Timing: Act Now! The Senate will vote on amendments to the defense authorization bill (S. 2400) as early as Monday evening, June 7th.

Background: The Senate will vote on key nuclear weapons programs when it takes up the amendment by Senators Dianne Feinstein (D-CA) and Edward Kennedy (D-MA) to cut $27.5 million in funding for research into a new nuclear bunker buster and $9 million for other advanced nuclear weapons concepts. Senators should oppose funding for the "Robust Nuclear Earth Penetrator" to modify two existing types of nuclear weapons with explosive powers fifty times that of the bomb used over Hiroshima for destroying deep underground bunkers. Even these large nuclear weapons would be ineffective to the depths that modern bunkers can be built and the collateral damage from such an explosion would kill millions if the bunker was located beneath a major city. The "Advanced Concepts Initiative" gives U.S. nuclear weapons labs money to design new mini-nuclear weapons and other new concepts. Even the smallest yield nuclear earth penetrator would create heavy collateral damage. Their small size could lead the President to more readily consider their use in future conflicts. Their research, development and potential use encourages other nations to consider them a desirable weapon to own.

The President has requested the highest budget for nuclear weapons activities since the all-time record set under President Reagan during the Cold War. At a time of war and record deficits, Congress needs your support to cut the nuclear weapons budget and curb the pursuit of new nuclear weapons programs. These programs send a clear "do as I say, not as I do" message to the rest of the world and threaten to undermine the nation's attempts to stem the world's appetite for weapons of mass destruction.

President George W. Bush’s increasingly erratic behavior and wide mood swings has the halls of the West Wing buzzing lately as aides privately express growing concern over their leader’s state of mind.

In meetings with top aides and administration officials, the President goes from quoting the Bible in one breath to obscene tantrums against the media, Democrats and others that he classifies as “enemies of the state.”

Worried White House aides paint a portrait of a man on the edge, increasingly wary of those who disagree with him and paranoid of a public that no longer trusts his policies in Iraq or at home.

“It reminds me of the Nixon days,” says a longtime GOP political consultant with contacts in the White House. “Everybody is an enemy; everybody is out to get him. That’s the mood over there.”

In interviews with a number of White House staffers who were willing to talk off the record, a picture of an administration under siege has emerged, led by a man who declares his decisions to be “God’s will” and then tells aides to “fuck over” anyone they consider to be an opponent of the administration.

“We’re at war, there’s no doubt about it. What I don’t know anymore is just who the enemy might be,” says one troubled White House aide. “We seem to spend more time trying to destroy John Kerry than al Qaeda and our enemies list just keeps growing and growing.”

Aides say the President gets “hung up on minor details,” micromanaging to the extreme while ignoring the bigger picture. He will spend hours personally reviewing and approving every attack ad against his Democratic opponent and then kiss off a meeting on economic issues.

“This is what is killing us on Iraq,” one aide says. “We lost focus. The President got hung up on the weapons of mass destruction and an unproven link to al Qaeda. We could have found other justifiable reasons for the war but the President insisted the focus stay on those two, tenuous items.”

Aides who raise questions quickly find themselves shut out of access to the President or other top advisors. Among top officials, Bush’s inner circle is shrinking. Secretary of State Colin Powell has fallen out of favor because of his growing doubts about the administration’s war against Iraq.

The President's abrupt dismissal of CIA Directory George Tenet Wednesday night is, aides say, an example of how he works.

"Tenet wanted to quit last year but the President got his back up and wouldn't hear of it," says an aide. "That would have been the opportune time to make a change, not in the middle of an election campaign but when the director challenged the President during the meeting Wednesday, the President cut him off by saying 'that's it George. I cannot abide disloyalty. I want your resignation and I want it now."

Tenet was allowed to resign "voluntarily" and Bush informed his shocked staff of the decision Thursday morning. One aide says the President actually described the decision as "God's will."

God may also be the reason Attorney General John Ashcroft, the administration’s lightning rod because of his questionable actions that critics argue threatens freedoms granted by the Constitution, remains part of the power elite. West Wing staffers call Bush and Ashcroft “the Blues Brothers” because “they’re on a mission from God.”

“The Attorney General is tight with the President because of religion,” says one aide. “They both believe any action is justifiable in the name of God.”

But the President who says he rules at the behest of God can also tongue-lash those he perceives as disloyal, calling them “fucking assholes” in front of other staff, berating one cabinet official in front of others and labeling anyone who disagrees with him “unpatriotic” or “anti-American.”

“The mood here is that we’re under siege, there’s no doubt about it,” says one troubled aide who admits he is looking for work elsewhere. “In this administration, you don’t have to wear a turban or speak Farsi to be an enemy of the United States. All you have to do is disagree with the President.”

The White House did not respond to requests for comment on the record.

BARCELONA, Spain, June 4 (Reuters) - Over-fishing, pollution and global warming are threatening the world's oceans, the United Nations said in a report to mark World Environment Day on Saturday.

"Wanted! Seas and Oceans: Dead or Alive?" is the slogan for the U.N. Environment Programme (UNEP) on the annual day, helping review the state of the planet.

Following are some UNEP facts about the seas:

-- Oceans cover 70 percent of the world's surface and more than 90 percent of the world's living biomass -- from seaweed to blue whales -- is found in the oceans.

-- More than 3.5 billion people, more than half the world's six billion population, depend on the seas for their primary source of food. The numbers could double to 7.0 billion in 20 years.

-- More than 70 percent of the world's marine fisheries are fished up to or beyond their sustainable limit. Stocks of fish such as tuna, cod, swordfish and marlin have declined by up to 90 percent in the past century.

-- Governments at a 2002 Earth Summit in Johannesburg agreed "on an urgent basis and where possible by 2015, to maintain or restore depleted fish stocks."

-- The summit also called for elimination of government subsidies. Estimated at $15-$20 billion a year, subsidies account for almost 20 percent of revenues to the fishing industry worldwide and can promote excess fishing.

-- Eighty percent of all pollution in the seas comes from land-based activities. By 2010, 80 percent of the world's population will live within 100 km (62.14 miles) of coastlines.

-- Death and diseases caused by polluted coastal waters cost the global economy $12.8 billion every year.

-- Plastic waste, like supermarket bags, kills up to one million seabirds, 100,000 sea mammals and countless fish yearly.

-- An estimated 21 million barrels of oil run into the oceans every year from sources ranging from run-off from streets to ships flushing their tanks.

-- In the past decade, an average of 600,000 barrels of oil a year have been accidentally spilled from ships -- the equivalent of 12 disasters the size of the sinking of the Prestige tanker off Spain in 2002.

-- Sea levels have risen by 10-25 cm in the past 100 years and global warming is threatening further rises. Higher sea levels could destroy corals and swamp some low-lying nations in the Pacific.

-- Tropical coral reefs are found off 109 nations -- significant damage has occurred to reefs off 93 of them, from factors including coastal development and tourism.

-- Coral reefs comprise less than 0.5 percent of the ocean floor but more than 90 percent of marine species are directly or indirectly linked to them. The 2,000 km (1,200 mile) long Great Barrier Reef off Australia is the largest living structure on the planet, visible from the Moon.

You and Imelda have been wonderful to help. Somehow we must get some interested parties to converge on Moscow for the premiere of "World Without Waves". The show of support for the film in Moscow will help immensely to begin to move against the inertia of cultural animosity/indifference to our problem of addiction to electricity and wireless technology as well as the fallout of EMF/EMR sensitive humans and their nearly insurmountable problems.

I am not sure how we can go about getting one person in Europe to just say they are going, and someone else decide to meet them there. This is a start. I realize we are asking a lot from people, but there is an international debate at stake. If this film makes "waves", we will keep on pushing to the next venue where we will make even more news and again, with greater global news coverage. Moscow is just so important since it is the first official public screening - the film's birth.

If there are any activists or sympathizers who are willing to host visitors in their homes in Moscow, we need to hear from them. This type of commitment and co-operation may be necessary at first to get this effort moving toward creating an international stir. An open letter to America's editors and journalists.

The contrite manner in which the New York Times and the Washington Post admitted to being "conned by the neocons in the Pentagon" does not excuse what was, in plain language, a massive and inexcusable lapse of editorial and jounalistic integrity. In short, the mainstream media in the US lied to the American people from September 11th. onwards.

There was no connection between Osama bin Laden and Saddam Hussein. No connection between Saddam and September 11th. There were no Weapons of Mass Destruction. There were no nuclear weapons programmes, no uranium yellow cake from Niger. There was no threat to the United States from Iraq, no possibility of Saddam launching WMD's within 45 minutes.

Yet journalists, many of them supposed "top class investigative journalists" were totally unable to sort the truth from the falsehoods put out by Cheney, Rumsfeld, Perle, Wolfowitz, Luti, Feith, Abrams, their good friend Chalabi and the other neo-conservatives in the White House, Pentagon and the Office of Special Plans. Why was this? Fear of not towing the "patriotic" line? Fear of being called "anti-American"? Fear of losing your job? Fear of losing influence and access in the corridors of power and the offices of the establishment?

Excuse me! I thought the job of a good journalist in a democracy was to challenge the establishment, question their motives, report their misdeeds and uncover their lies and sophistry. Only Seymour Hersh got things right, and for his pains Richard Perle called him "The closest thing American journalism has to a terrorist". That's something Sy Hersh should be extremely proud of. Journalism is not meant to walk hand in hand with the establishment, with politicians or with those who wield power. It is the job of the journalist to report the truth. To find out what is really going on. Nothing else will do. If you lie to the public then they will not believe you next time. Remember the little boy who cried wolf?

How best, then, for the US mainstream media to once again become respected and more importantly, believed, by the American public. Well, how's this for an idea. Why not investigate the biggest newspaper story of all time. Make your name as the journalist who uncovered the greatest crime ever committed in America. Win the Pullitzer prize. Become more famous than Woodward and Bernstein. Scoop the entire world with the most important story of all time. How? Simply investigate which companies and which individuals profited by placing "PUT" options on US airlines in the days before September 11th. There must be a paper trail that shows who made those "put" options and by checking the people involved with those companies and who their major investors are, it should be possible to find out once and for all who REALLY knew beforehand about September 11th. Perhaps an investigation into the Carlyle Group, with whom the bin Laden family invested heavily would be a good place to start, followed by The Freemont Group, owned by the Bechtel family, who also have the bin Ladens as investors. Both companies also have very close connections to the Bush family. Maybe Richard Perle's investement vehicle, Trireme Partners is also worth a look?

A parrallel line of enquiry should also investigate who told San Francisco's Mayor Brown not to fly on the 10th. or 11th. of September. Did that information come from the White House, perhaps from Condoleezza Rice as some allege?

By thoroughly investigating these matters it should be possible to finally uncover who it was that REALLY planned and excecuted the greatest criminal event in America's history. Now surely, isn't that a story worth investigating?

Several specialists, including the Portuguese air force, were left without any feasible explanation when an unidentified flying object (UFO) was caught on radar travelling through Portuguese airspace. The only confirmation received to date is that “it was not a plane” and that it disappeared three minutes after being captured on radar.

Spokesman for the Portuguese Air force, Colonel Carlos Barbosa revealed to the Lusa News Agency that defence radars recorded “a target” for a period of time ranging between 120 and 180 seconds. He adds “it cannot be classified as an aircraft”.

The phenomenon, described by eye-witnesses as being a “large and intense white light, dispersing smoke but noiseless as it moved through the night sky” was also detected by air traffic controllers in Beja and Montijo, while emergency rescue staff at Lisbon’s international airport also confirmed the sighting.

Specialists in space science contacted by the Lusa News Agency have ruled out the possibility the sighting was an astronomic phenomenon, arguing, “They last less and tend to make a noise”.

The US defence department as also meanwhile confirmed the object was not a falling satellite or fragments thereof as no objects in orbit had recently been lost.

The National Weather Bureau has also since issued a statement saying it has no meteorological explanation for the sighting.

Between Tuesday and Wednesday, law enforcement authorities received 20 calls from civilians claiming to have seen the “UFO”. The calls were made from several parts of the country.

The European Space Agency has also found no explanation for the sighting, saying Portugal was the only country in which this “moving ball of intense light” was seen.

The thing is there were lots of other jets flying over as well, jumbos, etc. They all made a sound and left the usual vapour trails behind them...

The White House is waging a misinformation war about the Patriot Act while support grows among conservatives, libertarians and liberals to fix about a dozen controversial provisions in the law.

The ACLU is calling upon members of Congress and all Americans to stand united against the extension of the USA Patriot, as the President and others in his Administration travel the country urging Americans to support the Act’s renewal.

The President’s renewal request, which came in new campaign advertising that began airing in 19 states last week, is misleading and ignores strong bi-partisan support for fixes to the law. The new Bush ads echo misstatements made in Mr. Bush’s earlier stump speeches on the Patriot Act in Buffalo and Hershey, Pennsylvania.

Vice President Cheney has gotten in on the act. In comments made to an audience in Kansas City, Missouri, this week, the Vice President claimed that no abuses under the Patriot Act have been reported or confirmed.

"Legitimate questions about the Patriot Act should not be exploited for partisan politics," said ACLU Executive Director Anthony D. Romero. "Unfortunately the president is using his re-election campaign to mislead the American people about the Patriot Act and its ramifications."

Most of you know that the physical and psychological torture that took place at Abu Ghraib was not restricted to Iraq. These practices were already well established in Afghanistan and Guantanamo, where the Geneva Conventions have been deemed inconvenient. Moreover, military and media investigations have revealed that these acts were not the work of a few "bad apples," but were widespread. This is combined with the Red Cross's conclusion that 90% of Abu Ghraib's prisoners should never have been detained in the first place.

We all remember the election of 2000. Because of faulty and mismanaged election systems, George W. Bush won Florida's electoral votes and the presidency. And now look at the mess we're in.

People demanded improvements, and now states are spending millions to buy new voting machines. So far, so good. But many key states, including Florida, Ohio and other battlegrounds, are installing "black box" voting machines -- computer voting terminals that don't produce a paper ballot.

Without a paper ballot, there's no way to know if our votes are counted correctly. Also, computers are vulnerable to malfunction -- how often does yours freeze up?

If ATMs and gas pumps can print receipts, then voting terminals can print paper ballots. Every voter should be able to make sure that his or her vote will count as it was cast, by verifying a paper ballot that can be audited and re-counted. And wherever electronic voting terminals are used, backup paper ballots should also be available, so no voters will be turned away from the polling place if the terminals aren't working.

"Phone mast 'wrecks my life' by Karl Hanlon

Farmer John Ryan puts a silver-plated mesh on his head when he strides off to work. And in the middle of the night he gets up and drives away from home to sleep in his 4 by 4 vehicle.

He claims a mobile phone mast on his land in Daingean, Tipperary, is giving him headaches, nosebleeds, dizzy spells and burning sensations.

Mr Ryan said: 'As soon as the mast went up I started to feel the effects. After putting serious pressure on Vodafone it was switched off for three weeks and everything was fine but the minute it was switched back on my symptoms returned.' His wife Rosie and daughter Linda get similar symptoms when working outside. Mr. Ryan wants the mast shut down and has offered to return the 10,000 euros Vodafone paid him to erect it. But the firm won't remove it unless he pays the 50,000 euros it cost to put up the mast.

Medical tests support Mr. Ryan's claim that he is being exposed to some form of microwave radiation. He wears the headnet to block out 99 per cent of microwave emissions. He said the net is 'like a pair of ladies' tights.'

Vodafone says its equipment complies with current limits on emissions set by the International Radiation Protection
Association.

REJECT

They reject Mr. Ryan's claims that the mast causes his problems. Tests have been carried out at the site, but Mr. Ryan insists: 'When the tests were done you could hardly get a single bar of signal on a mobile phone even when standing right next to the mast. In dry weather, the problems are not too bad but when it rains the power on the mast is turned up to make up for the loss of the signal.'

The Irish Farmers' association is backing Mr. Ryan, and has called on Vodafone to cease transmission from the mast. A spokesman said: 'Mr Ryan is unable to stay on his farming premises. His farming is being neglected and dairy cows are going unmilked.
