through leaks, Scheuer has done what no serving American intelligence official has ever done - published a book-length attack on the establishment. His book, Imperial Hubris: Why the West is Losing the War on Terror, is a fire-breathing denunciation of US counter-terrorism policy. In it, Scheuer addresses the missed opportunities of the Clinton era, but he reserves his most withering attack for the Bush administration's war in Iraq.

He describes the invasion as "an avaricious, premeditated, unprovoked war against a foe who posed no immediate threat but whose defeat did offer economic advantage". He even goes so far as to call on America's generals to resign rather than execute orders that "they know [...] will produce more, not less, danger to their nation". Bin Laden, he believes, is not a lonely maverick, but draws support from much of the Islamic world, which resents the US not for what it is, but for what it does - supporting Israel almost uncritically, propping up corrupt regimes in the Arab world, garrisoning troops on the Saudi peninsula near Islam's most holy sites to safeguard access to cheap oil.

"America ought to do what's in America's interests, and those interests are not served by being dependent on oil in the Middle East and by giving an open hand to the Israelis," Scheuer argues. "If we're less open-handed to Israel over time we can cut down Bin Laden's ability to grow. Right now he has unlimited potential for growing." What makes these comments the more challenging to the Bush administration is that they come from a self-described conservative and instinctive Republican voter.

It seems extraordinary that Scheuer's bosses allowed him to publish his book at all. They had already permitted him one book, Through Our Enemies' Eyes, written anonymously, but that was a more analytical work on Bin Laden and al-Qaida. Imperial Hubris is altogether different: a bitter polemic against orthodoxy and the powers that be.

Scheuer was given the green light only on condition that he stuck to a set of ground rules: he would continue to write as Anonymous, he would not reveal his job or employer, and he would refer only to information that is already "open source" - ie in the public domain. Inevitably, however, given the controversy surrounding the book, his identity has been leaked (first by a liberal weekly, the Boston Phoenix, then this week by the New York Times). Even now, he sticks closely to his employers' guidelines, refusing formally to confirm his identity, while describing his employers vaguely as "the intelligence community". (It is for this reason that he is not permitted by the CIA to be photographed except in silhouette.) Having initially been allowed to give media interviews to promote his book, Scheuer was told earlier this month that he has to ask permission for every interview and to submit an outline of what he is going to say. So far, no interviews have been granted under the new guidelines.

His interview with the Guardian is one of Scheuer's last before being gagged. Burly, bearded and in jeans and a loose shirt, his forceful vocabulary is a far cry from the cautious obfuscation that is the native tongue in Washington. Not that he minds rocking the boat a little. "If getting in somebody's face [helps] prevent the death of 3,000 Americans in New York or the sinking of the Cole in Yemen, or two embassies in East Africa, then I'm in your face," he says.

His bosses at the CIA have not confronted him over the book, other than to tell him what he can or cannot do with the press. "I don't think they get it yet. I still think there's a large group in the American intelligence community who talk about the next big attack but really believe 9/11 was a one-off," he says. "I think they believe their own rhetoric that they've killed two-thirds of the al-Qaida leadership, when they killed two-thirds of what they knew of."

Scheuer says that nearly three years after the September 11 attacks the US intelligence team dedicated to tracking down Bin Laden is still less than 30 strong - the size it was when he left in 1999. The CIA claims that the Bin Laden team is hundreds strong, but Scheuer is insistent that the apparent expansion is skin-deep. "The numbers are big, but it's a shell game. It's people they move in for four or five months at a time and then bring in a new bunch. But the hard core of expertise, of experience, of savvy really hasn't expanded at all since 9/11."

The morass in Iraq, meanwhile, is a "big factor in not allowing us to develop much expertise" on Bin Laden. "I think [director of central intelligence George Tenet] said we had enough people to do two wars at once, and clearly that was a fantasy."

The conclusion of the September 11 Commission - that the al-Qaida plot might have been broken up if the intelligence agencies had cooperated better and shared more information - was accompanied by recommendations for the creation of a national counter-terrorist centre and a national director of intelligence to coordinate the CIA, FBI and other agencies. Scheuer believes this is a classic bureaucratic fix. "I've never known a dysfunctional bureaucracy made better by being made bigger." His answer to the al-Qaida threat, unsurprisingly, is to give his old unit at the CIA, the Bin Laden station, more resources and more firepower.

It is a solution forged by the accumulated bitterness of missed opportunities. In one year under his watch, from May 1998 to May 1999, Scheuer reckons the US had up to a dozen serious chances to kill or capture Bin Laden. Only one was taken - a missile attack on an Afghan training camp in August 1998 - but either the al-Qaida leader was not there, or he had left before the missiles landed.

Months earlier, however, Scheuer believes there was a far better opportunity to grab Bin Laden. The CIA had made a deal with a group of Afghan tribesmen to raid Bin Laden's headquarters near Kandahar and then take him to a desert landing strip, where a US plane would take him either to America or another country for trial. The plan, rehearsed several times over many months, was in Scheuer's view "almost a perfect operation in the sense that there was no US hand visible". But on May 29 1998, according to the narrative in the September 11 Commission's report, Scheuer was informed that the operation had been cancelled because of the risk of civilian casualties.

The pattern was repeated on December 20 the same year, when Scheuer's agents were virtually certain that Bin Laden would be staying the night at a guest house in the Kandahar governor's compound. President Clinton's principal national security advisers once more decided that the danger of collateral damage was too high. Afterwards Scheuer wrote to the top CIA agent in the region, Gary Schroen, saying that he had been unable to sleep after this decision. "I'm sure we'll regret not acting last night," he predicted. Yet another opportunity, in Afghanistan, was missed in 1999.

Other intelligence veterans are more sympathetic to the policymakers' dilemma, pointing out that if the US had shot and missed Bin Laden, while killing others, the country would have been condemned around the world, potentially winning more recruits for al-Qaida. "Mike's is the viewpoint of the soldier versus the viewpoint of a general," argues Vincent Cannistraro, a former chief of operations at the CIA's Counter-Terrorist Centre. "There are political judgments made at a higher pay grade. I've been at both sides of that equation and they are difficult judgments to make."

Scheuer counters that the policymakers are just not asking the right questions. "The question is always what happens if we do this and we fail. The question is never what happens to Americans if we don't try this," he says. "When I took my oath of office, it was to preserve and protect and defend the constitution of the US. It wasn't 'to preserve and protect and defend as long as you don't kill an Arab prince, as long as you don't offend the Europeans, as long as you don't hit a mosque with shrapnel'." Scheuer's constant complaints eventually got him removed from his position at the head of the Bin Laden unit and shifted to a more nebulous training role.

To his detractors in the administration, Scheuer is no more than a rogue spy whose career did not turn out the way he had hoped. Certainly he is bitter at being "sidetracked for the past five years without any sort of explanation from my employers", but he insists that the issues he raises are far more important than his career. He says his recent adoption of a child deepened his anxiety about the future of the next American generation if the country sticks to its present course.

But even if the US scores some significant victories against al-Qaida, Scheuer believes the conflict with Islamic extremism will continue to spiral without a fundamental rethink of US priorities in Iraq and a relationship with Israel that "drains resources, earns Muslim hatred and serves no vital US national interest". It is a depressingly pessimistic assessment. Ultimately, "we only have the choice between war and endless war".

Even if nothing happened, wouldn’t it still be cool to live friendly on the earth and learn sustainable ways that have been existent for thousands of years before the age of modernity? Must we always have a crisis before we act?

The Bush administration is seeking public comments on a new proposal that would abandon the Roadless Area Conservation Rule, which currently protects 58.5 million acres of wild national forest land across America, and replace it with an unwieldy state petition process. The draft rule dictates state governors to submit proposals that either continue roadless area protections, or allow roadless lands to be opened to logging and other development. The federal government would then consider each state petition and decide whether to protect or log in roadless areas.

This is an unnecessary and cumbersome change that will move the country backwards and promote development in the nation's last wild areas.

My History

In the 1960's I trained at the Government Microwave Warfare Establishment. I worked with the Underwater Bomb disposal unit which used microwaves within its unit.

In the 1970's one of my tasks over an eleven year period was to de-brief spies involved in microwave warfare. The location and process that I used I cannot go into as it is still considered secret. I have two Degrees, and a Diploma and in my retirement I now teach Advanced Level Physics, some Mathematics and some Human Physiology at South Dartmoor College.

In September 2001 I was commissioned by the Police Federation to write "The Tetra Report". The Tetra Report was written using Police equipment, Police Secretarial staff in a secure location over a week.

Saturday 14th August, an article appeared in the Telegraph where a Chief Inspector, Officers, Civilian Workers and 25 Residents complained of ill health from a Tetra Transmitter. Chris Warren of the Norfolk Police Federation is quoted as saying

"There is no scientific evidence that Tetra is injurious to Officer's health".

O2 Airwaves said " All the medical evidence would suggest the symptoms reported are not connected with the use of radio technology".

The symptoms reported were: Dizziness, headaches, nosebleeds, disturbed sleep and skin problems.

In this report I wish to show that these comments are both incorrect and ignorant of pier reviewed published research.

Firstly, let us look at what is sometimes called 'anecdotal evidence' ie: sensible rational people complaining of ill health from the Tetra System but the evidence not subject to scientific scrutiny.

80+ residents in Dersley with all of the symptoms listed above:

Approximately 11 Leukaemia's, 3 Motor Neurone diseases and other illnesses in Fife.

Importantly, in the above locations the residents had no knowledge of the Tetra masts. Hence, illnesses could not be psychosomatic. An accusation often used by the Government for its scientists.

Further cases of Tetra illnesses:

Bognor: Headaches, nosebleeds, nausea, disorientation, confusion, dizziness, skin problems.

Littlehampton, Worthing and so on: With all of the above.

Crime Scene Investigators claimed headaches, toothache, neuralgia, high blood pressure and a cancerous tumour in the throat.

There is a dispute here with their senior authorities who say "their problems are not on health grounds"...the metallic powders they use "are a hazard".

Not in dispute is Professor Szmigielski's study where he spent many years researching Military Personnel using pulse modulated microwave radiation up to and beyond the Tetra range. He compared these results with Personnel who were not exposed. His conclusion (in
part) was:

a double incidence of all neoplasms (tumours) with a three fold increase of cancers of the alimentary tract (inc. Oesophagus and stomach) and a six fold increase of malignancies of the haemopietic (blood/cells/circulation.

I would like the reader to keep in mind the "threefold increase of cancers".

Also, the death of Officer Dring was cancer of the Oesophagus, as mentioned above.

In the Telegraph the Airwave person refers to Tetra as a Radio System, this is incorrect.

In 1998 the International Commission designated all systems above 300 MHZ as microwaves. Tetra, without argument is a Microwave Communication System, not a Radio Wave System.

Microwaves behave very differently in our water-based bodies that radio waves, this is why the International Commission made this distinction.

Microwave transmitters, similar to the one being complained of in Norfolk, by the Chief Inspector have been the subject of controversy for a long time. In one unscientific study around just 19 transmitters, there were 92 cancers reported which included breast, thyroid, bowel and Leukaemia's, as well as all of the illnesses listed by the Chief Inspector for Norfolk.

A similar study of 138 schools found miscarriages, brain cancers, breast cancers and teachers reporting ill. As many as 8 cancers were confirmed in one small community. Again, these claims are dismissed as anecdotal by the communications industry, the Government and its Scientists. However, scientific studies have been completed. One such study, pier reviewed and published in the Australasian Journal of Environmental Medicine, Volume 21, April 2002, concludes, when referring to modern western microwave transmitters..."breast, bladder, prostate, lung, colon and cuteaneous melanoma cancers are all associated with each other relate to radio frequency, electro-magnetic fields".

What they are suggesting here is that one cancer may lead to all of the other cancers once it is established. The same research also studied two countries, Sweden and Estonia before and after microwave transmitters were installed. Their conclusion was that there was an increase in the cancer mortality rate once the Western transmitters were allowed and introduced all over the country.

Further scientific research by Dr. J. Walker has found that where the main part of the beam falls on residential areas, this is the area of highest incidence of cancer. From Dr. Walker's research, it is even possible to predict the most likely houses to develop cancers once the beam of the mast is established.

In his study on the health of people living in the vicinity of microwave transmitters, Professor Santini of the National Institute of Sciences concludes that these transmitters must not be sited closer than 300 metres to populations. I mention this because the Police Tetra system is usually placed on top of Police Stations where officers are exposed continuously, as are the surrounding Police houses where Officers may live with their families and local residents.

Professor Santini found from a survey of 270 men and 260 women that up to 300 metres from the transmitter there were complaints of nausea, loss of appetite, visual and motor problems. Up to 100 metres he received complaints of irritability, depression, concentration, memory, dizziness and libido problems. As well as these, headaches, sleep problems and skin problems were complained of. I refer the reader back to the complaints reported by the Chief Inspector in Norfolk.

SAFETY LEVELS

Conscious of the reported illnesses, 19 of the world's top scientists met at Salzburg in the year 2000 and set a maximum level of microwaves entering the body at 0.1 units. Some other countries allow slightly more in the way of units, such as the Toronto Health Board, which allows 6 units, Russia, Italy and China 10 units. The International Commission for Tetra allow 208 units and our own NRPB allow 2,640 units. To put this into perspective, if you were to go to a chemist and the chemist said to you, you may take 1/10th of one pill, or 208 pills or 2,640 pills, clearly somebody has to be wrong. We allow the highest level of microwave radiation into our bodies in the world.

Our Government scientists always quote the International Commission's level when challenged on doses of radiation. However, a High Court ruling:

Yasmin Skelt -v- the Secretary of State

Stated "Reliance on the International Commission Certification is not enough".

The reason for the Salzburg decision described by them was, for 'Preventive Public Health Protection".

I will argue that our safety levels are far too high and this is one of the contributing factors to the many illnesses reported by Officers carrying Tetra Sets and the populations living near Tetra transmitters.

HEAT

Why are our safety levels so high?

The answer is simple:

Our Government and its scientists only measure Thermal effects, in other words how warm you feel. The rest of the world measure how the electric and magnetic parts of the wave interacts with the physiology of the body. Our Government and its scientists refuse to acknowledge below thermal effects. Yet, published and pier reviewed research by the world's leading Professors and Universities have reported many illnesses due to long-term low level microwaves below thermal effects.

As an example, changes in the blood brain barrier, which is a very important barrier that protects the brain. Changes in nighttime melatonin, which is attributed to the breast cancers in women, among other things. Heat shock proteins, which can protect cancer cells from destruction and changes in the physiology of the cells within the body.

Following the long term low level microwaving of the American Embassy by the Soviet Union, during the Cold War, which lead to many leukaemia's and cancers, miscarriages and illnesses of the Embassy Staff, Professor John Goldsmith was called in to diagnose the problem and write a report on such. Professor Goldsmith is possibly the world's leading Professor in microwave radiation. He holds 11 Professorships, represented Europe for the World Health Organisation and is an International Consultant for Microwave Communication Systems.

Regarding heat, he says:

"To use the lack of significant heating effect as evidence of lack of risk is a Red Herring".

In other words he disagrees totally with our Government Scientists using heat as its benchmark.

Professor Goldsmith reported that Embassy Staff subjected to long term, low level microwave radiation of just 10 of our units:

Headaches, fatigue, irritability, dizziness, loss of appetite, sleeplessness, difficulty in concentration, memory loss, depression and emotional instability.

He also reported a threefold increase in cancers. I refer the reader back to the illnesses reported by the Chief Inspector of Norfolk and the populations around Tetra Masts and the threefold increase in cancers as reported in the Journal of Environmental Medicine.

In September 2002, the Catania Resolution from the University of Vienna, where again leading scientists of the world met, stated "we take exception to arguments suggesting that weak, low intensity electromagnetic fields cannot interact with tissue". They continue "there are plausible explanations for electromagnetic induced effects which occur below present International Guidelines".

Released under the Freedom of Information Act, a document published by the American Government, Number 1810S March 1976, addressed to all Government Personnel exposed to microwave communication systems below thermal effects, warns that they may experience more neurological cardio-vascular and haemodynamic disturbances than personnel unexposed. They go on to say that other symptoms to be expected and/or were being complained of, by the Personnel, were:

Headaches, fatigues, dizziness, menstrual disorders, irritability, agitation, tension, drowsiness, sleeplessness, depression, anxiety, forgetfulness and lack of concentration.

This list may now start to sound familiar to the reader.

In another section of the same document the US Government also states

"if the more advanced nations of the West are strict in the enforcement of stringent exposure standards, there could be unfavourable effect on industrial output and military functions".

I will argue this is why our levels of microwave radiation are so high and why we are getting the reported illnesses were are receiving.

Professor Adey, a Fellow of the American Academy of Arts and Sciences and a distinguished visiting Professor of the Royal Society of Medicine, said quoting his own research

"Similar studies in Russia in the early 1980's showed that radio frequency and the lower microwave range effected enzyme systems that regulate growth and division of white blood cells".

White blood cells are of course and essential part of our Immune System.

In 1997 the Health Council of the Netherlands Radio Frequency Radiation Committee said concerning the Tetra range

"The following illnesses could be expected - Hot spots inside the body; visual problems; neurotransmitter problems; reduced foetal mass and special problems with infants, the elderly, the sick, people with metallic implants and pacemakers"

They stated that if the microwaves are pulsed, as is Tetra, these effects will be found sooner.

In October 2002, 2,500 Doctors and Consultants published the Freiburger Appeal. They reported illnesses from microwave communication systems as problems with :

Concentration, behaviour, blood pressure, heart rhythm, epilepsy, brain disorders, cancerous afflictions, leukaemia, brain tumours, headaches, migranes, exhaustion, agitation, sleeplessness, tinatus, susceptibility to infection, and nervous tissue pains.

Again, they stress the problem with pulsed microwaves and they state

"One can no longer evade these pulsed microwaves. They heighten the risk of already present chemical and physical influences and stress the body's immune system."

I have many other studies from Research Institutes around the world telling exactly the same story, but I feel it is unnecessary to repeat myself over and over again in this report.

THE CUMULATIVE EFFECT

Professors Sosskind, Provsnitz, Lai, Cherry and the Russian International Medical Commission have all reported from their research that doses of microwave radiation are accumulative.

In January 2001 the French Health General Directorate warns the population of the cumulative exposure from low-level microwave radiation.

I will argue that in the case of Police Officers, once they finish duty there is not enough time for the body to re-establish itself before going back on duty. Therefore a build up of the effects from microwave radiation will occur over many shifts.

This effect in the brain is called Entrainment and the after effect is called Long Term Potentiation.

Long Term Potentiation has been recorded in some cases to last up to 6 weeks.

I will add that I do not receive payment for recommending this consultant; in fact I have never taken payment from anybody for the number of years I have been doing this Research. I work entirely for free.

In May 2000, Sir William Stewart reported in his "Stewart Report" ..."To avoid frequencies above 16 waves a second (para. 5.59) Airwave operates at 17.6 waves a second. Accordingly adopting the EU/Stewart precautionary approach, Tetra Masts should be located as far away as possible from permanently occupied property such as hospitals, homes and schools".

In the Bottomley -v- the Secretary and members of Todmorden Cricket Club, the Court of Appeal on 13th November 2003, the Court spelled out the duty of care resting on the landowner/occupier of land in respect of activities which he permitted or encouraged on his land.

This may be of interest to Chief Constables who allow transmitters on their Police Stations.

Mr. Wulf Dietrich Rose, expert in mobile communications of Kitzbuehl, Austria, internationally known for his Research Works in this field, won his High Court case for the third time. He proved, through his studies and researches that mobile radiation represents serious health risks to the nearby living population, like cancer, brain tumours, genetic problems and deformity of newly borns. High Austrian Court of Justice (Federal Court) Az 6 Ob 69/01t; verdict of 26 April 2001)

On 5th January 2004 Mr. Emrys Jones, Chief Planning Officer for Birmingham City Council, wrote

"I believe there is a pressing need for urgent further research into the health aspects of telecommunication development, together with a review of the existing Guidance and Regulations on how such proposals should be considered."

In his report Sir. William Stewart stated " there is now biological evidence however, which suggests that there may be biological effects occurring at exposures well below these guidelines".

He continues

"We conclude therefore that it is not possible at present to say that exposure to RF Radiation, even at levels below national guidelines is totally without potentially adverse health effects, and that gaps in knowledge are sufficient to justify a precautionary approach".

THE ATTITUDE OF THE GOVERNMENT

In May this year an article appeared in The Times, by Michael Meacher, Minister for the Environment 1997-2003. He was very critical of the Government and how the Government obtains its scientific results. He wrote

"Universities, eye the donor as a potential of source of funds and try to ensure nothing is said which might jeopardise big new cash possibilities"

Academics who raise embarrassing questions

… Who is paying for the Lab?
… How independent is the pier review?
… Who profits from the research?
… Is the University's integrity compromised?

Soon learn that keeping their heads down is the best way not to risk their careers.

He continues, making money is good and dissent is stifled.

A similar article appeared in Scientific American, that same month by Congressman Henry A. Waxman.

MP's have four times tried to raise these issues in Parliament, without success.

On 21st May 2004 reported in Hansard, Section 1245 an MP reported ill health around microwave transmitters and requested that sensible people should not be ignored in their observations. He also reported much illness from school children.

Section 1247 reports illnesses from Tetra Transmitters. What is unclear in this section is that the same MP reports 11 children under 11 years of age with Leukaemia, it is not clear whether these are Tetra Transmitters from the wording or other microwave transmitters.

Section 1258 reports that transmitters should not be placed near schools.

"You will hear statements by supposed experts, always the same few in the pay of the telecommunications industry, to the effect that cell-phones/cell towers/microwave radiation have been proven safe in countless studies". It is an easy lie, one that the news media have been eager to propagate.

Such studies don't exist.

Quite the contrary, it has been shown that just as for X-Rays there is no safe level for exposure to microwave radiation.

On 28th January 2004 many MP's again tried to bring this problem to the House of Commons and covered 20 pages of Hansard. The reply from the Minister was

"UK and International Guidelines are based on a comprehensive assessment of current scientific knowledge".

I will argue that, that scientific knowledge is purely based on an opinion of our Government scientists and not worldwide research.

For example:

I have 17 pier reviewed and published research papers going back from the 1970's up to present day, showing that low level microwaves cause excess calcium flow in the body. Calcium flow around cells and nerve endings is essential for brain cell and physiological functions.

At all of the talks I have given when a Government spokesman has been asked about Calcium flow, they always repeat that they have been unable to replicate these experiments and therefore do not recognise them.

Some Scientists may say that this is a level of arrogance unparalleled on this planet, that the rest of the world is wrong and our Government Scientists are correct.

Similarly, Loescher found from his research that there was a two-fold increase in breast cancer from these microwaves. To date our Government has failed to reproduce his experiments, which he himself has repeated.

On 4th July 2004 Dr. Keith Baverstock who was the World Health Organisation's Senior Radiation Advisor in Europe, says that science has been perverted for political ends by Government agencies, which should be protecting Public Health.

He also accuses the NRPB of mis-using science.

The British Wireless Consultancy Service, a leading telecommunications consultancy based in the UK and operating worldwide, recommended for the Tetra System

- The UK's Fire and/or Ambulance Service should investigate the cost implications of using an alternative digital network to airwave.

On September 9th 1999 the European Commission was critical of the Home Office's Tendering procedure for Tetra. The EC ruled that the Home Office had unlawfully limited the Contract to Tenders that could supply the Tetra Standard.

With regard to Officer's Health & Safety, the NRPB document, Volume 12, Number 2, 2001, states in Section 135

"Human volunteer studies should be carried out to measure changes incognative performance arising from exposure to Tetra handsets."

They continue:

"The Tetra system is expected to be deployed widely for use by staff in Emergency Services".

This is a relatively stable workforce with defined patterns of work, it would be worth carrying out studies to examine working practices and conditions of exposure and radiation from Tetra.

Section 128 of the same report...

They do not exclude the possibility that RF Radiation from cellular phones might carry a risk of cancer that becomes manifest many years after first exposure, or that relates to intense exposure over many years.

Nor do they rule out a hazard from RF radiation, modulated specifically around 16 pulses a second.

In their 64th report, the Committee of Public Accounts on Airwave said

"It was by no means clear to us who will bear the risk if concerns about the effect on health of using the airwave system proved to be real".

At the Police Federation Tetra Conference 23rd October 2002, I asked Dr. Levy of the Home Office questions relating to the then, 212 officers who had complained of ill-health from using the Tetra System, via their Union Representatives.

In front of witnesses, she said to me

"I don't believe they are sick, they are not sick enough to stop this trial".

She continued

"They can always leave the Police Force".

Referring back to the House of Commons Public Accounts Committee's 64th Report, Mr, Richard Bacon MP is asking questions from Mr. Asque of the Home Office Science and Technology Unit.

I am referring to Sections 240 of this report to 244.

How many Policemen have complained that their radios are making them ill?
A number of people have expressed concerns on the health issues..

How many?
The numbers are not fed directly to us. We get representations from the Police Federation, which we have been in contact with, answering the concerns on behalf of their members.

We have not dealt directly with Policemen.

I am looking at a letter in the Police Magazine from March 2002 from a Mr. Nigel Wood from Lancashire who writes that he knows personally of new cases of skin problems, sleeplessness, migraines, depression, difficulty in concentrating and headaches.

In the December 2001 issue there is reference to Tetra causing a variety of things including potentially heart and blood disorders, affecting the brain electro-chemistry, increasing the risk of
leukaemia and so on.

What is the current state of play on Health Research?
The current state is that we are addressing all of the recommendations, which were made in the report you referred to.

A list of recommendations was drawn up and we have research projects going on all of those recommendations, addressing them in great detail.

Do the Research Projects have people wearing these things and making them operate and then checking out whether they get migraine or depression or whether they loose concentration?

Projects are being developed which will have that sort of aspect. At the moment we do not have a user base.

We are in negotiation with one of the Police forces, which has offered to participate in a trial of that order, but it has not started yet.

That was July 2001, it is not April 2002 and you have just said that at the moment you do not have a user base. Do you not have people you can test this on?

The issue is that there is no proof that there are any of these effects.

I would like to state here that unlike a drugs trial, where the industry has to prove a drug is safe before it is released, with Tetra the onus is on the Police Officer to prove that Tetra is causing the illness.

This is an almost impossible task for the Officer and a very simple task for the industry, the Government and its Scientists to blame other things.

GENERAL RESEARCH

Lots of international research has been carried out into long term low level microwaves which has been both pier reviewed and published in reputable Scientific Journals.

One such report presented in May 2000 for the Parliament's of New Zealand, Italy, Austria, Ireland and the European Parliament in Brussels, contained 122 references. Each of these references is a pier-reviewed study in its own merit and probably represents up to 10 years of work. This particular document probably represents collectively over 1,000 years of top scientific research. The illnesses listed as being caused by long-term low-level microwave radiation are:

Heart problems, blood diseases, problems with bone marrow, tumours, DNA problems, altered calcium irons in cells, impairments to the Immune System. 46% reduction in night time melatonin (causing suppression of the Immune System) Enhanced arthritis or rheumatic diseases, skin problems, lymphatic diseases, vaginal discharge, ear problems, leukaemia, childhood cancer, sleep problems, suicidal tendencies, depression, irritability, memory loss, mental conditions, neurological illness, miscarriage, and infertility.

They recommend a maximum dose for long-term use of 0.01 of our units; this is 20,800 times less than the safety limit recommended for Tetra.

In 1979 the National Institute for Occupational Safety and Health and the Occupational Safety and Health Administration warns staff exposed to microwaves, including the Tetra range of hazards such as:

Problems with:

Menstrual cycle, miscarriage, eyes, heart, central nervous system, reproduction and cell tissue.

They stress that a false sense of safety may exist because the effects occur inside the body and cannot be felt on the skin. They also say that non-thermal effects are much lower than normally recognised. Again I have several documents, which I will not refer to here from international committees or scientists saying exactly the same.

Interestingly, in February 2003, Professor V. H. Binhi held a conference in Russia, which was attended, by 120 of the world's leading scientists from 40 countries, concerning microwave transmitters, used on or near the body. Some of its general recommendations were:

"These should not be used by children under the age of 16, or pregnant women or persons suffering from neurological conditions including mental disorders, neurosis, sleep disorders or epilepsy".

They recommend a limit of duration of call to a maximum of three minutes, allowing a period of 15 minutes between calls.

I am concerned of the use of handsets by Officers on a 10-hour shift, especially in Emergency conditions, where the set may be on full power.

PERSONAL OPINION

I think it is highly probable from all of the information I have provided that the unfortunate death of Officer Dring was caused by over-exposure to microwave radiation.

One question may be -

Why does the Government appear to be deaf to the requests of communities all over the country, their MP's and Scientists?

One explanation, which was published in the Europe Daily Bulletin No. 8445 17th April 2003, states that the American National Security Agency is putting pressure on our Government not to stop the Tetra roll-out.

Once Tetra has been fully adopted by our Emergency Services, it has potential sales to over 30 countries around the world. This article states that the American Government have access to the chips from the Tetra system and can therefore 'eavesdrop' on all of our Police Networks and any other user of Tetra, such as MI5/MI6. If Tetra is adopted worldwide, the National Security Agency will also be able to 'eavesdrop' on any country that this system is sold to. Whilst I cannot verify the sourcing of this article, I can verify that I have been interdentally told the same story whilst at a meeting overseas.

When looking at the plethora of international information on low level pulsed microwave radiation, and the safety levels imposed around the world, except for this country, I can only describe the actions of our Government, the NRPB and this industry as Intentional Ignorance.

What I find disturbing is that no single named person seems to be taking responsibility for this system. For example:

The Government charge the NRPB to look at effects only from the thermal point of view to which the NRPB report back to the Government that the system is safe enough to go out.

Thence, each gives permission for the industry to supply the Police Force.

With this set up, it is impossible to find a named person responsible without getting caught into a Governmental loop.

I believe at this stage that named persons should declare responsibility for the Tetra system, pending any future legal cases. Whilst untrained in law, I am thinking of charges similar to Corporate Manslaughter.

I was told at a meeting by a senior person connected with Tetra - "Deny everything and prepare for Court".

PUC TO EXAMINE EMF POLICIES AND RULES

SAN FRANCISCO, August 19, 2004 - The California Public Utilities Commission (PUC) today said it will determine if there are improvements that should be made to the Commission's existing rules and regulations concerning electromagnetic fields (EMF) associated with electric transmission lines or other utility electric facilities.

To address the public concern regarding exposure to EMF, the Commission has required that the electric utilities develop an EMF Management Plan for each project that implements the Commission's adopted 1993 EMF policy. Generally, the Commission sanctions a "Prudent Avoidance" or "low-cost/no-cost" policy towards mitigating EMF impacts resulting from approved electric facilities. Given the public interest that has been sparked by the research findings submitted to the Commission by the California Department of Health Services (DHS) and that the Commission's interim EMF policy has not been updated in more than 10 years, the Commission said it is now appropriate to determine if it should improve its existing policy and/or improve implementation of the policy.

As part of its review, the Commission will explore:

· The results of its current "low-cost/no-cost" mitigation policy and the need for modifications;

· Improvement in the implementation of the existing "low-cost/no-cost" mitigation policy;

· New or revised Commission EMF mitigation policies as new EMF-related scientific data becomes available.

The Commission expects to conclude this review within 18-months and a Prehearing Conference will be scheduled at a later date.

PUC Approves PG&E Jefferson-Martin Transmission Project, Increases Electricity Reliability

SAN FRANCISCO, August 19, 2004 - The California Public Utilities Commission (PUC) today approved a Pacific Gas and Electric Company (PG&E) electric transmission project known as Jefferson-Martin to ensure reliable supply of electricity for California and pave the way for the eventual closure of the Hunters Point Power Plant.

The Commission voted unanimously for the Proposed Decision of Administrative Law Judge Charlotte TerKeurst, which authorized PG&E to construct a new 230-kilovolt (kV) electric transmission line between its Jefferson substation and its Martin substation, along with related facilities. The facilities will be constructed in the County of San Mateo and will run through Hillsborough and Colma and the Cities of Brisbane, Daly City, San Bruno, and South San Francisco. A portion of the project will be within the San Francisco Public Utilities Commission (SFPUC) watershed near Interstate 280. A construction cost cap of $206,988,000 was authorized for the project with additions to be authorized for specific electromagnetic fields (EMF) mitigation, if necessary. The Commission expects Jefferson-Martin to be in service by mid-2006.

The Commission determined that the project is needed in order to allow PG&E to continue to reliably meet electric demand in the San Francisco Peninsula. The project has diversification, economic, and environmental benefits that warrant its construction as quickly as possible. The Jefferson-Martin project will help protect the San Francisco Peninsula from events disrupting supply at the San Mateo substation and along the San Mateo-Martin corridor.

This transmission line approval is crucial to enable the closure of the Hunters Point Power Plant. A combination of the Jefferson-Martin project and additional transmission reinforcements north of the Martin substation and south of the Jefferson station should help ensure the closure of the Hunters Point Power Plant, bringing additional economic and environmental benefits.

In response to public interest and concern regarding potential health effects from exposure to EMF that would be created by the Jefferson-Martin project, the Commission required several changes to PG&E's preliminary EMF management plan, including adopting a single 4 percent EMF mitigation benchmark for the entire project, lowering the depth of the underground lines to 11 feet deep in all residential areas and by schools, daycare centers, senior centers, parks, and similar public places. Additional unprecedented precautionary measures imposed by the Commission include arranging conductors in a triangular configuration to reduce EMF levels, as well as strategic line placement along the entire route to reduce EMF exposure.

The Commission's action today takes an important step forward to ensuring sufficient electricity for San Francisco while moving closer to closing the Hunters Point Power Plant, without compromising the health and safety of San Mateo County residents, through which the Jefferson-Martin transmission line travels.
