Bürgerbewegungen haben Durchschlagskraft

Welche Durchschlagskraft Bürgerbewegungen haben können, ist aktuell in Südkorea zu beobachten: Die bisherige politische Elite wird in einem erdrutschartigen Umschwung durch die Parlamentswahl entmachtet: die konservative Partei GNC, die bis jetzt den politischen Prozess im Land weitgehend kontrollierte, musste ihre Parlamentsmehrheit an die bisher marginal vertretene oppositionelle URI-Partei abgeben.

Angekündigt hatte sich die Erschütterung des politischen Systems bereits vor 2 Jahren. Damals trat Roh Moon Hyun als Außenseiterkandidat zur Präsidentschaftswahl an, ohne mit dieser Kandidatur ernstgenommen zu werden. Roh Moon Hyun war bekannt geworden als Menschenrechtsanwalt, der zur Zeit der Diktatur die juristische Vertretung von Oppositionellen übernahm und viele Studenten aus der Haft befreite.

Nach dem Ende der Diktatur hatte die aufgrund ihrer korrupten Praktiken des Machterhalts berüchtigte konservative Partei GNC ihr Erbe übernommen. Sie stellte auch zur Wahl 2002 den Kandidaten, dessen Machtübernahme vorprogrammiert schien.

Entgegen allen Erwartungen wurde stattdessen der Außenseiter Roh Moon Hyun gewählt und übernahm die Regierung. Er hatte vor allem Rückenwind durch die südkoreanische Buergerbewegung erhalten, die sich zur Wehr setzte gegenüber dem korrupten System der Konservativen.

Poltisches Ergebnis dieses Kurswechsels war insbesondere die Aufweichung der durch die USA bestimmten Frontstellung gegenüber Nordkorea und damit die ersten grenzüberschreitenden Kontakte zu Nordkorea seit dem Krieg.

Die Übernahme der Regierung des mit Unterstützung der koreanischen Bürgerbewegung gewählten Präsidenten Roh Moon Hyun wird konterkariert durch die Bemühungen des politischen Establishments ein Impeachment gegen ihn einzuleiten. Dies wurde auf einer der letzten Sitzungen des noch amtierenden konservativ dominierten Parlaments durchgesetzt: Roh Moon Hyun wurde aus dem Amt entfernt und ersetzt durch den Gegenkandidaten der GNC in der Präsidentschaftswahl vor 2 Jahren.

Den Vorwand lieferte eine Anklage wegen Korruption, deren Untersuchung zum Ergebnis hatte, dass Roh an illegalen Mitteln Beträge in Höhe von ca. 14% der vergleichbaren Summe des konservativen Kandidaten eingesetzt hätte.

In einem Artikel der Washington Post (s.u.) wird eingeräumt, dass es weniger um juristische Vorfälle geht, als darum, Ro Moo Hyun als Fremdkörper in der herrschenden Elite abzuservieren. Die politischen Vorwürfe der Konservativen, die seinen Sturz betrieben, bezogen sich darauf, dass er in seiner Politik Klassenkampf zugunsten der ärmeren Bevölkerung angezettelt hätte, der sich gegen die Reichen im Land richtete und dass er mit seiner Außenpolitik Südkorea gegenüber den USA entfremdete, indem er sich u.a. um bessere Beziehungen zu Nordkorea und zu China bemühte.

Auf die Absetzung Roh's reagierte die Bevölkerung mit Massendemonstrationen: Hunderttausende demonstrierten gegen den "Putsch von oben", eine große Mehrheit der Bevölkerung hielt das Impeachment für illegitim.

Mit dem aktuellen Wahlergebnis, mit dem die URI-Partei, die weitgehend die Positionen von Ex-Präsident Roh vertritt, nach bisherigen Meldungen eine absolute Mehrheit der Parlamentssitze erreichte, werden die Manipulationen der Konservativen zum Machterhalt wahrscheinlich hinfällig. Die bisherige Machtelite muss damit eine schwere Niederlage hinnehmen, die Bürgerbewegung kann für sich einen weiteren großen Erfolg verbuchen.

Abzuwarten bleibt was der oberste Strippenzieher und Kriegstreiber der "Führungsmacht" USA, Vizepräsident Cheney mit dem Noch-Präsidenten der Filz-Partei GNC Goh Kun aushecken wird: für beide ist das Ergebnis der Wahl beklagenswert, über die Gefolgschaft Südkoreas gegenüber Washington dürfte sich damit ein Schatten legen und es ist nicht auszuschließen, dass Südkorea sich nun dem spanischen Beispiel anschließen wird um aus der "Koalition der Willigen" im Irak auszusteigen.

Dear Prime Minister Martin,

Canada is promoting its natural beauty as part of the 'Discover Our True Nature' tourism campaign. So I was shocked to discover your government is also promoting the destruction of one of the greatest wildlife spectacles on earth ...the baby harp and hooded seal nursery off the Canada's East Coast.

Canada has a sacred trust to protect these animals for future generations. But just last year, the Fisheries Minister authorized the highest quota for harp seals in history - allowing nearly a million to be slaughtered over just three years. And recently, the Canadian government has even considered reopening the hunt for hooded seal pups - as young as five days of age.

I'm writing to you because I want to see this hunt end.

I, like 85% of Canadians, believe seals under one year of age should be protected from any hunting at all. Currently, 95% of the seals killed at the hunt are pups under just three months of age, and the majority are less than a month old. At the time they are slaughtered, most have not yet eaten their first solid food, nor have they learned how to swim. These defenseless baby seals literally have no escape from the hunters, and they suffer terribly as they are clubbed and shot to death.

Evidence from the past eight years shows widespread cruelty at the hunt - including the skinning of live animals. I was horrified to learn of an independent veterinary study conducted in 2001 that concluded up to 42% of the seals they studied had likely been skinned alive while conscious.

It is shameful that this entire hunt is for products no one really needs, and Canadian tax dollars continue to subsidize the slaughter. Because even in Newfoundland, where almost all of the hunting occurs, the economic contribution of the sealing industry is marginal. Less than 1% of Newfoundlanders participate in the hunt, and those who do derive a very small share of their income from the hunt. Doubtlessly, your economic team must be able to come up with a more meaningful way to help stimulate Newfoundland's economy than to subsidize this cruel and unnecessary hunt.

Surely, Mr. Martin, you will take action on behalf of the majority of Canadians to end the largest and most cruel slaughter of harp seals in close to forty years. I urge you to intervene quickly in this matter, and ensure Canada's international reputation is not irreparably harmed by this archaic hunt.

Leading Republican Blasts Bush Environmental Actions

Russell Train, a lifelong Republican who played a key role in
forging environmental policy under Presidents Nixon and Ford,
charges in his recently published memoirs that the current
Republican Administration not only lacks leadership on crucial
environmental issues, it fails to grasp the "long-term
implications" of its bias toward the energy industry.

"The George W. Bush Administration appears to view most issues
as either black or white -- that, for example, environmental
protection and energy supply are mutually exclusive objectives,"
writes Train, in Politics, Pollution and Pandas: An
Environmental Memoir (Island Press, December 2003). "Such
simplistic approaches may lend themselves to good sound bites or
to easy political communication, but they do not serve us well
in terms of developing effective solutions to the all-too-real
problems that face this country and the world."

Train, who served as Undersecretary of the Interior under Nixon
and later the second Administrator of the newly created
Environmental Protection Agency (1973-1977), left the Ford
Administration to serve as President of the World Wildlife Fund
(WWF) - U.S. His memoirs provide a "behind-the-scenes account"
of bipartisan efforts under two Republican Administrations to
craft the laws and regulations that have protected our
environment for more than three decades.

Now chairman emeritus of WWF, Train also offers his insights on
the current lack of U.S. leadership on environmental issues,
going so far as to say that President Bush "is not playing
square with the American people" by "blatantly ignoring" solid
scientific research, particularly on man's contribution to
climate change.

Train writes that he does not blame the EPA or other federal
agencies, because "it has been clear from the beginning of the
George W. Bush Administration that it is the White House that is
calling the tune. Moreover, it seems that the tune is being
called not by program staff in the White House, but by political
operatives. I find it unacceptable that the current U.S.
political leadership should demonstrate such disregard for and
disinterest in values that are among the most crucial concerns
of humanity today."

Not only does President Bush ignore his ethical responsibilities
in matters of environmental stewardship, he fails to understand
the complex relationship between economics and environmental
concerns and the longtime consequences of setting policies
slanted so strongly in favor of the energy industry, Train
writes.

"On a broader scale, we need to recognize as a society that the
economy and the environment are not antithetical to each other
but are instead different sides of the same coin," he concludes.
"Economic activity is to a great extent the conversion of the
earth's environmental resources to human use and enjoyment...a
healthy economy that is sustainable over the long term can be
achieved only in the context of a healthy environment. The two
must go hand in hand."

Previous American political leaders -- both Republican and
Democratic -- understood that, writes Train. "We need to find
that road again; it is the only path to a sustainable future for
humanity."

FORECAST THE BUZZ AS QUAKE SCIENTISTS GATHER

It's tough to fault seismologists for earthquakes that rocked the Los Angeles basin in 1994 and the Bay Area in 1989.

But the group of researchers who in both years held conferences near those memorable temblors are now in Palm Springs -- and some are predicting a major quake along the desert's slice of the San Andreas.

The expectation that the southern portion of the famous fault is likely to rupture is based on more than a scheduling quirk or the fact that this is Earthquake Preparedness Month.

But the annual conference of the Seismological Society of America comes at a time when earthquake prediction is a hot topic in the field.

The conference, described by an organizer as an event "for the real purists" of seismology, includes a highly anticipated forum with one forecaster who is predicting a 6.4 magnitude or greater quake in the desert by Sept. 5.

Another researcher will present data he says indicates the San Andreas fault is set to enter a period of especially frequent and more intense shaking.

"It seems perfect," said University of Oregon professor Ray Weldon of the conference location. "That is going to be about the center of the rupture if we are all right."

Weldon will speak today at the event about data he and student researchers have spent 18 years gathering from the San Andreas fault near Wrightwood.

They say data from the site shows the fault has had varying levels of stress in the past 1,500 years. Today, the fault shows high levels of stress, suggesting a period of strain release, via earthquakes, is near, he said.

The research generally applies along the fault from about Palmdale to the Salton Sea.

Although Weldon doesn't offer a quake prediction per se, he said the work complements a prediction by Russian scientist Vladimir Keilis-Borok, the UCLA researcher forecasting the 6.4 magnitude or greater quake in the desert.

"You could consider that support," Weldon said. "But I don't lend any insight or support to a window of time."

The Keilis-Borok earthquake prediction window has been a major topic of conversation among seismologists this year.

Keilis-Borok and his team used a mathematical formula based on past seismic activity to predict a temblor somewhere in an approximately 12,000 square-mile swath of desert that includes the Coachella Valley.

"Even two years back it was practically a dirty word to say earthquake prediction," said Nancy Sauer, a conference organizer.

The buzz around predictions this year is reminiscent of earlier enthusiasm for earthquake forecasting in the late 1970s and early 1980s, said John McRaney, associate director of the Southern California Earthquake Center.

But for the most part those efforts fizzled, McRaney said.

"It was so unsuccessful Š people sort of shied away for about 20 years," he said.

Rich Eisner, manager of earthquake programs for the California Office of Emergency Services, recalls trekking to the tiny California town of Parkfield around 1988 in response to a high-profile earthquake prediction.

Parkfield, population 37, was then known for its proximity to the site of the car accident that killed actor James Dean, Eisner said.

However, when researchers predicted a major temblor would occur in the area within a three-day window, scientists and media flocked to the area, he said.

"It became an opportunity to catch the earthquake," Eisner said. "Most of the time earthquakes occur and the instruments are in the wrong location."

The quake never materialized, but Parkfield emerged with the self-proclaimed title "earthquake capital of the world" and the Office of Emergency Services still has an earthquake response plan it formed around the time of the old prediction.

"From our standpoint, it was a productive and successful exercise," Eisner said.

Now, with Keilis-Borok scheduled to speak Thursday afternoon, the one-time dirty word could be the highlight of the society's conference, an event they've held almost every year since 1907.

"There is something going on," Sauer said. "People are at least willing to entertain the idea. It is not seen so much as junk science."

Keilis-Borok isn't talking about his work right now because he wants it to appear in a journal that discourages researchers from speaking to the press before publication of a scientific article.

The conference, which was scheduled more than a year before the desert quake prediction, represents a confluence of an opportunity to listen directly to Keilis-Borok at a location well within his prediction zone.

"Everyone is talking about it," said Lisa Grant, a University of California, Irvine geologist who will attend the conference. "Earthquake prediction is the holy grail of earthquake science."

On Tax Day, Taxpayers Paying for Polluters' Clean-Up

As Americans stream into post offices across the country today to mail their tax returns, their task will be made even less palatable when they learn that the Bush administration is now charging the public -- rather than polluters -- for the clean-up of Superfund sites.

The BE SAFE Network, a joint project of several national, state, and local environmental groups, is organizing community events in 26 states to highlight how the Bush administration is using tax dollars to clean up contaminated sites, rather than follow the traditional practice of collecting fees from corporate polluters. Despite federal law mandating that the polluters should pay, the public is underwriting toxic cleanups.[1]

A new tax analysis by U.S. PIRG, a member of the Be Safe network, has determined that taxpayers will spend upwards of $1.27 billion for toxics cleanups this year, compared to $303 million in 1995. In Ohio, for example, the state paid $9.9 million towards cleanup of 29 Superfund sites in 1995; in 2004, Ohio will pay nearly $41.3 million. Pennsylvania, with 92 Superfund sites, will spend nearly $50.7 million in 2004, compared to $12.2 million in 1995.[2]

"On Tax Day, Americans are especially concerned about how their tax dollars are being spent. Unfortunately, with the Superfund toxic waste program, the Bush administration is using tax dollars instead of making corporate polluters pay to clean up their toxic messes," said Carl Pope, executive director of the Sierra Club, another member of the network. "Americans are paying twice: once with their health and again with their taxes."

Local groups are distributing "polluter pay" stickers at over 40 events around the country, for taxpayers to place on their envelopes to the IRS. "We're reaching out to our neighbors this Tax Day," said Kendra Kimbirauskas of the Sierra Club in Oregon, "to let people know that whether or not there is a Superfund site in your backyard like we have in Portland, all taxpayers are now footing the bill for toxic waste cleanups."[3]

It empowered the Environmental Protection Agency to order polluters to clean up sites contaminated by their business activities or other ventures. Polluters also funded a trust to pay for cleanup of sites where a responsible polluter could not afford to pay, could not be found, or was no longer in existence. These mandates constitute the "polluter pays principle."

The Bush administration is opposed to restoring industry fees to Superfund. U.S. PIRG and Sierra Club report that under the Bush administration, funding to the program has dropped by 25% in the last three years compared to levels during the 1990s; the rate of cleanups has fallen by over 50%; and, the number of sites being listed has declined from an average of 30 per year from 1993-2000 to an average of 23.[4]
