Im Fall innerer Unruhen hätten die US-Bundesstaaten auch das Recht, Maschinen des Typs EC-130 für den Psycho-Einsatz aus der Luft anzufordern.444

In Großbritannien konnten unabhängige Forscher nachweisen, daß die »Polizei routinemäßig Mikrowellen benutzt, um ganze Stadt­teile zu kontrollieren. Das geschieht offenbar mit Modulationen, die Aggressionen hemmen und müde machen. Als Trägerfre­quenzen wurden 450, 900 und 1800 MHz* gemessen, interessan­terweise typische Mobilfunkfrequenzen

Zurück in die Bundesrepublik. Im Mai 2003 veranstaltete das Fraunhofer-Institut im baden-württembergischen Ettlingen ein internationales Symposium zum Thema >Nichttödliche Waffen<. Ausdrücklich wurde dort auch über deren Rolle in den asym­metrischem Konflikten des 21. Jahrhunderts und ihre Verwen­dungsmöglichkeiten in städtischem Terrain sowie bei der Be­kämpfung von >Terror< und > Aufständen< diskutiert.446 Zumindest in Ansätzen scheint man auch hierzulande erkannt zu haben, dass die Gefahr akut ist.

On January 1999 the European Parliament passed a resolution where it (in paragraph 27) calls "for an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings".

It is our conviction that this ban can not be implemented without the global pressure of the informed general public on the governmnets. Our major objective is to get across to the general public the real threat which those weapons represent for human rights and democracy and to apply pressure on the governments and parliaments around the world to enact legislature which would prohibit the use of those devices to both government and private organizations as well as individuals.
