That the Bush administration has a mania for secrecy is no great secret in Washington. But the extent of administration efforts to clamp down on the flow of information -- much of it once routinely public -- became startlingly clear in a report by the Democratic staff of the House Government Reform Committee. True, the ranking minority member, Rep. Henry Waxman, D-Calif., is a frequent critic of the president, but the report is both documented and dispassionate. And it's not just the public that gets blanked by the administration.
