Los Angeles Unified School District Resolution on Cell Antennas

An important development - the Los Angeles Unified School District unanimously passes a resolution calling for repeal of Sectioon 704 of the Federal Telecommunications Act of 1996 that preempts states and local governments from taking environmental (i.e. human health) effects into account when denying a permit to site a FCC licensed wireless transmitter. This Resolution was introduced by LAUSD Board member Julie Korenstein who in 2000 got an ordinance in place to ban cell towers at LA City Public Schools. Many individuals and groups endorsed this new Resolution, see below, including the link to the CLOUT Petition, attached.

Date: Thu, 28 May 2009 19:44:52 -0700

Nine years ago, the Los Angeles Unified School District (LAUSD) Board of Education passed a resolution opposing the placement of cellular towers on or near school property.

On May 26, 2009, the LAUSD Board unanimously passed a second resolution concerning the ongoing proliferation of wireless antennas near schools that includes a statement in favor of repealing the Telecommunication Act of 1996's preemption of consideration of health and environmental effects of wireless facilities.

To read both resolutions, please visit the CLOUT website at
http://cloutnow.org/lausd/

While your there, please consider signing CLOUT's petition and ask at least 10 of your friends via email to do the same. Thanks.

Literature Dept. Plans Cancer Teach-In

By David Harvey

Senior Staff Writer

Published: Thursday, May 28, 2009

Two years into a cancer-cluster investigation at the Literature Building, department faculty, students and staff have started petitioning to move classes into Sixth College trailers and holding office hours in on-campus cafes or at the Cross-Cultural Center.

Today, protestors will host “Literature Office Hours Here,” a demonstration on Library Walk from 11 a.m. to 1 p.m., to inform students of what they perceive to be administrative inaction in the ongoing investigation of the building.

According to professor John D. Blanco, the event will be quieter than the teach-in held on Feb. 17, when dozens of participants marched to Chancellor Marye Anne Fox’s office to protest her response to professor Cedric Garland’s report. When his research found that an elevator in the building emitting high electromagnetic fields may have caused eight reported breast cancer cases between 2000 and 2006, Fox hired epidemiologist and UCLA professor Leeka Kheifets to review the report instead of shutting down the elevators. Kheifets is also an EMF expert.

Why downplayed Repacholi Chernobyl?

This is what's behind Michael Repacholi's interview to the New Scientist downplaying Chernobyl disaster results. Why would the world be under the illusion the same is not happening with the cellular and powerline industries? A contract is just a piece of paper for him, and people are just pieces of flesh and blood - is there a difference for him between the two kinds of the above substances? And words are just words: sentences like "If science doesn't suit you it's not my problem" (like he wrote to Robert Riedlinger) cannot be simply used as a paste - as long as The Guardian and Microwave News publish the root of the problems, that cannot be cured as disturbing symptoms to get rid of with a word-paste, or with lines that are full with the word "science" as many times as possible, as if it impresses someone.

French Government imposes phone ban on all primary schools

In an unprecedented move, the French Government today announced their decision to take some strongly precautionary measures with regards to mobile telecommunications technology. From an outright ban of mobile phones in primary schools, to a requirement on operators to provide "stripped" down handsets only capable of texting or without a loudspeaker, this is a clear indication that in the absence of certainty, France is willing to act on the steadily increasing level of public concern.

Wi-fi and Wimax: Why You Shouldn't Use Them

Wimax in the U.S

(exerpt)

Did you hear about the big new deal? I'm talking about the deal that will make the whole USA one big hot spot?

In case you didn't see the story here's what's happening.

Sprint and Clearwire have joined forces to build a new 'WiMax' network.Wi-Max is a new wireless technology made to reach way beyond anything in place today. Simply put, Wi-Max is Wi-Fi on steroids.

Here's what I mean: Bluetooth technology will work up to a distance of about 30 feet. A Wi-Fi signal will work up to a distance of about 300 feet. Now get ready for this. WiMax will work up to a distance of 3 miles from a mobile base and up to 30 miles from a stationary base! Did you get that? 30 MILES !!!

(If you want to know more about Wi-Fi and Wi-Max I recently posted an article about this technology at http://ezinearticles.com/?id=1083187 .)

The idea is to cover whole metropolitan cities with a Wi-Max signal.

The goal is to make the USA one great big hot spot. This means we're all going to get blanketed with wireless radiation whether we like it or not 24 hours a day, 7 days a week.

This giant network will have "open access" meaning anyone with a compatible device will be able to access it. Web applications like email and videos will also be supported. So it'll be very popular and no doubt will open up wireless access to a much larger segment of the population.

The founding companies hope to have Wi-Max services available to half the U.S. population by 2010 and the whole USA shortly thereafter.

Who's involved in this giant scheme besides Sprint and Clearwire? Well, Comcast is contributing $1.05 billion, Intel is contributing $1 billion, Time Warner Cable is throwing in $550 million and Google another $500 million. Google has already invested $600 million in Clearwire previously.

So those are your major players in this massive electropollution- producing machine. You can figure out why they're kicking in so much money by what they do. They know this is going to be a massive market and they want to capitalize.

We've got a lot of work to do to educate others. You know, it's
30 miles of Wi-Max today but it'll be 300 miles of something else in a year to two. That's just what technology does. Especially when there's no one around to look out for the safety of all those who will be blanketed by this giant Wi-Max cloud. Where are you, FDA?

Portland City Council resolution on wireless antennas and health

The City Council of Portland, Oregon, USA, on May 12, 2009 adopted a resolution that called for revisions to the U.S. Federal Telecommunications Act of 1996 in stating:

"the FCC to work in cooperation with the FDA and other relevant federal agencies to revisit and update studies on potential health concerns arising from RF wireless emissions in light of the national proliferation of wireless use;"

The complete resolution is in the link provided below
http://www.portlandonline.com/auditor/index.cfm?c=50265&a=245576

This has been verified.

Summary of Statement:

BE IT RESOLVED that the Portland City Council requests the FCC to work in cooperation with the FDA and other relevant federal agencies to revisit and update studies on potential health concerns arising from RF wireless emissions in light of the national proliferation of wireless use;

RESOLUTION No.

Request the federal government to update studies on potential health effects of radio frequency wireless emissions in light of significant increases in wireless use.

WHEREAS, federal law preempts state and local governments, including the City of Portland, from considering health concerns in the regulation and placement of wireless facilities, so long as such facilities otherwise comply with applicable federal law; and

WHEREAS, the Federal Communications Commission (FCC) has jurisdiction over non-federal wireless facilities, authorizing and licensing all non-federal devices, transmitters and facilities that generate Radio Frequency (RF) radiation; and

WHEREAS, the FCC relies upon federal agencies with health and safety expertise, such as the Food and Drug Administration (FDA), the Environmental Protection Agency, the National Institute for Occupational Safety and Health, and the Occupational Safety and Health Administration which have assigned roles in federal law for monitoring and investigating issues related to RF exposure; and

WHEREAS, the Government Accounting Office in 2001 prepared a report of its investigation into safety concerns related to mobile phones, and concluded that further research into wireless technology is needed, recommending the FDA take the lead in monitoring research results; and

WHEREAS, the FCC in 2003 last updated guidelines for human exposure to RF electromagnetic fields from wireless facilities, based primarily on recommendations of other federal agencies after reviews of prior scientific literature related to RF biological effects, primarily from the 1990s; and

WHEREAS, a survey released in May 2009 from the Centers for Disease Control and Prevention concluded that for the first time the number of households in the U.S. with only a cell phone exceeds the number of households in the U.S. with only a landline phone;

NOW THEREFORE BE IT RESOLVED that the Portland City Council requests the FCC to work in cooperation with the FDA and other relevant federal agencies to revisit and update studies on potential health concerns arising from RF wireless emissions in light of the national proliferation of wireless use; and

BE IT FURTHER RESOLVED, that the Council Clerk shall cause a copy of this Resolution to be sent to all members of the FCC, to the FDA Commissioner, and to all members of the Oregon Congressional Delegation.

Adopted by the Council:
Gary Blackmer Commissioner
Amanda Fritz Auditor of the City of Portland May 12, 2009 By Deputy

The city of Portland Oregon in the U.S. is the first to adopt a Resolution to challenge the FCC on the 1996 telecommunications act clause that prohibits health reasons as a cause to question the placement of a cell tower. It is asking the FCC and Congress to revisit the health effects of wireless technology.

http://www.portlandonline.com/fritz/index.cfm?a=247126&c=49233

Please ask your colleagues who are concerned about health impacts, to contact their Congressmen. I heard our delegates in Washington D.C. have not been contacted by citizens on this matter, and they need to hear from you and others to add weight to the Council's Resolution.
