Use people power to fight phone mast

RESIDENTS are being urged to join forces to protest over plans to site a mobile phone mast 100 yards from a Gwent school.

Now Councillor John Cunningham, the local member, has told the Argus he wants to "lead the vanguard" against its installation near Woodlands Infants and Junior School, off Bagley Court, West Pontnewydd.

"There is still uncertainty about the safety of such equipment and the site is very close to both the school and houses," he said.

"The planning committee recently refused permission for a mast near the old Cwmbran Workingmen's Club on the grounds that it was too close to houses, but this is just as close - even worse, there is a school nearby." But a spokeswoman for O2 said the latest report on mobile technology urged a precautionary approach in respect of children using handsets, but not phone masts themselves.

She said: "Research is being undertaken all over the world and there is no evidence of any risk to health. Levels of radiation are thousands of times lower from masts.

"The need for the equipment is very much customer led." But Councillor Cunning-ham said he is urging local residents to make their voices heard, and write to the director of the environment at Torfaen council.

"This was originally going to be a delegated application, because the mast is under 15 metres, but I pushed for it to be heard in full by the planning committee," he said.

Plans for the mobile phone mast will now be heard in early July. Three members of the public will be allocated a few minutes to voice their objections at the meeting provided they make prior arrangements.

More than 300 concerned parents signed a petition urging council bosses to remove a phone mast from the grounds of a Newport school. The mast at High Cross Junior and Infant School, Rogerstone, has been in place for a number of years. But worried parents have now handed the petition to Rogerstone community council.

FURIOUS families are protesting at plans by T-Mobile to erect a mobile phone mast on their estate.

The company has posted its intentions to raise a 15m pole close to homes in Carisbrooke Road and Queensway, Higher Folds, in a bid to test residents' reactions before applying to Wigan Council for planning permission.

But fearful residents intend to fight every step of the way to stop the scheme on health grounds.

Carisbrooke Road mum-of-three Jean Clayton is appealing to all residents to write letters of objection to both T Mobile and to Wigan Council as soon as possible.

She said: "We already have a Vodafone mast in the vicinity near Stafford 's Farm and we don't want another.

"There are two schools, Higher Folds CP and St Gabrielís, close by and lots of children play in the area.

"I rang T Mobile to voice my concerns and was told that the mast is low health risk and that there is no evidence that they cause cancer. On that reasoning there is no evidence that they donít either. There is no smoke without fire and at the end of the day it is the children we are thinking about.

"My children are growing up, Suzanne is 17, Leanne 14 and Steven nine, but there are lots of younger children here. If the mast did go up I would be frightened to death of going to sleep with my bedroom window open because of radiation. But we don't intend to let it happen.

"I urge everyone on the estate to join the protest and write to the company immediately and let them know they have a fight on their hands."

A T-Mobile spokesman said: "We are at the first stages of pre-consultation, gathering feedback and views from the local community. The planning consideration is for a 15 metre monopole to provide 3G network coverage to our customers in this area.

"T-Mobile is committed to responsible network development and fully subscribes to the Governmentís Code of Best Practice on Mobile Phone Network Development. When considering a site we enter full consultation with all concerned parties, including local residents and schools before submitting any planning permission.

"The use of mobile phones in the UK has grown at a phenomenal rate, with some 60 million now in use. All communities have the potential to benefit from first class mobile communications whether they are used for business, social or emergency purposes.

"Without a network of base stations, however, mobile phones simply do not work. T-Mobile understands there sometimes can be concerns when locating base stations in communities.

"Base stations are low powered radio transmitters, and it is important to recognise that the radio frequency signal from them represents just one source of Radio Frequency in everyday lives. Other sources in the environment include paging devices and emergency services communication systems. The radiowaves from nearby base stations are favourably comparable to exposure from distant masts and from TV and FM radio and other transmitters.

"Based on over 40 years of research, T-Mobile is confident that its base stations do not present a health risk to any member of the public.

"It also recognises that one of the biggest challenges facing operators is minimising the impact it has on the environment. When a new mast is needed, we try to reduce the impact on the local environment with sensitive siting, innovative designs and, where appropriate, landscaping."

PHONE MAST PLAN NARROWLY REJECTED

A LIVINGSTON community are celebrating another victory in their ongoing battle against mobile phone masts.

Plans to build a 14.5 metre mast at the Territorial Army (TA) centre in Beveridge Square , Dedridge, were narrowly rejected by councillors at a meeting last week.

West Lothian Council’s development control sub-committee voted by five votes to four to refuse the application, following sustained pressure from the Dedridge community.

A petition organised by local resident Archie Douglas, combined with a united campaign by Councillor Danny Logue and Dedridge Community Council, helped persuade councillors to vote against the council’s planning officers’ recommendations.

Dedridge Councillor Danny Logue explained: “This is our third time in defeating the same application and, of course, we are very pleased.

“Our main concern was how close the mast was to the James Young High School and nearby houses and what long-term impact it could have on people’s health.

“It is pleasing to think we have scored a victory over a large multi-national corporation.

“There are a number of phone mast applications in the pipeline for Dedridge, including one coming up soon for Staunton Pond, so this won’t be the last battle we have to fight.”

He added: “I hope now we can have a round-the-table meeting with planning officers, the mobile phone companies and Dedridge Community Council.

“There are more acceptable locations for masts, and we would like them to look into mast sharing in the town centre as well, to limit the number in the area.

“I know they are unsightly but the main priority must be keeping them away from schools and residential areas. I recently counted four masts at the Lizzie Brice garage alone.”

Vodaphone hoped to use the planned mast to provide coverage for Livingston town centre, specifically to improve 3G coverage in the area.

They currently have a mast at council headquarters on the roof of West Lothian House, which is due to be removed next year.

Consultations are being held on a number of possible 3G phone masts sites across West Lothian, with residents in Bathgate and Livingston Village already campaigning against masts in their areas.

Hundreds of people have organised a massive poster blitz against plans for a third mobile phone mast on their doorsteps in Kidderminster.

Residents in Stourport Road have plastered their homes with the striking yellow posters, with messages including "ET didn't need a mast that big to phone home", "Kids not quids" and "Health not wealth".

The campaign has been launched by resident Anita Gallagher after the firm Hutchinson won a battle to erect a 49ft high pole behind Charlie Brown's Autos off Lisle Avenue on Tuesday night.

Vodafone has already build its mast on the same site - and O2 is expected to be successful with an application shortly.

A 54-name petition and 45 letters of objection were submitted to Wyre Forest District Council by people living near the site ahead of Tuesday's planning meeting, but to no avail.

Now residents, many of whom fought off plans to build an incinerator on their doorsteps, are demanding that no more masts are built.

Mrs Gallagher said: "We did have a laugh when we came up with the poster slogans, especially the 'ET phone home' message.

"We just fear for people's health, but we are told we are not allowed to object on health grounds."

Cheryl Jones, of Stourport Road, fears that health problems will be caused by the masts.

She said: "I'm disgusted by it all. We don't know what health risks are behind all of this."

Samantha Windridge, of Lisle Avenue, said: "We feel that we are not being listened to."

Deputy leader of Wyre Forest District Council Marcus Hart said: "I do feel very sorry for the residents, but the Government set us guidelines saying that we can only refuse applications on siting and appearance."

A six-hour demonstration has been taking place in opposition to plans to put up a mobile telephone mast in a Warwickshire cemetery.

Hutchinson 3G wants to attach the 17-metre structure to the chapel of Stratford Cemetery on Evesham Road .

A Stratford Town Council spokeswoman said the work would barely change the chapel and that the mast was due to be erected in about six weeks.

The demonstrators held the protest outside the cemetery gates on Saturday.

THE number of phone masts across our communities is set to snowball over the next decade, industry experts warn.

Already, there are about 450 masts across the Portsmouth , south Hampshire and Chichester areas – but it is believed another 1,700 will be needed within 10 years.

The startling figure today fuelled the debate over both the health risks and regulation of phone masts.

City councillor Alistair Thompson, who this week led a delegation from Hilsea to hand in a petition on masts at Downing Street, said planning law meant many of these new masts could be erected without permission.

And the campaign is calling for the laws to be changed so health concerns can be used by planners to stop new masts going up.

One important step in the mobile radio discussion took place:

On 9 May 2005 the Naila study was introduced to the 54th German congress of physician in Berlin.

Five family doctors from Naila had stated in a retrospective pilot study that the portion of cases of cancer with the patients, arisen again, who had been living during the last ten years in a distance up to 400 meters around the mobile radio transmitter operated since 1993, opposite to removed living patients were significantly higher and the patients were gotten sick significantly earlier in age. For the years 1999 to 2004 - thus after five and more years period of operation of the transmitter - the Malignome risk for the subpopulation in the comparison with the group in the Naila's, nearer living to the sending station, had trebled itself external area.

HCC IN FIRING LINE

Please pack the public gallery if you can. Your support will be greatly appreciated. Latest press release follows. I will speaking at the meeting but we fear the Cabinet have already been got at. For those of you not up to speed with this, it involves a request by residents to have the Highway Rights extinguished on the land where the mast would go. If that happens the land will pass to the couple who requested the extinguishment because the original ownership of the land is unclear. Orange would still have planning permission but would have to negotiate a contract with the new owners who would not be willing to do a deal. HCC originally agreed to put in the application to the Magistrates Court but got cold feet after talking to Orange. They did not have to consult Orange as in order to be a statutory undertaker, you have to have equipment on a site and Orange don't (yet!).

HCC IN FIRING LINE

Byron Avenue residents will turn out in force for a special Hampshire County Council Cabinet Meeting on Monday 13 June at 10am in the Main Council Chamber, Winchester when the next stage in the country’s longest running phone mast battle is decided. The issue of whether Highway Rights should be extinguished will be hotly contested with residents claiming that HCC have not asked residents for their views.

Karen Barratt, who has campaigned against the Orange mast for four and a half years is outraged that residents have not been consulted over the latest developments. “HCC got in touch with Orange because of their interest in the site but the first most residents heard about the application was through the media,” she said. “This is not acceptable. We have looked after and used this site for over thirty years. If anyone has an interest in it it’s us.”

Campaigners are incensed that the County’s legal department is recommending that the contract entered into with Chilbolton Avenue residents Alan and Anne Saunders, be cancelled. They also claim that the HCC Report shows total ignorance of the layout and history of the site, and that Cabinet members are being asked to make a decision without visiting Byron Avenue.

“The officers seem to be pushing responsibility on to the Cabinet when what they should be doing is letting the matter go to the Magistrates Court as originally agreed,” said Karen Barratt. “I hope the councillors will realise that they are being asked to carry the can for the officers mishandling of this application.”

Legal experts have been called in to investigate whether the mobile phone mast at St Edward's RC Primary School in Coleshill can be pulled down in light of concerns over safety.

Warwickshire LEA bosses have ordered the authority's solicitor to begin an urgent investigation into the deeds of the land on which the mast stands, which was sold to British Telecom by the council 11 years ago.

News of the action was announced on the day mast protestors delivered an informal health survey to the school which appears to show that 98 per cent of pupils are suffering from health problems including headaches, nausea, itchy eyes, tiredness or nosebleeds.

County education officer Eric Wood said: "We are concerned at the issues being raised, in particular legal aspects to do with the use of the land on which the mobile phone mast is situated.

"We are asking the county solicitor to investigate as a matter of urgency because the legal and health and safety concerns of the parents must be treated seriously and dealt with as promptly as possible."

The survey, carried out with parents of 200 children at the school, was not sanctioned by Warwickshire County Council, although it is believed no objections were raised to it being circulated to parents.

But the findings have been seen by headteacher, Gillian Owen, who issued a statement to the Herald saying she shares the concern of the parents and supports them in their campaign to have the mast removed.

"They are leading this effort allowing me to concentrate on the busy day-to-day task of running a successful school. "I look forward to hearing of the developments but am not taking an active part in the group that is looking at this serious issue," she said.

The survey was prepared by mast protestors Jackie Slater and Geraldine Canavan with advice from physicist Dr John Walker - who worked with action group SCRAM in their successful fight against the Wishaw mast.

Scientist Anne Silk, who learned of the survey results in a meeting on May 27, is now presenting the findings to a meeting of the World Health Organisation in Geneva on June 15, to call for a national effort to study the health of every child whose school is close to a phone mast.
