David Blunkett, the home secretary, today denied he was shifting Britain towards an 'authoritarian state' as he unveiled plans for identity cards and a national identity database. From 2008, all passport applicants will be issued with cards, and a decision will be made in 2011 or 2012 as to whether holding identity cards will be compulsory. ... Mr Blunkett -- who is at the centre of allegations that he fast-tracked a visa application to help a former lover -- said his aim in introducing the scheme was to help to 'remove fearfulness from people's lives.' The Road towards a Global Persistent Surveillance Strategy

The concept of ‘Global Persistent Surveillance’ (GPS) is at the centre of much debate surrounding what actions are deemed necessary to combat the current world-wide global set of threats. Current thinking is that Unmanned Aerial Vehicles (UAVs) will undertake a critical role in making GPS a successful strategy. The current definition of GPS is: ‘the ability to know something of intelligence value about everything, on demand and on our terms, and have the capacity to dive deeply into the fine-grained details of specific issues to support timely political and military decisions’. If a nation’s military strategy is to successfully implement GPS, then it will need to horizontally integrate manned, unmanned and space reconnaissance and surveillance systems. Overhead systems will provide synoptic global surveillance coverage over denied areas. UAVs represent an efficient and effective solution to provide a ‘cursor’ over a target under any conditions and at any location. Simply put, UAVs enable Global Persistent Surveillance.

Paving the way for the eventual institution of a national identity card for all Americans, the U.S. Department of Homeland Security now wants children to carry identification papers. Again, the government is using the tactic of fear to needlessly scare parents and children. Many also believe the idea of forcing children to carry multiple copies of their Social Security Number makes identity theft easier.

Big Brother is on the march. A plan to subject all children to mental health screening is under way, and pharmaceutical companies are gearing up for bigger sales of psychotropic drugs. Like most liberal big-spending ideas, this one was slipped into the law under cover of soft semantics. Its genesis was the New Freedom Commission on Mental Health created by President George W. Bush in 2002. The commission recommends "routine and comprehensive" testing and mental health screening for every child in the United States, including preschoolers. The president has instructed 25 federal agencies to develop a plan to implement the commission's recommendations. The commission proposes using electronic medical records for mental health interrogation of both children and adults for mental illnesses in school and during routine physical exams. The commission also recommends integrating electronic health records and personal health information systems. It recommends "linkage" of these mental examinations with "state-of-the-art treatments" using "specific medications for specific conditions." That means prescribing more expensive patented antidepressants and antipsychotic drugs. Illinois became the first state to jump on board. By near-unanimous votes in 2003, the General Assembly passed the $10 million Illinois Children's Mental Health Act creating a Children's Mental Health Partnership, which is expected to become a model for other states.

Congress Funds Psychological Tests for Kids
